HESSTON, Kan. — The 10th Annual Vince Garcia Golf Tournament is taking place Saturday, May 6 at Hesston Golf Course.

"Ten years ago, the Newton Fire Department, our friends over there, started a benefit golf tournament for one of their members that had been diagnosed with cancer, Vince Garcia," said Hutchinson Fire Captain Troy Mueller. "They had the golf tournament to help raise funds for Vince to pay for some medical expenses. After Vince passed, they kept the tournament going. They find a fire family in the area that had some medical expenses going on and they had them as the beneficiaries for the tournament."

A Hutchinson Fire family will get the proceeds this year.

"It's the wife of one of our members, Martin Swiggart, he's one of our firefighters, his wife Taira had been diagnosed with non small cell lung cancer not quite a year ago," Mueller said. "They caught it very early on, luckily, and her prognosis is really good. However, the treatment she has to have, they have to travel down to Texas to get. It's rather expensive. This year, our friends over at Newton Fire decided that they would be the beneficiaries of the tournament."

The Swiggart family has a baby, Waylon, who is not quite a year old. Taira has worked with Stovers Restoration for 10 years.

"They do a lot after the fire," Mueller said. "They are a company that comes in and does the restoration work to help victims of fires get their life back together and kind of restore their homes and get back to some kind of normalcy. A lot of folks probably know who Taira is. They do a lot of work with insurance agencies and plumbers in the area, doing some classes and some recert hours that those folks need."

There are 36 teams signed up for the event. Hutch Fire family beneficiaries of golf tournament

HUTCHINSON, Kan. — Hutchinson Fire Captain Troy Mueller said locally, we've been lucky this wildfire season, but public awareness has also helped reduce risk on the worst days.

"People are paying more attention," Mueller said. "I think some of the education, since the fires last year, people are more careful about what they do and they pay more attention to when they are burning and what they are burning and making sure, if they had a fire, they got it completely out afterwards."

There was supposed to be some wildfire training in past weeks, but conditions on those days were too severe to even train. Mueller will be doing some training this week.

"We're going to be doing some wildland and urban interface training the first week in May," Mueller said. "We're going to be going out in the Fire District 2 area and looking at doing structure protection on some of the houses that are in that area and doing real life training of deploying hoses at some of the houses that people have been kind enough to let us practice laying out hoses around their houses and looking at houses and how we can triage and protect their homes in that urban interface area."

It's also a good source of training when Hutch Fire can send crews later in the year when the risk is less here out west to help and have it paid for with federal dollars.

"Our engine here, Brush 71 that we send out, it will probably be available to go assist with fires out west sometime around the first part of June. We have members that are looking forward to going out and getting that experience and helping out in other states where it's needed. Hopefully, it's not a super busy season. I know that the guys that do get to go out, it's a good experience. It's training and not only is it helping out fire, but they are able to come back here and utilize that training. It makes us just a better department to be able to handle these wildfires."

Green up is starting to happen, so if we could get a little more rain and less windy conditions in the next few weeks, it could mitigate the risk considerably.

Wildfire training is constant for firefighters, but public must keep attention

HUTCHINSON, Kan. — Reno County Museum is holding a t-shirt design contest. The deadline is Monday, May 1 at noon, so don't forget, if you haven't already, to send your submission to&nbsp;<a href="mailto:clerk@underkansas.org">clerk@underkansas.org</a>.&nbsp;&nbsp;&nbsp;

The shirt design will answer the question: What would the museum's concert shirt look like if Reno County Museum was a band? What kind of band would it be?

Museum staff will choose the finalists, and the public will decide on the winning design. The winner will be declared on May 9.&nbsp;&nbsp;

YODER, Kan. — Yoder Charter School is hosting its second annual chicken barbecue meal May 6 for its agricultural programs.

"The charter school's mission is to really use project based learning," said Becky King with the charter school. "Something that's really unique about Yoder Charter School is that we've got combined grade levels. We've got teachers teaching multiple grade levels in a classroom and using projects allows them to teach a lot of different concepts through a wide range of levels. The chickens are one way to do that. That's mostly our middle school class project."

Join YCS for a delicious meal including chicken that was raised at Yoder Charter School by students this spring plus coleslaw, baked beans, a roll, and cookie. Meals will be available (by donation) beginning at 11 a.m. until 1 p.m. or until sold out.

"I asked the teacher the other day, I said, I can't tell if we've got enough feed space for the birds," King said. "When we put the feed in there, they kind of go nuts and they are climbing on top of each other. We've got some round feeders and we've got some long feeders. Go, figure out how many inches of space we've got for the birds to eat. They had to figure out their geometry and get out their calculators. The charter school is just a really great place for kids to be immersed in real life ways of using math that's in the classroom."

The meal is by donation. The work has been done by the Kindergarten through 8th grade students at the school. The goal is to continue to expand the ag programs at the school in future years and they have expanded even since last year. The projects depend on grade level.

"The little kids have a flock of 12 chickens," King said. "Every day, they are collecting eggs. That's the best job for our youngest kids, and taking care of those. We sell them in the office, when we've got them available. With 12 chickens, it's not a dozen every day. They also do the feed and water for our chickens. Our middle age kids, our 4th and 5th graders have taken care of pigs this year and now they are also caring for lambs. They do daily feed and water and just wellness checks on the animals, learning how to recognize when they are healthy and when they are not."

Enrollment at YCS goes first to students requesting space that live in USD 312, but after that, other area students can join, if they can provide transportation and there is room in their grade level. For more information, call principal Shannon Atherton at (620) 465-2605.

Chicken BBQ fundraiser coming up Saturday

HAYS, Kan. —The Fort Hays State University Alumni Office has announced nominees for its honorary commencement awards. 

Twenty graduating seniors have been nominated for the 2023 Torch Award, acknowledging classroom excellence, leadership, participation in professional organizations, and student, civic, or research activities.

Torch Award Nominees from the Hutch Post area include Sydney Koirth from Pratt in the Medical Diagnostic Imaging – Ultrasound program and&nbsp;Jessica Reid from Sterling in the Medical Diagnostic Imaging – Ultrasound program

Eight graduate students from the 2022-23 academic year received nominations for the Lighthouse Award, honoring outstanding students completing graduate studies.

Anna Deal from Hutchinson was a Lighthouse Award nominee. She is studying for a Master of Science in Organizational Communication.

Recipients of each award will be announced at a press conference at 9 a.m., Tuesday, May 2, in the Memorial Union Sunset Atrium on the FHSU campus.

TOPEKA – The Kansas Bureau of Investigation (KBI) recently provided the 2022 Kansas Civil Asset Forfeiture Report to the Kansas Legislature, and released it to the public at <a href="http://www.kasfr.kbi.ks.gov">www.kasfr.kbi.ks.gov</a>.

Civil asset forfeiture is a procedure that authorizes law enforcement agencies to seize and forfeit property and cash that was obtained with proceeds from, or used to facilitate, certain criminal activity. Once a forfeiture proceeding concludes, the forfeited property or funds may be used for permissible law enforcement operations, or to further public safety objectives.

Reno County agencies with Civil Asset Forfeiture numbers over $10,000 according to the report include&nbsp;$31,922.81 seized and forfeited to the Hutchinson Police Department and&nbsp;$68,621.01 siezed and&nbsp;$66,621.01 forfeited to the Reno County Sheriff's Office Drug Unit.

Civil Asset Forfeiture Reports have been submitted to the Kansas Legislature annually since 2020, as is required by K.S.A. 60-4127. In 2018, the Legislature amended the 1994 Kansas Standard Asset Seizure and Forfeiture Act to include this additional reporting requirement.

The amended law requires that all Kansas law enforcement agencies submit asset forfeiture incident reports and an annual report to the KBI through the Kansas Asset Seizure and Forfeiture Repository (KASFR). The KBI collects and reconciles the submitted information and reports it to the Kansas Legislature, and the public, in an effort to improve transparency about the forfeiture process.

This report covers the period of January 1, 2022 to December 31, 2022. It includes approximately $4.61 million in seized property, and approximately $3.45 million in forfeited property.

A breakdown of seizure and forfeiture activity by agency is provided, as well as information on forfeiture fund expenditures. Detailed information pertaining to reported seizures such as the location, the associated criminal offense, and the age, gender, race and ethnicity of the owner or possessor is included.

The annual report does not comprise all data submitted by Kansas law enforcement agencies.

2022 Kansas Civil Asset Forfeiture Report released

For Eric Wall, director of sales at Grain Craft, milling in McPherson is a family tradition — as is active involvement in the Home Baking Association, a non-profit organization that promotes increased home baking.

“Any company that has a presence in the baking aisle should be a part of the HBA because the vision is to grow the practice of home baking, whether you sell flour, sugar, yeast, any kind of ingredient, even baking utensils, pans or baking mats,” Wall said, who is currently serving his second term as HBA president. “It makes sense for a company like Grain Craft to be a member because we want to have the association continue to teach and educate and keep people baking at home. So that’s why we’ve stayed involved for all these years.”

While Wall’s family were not charter members of the HBA, their membership dates to the 1960s, originally through their family-owned Wall-Rogalsky Milling Co, in McPherson. Wall joined the family business after he graduated from Kansas State University in 1982 with a degree in agricultural economics. The company was sold to Cereal Food Processors in 2000, a company that was acquired by Milner/Pendleton in 2014. The acquisition resulted in the creation of a new company — Grain Craft — now the largest independent flour miller in the nation.

Grain Craft’s network of mills supplies bagged and bulk flour to customers from coast to coast, including food service, pizza and tortilla industries and grocery stores. McPherson, where Wall continues to work, is Grain Craft’s primary small packaging mill, supplying two to 50-pound sacks, primarily for retail.

This strong connection to retail sales makes the HBA an ideal organization for Grain Craft since the HBA provides resources to anyone who teaches or fosters home baking skills and promotes the benefits of baking. In 2022, the HBA reached 7.2 million educators and consumers.

The HBA recently sponsored a three-day event with the Family, Career and Community Leaders of America (FCCLA), a national career and technical student organization for young people in family and consumer sciences in public and private schools. The 2023 Baking and Milling Industry Immersion brought students and teachers to Manhattan, Kansas, to tour local bakeries, flour mills and the Kansas Wheat Innovation Center. The KWIC is also home to the Grain Craft Innovation Lab, a space focused on quality and product performance analysis.

“FCCLA is trying to build these kids to be the next generation of leaders, and FCCLA has been a longtime partner with the HBA,” Wall said. “We wanted to do something like this to get their students and teachers to understand that there are some really nice opportunities in the baking and milling industries.”

Wall credited Charlene Patton, HBA executive director, and Sharon Davis, longtime HBA family and consumer sciences educator, as integral reasons why the HBA continues to succeed in their mission of promoting home baking through activities like the recent FCCLA event.

He also wants wheat farmers to know the connection between families who purchased baking ingredients, retailers and milling companies like Grain Craft flows directly back to Kansas farms.

“We want people to bake at home. They’ll buy flour, which is made from the farmers’ wheat,” Wall said. “Within a 100-mile radius, we source and grind a lot of wheat each year. So, if people continue to bake at home, that only helps provide the farmer with a good market for their wheat.”

Land Bank to meet Tuesday

HUTCHINSON, Kan. — On Friday, Hutchinson USD 308 announced enrollment dates for the 2023-24 school year.

In person enrollment will take place July 27 from 10 a.m. to 7 p.m. for Pre-K through 12th grade at the district's school buildings.

If you would prefer to complete enrollment online, that option will open July 10.

USD 308 encourages all families who may be eligible to fill out a Free or Reduced Lunch form. Those who qualify can receive reduced or free textbook fees, along with discounts on internet access, sports, college application fees, ACT fees and some scholarships, in addition to the meal benefits.

Many aspects of additional state and federal funding for Kansas school districts use the free and reduced lunch number to determine how much additional money districts receive. Two examples are technology funding and early education funding.

HUTCHINSON, Kan. — Hutchinson Community College has announced that Rylee Jacobson and Coleton Hines have been selected as the 2022-2023 Wes Christopher Ambassadors of the Year.

Rylee Jacobson is a 2022 graduate of Medicine Lodge High School. In addition to serving as an Ambassador, Rylee is a member of the ping pong club, Honors program and is a Leadership Scholar. Scholarships she has received include Ambassadors, Leadership, Journalism and the Honors Program Merit Scholarship Award. She is currently majoring in Graphic Design at HutchCC and will be returning for the 2023-2024 school year.

Coleton Hines is a 2022 graduate of Buhler High School. In addition to serving as an Ambassador, Coleton is a member of choir, film production and is a musician. Scholarships he has received include Ambassadors, Telecommunications, Reno County Activity and Media Production. He is currently majoring in Media Communication and Production at HutchCC and will be returning for the 2023-2024 school year.

The Ambassador group, comprised of HutchCC students from all areas of the college, assists the Admissions Office with recruitment activities. They provide campus tours to prospective students and their families, help with on-campus recruitment events, and contact future students to provide information about the College. The Ambassadors are led by HutchCC Admissions Office staff members Lynnette Hilty, Assistant Director of Admissions and BreAnne Edwards, Campus Visit Coordinator.

The Wes Christopher Ambassador of the Year Award is named in honor of Wes Christopher, a 2002 graduate of HutchCC and former Ambassador who passed away in 2005 as the result of a motorcycle accident.

Jacobson, Hines Named Ambassadors of the Year

HUTCHINSON, Kan. — The Reno County Health Department's consulting physician has applied to keep that job. 

Dr. Scott Pauly told Hutch Post Friday that he has officially applied in response to the fact that the Board of Reno County Commissioners approved on March 29 releasing a Request for Qualifications for a doctor to act as a Medical Consultant to assist the county health officer. This is required because the county health officer is Karen Hammersmith, RN, since she is not a doctor.

The position is for public health. This isn't for just all general health items at the Health Department, the medical consultant is specifically for public emergencies, like the one with COVID-19 in recent years.

The statute intends for this consultant to be an individual, though Reno County Counselor Patrick Hoffman said they would look at agreements with other types of arrangements, if that is the response they get, to see if they can fit the statute.

Pauly said he knows very little about what the Board of County Commissioners, acting as the county Board of Health, will consider as part of the decision process. The deadline to submit applications was Friday.

Current medical consultant applies to keep job

HUTCHINSON, Kan. — The Hutchinson Art Center has hired its next Executive Director.

"We have hired John Eberly," said board member Barbara Withrow. "Someone very familiar to many people in this community, he is presently working for the Department of Aging. He's in charge of Rcat. John has a background here and is well known by many people, very artistic, has always supported the Art Association and we are thrilled to have John Eberly as our new Executive Director."

It will take Eberly some time to get free to work for the Art Center.

"He can't start for a little while yet," Withrow said. "He's got some projects going, which is impressive, because he is not someone who will walk away from an obligation. He's going to start July 1, and in the meantime, the rest of us are just sort of going to fill in."

Jace Chambers, the previous director, has taken a position with Hutch Rec.

Eberly to lead Art Center

HUTCHINSON, Kan. — The Hutchinson City Council will look at the bid on the first phase of the Woodie Seat Freeway project at its meeting on Tuesday.

According to agenda documents, the Woodie Seat was identified as needing severe repair in 2016. After examination of the corridor, it was determined that the northbound off ramp onto Avenue A was considered a dangerous intersection. Through two Kansas Department of Transportation,Traffic Engineering Assistance Program grants, a corrective action was identified. The city was able to budget the Woodie Seat repairs into two phases. 

The City of Hutchinson along with Reno County received a Cost Share grant in the amount of $1,500,000 with the City/County splitting it 60/40.

Phase I will consist of milling and overlaying the existing roadway and off ramps between the Arkansas River bridge and Avenue C, removing and replacing the approach slabs to all the Avenue F, D, and south side of C bridges. The County has a project running at the same time with the City of Hutchinson's project consisting of partial and full depth repairs and a Multi-Layer Polymer Overlay on the bridge over the Arkansas River.

This project was designed by City staff and JEO. JEO assisted the City's design team with bridge related items. JEO designed the County's portion of the project. This project has an anticipated construction completion date of June 28, 2024.

The City received one bid on Thursday April 20, 2023 from APAC Kansas in the amount of&nbsp;$4,101,411.44. The city portion is $2,520,661.53. The county portion is $1,580,749.94.

The project will be paid for by the City and the County will reimburse the City after each payment.

The City's portion of the project is being paid for with ARPA funds and the Cost Share grant.

The Hutchinson City Council will meet Tuesday at 9 a.m. at City Hall.

City Council to look over Woodie Seat Phase I bid

RENO COUNTY, Kan. — Reno County Public Works announced three road closures on April 27.&nbsp;

Castleton Road between Sego Road and Fairview Road is closed to all through traffic as of&nbsp;Thursday, April 27 until further notice.

The Kansas Department of Transportation (KDOT) Local Bridge Load Rating Program inspected and closed the bridge due to a lower load rating. 

This bridge is located two miles south of the City of Arlington.

Also as of April 27, Peace Road between Sun City Road and Silver Lake Road will be closed to all through traffic beginning today until further notice.

KINGMAN COUNTY— The Kingman County Sheriff's Office is seeking public assistance to find out about bridge damage in the county.

The call for the bridge damage initially took place on April 18 at 8:18 a.m. on SE 10 St east of SE 30 Ave in Kingman County.&nbsp;

According to the Sheriff's Office, that bridge has&nbsp;only recently been opened as it was closed for a period of time while significant upgrades were performed.

Kingman County inquiring about bridge damage

HUTCHINSON, Kan. — Friday is the 7th Annual Salthawk Service Day across Hutchinson USD 308.

"There's some that will be volunteering around the school," said spokesperson Marissa Meis. "There's always a group that will be cleaning up the courtyard, doing some painting. Some will be helping out the Humane Society by creating toys for the dogs. Others will be picking up trash. There's a full list and students are going to be out across the entire community."

All students will report to their seminar class at 8 a.m. to start their assigned projects at 8:10 a.m. They will work until 11 a.m. and then school is dismissed for the day.
