HUTCHINSON, Kan. — Viral video chalk artist Kara Vaughn explained to Hutch Post the process she goes through to put her art on the platform.

"I try to work really fast, because I am a very impatient person," Vaughn said. "If I have an idea, I'm ready to go for it. Finding a reference photo doesn't take me too terribly long. I just find one that has a decent size and is very simple. Finding a location, sometimes I'll drive around until I find a spot. Often, I'll just go to my parents' house."

Depending on the intricacy of the subject, it can take hours of work.

"It can take me anywhere from two to five hours," Vaughn said. "The longest that I did was at B&amp;B Theatres for their new movie premiere, Elemental. That took me about five hours to do."

Getting paid to be on TikTok requires economies of scale.

"Once I did reach 100,000 followers, I was eligible for the creativity beta program that TikTok offers. I posted a video with Stitch. That one was the first one that was eligible for that. Once I got eligible, any video that I made from there on is considered to be monetized. It's really tricky, because with TikTok, they do it based on views, so then there's certain requirements for what is considered a view, which can go into how long people are actually watching the video and then how many people watch the video. It's like per every thousand views."

At this point, Vaughn is not making enough to not need to continue to teach, especially since she is still in school working online to finish her degree.

Vaughn explains her TikTok video process

NEWTON, Kan. —The City of Newton is heartbroken to announce the passing of retired Police Service Dog (PSD) Bella. 

PSD Bella passed away peacefully at the age of 9 on June 27, 2023, after a sudden medical emergency. PSD Bella began her career with Newton Police in 2015. She was a certified patrol and narcotics detection K-9 that served in the patrol division with her handler, Sgt. Tony Hawpe. PSD Bella retired in January 2023 as Sgt. Hawpe transitioned into the Investigations Division.

PSD Bella had a successful and decorated career. She had a positive impact not only on patrol but during many public demonstrations and community events. Retired Newton police dog dies

RENO COUNTY, Kan. — As part of his monthly report to the County Commission filed as part of the July 12 agenda, Reno County District Attorney Tom Stanton let Commissioners know that at a future date he plans to come to them to approve a Cremation Permit Fee to be assessed for the coroner issuing a permit to cremate bodies in Reno County.

Fees for this service are assessed in all but two Kansas counties. Reno County is one of the two that has not done so yet. Stanton would like commission approval, because the fees will not be processed through his office, but rather through the county's general accounting system. The funds received will go to the county's general fund and be used to help offset the cost of the contract between the county and the County Coroner.

Stanton did not say in his report when he plans to bring this to the commission.&nbsp;

The Board of Reno County Commissioners meets Wednesday at 9 a.m. in the Veterans Room of the Reno County Courthouse.

In addition, the board will look at the DCS survey results related to figuring out which projects might need to go in an upcoming bond issue and approve the date and time for a work session on that topic.&nbsp;

The board will also receive information on the awarded Accelerator and Innovation Grants from the state for child care.

RENO COUNTY, Kan. — The Planning Commission consists of a seven member Board who are tasked with reviewing land use applications such as a Rezone, Conditional Use Permit, Preliminary Subdivision Plat, and Final Subdivision Plat. &nbsp;

Other tasks as a Planning Commission member are to review the Comprehensive Plan, Zoning Regulations, and Subdivision Regulations for possible amendments. The Planning Commission conducts public hearings on various land use applications and provides a recommendation on the land use application to the Board of County Commissioners.

A Planning Commission member also serves as a Board of Zoning Appeals (BZA) member. &nbsp;The BZA is tasked with reviewing Variances, Special Exceptions, and Appeals from an Administrator’s decision. &nbsp;The BZA conducts public hearings on these land use applications and provides a decision on the land use proposal. &nbsp;BZA decisions do not go to the Board of County Commissioners for a final decision.

Terms: &nbsp;Members are appointed by the Board of County Commissioners for a three-year term. &nbsp;Members can be appointed to a maximum of three, 3-year terms. &nbsp;No more than three members may reside in an incorporated city limit boundary.

NAMI Peer-to-Peer class this fall at Mary Magdalene House

HUTCHINSON, Kan. — The Hutchinson Police Department has been working several cases of Battery over the last few weeks. 

The incidents stem from a private Instagram group called hk.street.beefs.

In this group, fights are set up at public and private locations in and around Hutchinson. At some private locations, such as a residence, admission is charged, and fights are scheduled. 

What has been occurring is other fights, that were not scheduled have been happening or kids have been getting jumped and battered, so it could be recorded with cell phones, and was passed off as a beef, or an agreed fight between two people. 

These fights are not sanctioned. We know about the group, the owners of the group, locations, fights, and other participants. These events will not be tolerated, and anyone caught participating in or recording the events will be charged. If it is scheduled by the site, the owners and creators will also be charged and could be held responsible for any damages or injuries. 

 Most of the participants and followers are juveniles or late teenagers. Stop participating immediately, and parents please make sure that your children are not participating, recording, or attending these events.&nbsp;&nbsp;

WHITEWATER, Kan. — Grace Hill Winery will celebrate 15 years of Kansas wine with an anniversary party on July 8.&nbsp;

Grace Hill Winery opened in the summer of 2008, when Dave Sollo decided he wanted to grow grapes in the country.&nbsp;

"He had more grapes than he knew what do with, so he decided 'you know what? I'm going to make wine out of them,' and then next thing you know, they're opening a winery," Jeff Sollo, managing partner of Grace Hill Winery, and Dave Sollo's son.&nbsp;

According to Jeff Sollo, Grace Hill Winery made about 2,000 bottles in year one and has grown since.&nbsp; &nbsp;

The 15th Anniversary Party will include Library Wine Tastings. Grace Hill Winery will be bringing up wines from their cellar to taste through the history of the winery. This even is a good way to see where the winery has been, and hopefully get a glimpse of where they are going.

&nbsp;There will live music and entertainment on the winery's patio from local bands Sometimes on Sunday from 1 p.m. to 4 p.m. and B-Side from 5 p.m. to 8 p.m.

Then in a toast to something new, Grace Hill Winery will be debuting their first-ever sparkling wines. They will have a sweet and a dry.

Jeff Sollo calls Grace Hill Winery celebrating 15 years a surreal experience. He joined his parents' business after college, with the intention of only sticking around for a couple of months.&nbsp;

"15 years later we're still doing it. It's been a fun adventure because it wasn't even an established business or anything, certainly when I came back into it," Sollo said. "It's just really been kind of fun as the whole family has gotten to have more or less equal share, and how it grew and what it did and how it was run and so it's been kind of a really fun family adventure that way."&nbsp;

This event is free to attend, and all ages are welcome.&nbsp;No reservations are needed, people can come and go as they please.&nbsp;

Grace Hill Winery in Whitewater celebrating 15 years this weekend

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas said Friday that prices at the pump are still roughly where they have been for a while.

"This summer has been very stable, I guess would be the main word to describe it," Steward said. "That's a far cry from the volatility that we saw last summer. Today's average in Kansas is $3.24 a gallon. We've been within a cent or two of that for more than a month."

Reno County has the lowest average price in the state at $3.10 a gallon.

"Demand has peaked here and there this summer with the holiday weekends, Memorial Day and July 4th," Steward said. "Overall, it's been remarkably unremarkable in terms of wild swings in gas prices."

The lack of a real peak period to this point in the summer gives hope that maybe we can get back below $3 a gallon at some point in the fall, but Steward isn't holding his breath.

"Crude oil has stayed fairly stable throughout the summer," Steward said. "I think it's been tempered by concerns about inflation and the economy and so we've stayed in the low 70s or upper 60s in terms of a per barrel price of crude oil throughout the summer."

More than half of the price of a gallon of gas at the pump, on average, is controlled by the underlying price of the crude oil from which it is refined.

AAA: Gas prices still stable after holiday

HUTCHINSON, Kan. —&nbsp;The next Adopt-A-Pet event is Saturday, July 8th from 11 a.m. to 2 p.m. at the EAGLE Media studios with the Hutchinson Animal Shelter.

"We are still at our max capacity, we're just not over it," said Michaela Schommer with the Animal Shelter. "We have 40 dog kennels in our dog center. They are large and typically, we have one dog per kennel. We don't like to double up. You know, if they are like little tiny Chihuahuas or little buddies that are puppies, there might be four to five in a kennel together."

There are currently 56 dogs at the shelter as of this week. Please stop by to adopt a new pet or make a donation to help with care and feeding of pets at the shelter.

"We don't want to be full at 40," Schommer said. "We always have to have open space for the strays, the Animal Control bite cases, things that have nowhere to go and anyone caring for them need to come in to us."

There is also a special deal on adoptions this month.

"Bissell are doing another big sponsorship event," Schommer said. "All of our dogs from July 6th through the 31st are going to be a reduced $50 adoption fee, except for puppies under four months."

Come play with the pets in the grassy area next to the studios at 8th and Main and enjoy some local community businesses that will also have booths set up on the EAGLE Media yard.

HUTCHINSON, Kan. — Central Christian School announced Thursday that an alumni mass choir will be performing at the school's 75th Anniversary Celebration and Stewardship Dinner on Saturday, November 11. 

All CCS alumni and former staff and board members are invited to sing with the current staff and high school choir. 

It is the hope of the school to have many of their former musicians return to the school to sing at this anniversary celebration.

CCS announces arrangements for 75th anniversary event

HUTCHINSON, Kan. — The Reno County Museum is having a 60th anniversary event July 15 at George Pyle Park in Hutchinson from 7:30 p.m. to 11:00 p.m. 

There will be yard games, a dunk tank, a photo booth, food trucks, and a movie presentation of "A League of Their Own" to finish off the night.

Ulster Project Hutch: Patriece Gallagher

HUTCHINSON, Kan. — Hutchinson Interim City Manager Mary Grace Clements on Wednesday noted the ability for the city to do additional work in its SAFE Sidewalks program this year.

"This year we had 55 applicants that came in, requesting over $170,000 worth of work to the sidewalks in the city," Clements said. "Out of the 55, we were able to award 17 of them. You had awarded a budget of $50,000. That came in a little bit over the $50,000, but we were able to work with the different commissions to find the over $4000 balance to be able to approve the 17 addresses."

The city was able to approve nine applicants in 2022.

"It's a five percent match from the homeowners to get the sidewalks redone," Clements said. "It's a 20 percent match from the landlords to get the sidewalks done. It's a great program to be able to improve around the community and we did take time to kind of focus on some of the major thoroughfares. You'll see, there's about five of them that will be done on 17th."

Clements encourages those who applied this year but didn't get awarded funds to apply again next year.

"It was put out for bid in March," Clements said. "It was approved in June and we'll have, that work will be done by the end of this year."

Clements also said they are working on other innovative ways to expand the program, but those still need to be fleshed out before she's ready to publicize them.

Sidewalk program continues to expand

TOPEKA&nbsp;– The Kansas Corporation Commission (KCC) will begin public hearings next week to give Evergy customers an opportunity to learn more about the company’s rate increase request and to make comments before the Commission.

The application, filed with the KCC on April 25, requests an average monthly rate increase of $14.24 for Evergy Central customers and $3.47 for Evergy Metro customers. Commission approval is required before a regulated utility can change its rates.

The first of three public hearings will be held on Tuesday, July 11 in Topeka at the Washburn Institute of Technology’s Conference Center at 5724 SW Huntoon beginning at 6 p.m.

KCC begins public hearings next week on Evergy rate increase request

RENO COUNTY, Kan. —&nbsp;A special event was held in Buhler’s Albert Becker Park as a check for $100,000 was presented as part of the Pathways to a Healthy Kansas (Pathways) Grant. The announcement came from Reno County government on July 6.

Pathways is a Blue Cross and Blue Shield of Kansas initiative that is administered by the Reno County Health Department. 

Jake Schmidt, Mayor of Buhler, received the check presented by Michelle Vakulenko, Group Sales Consultant for Blue Cross and Blue Shield of Kansas. 

Participating in the check presentation event were James Perry, Superintendent for the City of Buhler, Keith Pankratz, CEO of Sunshine Meadows Retirement Community, Tegan Meadors, Director of Buhler Recreation, Sarah Glass, Assistant City Clerk for the City of Buhler, and Sara Howard, Deputy City Clerk for the City of Buhler.

The grant money will be used for the Becker and Wheatland Parks Trail and Lighting Initiative that will include developing a one-fifth mile, 8-foot wide, ADA compliant, public shared-use trail around Becker Park in addition to paths connecting the perimeter trail to amenities in the park. 

Becker Park does not have any trails or sidewalks around the perimeter of the park or paths that provide a route to enter the park to access park amenities. Park amenities include a playground, one-half basketball court, picnic tables, a shelter building, horseshoe pits, and a green space. The trail around Becker Park will also connect to the existing City of Buhler sidewalk system. 

Wheatland Park currently has a one-mile loop asphalt trail with additional access paths throughout the park. The trail is one of the most used park amenities in the City of Buhler but has very limited lighting for evening and morning users. Providing lighting along the trail in Wheatland Park will extend the safe operating hours of the trail which will offer more outdoor recreation opportunities to the community.

The funds received from the Pathways grant require that the project is connected to a population of focus. The populations of focus for this initiative are seniors living at Sunshine Meadows Retirement Community (SMRC). 

The construction of ADA compliant trails/sidewalks at Becker Park will create opportunities for seniors living at SMRC to utilize the park’s amenities in addition to providing safe walking facilities for seniors with disabilities and impaired mobility.

The project agreement is between the City of Buhler, Buhler Recreation Commission, Sunshine Meadows Retirement Community, and HEAL Reno County as part of the Pathways to a Healthy Kansas initiative.

The total cost of the Becker and Wheatland Parks Trail and Lighting Initiative is $141,485.78. In addition to the Pathways Phase 2 implementation grant funding of $100,000, Pathways Phase 2 coordination funds in the amount of $10,000 will be used for engineering services, the City of Buhler will provide project oversite, in-kind labor, and fiscal management of the Becker and Wheatland Parks Trail and Lighting Initiative valued at approximately $8,800 and additional funds will be raised as needed.

Improving the walkability of Buhler with the new trail at Becker Park connected to the city’s sidewalk system and increasing the lighting at Wheatland Park is meant to enable people to reap health benefits and make the community a better place to live.

The construction of ADA compliant trails/sidewalks at Becker Park will create opportunities for seniors living at SMRC to utilize the park’s amenities in addition to providing safe walking facilities for seniors with disabilities and impaired mobility.The project agreement is between the City of Buhler, Buhler Recreation Commission, Sunshine Meadows Retirement Community, and HEAL Reno County as part of the Pathways to a Healthy Kansas initiative.The total cost of the Becker and Wheatland Parks Trail and Lighting Initiative is $141,485.78. Buhler given $100,000 for parks project

NEWTON, Kan. —&nbsp;Carriage Factory Art Gallery will be hosting an Art in The Park meet and greet event in Krehbiel Park in Newton on July 20.

People will have the opportunity to meet Women Artists of the West and Carriage Factory Art Gallery member artists at a fun evening in Krehbiel Park.

Activities will include plein air painting, live music by Boyce Ingram, and Louie Q's BBQ food truck. 

Additionally, there will be carriage rides with historical tours. Space is limited for carriage rides. Signup begins at 6 p.m. for rides of approximately 20 minutes that&nbsp;will repeat throughout the evening until 9 p.m. First come, first served.

Krehbiel Park is located at 6th and Oak just east of the Carriage Factory Art Gallery.&nbsp;
