HUTCHINSON, Kan. — Although it's still well below pre-pandemic levels ridership aboard Amtrak’s Southwest Chief is running ahead of last year's pace.

For the first three months of the 2022 fiscal year 56,400 passengers have boarded the SW Chief. That compares with 22,600 riders in 2021. At that time the train was limited to just three days per week as the pandemic kept passengers at home.&nbsp;

It will remain to be seen how the Chief does on its new limited schedule which is five days per week through March 27. The schedule was reduced due to a shortage of workers.

Since winter is the slow time for the rail passenger carrier the company hopes that the pace will pick up in the spring. At this pace the Chief will take on about 290-thousand passengers for the 2022 fiscal year. That compares with the 338-thousand passengers in 2019.

In 2021 fewer than 3000 passengers boarded the train in Hutchinson, the lowest total among the six stops the Chief makes in Kansas.

Ridership aboard Southwest Chief ahead of last year's pace

HUTCHINSON, Kan. — First District Congressman Tracey Mann joined 90 other representatives in introducing the Protecting Family and Small Business Tax Cuts Act, a bill that would make permanent the Tax Cuts and Jobs Act (TCJA) of 2017 signed into law by President Trump.

The TCJA included historic tax cuts for American families and small businesses. The average family of four received an annual tax cut of $2,900, while the business provisions helped lead to record levels of new investment and wage growth for employees.

"Prior to the COVID-19 Pandemic, Kansas families and businesses were thriving under the pro-growth policies of the Trump Administration,” Mann said. “TCJA provided more opportunities, greater economic development, and a positive impact on their income. Unfortunately, many of these tax cuts will expire at the end of 2025. Our legislation ensures many provisions of the 2017 tax cuts remain in place, giving Kansans the certainty of lower taxes and better opportunities both now and into the future."

The Protecting Family and Small Business Tax Cuts Act will make the TCJA tax cuts permanent. Key provisions of the bill include:

Making permanent the doubled standard deduction of $12K for individuals and $24K for couples filing joint returns.

Maintaining the ability for homeowners to deduct interest payments on their mortgages.

Maintaining the Medical Expense Deduction to allow the deduction of qualified health care expenses that exceed 7.5% of an individual’s income.

Provides a 20% tax deduction for small businesses.

Mann part of legislation to keep tax cuts in place

Mc PHERSON, Kan. —The cities of McPherson, Bushton and Lyons along with McPherson Co. will benefit from part of $17.6-million in Community Development Block Grants.&nbsp;

The city of Lyons will receive $300-thousand to aid in housing rehabili9tation and demolition. McPherson County will get $250-thousand in funds to help pay for water system improvements, and the city of McPherson will get another $500-thousand to aid in funding housing rehabilitation and street improvements. Also, the city of Bushton in Rice County will get $530-thousand to help with water system improvements in that small community.

The awards are administered by the Kansas Department of Commerce and granted from the U.S. Department of Housing and Urban Development’s Small Cities CDBG program. Eligible CDBG public improvement projects help fund water and wastewater projects, housing rehabilitation and other community facilities and services. 

The Small Cities CDBG program is one of the Community Development Division’s primary tools in supporting the state’s small, predominantly rural communities.

As of 10:30 this morning, the Albright fire has been declared 100% contained. 

Fire crews wrapped up last night operations and final monitoring inspections this morning. A few hotspots remain; however, each of these hotspots are deep into the black burnt out area and should not pose a problem. Additional information on size of the fire (acres) and property values will be released next week. 

The Hutchinson Fire Department wants to remind citizens that again today we are in a very high fire danger and the county has instituted a burn ban for today.

The State of Kansas is in the position of having a large surplus of cash right now. There are many thoughts about whether and how to reduce taxes and also about funding long-term obligations. One thought is further funding the Kansas Public Employees Retirement System.

"You do have the one time part, which is the $3 billion, that you would presumably be trying to get down to $1 billion or less," Waggoner said Friday. "The notion of a rainy-day fund...but, particularly KPERS is a great example."

More funding toward KPERS would improve future budgets.

"The difference that taking $500 million of it, or I've even heard $1 billion of it, to actually shore up KPERS so it gets past the 80% fully funded, you also reduce the effective... there's also sort of like an interest rate that we have to pay on some money that we had borrowed earlier. If you pay off that, it's like paying off your mortgage, so you start saving a lot of interest expense, which actually makes going forward, the state budget in a better situation."

KPERS is 72.5% funded – up more than 16% since 2012, but the current unfunded liability is at $8.5 billion.

Just before 11:30 p.m. Thursday, Hutchinson firefighters responded to&nbsp;312 East 5th Avenue for a reported structure fire. The structure was a multi-family dwelling. All occupants were able to escape the fire without injury. 

Heavy fire was showing from one apartment when firefighters arrived. The fire was contained to the original apartment. There was moderate damage to the apartment. Three families and multiple pets were displaced from the fire. Fire crews remained on scene for two hours conducting overhaul and investigation. The investigation remains open but the cause appears to be accidental.

Kan. — The Third Thursday Chocolate Crawl is coming up in Hutchinson Feb. 17.

We have seventeen businesses in friendly competition with each other," said Loribeth Reynolds with Hutch Rec. "They are wanting to become the 2022 Chocolate Crawl champion."

You never know what you'll find downtown as part of the Chocolate Crawl.

"They can tend to get pretty creative with what they cook up," Reynolds said. "We have had everything from chocolate bacon to truffles to hot cocoa. You name it, it's down there to sample. Participants are asked to vote after they sample these chocolate treats, so there's going to be marked, designated spots for people to drop in their vote for a chocolate stop. We have four local wineries that have decided to join in on our fun. They are going to be handing out free samples of their wine, as well as having bottles for sale."

The stops for chocolate and wine include: Holly's Sweet Treats, Toy Depot, Board &amp; Brush, Sugartime Confections, Details Event Planning and Rentals, Crow &amp; Co., Furniture &amp; Mattress Clearance Center, Sleep Shoppe and Furniture Gallery, Frameography, Bride 2 Be, The Hickory StiK, Gale Wall Photography, Reffner’s Bookends, Splinters n Rust, Lit Studios Paint and Pottery, The Wool Market &amp; DIY School, Sandhills Brewing and Salt City Brewing Company. Participating Wineries are Rosewood Winery &amp; Meadery, Wyldewood Cellars, Smoky Hill Vineyards &amp; Winery and Meadowlark Farm. There are just 150 tickets for the event.

This Saturday is the state scholar's bowl competition and Central Christian School is one of many area schools competing.

"It's head to head competition and there will be sixteen questions in a round," said Rochelle White, coach at CCS. "There are questions from foreign language, language arts, science and health, social science, math, fine arts and then a current event question. They get 10 points for each question right they buzz in and have to beat the other team in and hopefully answer correctly."

White says that the central part of the state has a lot of great scholars bowl teams.

"Our area schools really excel at scholars bowl," White said. "Inman has qualified for state, Elyria Christian, Pretty Prairie, Hutch High, Pratt, Buhler, McPherson, Kingman, Cunningham, all of those schools are going to state, so I think Reno County and the surrounding area is showing up in a big way."

Just like many other KSHSAA activities, the state competitions are separated by school size. CCS is competing in 1A Division II at Chase.

"Most of our students are pretty broad and can answer well in lots of categories," White said. "We do have some students who are better at math, some that excel at fine arts, but a lot of our kids can answer questions across the board."

The team members who will compete at state for CCS are Josh Miller, Ethan Glover, Nathan Reed, Justice Huff, Morgan Erwiller and David Wise.

Kan. — Kansas Senate President Ty Masterson announced on Thursday that three other state senators, all Republicans, would be removed from their committees or demoted.

Senator Mark Steffen was removed from the Taxation Committee and demoted from Vice Chair of the Commerce Committee, though he will still serve on the committee.

Senator Dennis Pyle was removed from Transportation and Utilities committees.

Senator Alicia Straub has been removed from the Transparency &amp; Ethics and Local Government Committees. She was also stripped of her Vice Chair on the Agriculture and Natural Resources Committee, but will remain a member.

All three of those members initially voted against the Ad Astra 2 Congressional Map override of Gov. Laura Kelly's veto. Steffen and Straub changed their votes on a second try, Pyle voted pass.

Steffen appeared to have tied the change of vote on the map to getting a bill that would have required off-label filling of prescriptions like ivermectin and hydroxychloroquine in Kansas out of committee. That bill was also re-referred back to committee.

The override on the congressional map was successful, but Democrats plan to challenge the map in state court.

Senators who voted against congressional map demoted from committees

HUTCHINSON, Kan. — Certainly many healthcare providers are in favor of Gov. Laura Kelly's new push to expand Medicaid in the state. One of those agencies supporting the bill is the United Methodist Health Ministry Fund of Hutchinson.&nbsp;

On Thursday Kelly announced legislation to expand Medicaid that she says would provide more than 150,000 Kansans access to affordable healthcare and create more than 23,000 new jobs.

“A sustainable health system is crucial to the future of rural Kansas communities. High uninsured rates and hospitals facing high levels of uncompensated care threaten the future of healthcare,” United Methodist Health Ministry Fund President and CEO David Jordan said. “Expanding KanCare would help protect the 70 rural hospitals currently at risk of closing across our state. Expanding KanCare would strengthen the rural healthcare system and help ensure rural Kansans get the healthcare they need while giving a boost to their economies. The time to expand is now.”&nbsp;

Under the proposed legislation introduced on Feb. 9, Medicaid will be expanded to cover Kansans earning up to the full 138 percent of the Federal Poverty Level, 90 percent of which would be paid by the federal government, starting on Jan. 1, 2023. Furthermore, if Medicaid is expanded, the state is poised to receive an additional $370 million over the next eight fiscal quarters for the current Medicaid population.&nbsp;

One of those agencies supporting the bill is the United Methodist Health Ministry Fund of Hutchinson.&nbsp;On Thursday Kelly announced legislation to expand Medicaid that she says would provide more than 150,000 Kansans access to affordable healthcare and create more than 23,000 new jobs.“A sustainable health system is crucial to the future of rural Kansas communities. High uninsured rates and hospitals facing high levels of uncompensated care threaten the future of healthcare,” United Methodist Health Ministry Fund President and CEO David Jordan said. “Expanding KanCare would help protect the 70 rural hospitals currently at risk of closing across our state. Expanding KanCare would strengthen the rural healthcare system and help ensure rural Kansans get the healthcare they need while giving a boost to their economies. The time to expand is now.”&nbsp;Under the proposed legislation introduced on Feb. 9, Medicaid will be expanded to cover Kansans earning up to the full 138 percent of the Federal Poverty Level, 90 percent of which would be paid by the federal government, starting on Jan. 1, 2023. Liverwurst and Fried Mush tradition continues Feb. 25

HUTCHINSON, Kan. — A large number of households along West 24th Avenue went without water service for several hours Wednesday after a major water main break.&nbsp;

According to Public Works, the water main break was at the intersection of North Adams Street and West 24th on the southwest corner of the intersection. About 44 homes along 24th Avenue between Adams and Monroe were without service until the line could be repaired later in the day.

Hutchinson Public Works deals with another water line break

HUTCHINSON, Kan. — Representatives from Rise Up Reno Prevention Network joined thousands of substance use and misuse prevention specialists and community coalition advocates&nbsp; for CADCA’s (Community Anti-Drug Coalitions of America's) 32nd Annual National Leadership Forum.

“We were privileged to take two staff, three coalition leaders, and two youth leadership students to CADCA’s National Leadership Forum,” Carla Smith, Executive Director of Rise Up Reno said. “During the week, we worked on building our skills and strategies to address substance misuse issues throughout Reno County. We also had the opportunity to meet with Senator Moran’s office to advocate for the substance misuse prevention needs in our community and throughout the state.”

CADCA’s National Leadership Forum is held in Washington, D.C. each February. The four days of training encompass more than 150 unique training sessions for adults and youth on a wide range of topics–everything from preventing prescription misuse, to addressing electronic cigarette use and developing policies to reduce underage drinking.

Forum attendees also had the chance to hear from some of the nation’s top prevention leaders, who served as speakers for the event. This year’s featured speakers included Amelia M. Arria, Ph.D., Director of the Center on Young Adult Health and Development at the University of Maryland School of Public Health, Jim Carroll, former White House Drug Czar (2019-2021), Anita Everett, MD, DFAPA, Director of the Center for Mental Health Services, and Rahul Gupta, MD, MPH, MBA, FACP, Director of National Drug Control Policy at the Office of National Drug Control Policy.

Rise Up Reno attends national forum

HUTCHINSON, Kan. — The number of reported active cases of COVID continues to fall rapidly in the area.

As of Thursday morning, the number of active cases is down to 388 which is a decline of more than 1,100 since the start of the month. The active cases fell by 54 since yesterday although the total number of cases did increase by 90 in the past day to 17,478.

The number of fatalities did increase by two to 217 and the vaccination rate climbed above 54% with 33,754 county residents vaccinated according to the Reno County Health Department.

Currently there are 17 county residents hospitalized.

Active COVID cases still falling

HUTCHINSON, Kan. — The Hutchinson Police Department swore in two new members to the department. Officer Mason Cooper and Lucas Dunbar joined the force in a recent ceremony.

Officer Cooper was born in Emporia, Kansas and moved to Hutchinson in grade school as both of his parents were born and raised in Hutchinson. He recently worked for his father at Cooper Tire as well as being a Police Service Aide for the past 2 1/2 years. He attended Buhler High School and graduated HCC with an Associates in Criminal Justice. He participated in High School Golf, and 4-H shooting sports. He always wanted to be a Police Officer to make a good lasting impact on the community. Officer Cooper's future Goals as a Police Officer are to be a K9 Handler and be a member of the Emergency Response Team.

Officer Dunbar was born and raised here in Hutchinson, Kansas but he is currently living in Sterling, Kansas. He recently graduated from Sterling College in May of 2021 with a degree in History and Government. Upon graduation, he became a first generation college graduate and now a first generation law enforcement officer. While at Sterling College, he played football, and had the opportunity to coach there as well. In his free time, he enjoys lifting weights and competing in strongman / powerlifting competitions throughout the year. He also enjoys spending time with his family. Officer Dunbar is looking forward to helping others, and is excited to give back to a community that has given so much to him.

The annual auction for Central Christian School is coming up Feb. 19.

"We will have an in person live auction with games and raffles and a golden ticket," said&nbsp;Elizabeth Walton, director of operations for CCS. "We will have a meal catered by Carriage Crossing that will have baked chicken, red potatoes, green beans, roll, pie and drink. We have an Olympic theme this year, so we're encouraging all to dress in theme and we'll have a best dressed contest. <a href="https://my.onecause.com/organizations/c6399ae1-5dad-4b05-b9da-713dfa41718b/virtual-events/vevt:13824e45-fee0-41ef-b0f3-e59f19a3f1b7">Tickets for the event are $25 a person.</a> The deadline to get tickets for the in person event is this Saturday, Feb. 12."

There will also be a way to give virtually.

"We also have a virtual auction that includes both our silent auction and a live stream of the live auction," Walton said. "Those tickets are $10 and can be purchased all the way up to the morning of Feb. 19."

Doors open at 11:00 for lunch on the 19th and the event and live auction begins at noon.&nbsp;

Siemens Gamesa is laying off 69 employees here in Hutchinson and 121 in Iowa. Employees were told in meetings on Wednesday.

After Wednesday’s workforce reduction, 254 employees remain at the Fort Madison facility and 117 employees remain at the Hutchinson facility.

Shannon Sturgil, CEO of Onshore North America said in a statement that the patent challenge case brought by GE forced the company not to pursue new orders while that was being fought out in court. Sturgil also said that buyers are waiting to see what new climate legislation may come out before making decisions, which has slowed production.

The company said it will provide employees with severance, benefits continuation, career counseling, resume preparation and job placement assistance.

HUTCHINSON, Kan. — It's a fairly light agenda for the Hutchinson Community College Board of Trustees Thursday evening.

The board will go over two bids for purchases. One is for security cameras in the dormitories from CBS Door and Hardware at a cost of $49,741. The purchases will provide 94 cameras for the dormitories. The cameras and licenses are the last part of the upgrade, as all new network cables and runs have already been installed.

The second bid for consideration is for new curtains for the recital hall. The recommended bid is from Iweiss Holdings LLC at a cost of $30,005.

Also Thursday evening, the board will go into executive session to discuss negotiations.

The Hutchinson Community College Board of Trustees meeting begins at 7 p.m. at the Shears Technology Center on the HutchCC campus.

Phones back up at PrairieStar in Hutch after long outage

HUTCHINSON, Kan.— Hutchinson USD 308 Preschool and Early Head Start applications will be taken Thursday, Feb. 10 from&nbsp; 4:00 - 6:00 p.m. at Faris Elementary, 301 E. 10th.&nbsp;

Parents or guardians of potential students must&nbsp; bring proof of income and child's age. No appointment needed. All services are provided at no cost and children must reside in Reno County.

A number of drop-in clinics will be offered through the rest of the school year and into the summer months starting at Faris on Thursday.&nbsp;

If you are unable to attend at this time call 620-615-5750 to schedule an application appointment.

USD 308 early Head Start and Pre-School applications taken Thursday

HUTCHINSON, Kan. — The&nbsp; Hutchinson Community Foundation recently awarded early education grants to several Reno County elementary schools.

The funds from the John and Bethene Rimmer Grants for Early Childhood Education and Enrichment are given annually to help meet the basic needs for academic success of pre-K through second-grade students in Reno County.&nbsp;

Amounts are determined based on each school’s overall free and reduced lunch count percentage and the number of students in the qualifying grade levels. A total of $22,000 was awarded to 19 schools, including Reno County Head Start and the Early Education Center, for the 2021-2022 academic year.

&nbsp;Hutchinson Community Foundation’s mission is to inspire philanthropy, collaboration and innovative leadership to strengthen Reno County communities. Since 1989, the foundation has granted more than $92 million.
