HUTCHINSON, Kan. — The Hutchinson City Council will go over a proposed zoning matter Tuesday.

The rezoning involves a small office and storage building at 311 W. 2nd Ave. If approved, the area would be rezoned to C-1 office and commercial district.

The change comes at the request of Horizons Mental Health Center, who wants to use the building for an overnight observation center. Action will be needed by the council to amend the comprehensive use land map and to make the rezoning change.

Also Tuesday, the council will take action on a change order for a drainage repair project and consider a bison viewing project for the Hutchinson Zoo. The project is being funded through a donation and other fundraising efforts of the zoo.

Tuesday’s meeting of the Hutchinson City Council begins at 9 a.m. at the Hutchinson city offices.

Hutchinson City Council meets Tuesday

HAVEN, Kan. — The Haven City Council will kick off the new year with a full agenda session on Monday.

One of the agenda items is an executive session regarding the ongoing legal matters surrounding the city swimming pool. The pool has been closed since 2019 after a renovation of the pool did not fix all of the issues that needed to be addressed.&nbsp;

The pool was closed again in 2020 when the city and the contractor became entangled in legal action. That and a combination of COVID left the city with the choice to close again. The legal matters continued into 2021 and the pool stayed closed this past summer.

Also Monday, the council will go over several licensing matters for three mobile home parks and a cereal malt beverage license for the Kwik Shop.

Finally, the council will go over a recommendation from the planning commission to change zoning for a parcel of land along the 200 block of South Sedgwick Avenue from single family to commercial.

Monday’s meeting of the Haven City Council begins at 7 p.m. at the Haven city offices at 120 S. Kansas Ave.

HUTCHINSON, Kan. — Students will be returning to school next week. In Hutchinson USD 308, students will still have a bit of a break as they return to class Wednesday, Jan. 5.

The remaining five school districts in Reno County will all take Monday off before returning to class. Those districts kick off the second half of the year Tuesday, Jan. 4.

Students back in school this week

MCPHERSON COUNTY—A Kansas woman died in an accident just after 4p.m. Saturday in McPherson County.

The Kansas Highway Patrol reported a 1999 Chevy Suburban driven by Jimmie W. Hall III, 36, Wichita,&nbsp; was southbound on the inside lane of Interstate 135 just south of Arrowhead Road.

The driver lost control. The SUV traveled off the roadway to the west into the ditch, spun and overturned.

A passenger Mary E. Hall, 62, was pronounced dead at the scene. EMS transported a 10-year-old girl from McPherson to a Wichita hospital.&nbsp; The driver was not injured and not wearing a seat belt, according to the KHP.

Kan. woman dies, child injured after McPherson Co. crash

HUTCHINSON, Kan. — The Hutchinson Fire Department responded to 1701 East 95th for the report of a building fire around 7:13 p.m. 

First arriving crews found a fully involved mobile home.  Crews started a defensive attack due to the amount of fire.  Fire was visible throughout and under the home.  Crews were able to control the fire in a hour and stayed on scene to overhaul the home for another 2 hours.   The home is a total loss. 

  The home was occupied at the time of the fire and all were able to escape without injury. The Red Cross was called in to assist the occupants. No firefighter injuries were reported throughout the incident. The cause of the fire is currently under investigation.&nbsp;&nbsp;

HUTCHINSON, Kan. — The combination of cold weather and the New Year holiday means people are still going to venture out. Whether you are driving for fun or necessity, you need to make sure you have a winter survival kit in your vehicle.

At the very least, you should have an extra set of warm clothes or a blanket in case you’re in a fender bender or accident and you will be outside of your vehicle. You should also have an ice scraper, snow brush and jumper cables. You should always have a fully-charged cell phone on-hand as well.

Some snacks and bottled water is a good idea too.

If you become stranded in bad weather, do not leave your car or try to push your vehicle out of the snow. If you have flares, you should use them then. Also it is a good idea to have the gas tank filled in case you do get into trouble or have a long wait in line due to an accident in front of you.

Tips for staying safe if you must travel this weekend

HUTCHINSON, Kan. — If you or your family are thinking about getting a new pet, the best place to do it is at an animal shelter. The Hutchinson Animal Shelter has cats and dogs for adoption and can help you find the right animal for your family.

“Start by thinking about, are you a cat person, are you a dog person, what your lifestyle fits best,” Shelter Director Michaela Schommer said. “Do some research of different breeds and make sure the entire family or entire household truly wants the responsibility of taking home an animal.”

Schommer says they have made some changes at the shelter regarding pet adoption that will make it easier for you and better for the pets.

“One thing that we changed this year is that we handle adoptions by appointment, which helps with a variety of things,” Schommer said. “One, staff flows throughout the day and the tasks they need to do, but there are studies that show that it actually reduces the stress on animals by not having too many strangers walk by them in their kennels.”

Once you have that appointment made, you can then get some one-on-one with your potential pet.

“Once you have an appointment, you come into the shelter and we will show you all of the animals and help guide you to what we know about them and find the right fit,'' Schommer said. “We have a short application that you fill out. If the animal is ready to go home that day after the adoption fee is paid and approved, we send them home with you.” If an animal is still new to the shelter and has not been spayed or neutered, then the animal will stay at the shelter for a few days until that surgery can be completed.

Schommer says the best thing to do when adopting a pet is plan ahead, make sure the family can take care of the new pet and that if you rent, your landlord says it is OK to have a pet.

Hutchinson Animal Shelter has furry friends to adopt

HUTCHINSON, Kan. — KDOT and area Public Works crews are getting ready for what could be the first winter storm of the season.&nbsp;

Tim Potter with KDOT said crews in south-central Kansas are pretreating some highways where they anticipate more ice and snow rather than rain. Where rain is expected, the roads will be treated as necessary.

Don Brittain with Reno County Public Works says they are ready for this weekend. Brittain says they are waiting to pretreat roads and bridges due to the possibility of rain before the snow. Brittain says they will treat as needed and have plenty of drivers and salt to manage the roads.

Hutchinson Public Works has already pretreated most of the major city streets and will continue to do so through Friday. Plowing the streets will be as-needed but the city usually starts plowing all of the major streets when the snow reaches three inches.

Motorists are asked to stay back from all trucks treating roads and be prepared for slick driving conditions over the weekend.

Crews ready to deal with streets and highways during storm

HUTCHINSON, Kan. — With the Omicron virus providing the latest surge in COVID cases, the Reno County Health Department is watching the return of students into schools closely.&nbsp;

The Health Department says it will continue to work with schools to keep students in class and says schools have worked hard at just that.

“The schools have done well and they’ve done what they can,” Health Department Director Karla Nichols said. “They’ve been adaptable . . . to where you have that balance. You want to protect those kids in school but you also want to keep the kids in school, so it’s a balance.”

Nichols says the plan is to continue to leave action in dealing with the pandemic up to them with the Health Department's guidance.

“The message continues to be the same, we haven’t changed that message at all to schools,” Nichols said. “How schools adapt or what they implement will be up to the schools.”&nbsp;

So far during the year just two school buildings have been closed due to COVID out of the six Reno County school districts. Plans right now are to have all buildings open for class starting next week.&nbsp;

Heading into the new year, the county has less than 300 active cases of COVID.

Health Department watching as students return to school

HUTCHINSON, Kan. — Two longtime members of the Hutchison City Council will be sitting in their last meeting on Tuesday when the city council meets in regular session.&nbsp;

John Daveline and Nancy Soldner will be stepping away from the council and replaced by newly-elected member Greg Fast representing the Southwest District and Jon Richardson, who takes the seat for the northwest district. Once that is finished, the council will go through the process of appointing a mayor and vice mayor for the next year.

Once the council gets down to business, it will consider an ordinance changing the qualifications for those serving on the city planning commission. Currently, the commission is made up of nine members with seven in the city limits and two others within three miles of the city limits. The two rural representatives were there due to the city’s ability to exercise its right to extra territorial jurisdiction (ETJ), which extended three miles beyond the city limits. But over time, the city planning department has determined that ETJ is not feasible considering the city’s growth history and felt the city would be better off with a clear annexation plan for the future.

With ETJ out of the picture, the commission feels the two positions governing outside the city limits are no longer needed. Under the new ordinance, the planning commission will now be made up of seven members all living within the city limits.

HUTCHINSON, Kan. — The Reno County Health Department said Thursday that it is now following the revised CDC and KDHE approved isolation and quarantine guidelines. The new recommendations are for the general population, not for those who work in health care or other congregate settings.

&nbsp;• &nbsp; &nbsp; &nbsp; Those with lab-confirmed COVID-19 infections, regardless of vaccination status should stay home for 5 days. If you have no symptoms or your symptoms are resolving after 5 days and you are fever-free for 24 hours without the use of fever reducing medications, you can leave your house. Individuals should continue to wear a mask around others for 5 additional days.

• &nbsp; &nbsp; &nbsp; Boosted or fully-vaccinated individuals with Pfizer/Moderna within the last 6 months or Johnson &amp; Johnson within the last 2 months who are close contacts of a person with confirmed COVID-19 infection do NOT have to stay home and should wear a mask around others for 10 days. If possible, individuals should get tested on day 5.

• &nbsp; &nbsp; &nbsp; People who are unvaccinated OR have completed the primary series of Pfizer/Moderna vaccine over 6 months ago and are not boosted OR completed the primary series of Johnson &amp; Johnson over 2 months ago and are not boosted who are close contacts of a person with confirmed COVID-19 infection should stay home for 5 days. After that continue to wear a mask around others for 5 additional days. If unable to quarantine, individuals must wear a mask for 10 days. If possible, individuals should get tested on day 5.

Active COVID-19 cases in Reno County are at 278 as of Thursday, Dec. 30. There are 45 reported cases of Omicron in Kansas, but none currently in Reno County.&nbsp;

The Reno County Health Department is administering vaccines during normal operating hours. Walk-ins are accepted for those age 12 and over. Appointments are required for children aged 5-11. Call 620-694-2900 and select option 6 for scheduling. The vaccine is free to any Reno County resident, regardless of citizen status or insurance. Flu shots can also be administered at the same time as a COVID vaccine.

HUTCHINSON, Kan. — Because the new year holiday falls on Saturday, most government offices will be closed on Friday.&nbsp;

Both the Hutchinson city and Reno County offices will be closed on Friday. The county did say the landfill will be open on Friday, but then closed on Saturday. Also the Buhler, Haven and Nickerson city offices will be closed on Friday.

The post office will be open on Friday and will deliver mail, but will be closed on Saturday. Reno County District Court will also be closed Friday.

Most government offices closed Friday

HUTCHINSON, Kan. — As you would expect, Hutchinson city sales tax collections mirrored that of the county, seeing a sharp increase from the same month of 2020.

Sales tax collections totaled $1,535,328, an increase of just over 15% from the previous year or about $201,000.

Although there was some uncertainty whether the sales tax receipts would stay strong in the midst of the pandemic, the city took in a total of $16.9 million in sales tax revenue, which is an increase of 7% year-over-year.

The increase in sales tax is also a major benefit to the agencies, projects and funding supported by the 1/4-cent sales tax. For the year, the Cosmosphere received $806,000, another $122,000 went to Strataca. As for city infrastructure, the sales tax generated about $1.1 million, and $366,000 went to property tax relief. The sales tax for the Sports Arena generated about $3.4 million for 2021.&nbsp;

Like the county, city sales tax numbers for December reflect shopping for the month of October.

HUTCHINSON, Kan. — A study to look over the operations of the Hutchinson Public Works, Engineering, and Parks divisions continues. This comes after the original findings were not entirely what the city was looking for.

“The city has had additional conversations with the consultant so that we can cover several specific aspects that are perhaps unique to our organization,” City Manager Jeff Cantrell said. “We wanted to make sure that was included in the product that goes back to the governing body.”

Cantrell says the firm conducting the study did not fully take into account the city’s operations in several areas, including the airport.

“That did add complexity to the review,” Cantrell said. “That didn’t encompass all of the issues we had, but that was a big part of it.”&nbsp;

Cantrell says the other issues dealt with the flexibility the city has when it schedules employees and the ability to have employees on-call when needed.

“That was one of the areas where it was important to understand the staffing ratios and the profile that we have to maintain,” Cantrell said.

The study was discussed by the city council and other departments before sending the concerns back to the firm. The $80,000 study was made at the request of the council to look at the operations of the three departments to see if there was any room for improvement in operations or efficiencies.

Raftelis Group, the firm conducting the study, met with each department and the department heads during a visit in the summer. Human Resources Director Tom Sanders says the study compared Hutchinson to like-cities to see how those operations are similar and different.&nbsp;

The findings of the study were to be presented to the council in late fall of this year. The plan is now to have the revised report ready for the council in January.

Winter Weather Advisory in effect starting Friday evening

HUTCHINSON, Kan. — In anticipation of wintry precipitation starting Friday – going into a holiday weekend – Kansas Department of Transportation crews in south-central Kansas are pretreating some highways.

According to Tim Potter with KDOT, crews are focusing on elevated areas, including bridges, where the surface tends to freeze faster.

Pretreatment varies within the region because of varied forecasts. Around Lyons, crews are pretreating with a mix of brine and beet juice. Beet juice is sticky, so it holds the brine to the pavement longer and at lower temperatures. The beet juice looks brown and it can be washed off vehicles.

As you go farther southeast in south-central Kansas, pretreatment might not occur because only rain is expected so far in that area. Rain can wash away pretreatment material.

Even with pretreatment, motorists should be prepared for possible slick conditions and should follow the safety basics: buckle up, slow down, stay alert and don’t venture out if it’s not necessary. KDOT asks that motorists stay well behind KDOT trucks plowing snow or putting down treatment materials.

KDOT preparing for winter driving conditions

HUTCHINSON, Kan. — Reno County EMS and the Reno County Sheriff's Department were called to the scene of a two-vehicle accident Wednesday evening.&nbsp;

The SO reports that 30-year-old Brennan Stelling of Sterling was driving north on Hodge Road just after 5 p.m. when he failed to yield at the intersection of 4th Avenue and hit a westbound vehicle driven by 59-year-old Kristy Ketchum of Sylvia.

EMS transported Ketchum to Hutchinson Regional Medical Center for treatment of possible injuries. Stelling and three passengers in his vehicle refused treatment at the scene. Stelling was cited for failure to yield.&nbsp;

HUTCHINSON, Kan. — The Cosmosphere has always been a place for youth to come and learn about space and science. Most of the camps were held during the summer months when school was out, but that has been changing over the past several years.

“We’ve spent a lot of time and effort to upgrade our educational facilities and camp programming, and we have opportunities for kids pretty much all year-round,”Cosmosphere President Jim Remar said. “We have schools from all over that have taken our camps during the school year.”

Remar says that students can come to camp even if they may not have the financial means to do so as the museum has worked hard on a scholarship program. The camp is also structured to keep participants moving up the ladder in space studies.

“Each one kind of builds on the other,” Remar said. “We’re trying to create an opportunity and environment where they learn something one year and what they learn that year, they take that and carry it over.”

While most campers take the experience of camp as a fun event, there are those alumni that have taken it all the way to the space program.&nbsp;

“It's been incredible to follow our former campers and counselors,” Remar said. “To watch them go on to do awesome things.”

Remar also noted that, not only are the camps becoming more popular, the space museum has seen near-record crowds over the past year. With space travel in the news as much as it currently is, he hopes that trend will continue.

Cosmosphere camps not just for summer

HUTCHINSON, Kan. — A Hutchinson police officer who was fired for the handling of a traffic stop involving a fellow officer will have his case heard before the Kansas Court of Appeals next month. Former HPD officer John Suda filed an appeal with the Kansas Courts after he lost his appeals before the city council and district court.

Suda and two other officers were fired after they tried to cover up an incident in which a female officer was spotted driving intoxicated with her child onboard. That officer, Anna Ruzhanovska, resigned from the force. Other officers were either suspended or disciplined.

Suda and the other officers tried to hide the facts in Ruzhanovska’s traffic stop by shutting off the cameras and then driving her to the police station in her own vehicle. Suda maintained during an arbitration hearing that he was not trying to hide the facts, but was trying to protect Ruzhanovska when he and another officer shut off their cameras.

Attorneys representing the local Fraternal Order of Police and attorneys representing the city will argue the case Jan. 11.

Court of Appeals to hear former HPD officer's case

HUTCHINSON, Kan. — The Airport Steakhouse is changing hands. Longtime owner of the popular restaurant, Kevin Bowen, says he is selling the restaurant with the transition taking place Feb. 1.

Bowen, who purchased the restaurant in 1991, says he needs to devote more time to his petroleum business, Premier Oil and Exploration. Bowen is selling the business to Shawn Heidari, who is the current owner of the Applewood Grill at the Plaza Go Truck Stop.

Heidari says he became interested in the restaurant after talking with Bowen in the past. Heidari says he will be making some changes to the restaurant, but could not elaborate at this time. He said the changes will come over a period of months and he hopes to hold a grand opening at that time.

Bowen says he’ll miss all of the longtime customers and his staff, which he says is one of the best he’s ever had. He says he is looking forward to devoting more time to his existing business.

Airport Steakhouse to be sold

HUTCHINSON, Kan. — Hutchinson fire crews were kept busy with two more fires Wednesday afternoon. That is on top of the fire they had early Wednesday morning.&nbsp;

The first afternoon call came in at&nbsp; 12:22 p.m. as crews responded to 315 William Street for a structure fire. Upon arrival crews found a 20 x 25 detached garage, fully involved. Crews began fire operations and implemented measures to protect a house to the west. Initial fire attack operations were hampered due to explosions from stored fireworks and structural instability of the building. The fire was brought under control at approximately 12:50 p.m. No occupant or firefighter injuries were reported.

While crews were clearing up that fire, crews were dispatched to 322 E. Osborne Street around 2:20 p.m. for another fire. Upon arrival, crews found a residential home with heavy smoke coming from the front of the residence. Crews began an aggressive interior fire attack. Search and Rescue efforts confirmed the structure was unoccupied at the time of the fire. The fire was brought under control in about 30-minutes.. The resident of the structure was displaced and is receiving assistance from the American Red Cross. Both fires are still under investigation.

Bridal Fair set for Sunday

HUTCHINSON, Kan. — The Salvation Army’s annual Red Kettle campaign wrapped up on Christmas Eve and Maj. Paul James says that, while the mainstay of the holiday season proved fruitful in Reno County, there’s still time at the end of the year for donors to support the mission of Reno County’s largest, non-governmental provider of social services.

“The Christmas fundraising season is what sets the tone for the upcoming year,” James said. “So, every donation before the end of 2021 will mean more families we can help in the new year.”

Donors will also be able to benefit on their 2021 tax deductions with an eligible gift to The Salvation Army. The money raised will help families afford rent and mortgages, pay utility bills, and provide character-building programs for children in Reno County.

The Salvation Army community center will be open through Thursday for anyone wanting to drop off a donation at 700 N Walnut St. in Hutchinson. Donations can also be made online 24 hours a day at <a href="http://salarmy.us/HopeMarchesOnHutchinson">salarmy.us/HopeMarchesOnHutchinson</a>.

“We rely on the support of Reno County and greatly appreciate every single donation we receive, because ultimately, it’s going to keep the community we all call home a special place,” Maj. James said.

Salvation Army still taking year-end donations

HUTCHINSON, Kan. — For years, Reno County has set aside funds for economic development. And most of those years, the funds were not entirely spent. Those leftover funds would go back to the general fund.&nbsp;

On Tuesday, the County Commission changed that with a pair of resolutions it hopes will give a little more flexibility during the budget period and keep that money ready when needed.

The $400,000 was used for incentives and other similar programs to attract new business or to help expand an existing company.&nbsp;

Under the resolution, the county will have an economic development reserve fund. Any money left over from the $400,000 line item would be transferred into the reserve fund. A second resolution allows the county to transfer those funds into the reserve fund instead of back into the general fund.

The hope is to keep the fund in place while allowing the county to hold back in future funding if the reserve is full and the budget is tight. It also allows the county to put more into the reserve fund if it is available.

The resolutions also brought up discussion regarding the county's 5-year comprehensive plan. Commissioners were in agreement that, while the plan looks good on paper, very little has been done to attain the goals outlined in the plan. The commissioners were in consensus that the plan needed to be looked over and there should be a discussion on how to either fix the plan or take action on the plan.&nbsp;

Commission passes economic development resolution

YODER, Kan. — Nitrate issues continue for the water supply around Yoder.&nbsp;

According to Public Works Director Don Brittain, the latest nitrate test for the Yoder Rural Water District 101 came in .7 mg per liter higher than what is allowed.&nbsp;

The issue first surfaced in August of 2020 when Reno County received a precautionary public notice for an acute nitrate violation from KDHE. A warning was then sent to Yoder residents to limit water usage, especially for infants under six months. A second notice was sent on Sept. 3, 2020, due to additional testing. A third precautionary public notice was sent on Oct. 27, 2020, requiring bottled water to be provided, upon request, to any household with members at increased risk from the nitrates, such as infants, nursing mothers, pregnant women, and other at-risk customers as identified by a health care provider.

At that time, Brittain said he was hoping to drill another well to escape the nitrate plum affecting the current well, but that has not been done at this time. Brittain says he is still in the process of resolving the issue and hopes to have it done as soon as possible.&nbsp;

Nitrate levels in water resources have increased in many areas due to applications of inorganic fertilizer and animal manure in agricultural areas.&nbsp;
