The Hutchinson City Council approved the latest agreement between it and 125 of its employees on Tuesday.

"The City revised its after hours callback proposal to have that start at 5 p.m., rather than two hours after their shift," said HR director Tom Sanders. "Also, we proposed that the holiday callback pay actually be applied on the actual holiday, rather than the day the city recognized it."

The union vote was on Feb. 8 and it received a strong majority.

"The most noteworthy modified language in the contract was in Article 20," Sanders said. "There's a new Appendix E, which lists the job classifications that are subject to a 30-minute response time. Those are all Public Works jobs and they were kind of driven by the critical need to get back in time to address whatever issues are coming up. There were six employees that are kind of on the border of living outside that 30-minute response time. We agreed with the union to grandfather those folks."

For all the SEIU covered jobs, their wage scale movement is going to be 2%, with a merit matrix pool with 4% increases. The agreement was approved by the council unanimously.

Leader in Me is designed for K-12 students and fits in with the district’s two primary focuses for the Kansas Education Systems Accreditation, which are rigor and relevance. The curriculum was created by the same organization that developed 7 Habits of Highly Effective People. The program is based on the See-Do-Get Cycle. When a person changes the way things are seen, it influences what the individual does and the results the person gets.

During Monday’s meeting, Krystal Young, Director of Special Programs and Redesign, presented progress on the Leader in Me programming. During the discussion Monday, Young presented the plan going forward for schools, and answered questions from board members on how individual schools will be utilizing the program in the coming years.

Because Monday’s meeting fell on Valentine’s Day, the members of the BOE were surprised with hand-made cards from students at Graber Elementary School.&nbsp;

USD 308 Board gets update on Leader in Me program

TURON, Kan. — Nothing was better than a day at the local swimming pool when you were young. The city of Turon is hoping to collect enough donations that residents in that area can swim for free.

The City Of Turon averages $3,000 in income each summer from admittance fees to their pool. This year, the city council has decided to ask for donations to raise that amount so everyone can swim for free. This is for anyone who wants to swim, not just Turon residents. Thanks to a few citizens and vendors, $1,150 has been donated so far.

Those wanting to make a donation can bring it to the city office, put it in the drop box or mail it to 501 E. Price, Turon KS 67583.&nbsp; Be sure to designate it as a donation for the pool.

City of Turon to seek donations for free summer swimming

HAVEN, Kan. — Dorsey Burgess is the first of four finalists to interview for the Haven USD 312 superintendent position.

Burgess is currently serving as the superintendent of USD 509 in South Haven. Prior to that Burgess served as principal for 15 years at Circle High School in Towanda.&nbsp;

A public reception for Burgess will be held from 3:30 until 4:30 p.m. Tuesday at the Haven High School Library.

Burgess and the other candidates will also meet with administrators and directors along with a tour of the facilities. The day will end with a formal interview with the board.

Burgess interviews with Haven USD 312

The National Weather Service in Wichita has issued a Red Flag Warning for extreme grassland fire danger, which is in effect from 11 a.m. to 7 p.m today.

South winds will be sustained at 20 to 30 mph with gusts up to 45 mph. Wind gusts may approach 50 mph across parts of southern Kansas.

Relative humidity will be as low as 25 to 35 percent.

Any fires that develop will likely spread rapidly and become very difficult to control. Outdoor burning is not recommended.

A red flag warning means that critical fire weather conditions are either occurring now, or will shortly. A combination of strong winds, low relative humidity and warm temperatures can contribute to extreme fire behavior.

Buhler Schools are partnering with the Cosmosphere to host a STEAM (Science, Technology, Engineering, Art, Math) Family Night on Tuesday, March 8, from 6:30-8:00 p.m.&nbsp;

The evening will be a come-and-go event focused on students aged PreK-8th grade, although high school students are also welcome.&nbsp;

The first is for the mill and overlay of more than 23 miles of K-42 in Kingman County from the Pratt county line east to the K-14 junction. APAC Shears of Hutchinson will do the work at a cost of $5.5 million.&nbsp;

The second project is in Pratt County where APAC of Hutchinson will mill and overlay another nine miles of K-42 from the Kingman county line west to U.S. 281 junction in that county at a cost of $2.04 million.

The third project in the area is in Rice County, which will involve replacing a bridge on K-14 over Cow Creek. King Construction of Hesston will do the project with a bid of $4.3 million.&nbsp;&nbsp;

Bids awarded for area road and bridge projects

HUTCHINSON, Kan. –&nbsp; The USD 308 Board of Education has announced Monday that Dr. Dawn Johnson will become Hutchinson Public Schools’ new superintendent upon the retirement of current superintendent, Mike Folks.

On Monday, February 14, 2022, the USD 308 Board of Education made the announcement that they have offered the position of superintendent to assistant superintendent Dr. Dawn Johnson. Dr. Johnson has served as director of human resources for the district since June, 2021, and assumed the role of assistant superintendent in November 2021.

“While a global search was possible, the Board is confident it found the most qualified candidate in Dr. Johnson. Her understanding of the Kansas education landscape, her expertise and experience in multiple areas of administration and teaching are proven qualities. We look forward to working with Dr. Johnson as our next USD 308 Superintendent,” said Board President Greg Meredith.

Dr. Johnson has over 30 years of professional experience in education. She earned her Doctorate in Education from Wichita State University, and holds two Master’s Degrees. Before coming to USD 308, Dr. Johnson served as principal in USD 444 for six years and superintendent of USD 309 from 2016-2021. Before her shift to educational administration, Dr. Johnson taught high school English in the Central Kansas area.

In additional to education, Dr. Johnson has also served honorably in the US Army for over 35 years. Currently she serves as colenel in the Army Reserve and&nbsp;as the Brigade Commander for the 300th Sustainment Brigade in Grand Prairie, Texas.

“As a member of the Hutchinson community for over 25 years, I am honored to be taking on the&nbsp; role of superintendent in USD 308, and I am proud to be a part of such a resilient and dedicated district,” said Dr. Johnson.

Dr. Johnson’s official start date as superintendent will be July 1, 2022.

USD 308 BOE taps Assistant Superintendent as new head of district

RICE COUNTY—Law enforcement authorities are investigating new charges after a chase on Saturday in Rice County.&nbsp;

Just after 4:30 p.m. Saturday, police conducted a traffic stop on a vehicle in the city of Lyons, according to Rice County Sheriff Bryant Evans. The driver, identified as 39-year-old Bradley Wicks, wanted on multiple warrants, fled in his car.&nbsp; 

Police and Rice County deputies chased Wicks to a rural home where a 2-hour standoff began.&nbsp; Wicks had been living at that home. The homeowner was not there and no one else was inside. 

Wicks eventually left the home peacefully. Officers arrested and booked him into the Rice County Jail. Officials are still working to determine charges, according to Evans.&nbsp; There were no injuries. 

Sterling police and the Kansas Highway Patrol assisted with the investigation, according to Evans.

A combination of dry weather and strong winds has increased the grassland fire danger level into the extreme category. Hutchinson Fire Chief Steve Beer says they are preparing equipment for anything that comes along.

“We just wrapped up this weekend from the Albright fire and so we have a few repairs that we have to do on some of the trucks,” Beer said, “getting our fleet back in shape for tomorrow (Tuesday).”

The fire department also did some mitigation burning Monday afternoon northeast of Hutchinson.

“We are burning off 69th along the Sand Hills State Park,” Beer said. “We haven't had a fire up there in four years so we just want to make sure we’re prepared for this dry weather.”

A fire weather watch is in effect for Tuesday where winds could gust above 40 miles per hour in central Kansas.

HFD ready for potentially busy Tuesday

Kan. — The <a href="https://www.vieyrahonorsfoundation.org/registration">Vieyra Honors Foundation</a> was set up to provide banners honoring veterans from Reno County in downtown Hutchinson.

"We're partnering with Downtown Hutchinson, the United Way and the city," said Marla Booher with the foundation. "Our goal is to sell the max banners that we can, which is 112, to honor our veterans in Reno County. Our proceeds are 100% staying in Reno County, geared toward veterans programs and veterans education and awareness within our community."

Each banner is $200. They just need some basic information on your veteran and a photo.

Banners for veterans still planned for this spring

Kan. —&nbsp;The Hutchinson City Council is set to approve the memorandum of understanding between the city and SEIU local 513, representing 125 of its workers, on Tuesday.

According to Human Resources director Tom Sanders, the two areas where there were changes were after hours callback pay starting after 5 p.m. and having holiday callback pay fall on the actual holiday, rather than any observed days for a holiday. 

This issue came to the forefront this past year, with Christmas and New Year's both falling on the weekend.

A proposal by the city to change work schedule and hours that had been a sticking point with the union was withdrawn. The union approved the MOU last week.

Kan. —&nbsp;The Hutchinson City Council is set to approve the memorandum of understanding between the city and SEIU local 513, representing 125 of its workers, on Tuesday.According to Human Resources director Tom Sanders, the two areas where there were changes were after hours callback pay starting after 5 p.m. and having holiday callback pay fall on the actual holiday, rather than any observed days for a holiday. This issue came to the forefront this past year, with Christmas and New Year's both falling on the weekend.A proposal by the city to change work schedule and hours that had been a sticking point with the union was withdrawn. The union approved the MOU last week.

Four finalists will interview to replace Clark Wedel who will retire at the end of the school year.

Each candidate will meet with Wedel and two board members for about 20 minutes before they tour the district's facilities throughout the day. The candidate will have a break for lunch with district administrators and directors.

Following the tours, a come and go reception will be held for the public from 3:30 until 4:30 p.m. at the Haven High School Library. Following dinner, the board will hold the formal interview with the candidate.&nbsp;

The district will release the name of each candidate at the time of their interview.

Haven USD 312 begins superintendent interviews Tuesday

HUTCHINSON, Kan. — The number of reported active COVID cases is still falling quickly in Reno County.

The number of active cases fell by 61 over the weekend to 276. That's down 1,221 from the start of the month. The total number of cases increased by 33 since Friday to 17,567 since the pandemic began. Twenty-one Reno County residents are currently hospitalized and the death toll is still at 217.

The vaccination rate is still at 54% with 33,754 Reno County residents vaccinated.

Active COVID cases below 300 in Reno County

Family Community Theatre returns to the stage at Memorial Hall this weekend for Roald Dahl's Matilda, the Musical.

"Matilda is a young lady that is born into a family that's not really appreciative of her or her abilities," said Craig Williams with FCT. "She becomes quite independent and quite strong. Even as a first grader, she takes on some very strong, villainous adults. We get to see the results of her work."

"She is a very outgoing and brave and smart young girl," Burt said. "She's definitely unique in that she does eventually discover that she has superpowers."

There are 44 members in the cast and it's FCT's first performance at Memorial Hall since Seussical, the Musical in 2020.

"To get tickets for the show, you can go to Absolutely Home or Bookends Book Store downtown and purchase them live," Williams said. "You can go online to familycommunitytheatre.org, or purchase them one hour prior to the show at Memorial Hall."

Tickets are $15 for adults, $12 for seniors (60+) and $5 for children (2-12).  If you have a large group attending or planning to attend the musical multiple times, there is a Matilda Bundle available providing 10 tickets for $120, a savings of $30 for 10 adults. Thursday, Friday and Saturday's performances are at 7:30 p.m., with Sunday's performance at 3 p.m. The Sunday performance will have interpretation for the hearing impaired.

On the agenda is a Minor Plat change for the Winkler Addition on Halstead, and a public hearing to consider the right-of-way vacation at 1326 East Avenue A. Also on the agenda is approval of the Crosspoint Addition final plat.

Once again, the 2022 SEIU Local 513 Memorandum of Understanding is up for consideration. The subject had been tabled at the last several meetings because final language had not yet received union approval.

The council will consider new applicants to the Juvenile Corrections Advisory Board. 

The council will also hear from its members on issues of their concern and from City Manager Jeff Cantrell. 

The regular meeting of the Hutchinson City Council is Tuesday at 9 a.m. at City Hall. The Council also plans a Tuesday evening work session at 6:30 p.m. No specifics were given on the topics for that meeting.

Students will be dismissed at Magnet @ Allen at 11:50 a.m., at McCandless at 11:20 a.m. and at all other elementary sites at 11:30 a.m. Lunch will be served at each school before dismissal. 

Bus routes will run with an adjusted schedule. Check with your building on specifics. Principals will communicate information about afternoon activities. The next scheduled half-day after Friday is May 26.

Half day for elementaries in USD 308 coming up Friday

By NICK GOSNELL Hutch Post HUTCHINSON, Kan. — The supply chain issues that have rippled across the economy have hit some of Kansas smallest residents, as well, as certain types of baby formula have been hard to come by.

"We are hearing from several families that they are not able to find certain kinds of formula on the shelf," said Heather Peterson, Reno and McPherson County WIC Coordinator. "One of the things that WIC has the capability to do then, is just to change the baby's formula. A lot of times, we make changes in their formula when babies are first born and their tummies are just a little bit more tender. Then, as they get just a little bit older, we can try them back on another formula and they do just fine on it."

There are some babies that have digestive issues that require special formula. WIC does its best to help in those situations, too.

"Fortunately, WIC has the opportunity to tailor food packages with like a hundred different formulas," Peterson said. "While not every formula is appropriate for every single baby, we do have the opportunity to maybe switch to a different formula that would be really similar to the type that the baby is on right now. Another option that we've done, is we've got the capability to, if right now, they are buying it in the powder form, which is the least expensive way, but it is available in the liquid form, we would be able to make that substitution, for this short term. If the pharmacy is able to get that special formula in a different form, then we would be able to make that switch as well, right now."

Now that WIC is not doing physical checks, it makes those adjustments easier to make.

"We can actually do the vast majority of things over the phone," Peterson said. "If they've picked up all of their benefits for formula for this month, we could retailor future months of benefits. If they still have some cans of formula on their account that they haven't been able to use, then we can actually tailor that remotely and just change it on their account and they can go to the store and get a new type of formula."

The WIC office is open Monday from 7 a.m. to 6 p.m., Tuesday 9 a.m. to 6 p.m., Wednesday 7 a.m. to 6 p.m. and Thursday from 7 a.m. to 6 p.m., or call them at (620) 259-8442.

Formula shortages causing WIC to need flexibility

HUTCHINSON, Kan. — Hutchinson Community College will have its new video system installed at Gowans Stadium this week.&nbsp;

Luminous Neon will start construction of the new scoreboard on the south end of the stadium along East 11th Avenue.

The work will require narrowing westbound 11th Avenue to a single lane between Cleveland Street and Plum Street beginning Monday, Feb. 14, to Wednesday, Feb. 16.

Complete closure of the westbound lane between Cleveland Street and Plum Street will be required on Thursday, Feb. 17, and Friday, Feb. 18.

Hutchinson Chamber of Commerce breakfast is Wednesday

HUTCHINSON, Kan. — The Hutchinson USD 308 School Board will meet in regular session Monday evening. As part of the yearly tour of the district’s facilities, the meeting will be at Morgan Elementary School at 100 W. 27th.

Following a tour of the facility, the board will take action on an internet safety policy for all USD 308 students and staff. The district says no new policies are added, but the change brings all of the district's internet use guidelines together into one document.

Also Monday, the board will approve several technology purchases including a data backup system at a cost of $26,528 and a renewal of a software contract with Skyward Software.

The board will also hold two executive sessions for a non-elected personnel matter and to discuss 2022-23 contract negotiations.

Monday’s meeting begins at 6 p.m. at Morgan Elementary School.

HUTCHINSON, Kan. — Although it's still well below pre-pandemic levels ridership aboard Amtrak’s Southwest Chief is running ahead of last year's pace.

For the first three months of the 2022 fiscal year 56,400 passengers have boarded the SW Chief. That compares with 22,600 riders in 2021. At that time the train was limited to just three days per week as the pandemic kept passengers at home.&nbsp;

It will remain to be seen how the Chief does on its new limited schedule which is five days per week through March 27. The schedule was reduced due to a shortage of workers.

Since winter is the slow time for the rail passenger carrier the company hopes that the pace will pick up in the spring. At this pace the Chief will take on about 290-thousand passengers for the 2022 fiscal year. That compares with the 338-thousand passengers in 2019.

In 2021 fewer than 3000 passengers boarded the train in Hutchinson, the lowest total among the six stops the Chief makes in Kansas.

Ridership aboard Southwest Chief ahead of last year's pace

HUTCHINSON, Kan. — First District Congressman Tracey Mann joined 90 other representatives in introducing the Protecting Family and Small Business Tax Cuts Act, a bill that would make permanent the Tax Cuts and Jobs Act (TCJA) of 2017 signed into law by President Trump.

The TCJA included historic tax cuts for American families and small businesses. The average family of four received an annual tax cut of $2,900, while the business provisions helped lead to record levels of new investment and wage growth for employees.

"Prior to the COVID-19 Pandemic, Kansas families and businesses were thriving under the pro-growth policies of the Trump Administration,” Mann said. “TCJA provided more opportunities, greater economic development, and a positive impact on their income. Unfortunately, many of these tax cuts will expire at the end of 2025. Our legislation ensures many provisions of the 2017 tax cuts remain in place, giving Kansans the certainty of lower taxes and better opportunities both now and into the future."

The Protecting Family and Small Business Tax Cuts Act will make the TCJA tax cuts permanent. Key provisions of the bill include:

Making permanent the doubled standard deduction of $12K for individuals and $24K for couples filing joint returns.

Maintaining the ability for homeowners to deduct interest payments on their mortgages.

Maintaining the Medical Expense Deduction to allow the deduction of qualified health care expenses that exceed 7.5% of an individual’s income.

Provides a 20% tax deduction for small businesses.

Mann part of legislation to keep tax cuts in place

Mc PHERSON, Kan. —The cities of McPherson, Bushton and Lyons along with McPherson Co. will benefit from part of $17.6-million in Community Development Block Grants.&nbsp;

The city of Lyons will receive $300-thousand to aid in housing rehabili9tation and demolition. McPherson County will get $250-thousand in funds to help pay for water system improvements, and the city of McPherson will get another $500-thousand to aid in funding housing rehabilitation and street improvements. Also, the city of Bushton in Rice County will get $530-thousand to help with water system improvements in that small community.

The awards are administered by the Kansas Department of Commerce and granted from the U.S. Department of Housing and Urban Development’s Small Cities CDBG program. Eligible CDBG public improvement projects help fund water and wastewater projects, housing rehabilitation and other community facilities and services. 

The Small Cities CDBG program is one of the Community Development Division’s primary tools in supporting the state’s small, predominantly rural communities.
