HUTCHINSON, Kan. — It’s back to the drawing board for the city and the union representing its service employees after <a href="https://hutchpost.com/posts/74cbbd86-e681-4394-ae47-fa5c46a4e030">the union’s voting delegation rejected the city’s latest contract offer</a>. City Manager Jeff Cantrell said he understands the current issues involved.

“Anytime you construct or negotiate a contract, nobody wants to give up a position,” Cantrell said. “Even if it’s not an issue, maybe it could become a future issue.”&nbsp;

Some of the issues the union had with the contract that came from union representative Esau Freeman included what constituted a break from a worksite, which both sides felt needed some clarification, and callback time to work under straight pay versus premium pay. Cantrell says there have been instances where an employee would wait for a short period of time before heading out to a job so that person would get paid premium time or overtime. Cantrell says the issue of overtime is one the city needs to have some control over.

“I believe the employer ought to have the discretion that if somebody has been plowing snow for three days without sleep, instead of going into mandatory overtime or the employee's option of&nbsp; calling for overtime to continue. I think the employer not only has the duty to make sure that safe operations are maintained and controlling the hours,” Cantrell said. “I think that discretion is appropriate. And if you look at the history of the city, I don’t know if we really have caused any issues in overstepping our bounds.”

The matter was to be on the agenda for Tuesday's city council meeting. Cantrell says the matter will probably stay on the agenda for discussion.

“I think we’ll probably leave it on the agenda for discussion with the governing body if for nothing else just to tell them where we’re at,” Cantrell said. “I don’t think we’re at an impasse, I think maybe both sides just need some additional time. I’ll probably explore the matter further with the labor representative and see what their thoughts are going forward.”

The service employees union represents about 125 city workers, mostly in Public Works and utilities.

City manager talks about stalled contract with city employees

HUTCHINSON, Kan. — The annual celebration of Dr. Martin Luther King Jr. will feature services and programs both Sunday and Monday in Hutchinson.

In the past, the celebration has included speakers from churches or organizations. But this year's celebration is taking a different angle, according to Hence Parson with Hutchinson Community&nbsp;College.

“Typically we have seniors talking about Dr. King, but this year we’re going to have young folks,” Parson said. “Some from high school, some from out of high school and some in college.”

Parson says they made this change this year because youth can have a far different perspective on the legacy of King.

“Many of those young folks were not around in 1968 when he was assassinated and probably have not heard much about him except what they have read,” Parson said. “We are excited to hear what they are going to say because, you know, generations change over time and what we perceive as being important to us might be totally different for those individuals who are younger than us.”

Activities begin Sunday at 3 p.m. with a service followed by a reception. Monday’s program begins at 2 p.m. Both services will be at the Stringer Fine Arts Center on the HutchCC Campus. Singers from Buhler and Hutchinson high schools, as well as Hutchinson Community College, will be on-hand.

After the service, the Cosmosphere will be hosting Dream with Steam with many fun and learning activities that are free for everyone. Those activities run from 4 p.m. until 6:15 p.m.

The afternoon will include a free screening of Dream Big in the Carey Digital Dome Theater. The award-winning documentary reveals the heart that drives engineers to create better lives for people.&nbsp;

The first of the three forums is scheduled for Saturday, Feb. 5, from 8:30 a.m. until 10 a.m. at the Stringer Fine Arts Center. All three events will also be live-streamed on the <a href="https://www.facebook.com/HutchChamber/">Hutch Chamber Facebook page</a>.

Chamber legislative forums begin Feb. 5.

HUTCHINSON, Kan. — The Hutchinson Clinic announced Thursday that Dr. Dustin Harker has joined the clinic’s neurology team.&nbsp;

Dr. Harker completed his undergraduate degree at Brigham Young University in Utah, medical school at the Medical University of Ohio and residency at the University of Utah in 2010. Since then, Dr. Harker has served as an ABPN Certified Neurologist in Utah, Minnesota, and Colorado.&nbsp;

Hutchinson Clinic has continued to grow its team in response to the increasing need of the community. In 2021 alone, Hutch Clinic welcomed six physicians, which included more recently Dr. Susan Heasley, who is extending the availability of Family Medicine to Cheney.&nbsp;

Hutchinson Clinic brings new doctor to Neurology Department

HUTCHINSON, Kan. — Mark and Phoebe Davenport have worked to make a big impact on several of Hutchinson's older buildings.&nbsp;

Now, the public will be able to hear more from the Davenports during Monday’s Rotary Club meeting. The meeting is at noon at the Stringer Fine Arts Center on the HutchCC campus.

The Davenports are real estate developers with a passion for renovating historic buildings and improving property management.&nbsp;

They began investing in Hutchinson in the summer of 2020 with the renovation of the Plaza Towers and have announced a major renovation of the Hoke Building. Last week, they announced they have purchased the Landmark and plan to do the same to the empty building.

Chamber to hold special awards night

HUTCHINSON, Kan. — First District Congressman Tracey Mann, along with 27 colleagues, sent a letter to the Biden administration urging it to hold India accountable under the World Trade Organization (WTO) rules, particularly regarding wheat and rice production.

The letter encourages United States Trade Rep. Katherine Tai and United States Secretary of Agriculture Tom Vilsack to initiate the WTO litigation process.

&nbsp;"This significant showing of bicameral support for the Administration to initiate a WTO case against India has been years in the making,” Betsy Ward, President &amp; CEO of USA Rice, said. “If left unchecked, the Indian export market will continue to grow at an uncontrollable rate and threaten the viability of rice and wheat producers throughout the world.”

Sen. John Boozman (R-AR) and 17 of his Senate colleagues sent a similar letter. The effort is supported by the National Association of Wheat Growers and USA Rice.

The legislators say that Indian policies cost U.S. wheat farmers more than $500 million annually, according to Justin Knopf, President of the Kansas Association of Wheat Growers.&nbsp;

Mann pushes for fair trade practices from India

HUTCHINSON, Kan. — Hutchinson city service employees have soundly rejected the latest contract proposal from the city. 

A vote of the employees on Thursday afternoon saw 95% of the Service Employees International Union members reject the contract. 

Esau Freeman of the local union says that the city's use of flexible scheduling to avoid overtime pay was one of the major sticking points, along with callback times for employees. Freeman also said that workers did not like the article that allows the city to call back workers on straight time instead of premium time for up to two hours after the work day is over. The city also wants employees to report within 30 minutes of being called out. 

Freeman says, while the union represents many different employees in the city, it really centered around Public Works and the water and sewer departments where employees can put in significant overtime if called out for winter weather or interruptions in service.

After the city council discussed the contract two weeks ago, City Manager Jeff Cantrell noted that the two sides had met and seemed to cover some ground. However, the employees still rejected the offer and Freeman says the city is not bargaining in good faith.

The SEIU covers about 125 city employees, which is about 1/4 of the city's workforce, and includes Public Works, parks and other service positions. The contract is on the agenda for discussion and action by the Hutchinson City Council during Tuesday's meeting.

City service employees soundly reject city's contract offer

LANGDON, Kan. — A sharp increase in quarantines and positive COVID cases has forced Fairfield USD 310 to close effective tomorrow. All activities for Friday as well as next week are canceled.&nbsp;

Superintendent Betsy McKinney says the positive cases are among both the students and staff.

“We have 20% of our student body out, affected by COVID, with positive or in quarantine,” McKinney said. “We also have 39% of our teachers and paraprofessionals gone as of today (Thursday).”

Students will be in remote learning starting Tuesday and running through Friday. McKinney says they are prepared for students to learn from home.

“We have the capability to do that,” McKinney said. “We are preparing our students by sending home devices today and then having a materials pick-up on Monday for the younger students.”

Teachers who are not sick or quarantined will be working from campus. Fairfield will release more details about everything on Monday and provide parents with pick-up times for school work. Older students will take home devices Thursday. Students may also take home workbooks and textbooks they could need next week.

Student meals will be available for pick-up during next week’s four days of remote learning. Those needing meals should contact Jaqui Conrad at <a href="mailto:jconrad@usd310.org">jconrad@usd310.org</a> or call the kitchen at 620-596-2007. Orders for meals must be placed before Monday at 2 p.m.&nbsp;

Meals may be picked up Tuesday through Friday from 11 a.m. until noon. Family members can pick up student meals without the students being present. Meals will not be available Friday or Monday since school is not in session.

For students in the Sylvia area needing internet services for next week's remote learning, the Pleasant Hill Church of the Nazarene will be providing free Wi-Fi service to do schoolwork. All activities for Friday as well as next week are canceled.&nbsp;Superintendent Betsy McKinney says the positive cases are among both the students and staff.“We have 20% of our student body out, affected by COVID, with positive or in quarantine,” McKinney said. “We also have 39% of our teachers and paraprofessionals gone as of today (Thursday).”Students will be in remote learning starting Tuesday and running through Friday. McKinney says they are prepared for students to learn from home.“We have the capability to do that,” McKinney said. “We are preparing our students by sending home devices today and then having a materials pick-up on Monday for the younger students.”Teachers who are not sick or quarantined will be working from campus. Fairfield will release more details about everything on Monday and provide parents with pick-up times for school work. Older students will take home devices Thursday. Under the partnership, Roger and AgTrax will integrate their digital solutions to allow mutual agribusiness customers access to their data platforms. The flow of information between systems will digitize older manual business processes and streamline business operations.

Hospice recognized for service to patients

HUTCHINSON, Kan. — The number of current active cases of COVID has jumped above 1,000 for the first time in over a year.

As of Thursday morning, the number of active cases stands at 1,016. The last time the active case count was that high was Dec. 3 of 2020 when the count was 1,130. The active case count has increased by 774 cases since Jan. 3.

The total number of cases for the county since the pandemic began increased by 1,331 since Jan. 3 to 14,448.

Eighteen county residents are hospitalized at this time and the death toll now stands at 193.

The vaccination rate did climb over the past couple of days to 52.9% or 33,083 county residents.

HUTCHINSON, Kan. — Kansas Gov. Laura Kelly has given her stamp of approval for the Reno County Commission to expand from three members to five. The public approved the expansion in the last election.

The additional commissioners could have been elected via special election, however, the commissioners requested it take place at the next regularly-scheduled general election in order to eliminate additional expense. With the expansion of the board, commissioners approved a resolution setting the 2023 commission wages at $10,800 per commissioner, which is down from $18,000.

The filing deadline for commission seats is June 1, 2022, at noon. Candidates can file at the Election Office located in the Reno County Annex, 125 W. 1st. Reno County. To view the current district maps, visit <a href="https://arcg.is/09K9ub">https://arcg.is/09K9ub</a>.&nbsp;

Governor gives approval to county commission expansion

Hutchinson firefighters still have the section of 30th west of Mayfield to Cedar Ridge left to do for wildfire mitigation on Thursday. 

Starting at noon, 30th Avenue will be closed from Obee to Mayfield. 

Motorists can go around the mile section to the south. 30th should be clear by 2 p.m.

Units will then move to East 4th at Willison. Firefighters will be burning both sides of 4th back to the west a 1/4 mile. 4th Avenue will be closed between Buhler Road and Kent Road during that burning. Motorists can utilize Ave G to get around the closed section. 

The plan is to be finished with that section by 3:30 p.m. Thursday. 

Units will then work Willison from 4th to 17th and 17th back to the west of Willison.

Kan. — Graber Elementary fourth grade teacher Angie Williams has taught for 23 years, and she sees her students as making big-time adjustments in the year she has them.

"From third to fourth grade, it is a huge jump in responsibility and just independence," Williams said. "We work really hard throughout the year on just being able to do things on their own and just making sure that they are getting their work completed on time. I think that's a big adjustment from primary to intermediate grades."

Getting to know the kids as individuals and their families is one of the rewarding parts of the job for Williams.

"When we were hybrid, we split up and I had like nine kids in one class and maybe ten kids in the other day," Williams said. "When we did that, that smaller group gave us such a chance to be able to get to know our kids so much better. That's something that, this year, I've got, right now I've got 24 kids. That's so much harder. That's that piece that I enjoy, the connection with those families."

Williams said parents working on their end to get connected is key.

"It's about being involved," Williams said. "Whether it's going to a family night at the school or making sure that they are there for the first part of the year and just making those connections with the teacher. It's as simple as, at the end of the day, talking to their kids about, what did you do? What are you learning about?"

This is Williams' fifth year teaching fourth grade.

Teacher of Month: Connection with families is key

HUTCHINSON, Kan. — The Kansas State Fair Board took time to discuss a number of capital projects during its regular meeting on Monday.&nbsp;

According to GM Bryan Schulz, three projects generated the most discussion. The first is the Expo building, which has been undergoing a major renovation. Schulz says they hope to have that building finished by the middle of February.&nbsp;

Another project in the works is the House of Capper project. Schulz says they hope to have bids returned for the board to consider in the next two to three weeks. The project includes a complete renovation of the structure to its original state plus a small park to tell the story of the structure. Plans are to have that project finished in time for the 2022 fair.

The third project, and by far the most extensive, is a complete renovation of the Bison Arena. The building, which is one of the oldest on the fairgrounds, has been out of use after it was deemed not up to code.&nbsp;

Schulz says the estimated price tag to renovate the building is between $16 million and $20 million. Schulz says he will be meeting with the governor and lieutenant governor to discuss options for funding the project, along with fundraising possibilities.&nbsp;

Kansas State Fair Board discusses capital projects

PORTALES, N.M. — A former Hutchinson Community College cross country runner was killed in a car/pedestrian accident in New Mexico.&nbsp;

According to the Eastern New Mexico News, Sylvestre Kibara was killed when he was hit by a vehicle while crossing U.S. 70 in the town of Portales near the Eastern New Mexico University campus Friday. No other details were available.

Kibara helped lead the Blue Dragon cross country team to the 2018 Region VI cross country title, then finished 21st in the NJCAA National Meet. In 2019, he finished in 7th place in the NJCAA National Meet. In 2020, he doubled in the 3,000 meters and the 5,000 meters at the 2020 NJCAA Indoor Track &amp; Field Championship. He won the 3,000 meters at the 2020 NJCAA Region VI Indoor Championship and finished third in the 5,000 meters. His best time of 24:30 is the fifth-fastest cross country time in Blue Dragon History. Kibara was a three time NJCAA All American for the Blue Dragon track team.

Kibara transferred to ENMU after one semester at the University of North Dakota. He competed in five meets for the Greyhounds and qualified for the Division II South Central Regional Cross Country Championship.

NICKERSON, Kan. — The Nickerson City Council gave approval to a cost of living increase for full time city employees during Monday’s meeting. The council approved the 5% increase for the city’s five full time workers.

Also on Monday, the council approved holding a workshop on Monday January 17th to discuss city ordinances and codes. The city has been short one position in the code enforcement office. That issue and an overall look at city codes and enforcement will be the topic of the workshop.&nbsp;

The meeting is set for 6 p.m. The public is invited.

Nickerson city employees get pay increase

Community organizations and leaders in Hutchinson and Reno County will come together to hear stories and learn more about the impact of payday loans including the need for payday lending reform on Thursday evening, January 20. 

A community conversation will give concerned citizens an opportunity to learn more and give testimony to their experiences with predatory lending in the State of Kansas. 

In collaboration with Topeka JUMP and the Kansans for Payday Loan Reform Reno County organizations including Circles of Hope Reno County, Hutchinson Community Foundation, United Way of Reno County, Prairie Independent Living Resource Center, Inc., Resilience Reno County, and the Mercy &amp; Justice Team of the Great Plains Conference of the UMC are coming together to host the event.

The event is at 6:30 p.m. at Trinity United Methodist Church at 1602 North Main. 

Currently, payday lenders can charge Kansans as much as 391% in interest. Borrowers can borrow up to $500 but many of them are forced to reborrow to keep money for rent, bills, food, and gas. 

Borrowers are likely to experience eviction, garnishment, job loss and loss of transportation when they can’t repay high-interest loan amounts. Kansas law allows companies to charge three times more than in neighboring Colorado.

Currently, payday lenders can charge Kansans as much as 391% in interest. Borrowers can borrow up to $500 but many of them are forced to reborrow to keep money for rent, bills, food, and gas. Borrowers are likely to experience eviction, garnishment, job loss and loss of transportation when they can’t repay high-interest loan amounts. Kansas law allows companies to charge three times more than in neighboring Colorado.

HUTCHINSON, Kan. — Hutchinson USD 308 is conducting a survey to gather information from stakeholders on how ESSER COVID funds should be spent. The district is looking to apply for the relief funding in the spring and is looking for public input.

“We are working hard to do our due diligence to gather as much input as we possibly can from all stakeholders before even putting our application in,” Superintendent Mike Folks Said. “The survey link just went live for USD 308, but we also are planning several small group meetings.”

The district is going to take several different avenues to gather the needed information.

“We’re going to solicit and gather input one on one in many instances,” Folks said. “For everyone to have an opportunity (to provide ideas), we did put up the survey.”

If all goes as planned the district hopes to submit the application for funds in the spring.

“I think we plan on having it wrapped up sometime in March and try to get the application submitted sometime after spring break,” Folks said.&nbsp;

"$580,000 in the general fund is what we're short from what the budget number is and what 100% compression would do," Partington said. "You guys had asked, well, how are we going to cover that? Just in the sales tax alone for 2021, Reno County received $1 million more in receipts than what was budgeted. The numbers for 2022, if sales tax receipts remained flat, we would have an additional $750,000 more in revenue than what was budgeted. Those are two examples of our conservative budgeting with revenues that allow us to absorb this increase."

County employees will see this in their checks yet this winter.

"For current hourly employees, that would begin for the hours they start earning on January 30," Partington said. "For salaried, it would be wages beginning on February 6. That is because it takes time to change the financial system to make the change for the pay scale, how we input employees."

It's been about five or six years since the pay scales were last adjusted to reflect market increases.

"People want to work where they feel that they are appreciated, where they're doing quality work," said commissioner Ron Sellers. "I think our efforts in the future there are just as important as what we're doing with the pay scale."

The total increases across the county amount to over $1.75 million with both the previously approved 2% COLA and the 100% recommended compression adjustment.

The United Way of Reno County, Hutchinson Community Foundation, Greater Hutch and the Hutchinson/Reno County Chamber of Commerce are pleased to announce a $50,000 grant from the Schmidt Foundation, for the purpose of addressing childcare system improvements across Reno County.

The $50,000 gift from the Schmidt Foundation to the United Way of Reno County will be leveraged with $40,000 in additional funding from Hutchinson Community Foundation’s donor advised funds, $10,000 from the Davis Foundation, and an economic development grant from Greater Hutch and the Hutch Chamber. The purpose of the funding will be to address several key childcare priorities that have been identified by a coalition of partners. The United Way of Reno County through their existing work of K-Ready Reno County and the recently formed Childcare Systems Group is leading this effort.

Earlier this year, a group of community leaders came together to identify the most significant early childhood challenges in Reno County, under the leadership of the United Way’s K-Ready initiative. The gift from the Schmidt Foundation is the culmination of the collaborative work of many agencies and partners across Reno County who are working to solve some of the most difficult childcare challenges around affordability and availability, primarily in infant and toddler and early childhood care.

Kurt David who serves as both Chief Executive Officer of Eagle Communications and as a Trustee of the Schmidt Foundation stated, “The Schmidt Foundation strives to impact Economic Development, Education, and Healthcare in our region.  Without question, providing available and affordable childcare achieves each of these tenets. United Way and Schmidt Foundation announce grant program for Child Care Initiatives

HAVEN, Kan. — USD 312 Haven Schools announced Monday that Haven Middle/High School Vocal Music Teacher Riley King has been awarded the second quarter Impact Award. Mr. King has served the district for the past four years in this capacity. He is also the student council sponsor for Haven High School.

His nominator said: “King is passionate about meeting the Haven Choral ensembles where they are and encouraging them to grow as musicians, but more importantly as people. He is excellent at explaining difficult musical concepts to the choirs, communicating clearly through both words and conducting gestures, and inspiring the students to give their very best. His adoration for music is obvious and every day he seeks to pass that love of music on to the kids in his choirs. Riley has an innate sense for when a student is struggling or having a bad day and he always asks if they are doing OK. He offers a listening ear, a place for students to chill, and advice if that’s what is needed.”

King also oversees the Teaching as a Career class, which is a new addition that gives students who plan to become teachers a glimpse into the teaching profession.&nbsp;

The Impact Award is handed out each quarter by the Haven School District. The four quarterly winners are then eligible to be named the Impact Award winner for the year.

NEWTON, Kan. — Harvey County residents can now take advantage of a new program offering secondhand household hazardous waste (HHW) products for reuse through Harvey County Solid Waste.

The HHW Reuse program allows residents to take previously-used items – such as paint, wood stains, automotive cleaners and home cleaning products – for their own needs.

The products are available at no cost to the consumer. There is no limit to the quantity taken.

“Household hazardous waste is one of the bigger expenses to the solid waste industry. It’s a program that’s expensive to get rid of the material,” Harvey County Solid Waste Superintendent Justin Bland said. “This is a significant savings for the county, and on top of that, we’re getting to put this good product that is reusable back into other people’s hands.”

Harvey County operates a Household and Small Quantity Generator Hazardous Waste program, which allows residents to safely discard a wide range of materials that should not be placed in the regular waste stream, at no charge.

Previously, those items were not made available for reuse. Now, properly-labeled items that are eligible for the reuse program will be shared back into the community.

Implementing the reuse program cuts expenses by reducing the amount of HHW that must be processed and shipped, provides a benefit back to consumers, and raises awareness of the correct and safe way to dispose of the products.

Harvey County spent $15,721 to dispose of HHW materials in 2020.

The HHW Reuse program is self-service. Visitors must check in at the scale house of the Harvey County Transfer Station, where they will be directed to the reuse facility. Visitors will write down their name, city of residence and log any materials taken out on a sign-in sheet.
