MCPHERSON COUNTY — After <a href="https://hutchpost.com/posts/0ff60968-0908-4156-bff8-4fdf63c32d0a">highly pathogenic avian influenza was found in birds in McPherson and Rice County earlier this month</a>, the Kansas Department of Agriculture is seeking to contact anyone with flocks within a six to ten mile range of the infection.

&nbsp;McPherson County officials asked last week for bird owners to please call if your home/farm sits in this area: from Comanche Road (to the south) to Pawnee Road (to the north) between I-135 (to the east) and 31st Road (to the west). 

The area does include the towns of McPherson, Conway, Windom and Groveland. It does NOT include Little River, Lindsborg, or Inman.

Bird owners need to call KDA if in certain areas of McPherson County

NEWTON, Kan. —&nbsp; According to a Tuesday social media post, in an effort to get rid of lead pipes nationwide, the EPA is requiring all cities to identify the materials used in their water systems. 

So far, City of Newton staff have documented the pipes in about 2,800 locations around the city. If the city doesn't hear from you, staff may visit your home to help you complete the survey.

HUTCHINSON, Kan. — The Hutchinson City Council on Tuesday voted to approve an ordinance including and incorporating certain land within the limits and boundaries of the City of Hutchinson, Kansas, which is an island annexation for the purposes of a new industrial park.

"It's identified as the K-96 Kimball Industrial Park, which is adjacent to K-96 across the highway from Crupper's Corner," said City Attorney Paul Brown. "We've talked before about the process of this annexation. It is according to KSA 12-520c. The owners have consented, in writing, to the annexation of the land. The city then asked the county to make a finding that it would not inhibit development in the area and the county has done so. Now, it comes back to this body for the actual annexation."

The purpose is to be able to offer this property as a potential place for industry along K-96.

"All we're saying with this annexation is, any development on that dirt would have to follow the same rules as it would within the city limits of Hutchinson," said Mayor Jon Richardson. "Who, or what entity would actually say, this is what I want, we don't have that answer."

Now, the Chamber can tell a potential business that land is available for development. How quickly, if at all, that is snapped up remains to be seen.

Annexation of future industrial park passes City Council

NEWTON, Kan. — The City of Newton updated on Tuesday that the charge in last week's shooting case has been updated to first-degree murder after the victim, Peggy Sue Altum, 74, passed away over the weekend. The suspect, Edward Altum, 70, remains in Harvey County Jail.

NEWTON, Kan.&nbsp;— A 74-year-old Newton woman was shot overnight, and her husband was arrested on an attempted murder charge.

At about 1:45 a.m. Friday, Newton Police responded to a report of a shooting in the 2000 block of Terrace Drive. A man at the house reported his wife had been shot and refused to answer any further questions.

The victim was taken by ambulance to Wesley Medical Center in Wichita with life-threatening injuries.

The man, Edward Altum, 70, was arrested and booked into Harvey County Jail. A gun was recovered by police at the scene.

Updated Holiday Shopping and Festivals List (as of Dec. 22)

HUTCHINSON, Kan. — Once a permanent city manager is named for Hutchinson, interim city manager Mary Grace Clements plans to make sure that person hears from the community.

"It is my goal in 2024, when we have the new city manager on board, to go out and do some town halls with the community," Clements said. "Talk about the issues we've been hearing that's come in to planning, about noise ordinances, about what it takes to put up a shed at my house. What do I do if I have to paint and want to build a fence? I think we've been challenged about the other one we have, campers and businesses from home. How do we, as a city, want to operate? I want to get out and do town halls. We'll introduce our new city manager and we'll talk through these things and hear from the citizens."

The point is to have some place people can go to have their questions answered.

"I want to start a campaign in 2024 on know before you...and then fill in the blank," Clements said. "Know before you put up a shed, this is the process, this is the steps you have to take, working with the city and having strong leaders in planning and having a communication system and being transparent is going to help us, kind of relieve the pressure of working with the residents and moving things through the city process."

The one thing the city does not want to do is create new problems while trying to solve the old ones.

"I really feel it's important that we get out in front of the community to talk about, how do you feel if there was to be a noise ordinance, how would that affect you?" Clements said. "The last thing we want to do is start to set up rules and processes that are going to be set up for the few and not the mass. We want to hear from people. We encourage you, when we have these, to show up."

The dates will be dependent on the new city manager's schedule.

Clements wants 2024 town halls

HUTCHINSON, Kan. — John Wilson with Kansas Action for Children would like to see part of the state's budget surplus go to the families in the state with kids, through a state child tax credit.

"We have a plan for Kansas that is modeled off of what New Mexico has done with their state child tax credit," Wilson said. "There are several important components to it. The first thing is that it would be available to all children under the age of 18. The amount of the tax credit varies, depending on your household income. The more you make, the less the credit is, the less you make, the more the credit is. It is a refundable tax credit, meaning, if you don't actually have a tax liability, because you're very low income, then you can still receive the credit."

There are low income families that pay taxes other than income tax.

"Many lower income families still pay taxes, through the form of property taxes, sales taxes, those sorts of things, they just don't have high enough incomes. A tax credit like this could go a long way in helping put cash in families pockets and allow them to spend it on necessities like rent or groceries or car repairs."

The federal child tax credit increase that happened during COVID was a net positive for kids. This credit would be smaller, but could still help.

"If you make nothing to $20,000, it would be $600 per child in the household," Wilson said. "There's a cap on the number of children that are eligible. If you make more than $350,000, it's roughly $25 per child in the household. If you use a framework like that, that would return about $156 million to Kansas families with children every year."

Fourteen states have child tax credits. It is refundable in 11 of those states, according to the National Conference of State Legislatures.

KAC seeking state child tax credit

HUTCHINSON, Kan. — Kansas Attorney General Kris Kobach is demanding that President Biden's Bureau of Alcohol, Tobacco, and Firearms drop a proposed rule that he says violates the Second Amendment.

"This letter is a comment to a proposed regulation," Kobach said. "We were joined by 25 other state attorneys general from across the country. This is not just me speaking. This is a concern voiced by a majority of states in our nation. What this rule would do is basically redefine who is a firearms dealer. The old definition, which is the one you and I would think is a reasonable one is if you repetitively sell firearms for a livelihood. This new definition that they are proposing would basically indicate that if you just sell one firearm, there's no minimum, sell one firearm for a profit, there's no clear definition of what a profit is, you might be a dealer and it would be illegal for you to sell that firearm unless you have a federal firearms license."

Kobach notes that this would chill a lot of gun sales in this country.

"Americans have been selling firearms between friends and family for as long as there have been firearms, for as long as this has been a country," Kobach said. "This is an effort by the ATF to quietly broaden the definition, so that it's almost impossible for us to do that."

If it becomes necessary to fight the regulation in court, Kobach is prepared for that.

"Hey, this violates the 2nd Amendment, don't do this," Kobach said. "If you do this, we don't say it directly in the letter, but the implication is, we may take the federal government to court."

In addition to the Arizona State Legislature and Attorney General Kobach, the attorneys general of the following states also signed the letter: Iowa, Montana, Alabama, Alaska, Arkansas, Georgia, Idaho, Kentucky, Louisiana, Missouri, Mississippi, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, West Virginia, and Wyoming.

Kobach: Proposed ATF rule is unconstitutional

For most of us, Christmas Day is a pause in our regular routine, whether it’s as brief as the day or stretched over the course of several to travel and visit. The incessant barrage of emails will fall in direct proportion to the number of out of office messages set.

It’s not that we have free time, but the nature of our work will certainly be different. Some of us (or maybe just me) will be hastily wrapping last-minute gifts to slide under the tree. Others will be worried if the turkey will be fully thawed by the time it’s supposed to go in the oven. And some of us will bite our tongue when a distant relative brings up politics at the dinner table before the mashed potatoes have even made it to the other end.

Thankfully we’ll face these scenarios and countless others without the pressure of our day jobs, which for a short time will loom in the distance. Office work is on pause while we travel or tend our duties as hosts. Even though we may surreptitiously check our email after the stockings are opened, everyone else is preoccupied and there are hopefully no calls or urgent messages demanding a response.

Hopefully everyone will also get to steal some quiet moments, too. Maybe in the early afternoon after all the presents are opened and the dishes from Santa’s snack are cleared. Amidst the exhales and leisurely naps, take a brief second to reflect on those who aren’t afforded the same luxury of a pause.

Think about the police officers and fire fighters who are away from their families to ensure ours are safe, just like the doctors and nurses who are tending to the ill and anyone who suffers an acute misfortune. As you gather with family for a feast, remember the farmers and ranchers whose day didn’t start with stockings swaying from the mantle, but rising before dawn to feed livestock, check on water supplies or perform the same tasks for a neighbor.

It's because of the people who perform these jobs and others like them the rest of us are able to enjoy the safety and security within our homes, the comfort of knowing if we’re sick we’ll receive care and the food on our tables.

Customs and traditions passed from one family generation to another depend on an array of Christmas caretakers. Whether it’s the grandmother who knits a stocking for every grandchild, a grandfather who oversees the table during dinner or the sleep-deprived parents helping Santa deliver his presents. Everyone has a role to play in the creation of Christmas.

So, as you celebrate this year, give thanks for those caretakers who aren’t a part of your family, but certainly allow you to gather with peace of mind. And may we all enjoy the cheer of a very merry Christmas.

HUTCHINSON, Kan. — The Hutchinson Fire Department responded Monday afternoon to Cargill Salt for a report of two workers stuck on a hydraulic man lift.&nbsp;

Firefighters found the lift about 70 feet above ground. It was having mechanical problems and could not lower the men to the ground. Hutch Fire used a 100-foot aerial ladder to maneuver into position and transfer the workers from the man lift to the aerial platform.

Using the aerial ladder, workers were safely returned to the ground and assessed for injuries within about 15 minutes.

Hutchinson Fire would like to thank Reno County EMS and Hutchinson/Reno County Emergency Communications for their assistance with the incident.

Hutch Fire makes lift rescue Monday

HUTCHINSON, Kan. — <a href="https://hutchpost.com/posts/12f26667-ab78-4bf4-9ac4-db786ca07c44">Eagle Radio's own Nick Gosnell was awarded by the Kansas Farm Bureau for a second-consecutive year</a>. This year, Gosnell placed second in the audio and video news category of the third annual agricultural reporting award competition this month.&nbsp;

HARVEY COUNTY— A train derailment in Newton Monday closed a road at the crossing briefly on Monday.

According to former Hutch Post newsman Rod Zook, three cars were on their sides with two more off the tracks and SW 14th in Newton was closed at the crossing with the BNSF rail line.

According to a statement from BNSF, the cars were carrying grain and it was a minor incident and there were no injuries.

Train derailment briefly closed road in Newton

HUTCHINSON, Kan. — The Noel Lodge, an emergency daytime and overnight shelter for those experiencing homelessness in Hutchinson, is set to receive a donation of 25 new beds and frames from a local business just in time for Christmas.

Last month, despite various preventative protocols, the shelter experienced a major bed bug infestation. After several attempts to remedy the situation, a hard decision was made to discard all mattresses, furniture and carpet.

“Bed bugs love to hide in wood,” said Shara Gonzales, Executive Director of New Beginnings—the non-profit organization that oversees operations at Noel Lodge. “So, we even had to remove base boards and any upholstered or wood furniture, which included most of the bed frames,” she noted.

Gonzales reported on the situation at Noel Lodge during a monthly meeting of non-profits hosted by United Way of Reno County, asking the group to help her think through the challenging situation. Leaning into the “community connector” role, UWRC staff were able to communicate the need to a local business owner and a solution was found quickly.

When Kevin Rule, the owner of the Sleep Shoppe &amp; Furniture Gallery in downtown Hutchinson heard about the situation at Noel, he jumped at the opportunity to help. “The answer is ‘YES’,” said Rule, as he recounted being asked about his interest in helping replace the bedding. “If I was in need, I would hope someone else’s answer to be ‘yes.’ If I can have&nbsp;an opportunity to be helpful to this community—why not,” Rule added.

Rule reached out to a local mattress supplier and was able to secure the number of mattresses, with protective&nbsp;coverings, to fully replace all those which the lodge had to discard. In addition to the mattresses, Rule has also secured&nbsp;bunkbed frames to fully replace those lost. In total, Rule is fully donating 25 beds and frames to the shelter, allowing the organization to continue to run at capacity.

“This is just a great example of leaning into relationships and the power of openly communicating needs,” said Valerie Taylor, the UWRC Community Impact Coordinator. “As a unique organization which works closely with businesses leaders&nbsp;and community organizations, we were able to make those connections and our community will benefit for the better,” said Taylor.

The new bedding will arrive to Noel Lodge just in time for Christmas. Staff from New Beginnings has been working to prepare the space with new flooring and have added additional safety procedures to combat any future infestations.

“This Christmas season, with this donation, those who stay with us at Noel will be reminded that they are not forgotten—that this community is wrapping its arms around them. We are all so grateful,” said Gonzales.

Leaning into the “community connector” role, UWRC staff were able to communicate the need to a local business owner and a solution was found quickly.When Kevin Rule, the owner of the Sleep Shoppe &amp; Furniture Gallery in downtown Hutchinson heard about the situation at Noel, he jumped at the opportunity to help. “The answer is ‘YES’,” said Rule, as he recounted being asked about his interest in helping replace the bedding. “If I was in need, I would hope someone else’s answer to be ‘yes.’ If I can have&nbsp;an opportunity to be helpful to this community—why not,” Rule added.Rule reached out to a local mattress supplier and was able to secure the number of mattresses, with protective&nbsp;coverings, to fully replace all those which the lodge had to discard. In addition to the mattresses, Rule has also secured&nbsp;bunkbed frames to fully replace those lost. In total, Rule is fully donating 25 beds and frames to the shelter, allowing the organization to continue to run at capacity.“This is just a great example of leaning into relationships and the power of openly communicating needs,” said Valerie Taylor, the UWRC Community Impact Coordinator. “As a unique organization which works closely with businesses leaders&nbsp;and community organizations, we were able to make those connections and our community will benefit for the better,” said Taylor.The new bedding will arrive to Noel Lodge just in time for Christmas. Noel Lodge to get new beds and frames from Sleep Shoppe

HUTCHINSON, Kan. — The City of Hutchinson’s Engineering Department has been in communication with APAC on the Woodie Seat Freeway Improvements Phase 1 project about a delay in the winter opening due to multiple factors outside of the contractor’s control.  The City has agreed to the delay.

"With this project, it's such a multilayered project," said Hutchinson Interim City Manager Mary Grace Clements. "There are so many different contractors that we work with. If we all do remember, a couple weeks ago we had that lovely white stuff fall from the sky. The snow and weather did delay that process, plus the schedule of the multitude of contractors that we work with. We anticipate it not being open right now as we had hoped."

"APAC has encountered delays on the Woodie Seat Freeway project that will postpone the winter opening date. We are focusing on completing the essential portions needed to get the roadway opened for safe travel this winter. Due to items of work that are weather sensitive, the roadway will need to be reclosed in the spring to complete the project. We understand Woodie Seat Freeway is a vital route and the inconvenience that comes with the closure; please be patient as we are striving to reopen as soon as possible."

It will be weather dependent on when the reopening is able to take place. 

The county's portion of the project, which is just the Arkansas River Bridge, is substantially complete.

Woodie Seat winter reopening delayed

HUTCHINSON, Kan. — A new respiratory illness for dogs is spreading across the country, but at least right now, it isn't in Hutchinson, according to Erica Miller, DVM with Apple Lane Animal Hospital.

"We've gotten phone calls," Miller said. "I'm sure the other veterinary clinics have, too, about people hearing about it, either news, reading about it, social media. There is some sort of respiratory disease that's been going around. Luckily, we haven't really seen any here in Hutch, at least at our clinic. I've heard there was maybe a little bit in Kansas City."

Since they don't know the cause yet, good preventative medicine is the best you can do right now.

"Make sure your pet is up to date on vaccinations," Miller said. "Especially around this time of the year, because everyone travels, if you're going to be boarding your pet or taking them with you somewhere where there's going to be a lot of other pets, really making sure that they are up to date on their vaccinations that they need for boarding is very important."

If you don't have to take your pet with you and can get a pet-sitter and keep them at home, that may be best, especially if they have pre-existing conditions.

"If you are finding someone to come in and watch your pets at home, do your due diligence," Miller said. "Make sure you get some references. Talk to some people that have used that person before for pet-sitting. There's plenty of people that do either in home pet-sitting or they go to their house."

The symptoms of the new respiratory illness can last from six to eight weeks.

Vet: New dog disease not here

HUTCHINSON, Kan. — The Salvation Army will distributing gifts of Christmas Monday, December 18 from 9 a.m. to 4:30 p.m.

Each year The Salvation Army gives the gift of toys, food and blankets to residents of Reno County. This year 1054 children will receive toys and more than 800 families will receive a Christmas food box and new blankets. Of course, The Salvation Army can not do this on their own and has been blessed by the generosity of so many individuals, businesses, organizations, and angels in our midst.

Dillons is a huge part of making it possible to provide food for the 1100 boxes that will be shared. They also help with food drives in front of their stores making it possible for special people in the community to take part in helping their neighbors. “Without the help of everyone in our community, it isn’t possible to help those in need this season. It literally takes everyone pitching in that’s able to give of their time and resources”, said Major Paul James.

When looking at all the toys needed, there are so many groups and businesses who take part and need our thanks. The Angel Tree at Walmart is one of the largest pieces to help get toys for every child from 0-12 years old. This allows parents the opportunity to share a wish list for businesses and people in the community to adopt a child or several children. There’s also the Reno County Toy Run that makes up a large portion of the toys we need along with Toys 4 Tots who collects toys for different groups. Major James said, “It’s so humbling and encouraging to see people’s generosity when it comes to making sure children receive a gift. Many times, it is parents who have relied on assistance in the past. There’s a lot of pride for a family to be able to give back by blessing someone else in need when they’ve been helped in the past.”

The Salvation Army still needs help to reach their operating budget goals this season. With 6 days to go, with Saturday being their last day, they still need $19,043 for their Red Kettle goal, and $220,000 for their overall goal which ends on January 31. Major James said, “There’s been a lot of confusion with our appeal letters that have gone out. Though the return address says Iowa, it is going to a territory wide processing location and the money gets deposited into our Reno County account.” You may mail your donation or drop it off at their local office at 700 N Walnut Hutchinson, KS 67501. Salvation Army distribution Monday

HUTCHINSON, Kan. — In November, 40% (seasonally adjusted) of all owners reported job openings they could not fill in the current period.

"The labor market remains a frustrating challenge for small business owners," said Dan Murray with NFIB Kansas. "For many small businesses, there aren't enough workers to maintain current operations, much less grow and expand. There is a slight decline in November, but we're still stuck in historical territory."

The percent of small business owners reporting labor quality as their top small business operating problem remains elevated at 24%.

"There certainly is some seasonal distraction by small business owners, particularly those in the retail and restaurant industry, where they're dealing with elevated interaction with consumers," Murray said. "That's part of it. We are just seeing a lack of qualified applicants applying for open positions elevated in the skilled areas over unskilled workers."

Twenty-six percent of owners reported few qualified applicants for their open positions and 24% reported none.

"Certainly, compensation is on the rise to attract new employees," Murray said. "People do, fortunately, have the ability to be more selective. Unfortunately, small business owners are having a hard time, continually, filling those positions."

Seasonally adjusted, a net 36% of owners reported raising compensation, unchanged from last month. A net 30% plan to raise compensation in the next three months, up six points from October.

NFIB Kansas: Job vacancies remain

HUTCHINSON, Kan. — Michelle McCartney with Cosmosphere wants parents to be looking ahead into 2024 to take advantage of one of their newer opportunities.

"I know, it's crazy to think about spring break already," McCartney said. "We're going to have a spring break camp coming up March 11 through 15. It's for grades four to six and they get to work with a former NASA astronaut. That's pretty exciting."

Retired astronaut Steven Swanson will be a part of the camp. According to NASA, Swanson was selected as an astronaut in May of 1998. He would go on to fly three space missions, including a long-duration mission on the International Space Station. Additionally, he served numerous technical roles within the Astronaut Office Space Station Operations and Robotics branches, as well as serving as a capsule communicator, or capcom.

Swanson flew as a mission specialist for STS-117 on Space Shuttle Atlantis in June 2007 and STS-119 on Space Shuttle Discovery in March 2009. Both missions delivered station truss segments, solar arrays, and other equipment to the station. Swanson conducted two spacewalks on each mission, totaling more than 26 hours of extravehicular activity experience.

Swanson’s final mission was a long duration stay on the station as part of the Expedition 39 and 40 crews in 2014. During his six-month tour of duty aboard the orbiting laboratory, Swanson performed various Earth remote sensing and biology, bone and muscle physiology studies and performed a spacewalk. He assumed command of the station in May 2014 and was commander through his landing on Sept. 10, marking an end to his 169 days in orbit. In total, following his three missions, Swanson accumulated more than 195 days in space.

HUTCHINSON, Kan. — Fresh out of high school in 1975, Myron Marcotte started as a dock worker at Carey Salt's East Plant.

He wasn't sure if he was cut out for the new job. His wife, Connie, convinced him to stay.

A year later, he began working in the Carey Salt - now Hutchinson Salt - mine and eventually worked up to Underground Mine Supervisor.

In 2013, Marcotte hopped across the railroad tracks to become Mine Specialist at the Kansas Underground Salt Museum (now Strataca), continuing his then 37-year stint working 650 feet below Kansas.

Now, he's ready to leave the mine, for the most part.

Recounting his first day underground for Strataca's "Miner's Life" exhibit, "it was extremely exciting, and I had goosebumps the whole day," Marcotte said.

He worked every job underground, from undercutting, blasting, train operating, and hoisting out salt.

Marcotte says there's nowhere in the 150 miles of mined out tunnels he has yet to see.

When the Reno County Historical Society, Hutchinson Salt Company, and Underground Vaults and Storage began building a museum, they called on Marcotte to help identify artifacts and stage abandoned machinery he once operated for the public to see.

One vehicle, lovingly named the "Myronmobile," was featured in a 2006 episode of "Dirty Jobs" and drove the show's host, Mike Rowe, to where the miners were working that day.

In Strataca's 15 years of operation, hundreds of thousands of guests from around the world have seen the displays he helped to make.

Always an admirer of Emerson Carey, Carey Salt's founder, Marcotte and RCHS's Lynn Ledeboer wrote a book about Carey's rags-to-riches story, published in 2019.

 </figure>STRATACAHUTCHINSON, Kan. — Fresh out of high school in 1975, Myron Marcotte started as a dock worker at Carey Salt's East Plant.He wasn't sure if he was cut out for the new job. His wife, Connie, convinced him to stay.A year later, he began working in the Carey Salt - now Hutchinson Salt - mine and eventually worked up to Underground Mine Supervisor.In 2013, Marcotte hopped across the railroad tracks to become Mine Specialist at the Kansas Underground Salt Museum (now Strataca), continuing his then 37-year stint working 650 feet below Kansas.Now, he's ready to leave the mine, for the most part.Recounting his first day underground for Strataca's "Miner's Life" exhibit, "it was extremely exciting, and I had goosebumps the whole day," Marcotte said.He worked every job underground, from undercutting, blasting, train operating, and hoisting out salt.Marcotte says there's nowhere in the 150 miles of mined out tunnels he has yet to see.When the Reno County Historical Society, Hutchinson Salt Company, and Underground Vaults and Storage began building a museum, they called on Marcotte to help identify artifacts and stage abandoned machinery he once operated for the public to see.One vehicle, lovingly named the "Myronmobile," was featured in a 2006 episode of "Dirty Jobs" and drove the show's host, Mike Rowe, to where the miners were working that day.In Strataca's 15 years of operation, hundreds of thousands of guests from around the world have seen the displays he helped to make.Always an admirer of Emerson Carey, Carey Salt's founder, Marcotte and RCHS's Lynn Ledeboer wrote a book about Carey's rags-to-riches story, published in 2019.Marcotte regularly recounts his lifetime of experiences with the mine during Scouting Overnights hosted underground.During his time as Mine Specialist, if a tour guide ever asked Marcotte a question he couldn't answer, he said it was his job to make something up.
