HUTCHINSON, Kan. —&nbsp;While attending the NetWork Kansas Central Region Retreat in Minneapolis, Kansas last month, StartUp Hutch received an award for how well they are connecting entrepreneurs to each other.

"They gave out a few awards at this retreat," said Jackson Swearer with StartUp Hutch. "We were pleasantly surprised to be awarded with the&nbsp;entrepreneurship ecosystem cultivation award. They told us that was because of all these things that we're doing like the&nbsp;Entrepreneurship Connections and the workshops and the Coffees in the County."

StartUp Hutch has worked alongside partners such as the Hutch Chamber, The Hutchinson Community Foundation, business owners and others, to develop a robust entrepreneurship ecosystem in Reno County. "Our Growing Rural Businesses training, we just got that group together for a little reunion," Swearer said. "I've been told that we're the only community that's actually gotten their folks back together again for a reunion. We're just trying to keep people connected and keep them working together, so that they can learn from each other. We really foster that here in Reno County. I think that's one of the things that we've done really well over the past four or five years."&nbsp;

Swearer pleased with connections made by StartUp Hutch

This is day 2 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Wheat harvest has been marching on for nearly two weeks in Cowley County, with numerous interruptions from rain, reported Kevin Kelly, general manager of Two Rivers Coop in Arkansas City. Harvest started in the area around June 7 and quality appears to be good with proteins in the 14 percent range.&nbsp;

Kelly said test weights are starting to decline slightly, due to most producers cutting their best fields first, but are still averaging 59 to 60 pounds per bushel. Overall, harvest results are dependent upon when the crop was planted — earlier-planted wheat has not fared as well as later-planted fields. While it was dry for a long period after the first of the year, the area did catch a few rains when the crop was filling, contributing to better-than-expected quality.&nbsp;

The co-op expects to take in about half the wheat of a five-year-average for wheat harvest, and harvest in the area is about 20 percent complete. Kelly said most of that will be processed domestically at U.S. flour mills, due to the need for bushels and a strong U.S. dollar that disincentivizes exports.&nbsp;

Just three counties to the west in Barber County, farmers are sending in quite a few samples, but moisture remains at 15 to 16 percent, according to Sarah Dodge, grain merchandiser with Farmers Coop Equity Co., in Isabel and Medicine Lodge. Producers are hoping this week’s hot and windy weather will mean harvest will be in full swing soon.&nbsp;

While the Medicine Lodge area did receive close to an inch from every storm system that has come through in the last few weeks, the rain is too little, too late to help the wheat crop in the area. Farmers are now seeing weeds that have popped up in the fields. Spotty hail damage added insult to injury for some.

“A little damage goes a long way in this poor crop,” Dodge said.&nbsp;

Dodge reported the 10-year-average for the co-op’s intake is a little over three million bushels. Last year wasn’t even half and this year if the co-op sees one million bushels, it would be a welcome surprise. Still, some producers are hopeful for some decent fields left standing, with the best expected to average 35 to 50 bushels per acre. Most of that wheat is likely headed up to flour mills near Kansas City, but Dodge is holding out for quality data before contracting.&nbsp;

Spotty, scattered rains late in the season is also the drumbeat across Wilson County in southeast Kansas. Nicole Small, who farms near Neodesha, said the first measurable rain came in May, when parts of the area got up to 5.8 inches of rain, while farms just eight miles away are still rated in D4 (exceptional) drought.&nbsp;

Small and her family expect to cut 800 of the 1,000 acres they planted to wheat this year, noting that the wheat was planted into milo stalks and partially grazed due to a shortage of forage. Those who have received moisture are battling seeps in the field with standing water and green sucker heads that make harvest a slog.&nbsp;

They have cut 200 acres so far with results all over the board. Yields for their fields are around 45 bushels per acre with acceptable test weights, while some neighbors are reporting upwards of 60 bushels per acre and others much lower.&nbsp;

Variability will continue to be a theme for the 2023 Kansas wheat crop as harvest continues to expand out from the southern central and southeastern portions of the state.&nbsp;

Day 2, Kansas Wheat Harvest Report

MCPHERSON, Kan. —&nbsp;The Rural Appreciation Picnic, organized by the McPherson Chamber of Commerce Agriculture Committee, is scheduled for Friday, July 21. 

This annual tradition to celebrate the agriculture community has been a special event for 53 years.&nbsp;

The Rural Appreciation Picnic is a way to celebrate McPherson agriculture producers and families for their contributions to that way of life. 

The picnic will coincide with the kickoff of the McPherson 4-H Fair on July 21. Attendees will have time to enjoy the 4-H exhibits before the picnic is served. 

People can then stay for a Food Auction in the Extension office at 6 p.m., followed by the Meat Goat Show in the Livestock Arena at 7 p.m.

The Rural Appreciation Picnic is sponsored by members of the McPherson Chamber of Commerce and will be served from 5:30 p.m. to 6:30 p.m. at the 4-H grounds located at 600 W. Woodside.

Those wanting to join the McPherson Chamber in thanking agriculture producers and families by contributing to the cost of the Rural Appreciation Picnic, sponsorship can be sent to the McPherson Chamber of Commerce, P.O. Box 616, McPherson, Kansas.&nbsp;

No tickets will be issued, but sponsors will be advertised on the Chamber website, social, e-newsletter and at the picnic.

South Hutchinson Police Department&nbsp;

SOUTH HUTCHINSON, Kan. —&nbsp;Authorities are investigating a shooting that occurred in South Hutchinson the afternoon of June 19.&nbsp;

At approximately 4:50 p.m., South Hutchinson police officers and deputies from the Reno County Sheriff’s office were dispatched to the 300 block of East 3rd&nbsp;in reference to a drive by shooting. 

A female standing in front of the residence had a single gunshot wound to the wrist that was non-life threatening. The female was treated and released from the hospital. 

According to South Hutchinson PD, the suspect is a juvenile and is not in custody currently. 

This case is still under investigation, and this is all the information that is being released currently.

HUTCHINSON, Kan. — Interim Hutchinson City Manager Mary Grace Clements has her eye on a few main priorities in her time in this job.

First priority, first and foremost, is to fill our open position with a Chief of Police for Hutchinson," Clements said Monday. "It's very important that we fill that role. I think we're very focused on that right now, with our HR team."

There are other department head positions to be filled, but this is the one that they are working on in earnest right now.

"It's going to be a multi-leveled approach, where we have a panel that is from directors. We're hoping Chief Beer will step in to help and other directors that work currently in the city. Another panel would be comprised of some community members to make sure that we have input also from the community, because they impact and have direct connection to the Chief of Police and also the FOP that we have on board."

The hope is to push the process along relatively quickly.

"My hope is to have a very clear picture by the end of this month," Clements said. "We have some candidates that we're going to start to look to interview and get those set up. It's an aggressive timeline, but obviously, it's so vital. We have to get moving on it. We can be interviewing to find out either who is going to move further along in the process or who we're going to focus and step away from in the process. The fact is, we have to get the process moving. That's the first step."

The goal would be to get someone in place by the end of the summer.

Interim City Manager focused on Police Chief hire

The transition from late spring to early summer was always my favorite growing up. The long, hot days meant different things over the course of my childhood, first afternoons at the pool, then evenings at ballfields and, eventually, days in a hayfield working with my grandparents.

Hay season had a certain rhythm on the ranch. We encountered different obstacles each year, and every day was different. But there were similarities, too. For all the differences, the routines stayed largely the same.

It started with swapping out the sections on the mower’s sickle bar. Each of the serrated triangles was secured with two bolts. The 14-foot bar held 56 sections and changing them was the easiest part of the job. Sliding the bar back into place between guard sections required a lot of hammering along with a few choice words.

The mower was called a hydroswing because of the hydraulics used to “swing” it back and forth behind the tractor. After the cutting bar sliced off the prairie a few inches above the ground, a reel shuttled the grass to the center where it was promptly ejected from a chute through the back of the machine in a windrow.

Mowing hay with the contraption was fairly easy when everything was in working order. Between the sickle sections, hydraulic pumps and other moving parts there were plenty of things that could go wrong. An O-ring on one of the pumps regularly wore out and had to be replaced. Going too fast over thick grass could clog the chute, requiring the operator to have to dig it out.

By far the most common issue was a broken section, which would leave a narrow strip of uncut grass. If the section was on either side of the windrow, it was easy to spot. If it was buried under the foot-thick mound of hay however, it could take several rounds to discover. Replacing a broken section required cleaning the hay off the afflicted area while keeping an eye out for nearby critters. Then you’d remove two bolts on the guard plate followed by holding the section.

With ample sunshine and the right amount of wind, you could cut hay by mid-morning, and it would be cured enough to bale by late afternoon. Under usual conditions, we allowed at least 24 hours between cutting and baling, ensuring the hay was dry. The curing process was critical because too much moisture can cause the hay to catch fire days or weeks after it’s baled and stored.

Timing was a key element to the entire operation. We wanted enough hay cut and curing to keep the baler rolling, but we also didn’t want to have too much on the ground in case of rain. Not only would it delay the curing process, but a heavy rain would also require the extra step of raking the windrow to speed the drying process and preserve the quality of the hay.

Each morning started the same. We’d refuel the tractors and inspect the hydroswing and baler, being sure to locate even the hard to reach grease fittings while saying unkind words about engineers. Once the sun was high enough to burn off the morning dew, we’d start cutting and baling and work until evening.

The work was solitary. You could listen to the hum of machinery for hours without hearing a word until it was time to eat. The only other time we’d stop during the day was sometime in the afternoon. My grandmother would put some ice and a few cans of pop in a cooler and meet us in the field.

The short break for a refreshing drink also offered the opportunity to compare notes about how everything was going, make plans for the next day or maybe continue a debate that arose during lunch. Some days we nursed those drinks, while other times we drank them quickly.

Of all the hayfield routines, this brief break was my favorite. I learned a lot working in those fields, but some of the best education happened in those small conversations when we paused from harvesting hay.

More work on 95th Ave.

HUTCHINSON, Kan. — Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel told Hutch Post that they are in a great position when it comes to the spec building in the city's industrial park.

"We are really, really close," Teufel said. "In fact, there are two companies that are negotiating with the owners of that building. Salt City Investments owns the development and they have been great community partners and are working close to inking a deal. The great news is there are two contenders for the building."

What isn't clear is if the two contenders are competing for the same project or not, but either way, it appears there is demand for space.

"They both are working on their own contract negotiations and need to lock some things in before they can commit to signing a lease," Teufel said. "Because they are so close, what we know is, Salt City Investments, just as soon as they get the first lease signed, will break ground on a second building and maybe even a third."

Having product on the shelf is important from a competitive standpoint when bringing in industry.

"We had a new inquiry come in that needs roughly that same amount of space," Teufel said. "I think, once we get the first domino to fall and we get that first lease signed, I think you're going to see more buildings just like it pop up in the industrial park."

The 22 acres that Salt City Investments purchased from the city is generally at the intersection of Enterprise Drive and Commerce Street, south of Siemens Gamesa.

The building is approximately 57,000 square feet and finished initially as a basic warehouse, with potential for expansion to 100,000 square feet if needed and rail spur access.&nbsp;

Spec building has two suitors

HUTCHINSON, Kan. — The Hutchinson City Council will hold another budget session on Tuesday following their regular council meeting.

According to City Budget Director Angela Richard, last year, the mill levy decreased from 44.492 to 41.556 (2.94 decrease). 

This year, the revenue neutral rate for the city, thanks to increased valuation, would be 39.104. 

Richard said that in previous discussions, she has been told that the council would like to be somewhere between 39.104 and 41.556, but are undecided exactly what that should be. 

Richard said that for now, it is tentatively set at 40.326 which is the middle point.

The city needs to make its decisions in the next few weeks to be on time to publish a budget and hold all the necessary hearings in August.

Budget discussions for city continue Tuesday

HUTCHINSON, Kan. — Jackson Swearer with StartUp Hutch is excited to head southwest of Hutchinson for the next Coffee in the County on Friday.

"That's going to be out at Pleasantview Home Improvement, 6401 West Morgan Ave., is the address out there for people who are looking to put it in their phone and make it out to join us," Swearer said. "We're really looking forward to that. These Coffees in the County are a collaboration that we're doing with our local chamber, really trying to get out into some of the smaller communities around the county and talk to folks out there about what both of our organizations can do and how to get involved."

Pleasantview is an area that continues to grow.

"There in Pleasantview, there's a brand new coffee shop that's just popped up," Swearer said. "There's always a lot of activity in really all of our smaller communities around the county. That's one of the secrets of entrepreneurship is, it's happening everywhere."

The event is from 8 a.m. to 9 a.m. on June 23 and no advance registration is required.

NEWTON, Kan. — Construction continues on the new Newton Public Library. The east half of the building steel erection is complete. The contractor will be working the remainder of the month on the west half.

The new library will be 25,000 square feet and on the east end of Military Park, with a new parking lot on the northwest side of the new building. &nbsp;

After construction of the new building is finished, the library contents will be moved into the new building and the old building will be demolished. &nbsp;

A large green space will be created west of the building in the park. &nbsp;

The 1880 train engine will remain in its current location.&nbsp;

Additionally, the new library will have a drive-up book drop-off, glass-walled study rooms, large meeting rooms, young adult space with gaming area, separate space for children’s book collections and programs, technology areas, family restrooms, outdoor seating space and more.&nbsp;

The Newton Public Library Improvement Project cost estimate, including design and construction, is $10.7 million.&nbsp;

Newton Public Library construction continues

HUTCHINSON, Kan. — Kansas ranks seventh in economic well-being but is in the middle of the pack in education, health, and family and community context outcomes, according to the&nbsp;2023 KIDS COUNT® Data Book, a 50-state report of recent household data developed by the Annie E. Casey Foundation.

"What really stands out from this year's report is the need for high quality, affordable childcare that is accessible to all Kansas families," said John Wilson with Kansas Action for Children. "Also, the need for childcare professionals to receive a living wage in order to continue to provide that care."

Kansas’ average cost of center-based child care for a toddler was $8,074, or 8% of the median income of a married couple and nearly 26% of a single mother’s income in the state.

"Without access to high quality early learning opportunities, parents and caregivers can't get to work," Wilson said. "That obviously impacts their economic well-being, that impacts their ability to afford health insurance, afford housing, those sorts of things."

While the cost of care burdens families, child care workers are paid worse than 98% of professions. Median national pay for child care workers was $28,520 per year or $13.71 an hour in 2022, less than the wage for retail ($14.26) and customer service ($18.16) workers. But in Kansas, the average wage for fulltime child care workers is even lower at $11.27 an hour, or just $22,540 a year.

"In order to address fourth grade reading scores or eighth grade math scores, you don't do that in fourth grade and eighth grade," Wilson said. "You do that early in a child's life, by providing those high-quality affordable early learning opportunities that set them up for success when they enter kindergarten."

In the survey, Kansas ranked 17th overall — seventh in economic well-being, 22nd in health, 24th in family and community and 26th in education.

Survey highlights childcare need in Kansas

HUTCHINSON, Kan. —&nbsp; Stage 9 in Hutchinson is holding auditions Monday for its next production. Auditions for The Quality of Life continue Monday, June 19, from 6:30 p.m. to 8 p.m. at Stage 9 at 9 S. Main.&nbsp;

The Quality of Life, a dramatic comedy, is a life affirming play that examines life and death from many viewpoints: ethical, religious, moral and personal. Filled with compassion, honesty and humor, the play introduces us to two couples with differing viewpoints.

As one couple grieves the loss of a loved one, the other couple faces a terminal cancer diagnosis.

The couples - one firmly on the left, the other conservative Midwesterners – discuss the topics of mortality and morality and find common ground amongst their differences.

Written by Jane Anderson specifically for the Geffen Playhouse, it opened in October 2007.

Show dates are August 10, 11 and 12 at&nbsp; 7:30 p.m. &amp; August 13 at 2 p.m.

Stage 9 is looking for 4 adults: 2 women and 2 men.

HUTCHINSON, Kan. — The Kansas Law Enforcement Training Center in Reno County near Yoder has a clear mission, but it is using updated methods to accomplish that.&nbsp;

"The purpose and function of such training center shall be the promotion and development of improved law enforcement personnel and procedures throughout the state, and the training center shall offer to qualified applicants, as defined in K.S.A.&nbsp;<a href="https://www.ksrevisor.org/statutes/chapters/ch74/074_056_0005.html" target="_blank">74-5605</a>, and amendments thereto, such programs and courses of instruction designed to fulfill this end. No person shall enroll in a basic course of instruction at the Kansas law enforcement training center unless the person holds a provisional law enforcement certificate."

As is true at every level of education now from kindergarten through college, technology has changed the way policing works, even for students that are just learning.

"Technology in the classroom, each student has a laptop," said Alvin Sowers, Associate Director at KLETC. He thinks of himself as kind of the day to day administrator for the school."This generation learns from laptops, because that's what they did. You have to use a computer to be a cop these days. That's just part of it. We've gotten a lot of feedback from our customers, our agencies, that tell us that the technology work that we're doing is paying big dividends for the agency, as they know how to use the computer, so they don't have to work so hard at the IT stuff, because they've got some of it here."

Senior instructors at the school are able to keep up with each class so that they can have multiple different classes going on at the same time.

"Each class has a coordinator assigned to them," Sowers said. "They take care of their day to day operations, or their day to day needs and those class coordinators are selected as mentors. Those mentors also model the behavior that we expect out of our officers, so it's a two-way street there. We're teaching them and modeling for them and then we expect them to go out and do the same thing in the communities in Kansas."

The day Hutch Post was there, there were several field training tests going on with different classes, as there are usually five classes in session at a time, starting every three weeks, with the goal of getting 17 classes through in a year.

One trainee was doing a building search including cuffing a person and then that person, also a trainer, explained to the officer after finishing the scenario, what they were unclear about in their instructions and a separate instructor explained how the handcuffs should be applied to cause the least pain to someone who needs to be cuffed.

"You're allowed now to progress and learn, maybe, one way to handcuff and next week you'll learn a second way and a third week you'll learn another way," Sowers said. "We just keep progressing to where, at the end, they can use any of those skills based on the situation presented."

At the same time, brand new students who were just entering the academy that week were learning the basic rules for firearms safety on campus (they are not allowed to carry their service weapons generally, only when at the practice range).

In another class, a former member of the Sedgwick County District Attorney's office was going over information for a class on the things they need to think about when preparing to testify in court, including any conflicts arising from&nbsp;incidents of untruthfulness, criminal convictions, candor issues, or some other type of issue placing their credibility into question, so called Brady or Giglio material.

Another class was on the school's driving course, learning how to properly conduct both a DUI traffic stop and, separately, how to respond to an accident where a victim needs a tourniquet to stop bleeding before EMS can get there. Stop The Bleed training is standard for all officers now at KLETC.

"That training is incorporated very early on and then used throughout," Sowers said. "They will have a range exercise, too, where they'll put&nbsp;tourniquets on. In the middle of class, an instructor might say, you've got 10 seconds. Get a&nbsp;tourniquet on your right arm for a bleed, so you get that startle effect of, oh, what's going on?"

They also teach the officers how to deal with the physiological response of having the lights and siren on when it is needed for a call.

All of this is in addition to work on the shooting range and in the classroom and in mock force scenarios both electronic and in person.&nbsp;

For KLETC Executive Director Darin Beck, it is important to get the message across to new recruits that policework, though it is a heavy responsibility, it is a noble profession.

"On the national media, or on social media, you're seeing police, frequently, at their worst," Beck said. "You're seeing them do things that are frankly, shocking to everybody. When that is the narrative, then, when you're trying to explain to students and to the community and to everybody who will listen, that law enforcement really is about keeping people safe. Fundamentally, protecting people's rights. That's a hard sell."

Law enforcement has the capability to do heroic things, but because of the power they wield, they also have the capability to do horrific harm. That's why teaching the importance of integrity from the beginning of an officer's career is absolutely paramount. New officers generally come from a few paths.

"We have two different groups," Beck said. "One is that group of young people who are looking for a career field, one is that group of people who has been in another career field, whether that's military or whether that's any other profession. They want something different. They want something more meaningful in their lives, and so they switch to law enforcement."

One of the big recent accomplishments is that the academy has gone from a wait of about six months from the hiring of an officer to their time at KLETC down to three weeks, so if agencies need to hire new, regardless of their size, they aren't waiting too long to get officers ready to serve.

KLETC is moving beyond just the basic training piece, though, as it prepares to help officers at every stage of a career.

"We lay the foundation in basic training," Beck said. "One of the areas where we are changing is, we are trying to create a scaffolding for the rest of their career, so that they continue to go through training with us, because the profession is constantly changing. I gave an example when I spoke the other day of AI. I have no idea how criminals are going to use AI. I know that they are going to use AI, but I don't know yet what we need to be training officers to use AI for, so I say, stay tuned and make sure you're continuing to come back to continuing education classes, because we're going to be offering classes at some point in criminal uses of artificial intelligence."

Whenever people can communicate, crime can occur and being ready for what's next is the job of the Kansas Law Enforcement Training Center. That is why the Kansas Board of Regents approved a $250 million expansion of the campus in 2021.

New training facilities eventually hope to include an indoor firing range, a defensive tactics building, a tactical village, a scenarios building, an administrative-welcome center-professional development complex, a multipurpose event facility, and expanded support facilities.

KLETC: Mission to train officers continues, methods are updated

HUTCHINSON, Kan. — The Hutchinson City Council will receive the new regulations for chickens in the city as part of the larger update to the city's zoning regulations at their meeting on Tuesday.

Below is the new text of&nbsp;Section 27-919 as proposed to the council.

The Keeping of Chickens shall be permitted as an accessory use to any principal lawful use in the R-2, R-3, R-4, R-5, R-6 and MH districts provided that:

A. A maximum of 8 chickens may be kept in the side or rear yard only on any zoning lot listed above. For rear yards over 2,000 sq. ft. 1 additional chicken may be kept for each additional 250 sq.ft. up to a maximum of 20 chickens.

B. All chickens must be kept within a fenced part of a yard and provided with appropriate shelter. All chicken coops, hen houses and other structures used to house chickens must be kept neat in appearance and in sanitary condition.

C. All chicken coops, hen houses and other structures used to house chickens must be set back a minimum of 10 feet from side lots, 5 feet from rear lot line and 20 feet from any adjacent residential dwelling, church, school or business that is outside of the owner’s property lines and shall not project closer to the front or side street than the principal structure.

E. No public slaughtering or processing of chickens allowed.

F. Nothing in this section shall be construed to apply to zoos, animal exhibits, veterinarian services, pet stores or the State Fairgrounds.

G. Anyone keeping chickens improperly and found to allow chickens to run from their property and damage the property of their neighbors will be subject to action pursuant to Chapter 7 of the City Code.

The Hutchinson City Council meets Tuesday at 9 a.m. at City Hall.
