HUTCHINSON, Kan. — Kansas U.S. Senator Roger Marshall, M.D. said that the border crisis continues despite the meeting in Mexico between Mexican leaders and U.S. cabinet members.

"Under Joe Biden, we've had ten million people cross the border illegally," Marshall said. "Ten million, including 1.7 million got-aways. We have no idea who they are, where they are, what they are doing. Certainly, we know some of them are terrorists, many of them are aliens of interest. This is our number one national security threat that we face. All along, Joe Biden's had the ability to stop this, to slow it down, with simple policies."

Marshall has a simple question for the administration.

"Why do we have to beg the President of the United States to secure our border?" Marshall asked, rhetorically. "That's his job. He took an oath to protect us from enemies, both domestic and foreign. He's not doing it."

There is literally no way to know the background of those that Border Patrol has not caught, but the cross section of those captured is concerning.

"We've caught 24,000 Chinese nationals, young men of military age," Marshall said. "You would think, if we caught 24,000, how many more are there in the got-aways? Tens of thousands of people from countries of concern, like Iran and Iraq, as well. Known terrorists, we've caught over 100 known terrorists. We've known these aren't good people."

That's setting aside the flood of fentanyl that is still crossing the border, as well. Marshall said he doesn't understand the President's motivations, but he asks constituents to watch his actions.

Marshall: Biden Administration border response is lacking

HUTCHINSON, Kan. — Debra Teufel with the Hutchinson/Reno County Chamber of Commerce said that just because the property for a new industrial park near Crupper's Corner has been annexed does not mean work will start right away.

"The cost of the infrastructure is such that we need some assurances that we have a project in place before the city will start actually putting a lot of money into infrastructure in the ground," Teufel said. "They have invested in a study about what steps need to be taken to get ready for that development."

Some of that has to do with modernizing the water rights they have.

"A lot of those pieces are taking those former water rights, the Carey Salt water rights, that the city has had for years and converting those over and actually starting some of the pieces within the City of Hutchinson, to get that water source to the treatment plant," Teufel said. "That is something that could happen in the next year without having to actually run that line under the river to get to the industrial park."

The annexation is a vital step to allowing large projects to take Hutchinson seriously as a future destination.

"Usually, to land a deal, you have to give assurances that land is annexed and properly zoned before they'll even take a look at you," Teufel said. "We've had the good fortune to be able to submit on some projects that we weren't quite there yet, but they still looked at us. I think this step last week was huge, in order to really be able to say we have an industrial park."

With that in mind, there is no specific project on the table at this point to tell anyone about.

Teufel: New industrial park needs tenant first, before infrastructure

Today's "Throwback Thursday Collection" takes us to the northeast corner of East 11th Avenue and North Plum.

Hutchinson Junior College began in 1928 in an addition on the north side of the high school at 28 East 7th.

As attendance grew in 1938, work was started on a new campus located on the northeast corner of 11th and Plum. Lockman Hall was completed and, just east of that, Gowans Stadium was constructed — named after the college's first superintendent, J.W. Gowans. The first photo is an aerial taken of Gowans Stadium, football field and track, by 17-year-old Nation Meyer,&nbsp;who was earning his pilot's license, in the fall of 1938.

The second photo, taken in 1965, is another aerial showing the entire college campus and Sports Arena.

In August 2006, voters approved a bond to refurbish Gowans Stadium. It was dedicated in August of 2006. The third photo shows another aerial of the college campus and the new Gowans Stadium in 2014.

The fourth photo shows the inside of Gowans Stadium today with its new, huge video board. It is a facility that Hutchinson and the community college can be very proud of.

📷 Throwback Thursday: Gowans Stadium - Vol. 50

HUTCHINSON, Kan. — Garrick Harmon is a 1988 graduate of Hutchinson High School and is on the wall of honor. He is also now a two star general. More specifically, he is Major General Garrick M. Harmon of the U.S. Army Security Assistance Command. Harmon was selected to gain his second star earlier this month.&nbsp;

Harmon's parents, Cheryl and Ken Harmon still reside in Hutchinson. Cheryl said she and her husband were overwhelmed with emotion when they found out their son would be a two star general in the Army.

"We sat here and bawled first," Cheryl said. "Wow, you are what, you know? We knew when he was on the list but you know, we didn't know when that was going to get clarified and taken care of and it's like wow, you know. We just thought the one star and that would be the end."

Cheryl said her son grew up always knowing what he wanted to do.&nbsp;

"And he walked into his Kindergarten teacher and said I just want you to know, I'm going to West Point and I will be a general someday," Cheryl said.&nbsp;

Cheryl said her son's early familiarity with the Army may have had to do with the fact that he was surrounded by family members who were in the service. His closest tie is his dad Ken, who served in the Navy during the Vietnam War.&nbsp;

Ken said he and his son bonded over the Navy versus Army college football game that closes every regular season.&nbsp;

"Every morning, no matter where he was, I would call him up," Ken said. "Leave a message or talk to his wife, you know, Go Navy, beat Army,&nbsp; and he would do the same thing to me."

Ken and Cheryl said their son knew all the "stories" and many facts about war history. Ken recalled coming home one night the day before the anniversary of D-Day of WWII to Garrick and a friend imitating a piece of history from the event.&nbsp;

"I came in the house and I heard water running and I thought okay," Ken said. "Something was wrong so I checked it out. Garrick and a friend of his that lived down the street here put a tent up and took the sprinklers and put them beside the tent because it was raining that night before they finally called it off."

Garrick Harmon graduated with a Bachelor of Science in European History and Russian Language from the United States Military Academy at West Point in 1992 and a masters of Arts in Russia, Eastern Europe and Central Asia Studies from Harvard University. He also has a Masters of Arts in Strategic Studies from the U.S. Army War College and was a fellow in the Massachusetts Institute of Technology Seminar XXI Program.&nbsp;

Some of the Hutchinson native's awards and decorations include a Defense Superior Service Medal, Legion of Merit, a Bronze Star Medal and others. He is married and has three adult children.&nbsp;

Hutch High graduate now Major General

HUTCHINSON, Kan. — The Hutchinson Parks and Facilities department is accepting natural Christmas trees for mulching at the Salt City Splash Parking Lot and the Rice Park Parking Lot.

Please make sure to remove all tinsel and decorations before dropping off your tree. 

The last day to drop off is Sunday, January 7. 

This annual initiative aims to recycle Christmas trees and give them a second life for a greener and more sustainable community.

Two locations for Hutch Christmas tree drop off

HAVEN, Kan. — On Monday, January 15th Haven USD 312 staff members will be participating in a Poverty Paradigm Experience led by ESSDACK. 

To make this training successful, the district needs 25 community volunteers that are willing to spend a few hours that morning, acting as various community members in the simulation. 

Volunteers arrive at HHS at 7:45 a.m. to be trained to run a station in a simulated community. Some of the roles are teachers, a doctor, a grocery store clerk, a banker and so on. 

The simulation starts at 8:30 a.m. and ends at around 10:15 a.m. This is a profound experience for educators and a very simple process for volunteers.  A volunteer form has been emailed out.

HUTCHINSON, Kan. — A family of four made it out safely from a house fire Wednesday morning.

According to a release from the Hutchinson Fire Department, crews were called to the 300 block of West 8th around 6:15 a.m. Wednesday, where they found a fire in the attic of a single-story home.

Damage from the fire was limited to a small area of one room.

Four people escaped the fire, but were displaced. The Red Cross is helping the occupants.

The cause is currently under investigation. The department says it is not ruling out an electrical issue.

Hutchinson Police, Hutchinson Reno County Dispatch and Evergy assisted along with the Red Cross.

Family of four escapes Wednesday morning fire

HUTCHINSON, Kan. — The Board of County Commissioners unanimously passed a declaratory resolution at its meeting on Wednesday declaring that they do not believe the federal government has the authority to implement the 30x30 goal of the Biden administration.

"I've drafted a resolution for consideration that would direct the federal government not to involuntarily impress conservation efforts on landowners," said&nbsp;county counselor Patrick Hoffman. "I also added a statement with that same concern regarding historical trails, because that's something that may be of interest locally. The U.S. Department of Interior has in its charter one of its requirements is to take under consideration local government input. If something like this is passed, we would send it to the Department of Interior and they would compile it, most likely. Obviously, it's a federal program, so the local government has very limited power to impress upon the federal government, but they are supposed to listen to our voice."

Commissioner Don Bogner is concerned about this generally, as the beginning of a slippery slope.

"I think it is a legitimate issue," Bogner said. "I've got friends in other states where the government has gradually started buying up properties. Local people run out of money far, far before our federal government does. They expand their national parks. They do various other things. They would probably come off with a pretty light touch in the beginning, but once they accumulate enough land, then things change."

The commission is clear that they are against the taking of private land for federal purposes involuntarily.

"Other counties are interested," said commissioner Ron Hirst. "I know McPherson County wants to see, if we pass this, they want to see what we've done and other counties, too. It's time that we at least have an opportunity to make our thoughts known."

The resolution notes that there is no Constitutional authority for the federal government to take land without due compensation.

County Commission passes 30x30 resolution Wednesday

HUTCHINSON, Kan. — The chair and vice chair of the Reno County Planning Commission were renewed for another three year term at the Board of County Commissioners meeting on Wednesday.

Commission chair Daniel Friesen brought the nominations up as a discussion item, so that he could get the board's feelings on appointments to the planning commission more generally, not because of any objection he had either to chair Russ Goertzen or to vice-chair Jack Martin.

Director of Public Works Don Brittain recommended their retention.

"Russ Goertzen, he's been there six years now, he has one more term left, he's the chair," Brittain said. "He has a lot of experience. Jack Martin has just finished his first term. I think it takes a three-year term before you start really understanding it and are comfortable in the decisions that you make. That's why I recommend these two, because they do a very good job. There's not any issues with them. They both want to serve another term."

The board approved the renewals 4-1. John Whitesel voted no, but it was because he believes as a principle that all potential appointees to any county board should be interviewed by the County Commissioners before a vote on their nomination.

Planning Commission leadership renewed for additional term

HUTCHINSON, Kan. — The Reno County Board of Commissioners renewed Reno County Administrator Randy Partington's contract at their final meeting of 2023 on Wednesday as part of the consent agenda.

According to County Counselor Patrick Hoffman's agenda notes to the commission, the changes to the agreement are that the contract&nbsp;is for 2 years instead of 1 and the gross base pay has been&nbsp;combined with the additional income category for convenience and clarity.

The administrator receives a gross base pay increase equal to the standard county employee budgeted increase.

According to the contract language, the County shall pay to Administrator as compensation for his services for calendar year 2024 gross wages of $201,217.36.

This is broken down into&nbsp;$170,180.86 as the annual base salary and a&nbsp; vehicle allowance of $600.00 per month ($7,200.00 annually) for official use of his private vehicle within Reno County, along with a $23,000 match to his&nbsp;457b Plan provided by the county.

There was a motion by commissioner John Whitesel to change the amount of notice Partington would be required to give if he were to leave from 60 days to 90 days. That motion failed for lack of a second. The overall renewal and the rest of the consent agenda were approved unanimously.

Reno County Administrator renewed for two year term

HUTCHINSON, Kan. — Debra Teufel with the Hutchinson/Reno County Chamber of Commerce said the next step in the Downtown Master Plan process should be coming this week.

"The last year has been taking a look at our built assets," Teufel said. "We employed Olsson Studios to do that. Then, taking this really built structural environment, with a fairly good economy churning through it, and how do we optimize it and make it a well oiled machine? We had a Zoom call last week, where the city council and the planning commission got to visit with Olsson Studios. Ken Boone from Olsson gave a very short synopsis of where they have come so far with this plan they have drafted."

Teufel thought she might see the action steps from the plan as soon as Wednesday, so they can move to implementation in 2024.

"Then, you have to have someone, every day that wakes up and their job is to redevelop downtown and that they use this action plan as their steps to move forward," Teufel said. "That's what we'll be doing in 2024. We are very fortunate that, when we entered into this partnership for downtown about four and a half years ago, we said, okay, we will take on the promotion and marketing of downtown and kind of holding the glue together of the downtown Hutch revitalization partnership, but this still has to be a partnership with the city. In the initial years, there wasn't a lot of funding that came with that, but last year, we were able to get a commitment from the city for a half time downtown person and this year, in the city's budget, they have budgeted for us to have a full time person, whose job every day is to wake up thinking about downtown, so we have hired Sarah Diamond."

Diamond will officially be the full time Downtown Hutch manager in 2024.

"It was good to see, just those light bulb moments with city council last week," Teufel said. "They see their role as very important. I think part of this master plan is going to talk about some tools that we need to have in place to make sure we're ready for redevelopment. There's even been talk about a possible STAR bond project that could help with some just really catalyst projects in downtown. The STAR bond, we can talk about that more, it really has to attach itself to a significant tourism attraction."

As an example, STRATACA was part of a STAR bond project a few years ago. It wasn't clear as of this week what tourism project might qualify for those future funds.

Downtown Master Plan action plans coming

HAVEN, Kan. — According to the City of Haven Public Works Department, street sweeping throughout Haven is going on this week, and will continue until complete. 

The contractor plans to start on the east side of town and work towards the west. 

During this time, please refrain from parking vehicles in the street, if at all possible.

Haven streets being swept

HUTCHINSON, Kan. — Continuing through January 2nd, the Reno County Sheriff's Office will join many other law enforcement  agencies across the state, including the Kansas Highway Patrol, in the New Year’s Taking Down DUI traffic enforcement campaign. 

 Extra Deputies will be patrolling the roadways watching for impaired drivers.

The New Year’s Holiday period outranks most of the other holidays in number of crashes in which at least one of the drivers is impaired by alcohol and/or other drugs. 

 If your holiday celebrations include alcohol or other impairing substances, please have a plan for a safe ride home.&nbsp;&nbsp;

RNSO part of DUI enforcement campaign

HUTCHINSON, Kan. — Hutchinson Community Foundation Director of Strategic Initiatives Kari Mailloux has been chosen to participate as a 2023-2024 Kansas Future Fellow.

The University of Kansas Center for Public Partnerships and Research launched the Kansas Future Fellows program in 2021 as a statewide network of public and private cross-sector leaders. 

As a Fellow, Mailloux will  embark on a series of “innovation labs” throughout the year dedicated to understanding and developing strategies aimed at solving challenges affecting Kansas children and families.

City of Hutchinson Human Relations Officer Dave Sotelo was a part of the 2022-2023 class.

Mailloux's first workshop was in November.

Mailloux part of Kansas Future Fellow 2023-24 class

MCPHERSON, Kan. —&nbsp;From now until Jan. 15, 2024, those McPherson residents wishing to drop off their natural holiday trees for disposal and chipping will be able to do so. 

The drop off area will be in a designated area in the parking lot at the McPherson Water Park, 511 W. Lakeside Drive, near Lakeside Park. The trees will be chipped every Friday and mulch can be taken from piles in the southeast corner of the parking lot.

HUTCHINSON, Kan. — December was a great month for Hutch Fire.

The department was able to celebrate the promotion of 29 personnel with a promotion and pinning ceremony held on Dec. 7. The tradition of the pinning ceremony allows for loved ones of the promoted to place the members new badge and collar insignias on them. This is a very special moment that the newly promoted department member gets to share with his family. 

Hutchinson Fire was also able to reintroduce a very important position in the fire department. After many years of its absence, the Fire Engineer position has been reinstated. This position is arguably one of the most important roles in a fire department. The Engineer has the important task of transporting the crew to the emergency, operating and pumping the apparatus, knowing all streets in the city and response territory, use and maintenance of all equipment, and is the first line of leadership in the station. 

Congratulations to the following personnel. Job well done!

Hutch Fire announces promotions

HUTCHINSON, Kan. —&nbsp;Hutchinson Democratic Rep. Jason Probst served on the Governor's Wildfire Task Force along with Hutchinson Fire Chief Steven Beer. Probst said they heard from a wide cross-section of Kansans during the task force's work.

"We heard from a variety of people," Probst said. "We heard from private landowners in western Kansas who had been affected by wildfires. We heard from fire chiefs across the state, from firefighters, we heard from land managers. We heard from the MESONET system, the weather information system. We heard from emergency management. We heard from a number of people, tried to bring in as many different groups who have a stake in the state's wildfire response as possible."

Probst praised Beer's work on getting a local task force together even before seeing what the state might want to do.

"Ultimately, there's a number of recommendations that came out across three areas, prevention and mitigation, response and recovery," Probst said. Underneath those, there's a number of recommendations. On the mitigation part, which I think is really important, we largely talk about, what can we do to reduce the fuel load? Especially these red cedars that keep growing and taking root in different parts of the state. They add fuel to the fire. They are difficult to contain. They are high heat. Universally, the fire departments said, this is a huge issue."

The hard part in any wildfire mitigation plan is balancing the rights of people to do what they want with their own property and the rights of those near them not to have to deal with an increased risk of damage to their property because of neglect or a lack of means to fix problems from neighbors.

"If I do something on my property that starts a fire that ends up damaging someone else, I've violated the contract I sort of have with the community and the people around me that I live with," Probst said. "Likewise, if I allow cedar trees to go unchecked and it's hard for firefighters to get in there, or the fire gets hard to battle because of that and the fire grows because of that, I've also violated that. We have conflict there, because we don't want to go in, and we won't go in and say to somebody, you have to do X, Y and Z, because this might be a threat to someone else, but we do have to do some education. We have prescribed burning councils. We have a lot of wildfire education components. One of the recommendations is to put more money and resources into those and to make sure that more people are aware of those. We do have an obligation, I think, to do what we can to mitigate these fire dangers for firefighters and for our neighbors."

It is anticipated that legislation will be considered in the 2024 legislative session based on some of the task force conclusions. The session gavels in Jan. 8, 2024.

Recommendations for wildfires include education, reducing fuel load

HUTCHINSON, Kan. — Creighton University economist Ernie Goss said interest rates are worth watching in 2024.

"The Federal Reserve indicates they may reduce interest rates three times in 2024," Goss said. "I don't expect that, but the real question is, why is the Fed reducing interest rates? Is it because they see a weaker economy, or is it because they've got inflation in tow? It's very difficult to determine. They're talking on both sides of their mouth."

Does the fact that it is a Presidential election year factor in at all? Goss isn't so sure.

"Historically, that's the case," Goss said. "I'm not so sure this time. We'll have to wait and see. I'll be more forgiving in that front, right now."

Goss is really concerned about the government living within its means, however.

"The debt has grown dramatically," Goss said. "Again, it's a wartime deficit in a peacetime economy. Janet Yellen, Secretary of the Treasury, just keeps on borrowing. Most everybody out there has refinanced. Everybody refinanced before the higher interest rates, except the federal government. With higher interest rates, the interest on the debt is larger than the federal defense budget."

The <a href="https://www.crfb.org/blogs/2023-interest-costs-reach-659-billion">Committee for a Responsible Federal Budget says</a> that will most likely actually happen by 2025 and that debt service will become the second-largest government program, exceeding Medicare, by 2026.

Goss: Interest will be interesting in 2024

TOPEKA, Kan. — The agenda for the single meeting of the Special Education and Related Services Funding Task Force prior to the opening of the 2024 legislative session was released on Friday.&nbsp;

It will be a single two-hour meeting from 1 p.m. to 3 p.m. on Friday, Jan. 5, 2024 in Room 112-N at the Kansas Statehouse.

On the agenda for the meeting is leadership elections and then testimony on evidence based solutions for special education funding.

If you wish to testify, you will need to submit testimony to staff at the Kansas Legislative Research Department by 10 a.m. on Jan. 3 by emailing it to <a href="mailto:Matthew.Willis@klrd.ks.gov">Matthew.Willis@klrd.ks.gov</a>.

Oral presentations will be allowed five minutes to speak on a first-come basis. All other testimony will be written only.&nbsp;

It is important to note that special education, by statute is supposed to be funded at 92 percent of excess cost. Two Reno County schools posted on social media before Christmas what the actual cost for their district is above what the state and federal government provide..

Haven USD 312 said their actual 2022-2023 spending was $1.83 million with $1.3 million provided, so $484,000 in funding that could have been spent on any student had to be spent on special education.

For Buhler USD 313, the shortfall was even greater, as their actual 2022-2023 spending was $5.5 million, with $3.9 million provided, so $1.6 million in funding that could have been spent on any student had to be spent on special education.

The Legislature gavels in on Monday, Jan. 8.

Special ed interim committee to meet Jan. 5

HUTCHINSON, Kan. — There will be make-and-take art classes for children on Sat. Dec. 30 at the Hutchinson Art Center. 

This is an opportunity for children aged 6 through 12 to create their own work of art! Students will be divided into two groups: Group A and Group B. Each group art class costs $8 per child.

December’s theme is "Winter Landscapes".

Each group will create their own unique project based around the month’s theme. Parents and Guardians are encouraged to sign up their children for either Group A or Group B based on the child’s interests and skill set.

Group A will meet from 1:00 to 2:30 p.m. to create a Starry Night Winter Landscape using wax resist to create a magical starry night winter sky. Students will then create a variety of trees using papers with patterns and analogous colors. This project is aimed toward younger children aged 6-7.

Group B will meet from 3:00 to 4:30 p.m. to plan and create their own Birch Tree Landscape based on several examples. The class will use watercolor, acrylic paint and pencil to create trees, accurate shadows, and details to make a simple but beautiful winter scene and learn about light and shadows, negative space, movement, and unity/variety. This project is aimed toward older children aged 8-12.

Extra Project: If time permits, students will make Poinsettia Prints using sponges and acrylic or tempera paint. Students will see how using sponges simplifies creating organic shapes, how texture is created by using a dryer sponge and how overlapping can create a more natural-looking floral painting.&nbsp;&nbsp;

December Children's Art Class coming up Saturday

The National Weather Service in Wichita notes that areas of light snow have been ongoing from last night through early this morning. As a result, some untreated and elevated surfaces have become slick. 

Intermittent light snow and temperatures near freezing are expected throughout the day today, which will keep portions of some roadways slick through tonight.

Reduce speeds and exercise caution when traveling around the area today.
