HUTCHINSON, Kan. —&nbsp;Hutchinson Community College announced on March 27 it will host the annual Career Connections Job Fair Thursday, April 6, from 10 a.m. to 2 p.m. at the Hutchinson Sports Arena.

Nearly 200 employers have registered to attend, seeking employees for full-time, part-time and internship opportunities.

HutchCC to host annual career fair

HUTCHINSON, Kan. — The City of Hutchinson reminds homeowners that the Safer Access for Everyone (SAFE) Sidewalk Program deadline has been extended to April 15.

SAFE provides funding for installing, removing, and replacing non-existing and defective concrete sidewalks through a cost-sharing plan paid by the City of Hutchinson and the property owner.

The Safer Access for Everyone (SAFE) sidewalk program is designed to connect and promote continuous hazard-free pedestrian pathways. The program allows for funding assistance in the cost per frontage per landowner for the repair/replacement or installation of sidewalks.

Sidewalk Program deadline is April 15

UPDATE: The name of the victim in Thursday night's vehicle-pedestrian accident at 1300 South Severance has been released. The woman, who died at a Wichita hospital, was identified as Nikia F. Thomas of Hutchinson. The driver of the vehicle was identified as Michael A. Taylor of Hutchinson.&nbsp;

No criminal charges have been filed.&nbsp;

The investigation is still open with the Hutchinson Police Department Traffic Division. If you have additional information, call Traffic Officer Hammond or Traffic Officer Boudreaux at (620) 694-2854.

HUTCHINSON, Kan. — Hutchinson Police were on the scene of an injury accident near Carey Park on South Severance Thursday evening.&nbsp;

Sgt. Matthew Rucker with Hutch PD told Hutch Post's Judd Weil that one person was transported to Via Christi hospital in Wichita as a result of what was originally reported as a vehicle pedestrian accident at 8:37 p.m. at 1300 South Severance, but he did not have details on the person's injuries.

According to a Friday release from the department, the driver of the vehicle was a 51-year-old male heading north on Severance. The person hit was a 29-year-old female. That person was taken to Via Christi in Wichita for treatment.&nbsp;

The names of the driver and victim were not released.

UPDATED: Thursday night accident pedestrian victim identified

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council will entertain a proposal for an Overland Park lawyer to update the city's Zoning Code and Subdivision Regulations at its meeting Monday night.

According to a letter provided in the council agenda by attorney Austin K. Parker, he plans to charge a flat fee to the city for each of a series of tasks that need to be done to make the regulations electronically accessible and update them to current standards.

The following is a list of tasks and a timeline for their completion:

1. Prepare an ordinance placing a moratorium on the construction of new self-storage units pending the City’s update of the Zoning Code and Subdivision Regulations and email the same to City Attorney Tremaine for presentation to the City Council ($500 – due upon approval of this Proposal by the City)

– Complete within thirty (30) days of approval of this Proposal by the City

2. Receive, scan and convert the existing Zoning Code and Subdivision Regulations to a Microsoft Word Document for review and amendment ($1000 – due upon approval of this Proposal by the City)

3. Review converted Zoning Code and Subdivision Regulations and insert basic suggested changes in preparation for joint Planning Commission and City Council work session ($2500 – due upon approval of this Proposal by the City) – Complete within forty-five (45) days of Letter execution

4. Present basic suggested revisions in person at a joint Planning Commission and City Council work session and receive feedback concerning additional desired revisions to Zoning Code and Subdivision Regulations, including Business Overlay district ($2500 – due upon completion of the joint work session) 

– Complete within sixty (60) days of approval of this Proposal by the City

5. Prepare Zoning Code Amendment Hearing Notice documents and make additional desired revisions to the Zoning Code and Subdivision Regulations received during joint work session and send back to the City Attorney for presentation to the Planning Commission and City Council ($2250 – due upon submission of the amended Zoning Code and Subdivision Regulations to the City Attorney after the joint work session) 

– Complete within seventy-five (75) days of approval of this Proposal by the City

6. Appear virtually (for a total of one hour each time) before the Planning Commission and City Council to assist in the presentation of the Zoning Code and Subdivision Regulations for adoption ($500 – Exhibit F - 1 due upon submission of the amended Zoning Code and Subdivision Regulations to the City Attorney after the joint work session)

While Parker's normal billable rate is $450 per hour, reduced to $250 per hour because of the long standing relationship with the city, Parker has agreed to perform this work for the stated flat fees to assist the City in its budgeting for the tasks. This will result in a substantial savings to the City in comparison to non-customized Zoning Code and Subdivision Regulations. 

The total cost for the proposal is estimated at $9250, with the item before the council having a not to exceed amount of $10,000.

Zoning code update proposal on South Hutch agenda

Perhaps the biggest pastime in spring is watching the weather. I could be just searching for a nice Saturday to visit a park or checking to see if I need to carry an umbrella to the office. For farmers and ranchers, however, spring weather is high stakes and full of questions. Will there be enough rain to awaken the wheat crop and carry it through to maturity? If there is, will it be too much to prevent planting corn and soybeans? Will there be enough moisture to grow enough grass for cattle to graze? Unfortunately for more than three quarters of the state right now, the biggest question is when will the drought break? The northeast corner is the only portion of Kansas not experiencing a moisture deficiency currently. More than 40 counties are wholly or in part in an exceptional drought according to the most recent report. Most natural disasters are quick, but a drought is an open-ended catastrophe that grinds on day after day. Pictures and video do little to convey the effects the absence of water has on those who live through it. At least with a tornado or flood, you can start picking up the pieces relatively quickly. With a drought, you’re just left to endure until the rains return. We’re moving into the height of severe weather season in Kansas. Thanks to the drought, fire is also a potential hazard in addition to the usual thunderstorms and tornadoes. While we can’t prevent severe weather outbreaks, there’s plenty of steps to take in advance to be prepared. It starts with developing a good plan while hoping you never need to implement it. This can be as simple as a space in a basement with some bottled water, a battery-operated radio and some flashlights or candles for storms capable of producing tornados. Now’s a good time to check those batteries if they’ve been sitting in a stockpile for a while. For those who don’t have a basement, a windowless room is the next safest place to ride out a storm. If you’re outside, find a low-lying area, preferably away from trees, to lie flat and cover your head with your arms. In the event of a flashflood, immediately move to higher ground and don’t drive through flooded roadways. The current is capable of carrying away a vehicle, plus there’s all kinds of potential dangers obscured by the water. The second step is to be aware of current forecasts and know when there’s potential for severe weather in your area. The National Weather Service has a good track record of predicting when weather systems can go from normal to life threatening. A “watch” means conditions are favorable for severe weather to develop. It’s a reminder to be alert for worsening conditions. A “warning” is the signal to implement you plan as quickly as possible. If watching the weather isn’t already part of your spring routine, now’s a good time to add it to your to-do list so you’re prepared to act if it becomes necessary. Mary Magdalene House holding clean the shelf event

HUTCHINSON, Kan. —&nbsp; The late Jeanette Mull will have her art exhibited at the Hutchinson Art Center this week.

"This is an exhibition that I have been working with this artist for the past four or five months to create," said Jace Chambers with the Hutchinson Art Center. "Unfortunately, she has passed right before we've had the opportunity to pull off this exhibition. However, she has put in a ton of work, her family has put in a ton of love to put this exhibit on. It is celebrating the life of a woman that I was honored to know through the Art Center and I really want to see her exhibit, her art celebrated.

Chambers called Mull a national-class artist.

&nbsp;"She is a wonderful painter," Chambers said. "Coming and celebrating her exhibit, opening on March 31 in the evening from 5 p.m. to 7 p.m., would be just a wonderful indication of support and response to show her family and her loved ones how much we really appreciate her creative contributions to our community."

The family will be in town for her Celebration of Life on Saturday from 1 p.m. to 4 p.m.

Jeannette Mull art exhibit this week

HUTCHINSON, Kan. — The Hutchinson Reno County Chamber of Commerce is continuing to host a hiring event through March 31. 

Chamber CEO Debra Teufel said this is due to requests from members who are interested in reaching out to the recently laid off workers in the community.&nbsp; Hutchinson Regional Medical Center and Sonoco Hutchinson Paper Mill both had recent and major layoffs that have included dozens of community members. &nbsp;

"We thought, what could we do to be a direct conduit for our businesses to reach out to those folks?" Teufel said. "We have space in the Chamber. We have a couple different board meeting spaces that we can break up in different ways. A couple of our members had asked if they could use our spaces, especially if they are, you know, out in Haven, or out in one of the outlying communities, they wanted to be able to, you know, have a place right here in Hutchinson that they could do interviews. Based on that request, we said, why don't we open this up to all of our members?

If a&nbsp;company is interested in holding on-site interviews at the Chamber or the&nbsp;adjacent Boys &amp; Girls Club conference room, they&nbsp;may sign up by contacting the Chamber at (620) 662-3391. Additionally, people can sign up by going to the <a href="https://www.hutchchamber.com/" target="_blank">hutchchamber.com</a> home page and following the link to the sign-up form. &nbsp;

Chamber hiring event enters second week

HUTCHINSON, Kan. —&nbsp; A new restaurant is coming to the old Jillian's Italian Grill space on Main Street in the Salt City. 

According to a social media post over the weekend, Capo Italian Kitchen will be opening very soon. The restaurant will be opening at 216 North Main in Hutchinson, but first they are hiring for front of house and back of house. 

The post says they will be holding open interviews Monday the 27th, Tuesday the 28th and Wednesday the 29th from 2 to 5 p.m. all three days. 

If you’re interested, please bring a resume in during those hours and they would be glad to interview with you. 

If those times don’t work with your schedule let them know and you can work out another time to meet.&nbsp;

Kansas is officially a Home Rule state. It has been since 1961, when an amendment to the Kansas state constitution officially declared that Kansas cities are “empowered to determine their local affairs…except when” such actions are “limited or prohibited” by an act of the state legislature. That’s an important acknowledgement of local democracy—or at least potentially so.

In my observation over the years, though, our elected representatives in Topeka tend to pay far more attention to the “except when” clause, thus leading the principle of Home Rule to be observed more often in the breach than in fact.

That’s not unusual, unfortunately. If you research which states allow Home Rule, as opposed to those which adopt “Dillon’s Rule”—a 19th-century judicial ruling which stipulated that the residents of cities have no inherent democratic right to rule themselves, and possess the power of local government only so far as states grant it to them—you’ll find that most of those states significantly limit the authority of their cities.

In Kansas, the language of our Home Rule amendment presents a fairly easy limitation for the state legislature to make use of: simply impose some kind of broad, state-wide prohibition, even if the issue is an entirely local one, and suddenly cities may be forbidden from governing themselves in that area whatsoever. A bill being debated in Topeka is just another example of this practice.

The bill, HB 2447, aims to take away from all Kansas cities the ability to ban or restrict within their borders the sale of any product that is otherwise legal elsewhere in the state. Pushed by the Kansas Chamber of Commerce, its ostensible purpose is to prevent “disuniform business conditions across the state,” which is another way of saying that the people who live in some cities might be persuaded to regulate businesses in response to local problems in a way different from how other cities might. In reality, it’s not difficult to see this bill as reflecting an ideological disposition against giving power to those local residents—specifically, those in urban areas--who might prioritize certain social concerns over the interests of business owners.

The specific provenance of the bill is a pet store in Wichita, which sells dogs from breeders in a manner than many concerned about the size of the city’s population of abandoned and unhealthy pets wish to prevent. (Wichita’s citizen-run Animal Control Advisory Board has recommended action, but Wichita’s city council has as yet taken none, meaning this bill exists in response to a complete hypothetical.) In reality, a bill this broad could potentially prevent any Kansas city from imposing almost any regulation upon businesses within their borders. It also presents a sneaky return to the attempt to stop environmentally concerned Kansans who are pushing their cities to consider limitations on plastic bag use in grocery stores, an invasive bill which the Kansas Senate wisely killed last month.

In the face of criticism, promoters of the legislation have added qualifications, guaranteeing that the bill wouldn’t prevent Kansas cities from using their zoning power to regulate liquor stores, strip clubs, and the like. But in my view, that’s just putting Home Rule lipstick on a statist pig. John Doll, a state senator from Garden City, when voting down the aforementioned ban on local plastic bag bans, correctly expressed frustration at the legislature’s frequent “lack of respect” for “the ability of county and city governments” to determine what is best “for their particular communities.” Let’s hope a majority of Kansas legislators agree with Doll, and vote down this overreaching bill as well.

This past week was National Poison Prevention Week. Cherie Sage with Safe Kids Kansas said help with accidental poisonings is just a phone call away at (800) 222-1222.

"We want people to not have to call this phone number," Sage said. "The fact is, sometimes these situations occur. While we want you to prevent poisonings by keeping medications and chemicals and vitamins and things like that out of reach and out of sight of children, we want you to keep things in their original containers, so you don't accidentally drink something out of a Gatorade container that is not actually Gatorade, or that you accidentally mix medications you have problems with, those type of things, we want you to prevent. But, despite our best intentions, these things sometimes happen."

While poison centers get more calls about children, calls about teens, adults and older adults tend to be more serious. Nearly 60% of calls to the Kansas Poison Control in 2021 involved medicines or pharmaceuticals, so put those up out of reach when you can.

"When children are coming to visit you, do you have pill minders, like little pill boxes out on the counter?" Sage said. "Those are to help keep adults safe, so we know we don't forget and take two doses or forget to take a dose of our prescription medications, but it also makes it very accessible for kids."&nbsp;

All calls are free. More than 70% of people who call get the help they need right where they are, saving the cost of a trip to the doctor or hospital.

"You're going to get routed to the closest poison center," Sage said. "They are going to have where the closest hospitals are. You have nurses, pharmacists and doctors who are the ones that are answering these calls, so you are getting professionals. They help in more than 150 languages. Doctors and hospitals will turn to them for help every day. They are available 24-7, 365 days a year. It&nbsp; is a fast way to get help. You are not looking things up online and hoping you are getting accurate information. It is free, it is also confidential."

Headlines from the Black Sea region continue to move markets more than a year after Russia’s unprovoked invasion of Ukraine. Recent analysis from U.S. Wheat Associates, the industry's export market development organization, shows the impact of Russian interventions in the market extends far beyond the current conflict and has been an underlying source of dramatic global wheat price volatility.&nbsp;

Over the years, Kansas wheat farmers answered the call to supply additional wheat to the world when the Russian government banned or restricted exports of wheat. However, with historically tight hard red winter (HRW) wheat supplies and Russia’s invasion of Ukraine, price volatility reached record levels last year, said Mike Spier, Vice President of Overseas Operations with U.S. Wheat Associates.&nbsp;

“Russia’s government meddling clearly adds uncertainty and volatility in the market and that does make it more difficult for Kansas farmers to market their wheat,” Spier added.

In six documented situations since 2007, when the global wheat market showed any sign of stress, the government of Russia stepped in to impose an export ban, export tax or export quota to isolate their home market. These actions intentionally limited world wheat importers’ access to Russian wheat supplies. This Russian intervention further magnified any supply shortage and accelerated the rise in wheat prices.

Twice in this time frame, Russian military aggression against Ukraine directly caused world wheat prices to spike sharply. The world is reeling viscerally and economically from the shock of that situation right now.

“…We are closely monitoring prices for the most essential social goods such as food, including bread,” said Russian Prime Minister Mikhail Mishustin in early March about its domestic wheat supply. “Russian grain is in good demand from abroad, and its price is increasing. That said, it is necessary to provide the necessary raw materials, first of all, to the domestic baking industry.”

The Prime Minister made this comment with specific reference to the hyper reaction of global wheat prices to Russia’s invasion of Ukraine and the immediate impacts of the widespread economic sanctions levied on Russia in response. Yet it spotlights the core tenants of Russia’s protectionist and heavy-handed wheat supply and price control policies. Russian intervention has been front and center since the country first entered the global wheat export trade.

“Defending Russian domestic supplies and keeping domestic prices low by withholding supplies from the world will always be their primary wheat policy weapon,” wrote USW President Vince Peterson. “And they deploy it without regard for the harm and expense it creates for anyone.”

Underscoring this point, the Russian Ministry of Economy confirmed on Mar. 11, 2022, that they are banning wheat exports through Aug. 31, 2022, to their fellow Eurasian Economic Union member states, including its Ukraine invasion staging partner Belarus, along with Armenia, Kazakhstan and Kyrgyzstan.

Russia’s war on Ukraine has blocked nearly 30% of the expected wheat export supply from governments and people that depend on it the most. Uncertainty runs rampant. And it is almost impossible to know how this war will be prosecuted. How long it will persist? What will the physical and economic situation of Ukraine and Russia be at the end?

Market analysts everywhere are trying to assess the many implications of this latest Russian intervention. Who will be most severely impacted? What will be the magnitude of the shortage created in the global wheat supply chain? And how will the world’s remaining supplies be apportioned, priced and relocated to the most severely affected countries?

Such high prices and volatility create challenges for the world’s wheat buyers and farmers and grain traders, who must also use the futures market to manage price risk.

Kansas State University’s Department of Agricultural Economics is actively tracking the agricultural ramifications of the Ukraine-Russia conflict through regular webinar updates. Wheat Scoop: USW analysis shows Russian intervention has fueled every wheat price spike since 2007

HUTCHINSON, Kan. — The Hutchinson Planning Commission will look over text amendments to its zoning regulations regarding the keeping of chickens at its meeting on Tuesday. Below is the proposed text to be considered by the Planning Commission.

The Keeping of Chickens shall be permitted as an accessory use to any principal lawful use in the R-2, R-3, R-4, R-5, R-6 and MH districts provided the following requirements are met:

A. A maximum of 8 chickens may be kept in the side or rear yard only on any zoning lot listed above. For rear yards over 2,000 sq. ft. 1 additional chicken may be kept for each additional 250 sq. ft. up to a maximum of 20 chickens.

B. All chickens must be kept within a fenced part of a yard and provided with appropriate shelter. All chicken coops, hen houses and other structures used to house chickens must be kept in compliance with the provisions of Chapter 7, Animal and Fowl Regulations of the Hutchinson City Code.

C. All chicken coops, hen houses and other structures used to house chickens must be set back a minimum of 10 feet from side lots, 5 feet from rear lot&nbsp;line and 20 feet from any adjacent residential dwelling, church, school or business that is outside of the owner’s property lines and shall not project closer to the front or side street than the principal structure.

E. NO public slaughtering or processing of chickens allowed.

F. Nothing in this section shall be construed to apply to zoos, animal exhibits, veterinarian services, pet stores or the State Fairgrounds.

G. Anyone Keeping Chickens improperly and found to allow chickens to run from their property and damage the property of their neighbors will be subject to action pursuant to Chapter 7, Animal and Fowl Regulations of the Hutchinson City Code.

The Planning Commission will also discuss if any other changes are needed in the regular spring update of the zoning regulations, which usually happens in April.&nbsp;

Also, the owners of Uptown Hutch have asked for a replat of a portion of the property and that will be considered, as well.

The Hutchinson Planning Commission will meet at 5:30 p.m. Tuesday in the City Council Chambers at 125 East Ave. B.

The Task Force is charged with reviewing the Kansas early childhood care and education system and developing a roadmap for the creation of a cabinet-level agency dedicated to supporting the youngest Kansans.

The Hunt Institute will provide operational and staffing support to the Task Force. Established in 2001 by former North Carolina Governor James Hunt, The Hunt Institute’s mission is to provide unbiased research, technical expertise, and learning opportunities that equip and empower educators and policymakers to drive equitable education reforms.

The Hunt Institute will serve as the Task Force’s primary convener, provide policy and research expertise, and manage a statewide community engagement tour. The Hunt Institute has provided similar services in the review of early childhood programming in states including New Mexico, Missouri, North Dakota, Alabama, and Delaware.

HUTCHINSON, Kan. — The&nbsp;Apostolic Faith Tabernacle (AFT) is hosting a Blue Bus Bonanza Giveaway Contest up until Easter Sunday.&nbsp;

Children who ride the Blue Bus will receive all-you-can eat donuts from either Daylight Donuts or Dunkin' Donuts.&nbsp;

There will also be door prizes, and other prizes include a $10 gift certificate to a restaurant or business of choice.&nbsp;

The grand-prize is a chance to enter to win a Nintendo Switch videogame system.&nbsp;

The contest is to help gather children for their Sunday School.&nbsp;

The contest is open to Hutchinson children ages five to 17.&nbsp;

Contest participants should be mindful that seating on the bus is limited.&nbsp;
