Severe weather chances possible Thursday, more likely Friday

HUTCHINSON, Kan. — Sales tax revenue for the city of Hutchinson increased year-over-year in April.

According to figures released from the city finance department, sales tax receipts increased by 11.24% to $1,346,688. That’s $136,000 higher than the same month in 2021.

The special tax on the Sports Arena improvements brought in just over $268,000 and the $0.25 sales tax brought in just under $192,000 with $63,000 to the Cosmosphere, another $9,600 to Strataca, almost $29,000 to property tax relief and $90,000 to city infrastructure.&nbsp;

So far in 2022, the city has collected about $5.9 million in sales tax revenue, or about 35% of the way to the projected budget number for the year. Sales tax numbers in April reflect shopping trends for the month of February.

Kan. — The USD 308 school board approved the travel of the Allen Magnet school Blue KidWind team to nationals in May as part of their Monday meeting, but they made it contingent on outside fundraising for the cost of team expenses during the event.

GoFundMe set up to get Allen students to KidWind nationals

KINGMAN, Kan. — The Kingman man who was convicted of killing his wife, then setting their home on fire has filed a petition for review after his civil motion was denied by the Kansas Court of Appeals in February.

Brett Seacat was found guilty of shooting Vashti Seacat in her bedroom then setting the home ablaze in April of 2011. He was sentenced to life in prison without parole for 25 years.&nbsp;

Seacat filed the civil motion claiming ineffective counsel, saying that there was evidence the defense failed to present that would clear him of the crime. The motion was filed in May of 2020.&nbsp; In March, the Court of Appeals denied the civil motion, stating the court’s and Seacat’s attorney did not err in any way during his trial or the appeal that followed.

Seacat maintained that his wife killed herself and that evidence proving so was not presented in his trial. In his original appeal, Seacat challenged the trial court’s exclusion of evidence relating to his wife's depression, which he contends would have bolstered his theory that she took her own life.

The Kansas Supreme Court upheld the conviction of the former Kansas Law Enforcement Training Center instructor in 2016.

Petition for review filed in Seacat civil case

HUTCHINSON, Kan. — A Reno County legislator will have a primary opponent.

According to official filings with the Kansas Secretary of State's Office, Rep. Joe Seiwert has already filed to seek re-election in House District 101. Also filing as a Republican in that district is Hunter Larkin. 

Larkin was appointed to serve as Mayor of Goddard in January.

Larkin is a member of the Career and Technical Education Board for Goddard USD 265. As part of his duties with the CTE Board he serves as Chairman of the Marketing committee.&nbsp;

Larkin is employed by an oilfield pipe manufacturer as the head of the accounting and HR department. He also holds a Real Estate license where he specializes in the commercial real estate market.

Seiwert, from Pretty Prairie, has been a State Representative since 2009. His district has been redrawn to include more of Sedgwick County. He last faced a primary challenge in 2012.

Informational meeting on chamber insurance plan is May 3

CHENEY, Kan. — Two people escaped serious injury in a two-vehicle accident near Cheney Reservoir on Sunday.&nbsp;

The Reno County Sheriff’s Department reports that 43-year-old Travis Kracman of South Hutchinson was traveling north on Titan Road around 5:40 p.m. when he was struck by an oncoming vehicle driven by 23-year-old Dakoda Hill of Wichita. Both Hill and Kracman were treated at the scene by EMS and released.&nbsp;

Hill was cited for driving left of center.&nbsp;

Two receive minor injuries in accident near Cheney

HUTCHINSON, Kan. — Reno County Deputy Elections Clerk Jenna Fager reported Wednesday that there has been a filing for one of the newly created county commission districts. 

Mark Reese has filed in the new commission District 4 as a Republican. The new District 4 has its entire boundary in the City of Hutchinson. The new District 5 does not yet have anyone filed.

Hutch Post previously reported that one person has filed for Ron Sellers seat in District 1. Cris Corey has filed as a Republican candidate. 

Ron Hirst in District 2 and Daniel Friesen in District 3 are in the middle of their terms. They each have been elected until 2024.

Reno County Commissioners meet the second, fourth and sometimes fifth Tuesday of the month at 9 a.m. 

Commissioners approved a Resolution setting the 2023 commission wages at $10,800 per commissioner. 

Reno County Commissioners serve four-year terms and must reside within their district boundaries.

The filing deadline for Commission seats is June 1 at noon. The primary, if necessary, will take place in August.

Hutchinson Expungement Project to hold event May 4

HUTCHINSON, Kan. — Kendra Fesler began her role as the Recreation Manager with Hutch Rec on April 4. 

Fesler comes to Hutch Rec with more than a decade of experience of working with children in a school or camp setting and has supervised several youth programs. At Hutch Rec, Fesler will be responsible for assuring quality recreational programs, including summer camps, enrichment activities, trips, and special events. 

Fesler will oversee Hutch Rec’s Stay to Play summer day camp, Play in the Park arts and theatre camp, as well as enrichment programs and various special events.

Fesler grew up in Wichita and moved to Reno County eight years ago to be with her husband. The couple lives in Abbyville with their two children, where they farm and raise cattle.&nbsp;

Fesler’s office is located at Hutch Rec Downtown, 17 E. 1st.

Sales tax still strong in Reno County in April

It sounds like the budget discussions for Reno County are likely going to be tacked on to the end of their regular meetings in June or July rather than having their own separate time period. 

County Administrator Randy Partington is going to check with department heads, but the commission feels that thanks to the monthly reports they are getting from him and the additional communication that's happening during the year, they don't necessarily need full blown presentations from each department on what they do as part of the budget process this time around.

Commissioners also didn't express an opinion yet on specific cuts or changes to the capital improvement plan presented to them Tuesday. That wasn't necessarily because they won't want to make cuts, but they want to do so in the context of the entire budget process.

The only inflation related discussion at all with regard to the overall budget that took place during the CIP portion on Tuesday was a very brief comment from Commissioner Ron Hirst about the potential for additional oil and asphalt costs in public works in the coming year. It is a virtual certainty that those expenses will go up as long as the crude oil market continues at its current level. 

It will be a challenge for any and all budgeting entities to hold the actual dollar line in 2023, given the increased costs of materials and fuel across the board. The Reno County Commission was a local agency that last year was able to comply with the state's Truth in Taxation law and not have its budget go up in actual dollars.

County Administrator Randy Partington is going to check with department heads, but the commission feels that thanks to the monthly reports they are getting from him and the additional communication that's happening during the year, they don't necessarily need full blown presentations from each department on what they do as part of the budget process this time around.Commissioners also didn't express an opinion yet on specific cuts or changes to the capital improvement plan presented to them Tuesday. That wasn't necessarily because they won't want to make cuts, but they want to do so in the context of the entire budget process.The only inflation related discussion at all with regard to the overall budget that took place during the CIP portion on Tuesday was a very brief comment from Commissioner Ron Hirst about the potential for additional oil and asphalt costs in public works in the coming year. It is a virtual certainty that those expenses will go up as long as the crude oil market continues at its current level. It will be a challenge for any and all budgeting entities to hold the actual dollar line in 2023, given the increased costs of materials and fuel across the board. The Reno County Commission was a local agency that last year was able to comply with the state's Truth in Taxation law and not have its budget go up in actual dollars.

HESSTON, Kan. — Bluestem Communities in Hesston and Hesston College have announced a partnership to bring important lifelong learning opportunities to residents in the region and beyond. The new program is called Bluestem U and is for residents 55 and better.&nbsp;Some courses will also be available via Zoom so participants outside the area can participate. Bluestem U kicks off with a Fall 2022 semester hosted by Schowalter Villa and Hesston College, followed by a Spring 2023 semester with Kidron Bethel Village and Bethel College.&nbsp;

Courses will vary each semester and be taught by former and current instructors from Bethel College and Hesston College along with community experts. Course topics will include subjects such as history, creation care, spirituality, psychology, arts, wellness and technology.

Each semester will offer several four to eight week courses for $50 per course. Classes will be held on the Bluestem Communities campuses, and class times may be during the day or evening based on the instructors’ schedules.

Hesston College offering learning opportunities of those over 55

HUTCHINSON, Kan. — Hutchinson USD 308 will honor 38 retirees from the 2020-2021 and 2021-2022 school years on Sunday, May 1, at 1:30 p.m. at a special reception held at Hutchinson Career &amp; Technical Education Academy.

Retirees from the last two school years will be honored at a special reception where friends, family and colleagues are invited to thank them for their dedicated service to Hutchinson Public Schools. There was no reception held last year due to COVID-19 restrictions, so the district is taking the opportunity to honor both groups of retirees at this year’s event.

“We want to thank our Salthawk retirees for their time, dedication, and numerous years of commitment. We want to take the opportunity to thank them for lending us their talents, patience, and leadership,” Director of Human Resources Dr. Dawn Johnson said. “They have been an integral part in the success of many students’ lives and their presence will be missed.”

The reception will begin at 1:30 p.m. with a short ceremony honoring retirees with light refreshments provided. Staff and the community are invited to attend to celebrate and thank the retirees for the service.

AJ Williams was able to procure a $175,000 Economic Development Administration Loan for his small business purchase, turning his dreams of opening AJ's Auto Repair into a reality.

"I was lucky enough to find a business opportunity doing something that I love in the community that I love,” Williams said. “Being able to give back to the community by keeping a local business open is just a bonus.”&nbsp;

StartUp Hutch is a spinoff of what was once the Quest Center and provides assistance and finance avenues for starting or expanding small businesses in Hutchinson.

StartUp Hutch provides financial aid for Hutchinson business

HUTCHINSON, Kan. — Efforts to clean up repair work on a broken water main on East 11th in Hutchinson took a turn for the worse Tuesday when street crews working to repair the area of the original break ruptured the line again.&nbsp;

The break happened around 10 a.m. and involved a 6-inch line built in 1907. The break left 44 customers without service for the second time in a week. Service was restored by the middle of the afternoon.

East 11th Avenue will remain closed between Main Street and Walnut Street until the pavement repairs can be made. A contractor has started the repairs and the road is still expected to be opened by Tuesday, May 3.

Public Works also reported a second break Tuesday afternoon. This one at 1:30 p.m. in the 1100 block of East 10th Avenue. The water break was on a 6-inch water line that was installed in 1950. There were 31 service interruptions. Water maintenance made repairs and put the water line back in service by early evening.

The eastbound lane near 1123 E. 10th Ave. was damaged. Street repairs should be complete by May 6.

City of Hutchinson dealing with water main breaks

HUTCHINSON, Kan. — Job seekers and potential employers all gathered for the Soar Hire job fair held at the Uptown Hutch Mall on Tuesday. The event, sponsored by Eagle Radio, offered area residents a chance to see what is available in the job market.&nbsp;

“I think it accomplished the things we hoped it would,” Eagle Account Rep. Rick Kraus said. “ I know employers were generally pleased with the people they spoke with. I know that many left with interviews set for the future.”

Others even walked out of the event with a job offer. In an area where there is less than 3% unemployment, Kraus says employers have been searching out potential workers looking for greener pastures.

“There are very few people who aren’t working that would choose to,” Kraus said. “So they are faced with trying to compete with people who are already employed with another business in town.”

Kraus says the job fair is a good way for employers to get a first look at potential employees even before an official interview.

“Attendance is the most important thing, which is very hard to determine in an interview if a person is going to come to work or not,” Kraus said. “Most employers will tell you they can train the right people if they’re dedicated to coming.”

Kraus says another major hurdle for employers is people scheduling interviews then deciding not to show up for them.

“So often right now they’re faced with people that will apply for a job, set up an interview and then not come. That is a problem across almost every business,” Kraus said. “So you look at the people that have the right attitude, that are open to change, that are coachable, and those are the things you really can’t see on an application, that’s why job fairs like this are so important.”

This was the second Soar Hire event hosted by Eagle Radio.

MCPHERSON — Kansas Farmers Union (KFU) announced that Nick Levendofsky has been selected to fill the position of Executive Director for the state organization by the KFU board of directors.

Levendofsky previously worked for KFU in legislative and special projects roles from 2011-2015. Since 2016, he has served both Wisconsin Farmers Union and Rocky Mountain Farmers Union in government relations and external affairs roles.

A native of Republic County, Levendofsky currently serves on the boards of the Institute for Agriculture &amp; Trade Policy (IATP) and Rural Organizing and has a bachelor’s degree from Kansas State University in Agriculture Communications and Journalism. He will begin his duties June 1, 2022.

Advance voting has already begun for Inman USD 448 patrons on a $5 million bond issue for athletic improvements and more in the district. Election day is May 3.

Shall Unified School District No. 448, McPherson County, Kansas (Inman), issue general obligation bonds in an amount not to exceed $5,000,000, to pay the costs to: (a) construct, furnish and equip athletic improvements in the District, including facilities for football/track and field, baseball, softball, improve site drainage, improvements to address handicap access (Americans with Disabilities Act) and other code compliance challenges, and necessary demolition; and (b) make all other necessary improvements related thereto; all pursuant to the provisions of K.S.A. 10-101 et seq., K.S.A. 25-2018(f), and K.S.A. 72-5457.

According to the district, the $5 million bond will be paid over 15 years, with only the first three years of the bond resulting in a significant tax increase. After the other bond that is still on comes off in three years, taxes will drop back to a similar level to where they are currently. 

For those three years, the increase on a $150,000 home will be $57.08 a year. The increase on a 160-acre piece of irrigated land will be $74.81 a year.

Those projections only figure in the current debt service and the addition that would be made through the new $5 million bond, if it passes.

There will be two locations for walk-in voting on May 3 for those who live in USD 448, one at the Inman Community Building at 406 E. Center Street, Inman, KS 67546 and the other at Calvary Baptist Church in McPherson – 1200 E A Ave, McPherson, KS 67460

Polls will be open from 7:00 a.m. to 7:00 p.m. on May 3.

Advance voting hours at the McPherson County Courthouse are 8:00 a.m. to 5:00 p.m. Monday-Friday and will end at noon on Monday, May 2, 2022.

NICKERSON, Kan. — The Nickerson USD 309 School District continues its plans to bring a bond issue before its patrons.

The district had recently sent out a request for qualifications for a Construction Management At Risk contractor to handle the potential bond issue. According to Superintendent Curtis Nightingale the district received six proposals from contractors. Two of them were selected as finalists and those two contractors toured the facilities last Friday. Nightingale says those two contractors have until this Friday to turn in theri final proposals. The district plans to interview those two contractors next week and a recommendation of the CMAR will go before the board during their regular meeting May 9.

The district is working on a second bond issue after a $30 million proposal failed to gather support in 2018. The district is now looking at a bond of about $10.5 million.

He also told the Board of County Commissioners on Tuesday that he believed the late-night evacuation of Haven when the additional risk of explosion to the city was detected late the evening of April 14 was warranted based on the information they knew at the time. 

It was a surprise to them when it happened, as they had planned to stand down with the exception of Fire District 9 staying on scene until morning, when plant employees saw a problem with one of the liquid natural gas containers. 

"There were ice crystals seen on the bottom of the vessel," Weishaar told the commission. "This indicated to employees that the materials inside the vessel were boiling."

Command staff were told that the vessel could explode at any time from 20 minutes to 72 hours and that the potential blast radius could be anywhere from 1.4 to 2 miles in diameter. It was with that information that the evacuations of Haven were ordered. 

An expert from ONEOK was sent to the scene and requested drawings of the plant and the vessel of concern. That expert took a look at the issue and after consultation with IFO, it was decided that the fires that were burning were taking pressure off the plant and that the mitigation measures responders had in place would allow for the evacuation of Haven to end at 6 a.m. 

Weishaar noted that being able to fly the gas plant site with a drone was critical and that he didn't know how they could have gotten the information they needed safely without it. Weishaar said IFO is continuing to mitigate both short term and long term impacts of the explosion. About 90 homes were evacuated. No one from the public has complained to emergency management as a result of the evacuation. 

Weishaar praised all the county agencies that worked together to make the evacuation safe, from the Sheriff's Office to the fire districts to public works to mapping and more. He also praised the media for allowing staff to do its work during the event and for its patience with the way information was put out as the situation continued to change.

Weishaar particularly praised Gambino's for feeding the responders and ONEOK and CHS for providing subject matter experts to allow for better decision making. Weishaar said it took a team to keep the risk as low as they were able to and that the risk is as low as they can make it at this point given the volatility of the materials involved.

HUTCHINSON, Kan. — The earnings reports from companies with connections to the area continued Tuesday as Archer-Daniels-Midland released its first quarter numbers.&nbsp; The oil seed company reported a 53% jump in first-quarter profit, as the global grain trader was helped by higher demand and tight supplies of crops.

Net earnings attributable to ADM were $1.05 billion, or $1.86 per share, in the three months ended March 31, compared with $689 million, or $1.22 per share, a year ago.&nbsp; Operating profit totaled $1.53 billion compared with $1.10 billion in 2021.

“Looking forward, we expect reduced crop supplies — caused by the weak Canadian canola crop, the short South American crops, and now the disruptions in the Black Sea region — to drive continued tightness in global grain markets for the next few years.'' Chairman and CEO Juan Luciano said. “Longer term, markets continue to reflect the importance of the enduring global trends that are fueling performance across our portfolio by driving demand for our products, and within ADM, our productivity and innovation efforts are continuing to help us deliver on the evolving needs of our customers. Considering these factors, we expect 2022 results to exceed 2021.”

Ag Services, which makes up the ADM footprint in the Hutchinson area, were significantly higher versus the first quarter of 2021. Global Trade results were higher, driven by strong performances in destination marketing and global ocean freight.&nbsp;

ADM kicks off 2022 with positive quarterly earnings report

The U.S. Small Business Administration has an office set up in the Reno County Courthouse on the mezzanine to help those that suffered damage in the Cottonwood Complex fire.

"We offer low-interest government loans for businesses of all sizes, non-profit organizations, homeowners and renters, as well," said Barbara Nitis with the Small Business Administration. "This is including places of worship, that a lot of people don't know about. This is for the disaster that happened from March 5th to the 16th, people are able to apply."

Don't assume you aren't eligible without talking to the office first.

"It's going to be opening today at 1 p.m.," Nitis said.&nbsp;

After that, the hours will be 8 a.m. to 5 p.m. Monday through Friday. If you had to relocate temporarily and can't make it in to the courthouse, there are other ways to apply.

"They can also apply online at <a href="https://disasterloanassistance.sba.gov/ela/s/">disasterloanassistance.sba.gov</a>&nbsp;and we also have a customer service number, 1-800-659-2955. They have three different options."

There are multiple different loan programs depending on whether you own your home or rent or if you had a business that had to close for any period during the fires, or if you need mitigation funds, they can help with that, too.
