HUTCHINSON, Kan. — The city of Hutchinson suffered three major water main breaks in just two days.

According to Richard Buller of Hutchinson Public Works, the breaks are being caused by two possible factors. One is a combination of the cold weather and sandy soil conditions. Buller says the extreme cold caused the soil to shift, breaking older water mains.&nbsp;

The age of the water mains is also a problem. Most of the older lines are cast iron and are being corroded from the outside by the soil conditions. Buller says most of those lines were placed in the ground in the 1950s. Hutchinson is not alone in the water main problems. Similar breaks happened in Nickerson last Friday and one happened in Buhler Tuesday morning.

When a line breaks, it is usually replaced by plastic PVC pipe, which lasts longer, but that is of course done on a case-by-case basis unless a major street project allows the city to completely remove the old line. The breaks also cause damage to the street, which often forces the city to close that area off until repairs can be made.

Buller says the city had 78 major water main breaks in 2021.

Cold weather and soil conditions putting pressure on city's water lines

HUTCHINSON, Kan. — Reno County is looking at a different way of having legal counsel. After meeting in executive session on Tuesday, the Reno County Commission approved hiring Barton County Counselor Patrick Hoffman to serve in a part-time role. Hoffman currently serves a similar role for Barton County, a position he’s held since 2019.

Hoffman's duties will include providing legal advice to both commissions. Last week, the Barton County Commission moved its weekly meetings from Tuesdays to Wednesdays so that Hoffman would be able to attend future Reno County Commission meetings on Tuesdays. Hoffman replaces Joe O'Sullivan, who retired as the Reno County Counselor at the end of the year.

In order to serve in the dual role, Hoffman said that he will be cutting back his private practice. Hoffman is a member of the law firm Sherman, Hoffman and Hoffman in Ellsworth.

Hoffman named new Reno County Counselor

HUTCHINSON, Kan. — The Hutchinson Fire Department will begin its wildfire mitigation work on Wednesday.&nbsp;

Crews will be burning along East 30th Avenue. Because of the burning, 30th Avenue will be completely closed between Kent and Mayfield from noon until approximately 2 p.m. Motorists will be able to detour around the mile section both north and south to get around the work.

Crews will then move to west of Mayfield. At that time, 30th will be closed between Obee and Mayfield. Motorists will be able to go around the mile section to the south. All burning will be done and 30th Avenue opened by 3 p.m. for school traffic.

The burning will then move to East 17th at Willison, where fire crews will be working along 17th back to the west for a half mile.

HFD is conducting the burning to help lessen some of the wildfire danger in those areas. The burning is expected to last for several weeks.

NICKERSON, Kan. — No action was taken by the Nickerson USD 309 School Board in connection with another bond proposal for the district. But the board did discuss the matter Monday night. Superintendent Curtis Nightingale says the board looked over some rough prices of things that the district feels is needed. And now those numbers are being studied.

"I have a facilities committee and we just need to look over those numbers and try to see if we can come up with a plan that makes sense for us,” Nightingale said. “Moving forward then, as a board, we’ll need to take a look at that and determine if they're comfortable at what type of price point and then consider maybe moving forward with action and moving on to a bond process.”

The contractor, McCownGordon, presented some of the rough numbers Monday night, which was preluded by a tour of the facilities during the fall.

“We brought that consulting firm in with our administrators and facilities managers and walked through all of our buildings,” Nightingale said. “That company went through and put prices to all of that stuff, and so that will be our next hurdle.”

While no action was taken, Nightingale says they hope to have a more direct discussion about bringing a bond proposal back to the public during the February meeting.

“Hopefully my committee will be ready to make a proposal or make a recommendation to the board based on what they see as priorities for the district,” Nightingale said. “At that point we’ll all put our heads together and see if we can come to some sort of compromise based on where we think the district's needs are.”

After the division the last bond issue generated within the board and district patrons, Nightingale says this will be an all-in effort by the board or no proposal will be presented.

“We’re either going to be seven and oh in favor of one proposal or we’ll do nothing," Nightingale said. “I have no interest in taking a divided board into the public again. I know that they did that and it didn’t go well and they’ve got a bad taste in their mouth still over that.”

Nightingale says everyone will have to get behind the proposal if they want it to have any chance of passing. Nightingale could not give a rough price on what a bond could be but did say the district's facility needs are great.

Bond issue discussed at Monday USD 309 meeting

Substitute teachers are desperately needed in every school district in Reno County and in Kansas.

"Every day we have uncovered classrooms," said Buhler USD 313 Superintendent Cindy Couchman last week. "With an uncovered classroom, there's this ripple effect that happens. We have to either combine classes or we pull paras to cover a classroom, which means those paras no longer are working for targeted interventions with our students and those interventions don't happen."

From a state perspective, Mark Tallman with the Kansas Association of School Boards notes it is the state's biggest issue.

"The current issue that we're really hearing is how do we manage our staff shortages?" Tallman said. "How that fits into the longer term is really a bigger question." 

Temporary substitute licensure requirements are something that the State Board of Education will need to address, but ultimately finding the bodies is up to the local districts.

"It's up to local boards to figure those things out, as much as possible," Tallman said. "Right now we have rules from the state board. We have laws from the legislature. Part of the debates that will happen this year, I think is, within the legislature, to what extent do we continue to let local boards struggle through these, where no matter what they do, someone will be mad?"

Couchman said there hasn't been a day since the return from holiday break without at least one classroom in need of coverage.

Laboratory testing samples collected from the City of Nickerson indicate no evidence of contamination and all other conditions that placed the system at risk of contamination have been resolved.&nbsp;&nbsp;

Boil water advisory for Nickerson lifted

The Board of Reno County Commissioners finally appeared to put the commercial wind energy conversion systems regulations to bed on Tuesday, by returning to the version of CWECS regulations originally sent to the county commissioners in the first place in January of 2021. 

The only place that those regulations would apply right now is in the areas that do not fall under the ban that was put in place last year. 

Put more simply, the currently zoned areas are banned for wind, the new regulations are for the areas of the county otherwise unzoned, roughly the western two-thirds of the county, if a CWECS proposal were to come before them. 

There are no current proposals. Any proposals would have to go through the conditional use permit process and follow these now implemented regulations, in addition to any further restrictions imposed by the individual conditional use permit as it would come forward.

CWECS regulations codified Tuesday by county commission

HUTCHINSON, Kan. — The USD 308 Board of Education welcomed two new members on Monday.

&nbsp;Laura Corey and Cheryl Thompson were sworn in as newly elected members of the Hutchinson Public Schools Board of Education.

Since their election in November, Corey and Thompson have been preparing for their roles on the Board of Education by attending training sessions with the Kansas Association of School Boards and meeting with staff and leadership within USD 308.

“It’s humbling to serve a school district that is bursting with innovation and enthusiasm, especially working with such an outstanding school board," Corey said. "From staff competency to the ease in which the board operates, it's evident everywhere - and I am beyond thrilled to be part of it."

“I am very thankful to serve on the USD 308 School Board; the swearing in and sitting on the board for the first time was a true experience and feeling of contribution," Thompson said. "I’d like to thank all the board members and USD 308 staff for their time, guidance, and input which helped me feel comfortable, informed, and prepared for the challenges ahead.”&nbsp;

In addition to the meeting, board members had the opportunity to tour Hutchinson Magnet School at Allen before the official meeting began. Alma Henry, principal at Allen, showcased the STEM focus of the magnet school, including the new Engineering Lab. The Engineering Lab is a student-involved project that will integrate several STEM learning labs such as culinary arts, construction, and computer science.

HAVEN, Kan. — The Haven School Board kicked off the new year with the naming of their board president and vice president. The board appointed Chris Powell as president and Jessica Schmidt as Vice President.

Once the board got down to business they discussed renewing the Yoder Charter School’s charter for next year. There could be some changes in the charter next year as the school wants to develop some agriculture related curriculum. The plan is to do some pilot programs&nbsp; to see what can be implemented into the classroom for next year and then put the program into full gear the following year.&nbsp;

Also Monday night, the board discussed an application for ESSER funds. The thought at the moment is to use the funds for incentive pay for employees and use a portion of the funds to make major upgrades to the HVAC units at school facilities.

Haven School Board discusses new charter for Yoder Charter School

Hutchinson Community College Cultural Activities will host the annual celebration to honor Dr. Martin Luther King, Jr. The event will begin on Sunday, January 16 at 3:00 p.m. in the B.J. Warner Recital Hall of the Stringer Fine Arts Center on the HutchCC campus. The celebration will continue Monday, January 17 at 2:00 p.m., also in the B.J. Warner Recital Hall of the Stringer Fine Arts Center.

“After a virtual celebration in 2021, we are beyond excited to gather in-person to honor Dr. King and his accomplishments”, stated Dr. Hence Parson. “We would like to encourage our community to safely join us for the events scheduled over these two days.”

With the theme of “Honoring Dr. Martin Luther King, Jr. Through Music”, Sunday’s program will feature musical performances by groups from Hutchinson Community College, Hutchinson High School, Buhler High School and a Community Choir. Monday’s program will feature educational presentations and tributes from youth. It will also focus on the accomplishments of several prominent community members and their impact on Hutchinson and Reno County, including the creation of the Chester I. Lewis Plaza in downtown Hutchinson.

Following each day’s events will be community receptions open to the public, Sunday’s at Stringer Fine Arts Center and Monday’s at the Cosmosphere. Beginning at 4:00 pm on Monday, the Cosmosphere will be open for “Dream with STEAM,” an event featuring free family activities. Attendees can learn more about scholarship opportunities for Cosmosphere camps, enjoy ice cream made using liquid nitrogen, build and launch lunar landers and more.

At 5:30 p.m., Cosmosphere offers a free screening of Dream Big in the Carey Digital Dome Theater. This award-winning documentary reveals the heart that drives engineers to create better lives for people. Limited tickets available.

The celebration is free and the public is encouraged to attend. The forum is one of a series on current and historical topics held throughout the year at HutchCC designed to inspire debate and educate students, faculty, staff and the public on various social science issues.

HUTCHINSON, Kan. — Hutchinson Public Works had to deal with two more water main breaks over the weekend.

One lane of East 4th Avenue, east of North Plum Street is closed after a water main break that occurred early Saturday morning in Hutchinson. The break was called in around 2:30 a.m. at the northeast corner of East 4th and Plum. The break was on a 6-inch water line that records show was installed in 1889 and left 35 customers without service. Public Works Water Maintenance staff worked in the morning hours in temperatures in the mid-20s. The water was turned back on at approximately 9 a.m.

One eastbound lane of East 4th is closed until repairs to the street can be made.

The second water line break was reported at East 14th Avenue and Huxman Street at approximately 3:15 a.m. This break was on a 6-inch water line installed in 1962 and left 31 customers without water until approximately 7:30 a.m. No traffic interruptions are expected.

City crews had to work a water main break at East 5th and Hoagland on Friday morning. That break left about 35 city residents without service for most of the day.

BUHLER — Students at Buhler High School will start school two hours late on Tuesday.&nbsp;

According to Shane Hecox with the district, there has been a water main break in Buhler that is having an effect on the high school building only, so students attending Buhler High will start two hours late Tuesday, January 11, 2022.

The snack shop is sponsored by Heartland Credit Union and will be run by leadership students at the school.

The business, which was put together and marketed by students, is a product of Wiley’s Redesign initiatives in the area of leadership.&nbsp;

Family and community members joined in celebrating the grand opening and ribbon cutting along with the student body.

Mini Sweet Treat opens for business at Wiley Elementary

HUTCHINSON, Kan. — The number of active COVID cases continues to climb quickly in Reno County.

In the past week, the number of active cases has jumped by 482 cases to 724. That’s the highest number of active cases since Dec. 14 of 2020. Currently, 18 Reno County residents are hospitalized.

The overall case count has increased by 846 in the past seven days to 13,963. The vaccination status remains unchanged at 52.7% or 32,944 county residents.

The death toll from the virus increased by two in the past week to 190.

County active cases up above 700 for the first time in over a year

Reno County hopes to hire its new appraiser this month.

"We had three finalists interviewed," said Reno County Administrator Randy Partington. "They're all in the running at this point. We're doing background checks, interviewing, researching their past work histories to kind of come down with the final recommendation, hopefully at the January 25 commission meeting."

The state's Division of Property Valuation also needs to sign off on an appraiser hire.

"PVD has a list of qualified appraisers in Kansas," Partington said. "You have to be on that list to even be an appraiser, or you have to get on that list if you are appointed an appraiser in a short amount of time and get PVD's approval. They kind of oversee all the county appraisers. Not management oversight, but they look at their work, do audits, reviews of the appraiser in each county to give scores of how they are doing."

The idea is for taxes to be assessed consistently across the state as much as possible.

"If a county wanted to get rid of a county appraiser for whatever reason and its before the four year appointment is up, the appraiser can file a petition, an appeal, with PVD," Partington said. "PVD has the final say of whether that person goes back into the job or is allowed to be terminated."

The reason for that is so that local elected officials can't use political influence to make an appraiser value property inconsistently with state statute.

Reno County Commission meets Tuesday

NICKERSON, Kan. — More tests are being conducted on the Nickerson city water system today to see if a boil water advisory can be lifted.

The advisory was put in place Friday after a water main ruptured near Nickerson High School Friday afternoon.&nbsp;

The line was repaired Friday. Tests on Saturday did not show enough chloride residuals in the system to lift the advisory. The hope is the test today will show better results.

The matter will come up for discussion during tonight’s agenda session. The council originally passed an ordinance to try and get home and business owners to provide more upkeep on vacant structures in an effort to find tenants or new owners for them. The ordinance was in place for two weeks before the council did an about face and voted to rescind the ordinance.

City Clerk April Beshears called a workshop for Monday, Jan. 3 to discuss the matter. Only three council members showed up and the meeting was canceled.&nbsp;

Tonight's Nickerson City Council meeting begins at 7 p.m. at the city offices.

Nickerson City Council meets Monday evening

Hutchinson Mayor Jade Piros de Carvalho let the public know the date for the first study session for the City Council in 2022.

"Our first one will be on the Woodie Seat bridge project January 20th at 6:30 p.m. at City Hall," Piros de Carvalho said. "These are open meetings, they are not open comment meetings. The public is welcome to attend and speak with council members about the project after the meeting is over."

It isn't clear yet if the meeting will be held in the regular council chambers so that streaming may be possible, or if they will try to find another room and other logistics to execute that.

"Since the meetings may often be in the evening, it's going to be interesting to try to toggle staff in a way that reduces overtime,"  Piros de Carvalho said.  "Now, with our first one being in the evening, we're working on that. I'll definitely keep you posted."

The mayor said more information on the meeting will be coming on the city's Facebook page as it gets closer, but as for the policy discussion, it's her hope that the council can come to a consensus on a direction and let staff work out the fine details.

"With the caveat that public input be strongly considered," Piros de Carvalho said. "I think that has been a bone of contention and something the pandemic has made more difficult. We need a renewed effort at that civic engagement and public outreach. I will say, for people who aren't aware of this project, the Woodie Seat bridge project is that 300-pound gorilla that we'll have to decide what to do with locally after multiple unsuccessful federal grant attempts to cost share. When we first started talking about it around four years ago, it was $6 to $7 million if we had to do it on our own. I think that number's right. I can't imagine how much that number is now."

It will also depend on the approach the governing body comes to consensus on how much it will cost, but it appears that there is an appetite for a long-term solution, not just a patch job, if that were even possible. That's part of the discussion to be had on the 20th.

Mayor gives date for first City Council study session

HUTCHINSON, Kan. — The Kansas state legislative session kicks off 2022 on Monday with a long list of items that will go before lawmakers. As always, the budget will be at the top of the list, according to Rep. Paul Waggoner. The discussion will center around what to do with the current state surplus.

“The finances for the state of Kansas are extremely strong, which is a good thing and also a bad thing,” Waggoner said. “There really is a tendency where the budget funds are coming in strongly . . . that people start getting off on ideas that otherwise would never carry merit as far as spending.”

Much discussion around tax reduction will likely center around the proposal to eliminate sales tax on groceries.

“It’s been much discussed, it has a lot of support across the board,” Waggoner said. “If you would totally eliminate the food sales tax, that’s about $450 million . . . benefit to taxpayers.”

Redistricting around the state will also gather a lot of discussion. Waggoner says there is a lot of room to move boundaries around in central Kansas.

“Certain districts in this area are below the population mark where they should be,” Waggoner said. “The south side district, the 102nd in western Reno County, mine is pretty much where it should be.”

Waggoner says people are very tense about redistricting in the state, but said it will have to happen. Following all of the ceremonies to kick off the session on Monday, Gov. Kelly will give her State of the State Address Tuesday evening.

Waggoner says there's plenty to go over in next legislative session

NICKERSON, Kan. — Discussion about bringing back another facilities bond issue proposal will be on the agenda for the Nickerson USD 309 School Board when it meets on Monday.

The board will hear a report from McCown Gordon Construction on some of the preliminary costs of a bond issue. This report comes following a tour by McCown Gordon during the fall. The contractor went over some rough figures on what a bond issue might look like for various improvements to the district's facilities and will make that report to the board Monday.&nbsp;

Talk of a bond issue has simmered on the back burner ever since a $29 million bond issue was soundly defeated by USD 309 patrons in 2019. Superintendent Curtis Nightingale came on board shortly after the board held discussion about where the district could go after the last bond attempt. At that time, the board was in agreement that the district needed to be much more transparent if it brought another proposal back to the public and should put together a firm list of priorities.

Nightingale says no action is expected by the board on Monday, but he did say the board will have a more pointed discussion about a bond issue in February and may even make a firm decision on another proposal during that meeting.

USD 309 to discuss possible bond issue Monday

HAVEN, Kan. — The Haven USD 312 School Board will hold its regular meeting on Monday. The board will go over several personnel matters as well as hear the usual reports from school officials.&nbsp;

Also Monday, the board will discuss a request for use of ESSER COVID relief funds and discuss the charter for Yoder Charter School.

The start of the new year brings the election of a new board president and vice president, and the district will announce its second quarter Impact Award winner.

Monday’s meeting of the Haven School Board begins at 6 p.m. at the Haven School District offices at 414 W. Main.

Haven School Board to meet Monday

HUTCHINSON, Kan. — If you are wanting a little pampering, Hutch Rec might have an event for you.

The Dillon Nature Center will host a Ladies Spa Night on Thursday, Jan. 20 from 6 until 7:30 p.m. The evening will include making natural spa products, relaxation techniques and enjoying some spa treatment.&nbsp;

Participants will need to bring a bath towel, a washcloth and a hand towel. You’ll also need a dishpan that your feet will fit in. Cost of the night out is $18 for Hutch Rec members and $22 for non-members. The registration deadline is Jan. 18. The event is for ladies ages 12 and up.

Hutch Rec to offer spa night

HUTCHINSON, Kan. — The Kansas Department of Health and Environment has designated the Labor and Delivery Unit at Hutchinson Regional Medical Center as the “Best of the Best'' in newborn screening services. More than 140 hospitals and healthcare organizations in Kansas were evaluated and HRMC was one of only three healthcare organizations to win the award.

KDHE partnered with the Kansas Hospital Association and the Kansas Midwives Alliance to establish this annual program in 2020. Categories included CCHD training, hearing screening, collection age, transit time, and unsatisfactory rate for metabolic and genetic screening.&nbsp;

Ashley Goss, acting secretary for KDHE, gave Hutchinson Regional high marks for its excellence in prenatal care. “We’re very pleased with the report that facilities have put forth to improve the quality of newborn screening,” Goss said. “This awards program is an opportunity to recognize their dedication and honor their service to the families of Kansas.”

Jill White, Director of Patient Care Services for Hutchinson Regional, echoed the KDHE statement and said the staff in the Labor and Delivery Unit is committed to excellence in providing patient care to mother and newborn. “I was not surprised the Labor and Delivery Unit achieved this high honor as I see every day the dedication and hard work performed by the unit staff,” White said. “The staff is never satisfied with the status quo but daily seeks a better way to provide patient care.”

Ken Johnson, President and CEO of Hutchinson Regional Healthcare System said the hospital commonly achieves commendations and awards for excellence, yet this award stands out, since only two percent of Kansas’ hospitals and healthcare organizations achieved this designation. “As we start a new year with a multitude of challenges regarding COVID-19, we must still excel at treating so many other healthcare needs,” Johnson said. “The Labor and Delivery Unit at Hutchinson Regional leads the way by giving babies and families the ‘best of the best’ and they inspire the same in the rest of us.”
