CINCINNATI, Ohio — The Kroger Co.'s Board of Directors on Friday declared a quarterly dividend of 26 cents per share to be paid on March 1, 2023, to shareholders of record as of the close of business on February 15, 2023.

The company's quarterly dividend has grown at a 14% compounded annual growth rate since it was reinstated in 2006. The company continues to expect, subject to board approval, an increasing dividend over time.

Kroger's capital allocation strategy is to use its free cash flow to invest in the business to drive long-term sustainable net earnings growth while also maintaining its current investment grade debt rating and returning capital to shareholders. The company actively balances the use of its free cash flow to achieve these goals.

Kroger declares dividend

KINGMAN COUNTY— Work on a K-42 bridge replacement in Kingman County is expected to start around Monday, Jan. 30.

The Kansas Department of Transportation project is over Chikaskia River drainage on K-42 almost 8 miles west of K-14, between Zenda and Spivey.

During the work, traffic will be directed by signs to a detour route including K-14, U.S. 54/400 and U.S. 281.

The project is expected to be completed around July 28.

King Construction Co. Inc., of Hesston, is the prime contractor for the $1.5 million bridge project.

 K-42 bridge project to begin in Kingman County soon; traffic to be detoured

HUTCHINSON, Kan. — After two months of kettles, digital donations, checks sent by mail, corporate donations, and grant gifts, the Salvation Army of Reno County finds itself slightly shy of its Christmas 2022 fundraising goal.&nbsp;

“It takes us some time after Christmas to account for every single donation, especially making sure we receive any and all year-end gifts that are sent in before New Year’s Day,” Salvation Army Major Paul James said. “Additionally, we include our endowments in our fundraising because every dollar is important to the work, we accomplish here in Reno County.”&nbsp;

Overall, the Christmas Campaign made 85% of its total goal, with just more than a week remaining in the campaign. &nbsp;

Any donation made to the Salvation Army between now and Jan. 31 will count towards the total goal. In 2022, 41% more people received assistance from the Salvation Army from the previous year.&nbsp;

“The Christmas Campaign lays the groundwork for the coming year,” Major James said&nbsp;“We endeavor to be good stewards of every dollar entrusted to us and will utilize every single donation to help as many families and individuals in Hutchison and Reno County we are able.” &nbsp;

Salvation Army still shy of campaign goal

HUTCHINSON, Kan. —&nbsp;According to Friday numbers from AAA, Reno County is the least expensive county for gas in Kansas.

"Most drivers probably noticed that prices at the pump have been on the rise over the last month or so," said Shawn Steward with AAA Kansas. "We're at $3.04 a gallon today on average in Kansas. The good news is, that's third cheapest in the nation. The bad news is that it's up about 14 cents in the past week and 26 cents from a month ago."

The fundamentals are different than usual for January.

"Robust gas demand, of late, is sort of bucking the usual seasonal trend of low demand," Steward said. "That's been pushing prices higher at the pumps. According to new data from the EIA, the Energy Information Administration, gas demand rose last week from 7.56 million barrels per day to 8.05 million barrels per day. That's despite some weather challenges we've seen in the West."

As always, crude oil prices are the foundation for pump price fluctuation.

"Crude oil prices have been trending upward, with fears of global economic recession easing a bit and optimism that China's demand will potentially rebound this year."

More than half of the price of a gallon of gas at the pump is based on the price of the crude oil it came from.

HUTCHINSON, Kan. — Jon Austin, DVM, with Hutchinson Small Animal Hospital notes that it is important to find a veterinarian you can trust and stick with them for the best care for your pet.

"The practice model that my dad had and that I have continued is to build relationships with people, to be responsible for them, while they are being responsible for their pet," Austin said. "Part of that includes after hours and weekend and holiday emergency care that we offer here in town. If I'm in town, I'm available to my clients."

Austin had an emergency not long ago due to a wild animal attack on a pet east of the city.

"A family put their little dog out, an eleven pound dog out in the yard that kind of lives out east of town in the country and all of a sudden, there was a big commotion and that dog had two pretty significant bite wounds with four fang punctures, one on the top of his back, one under his armpit and one of them penetrated his chest. He was blowing blood and air out a hole under his arm. He had a new breathing hole, from some kind of a predator."

Austin said that the drought has brought natural predators like coyotes and bobcats closer to town.

"They are responding to the change in the life cycle and the change in the ecosystem. They've got to eat. When there's nothing in the country to eat, they come to find something somewhere else. That could include your small pet or your cat. People just need to be aware of that and be cautious. Turn lights on, make some noise, maybe go out themselves and kind of clear the yard, before they send the little guys out."

There’s a really simple way to avoid any potential predation, as much as possible, keep your pet indoors or under your supervision.

Vet: Predators coming closer to town in drought

HUTCHINSON, Kan. — The Hutchinson USD 308 Board of Education will consider an agreement to purchase Cyber Security Awareness Training through KnowBe4 at their meeting on Monday. 

The State of Kansas and KSDE strongly encourage Cyber Security Awareness Training for all school employees, at hiring and annually thereafter, following Cyber attacks and Cybersecurity audits of school districts. 

Cyber Security Awareness Training includes interactive training videos, quizzes, email phishing expeditions, and reports for auditing purposes. 

Topics cover Social Engineering, Malware, Email and Phishing, Passwords, and other cyber security concerns.

USD 308 BOE to consider cybersecurity agreement

HUTCHINSON, Kan. — Allen Samuels CDJR Teacher of the Month Angela Doerksen, a 6th grade teacher at Faris Elementary, is new to USD 308, but she's not new to teaching.

"My first two years of teaching, I only taught 6th grade math," Doerksen said. "Now, at Faris, I'm teaching all subjects, so it's the same grade, but different courses."

Doerksen taught in Newton previously and her favorite part about Faris is something that is different here.

"My favorite part is just being able to see the kids really start to flourish and grow their leadership skills," Doerksen said. "At my previous school, it was just a 5th and 6th grade center, so I didn't get to see that quite as much. With my group of kids now, I have some that have taken on responsibilities, where they are buddied up with younger kids in the building. It's just really nice to see them be a good role model for those who are younger than them."

Doerksen notes that it's important to remain positive with kids as much as you can.

"Always remember that kids have good intentions," Doerksen said. "I think that teaching is a very stressful job, it can be. There are so many outside things that are happening. Just always remember that everyone comes to school, adults and kids, to do their best. Everyone's best looks a little bit different. At the end of the day, kids just need someone who is there for them, always remembering to put those relationships first."

Doerksen was nominated by Amanda Beuthe, who said, "She has worked hard to create a culture in her classroom where students feel valued and treat each other as family.”

Doerksen: Nice to see kids be good role models

HUTCHINSON, Kan. — The Hutchinson YMCA asks for help from the community each year in its annual campaign to defray expenses for its programs for low-income families.

"If you just took an example of the 186 kids that participate, or are going to participate in our upcoming basketball season," said the YMCA's David Foster, "Anywhere from 10 to 20, maybe 25% of those, wouldn't be able to participate in our programs without some form of financial assistance."

It's not that the campaign completely takes care of it, either, but every little bit helps. The overall campaign goal is $92,000. The community phase of it is $25,000.

"Most of the time, we give away more than we raise," Foster said. "We're able to offset the cost of that just through our regular operating budget. Of course, we'd love to keep closing the gap on that."

Thanks to help from the Boys and Girls Club, the Y has been able to continue its Saturday Night at the Y events on the second Saturday of every month.

"A lot of our board members will come and volunteer," Foster said. "We have also had a lot of other community members volunteer. Last month, we had four or five individuals from Rise Up Reno. Buhler schools and Hutch Public Schools have been very instrumental in sending staff to volunteer at the event as well. Of course, Lance and the Boys and Girls Club, they provide four to five of their staff at every event to help out, as well."

There were 119 middle school students from Hutchinson, Nickerson, and Buhler at the January event.

Y continues outreach thanks to community campaign

HUTCHINSON, Kan. — The Hutchinson City Planning Commission will have its organizational meeting on Tuesday.

In addition to electing a chairman and vice-chairman for the year, the commission will look at the preliminary plat and the final plat for&nbsp;Bornholdt’s Subdivision on&nbsp;West 4th Avenue and Hendricks. 

The recommendation from staff is to approve the plat with a subdivision variance to allow them to keep the existing buildings. The plat, upon approval, would divide the property into four lots.

The Hutchinson City Planning Commission will meet at 5:30 p.m. Tuesday in the City Council Chamber at 125 East Avenue B.&nbsp;

HUTCHINSON, Kan. —&nbsp;<a href="https://roysbbq.com/" target="_blank">Roy's Hickory Pit BBQ</a> in Hutchinson is more than a local hotspot with a name that people can just smell when they hear it. &nbsp;

It is a service with community in the hearts of the family that run it, and a tribute rooted in love.&nbsp;

The current iteration of Roy’s begins when a sauce met a building. &nbsp;

“That came from my late husband and he had a barbecue sauce recipe, and later found a barbecue restaurant, which was Roy’s, being sold, and we came in here, that was 40 years ago,” owner, Anne Armstrong said.&nbsp;

Michael and Anne Armstrong bought Roy’s in 1982, and kept the name of the previous owner. &nbsp;

Roy Fry, the previous owner, operated the restaurant for 13 years prior to the Armstrongs purchase, and also worked fulltime at the Reno County Correctional Facility. &nbsp;

For a good story, or possibly two, people are encouraged to ask Anne Armstrong why she and her husband never changed the signs.&nbsp;

The Armstrongs ran the restaurant together for over 20 years until Michael Armstrong passed away from cancer in 2007. &nbsp;

“In the meantime, my oldest son had been working with us,” Anne Armstrong said. “When we found out Mike wasn’t going to be able to do what he does, nobody could do what he did, that was my husband, my son stepped up and said, ‘if you guys want to keep it going, I’ll learn how to do all of this.’ So, for ten months he trained with my husband before he passed away, and&nbsp;we’ve been on our own for 15 years.” &nbsp;&nbsp;

Today, Anne Armstrong owns and operates the restaurant with her son, Ryan Collum as pitmaster.  &nbsp;

Michael Armstrong’s barbecue sauce is sold locally via Smith’s Market and Dillons stores, something Anne Armstrong is very proud of. &nbsp;

Roy’s Hickory Pit BBQ is a community institution. Locals often recommend the establishment to people passing through or new arrivals to Hutchinson. &nbsp;

“I do think people do think of us like that, and I still find that hard to believe because I’m not that old,” Anne Armstrong said. “And we’re a little bitty place set in the middle of nowhere.” &nbsp;

&nbsp;Anne Armstrong looks back at feeding three generations of community families with a great fondness. &nbsp;

“It’s a privilege to be in somebody’s memory,” Anne Armstrong said. “Think of that, to be a part of somebody’s special memory, and it’s a restaurant and they remember us. I don’t think it gets any better than that.” &nbsp;

“It’s a tribute, it’s something I strive for every day,” Anne Armstrong said. “He was a perfectionist, he was a wonderful, wonderful cook, and I think he set the bar for where we’re going to be. As far as that part of it goes, it [Roy’s] is a tribute.” 

Anne Armstrong said her son, Ryan, is the reason Roy’s has stayed open. &nbsp;

“He does all of the cooking now, Ryan does,” Anne Armstrong said. “That is definitely a man’s job. It’s heavy, hard work, a lot of hours he puts in, and like I said, [Ryan] learned from Mike.” &nbsp;

Ryan Collum sees what he does as Roy’s pitmaster, as an honor. 

“I felt like I had really big shoes to fill,” Collum said. “It’s really cool to continue on something that meant so much to Mike. It makes me feel proud and I think he’d be proud of me, so it’s like a big honor.”  &nbsp;

Roy’s limited operating hours paired with their status as a community gem means that they see a lot of foot traffic. &nbsp;

“By 10:30 a.m. on weekends, we’ll have people standing in line, waiting to get in,” Anne Armstrong said. “Which is a pretty big compliment.” &nbsp;

According to Anne Armstrong, there are so many people she cannot do a headcount. &nbsp;

Roy’s Hickory Pit BBQ seats 36 people. &nbsp;

As for the menu, it is a heartland carnivore’s paradise. &nbsp;

“Ribs, beef, ham, pork, we have hot sausage, mild sausage, and turkey,” Anne Armstrong said. “Then our sides are potato salad, macaroni salad, and we have two kinds of coleslaw, an Italian slaw and a creamy slaw. The side bar is small, but it’s mighty.” &nbsp;

Roy’s also grills French bread for sandwiches. They have one person on their staff dedicated to just toasting bread. &nbsp;

The beef brisket is the item most talked about coming out of Roy’s kitchen, along with their pork ribs and turkey breast. &nbsp;

Roy's Hickory Pit BBQ is a family tribute

SOUTH HUTCHINSON, Kan. — The Reno County Planning Commission held its organizational meeting on Thursday and, despite not being in attendance, Russ Goertzen was nominated to continue to serve as Chairman in 2023. Jack Martin, who ran Thursday's meeting, will continue to serve as Vice-Chairman.

The board then held a training session to get them ready for 2023 work.

There are no public hearings scheduled for the board's February meeting. 

County planner Mark Vonachen is working on an initial draft of commercial solar regulations for the county. If the first draft is done in time for February's meeting and has been looked at by the County Counselor and Public Works, then the board will likely meet to discuss that. 

If not, they may choose not to meet in February since no other cases are ready to go, but that decision will be made when the date gets closer.

Reno County Planning Commission keeps leadership

HUTCHINSON, Kan. —&nbsp;A Hutchinson man faces multiple charges following his arrest on Jan. 18, after an altercation with Hutchinson Police Department (HPD) at Walmart. &nbsp;

Thirty-three-year-old Jarrod Pollard was arrested for theft, criminal trespass, felony interference, battery of a law enforcement officer,&nbsp;possession of opiates, possession of THC, and possession of drug paraphernalia.&nbsp;

HPD Lt. Dayton Gates said police were dispatched to Walmart at around 8:30 p.m. Wednesday.

“They initially got a call of him [Pollard] inside the mall,” Lt. Gates said. “Then he ran from an officer, they lost track of him, and they later got called he was inside Walmart and then that’s how everything else lined up.” &nbsp;

Lt. Gates said Pollard was advised of criminal trespassing charges at Walmart on Jan. 17. &nbsp;

Pollard has also been involved in theft cases at the Uptown Hutch Mall. &nbsp;

As Pollard was being placed under arrest, he tried to flee HPD officers, prompting an officer to tase him.&nbsp;

During the altercation, an officer was injured.&nbsp;

“He was injured during the time officers were taking the suspect into custody,” Lt. Gates said. “He’s fine, he’s recovering at this point.” &nbsp;

The officer is off work for the time being, but is expected to make a full recovery. &nbsp;&nbsp;

Hutchinson man arrested on multiple charges 

HUTCHINSON, Kan. —&nbsp;The US hit its debt ceiling Thursday, triggering the Treasury Department to start taking measures to be sure the government doesn't default on its obligations. Creighton University economist Ernie Goss is convinced that the brinksmanship is bad for the economy generally.

"Default by the federal government, that's just not going to happen," Goss said. "That's unacceptable. It cannot happen and will not happen. However, the Democrats are on the side of raising revenues, of course, the Republicans are on the side of cutting spending. We'll meet somewhere in the middle and that's what's going to happen. In the interim, it's pretty disruptive to have that discussion going on, because there are investors out there that do worry about that. That does tend to push up interest rates, even while they are debating."

The estimate is that actual default would still be several months away.

"The debt ceiling now is at $31 trillion," Goss said. "That's the highest, relative to the overall GDP, it's over 100%. That's getting into scary territory. The interest each month, each year, each day, is going up and up and up."

There's going to have to be some give and take on this, according to Goss.

"I'm normally not on the side of compromise," Goss said. "In this case, I think both sides are going to have to give a bit. I think just the discussion alone is disruptive. I think we all know that ultimately, we will get...something will be passed. We will not violate and not default on our debt. That's not going to happen. However, just the discussion of it is disruptive. We're going to probably see higher taxes now."

It's important to note that the Tax Cuts and Jobs Act provisions will sunset later in the decade, so unless Congress acts, taxes will go up if they do nothing.

Goss: Default won't happen, compromise is needed

HUTCHINSON, Kan. —&nbsp;<a href="https://www.facebook.com/profile.php?id=100088458962456" target="_blank">Caines World CCC</a>, a new hobby shop in Hutchinson, is gearing up for their grand opening sometime in February 2023. &nbsp;

“We are focused on collectibles, like comics, cards, other antiques and things, and curiosities,” store owner Cory Zeferjahn said. “Things that aren’t the norm that you see everywhere.” &nbsp;

While Caines World CCC is new, the people behind it are familiar community faces.&nbsp;

Zeferjahn was the owner of Smallville Comics, who <a href="https://hutchpost.com/posts/1b7f0e21-ffe9-47e1-9373-51966be182e6" target="_blank">closed their doors in December 2022</a>. &nbsp;

“Smallville, as it was for the comic book store, is done. What we tried to do with that just didn’t work,” Zeferjahn said. “With the economy and everything, it just wasn’t feasible to maintain that structure of a store with the large play area and things like that, it just wasn’t feasible.” &nbsp;

Originally, the rest of Smallville Comics inventory was going to be subject to online sales, but Zeferjahn decided to use Caines World CCC’s&nbsp;location as a smaller storefront as opposed to just a base of operations for online sales. &nbsp;

The main reason behind opening Caines World CCC, was to maintain a face-to-face interaction with people who might have questions.&nbsp;

While still retaining aspects of its predecessor as a hobby shop, Caines World CCC differs from Smallville Comics. &nbsp;

“We’re not focused on brand-new merchandise. We do a lot more online sales.,” Zeferjahn said. “We have a TCG site where we do all of our Pokemon, Magic cards, we post them on there. We do eBay sales, and then Facebook auction groups. I find groups that specialize in things on Facebook, and I find the items that I have and then sell them to those specialty groups.” &nbsp;

Caines World CCC will also help customers sell off their collections and other items. &nbsp;

“We're also focused on consignment sales, where someone has a collection or something that they want to sell that they need money, I will sell it for them,” Zeferjahn said. “Instead of me just going out and buying from them cheap to try and flip it, I will try and sell as much as possible for them to increase what percentage I would get, which also increases how much money they get. So it’s a win-win for both people.” &nbsp;

A major comic book consignment recently fetched $52,000. &nbsp;

Zeferjahn said, they eventually plan to open an online kiosk for people to view their merchandise.&nbsp;

According to Zeferjahn, Caines World CCC currently has in their inventory, close to&nbsp;a million Magic the Gathering cards, 96,000 comics, and 500 Funko Pop! figures. They also have old adult magazines, vintage and antique books, and other collectible action figures in their store.&nbsp;

What we tried to do with that just didn’t work,” Zeferjahn said. “With the economy and everything, it just wasn’t feasible to maintain that structure of a store with the large play area and things like that, it just wasn’t feasible.” &nbsp;Originally, the rest of Smallville Comics inventory was going to be subject to online sales, but Zeferjahn decided to use Caines World CCC’s&nbsp;location as a smaller storefront as opposed to just a base of operations for online sales. &nbsp;The main reason behind opening Caines World CCC, was to maintain a face-to-face interaction with people who might have questions.&nbsp;While still retaining aspects of its predecessor as a hobby shop, Caines World CCC differs from Smallville Comics. &nbsp;“We’re not focused on brand-new merchandise. We do a lot more online sales.,” Zeferjahn said. “We have a TCG site where we do all of our Pokemon, Magic cards, we post them on there. We do eBay sales, and then Facebook auction groups. I find groups that specialize in things on Facebook, and I find the items that I have and then sell them to those specialty groups.” &nbsp;Caines World CCC will also help customers sell off their collections and other items. &nbsp;“We're also focused on consignment sales, where someone has a collection or something that they want to sell that they need money, I will sell it for them,” Zeferjahn said. “Instead of me just going out and buying from them cheap to try and flip it, I will try and sell as much as possible for them to increase what percentage I would get, which also increases how much money they get. So it’s a win-win for both people.” &nbsp;A major comic book consignment recently fetched $52,000. &nbsp;Zeferjahn said, they eventually plan to open an online kiosk for people to view their merchandise.&nbsp;According to Zeferjahn, Caines World CCC currently has in their inventory, close to&nbsp;a million Magic the Gathering cards, 96,000 comics, and 500 Funko Pop! figures. HESSTON, Kan. — <a href="https://bluestemcommunities.org/?_ga=2.218526873.1434534557.1674072578-1071393641.1674072578">Bluestem Communities</a> announced on Jan. 18,&nbsp;<a href="https://schowalter-villa.org/">Schowalter Villa</a>, a Bluestem Community life plan community in Hesston, Kansas, passed its most recent Kansas Department of Aging and Disability Services (KDADS) health care survey with a perfect zero deficiency result. &nbsp;

The zero-deficiency survey was the second in a row for Schowalter Villa.&nbsp;

“This outstanding positive result is a testament to Schowalter Villa’s commitment to providing quality resident-focused care,” Schowalter Villa Executive Director Jeff Ritcha said. “We are grateful for a dedicated and committed staff that make results like this possible.”&nbsp;

Health care surveys are conducted in long-term care settings to monitor compliance and practice of federal and state regulations, as well as certification standards, and ensuring residents are receiving proper care.&nbsp;

Ritcha reported the surveyors had high praise for the assistance and care staff provided to residents and left the three-day process with no notes of concern.&nbsp;

“It’s common to receive at least a few notes for areas or practices to give special attention to, even in a zero-deficiency survey,” Ritcha said. “The fact that the surveyors had no areas of focus like that for us says so much about the quality and commitment of each person who serves Schowalter Villa residents.”&nbsp;

Schowalter Villa is home to more than 435 residents living in healthcare, assisted living, and independent living neighborhoods.&nbsp;

Schowalter Villa earns perfect state health care survey result

HUTCHINSON, Kan. — Buhler High Senior Cindy Nguyen will have an exhibit starting Friday at the Hutchinson Art Center at&nbsp;405 North Washington.

"She's brilliant," said Jace Chambers with the Art Center. "She's super smart into the sciences, into math, but also the arts. I've seen her painting and drawing skills. She's really, really accomplished. If people can come out and support her in that endeavor, this will be her first solo show. It's pretty rare for us to feature an artist this young in our main gallery."

Nguyen's family's journey from Vietnam to the U.S. informs her art, but so does being basically the only Asian kid in her class at Buhler.

"Showing her support during this event, it really will mean the difference to how she views her work and how she goes forward in life," Chambers said. "I hope that we can provide her some support, provide her some community pride and just show her that what she's done is a wonderful thing."

The opening reception for Nguyen's exhibit "Inside My Head" is Friday, January 20th from 5:00 to 7:00 p.m. Admission is free and open to the public.

Buhler High student to have Hutchinson Art Center reception

PRATT, Kan. — A fire with an air fryer resulted in a fire department call in Pratt on Wednesday. 

The call was at 4:38 p.m. at 305 Gardner Street in Pratt.

The resident was able to get her and her kids out safely and then called 911.&nbsp;

There was no smoke showing from outside, but firefighters found both smoke and fire inside. 

The fire was contained to the kitchen. No one was hurt.

The Kansas Department of Transportation has reopened westbound I-70 from Hays to the Colorado state line. Both directions of the interstate are now open to traffic.

Winter driving conditions may still be present in some areas, and KDOT crews continue to work to remove snow and ice from the roadways. Drivers are reminded to buckle up, slow down and use caution around snowplows and emergency vehicles.&nbsp;

Interstate 70 reopened from Hays to Colorado

Hello again, friends. Today's installment from our "Hutch - Then &amp; Now Collection" takes us to the unit block of East Avenue A on the north side.

James M. McVay moved to Hutchinson in late 1892 and purchased the Central Livery Stables at 110 S. Main. 

Business went well for him and, in July of 1895, he purchased two buildings at 12 &amp; 14 E. Ave. A, occupied by the Dice boys as blacksmith and mechanics shops. 

These buildings were among the first ever built in this city. Here he erected a new, large livery stable. In 1898, he increased his business by purchasing the Wolcott Hack service.

In March of 1912, James M. died and his wife, Mary, took over the business with her sons. About this time, Mary got into horse racing big time and had many champions. In 1915, the McVay brothers got into the taxi-cab service. The first photo shows the McVay Livery and Taxi Service in 1916, right as the Salt City Business College building was being completed.<figure>

 </figure>In the 1940s, they had a rental car program. In the 1950s, they had a bus line stop there. In the 1960s, they had an ambulance service there. In 1974, the McVay family ended their part of the business at this location and others took over. L.P.F. Equipment Supply took over the property in 1977 and the business was no longer known as McVay's. The third photo shows the building today owned by S &amp; N Richardson L.L.C. with the building being used for Performance Auto. <figure>
