HUTCHINSON, Kan. — Hutchinson city council member Jon Richardson asked this week that his fellow members consider whether the meetings of the council should continue to be at 9 a.m. on the first and third Tuesdays of every month.

"I would like to bring back up the discussion in regards to moving the city council meetings or figuring out something else in regard to what time they start," Richardson said. "I would like to schedule a time for all of us to have that on an agenda item to discuss and see if we want to move forward or leave it the way it is. That's a request."

Vice-Mayor Stacy Goss agreed that the issue needs to be dispensed with, one way or the other.

"I think it's one of the loose ends to tie up from last year and some of the conversations that have been had over the past couple of months," Goss said.

Mayor Greg Fast agreed that it needs to be done in a regular meeting.

"We need to have an official discussion about that and decide, as a council, what would be best for the community," Fast said.&nbsp;

It wasn't clear whether the discussion will be later in January or early in February. Also, with a new permanent city manager joining soon, it might be of value to know their preference before a change is made, but the hiring of that person has not happened yet.

City Council to hold public discussion on meeting times

BUHLER, Kan. — The Buhler USD 313 Board of Education will have its regular January meeting on Monday. 

As part of that meeting, they will elect a Board President and set the date, time and place for the&nbsp;Board of Education meetings for the 2024 year.

The Buhler board will also go over the 2023-2024 Fiscal Audit Report and have a building report from&nbsp;Plum Creek Elementary and an update from the Reno County Education Cooperative.

They will also get a report from the District's&nbsp;Professional Development Council and the&nbsp;Director of Finance and Superintendent.

They will then have an executive session regarding non-elected personnel.

Following any action from that, if needed, they will make their election for 2024 to the RCEC Board and the ESSDACK Board.

Does the City Plow all Residential Streets?

No, our goal is that every home is no more than 4 blocks from a plowed street. If a snow event is predicted to leave 10 inches or more of snow followed by a prolonged period of freezing temperatures, the City will plan on addressing the secondary snow routes (residential collector streets) after the primary snow routes have been cleared.

Primary snow routes focus on arterials (Main, Plum, Severance, 30th, 11th, and 4th for example), collectors (Poplar, Porter, West 23rd, East 25th and Maple for example), and a few residential streets, primarily around schools.

Do you only plow streets or do you salt them, too?

The decision to plow or salt streets is largely based on the severity of the storm and predicted storm totals. All winter events will begin with treating the primary routes with salt. Crews will begin plowing primary routes when storm totals reach approximately 2 inches.

Our primary weapon for fighting snow and ice storms is salt. The city does not use abrasives such as sand along with the salt because of the residue left behind.

How long does it take to clear all the streets?

The majority of snow events only require the City to address the primary routes. Although the City of Hutchinson has never developed a bare pavement policy, we strive to achieve bare pavement on our primary routes within 24 to 48 hours after the storm.

Do city workers work around the clock?

Yes, crews work 24 hours a day in 12.5 hour shifts.

Why do the plows push a pile of snow onto my driveway?

When snow plow trucks pass by residences and businesses, a windrow of snow is pushed up against the curb and in front of driveway entrances. This is due to the plow removing snow from the center of the road and is unavoidable. Residents are encouraged to clear snow from their driveways before the snow re-freezes and becomes more difficult to remove.

In some areas of town primarily, Main Street and the Downtown area, street width allows for snow storage on the street; therefore, snow is plowed to the center of the street and removed after the storm.

How many snow removal vehicles does the city have on the streets during a storm?

The city has 7 tandem-axle trucks and 1 single-axle truck equipped with spreaders and front plows. There are 3 one-ton trucks equipped with front plows, 3 Loaders, 2 Road Graders, 3 Backhoes, and 1 Skid steer that can be deployed.

Approximately how many miles of streets are plowed?

There are 680 lane miles in Hutchinson. The primary snow routes consist of 330 lane miles. The secondary snow routes consist of 65 lane miles.

Snow policy FAQs from City of Hutchinson

MCPHERSON COUNTY, Kan. — Elk Day is coming up on Saturday, Jan. 13 at Maxwell Wildlife Refuge near Canton in McPherson County.&nbsp;

Enjoy a 45-minute tram tour viewing elk, as well as a visit into the bison herd. Tours will start at 10 a.m. and 11 a.m.

A narrator will be on the tour sharing historical facts about the prairie and wildlife.

Elk Day coming up at Maxwell Wildlife Refuge

HUTCHINSON, Kan. —&nbsp;Trinity Catholic Jr./Sr. High School will build a new auxiliary gym. The ground breaking ceremony for a 12,220 square foot gym was on Thursday, Jan. 4.&nbsp;

Jan Frieb is in her 32nd year as an educator at Trinity Catholic. Frieb teaches physical education, social sciences and is a volleyball and track coach. She said two things come to mind when thinking about additional space for class and athletics which is a heart of gratitude and an incredible opportunity.&nbsp;

&nbsp;"I can't believe this is happening. I really can't," Frieb said at the groundbreaking ceremony.&nbsp;

Trinity Catholic started to receive funds for the auxiliary gym in the Fall of 2022. Donations were sent to the capital Fulfill the Promise Campaign.&nbsp;

The need for an additional gym was identified in a feasibility study in 2012. As a result, the Commitment to Excellence Campaign was launched in 2013.&nbsp; The goal for a new gym was factored into the second phase.&nbsp;

The Commitment for Excellence campaign completion in 2013 included a library expansion, renovations of the main gym, locker rooms and football stadium updates. School administration said despite a successful campaign, it fell short of raising money for an additional gym in the final phase with only $500,000 dollars left for a gym.&nbsp;

Community leader and local businessman Brad Pryor is a future parent of a Trinity Catholic student. He helped lead the promise campaign.&nbsp;

"This is a very exciting day because there's no better investment in this community than you kids," Pryor said before the groundbreaking. "That is the best investment we can make, into kids and education, so to drive by here and see the Weins Construction sign up, it really it's an emotional time, because this is a big deal."&nbsp;

The estimated completion date for the gym is October of 2024. The total project cost is $2,350,000. Currently, the school reported that there is $1,605,000 available for the project with the current capital campaign. The pledge balance sits at $715,000.&nbsp;

Trinity Catholic High School breaks ground for new gym

HARVEY COUNTY — A Kansas woman is going to prison after admitting to child abuse.

On Thursday, Melissa Johnson, 45, of Newton, was sentenced to 31 months in the Department of Corrections by District Judge Michael Llamas, according to the Harvey County District Attorney's office.

In November, Johnson pleaded guilty to Aggravated Battery and Abuse of a Child in the case. The victims of Johnson were children under the age of 8 years.

Along with the prison sentence, Judge Llamas ordered Johnson to serve 24 months post release. Post release requires the Kansas Department of Corrections to supervise Johnson for the 24 months after her release. Johnson is subject to conditions of release set by the Kansas Department of Corrections. If she violates those conditions, she could be sent back to prison.

Newton woman sentenced after admitting to child abuse

RENO COUNTY —Law enforcement authorities are investigating a suspect for alleged sex crimes.

The investigation began when the Internet Crimes Against Children (ICAC) received a Cyber Tip about the possession of sexually explicit depictions of children. ICAC turned the investigation over to the Reno County Sheriff's Office. 

On Thursday, the Reno County Sheriff's Office, with the aid of the Harvey County Sheriff's Office, arrested&nbsp; 25-year-old Matthew Whitehurst on requested charges of Sexual Exploitation of a Child. 

This is still an active investigation. RENO COUNTY — Reno County Public Works let Hutch Post know that Olcott Road between Maple Grove Road and Boundary Road has reopened to all through traffic beginning Thursday until further notice as the bridge replacement is complete. The bridge has been closed since late August.

Olcott Road bridge complete; road back open

MANHATTAN, Kan. — Women from across Kansas will gather at the 20th Women Managing the Farm Conference in Manhattan, Kansas, February 14-16, 2024. The conference, which began in 2005, will feature nationally renowned keynote speakers, in-depth breakout sessions, and the opportunity for women to network with other farmers, rural business leaders and landowners.&nbsp;

“We are so excited to be hosting our 20th conference this year,” said Sandra Wick, co-chair of the Women Managing the Farm conference planning committee. “WMF is a fantastic event that provides women with the necessary skills, resources and knowledge for success in a competitive agricultural landscape.”

Building on the success of the past conferences, the 2024 edition will Rise to new heights. Keynote presentations will be given by Mark Mayfield, Kim Bremmer and Terrain economist Matt Roberts. The attendees will also be treated to a Master Farmers and Homemakers panel.

Conference sessions are designed to keep women up to date on the latest advancements in agriculture and thriving within their rural communities. During the two-day conference, attendees will select from breakout sessions covering many topics, including farm financial planning, production agriculture, balancing farm and life responsibilities, direct-to-consumer and retail businesses as well as transition planning.&nbsp;

Women from across the state are invited to attend this special 20th anniversary conference. And to extend the opportunity to attend to as many people as possible, Women Managing the Farm is organizing six pre-conference tours in The Sunflower State Showcase. In partnership with local K-State Research &amp; Extension units, attendees will have the ability to ride a van from their corner of the state and stop at pre-selected tour locations on their way to Manhattan.

“Whether you are involved in on-farm production, are an off-farm landowner or part of the agriculture industry as a business professional, WMF has content for every woman involved in ag,” said Lori Rogge, co-chair of the Women Managing the Farm conference planning committee.

Early registration runs through January 18, 2024, at $175, with scholarships available for those who apply before that deadline. A student rate of $75 for any high school or college students will also be offered this year. After January 18, registration is $200. Additional pre-conference sessions are available for $25, including a session on emotional wellness and the pre-conference tours.

HUTCHINSON, Kan. — Republican State Representative Paul Waggoner will have most of the same committee assignments for the session that starts next week as he did in 2023.

"It's pretty well set," Waggoner said. "I did have a change, in that I was added to the House Insurance Committee, which is one I served in as a freshman. Otherwise, I'm Vice-Chairman of House Elections Committee, I work on the House Modernization, the Child Welfare Committee and the Welfare Reform Committee."

Waggoner does believe a couple of things will come before the Elections Committee prior to the 2024 election.

"I know they are always a little leery in making changes right before a major election, just simply for the sake of the county election clerks and such," Waggoner said. "Kansas, I would argue, has a very good election system. We do have a lot of checks and balances, a lot of audits and such. The gist for the committee has always been, there's always ways to do more things."

Waggoner believes that the proposal to make sure all ballots are in on election day will likely come up again, in addition to using paper ballots rather than ballot images for audits.

Waggoner: Committee assignments mostly the same for 2024

HUTCHINSON, Kan. — The Salvation Army of Reno County has ended the Red Kettle Campaign and the count is in. After just over 30 days of bell ringing, for the goal of $75,000 they raised $77,613.24.

Major Paul James said, “We are always humbled by the generosity of so many volunteers who ring each year, and those who give.” 

The Salvation Army’s iconic Red Kettle has been around since 1891 when Salvation Army officer Captain Joseph McFee wanted to provide a free Christmas dinner to the poor of San Francisco. This year was no different here in Reno County where The Salvation Army gave out toys, blankets and games to over 1100 children. There were also over 800 families and senior citizens who received a Christmas meal in a box. After 132 Christmases, the spirit of The Salvation Army is to meet human needs and bring hope to those who need it the most.

The Red Kettle Goal is only $75,000 of the overall goal for the year. “The money raised during November to the end of January is a large portion of our annual goal and helps us with our cash flow at this time of the year”, said Major James. With 4 weeks left in January, the Salvation Army has $94,000 left to go in order to reach its yearlong goal.

You may drop off donations at The Salvation Army’s office located at 700 North Walnut, or send your donations in their return envelopes from their mailers. 

There has been some confusion with their Iowa return address, but please know that all donations get processed at a central facility and return to their Hutchinson, KS bank accounts.

The Forums will take place Saturday, February 10, Saturday, March 9 and Saturday, April 20 from 9:00 a.m. to 10:30 a.m. at the Stringer Fine Arts Center, Gallery Theatre at 600 E. 11th in Hutchinson.

The Reno County legislators invited to participate are Senator Mark Steffen, Representative Joe Seiwert, Representative Paul Waggoner, Representative Jason Probst, and Representative Michael Murphy. 

Written questions will be accepted that morning. Questions may also be submitted in advance at&nbsp;<a href="http://hutchchamber.com/advocacy/legislativeforum">hutchchamber.com/advocacy/legislativeforum</a>.

2024 Legislative Forum dates set

Today's "Throwback Thursday Collection" takes us to the northwest corner of 13th Avenue and North Severance.

Hutchinson High School history started with Central School,&nbsp;which was Hutchinson's first dedicated high school, at 5th and Maple in 1891. 

The second high school was at 28 E. 7th Ave. and opened in the fall of 1910. 

This article is dedicated  to the third high school. 

In 1960, two new buildings were added to the Plaza Junior High and a new "sprawling campus" high school was opened at 810 E. 13th Ave. The first photo shows that conversion in progress.

The second photo shows the completed high school, taken from the Sports Arena in 1963. At that time, the parking lots for the high school and Sports Arena were still unpaved.

The third photo shows the problems the unpaved lot posed after rain storms in 1969.

The second high school was at 28 E. 7th Ave. and opened in the fall of 1910. This article is dedicated to the third high school. In 1960, two new buildings were added to the Plaza Junior High and a new "sprawling campus" high school was opened at 810 E. 13th Ave. The first photo shows that conversion in progress.<figure>

HUTCHINSON, Kan. — The Hutchinson/Reno County Chamber of Commerce Civics Bee is one of many pilot National Civics Bee competitions promoted by the U.S. Chamber of Commerce Foundation. At least 1,000 local middle school students will participate in a first-round essay competition. Judges will select 20 to go to the final round: a live quiz event testing civics knowledge. Winners will be recognized in their communities and receive prizes.

How to Enter Any 6th, 7th, or 8th grade student residing in Kansas with an idea about using civics to improve their community may review the rules and <a href="https://my.reviewr.com/NationalCivicsBee/site/KS/HutchChamber;jsessionid=FCFB2EC1CF0D54877E10F68D3E2F6394.4a?fbclid=IwAR2atXM0yfkinQs4-3tnWDAOU76dVFFtwfSPoIqllnvjtS3TBqzlrBQE-qk">submit an essay application</a>.&nbsp;The application date has been extended to January 22, 2024.

Civics Bee deadline extended to Jan. 22

HUTCHINSON, Kan. — The first "All Hands On Deck" professional development day was held Wednesday at the Hutchinson Community College campus with more than 1,100 Reno County educators in attendance. 

Dr. Randy Watson, Kansas Commissioner of Education, spoke first to the large group in the Sports Arena. Then keynote speaker Jim Knight gave his talk "Better Conversations for Learning." 

Over 100 breakout sessions on a broad spectrum of topics were held in classrooms across the HutchCC campus. 

Reno County Health Educator Seth Dewey spoke about "Overdose Recognition and Response with Narcan (naloxone)." Dewey shared information on recognizing the signs of an overdose and what to do to save someone's life. 

Collaborative discussions with peer educators from across Reno County were held and Jim Knight gave a closing message. There were more than 27 vendors and drawings were held for the participants.&nbsp;&nbsp;

Reno County Health Educator presents as part of 'All Hands On Deck'

HUTCHINSON, Kan. — The Hutchinson Art Association was founded in the Spring of 1949. 

 There was no initial building like the present beautiful Hutchinson Art Center at 405 N. Washington for the first 27 years of its existence.&nbsp; Membership meetings were held in the members' private homes. 

 The Association was supported by donations and memorials that allowed it to begin purchasing its own permanent collection. The tradition continues to this day with approximately 300 pieces now in the collection. 

 To celebrate the 75th anniversary, selections from the Permanent Collection will be on display from June 14th - August 17th in the Main Gallery -- so mark your calendars.

As the association prepares to celebrate this special anniversary, they are asking for help.

Power outage in Rice County leaves over 2500 in dark Wednesday

TOPEKA&nbsp;– Governor Laura Kelly announced Wednesday that more than $4.6 million in federal funds will be directed to the first six locations selected for the state’s National Electric Vehicle Infrastructure (NEVI) Formula program. With existing fast-charging stations spread across the I-70 and I-135 corridors, these selected locations will fill gaps in EV charging stations along the state’s major highways and interstate system. One of those locations is planned for Pratt, at the&nbsp;Casey’s at 1900 E 1st St, on U.S. 400.

“As more electric cars and trucks make their way onto Kansas roadways, they will need access to adequate charging facilities,”&nbsp;Governor Laura Kelly said. “With these awards, we’ll ensure electric vehicle charging stations are accessible to all Kansans for local and long-distance trips.”&nbsp;

The awarded projects must provide a minimum 20% local cash match, bringing the total investment to over $5.8 million. The six new direct current (DC) fast charging stations have been awarded to the following Kansas locations:&nbsp;&nbsp;

“These six new stations will give more Kansans the option to drive electric vehicles,”&nbsp;said Tami Alexander, Transportation Electrification Manager at the Kansas Department of Transportation (KDOT).&nbsp;“KDOT is committed to enhancing the access and convenience for EV users by leveraging the federal match to build a robust, connected, and sustainable EV charging network.”&nbsp;

NEVI formula funds require EV charging stations to be located along designated Alternative Fuel Corridors, be available every 50 miles and within one travel mile of the AFC, be capable of providing a minimum of 600 kW of power, and charge four vehicles simultaneously. The charging stations must also always be accessible to the public and provide other amenities such as restrooms, food and beverage, and shelter from inclement weather. When all AFCs in the state are certified as fully built out, KDOT may use funds for EV charging infrastructure on any public road or other publicly accessible locations.&nbsp;&nbsp;

Pratt will get fast charging EV station

MANHATTAN — Kansas Farm Bureau is continuing in 2024 its recognition for “Sesquicentennial Farms” in conjunction with its annual “Century Farm” program. The Sesquicentennial Farm recognition goes to farms in the same family for at least 150 years.

Kansas Farm Bureau is honored to celebrate those through the Century Farm and Sesquicentennial Farms programs.”

The deadline for consideration to be part of the 2024 programs is May 15. Kansas Farm Bureau has recognized 3,144 Century Farms and 112 Sesquicentennial Farms since their inception. Kansas Farm Bureau to recognize tradition, heritage of family farms

HAVEN, Kan. — With the help of State Representative Joe Seiwert, a house bill (HB 2481) has been filed that will be part of the legislative process when they return to session next week.

 </figure>HAVEN, Kan. — With the help of State Representative Joe Seiwert, a house bill (HB 2481) has been filed that will be part of the legislative process when they return to session next week.This bill would designate K-96 between the east and west city limits of Haven as the PFC Henry Lee Fisher Memorial Highway.Henry was the uncle of organizer, Jake Feil. He grew up, along with his 3 siblings, with Feil's grandparents in Haven. All four of the Fisher kids graduated from Haven High School.Upon graduating in 1965, Henry enlisted in the Army because of a strong desire to serve and protect his country. His older brother served in the Air Force and their father, Kermit Fisher, also served in the Army during WWII.Upon his initial Army physical, Henry Lee Fisher actually failed it. They discovered an undiagnosed hernia. Henry could have walked away at that point but he chose to have the hernia surgically repaired and when he was healed he went right back.He was assigned to the 1st Infantry Division, 16th Infantry and was sent to the front lines of Vietnam.On June 18, 1967, PFC Henry Lee Fisher was KIA in Vietnam.He was a lifelong Haven resident. He loved Haven almost as much as he loved his country and was set on serving his country. "It is only fitting that we memorialize him," Feil said. "I can think of no better way."If the bill is approved this session, the family will have to raise the money for the signs.
