HUTCHINSON, Kan. — Buhler USD 313 Superintendent Cindy Couchman is working with the Board of Education on a process for another try at a bond issue, after <a href="https://hutchpost.com/posts/84e48c8c-b1e7-4d65-a4bd-c701e1f4cd9e">an $8 million proposal was defeated by voters last month.</a>

"We reflected on how we want to approach this and kind of brainstormed a list of projects that maybe would be supported that we've heard from people throughout the process," Couchman said. "Now, it's time to get feedback about what is out there that our voters support."

The plan is to look for that feedback shortly after school is out.

"We're going to get feedback from both our staff and our community in June," Couchman said. "We're going to look at maybe doing a Talk Tuesday and have some in person meetings. We have a survey to fill out, listing all of the projects that have come up over the course of the last few years. Obviously, Ad Astra is still a priority."

There may be more projects, there may be fewer, the amount of the bond is still to be determined, too.

"There's been some discussion at the board about the general election in November, which would be a pretty tight timeline again," Couchman said. "We're going to have our results back from our in person meetings and our survey late June. We hope to talk about that data in July at our board meeting, to then, perhaps, come up with a plan and say, this is what our community sees as a priority. Here's what, as a school district, we see as a priority. What could be supported in a bond and how much and all of those things. We would process that and probably have a special board meeting to do that work session in July. That would give us, maybe August to really decide what we are going to move forward with and we would need that decision in August or September to go forward with another bond at the general election."

The general election in November 2023 is also a school board election. Four positions on that board are up in November.

USD 313 to talk about another bond soon

ARLINGTON, Kan. — Nitrate levels have risen above allowable limits in the City of Arlington, so they are issuing a drinking water warning for any household with members at increased risk from the nitrates, such as infants, nursing mothers, pregnant women, and other at-risk customers as identified by a health care provider.

The nitrate levels for the city as tested on 4/18/23 are at 11 mg/L, which exceeds&nbsp;the Kansas and Federal (EPA) maximum contaminant level (MCL) of 10 mg/L for public water supply systems.

If you mix tap water 50/50 with bottled water it will cut the nitrates in half.

There is water available at the City Office at 900 West Main in Arlington for&nbsp;any household with members at increased risk from the nitrates.

Do not boil the water, as that can actually concentrate the nitrates. If you have questions, call (620) 538-2818.

Arlington back under drinking water warning for nitrates

HUTCHINSON, Kan. — Those who want to hear from the Kansas Senate side of what happened in Topeka in the 2023 Legislative Session have an opportunity on Thursday.

"I will be giving a legislative recap tomorrow at the Reno County Republican meeting," said Sen. Mark Steffen Wednesday morning on KWBW's Phone Forum. "It's going to be at 7 p.m. at the Riverside Baptist Church."

The church is at 1100 West 21st Ave. in Hutchinson.&nbsp;

"We'll get into some great detail," Steffen said. "The veto override session, really, ultimately, when you have a Democrat governor and a Republican legislature, the override session really very, very clearly defines the differences in the philosophies of the two parties. They are incredibly striking."

Steffen said everybody's invited to attend.

Steffen to give recap Thursday

HUTCHINSON, Kan. — Democratic State Rep. Jason Probst has been working to get fentanyl testing strips decriminalized for a few years now, and the work is almost done.

"It's on the Governor's desk right now and we're just waiting for her signature," Probst said. "I was really happy to see that through. It got put into a bigger crime bundle to kind of help get it across the line, but after several years of work and a couple of colleagues on the other side of the aisle that really picked up the torch, we were able to get it done."

The purpose of the bill is to allow those who use illicit substances to know whether or not the drugs have been laced with fentanyl.

"I think, for people that are actively working in the recovery community, once this becomes law, they won't have to fear an additional criminal charge, if they have something like fentanyl testing strips that can test drugs for people," Probst said. "The main reason is that it will keep people alive. What we know about people in recovery, I used to say on the floor, there are two outcomes, recovery or death. Our goal should be to keep them alive long enough that they get to recovery. This will allow people to test the drugs that they use. We had many conversations about, nobody says that drug use is good, but it is an addiction. It's a disease of the brain. Keeping people alive, allowing them to see if fentanyl is in their drugs, which is a poison. Everybody agrees, that's a poison that's being added to drugs, making sure that they can test for that, make sure that they can know and adjust their behavior on that, will keep them alive."

The hope is that recovery groups across Kansas will be able to build relationships with users by having access to the strips and help them to get farther in the recovery process.

"The two groups that are most at danger of dying from fentanyl poisoning are teenagers who are experimenting for the first time and taking what they think is a prescription drug that is actually a pill made of fentanyl that's been stamped to look like a drug," Probst said. "The second group is people who have been in recovery who relapse and come back in to using a drug for the first time in a long time."

Reno County Health Educator Seth Dewey testified during work on the bill and cited studies saying that 50% of individuals, when given access to fentanyl test strips, alter their using behaviors.

Rep. Probst pleased to see fentanyl test strips bill pass

HUTCHINSON, Kan. — The Hutchinson City Council approved the bid for the first phase of the Woodie Seat Freeway project at the council meeting Tuesday.

"The county has a portion of this large project," said Jeff Schenk with engineering. "They are doing partial depth and full depth repairs on the bridge over the Arkansas River, while we are doing a mill and overlay from the Arkansas River to the Avenue C bridge. We are also tearing out and replacing all of the approach slabs, because of a design fault in them. We are rubblizing the concrete aprons that go down the sides of the roadway. We are also removing that raised median that goes all the way down. It will be maintained on the bridges at this time, but eventually that will completely go away, to keep up with current design standards."

The engineering estimate prior to the bid process was $3,476,984.20.

The city received one bid from APAC Shears for $4,101,411.44. The city portion is $2,520,661.53. The county portion is $1,580,749.94. This takes care of everything south of the Avenue C bridge.

"The south approach slab up to the bridge will be removed and replaced," Schenk said. "The intention to finish out Woodie Seat is, this is the first phase. The second phase is the roundabout. Then a third phase will actually be necessary and that is to do the partial and full depth repairs on Avenue C, whenever we have the capacity to get that budgeted."

There was one other potential bidder, but Pearson Construction decided not to submit a bid.

"Their schedule was too full," Schenk said. "We pushed the schedule to be a little bit more aggressive, which may have cost a little bit more, as well. The intention was to hopefully not have too much overlap between this and the next phase of Main Street construction. That could start early next year, as well. We don't like putting contractors butting up in construction zones and traffic control."

The City's portion of the project is being paid for with ARPA funds and the Cost Share grant.

Council approves Woodie Seat Phase I

HUTCHINSON, Kan. — There will once again be a National Day of Prayer event in Hutchinson Thursday morning, May 4.

"There's a group of pastors in town, Community of Churches, we call ourselves," said Pastor Matt Stafford from&nbsp;First Congregational Church of Hutchinson. "There's three or four groups and they all have different people involved. One of the things we have been discussing is, do we feel like this would be a great time to get this going again in person and we all agreed that it was. A lot of them said, I want to be a part. We called Elliott's. Elliott's has always sponsored this, and they said, we're in."

Gary Getting with Elliott Mortuary said you don't need to eat before you come.

"We're going to start at 7 a.m. and there will be a light breakfast that's served, pastries for us and some other things, there will be coffee and juice, etc. Then, we've got kind of a little program that we go through. Quite a number of pastors in town will be involved."

They do need to have a rough estimate of how many people will be there, so that they have the right amount of food, so if you're planning to go, call the mortuary at (620) 663-3327 to let them know.

"There has been a big effort since COVID by many pastors, to come together and realize what we have in common," Stafford said. "That's the Lord, Jesus Christ. Our community needs to know that, no matter what church you go to, you're going to hear that Jesus is Lord and that we do pray. We seek guidance from our Lord and Savior."

President Harry S Truman proclaimed a National Day of Prayer to be observed on July 4, 1952. Each year since that date, Americans have observed the day in their own way. The observance was moved to the first Thursday in May by President Ronald Reagan and has been proclaimed each year since.&nbsp;&nbsp;

MCPHERSON, Kan. — The 23rd&nbsp;Annual C.A.R.S. Club Motoring Festival is at&nbsp;McPherson&nbsp;College on Saturday, May 6.&nbsp;

The whole day will be an opportunity to see classic and one-of-a-kind cars. &nbsp;

“These vehicles come from all over the country, and we have alumni and employers who are bringing these cars from both coasts to share with our students and the surrounding community,” Matt Kroeker, McPherson College student and car show chair, said.&nbsp;“These cars represent multi $1 million investments as well as being pieces of huge historical significance to the automotive industry. That being said, some of the most interesting and intriguing cars are the local ones, as each one has a unique story that can't be bought or traded, and I think that's an overlooked thing about some of these local cars.”&nbsp;

Each year, the student-run car show attracts rare vehicles from across the country. &nbsp;The festival will include cars from Kansas, out-of-state, and foreign vehicles. &nbsp;

 A few of the cars expected on the field this year include the 1951 GM LeSabre concept car, the 1969 Chevrolet Astro III concept, and a 2024 Chevrolet all-electric Blazer EV SS, all from the General Motors collection, as well as a 1955 Ghia Gilda, and from Salina, Kansas, a&nbsp;Ferrari 250 Lusso. &nbsp;

Kroeker said he personally hopes to see someone who once brought a metallic brown 1970s Plymouth Duster with a brown snakeskin vinyl roof. &nbsp;

McPherson automotive students will show off their own projects as well.&nbsp;

One of the projects that McPherson College students will be entering will include a Mercedes-Benz that was formerly owned by Steve Jobs, the founder of Apple Computers.&nbsp;

There will&nbsp;be a period-correct custom Pontiac Firebird that was featured on multiple magazine covers back in the 70s and 80s.&nbsp;

Then also featured will be a&nbsp;whole fleet of early 1900s vehicles that are regularly driven around McPherson, Kansas, and a Brass Era Model-Ts were driven from Colorado. &nbsp;

According to Kroeker, the car show serves as one of the biggest networking and alumni-gathering events for McPherson College. Every year, hundreds of cars ranging from student projects and local show winners, all the way up to Pebble Beach best-of-show contenders, converge on the college lawn for a unique day celebrating&nbsp;McPherson's heritage as a leader in the antique automobile industry.&nbsp;

“McPherson College's Automotive Restoration program is unique in the country, being the only four-year bachelors of science degree specifically directed towards the repair and preservation of these functional pieces of history,” Kroeker said. “Our alumni have been hired at the most prestigious collections, museums and manufacturers, and the school regularly receives support from Mercedes-Benz and General Motors corporations as well as from legendary collectors such as Jay Leno.”&nbsp;

At the car show this year, the students, alumni, and staff who recently found out their <a href="https://hutchpost.com/posts/f5ef6920-cfd0-4dd5-b915-7a8c2a190e17" target="_blank">1953 Mercedes-Benz 300 S Cabriolet was accepted to Pebble Beach</a> will be recognized, and the car will be on display.&nbsp;

In addition to the wide variety of classic automobiles, the event will also feature entertainment provided by the&nbsp;McPherson&nbsp;College Jazz Band and the&nbsp;McPherson&nbsp;High School Jazz Band. &nbsp;

The Model-T Team will demonstrate at 2 p.m., just before the awards ceremony. &nbsp;

“At the show, we will be distributing some very special trophies that were designed and manufactured entirely by students in-house,” Kroeker said. “They will be awarded to the winners of each of our fifteen classes and we have classes ranging from pre-war foreign vehicles to domestic motorcycles manufactured after 1981. There's a class for literally every type of motorized vehicle out there, including tractors.”&nbsp;

Building tours of Templeton Hall, home of the&nbsp;McPherson&nbsp;College Automotive Restoration Program, will be available from 9 a.m. to 1 p.m. &nbsp;

Complimentary trolley service will be available between campus and Main Street from 9:30 a.m. to 1:30 p.m. &nbsp;

There is no charge for spectators. Food trucks will also be available on campus to purchase food and beverages. &nbsp;

Exclusive McPherson merchandise will also be available. All the proceeds from those sales will go towards supporting CARS Club activities throughout the school year. &nbsp;

Patrons are recommended to bring cash. &nbsp;

Prior to&nbsp;the C.A.R.S. Club Motoring Festival on May 6,&nbsp;car enthusiasts are encouraged to participate in a Cruise-in on Friday, May 5, on Main Street in&nbsp;McPherson.&nbsp;This will begin at 6 p.m. No registration or entry fee is required for this event, which serves as a sneak peek at what will be on the show field and an opportunity for any car or motorcycle owner to display their rides in an informal show.&nbsp;

A high turnout is expected for this year’s car show. &nbsp;

“The show grows every single year and I think this is finally going to be the year that we expand onto more of the campus’s green space. We typically take up the entire center of campus and cover it with cars,” Kroeker said. “So far, we have 300 cars registered and we expect well over 400 by the day of the show. It brings in thousands of spectators and we'd love to see as many of our local people there as possible.”&nbsp;

400 cars anticipated at McPherson College car show

HUTCHINSON, Kan. — The Hutchinson City Council approved this year's arterial street maintenance project at the council meeting Tuesday.&nbsp;

"It's going to be an ultra thin asphalt surfacing that we will be putting on 30th Avenue from Waldron to Main Street," said Jeff Schenk with engineering. "This is a section that was last done in 2014. The reason that I selected it was, looking back at the historical data, I noticed that the mill and overlays had been done in 1994, 2002 and 2014, at eight and 12 years. Our last 12 year mill and overlay, we had to do some extensive base work. Looking at the surface, it is still in really good condition. We decided to go with this, it's a 5/8 inch thick armor coating. We have it on Avenue A and on K-61. The thought is, I think we can double the life expectancy of the road. KDOT has had extremely good luck with this material. It's about half the price of a full mill and overlay, which is the typical treatment."

The low bid was $934,076.35 from APAC Kansas.

"They put down a thin layer of oil and then they put down 5/8 inch of asphalt with an extremely hard aggregate," Schenk said. Basically, when the oil goes down, when the asphalt goes on top of it, it pulls the oil up and then it seizes and makes an extremely protective coating. The other thing about&nbsp;ultrathin bonded asphalt surface, it's a little bit different, is you don't get road spray. In rain events, the water actually goes through the aggregate, so, if you're following behind a semi, you aren't sitting there just constantly getting drenched from the rain."

Emulsion can be sprayed while laying hot mix asphalt simultaneously, resulting in no tracking along other streets or oil spray on vehicles. The result is a long-lasting, flexible and smoother surface that can be driven on almost immediately.

Work on 30th approved by council Tuesday

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas is optimistic that gas prices are stabilizing at the moment.

"For the time being, it seems like we may have reached the peak price," Steward said. "Right now, in Kansas, we're at $3.35 a gallon. That's down six cents from a week ago. We saw some upward pressure, but less than a month following the announcement of OPEC+ production cuts, crude oil prices have dropped back to where they were before. There's still some global demand concerns, and those seem to be tempering the trend of crude oil price increases that initially followed the news of that OPEC production cut, but then again, in the United States, we're still seeing strong and even increasing demand."

Gas prices in area counties as of Monday are as follows:

"It really just goes to show you that it's a global perspective, with regard to what those crude oil prices come in at and how that impacts what we see here at the pump locally," Steward said.&nbsp;

It's not that there won't continue to be upward pressure as families prepare to go on their summer vacations.&nbsp;

"Demand is strong," Steward said. "This is our seasonal high demand period, as we're less than a month from Memorial Day. Lots of summer road trips for people. Demand will be strong for gasoline throughout the summer, It typically always has been, but right now, there's just a lot of things going on, on a global perspective, that are keeping crude oil prices relatively calm."

Crude oil makes up a little more than half of the base price of any given gallon of gasoline in the United States.

AAA: Gas prices appear to have peaked, for now

HUTCHINSON, Kan. —&nbsp;Tear it up with a good time with <a href="https://saltycycles.us/">Salty Cycles</a> as they present their 4th Annual Downtown Mayhem Biker Bash in Hutchinson on May 20.&nbsp;The event is a block party and is sponsored by Bretz Injury Law of Hutchinson. &nbsp;

The block party event will extend from Salty Cycles location at 129 E. Sherman St., to Poplar Street to Walnut Street. Vendors, craftsmen, giveaways, live entertainment, food, and even a beer garden, and more take over the streets for a good time. &nbsp;

According to Scott Marshall, owner of Salty Cycles, Axe It Up Hutch is being sponsored by Tim Roberts Drywall to be at&nbsp;the Downtown Mayhem Biker Bash where they will provide free axe-throwing. &nbsp;

Food vendors include Tortas Mary, Pete's Donut Shack, and Dr. John's BBQ.&nbsp;

“We're going to have anything from jewelry vendors to tumbler vendors to patch sellers and apparel,” Marshall said. &nbsp;

Other events include a Battle of the Bands at Two Wheeler Park.&nbsp;

Several local motorcycle clubs will be in attendance, including the Christian Riders, Guardians of the Children, and ABATE of Kansas. ABATE of Kansas is a major sponsor of the Downtown Mayhem Biker Bash. &nbsp;

“Then our biggest sponsor is Bretz Injury Law,” Marshall said. “Those sponsors are all really important to me because they make this happen. We've got Bretz Injury Law, Tim Roberts Drywall, ABATE of Kansas.” &nbsp;

Marshall said the biggest event of the Downtown Mayhem Biker Bash is the Globe of Death. &nbsp;

The <a href="https://uriasglobeofdeath.com/" target="_blank">Urias Family Globe of Death</a> will be bringing their show from Florida to Hutchinson, Kansas. For three 45-minute presentations, the Urias Family Daredevils will ride their motorcycles within a giant steel globe. &nbsp;

Also featured will be Salty Cycles’ burnout competition, which they hold every year at their Downtown Mayhem Biker Bash. &nbsp;

“This event is free to the community,” Marshall said. “This is my give back to the community.”&nbsp;

The Downtown Mayhem Biker Bash is still very new, but Marshall predicts this one to be their biggest. &nbsp;

“I mean we've never brought this level of entertainment to one of our events,” Marshall said. “We're really trying to reach and get out there and get the word out there, because we're wanting to bring a lot of neighboring towns in for this one.”&nbsp;

Salty Cycles is still a fairly new business in Hutchinson, just working into their fourth year. Between their recent work with the <a href="https://hutchpost.com/posts/cd53f1ba-977b-4665-b181-28042d88f1a5" target="_blank">Reno County Toy Run</a> during the holidays, as well as serving as a stop for <a href="https://hutchpost.com/posts/ae8b5d77-e90c-4bc2-bc03-5c67d3e22cf5" target="_blank">poker runs</a>, they are getting noticed. &nbsp;

Kickstands up for Mayhem Biker Bash in Hutchinson

HUTCHINSON, Kan. — The Board of County Commissioners has advised Reno County Administrator Randy Partington to prepare for potential budget cuts in 2024, but at least to this point, that doesn't mean cutting jobs.

Partington responded to an email from Hutch Post on Monday.

"We are looking at all budgets to see what if anything can be cut," Partington said.&nbsp; "Currently, we are not reducing positions through attrition.  Reno County is not overstaffed and any cuts in positions will be felt by the public.  The commission and I will be reviewing all options for a budget that continues to be conservative with taxpayer dollars."

Reno County held a job fair for current openings April 20. There are seventeen job descriptions currently listed at <a href="https://www.renogov.org/712/Job-Openings">renogov.org</a>.

KINGMAN, Kan. — Horizons Mental Health Center will be offering a Mental Health First Aid-Youth class in Kingman. 

 It is a single class, being taught over 2 nights on May 3 and May 10 from 5:30 p.m. to 8:30 p.m. at Kingman High School.

The cost of the class is $30 and covers the cost of the manual and participant processing guide.

Mental Health First Aid is a skills-based training course that teaches participants about mental health and how to help someone who is experiencing a mental health challenge or crisis. 

 The Youth version is designed to help adults, who come in contact with a youth who might be struggling.

The tournament will be Friday, May 5, with a 10 a.m. shotgun start.&nbsp;

"Our institution does a really nice job of providing us scholarship dollars," Gooch said. "These are the dollars that go above and beyond, as the NJCAA has allowed us to now offer scholarships for housing and meals. These are the scholarships that go above and beyond and help pay for those things."

It's important for the recruiting efforts of HutchCC that they are able to recruit well beyond just central Kansas.

"It does allow us to have program-wide resources to go and attract the top talent," Gooch said. "We can attract them. We have to be able to provide them with the equal scholarship that maybe they are being offered at other institutions."

UPDATE: Hutchinson Police Department (HPD) on May 1, revealed more details on a hit-and-run accident that occurred April 30.

At 8:38 p.m., HPD, along with the Hutchinson Fire Department and Reno County EMS, were dispatched to the intersection of Sherman Ave and Main Street for a report of a vehicle striking a bicyclist and leaving the scene.

Officers arrived on scene and located the bicyclist, Ralph Mendoza, 47, Hutchinson, in the street with multiple injuries. Mendoza was transported to the Hutchinson Regional Medical Center by Reno County EMS for further treatment.The crash is being investigated by the Hutchinson Police Department Traffic Unit and remains an open investigation.
