The Hutchinson City Council voted unanimously Tuesday night to place a three-quarters of a percent sales tax proposal before voters in a March 3 special election.

Currently, most of Hutchinson has an 8.25% sales tax on non-food items and a 1.75% sales tax on food. Passage of the sales tax would raise the non-food sales tax to 9%

Finance Director Angela Richard told council members that failure of the sales tax could result in significant reductions to city services. She cited a projected $3-million gap between city revenues and expenditures, noting that potential cuts could affect street maintenance, police and fire staffing, or other core municipal operations. Richard added that without the sales tax, the city may need to consider increasing property taxes by approximately 10 mills to offset the shortfall.

City officials said passage of the sales tax would allow Hutchinson to eliminate its stormwater utility fee. The special election itself is expected to cost the city about $43,000.

In other business Tuesday night, the council approved the purchase of more than 5,000 acre-feet of water rights from Sunoco for $10 million over a three-year period, increasing the city’s annual water supply to more than 17,000 acre-feet.

The council also approved a design contract for improvements at the Hutchinson Zoo, authorized increases in trash service fees under the city’s refuse contract, and approved nearly $3 million in industrial revenue bonds for Gunbros new facility.

Reno County Commissioners Weigh Pay Structure, Sales Tax Options Amid Broader Budget Pressures

Reno County officials are revisiting county commissioner compensation and exploring the possibility of a future countywide sales tax as part of broader discussions about governance, budgeting, and public service sustainability.

During a recent appearance on the BW Morning Show, Reno County Commissioner Randy Parks and County Administrator Randy Partington discussed how the issue of commissioner pay resurfaced and why it is now part of the county commission’s ongoing agenda.

According to Parks, the conversation began several years ago when former commissioners faced challenges balancing outside employment with the demands of county service. In some cases, commissioners exhausted vacation time or lost employer-provided benefits in order to fulfill their public duties.

“It’s hard for someone to serve in this office if they’re not independently employed or retired,” Parks said. “We’ve seen that for years, and it limits the pool of people who are able to serve.”

When Reno County voters approved expanding the commission from three members to five, commissioner salaries were divided among more people, effectively reducing individual pay. Currently, Reno County commissioners earn about $11,000 annually, placing them at the low end compared to similar Kansas counties.

Partington said a survey of counties with a county administrator form of government found most commissioners earn between $25,000 and $26,000 per year, excluding Sedgwick County, where commissioners serve full time and earn significantly more.

The commission will consider several options at an upcoming meeting, including maintaining the current pay level, restoring compensation to what commissioners earned under the three-member board—approximately $17,000 to $18,000—or adjusting pay to reflect cost-of-living increases since that time. Another option under discussion would move compensation closer to the regional average, around $25,000 annually.

Parks emphasized that the discussion is not about making the role lucrative, but about ensuring the position is accessible.

“This is about not limiting who can serve,” he said. “It’s a civic duty, but it still requires a significant time commitment.”

County officials estimate commissioners spend an average of 20 to 25 hours per week on county business, including meetings, document review, and constituent engagement. From a human resources perspective, the current pay level has also raised concerns with state reporting requirements related to compensation classifications.

In addition to commissioner pay, the conversation touched on longer-term county funding challenges, including the potential for a future countywide sales tax. Reno County currently has a one-cent sales tax that generates about $6 million annually for the general fund and helps offset property taxes.

Partington said the commission is conducting a public survey to gauge voter interest in an additional sales tax that could support infrastructure, public safety, economic development, quality-of-life projects, or property tax relief.

“With rising costs and state mandates, there are limited places to cut without reducing staff,” Partington said. “A sales tax is paid by everyone who purchases goods in Reno County, not just property owners.”

Officials noted that while visitors to events like the Kansas State Fair contribute to local sales tax when shopping or dining elsewhere in the county, purchases made on the fairgrounds itself generate only state sales tax revenue.

No final decisions have been made on commissioner pay or a potential sales tax proposal. County leaders say both topics will continue to be discussed publicly as part of the county’s budget and governance process.

Reno County Commission weighs pay structure, sales tax options

A UPS driver was killed Tuesday afternoon after a collision with a train on Woodberry Road south of U.S. 50 in Reno County.

According to the Reno County Sheriff’s Office, dispatchers received the call shortly after 3 p.m. reporting a serious accident at the railroad crossing. Deputies arrived to find a UPS delivery truck that had been struck by a train and pushed on the driver’s side.

Authorities said there are no railroad crossing lights at the scene. The driver of the UPS truck was pronounced dead at the scene. The victim’s name has not been released pending notification of next of kin.

No injuries were reported on the train. Officials have not released details regarding the train’s speed or direction of travel.

Woodberry Road was closed for several hours Tuesday afternoon as investigators worked the scene. The Reno County Sheriff’s Office says the crash remains under investigation, and additional information will be released as it becomes available.

Three-day Outlook

Less than two months after pleading guilty in the deaths of 32-year-old Kalsey Payton and a 4-year-old girl, 37-year-old Wendell Payton was sentenced Monday afternoon to consecutive life terms in Reno County District Court.

27th Judicial District Judge Daniel Gilligan ordered two 50-year sentences for first-degree murder to run consecutively, resulting in a controlling sentence of 100 years without the possibility of parole. Payton will not be eligible for parole consideration until after serving 50 years. Additional sentences related to aggravated arson, child endangerment, and interference with law enforcement were ordered to run concurrently with the homicide sentences.

Payton pleaded guilty on Oct. 17 to two counts of intentional, premeditated first-degree murder, aggravated arson, aggravated endangering of a child, two counts of interference with law enforcement officers, and domestic battery against Kalsey Payton. As part of the plea agreement, Payton waived his right to appeal the sentence.

The charges stem from a Feb. 1 fire at a residence in the 1000 block of East Third Avenue in Hutchinson. Kalsey Payton and the 4-year-old girl were found inside the home after firefighters responded to the reported blaze.

Eight people were displaced early Tuesday morning after a structure fire damaged a multi-family residence in Hutchinson.

According to the Hutchinson Fire Department, crews were dispatched at 3:14 a.m. to the 700 block of East 3rd Avenue for a reported structure fire. First-arriving units found fire and smoke showing from the exterior of a 2½-story, balloon-frame apartment building.

Firefighters initiated a rapid interior attack while simultaneously evacuating all occupants from the building. The fire was brought under control quickly, and a primary search confirmed that all residents had safely exited the structure.

The fire caused moderate damage to two apartments, with smoke damage extending to additional units. The building is currently without gas and electricity, rendering it uninhabitable.

The American Red Cross responded to the scene and is assisting the eight displaced residents. Five dogs from the residence were also placed in the care of the Red Cross.

Fire officials determined the cause of the fire to be accidental and electrical in nature. Investigators noted that nails and screws had penetrated exterior aluminum siding and damaged electrical lines inside the home.

The incident remains under review by the Hutchinson Fire Department.

Hutchinson City Council to Consider Sales Tax Election, Major Development Projects, Rate Changes, and Strategic Plan

The Hutchinson City Council is scheduled to consider a wide-ranging agenda that includes a proposed citywide sales tax election, economic development incentives, utility rate adjustments, long-term planning initiatives, and major capital projects when it meets in the coming weeks.

One of the most significant items before the council is a proposed ordinance that would place a three-fourths percent (.75%) general retailers sales tax before voters. If approved by the council, the question would appear on the March 3, 2026 ballot. The proposed tax would be in effect from October 1, 2026, through September 30, 2036, pending voter approval.

City officials say existing revenues are not sufficient to meet current needs, which include unfunded federal stormwater mandates from the Federal Emergency Management Agency, street maintenance and repairs, park improvements, capital improvement projects, and ongoing city operations. Approval by voters would authorize the city to levy the additional tax to help address those funding gaps.

The council will also consider authorizing the issuance of approximately $2.9 million in taxable Industrial Revenue Bonds (IRBs) for the Gunbros project, led by Selwyn Investments, LLC. The bonds would support acquisition, construction, and equipping of a commercial business. Under the proposal, the city would hold title to the property during the bond term and transfer ownership back to the developer once the bonds are paid in full. City officials emphasized that no city funds or taxes would be used to repay the bonds, and all associated costs would be borne by the developer. The proposal includes a request for a 10-year property tax abatement and aligns with the city’s strategic goal of strengthening tourism as an economic driver.

Another item involves a 2 percent rate increase for refuse services under the city’s existing contract with Stutzman Refuse Services. The proposed increase, effective January 1, 2026, would adjust residential monthly trash service from $11.00 to $11.22, with similar increases for commercial and walk-in services. City staff say council approval is required under the contract terms, and the changes support the city’s livability goals.

Council members are also expected to approve a resolution calling a public hearing on January 20, 2026, to consider adoption of the Hutchinson STAR Bond Project Plan. The Kansas Department of Commerce approved the plan earlier this month, designating the area as an eligible museum and rural redevelopment project and authorizing up to $13.2 million in STAR bond financing. Adoption of the plan would allow the city to move forward with bond issuance, though the hearing itself does not obligate city funds.

Building and development issues are also on the agenda. The council will review an updated Building Permit Fee Schedule, the first comprehensive update since 2018. City staff say the proposed changes are designed to make Hutchinson more competitive with similar Kansas communities, lower residential permit costs to encourage new housing, and better align fees with actual service costs. The changes would take effect January 1, 2026, and are not expected to significantly impact overall city revenues.

In addition, the council will consider adopting the City of Hutchinson Strategic Plan for 2026–2028, developed with assistance from Wichita State University’s Public Policy and Management Center. The plan outlines five strategic objectives addressing operational efficiency, long-term funding models, economic development alignment, neighborhood investment, and housing supply. While the plan does not authorize new spending, it is intended to guide future budgets and departmental priorities.

Finally, council members will consider approving an $84,000 agreement with WDM Architects for design and construction administration services for Phase 1 of the Hutchinson Zoo Master Plan. Phase 1 includes upgrades to the zoo’s train system, new animal habitats—including a mixed-species tortoise and kangaroo habitat—and conservation-focused exhibits along the train loop. The project will be funded through the city’s 2026 Capital Improvement Projects budget.

Sterling High School Theatre has entered an exciting new chapter with the official chartering of Thespian Troupe #12627, bringing the school into the International Thespian Society and opening new opportunities for students in the performing arts.

The new troupe is led by Greg McGlynn, a Sterling High School alumnus who returned home after more than 30 years of teaching theatre across Kansas and Texas. McGlynn said his decision to come back was rooted in both family and a desire to give back.

“I am excited to come back home and share my 30-plus years of theatre experiences with my alma mater,” McGlynn said. “I thought I was ready to slow down and return to driving a tractor in the fields of Rice County. But when my own kids started high school and there was a transition in the theatre department, I realized I wanted them to experience the same kind of exciting, fun memories on stage that I’ve given countless other students.”

One of McGlynn’s first goals was to establish a Thespian troupe at Sterling—something the school had never done before, despite its long history in theatre. “My old theatre teacher, Betsy Dutton, was here for over 40 years, but she also coached debate and forensics and taught senior English,” he said. “I’m the part-time theatre teacher, so I thought, ‘I should do this.’ Starting a Thespian troupe would enrich the students’ experience—not just performing, but serving the community and sharing meaningful stories.”

That vision became reality on December 10, when 13 students were inducted during Sterling High School’s inaugural Thespian ceremony.

The International Thespian Society is an honor organization that recognizes student achievement in theatre arts through a point system based on performance, technical work, leadership, and service. Membership opens the door to events such as the Kansas Thespian Festival, held annually at Century II in Wichita.

This year’s festival will take place January 8–10, 2026, and eight of Sterling’s 13 Thespians plan to attend. The three-day event brings together more than 1,800 high school theatre students for performances, workshops, college auditions, and professional development.

“I am most pumped to go to the Kansas Thespian Festival,” said Trace DeShon, the troupe’s secretary. “From what I’ve heard, the energy and enthusiasm of that many theatre students is incredible. I can’t wait.”

Sophomore James McGlynn is also looking forward to the experience. “I’m excited to go as a real Thespian,” he said. “I’ve gone for years to support my dad as a director, helping build sets and watching workshops. Now I get to experience all of that as a student.”

While the opportunity is exciting, it also comes with financial challenges. Each student must pay a $150 registration fee, and the total cost for registration, hotel, and food for the eight attending students exceeds $3,000. To help offset expenses, the troupe has been actively fundraising through events such as a Haunted Theatre on Halloween and a Children’s Theatre Workshop for elementary students earlier this fall. Those efforts have covered much of the cost, but additional support is still needed.

Community members who wish to help support Sterling High School’s new Thespian troupe and its trip to the state festival may write a check to Sterling High School, noting “Thespians” on the memo line.

McGlynn brings extensive festival experience to the program, having had seven productions selected for performance at the Kansas Thespian Festival and two advance to the International Thespian Festival. He has already set a goal for the Sterling program. “I want to see a Sterling High School production perform at the Kansas Thespian Festival within the next few years,” he said.

Sterling High Theatre currently produces a three-show season in the Betsy Dutton Auditorium, along with student-led projects and community outreach. With the formation of Thespian Troupe #12627, the program is building a strong foundation for student leadership, artistic excellence, and service—ensuring that the curtain is just rising on a new era for theatre at Sterling High School.

“The goal of Sterling High Theatre is to create high-quality, professional-level theatre that’s accessible to the entire community,” McGlynn said. “Our mission is to share the enriching experience of live theatre—to expose, educate, entertain, and excite.”

Country music star Trace Adkins will open the 2026 Kansas State Fair with a special Grandstand concert on Friday, Sept. 11, marking both the opening day of the fair and the 25th anniversary of the September 11 attacks.

Kansas State Fair Executive Director Bryan Schulz announced the concert on Monday morning, noting the significance of the date and Adkins’ long-standing support for veterans and first responders.

“Opening day of the Kansas State Fair is September 11, and with this being the 25th anniversary of 9/11, we wanted an artist who truly represents patriotism and respect for our military and first responders,” Schulz said. “Trace Adkins was the perfect fit.”

The concert is part of Adkins’ 30th Anniversary Tour, celebrating three decades since the release of his debut album Dreamin’ Out Loud. His career includes more than 40 charted singles, 14 studio albums, and multiple No. 1 hits, including “(This Ain’t) No Thinkin’ Thing” and “Every Light in the House.”

Adkins will take the stage at 7:30 p.m. at the Kansas Star Casino Grandstand, reflecting a new naming sponsorship for the Grandstand in 2026.

Ticket pricing ranges from reserved Grandstand seating at $45 to $55, Party Pit tickets at $85, VIP Deck standing tickets at $110—which include two drinks and appetizers—and reserved VIP tables priced at $835 for six people, which include food, drinks, and early Grandstand entry.

 Division Chief of Operations Jeremy Unruh said that at approximately 3:30 a.m., crews responded to a report of a possible structure fire near 56th Street and Old K-61. Upon arrival, firefighters encountered heavy fire coming from a structure that appeared to have been burning for an extended period of time.

Fire crews initiated a defensive fire attack and established rural water operations to support suppression efforts. The fire was considered under control around 4:15 a.m., though crews remained on scene for several hours addressing hot spots.

56th Street is expected to remain closed until approximately noon today as crews continue working throughout the morning hours.

Fire investigators are scheduled to begin investigating the cause of the fire at daybreak. No firefighter injuries were reported.

 The Reno County Sheriff’s Office is warning residents about a new scam targeting families of inmates who have recently been taken into custody.

According to the Sheriff’s Office, scammers are calling family members shortly after an individual is booked into the Reno County Jail. The caller falsely claims to be an employee of the Sheriff’s Office or jail staff and tells the family that bond payment is required immediately.

Officials say the scammers are asking victims to send money using Apple Pay, gift cards, Bitcoin, or other forms of cryptocurrency.

The Reno County Sheriff’s Office emphasized that deputies and jail staff will never call individuals to request bond payments or any other fees over the phone, and they will never ask for payment via gift cards, mobile payment apps, or cryptocurrency.

Anyone who receives a suspicious call related to an inmate is urged not to send money and to report the incident to the Reno County Sheriff’s Office. Residents are also encouraged to warn family members and friends about the scam to help prevent further victimization.

Just after 12:30p.m. Thursday, Bradstreet, met the requirement of a $12,500 bond and was released, according to online jail records.

On Thursday afternoon, police also arrested 26-year-old Brady Burr, an employee of the McPherson Fire Department, on requested charges of aggravated endangering a child; reckless situation to a child under the age of 18 and for abuse of a child; knowingly torture/cruelly beat; strike; kick a child between the age of 6 and 18, according to online jail records. Burr was&nbsp;released 90 minutes after his arrest after he met the requirement of a $12,500 bond, according to online jail records.

Police released no additional details. The McPherson County Attorney will determine formal charges against them.

There have been clear signs we have transitioned into another season on the farm. The temperatures have dropped, the geese are flying and the kids are counting down the days until their winter break begins.

Fall harvest kept us busy for an extra month this year. We were extra thankful to wrap up that work during a season that presented many challenges.

There are still some farms in the area that didn’t finish before the last round of rain and still have some sorghum left to harvest. But more often than not, the grain is out of the fields and the cattle have begun to arrive to graze those stalks for the next few months.

On our farm, work in the office and shop have commenced. Visits from seed dealers have begun. And the winter meetings covering policy and education within agriculture are kicking off.

It also means that many of our nights or Saturdays are spent driving to and sitting in the rural school gyms scattered throughout our area to watch basketball games.

Following a season of AM radio in the tractor cab, meals eaten in the field and solo trips back and forth to the nearest elevator to deliver grain, the winter season of both meetings and games on the hardwood are a welcome change for both the introverts and extroverts in our family.

In both instances we are reconnecting with others in our communities.

There’s harvest debriefs, pest management discussions, market talks, seed evaluations and machinery comparisons all taking place over either donuts and coffee, barbecue lunches or concession stand meal deals.

All the while, there’s also talk of new offensive plays, discussion of early morning practices, reviews of bleacher seats and chats reminiscing the glory days of standing room-only games between rival towns.

Yes, this season provides a much-needed opportunity to reconnect with others.

There’s a lot to talk about. There’s a lot to learn about. There’s a lot of recommendations or decisions to make during this season.

Whether it’s in a meeting room full of cushioned chairs, discussion and gavel taps or a historic small-town gym full of banners and sneaker squeaks and cheering fans, I’m thankful for the opportunity to reconnect with others during this season.

Insight: Winter connections

Today, Dave talks to a lady who’s down in the dumps because she followed his plan perfectly all year, only to blow her December budget with holiday shopping.&nbsp;&nbsp;

Dear Dave, I started following your plan at the first of the year. It was one of my New Year’s resolutions. I even budgeted for Christmas each month. I’ve already gotten my holiday shopping done early, but in the process, I went a little crazy and overspent.

Realistically, I know things will be okay. I stayed on track all year until now, but I’m still feeling ashamed about blowing my budget this month after doing so well the rest of the year. Do you have any suggestions for dealing with the guilt and getting motivated again?  

Dear Madelyn, You decided to take control of your finances nearly a year ago. And up until just recently it sounds like you were doing a great job. Lots of folks make mistakes in the first year. It’s only natural when you’re trying on a completely new behavior, whether it’s with money or something else.

You’ve already made the decision to change your life, and a few spending mistakes this month doesn’t change that. It also doesn’t wipe out nearly a year’s worth of discipline and hard work. So, I’m proud of you! And for what it’s worth, I give you permission to stop beating yourself up, and start moving forward again.

Most people don’t take time to identify where they want to go in life, or how to get there. They just shuffle along. They blame situations, circumstances, and even other people, for where they are. Some even think it’s someone else’s job to take care of them. That’s called being a child. Children do what’s fun in the moment, and they don’t plan ahead. Adults devise a plan. They stick to it. And, they don’t let one little mistake ruin a whole year’s worth of work. 

After I went broke years ago, I made plenty of mistakes in the process of learning a new, and better, way of handling money. Do yourself a favor, okay? Think back to all those months when you were doing so well. You’ve already proven you can make this thing work. So please, don’t let one bad month overshadow a year’s worth of great work. Kicking a bad habit is hard. It’s tough. And no one—I repeat, no one—does it perfectly.

I want you to focus on the future, Madelyn. Clean up this one, little mess. Then put it behind you, and promise yourself you’ll pay more attention going forward to your spending when the holidays and special occasions come around.

Dave Says: Learning to forgive yourself

The Trinity Catholic High School yearbook staff has earned the highest honor awarded by the Kansas Scholastic Press Association, receiving the prestigious “All Kansas” designation for its 2025 REVEAL yearbook.

The “All Kansas” award represents the top level of recognition from KSPA and is reserved for publications that demonstrate exceptional quality across multiple areas of student journalism. According to KSPA, an “All Kansas” yearbook “treats the reader well and rewards them for purchasing the book as a keepsake of the year,” while demonstrating a strong understanding of yearbook purpose through well-written copy, attractive design, and storytelling photography.

The REVEAL yearbook was recognized in four of the five critique categories, earning All Kansas marks in Coverage, Reporting, Photography, and Design. KSPA judges praised the book for going “above and beyond the typical,” noting that the staff set the tone of the school year for readers through a unique and appealing approach in all judged areas.

Leading the 2025 yearbook were Editors-in-Chief Ava Madden and Alexis Springer, both 2025 graduates of Trinity Catholic. The yearbook staff included Aissa Lorden, Sebastian Vigil-Benitez, Ambrose Pennycuff, Sam Pennycuff, Brecken Dowsey, Cienna Maskil, Eilley Cost, Frances Goering, Kara Nelson, Melanie Maya, Sam Madden, Mia Vega, and Sally Harroald.

The staff was advised by Clair Pennycuff, who guided students through the yearlong production process.

The All Kansas distinction is the highest award presented by the Kansas Scholastic Press Association and places Trinity Catholic’s yearbook among the best student publications in the state.

For individuals recovering from alcohol or drug addiction, stable housing and daily accountability can be the difference between relapse and long-term recovery. That is the mission of Oxford House, a national network of self-governed recovery homes with a significant presence in Hutchinson.

Michael Jacobsen and Tyler McClanahan, residents and leaders within the local Oxford House chapter, recently spoke about how the program provides a supportive, drug- and alcohol-free living environment for people committed to recovery.

“The primary purpose of Oxford House is the provision of housing and rehabilitative support for the alcoholic or drug addict who wants to stop drinking and using — and stay stopped,” Jacobsen said.

Oxford House is not a treatment center or short-term program. Instead, it offers peer-run housing where residents support one another while rebuilding their lives. McClanahan said the group setting is critical, especially for individuals who may lack basic life skills or a healthy home environment.

“We get people who don’t know how to apply for a job, don’t know how to do laundry, and are struggling with temptation,” McClanahan said. “In our house, they have multiple people they can turn to for advice and accountability.”

Unlike many sober-living facilities, Oxford Houses are entirely self-governed. Each home operates democratically, with residents voting on decisions ranging from household purchases to financial matters. There is no house manager or outside authority.

“People don’t get resentful over authority, because the rules are rules they set for themselves,” McClanahan said.

In Hutchinson, there are 13 Oxford Houses — 10 for men and three for women — a number that may surprise many residents. House size varies, but most homes operate best with six to eight members to ensure accountability and effective self-management.

The homes do not rely on state funding or insurance.“This teaches financial responsibility, budgeting, and independence,” Jacobsen said.Donations and grants are used primarily to help newcomers with moving costs. Prospective residents contact a house directly and participate in an in-person interview with current members, followed by a house vote.Oxford House places no limit on how long a resident may stay.
