HUTCHINSON, Kan. — The Hutchinson Police Department welcomed a new officer and three other personnel to the force last week. Jesyka Boots was sworn in as a new officer. Boots was born and raised in Arizona. She is currently attending Northern Arizona University where she plans to graduate with a degree in Criminology and minor in Psychology and Anthropology.&nbsp;

Also new to the force is Animal Control Officer Patrick Murphy, Animal Shelter worker Hillary VanSchrag and Animal Shelter Technician Cameron Owens.

HPD welcomes new officer and staff

HUTCHINSON, Kan. — Reno County commissioners will go over two planning issues that deal with potential wind farms when they meet on Tuesday.&nbsp;

Both are resolutions amending two editions of the Reno County Zoning Regulations to provide for additional guidelines related to commercial wind energy. The Planning Commission has recommended both changes be approved. The two matters are a part of the consent agenda.

Also Tuesday, the board will make it official to deny a conditional use permit for an aggregate storage depot near Nickerson. The board will pass a resolution denying the request from Mid-States Materials to build the depot after a protest petition was filed against the facility.

Area residents questioned the safety of having the facility so close to the city and especially Nickerson High School.

And the board will go into executive session for two personnel matters. Tuesday's meeting begins at 9 a.m. at the Reno County Annex.

Reno County Commission meets Tuesday

According to Consumer Reports, some retailers have flexible return and exchange policies all year long, and others are a bit stricter. But many retailers often extend their return windows around the holidays, especially this year. With ongoing shipping delays presenting major issues this holiday season, most stores offer more generous return guidelines for holiday purchases.

According to the <a href="https://www2.deloitte.com/us/en/insights/industry/retail-distribution/holiday-retail-sales-consumer-survey.html">2021 Deloitte holiday retail survey</a>, 36 percent of shoppers consider return policies when buying gifts, a modest 4 percent increase from last year.

If you ordered from Amazon you can return gifts as well. You have <a href="https://www.amazon.com/gp/help/customer/display.html/?nodeId=GKM69DUUYKQWKWX7">30 days</a> to return any new, unopened items. The company provides shipping labels for mail-in returns, or you can take items to any of the company’s over 18,000 drop-off locations. This includes Amazon Lockers, which can often be found at Whole Foods and Walmart, as well as UPS stores and Kohl’s.

For the holiday season, Amazon extends its return window. Most items purchased between October 1 and December 31 can be returned up until Jan. 31, 2022.

Items purchased through third-party sellers may be subject to different return policies. As always it is best to have your receipt with you when you return any gift if possible.

Return policies play a role in gift buying

HUTCHINSON, Kan. — The Hutchinson Parks Department has opened the drop off sites for Christmas trees.&nbsp; The usual drop off sites are being used again which the Salt City Splash parking lot and at the Rice Park shelter house parking lot. They ask that you make sure all tinsel and ornaments are removed before dropping off your tree. Trees can also be dropped off at the Reno County Landfill.

Christmas tree drop off sites open Monday

The facilities discussion in Hutchinson USD 308 will go forward in February.

"We've been at it for over a year, a year and a half," said Superintendent Mike Folks. "We do have a plan that the majority of those on Hutchinson Unified Superintendent Advisory Council are going to present at a joint board meeting on Feb. 28. That's a work session. We're going to have RSP, which is our partner company out of Lenexa that's been facilitating and doing all of the analysis and members of HUSAC have dialogue with the board."

HUSAC wants to find a place for the youngest Salthawks.

"The number one priority coming out of HUSAC is to look at and consider a new early childhood center for USD 308 and possibly a daycare, with a location to be decided later," Folks said. "That is one option. The other thing that has been talked about at HUSAC is taking all of our early childhood programs like Head Start and the five or six satellite programs around the community and infusing those in our buildings, but the committee really wants to look at a new early childhood center."

They also want to look at changes for middle school.

"We're looking at maybe an addition down the road at HMS-8 where we can bring our 7th and 8th graders together and then repurpose our current seventh grade building," Folks said. 

HUSAC and the board will also discuss the best path forward for Lincoln Elementary, as the committee is looking either a remodel or a refurbishing of that building.

Even though Christmas is behind us this year, there's still time to give to the Remember Me Tree fundraiser for Hospice and Homecare of Reno County.

"We are wrapping up at the end of the year Dec. 31," said Stacy Goss with Hospice and Homecare of Reno County. "We will accept donations online. You can also stop by our offices."

There has been a lot of progress through the unseen hand of generosity the week of Christmas.

"We had some surprise donations come in," Goss said. "We had some large anonymous donations come in. We were very happy to see those. They put us well on our way towards our goal."

If you want to give in person, don't wait until the last day.

"We will be closed this Friday (Dec. 31) for the holiday," Goss said. Fundraiser gets anonymous boost; deadline is Dec. 31

A significant grant to help with the opioid epidemic in Reno County is on the agenda for the Board of County Commissioners on Tuesday.

The application is for a grant with the Rural Communities Opioid Response Program.

The RCORP application would be a partnership with community partners who provide preventative and intervention services to individuals in Reno County.

This application would allow for a 3-year funding opportunity with the potential of applying for $1,000,000. 

Funding for Rise Up Reno to help with the expansion of prevention efforts to Reno County youth.

Funding for Reno County Jail for services to offenders entering Reno County Jail with Opioid Use Disorder. This program would assist the treatment process and have offenders with OUD be on a program at release in efforts to reduce chances for overdose upon release, recidivism, and into recovery.

Funding for New Beginnings Transitional Jobs Program to expand the jobs program for individuals with substance use disorders. This program would assist individuals through barriers in a setting with others in recovery, help them graduate and enter a permanent job upon completion of the program.

A Health Educator focused on substance misuse would continue to educate and coordinate efforts to fight substance misuse in Reno County and continue to foster and strengthen the multisector partnerships and relationships locally and across the state.

Between October 2020 and September 2021 there were 325 suspected overdoses and 19 fatalities. The cost of overdose for emergency department visits and hospitalization is estimated around $650,000 in the same timeframe. 

If this RFP is funded, it would be a solid avenue to make additional progress in Reno County to provide education to all citizens and partner with entities to provide new and improved services for citizens who suffer from the disease of substance misuse.

The Board of County Commissioners meets Tuesday at 9 a.m. at the Reno County Annex.

Candace Davidson with the YMCA said be ready to commit as you try to get in shape for 2022.

"We're waiving our joiner fee all through January," Davidson said. "That helps a lot with the cost. We always have scholarships available if that's an issue with cost. Once you get in the doors, make sure that you come in, get involved, maybe a class. We have aerobics classes, we have spin classes, we have water classes. Those people are always excited to have new people in their classes and it's a great community type of feel, so you want to come back, you want to hang out with your friends."

"If you're already a member of the Y and you bring a friend, that friend gets their joiner fee waived, as well," Davidson said. "When they get to join, then you'll have a buddy, somebody that comes with you. "We see the same people at the same time every day," Davidson said. "That is the only way to stick with it. If you're coming in at 5 a.m. every day, you will get up and come in at 5 a.m. every day. Whatever time of day it is, it's important to schedule on your calendar like you would a doctor's appointment or another important meeting that you need to go to."

"Scripture speaks and says, the man without the Spirit does not accept the things that come from the Spirit of God, for they are foolishness to him and he cannot understand them, because they are spiritually discerned," said Pastor Andy Addis with CrossPoint in Hutchinson. "But we have the mind of Christ. The first step has to be inviting Christ into your life, so that the Holy Spirit can communicate to you. If you haven't asked Christ into your heart, then it's just another book."

Pastor Matt Stafford from First Congregational makes it clear, the Jesus of the Bible was not a good teacher, he is a Savior.

"We celebrate it because it's a virgin birth, it's not just a birth," Stafford said. "The purpose of Christmas is Easter. Jesus didn't come to make bad people good, he came to make dead people alive and that is what we celebrate."

Pastor John Wolf from Temple Baptist noted that the Magi came well after Christmas and continued to seek not the baby of the manger, but the King they believed would reign.

"The wise men were seeking God the way he wanted to be found," Wolf said. "They didn't come with an expectation. They didn't seek him on their terms. They sought him on his terms and weren't afraid to let others know, like King Herod, to let him know, we've been watching for what God's going to do and we're seeing it and we're open to instruction to not go back that way. It's just a perfect picture to me of what following God really means."

The pastors made it clear that they would love to have you at any of their churches for Christmas Eve or any time, but the important thing is that no matter where you worship, it's about Who you worship.

Fire danger high in parts of Kansas Friday

Kan. — The holiday season after a loved one dies is difficult, and it's okay to do things differently to cope.

"Those who are bereaved belong to the biggest club in the world that no one wants to be in," said Stacy Goss with Hospice and Homecare of Reno County. "This makes the holidays especially difficult, because many things can be triggers or just reminders of those who aren't here with us to celebrate. People don't have control over any of these triggers and they typically cannot avoid them."

Since that is the case, give yourself permission for things to not be the same.

"If there's a particular role in a family tradition, for instance, that is now left unfulfilled, plan ahead, or possibly skip that part, or maybe have somebody else stand in," Goss said. "For instance, with Christmas, if somebody always dressed up like Santa, but that person is no longer with us this year, you could remember him or her in a different way, such as having a different family member dress up, or you could reminisce by looking at photos from previous years instead of doing that activity."

It's important to acknowledge the person's absence, but try not to let it have too much of an effect on how you treat the others in the family.

"People just want to be treated normally when a loved one passes away," Goss said. "You should never avoid somebody because they've had a recent loss. There are a few things that you do want to say, which I've gethered from some of our grief and bereavement resources. Very simple words, like, I am so sorry to hear about your loss. I don't know what to say, but I'll be glad to listen, or even offering them help, but being aware that they may politely decline."

Hospice and Homecare offers both in-person and Zoom grief and loss support groups. Those meet on Mondays at 1 p.m. at their offices at 2020 North Waldron.

Hospice: Holiday season hard after loss

Kan. — Pediatric patients at Hutchinson Regional Medical Center (HRMC) are the benefactors of a toy drive conducted during the holiday season by Lowe’s Home Improvement Warehouse and the Salt City Chapter of the Guardians of the Children, an international organization dedicated to children and the prevention of child abuse.

Representatives of Hutch Regional were at Lowe’s Thursday morning to pick up the toys at a ceremony attended by several members of a group representing the Guardians of the Children.

Sam White, Assistant Manager of the Hutchinson Lowe’s store, said the donation included games, dolls, stuffed animals and toy trucks.

White said Lowe’s has undertaken a project during each of the past 12 years to benefit children hospitalized at HRMC.

Jill White, RN, BSN, Director of Patient Care Services at HRMC, said toys can be an important part of the recovery process for young patients.

“We have experienced unique challenges for our hospitalized children this year,” White said. “Due to COVID-19 and restrictions we’ve had to implement, children aren’t able to have extra visitors such as siblings to help occupy their time while in the hospital.”

“This year more than ever, the toys and activities have been helpful in making their hospitalization a little brighter,” White continued.

Ken Johnson, President and CEO of Hutchinson Regional Healthcare System, said hospitalization may be especially difficult during the holiday season, and in particular, for young children.

“So, it is especially gratifying when a great corporate citizen such as Lowe’s joins forces with Guardians of the Children to assist children who have the misfortune of being hospitalized during the holiday season,” Johnson said. “Thanks to Lowe’s and Guardians of the Children, approximately 200 children will have a more pleasant hospital stay.”

Lowe's, Guardians of the Children team up for 12th year for HRMC kid patients

RENO COUNTY —A Hutchinson man was injured in an accident just after 8:30a.m. Thursday in Reno County.

The Kansas Highway Patrol reported a 2011 Acura RDX driven by David Bryce Terry, 28, Hutchinson, was eastbound on Kansas-96 at Red Rock Road.

The driver lost control of the vehicle. It struck the bridge prior to coming to rest in the south ditch.

EMS transported Terry to Hutchinson Regional Medical Center. He was not wearing a seat belt, according to the KHP.

Kan. — The Hutchinson Salvation Army is looking for a strong finish to bell ringing this week.

"Our overall goal is $400,000 and we're about 44% of the way to that, 45% of the way to the goal," said Maj. Paul James. "Kettles, we're only a little over $7300 away, I think. We have it posted on our signs how much further away we have for that goal."

They were able to help more people than had originally signed up for both food and toys this week.

"I think we ended up going a little bit above and beyond that," James said. "The food bank was a huge help with just helping us with meat. We gave above and beyond what we had planned for just families coming in. Toys, I had mentioned earlier this week that, I mean, the community really responded to that and so we've been able to help a few stragglers that have come through and for whatever reason, they thought they had it taken care of and then they realized that they needed some help."

The need is still great, but the community has really come together to help.

"We saw a lot more people volunteering their time with the distribution," James said. "They were getting things ready with the food baskets or getting the toys bagged up by family, the day of the distribution, Monday, Tuesday and Wednesday we distributed those things. It's nice to be able to see people come together. I think people are really overwhelmed. I think they get more fulfillment out of helping other people than the families, sometimes, that are coming in with the need."

Bell ringing continues until Christmas Eve at 5 p.m. The fundraising for the overall goal goes through January.

Salvation Army able to do a little more, thanks to community

Kan. — Heading into Christmas travel, gas prices in Kansas continue to be around the $3 a gallon mark.

"Right now, we've been experiencing a little bit of a decline in gas prices over the past four to six weeks," said Shawn Steward with AAA Kansas. "Here in Kansas, we're at $2.97 a gallon. That's down 2 cents from a week ago and down eight cents from where we were a month ago."

Reno County is a little above the state average.

"Reno County, today, is at $3.01 a gallon, a little higher than the $2.97 statewide average," Steward said. "Nationally, we're at $3.29 a gallon, on average."

If you're traveling, most places both in Kansas and in the region are a little less expensive than at home with Kansas City, KS at $2.94, Manhattan at $2.96, Topeka at $2.95 and Wichita at $2.96.

"As usual, Texas, Oklahoma, Arkansas, Missouri, those are actually the four cheapest gas price states in the country," Steward said. "If you're traveling around here, you'll be getting a little bit of a benefit in your wallet when you go to fill up the tank."

Gray County, Texas in the Panhandle east of Amarillo is the least expensive county in the least expensive state at $2.63 a gallon.

Hutchinson USD 308 is seeking public input on needs that they will spend COVID relief money on.

"We are going to do an electronic survey, open that up in January and everybody can give input, all 308 stakeholders," said Business Manager Sheila Meggers. "We'll post that on our website and on Facebook and we'll email that out to staff as well. Anyone can fill that out, but we also want a little bit more discussion and so we are going to model some in person sessions after the community ARPA input sessions that happened here this fall."

They'll try to make it efficient, time-wise.

"We'll hold some 90-minute sessions," Meggers said. "It's a structured discussion, in which people will look at what needs came up during COVID, how we can best address those, if we were dreaming big. We do have some categories that those have to fit into, but we are going to invite a wide range of people and get some diversity in there and get some input. It is a requirement with ESSER III with our application, but it's also a great opportunity for us to get some really good input."

These funds will be looked at separately from the rest of the school's budget.

"There actually are 16 categories," Meggers said. "Those categories are pretty broad. We will have to do, 20% of our funds will have to address learning loss, specifically. Then the remaining funds can go to things like purchasing educational technology, sanitation supplies, mental health services and supports, school facility upgrades. There are a bunch of categories, but really, we can brainstorm our needs and the categories are broad enough that they will likely fit into any one of those."

ESSER III funds can be applied toward school district needs arising between March 13, 2020 and September 30, 2024.

USD 308: Public input to be sought in 2022 for COVID relief money

The United Way of Reno County updated its campaign numbers on Thursday.

To date, the UWRC campaign is at 78% of its goal. The community has raised $913,000. Despite the generosity of this community, United Way is still short of the goal set by the needs of the partner agencies. The goal is $1.16 million.

The campaign is raising funds for 23 agencies and programs that provide vital services throughout Reno County. Your donation to United Way helps the following partner agencies:

A gift to United Way touches and impacts a wide cross sector of community needs. 98.5% of all contributions raised stays here in Reno County.

United Way at 78% of campaign goal

PITTSBURGH, Pa. (AP) — Police say a man suspected of shoplifting at a store where he worked in Pittsburgh is wanted for homicide in Texas. Officers were called to the Family Dollar store on Wednesday night to assist with the termination of 22-year-old Joseph Tedder of Hutchinson, Kansas. 

But Tedder fled the scene. Police say they soon learned Tedder was wanted in connection with a homicide in early November in Austin, Texas, that stemmed from a drug deal. 

Authorities tracked Tedder to a Pittsburgh home and he was taken into custody. He's awaiting arraignment and an extradition hearing.

The closure of streets surrounding the Landmark Building during the windstorm last week prompted city council member Jade Piros de Carvalho to ask city building official Izzy Rivera about the building at the council's meeting Tuesday.

"In the past, we have tried to make contact with the property owner," Rivera said. "There has been either very little or no communication, once again, with the city regarding that. I have discussed the case with Mr. Cantrell. He and I are trying to work something out as to what we can do to address the situation and see if we can try and make it safe so that this doesn't happen again."

Cantrell went farther in his comments to the council Tuesday.

"Items, had they hit pedestrians, would have or could have killed people," Cantrell said. "That is a very serious issue. It's not really something that is isolated specifically to the Landmark. In our city, there's other buildings that are in bad enough shape that they, I'm sure, shed some of their parapet structures and some of their fenestration, as well. This really isn't the only building in town that we have in this condition, but it's probably the most, I guess, noticed building, based upon its location and its history."

Cantrell implied that the city is going to try to move the ball on this.

"We don't really have what I would call a heavily incentivized owner that has a desire to make those repairs," Cantrell said. "It would be a very expensive conversation for us to have, but I do think we're at the point where we need to understand that life and property are potentially being affected by this structure in our city. If we do get to an impasse where we do have to pony up the money for demolition costs, I think we need to take it seriously. I would anticipate that all of you would have that opinion. It's not that I'm petitioning you for adverse opinions in the past, but I think, even on a staff side, we were hopeful that we would get something accomplished, at least in the time that I've been here, that we'd get that building secured with new ownership and it just hasn't happened. I do think we'll be working with Izzy to get that building under notice and that we can see what happens with that, whether it be complete demolition, or maybe that incentivizes another strategy to sell that building or repurpose it."

The city is already involving itself in the demolition of the rooms at the Atrium Hotel next year, so if they chose to do something with the Landmark, too, that could have another significant impact on future city budgets.

Cantrell: 'Take seriously' issues with Landmark Building

Kan. —&nbsp;The Hutchinson City Council rezoned lots to allow Salt City Brewing to build a parking lot at their meeting Tuesday.

"The properties we are talking about are 15 East 6th and an unaddressed parcel on East 6th," said City Planner Ryan Hvitlok. "For those familiar with the neighborhood, it would be the properties that are just to the east of Salt City Brewing. There was a house that was there that was demolished earlier this summer. Then, there is a small property that is to the south of that property, as well."

The parking lot would have a specified direction of travel.

"People would come in through 6th Avenue and then go out through the alley," Hvitlok said. "They are installing a fence. That would be a solid, six-foot privacy fence. That should help shield this home, hopefully from headlights, things like that, it hopefully will minimize the impact on the neighbors. They've already done a little bit of work in terms of grading the site."

There will be 17 parking stalls, including one ADA parking spot. The Council approved the comprehensive plan and zoning changes unanimously.

Property rezoned for parking lot Tuesday

Kan. — Stanley Murdock with the Christian Soup Ministry let Hutch Post know the holiday schedule for the ministry.

"The Christmas meal will be December 23rd," Murdock said. "We will be closed Christmas Eve and Christmas Day and open again on Monday, December 27th."

The ministry will also be closed New Year's Eve and New Year's Day and reopen January 4th, 2022, which is a Tuesday.

Christian Soup Ministry releases holiday schedule

Hutchinson Regional Medical Center honored Stanley (Stan) Kjellberg on Wednesday, dedicating in his memory the Outpatient Occupational Therapy Unit. Stan, a long-time employee of the hospital, died of COVID one year ago this week.

A permanent plaque now hangs at the entrance of the unit, which is on the third floor. The inscription tells the story of a beloved and revered employee. “Stan made a lasting impact on his patients and coworkers as a certified Occupational Therapy Assistant with Hutchinson Regional Healthcare System for over 23 years. Stan’s greatest loves were his Lord and his family.” Also inscribed is the last message he sent his wife before passing away: “The Lord has each of us each step of the way. I trust him 100%.” Stan’s wife Lisa and their two sons, Nicholas and Andrew, attended the dedication.

Stan, a 1976 graduate of Ness City High School, attended Northwest Kansas Technical College. In 1995, he earned an associate degree at Barton County Community College as an Occupational Therapy Assistant. Following graduation, he worked for one year in Parsons before accepting a position with the Occupational Therapy Unit at Hutchinson Regional Medical Center, where he served patients for the remainder of his lifetime.

Those who knew and worked with Stan at Hutchinson Regional said he touched the lives of hundreds of coworkers and patients, especially older populations. Stan had a special gift for treating patients each as unique people, and he possessed a loving, caring relationship with his work family.

Lori Harnett, Director of Rehab Services and Wound Care at Hutchinson Regional said Stan had a way of connecting with his patients and forming relationships that lasted beyond the therapy session. “He loved the stories that his patients told him while doing their therapy,” Hartnett said. “Stan had a way about him that made people feel comfortable opening up and sharing and he became a friend to everyone that knew him. We all miss Stan’s smile, his kind words, and his friendship.”

Ken Johnson, President and CEO of Hutchinson Regional Healthcare System, said Stan Kjellberg was a role model, inspiration and mentor to those he worked with. “Stan had a phenomenal bedside manner and he inspired a generation of patients that short term pain always results in long term gain when it comes to rehab and recovery,” Johnson said. “Stan’s professionalism and positive attitude made Hutchinson Regional and the Rehab Team better.”

Kansas Republican Attorney General candidate Tony Mattivi sees a big case coming for the next AG that he believes he is uniquely qualified to deal with.

"The next attorney general is the person who is going to have the privilege of standing at the podium in front of the Kansas Supreme Court and defending the Value Them Both amendment," Mattivi said. "The attorney general who is elected this time is going to be the person tasked with managing all of the litigation surrounding the Value Them Both amendment. You can bet that when that amendment passes, the other side, that lobby is coming after it. They are going to challenge it in court. We need an attorney general who is experienced in court, who is experienced with complex litigation and is going to be capable of beating back those challenges to that very valuable and very worthwhile amendment."

The Value Them Both Amendment is on the ballot in August of 2022. 

"A couple of years ago, the Kansas Supreme Court issued a ruling where they found, in the Kansas Constitution, the right to an abortion," Mattivi said. "They found that it was a constitutional right in Kansas. That invalidated a number of anti-abortion laws and it made Kansas something of a mecca for abortion. Folks from surrounding states come to Kansas to have abortion done, increasingly so, since the Texas law passed. What the Value Them Both Amendment does is, it is a constitutional amendment establishing that there is no right to an abortion in the Kansas Constitution. That lets our legislators legislate in the area of abortion. It lets the legislature control the abortion laws in Kansas, which I submit is the way that it should be."

The Value Them Both Amendment could be even more important if the U.S. Supreme Court overturns Roe v. Wade this summer, because then, those seeking abortions would have to get them in states where the state has made them legal, which is what they would still be in Kansas if the amendment does not pass.
