The National Weather Service office in Wichita is confident that portions of Kansas will get snow and all of Kansas will be very cold from Wednesday night into Thursday morning.

Highest confidence for accumulating snow is along the I-70 corridor in central Kansas.

The snow will be accompanied by gusty north winds to 35 mph which may cause reduced visibility in blowing snow.

The coldest wind chills will be prior to 11 a.m. Thursday morning.

Very cold temperatures are again expected Thursday night into Friday morning, but the wind will be lighter then.

The snow is due to fall between 6 p.m. Wednesday and 9 a.m. Thursday.

Superior Boiler announces services agreement

HUTCHINSON, Kan. — Certainly eyes are on schools as they begin classes again in Reno County. Many have readjusted COVID policies to mirror that of the recent changes offered up by the CDC.

Hutchinson USD 308 is the last district in the county to resume classes, which is today. Students and staff have been away from buildings since Dec. 20. At the last report from the district on its own personal dashboard Dec. 17, there were a total of 355 COVID cases, which represented about 7% of the total population of students and staff. It involved 50 instructors, 151 students in grades 7-12 and 154 students under 7th grade.&nbsp;

The start of school again comes as the county saw the largest single-day increase in COVID cases since the pandemic started. The next dashboard update is Friday.&nbsp;

The district implemented a series of protocols for the school year in August and, as of now, no changes have been made.&nbsp;

HUTCHINSON, Kan. — The Hutchinson/ Reno County Chamber of Commerce has the new 2022 Flash Passes available for sale. The pass allows you to attend all chamber breakfasts and luncheons for the year.

Chamber Flash Passes now on sale

PRATT COUNTY—One person was injured in an accident just after 9a.m. Tuesday in Pratt County.

The Kansas Highway Patrol reported a 2022 International semi driven by William Arthur Johnson, 40, Houston, Texas and a 2000 Freightliner semi driven by Steven Bradley Hazen,&nbsp; 66, Protection, Kansas, were both eastbound on U.S. 54 one half mile east of SW 50th Avenue.

 Both vehicles entered the passing lanes with International in front of Freightliner.

The International semi did not move over to the right lane. The Freightliner then moved to the right lane and began to pass International

 At some point while passing, the International came into contact with the trailer of Freightliner. This contact caused the International semi to enter the north ditch and overturn.

EMS transported Johnson to the hospital in Pratt. Hazen was not injured. Both drivers were properly restrained, according to the KHP.

Driver hospitalized after semi overturns in Pratt County

BUHLER, Kan. — IdeaTek of Buhler announced Tuesday that they will be expanding their footprint into the Garden Plain area.

IdeaTek expanding service to Garden Plain

The newly seated Hutchinson City Council appeared to want to move a little faster than the council in previous years and to do that by meeting more often. The original idea proposed by Sara Bagwell was off-week study sessions, but city manager Jeff Cantrell had another idea.

"What a lot of cities do in this situation, there's nothing statutory that says you have to meet at a certain time," Cantrell said. "There are some rules as to how you conduct those meetings. A lot of cities have good success with adding those either to the front or the back side of the already established meeting schedule. A lot of cities do it that way, merely because of convenience for staff, but also the elected officials. I know that probably varies across the group."

Steve Garza and Bagwell were interested in an evening time, Jon Richardson seemed to look toward prior to the regular meeting in his limited comments. Greg Fast and Jade Piros de Carvalho expressed support, but didn't publicly say a preference as far as time.

The key, according to Bagwell's comments, is to get each council member to use their skills to the fullest.

"We all have unique skillsets," Bagwell said. "If we're able to communicate with each other and utilize the different skillsets between each of us, I think we can start accomplishing things at a little faster pace."

Bagwell noted her accounting accumen, Richardson's planning experience and Garza's public relations bent as just some of the areas where individuals could work on projects that would be able to be presented to the council at these study sessions, with the goal of streamlining the process. Cantrell did caution the body that they want to make sure the public can stay informed even as they do this work.

"This does make for some efficiency," Cantrell said. "It can also be perplexing to the public when they see a super complex item come before you for formal action and everyone votes on it and it's approved in less than 90 seconds when in the ordinary context of discussion, you might have that be maybe a 30 or 40 minute conversation in a regular meeting session."

The goal would be to continue to allow the public to pay attention to and have input on even items in these study sessions. Details on timing and frequency of the meetings still need to be worked out.

City council considering additional study sessions in 2022

Kan. —&nbsp;The new members of the Hutchinson City Council were sworn in on Tuesday, as Greg Fast and Jon Richardson took their oaths of office. Jade Piros de Carvalho was voted in as Mayor for 2022 and Richardson was voted in as Vice Mayor.

Departing council members Nancy Soldner and Jon Daveline were honored by the Council Tuesday.

"These are tireless public servants, who have not only committed the last eight years to service on the council, but their entire careers, Nancy in the field of education and Jon in the field of economic development," said Piros de Carvalho. "The institutional knowledge that they brought, as well as just, again, the deep heart for public service as they give back to this community, it's hard to put into words."

"It's been an honor and a pleasure," Soldner said. "I wish the new council well. I thank the staff for everything for everything that they have done for all of us over the last eight years and nine months, Jade. Don't forget. We were manipulated by the state."

Daveline had given a longer statement two weeks ago, but he was still looking forward, even on Tuesday.

"I want to convey my appreciation to the community of Hutchinson for allowing Nancy and I to serve over these eight years and nine months," Daveline said. "It's been a terrific experience. I've had such a great relationship over my career here in Hutchinson with the city, the city management, the city council. I think we should be appreciative of the fine people and the great leadership that we have in this community. I wish the best to the new council. All of you, you've got some major issues ahead of you, but I know you're up to the task, so, do well and we'll be watching."

The mayor and vice-mayor elections were 4-0, with the new office holder abstaining.

HUTCHINSON, Kan. — For the first time in just over three weeks the number of active COVID cases increased day over day.&nbsp;

As of Tuesday morning the number of active COVID cases jumped by 55 to 297. The last time the number of cases increased day over day was December 12. At that time the county had 654 active cases.

The total number of cases increased by more than 200 since Monday with 13,318 cases. It is the largest single day increase since the pandemic began.

Currently there are 18 county residents hospitalized. The death toll from the virus remains at 187.

Reno Co. COVID cases jump by more than 200 in single day

HUTCHINSON, Kan. —&nbsp;Hutchinson Public Schools superintendent, Mike Folks, has announced that he will be retiring at the end of the 2021-2022 school year.

“I appreciate the opportunity and support given to me over the past two and half years. The BOE, staff, students and parents of this district have not only been great teammates throughout my time here, they have also supported our educational goals during an unprecedented time,” said Folks.

Folks began his role with USD 308 in July of 2019 and is the district's 33rd superintendent in its 147-year history. Folks has served as superintendent for Clay County Schools and Central Heights USD 288 in Richmond, Kansas.

Folks received a master's from Pittsburg State University in educational leadership and administration in 2000 and a master's in higher education and higher education administration from Fort Hays State University in 1997.

“Being part of the 308 family has been rewarding and provided an opportunity for me to grow as a leader.&nbsp; After 34 years in education and over 20 years as superintendent, I look forward to the opportunity to step back and embrace a new chapter in my life,” Folks remarked.

Folks let his staff know through an email late Monday afternoon.&nbsp;

Folks to retire from USD 308

HUTCHINSON, Kan. — Enrollment begins on Wednesday and Hutchinson Community College will open for the spring semester Jan. 10.

HutchCC President Dr. Carter File said Monday that student enrollment is going to be a challenge for the coming semester and beyond, and students take a closer look at the value of college.

“The national trend is that students are being cautious about higher education,” File said. “In many cases because of the cost of it. In some cases students aren’t seeing the value out of higher education.”&nbsp;

File says that is a trend they are fighting to change.

“Our job is to convince them (students) that what they get out of a higher education far exceeds any amount of money they are going to pay or any time or effort they put into it,” File said.

As in the past, COVID will probably be a factor again this semester, but the college is looking at two things from 2022 when it comes to the virus.

“I think it’s going to fade into the background,” File said. “One of two things is going to happen. We’re going to conquer it or it’s going to become commonplace.”

Until then, File says that, as the semester starts, it will be business as usual.

“At the college, we’re going to approach it very much like we did in the fall,” File said. “We’re probably going to relax a little bit of our social distancing in our classrooms. We had a great fall and we didn’t see a lot of outbreak and we didn’t see a lot of spread.”

Still, if students don’t want to attend class in-person, the college has alternatives.

“We have great online offerings,” File said. “So if students don’t want to be in class, they can certainly take classes from us online and complete an associates degree.”

File says they will monitor the COVID situation on a week-by-week basis and if changes are needed they will address them at that time.

HutchCC ready for upcoming semester

HUTCHINSON, Kan. — Reno County EMS reported last week that it surpassed 8,000 ambulance runs for 2021, a record and the first time it surpassed 8,000 calls.

The total number of runs by the EMS in 2021 was 8,225 compared with 7,412 in 2020 and a pre-pandemic total of 7,416 in 2019.

Director Dave Johnston says the No. 1 reason for an EMS call in the county for 2021 was falls with more than 1,000 cases. Next were calls for general illness.

EMS had a record number of calls in both September and October. The state fair also kept ambulances busy with a record 104 calls. Out of those, 36 patients were transported. Johnston attributes the large number of calls to the hot weather during the fair.

The number of calls overall was up 11% with transports up 3%, according to figures released by EMS.

EMS makes record number of calls in 2021

HUTCHINSON, Kan. — Those traveling by air in the coming days are probably having a little anxiety with so many flights being delayed.&nbsp;

Autumn Westfall with First National Travel says that it's not flights out of Wichita that are being canceled, it's the flights at the connecting points. Her advice is to plan well ahead before you leave for the airport and call ahead to get the latest status on any flights.&nbsp;

If you are mid-air to a connecting point and the next flight gets canceled, that’s when things become a little more tricky, according to Westfall.&nbsp;

“The first thing you need to do is go to the customer service counter,” Westfall said. “That can be the tricky part. It takes some patience.”

Westfall says it comes down to finding another flight either that day or finding out what your options are for getting a hotel from the airline if you can’t fly.&nbsp;

She also notes that some, but not all, airlines are offering to waive change fees if you decide to rebook your flight to a later date.&nbsp;

And while patience and air travel don’t often collide in the same sentence, she said that travelers will have to show a lot of patience if they are flying in the coming weeks.

USD 313 updates COVID guidelines

HUTCHINSON, Kan. — It isn’t much to cheer about, but gas prices in Hutchinson and the surrounding area have fallen below the $3 per gallon level this week.

According to GasBuddy, the lowest price for a gallon of regular gas is $2.96. The lowest price in the county is at the Gasboy store in Arlington at $2.79.&nbsp;

Prices for all Reno County communities were not available, so there may be lower prices in the county.&nbsp;

The drop still does not provide a lot of relief as the price is still well above pre-pandemic levels. The current average price for gas in Kansas is around $2.96 per gallon, while the national average is sitting at $3.28 per gallon.

HUTCHINSON, Kan. — The winter weather over the weekend made for a long wait for Amtrak passengers heading east in Kansas Monday morning.

While trains kept running, the winter weather forced speed restrictions for the Southwest Chief. The line operated by BNSF also suffered several signal malfunctions due to the cold and snow in Arizona and New Mexico.

The Chief rolled into Hutchinson Monday morning about seven hours late. Fortunately, the lobby of the Hutchison station is open so passengers can go inside if needed.

Weather delays Amtrak service

NORWICH, Kan. — The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Norwich public water supply system located in Kingman County. This advisory is not related to COVID-19.&nbsp;

Customers should observe the following precautions until further notice:&nbsp;

The advisory took effect on Jan. 3 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE issued the advisory because of a loss of pressure in the distribution system due to a waterline break.&nbsp;

HUTCHINSON, Kan. — Competitions are the heart of the Kansas State Fair. And for 2022, there will be some new things to test your skills. The complete 2022 competitions list is now available on the <a href="https://www.facebook.com/kansasstatefair/posts/10158949980969620">state fair's Facebook page</a>.

Some of the new competitions include the best tasting tomatoes and a corn shucking contest. There’s also a contest for the best beef jerky, tablescaping and tie-dyed shoes. Back again this year is the best salsa contest, the Curly's BBQ sauce contest and the best homemade ice cream and topping.

The changes made last year remain in place for this year with additional information for each classification available online May 1, 2022. Entries will be due by July 25 again this year, which is much earlier than has been tradition. The deadline was moved up last year. That and people still not sure about entering items left the fair with few entries and little food on display.

HUTCHINSON, Kan. — While the area faces another surge in COVID cases, the number of active cases in Reno County is still falling.

As of Monday morning, the number of active cases stands at 242. That's down 36 cases from Dec. 30. The number of overall cases increased by 86 since Dec. 30 to 13,117.

There are currently 17 Reno County patients hospitalized and the number of people who have died from COVID in the county is now 187.

The vaccination rate in the county is at 52.5% or 32,808 residents.

COVID numbers still falling in Reno County

KINGMAN, Kan. — The Kingman man who was convicted of killing his wife 10 years ago will have a hearing before the Kansas Court of Appeals Jan. 12.

Brett Seacat was found guilty of shooting Vashti Seacat in her bedroom then setting the home ablaze in April of 2011. He was sentenced to life in prison without parole for 25 years. Seacat has filed a civil motion claiming ineffective counsel, saying that there was evidence the defense failed to present that would clear him of the crime. The motion was filed in May of 2020.

The Kansas Supreme Court upheld the conviction of the former Kansas Law Enforcement Training Center instructor in 2016.

Seacat maintained that his wife killed herself and that evidence proving so was not presented in his trial. In his original appeal, Seacat challenged the trial court’s exclusion of evidence relating to his wife's depression, which he contends would have bolstered his theory that she took her own life.

The case is part of the summary docket before the court of appeals, which means there will be no oral arguments in the matter.

Civil motion in Brett Seacat case to go before Court of Appeals

HUTCHINSON, Kan. — The Hutchinson/Reno County Chamber of Commerce will host the annual State of the City address again in January. This year's event is set for Jan. 27 at 8 a.m. at the Encampment Building on the Kansas State Fairgrounds

The annual event sponsored by Ward Davis Builders started as an idea by the local AMBUCS club in 2012 and has been an annual event since then.

City Manager Jeff Cantrell will be on-hand to give some of the highlights of the city for 2021 and a snapshot of what's in store for 2022 as far as city operations are concerned.

The rezoning involves a small office and storage building at 311 W. 2nd Ave. If approved, the area would be rezoned to C-1 office and commercial district.

The change comes at the request of Horizons Mental Health Center, who wants to use the building for an overnight observation center. Action will be needed by the council to amend the comprehensive use land map and to make the rezoning change.

Also Tuesday, the council will take action on a change order for a drainage repair project and consider a bison viewing project for the Hutchinson Zoo. The project is being funded through a donation and other fundraising efforts of the zoo.

Tuesday’s meeting of the Hutchinson City Council begins at 9 a.m. at the Hutchinson city offices.

Hutchinson City Council meets Tuesday

HAVEN, Kan. — The Haven City Council will kick off the new year with a full agenda session on Monday.

One of the agenda items is an executive session regarding the ongoing legal matters surrounding the city swimming pool. The pool has been closed since 2019 after a renovation of the pool did not fix all of the issues that needed to be addressed.&nbsp;

The pool was closed again in 2020 when the city and the contractor became entangled in legal action. That and a combination of COVID left the city with the choice to close again. The legal matters continued into 2021 and the pool stayed closed this past summer.

Also Monday, the council will go over several licensing matters for three mobile home parks and a cereal malt beverage license for the Kwik Shop.

Finally, the council will go over a recommendation from the planning commission to change zoning for a parcel of land along the 200 block of South Sedgwick Avenue from single family to commercial.

Monday’s meeting of the Haven City Council begins at 7 p.m. at the Haven city offices at 120 S. Kansas Ave.

Haven City Council meets Monday

HUTCHINSON, Kan. — Students will be returning to school next week. In Hutchinson USD 308, students will still have a bit of a break as they return to class Wednesday, Jan. 5.

The remaining five school districts in Reno County will all take Monday off before returning to class. Those districts kick off the second half of the year Tuesday, Jan. 4.

As of now, all classes will be in-person with no restrictions. Students at Hutchinson Community College kick off the spring semester on Monday, Jan. 10. Enrollment kicks off Wednesday, Jan. 5.

Students back in school this week

MCPHERSON COUNTY—A Kansas woman died in an accident just after 4p.m. Saturday in McPherson County.

The Kansas Highway Patrol reported a 1999 Chevy Suburban driven by Jimmie W. Hall III, 36, Wichita,&nbsp; was southbound on the inside lane of Interstate 135 just south of Arrowhead Road.

The driver lost control. The SUV traveled off the roadway to the west into the ditch, spun and overturned.

A passenger Mary E. Hall, 62, was pronounced dead at the scene. EMS transported a 10-year-old girl from McPherson to a Wichita hospital.&nbsp; The driver was not injured and not wearing a seat belt, according to the KHP.
