NEWTON, Kan. — The Kansas Department of Transportation is hosting nine meetings in October&nbsp;as part of the Eisenhower Legacy Transportation Program (IKE) Local Consult process. KDOT holds Local Consult meetings every two years to discuss&nbsp;regional transportation project priorities with Kansans.

<a>The third meeting will be in Newton and focus on transportation in south central Kansas&nbsp;</a>(KDOT District 5).&nbsp;It will take place on Thursday, Oct. 5, from 1:30 p.m. – 4:30 p.m., at the Merdian Center in Newton.

Those who attend will have an opportunity to share their region’s transportation priorities, hear about more investments being made in transportation and learn about various grant funding programs available through KDOT.&nbsp;The meeting is open to the public.

This event in south central Kansas will wrap up the first week of a series of meetings being held across the state. These meetings are an important step in collecting public input for the IKE program – the state’s current 10-year transportation improvement program.

Reminder: Closest Local Consult meeting is in Newton Oct. 5

HUTCHINSON, Kan. — A project that started years ago in an effort to minimize regulation for those doing sanitation projects in Reno County is a step closer to reality after action by the Board of County Commissioners on Wednesday.

"The Commission would vote to sign the concurrence document, which is a document that KDHE has that says everyone feels good about this code from the county level," said County Counselor Patrick Hoffman. "Then we send it to KDHE, KDHE has to do their review and approval and once we get their approval, it comes back to the county. At that point, even though it feels like we've already approved it, when we send it to KDHE, that's not the formal approval. The formal approval involves setting a public hearing, notice in the newspaper and a specific date. Then, at that hearing, there's an opportunity for the public to comment and then it can be officially adopted."

The high level view of this is that the county's intent is to let KDHE requirements be the main ones that local contractors have to follow, so that they know going in what the requirements are.

"When we have a restrictive code, then, if it doesn't meet the code criteria, you have to ask for a waiver, which then requires additional review," Hoffman said. "When the code is easy to comply with, then, theoretically, there's less. My goal and Darcy's goal and Karla's goal, all of our goal in drafting this is to, we don't want as many waivers. We want the code to be followed, but not have as many waivers, because they do slow everyone down and they require staff to review and have input. We'd rather just have a code that people follow than a bunch of waivers."

Wastewater contractor Ron Vincent with Carl Vincent Service has been working on getting with commissioners to amend the code for years. He is happy with the direction it is headed.

"I'd like to say thanks to everybody here," Vincent said. "Randy, Patrick, Karla, you guys. I mean, this started back in 2005. It was a problem you guys, everybody here adopted. It finally took up to this to get it done. I feel real good about this."

Now, we'll see how long it takes to get KDHE approval for the code. That will likely depend on their caseload other than this, so there isn't a good estimate at this point.

County Commission sends sanitation code to KDHE

HUTCHINSON, Kan. — Pippin Williamson with Sandhills Brewing is still amazed by the outpouring of support from the community that happened to his establishment a year ago.

"Every liquor establishment, anybody that sells beer, wine, liquor, etc., is required by the state of Kansas to sell 30% of their gross receipts in food," Williamson said. "That number is only reported once every two years. It's reported when you go through the process of renewing your liquor license. We were going through that process. We did not have 30% food sales. In the past, the general understanding with the state of Kansas was that, that rule is not particularly enforced. No one really cares. If it did come up to be an issue, it would be an issue for the county to work with the establishment to determine, what's the best path forward? What happened instead is, when we went through the process of renewing our license, the ABC, which is the Kansas Alcoholic Beverage Control, basically said no. They refused to issue a license renewal. There was a lot of details over the course of a couple of weeks of how that all went down as we continued to have conversations with the ABC, but ultimately, they were not going to issue us a renewal. So, we discovered that the only way for us to keep our license was to make up the difference in food sales in order to hit 30%."

That was a daunting task, by the time the problem was fully understood.

"Initially, we believed that number to be around the $16,000 in food mark," Williamson said. "Due to the way that the food sales formula works, it turns out it was actually much higher than that. We ultimately needed about $38,000 in food and we had about 10 days to do it."

Sandhills asked their customers to buy a lot of food, fast.

"We had 10 days to do it," Williamson said. "We had to complete it before the end of September. The community of Hutchinson came out in droves and absolutely floored us with their response. It was incredibly humbling and an amazing experience. They came out and bought $42,000 of food in just five days."

Williamson is celebrating this weekend and he'd like the community to join them again.

"On Friday, we are making a whole bunch of smoked pork sandwiches," Williamson said. "On Saturday, we have a burger food truck coming. On Friday, anybody that buys food, all of their beers are $1. That's kind of paying homage back to something that we did last year, when we realized that we were in a bind and really had to get a lot of food sales, but more importantly, we had to get the percentage of food sales compared to beer sales higher. What we did is we discounted every beer to $1. For that whole week last year, every beer on the menu was $1. I think a lot of people enjoyed that. We sold a lot of beer. This Friday, we're going to do the same thing. From 5 p.m. to 10 p.m., all beers are $1 for anybody that purchases food. On Saturday, from 5 p.m onward, when the food truck is there, all beers are half off for everyone, regardless of food purchase."

Sandhills Brewing is at 111 W 2nd Ave. Suite E in Hutchinson. Williamson also is promoting the upcoming vote for Reno County voters to eliminate that 30% food sales requirement going forward. A Yes vote Nov. 7 will take that requirement away locally.

Sandhills Brewing celebrating anniversary of public rescue

Today's "Throwback Thursday Collection" takes us to the northwest corner of West First Avenue and North Main. 

The building at 103 N. Main has been many things since being built in 1910. The Deluxe Theatre opened in 1912 and was managed by William Fulton and owned by the Standard Theatre Co. The first photo shows the Deluxe Theatre and the George Hipple Clothing Co., 103 and 105 N. Main during the 1929 flood. 

The theatre was showing the Harry Carey film "Burning Bridges." The Deluxe was damaged by fire in 1930 for a $10,000 loss. It reopened in April 1930 and was named the Strand Theatre as its keystone shows. The Strand closed in July 1959 and sat vacant for a while. The second photo, taken in 1963, promotes moviegoers to visit the Fox.

Spangler's Photo Supply moved to 103 N. Main with a grand opening on Dec. 4, 1964. The third photo shows Spangler's in 1971, next to Orth's Cards &amp; Gifts. 

The fourth photo still shows Spangler's there in 1988, next to the Lunchbox. 

In June 1988, Evans Sewing Center moved to 103 N. Main. Later, the Curiosity shop was there. In 2008, The Heimerman family purchased the property, remodeled it and — in 2009 — moved Carl's Bar to this location. The fifth photo shows 103 N. Main today, still Carl's Bar, still owned by the Heimermans with the property owned by Dph88L.L.C.

📷 Throwback Thursday: Hutch - Then & Now Collection - Vol. 37

PRETTY PRAIRIE, Kan. — The projects connected with the&nbsp;$7.7 million bond that was approved by voters this spring for Pretty Prairie USD 311 are getting ready to start.

"Next week is when all of our roofing materials get delivered," said&nbsp;Pretty Prairie USD 311 Superintendent Ashley Anderson. "We are trying to figure out where's the best place to put all of that. Windows, we have our bid day, basically, is next week sometime and gym design is in full swing. We have engineers coming on campus this Friday and they will be walking around to our science lab and our ag shop, because that's part of the ventilation and electrical upgrades that we are doing there."

The roof projects will get done this fall, provided there is dry weather for them to get them done.

"They gave us a time line of just about a month," Anderson said. "We're doing TPO on all of the roofs. From what I'm learning about it, it goes pretty quickly. We've got three buildings that they are doing. We've got a few areas where they have also got to add some insulation over a gym and stuff like that. Fairly large projects, I guess, for us, but at the same time, once they get moving, it looks like they go pretty quickly."

There appears to be a little bit of a slowdown on the gym portion at this point.

"We were hopeful, when everything first passed and we got initial timelines, thinking that maybe we could start footing work and break ground basically, in October," Anderson said. "That's definitely not going to happen. It would probably be the first of the year before anything would get rolling with the gym."

We have engineers coming on campus this Friday and they will be walking around to our science lab and our ag shop, because that's part of the ventilation and electrical upgrades that we are doing there."The roof projects will get done this fall, provided there is dry weather for them to get them done."They gave us a time line of just about a month," Anderson said. "We're doing TPO on all of the roofs. From what I'm learning about it, it goes pretty quickly. We've got three buildings that they are doing. We've got a few areas where they have also got to add some insulation over a gym and stuff like that. Fairly large projects, I guess, for us, but at the same time, once they get moving, it looks like they go pretty quickly."There appears to be a little bit of a slowdown on the gym portion at this point."We were hopeful, when everything first passed and we got initial timelines, thinking that maybe we could start footing work and break ground basically, in October," Anderson said. "That's definitely not going to happen. RENO COUNTY, Kan. — Three non-profit senior living communities in Reno County are coming together for a giveaway in October.&nbsp;

Wesley Towers in Hutchinson, Mennonite Friendship Communities in South Hutchinson and Sunshine Meadows in Buhler are coming together for a promotion between now and Nov. 15, where if you visit all three communities, you will be entered in a drawing to win a trip to Branson, Mo.

Below are the stipulations for the contest.

United Way of Reno County to hold open house

MCPHERSON, Kan. — A veteran banker has joined the staff at Home State Bank in McPherson as their market president.

Georgia Ballard has worked in banking since 1996, in a variety of positions including crop insurance specialist, loan officer and vice president of underwriting.

Most recently, she was a senior vice president at RCB Bank, in Hutchinson.

“I grew up on a farm south of Inman and was very involved in 4-H and FFA,” Ballard said. “I graduated from Hutchinson Community College and attended Kansas State University before graduating at Friends University with a degree in human resources and leadership.”

Ballard and her husband Brian live in Inman with their four children.

“The Citizens State Bank (and Home State Bank) are known for being a community bank, focused on strong relationships with a strong ag focus,” she said. “I was drawn to the overall culture of the bank and the desire to be the best bank in the community. I am excited for the opportunity to grow the ag portfolio in the McPherson market.”

Bank president Randy Tegethoff said that hiring Ballard was a great opportunity for the bank as it expands its agriculture focus.

“Georgia brings a wealth of experience to the market president position,” he said. “Growing up in agriculture and then focusing on it for the majority of her banking career provides her a unique skillset that will be incredibly valuable to our bank team.”

And for Ballard, the transition is one that she sees in its potential.

“I am very passionate about leadership and developing employees to grow in their careers,” she said. “I feel McPherson has a great team with a lot of opportunities.”

HUTCHINSON, Kan. — A Hutchinson man is awaiting extradition to Kansas from Colorado in relation to the homicide of another Hutchinson man whose body was found in Harvey County last week.

The body of 31-year-old Tyler Lee Ford of Hutchinson was found in East Park in Harvey County on Sunday, September 17. It was determined Ford died from a gunshot wound.

A joint homicide investigation began involving numerous officers and detectives from the Harvey County Sheriff’s Office, Reno County Sheriff’s Office, and the Hutchinson Police Department. A person of interest was identified, which led the investigation to a residence in the City of Hutchinson. A search warrant was executed at this residence, and evidence of the crime was discovered.

Twenty-eight-year-old Clancy Nelson Jr. was identified as a suspect in the death of Mr. Ford. Law enforcement officers were able to determine that Nelson was in Aurora, Colorado. An arrest warrant was issued for Nelson, and with cooperation from the Aurora Police Department, Nelson was located and taken into custody without incident. 

Nelson is currently in custody in Adams County, Colorado, pending extradition to Hutchinson, Kansas on the charges of Second-Degree Murder, Aggravated Battery, and Aggravated Assault.

Man awaiting extradition in homicide

LYONS, Kan. — A Lyons man was injured at a high school football game last week and a <a href="https://www.gofundme.com/f/rally-around-our-own?utm_campaign=p_cp+share-sheet&amp;utm_medium=copy_link_all&amp;utm_source=customer">GoFundMe</a> has been set up to help.

Manuel Gomez, a contributor to the local newspaper, was injured on the sidelines of Friday night's High School football game between Haven and Lyons in Lyons. 

While gathering stats and photos, a group tackle came out of bounds and Manuel was caught up in the tackle and injured. After being cared for by Lyons High School Staff, Rice County EMS took over and transported Manuel to the hospital. 

According to page organizer Cody Luck, X-rays showed he suffered a broken tibia and fibula.&nbsp;

Over $2900 has been raised so far with 32 donations.

GoFundMe started for Lyons man injured at football game

HUTCHINSON, Kan. — Though events can happen with weather or refinery outages that impact the price at the pump negatively, right now the U.S. is getting gasoline into the system well enough to help out drivers, according to Shawn Steward with AAA Kansas.

"Gas prices this week have been on the decline," Steward said. "Our statewide average in Kansas is $3.65 a gallon. That's down seven cents from a week ago. The national average is also down four cents to $3.83. Some good trends in terms of where you want to be as a driver, seeing those prices headed down."

Speaking generally, that's the case for area counties, as well.

"Crude oil has remained pretty high, in terms of its per barrel price of $92 or so," Steward said. "OPEC cuts in oil production seem to be being offset by record U.S. oil production and that seems to be balancing out the prices somewhat."

In addition, seasonal changes in refining are helping, too.

"We have started to see winter blend gasoline into the system," Steward said. "That typically drops the price a little bit. Domestic gasoline demand has stayed pretty steady. We haven't seen a big drop yet."

When weather worsens, that usually has an impact on demand and prices then drop at the pump as less people are driving away from home.

AAA: Gas prices heading downward

At Tuesday night’s meeting, the Newton City Commission approved an agreement with the Kansas Department of Transportation for reconstruction of the I-135 and 36th Street interchange.

The interchange was originally scheduled for reconstruction in 2014 as part of KDOT’s T-Works program but was postponed until the bridge needed to be replaced or industrial growth necessitated expansion. Now, GAF Materials is planning a facility in Newton in the next 3-5 years, and the bridge is ready for replacement.

The project will include a new three-lane bridge with shoulders, guardrail, a sidewalk on the north side of the bridge, updated lighting, improved drainage, highway signing, new pavement and pavement markings. Construction will be phased so that construction of the new bridge and ramps will be completed before the existing structure is removed.

 </figure>City of NewtonAt Tuesday night’s meeting, the Newton City Commission approved an agreement with the Kansas Department of Transportation for reconstruction of the I-135 and 36th Street interchange.The interchange was originally scheduled for reconstruction in 2014 as part of KDOT’s T-Works program but was postponed until the bridge needed to be replaced or industrial growth necessitated expansion. Now, GAF Materials is planning a facility in Newton in the next 3-5 years, and the bridge is ready for replacement.The project will include a new three-lane bridge with shoulders, guardrail, a sidewalk on the north side of the bridge, updated lighting, improved drainage, highway signing, new pavement and pavement markings. Newton City Commission approves KDOT agreement

HUTCHINSON, Kan. — Representatives with the Reno County Child Care Task Force spoke to the Board of County Commissioners at their meeting Wednesday. The Task Force has leveraged ARPA dollars both from the county and from the state to increase slots in the county for birth to school age kids, especially with institutions like school districts and Hutchinson Regional Healthcare System, but there is still more work to be done. One way to increase capacity would be to make it easier for licensed home providers to start. That concept is still being thought through.

"Something that we've been aware of is some barrier to, specifically home providers, is the business portion of running a home provider," said Abby Stockebrand with the Task Force. "We are kicking around the idea of, what if we could decrease that barrier? Not only with the fee, we're actually, we were in conversations this last week about what we're going to do about that. I anticipate that's going to happen, publishing that very soon about how we're going to cover that. What we are actually kicking around, too, is how can we make basically, a business foundational model for those home providers, so that, instead of having to take on the whole thing, the whole accounting, how do I set up a business, how do I budget for it, how do I do all of those things? If I just want to make a little bit of income, I want to watch children. I think there is a way, and again, this is not all fleshed out. I think there is a way that we can take some of those barriers and that burden off of those home providers and see how we can plug them in easier and faster for them and kind of meet people where they are in that. That could be a sustainable model, as well."

The fee Stockebrand was referring to is the $20 fee that the Reno County Health Department has been charging for its monthly child care class. There is still a lot of math to be done to make this as easy for new providers as they can. There are other barriers, though, especially outside of Hutchinson.

"If you're in the county, you can't use the city fire marshal, you have to use the state fire marshal," said Heather Faulkner with the task force. "Just the timeline to get that accomplished is a bit of a struggle. Abby has worked a lot and miss Megan from the Health Department has really helped, as we've identified those barriers. The City of Pretty Prairie was hit with that, as we were trying to get grant paperwork and we needed things from a state fire marshal, but their timeline was so far off."

In addition, for home providers, there is another issue that has increased their expenses.

"Property taxes has come up as those have increased," Faulkner said. "Again, I know, taxes is a tough conversation, but that has been the one thing home providers, I have heard more from home providers is just the increase in their own home expenses has had a negative impact on their overall business model. What can be done about that? I don't know."

Commissioner John Whitesel did clarify that the county has been revenue neutral in its budgeting and so that issue is not being caused by the county, at least as much as possible. It could be part of the larger discussion when counties go to the state regarding the restoration of LAVTR, as if they could give further tax relief by getting those funds, it might help a little in these situations.

Fire training on fairgrounds Wednesday

HUTCHINSON, Kan. — Reno and McPherson County WIC Coordinator Heather Peterson clarified that if there is a federal government shutdown, there would be a change to one of the benefits WIC families receive.

"It doesn't mean that WIC services or WIC benefits will go away," Peterson said. "I just want to make sure that everyone is reassured that WIC has the funds nationally to continue to offer services and provide benefits during a shutdown. The only thing that this is going to impact would be the fruit and vegetable benefit."

The fruit and vegetable benefit would be reduced, it would not go away.

"In March 2021, the USDA temporarily increased the WIC fruit and vegetable benefit to $25 a month for children and then between $44 and $49 a month for women," Peterson said. "It was a temporary bump and it was set to continue through Sept. 30, 2023. If the government would shut down, then starting on Oct. 1, 2023, that fruit and vegetable benefit would revert to the pre-2021 amounts, which would be $9 for children and $12 for women."

Those who receive WIC benefits should be paying attention to their WIC Shopper app.

"As we get closer to Oct. 1, any communication about changes in that benefit will be pushed out through the WIC Shopper app from the state WIC agency," Peterson said.&nbsp;

The WIC office cannot change a start date on benefits, but if you have questions, you can go by and ask.&nbsp;The WIC office is open Monday from 7 a.m. to 6 p.m., Tuesday 9 a.m. to 6 p.m., Wednesday 7 a.m. to 6 p.m. and Thursday from 7 a.m. to 6 p.m., or call them at (620) 259-8442.

Peterson: Impact on WIC if shutdown happens is limited

HUTCHINSON, Kan. — The Hutchinson Boys and Girls Club received a $20,000 grant to open a Cox Innovation Lab at their Avenue A location. The lab opened on Tuesday with a ribbon cutting.

Since 2003, Cox has provided more than 100 innovation labs for boys and girls clubs.&nbsp;

"That's where Cox  comes into play,"said Mandy Wilbert with Cox.&nbsp; "We are really focused on making sure every kid has the opportunity to learn." Every kid has the opportunity going forward. We are going to bridge this gap together with the Boys and Girls Club."&nbsp;

Community leaders and members of the Boys and Girls Club were present to see the new lab. Senior Vice President and Regional Manager for Cox Coleen Jennison talked to club members about the importance of the lab and internet access.&nbsp;

Jennison told the children that their generation has taught adults the importance of using the internet for educational uses in every day life.&nbsp;

"We would not be here celebrating this Cox Innovation Lab at your club without you all," Jenison said to the kids. "Did you know that? You guys are the rock stars."&nbsp;

The lab's purpose is to provide assistance for youth with homework, research, employment and college preparation.&nbsp;Local youth will also have the opportunity to learn about robotics, STEM and 3-D printing.&nbsp;

"If we don't plan, with the increasing costs of college, it starts to take options off the table," said Kansas State Treasurer Steven Johnson. "We want to help Kansas families to prepare, so that whatever the best education route for their student is, it is something they are able to do, that they don't have to rely on debt. Just in Kansas, student debt tops $12 billion. The average student is $32,000 in debt. We don't want that to have to be the central cornerstone, where someone is starting out with that liability. This is just a great way to plan ahead."

My nephew worked with diesel mechanic school. State Treasurer highlights 529 program during college savings month

RENO COUNTY, Kan. — The Board of County Commissioners, Reno County, Kansas will hold a public meeting on Wednesday, October 4, 2023 at 6:00 p.m. at the KLETC Campus Integrity III Room located at 11009 South Hornet Road, Hutchinson, Kansas to present and discuss the alternatives for wastewater system improvements. 

The improvements will be funded under the low interest State Revolving Loan Fund Program through the Kansas Department of Health and Environment. The Loan application will include funding for the following improvements:

1. Wastewater Treatment Plant Improvements consist of the construction of new lagoons with all appurtenances for treatment of raw sewage from Reno County Sewer District Nos. 201 and 202 with an estimated amount of $2,892,600.00.

2. Sewer Collection System Improvements consisting of the installation of 2,905’ of 10”cured in place pipe, 12,635’ of 8” cured in place pipe and 205’ of 6” cured in place pipe with appurtenances to provide for the transportation of raw sewage to the lagoons.

Two lift stations will be installed to move the sewage from District Nos. 201 and 202 to the lagoon site with an estimated amount of $1,514,000.

The anticipated amount of the loan application request will be $6,123,100.00 and the total project cost is estimated at $6,123,100.00. The alternatives will be discussed at the public meeting.

Wastewater Treatment Plant Improvements consist of the construction of new lagoons with all appurtenances for treatment of raw sewage from Reno County Sewer District Nos. 201 and 202 with an estimated amount of $2,892,600.00.2. Sewer Collection System Improvements consisting of the installation of 2,905’ of 10”cured in place pipe, 12,635’ of 8” cured in place pipe and 205’ of 6” cured in place pipe with appurtenances to provide for the transportation of raw sewage to the lagoons.Two lift stations will be installed to move the sewage from District Nos. 201 and 202 to the lagoon site with an estimated amount of $1,514,000.The anticipated amount of the loan application request will be $6,123,100.00 and the total project cost is estimated at $6,123,100.00. Public meeting at KLETC on Yoder and HABIT sewer project Oct. 4

HUTCHINSON, Kan. — During the allotted presentation time at Monday's USD 308 Board of Education meeting, the board heard presentations on three topics.&nbsp;

Lynette McLean, Principal at Wiley Elementary School was joined by Kristi Link, Instructional Support, and Taylor Stivers, School Counselor. The group spoke about student-led conferences which Wiley will be conducting during parent-teacher conferences on October 5th. Wiley students from kindergarten to 6th&nbsp;grade have been hard at work creating their personalized Leadership Notebook that tracks their goals and progress for the trimester. The notebook is a part of USD308’s Leader in Me program.

From www.leaderinme.org: “Leader in Me is an evidence-based, comprehensive model that builds leadership and life skills in students, creates a high-trust school culture, and lays the foundation for sustained academic achievement.”

Parent-Teacher Conferences will be held from 8am-8pm at all schools on Thursday, October 5th. There is no school on October 5th&nbsp;and 6th.

Sheila Berridge, Assistant Superintendent of Curriculum, Instruction and Assessment, addressed the board regarding Dyslexia support. She was joined by Assistant Superintendent of Special Education, Jessica Engelland. Berridge spoke about the support that all schools within USD308 are able to provide to students with skill deficits characteristic of Dyslexia.

“There is a misnomer that parents must go beyond public schools and pay extra to support their student with reading deficits characteristic of Dyslexia. Our public schools are equipped to support these students with targeted instruction in deficit areas followed by continual progress monitoring,” Said Berridge.

Ryan Ewy, Hutchinson High School Principal, presented on the Advanced Placement, International Baccalaureate, and Dual Credit options at HHS. The programs have seen continued success as USD308 students are able to customize their high school schedule allowing them to pursue the path that best fits their needs. Around one third of students are in honors classes at HHS. “You can go anywhere and get AP, but IB is only offered in 8 schools in Kansas and Hutchinson High School in Reno County is one of them”, Said Ewy.

Ewy stated that roughly 56% of grads are heading into the workforce; 36% attend a two-year college or vocational program, and 14% attend a four-year university upon graduation. Over half of HHS seniors are enrolled in at least one dual credit course, a growing trend between HHS and Hutchinson Community College. The IB Career Path (IBCP) and Hutchinson Career and Technical Education Academy (HCTEA) support HHS students in their workforce readiness goals.

The next meeting of the USD 308 Board will be Monday, Oct. 9.
