HUTCHINSON, Kan. — At the request of Reno County Commissioner Don Bogner, County Planner Mark Vonachen explained the process of how floodplain maps are determined for the county after one of Bogner's constituents asked.

"The floodplain is through FEMA (Federal Emergency Management Agency), Vonachen said. "FEMA contracts with the state, the state, in turn, contracts with various engineers throughout the region to analyze and develop the floodplain maps. As far as why they would change? Part of that would be development. When you develop in a floodplain, when you bring fill in, when you construct houses, then you're changing the floodplain dynamics out there. That's one reason why the maps can change over the time. The second reason they could really change is through better technology."

Vonachen explained that they have upgraded technology in recent decades from dot matrix maps all the way to the latest and greatest, which is Lidar technology.&nbsp;


According to <a href="https://oceanservice.noaa.gov/facts/lidar.html">the NOAA</a>, lidar, which stands for&nbsp;Light Detection and Ranging,&nbsp;is a&nbsp;<a href="https://oceanservice.noaa.gov/facts/remotesensing.html">remote sensing</a>&nbsp;method that uses light in the form of a pulsed laser to measure ranges (variable distances) to the Earth. These light pulses—combined with other data recorded by the airborne system — generate precise, three-dimensional information about the shape of the Earth and its surface characteristics.&nbsp;

A lidar instrument principally consists of a laser, a scanner, and a specialized&nbsp;<a href="https://oceanservice.noaa.gov/geodesy/gps/">GPS</a>&nbsp;receiver.&nbsp;&nbsp;

"The goal, always, of floodplain maps, is to provide the best and accurate maps, where people can understand what that floodplain is," Vonachen said. "Not just based off of a computer drawing, or somebody's recollection of the area. We base it off of now, lidar, the majority of the county right now is under review for a revision to the floodplain maps. You'll recall, in 2021, we adopted new floodplain maps, mainly because of the levee certification for the city of Hutchinson. We did the Cow Creek watershed area north of town. That map was recently adopted. There is a project underway to finish the county and base it off of lidar."

Vonachen doesn't know when that will be done, as FEMA, and therefore, the downstream agencies, are behind on that work. However, once it is done, the county is obligated to approve those maps, in order to retain eligibility in the National Flood Insurance Program.

"The map needs to be adopted by the governing body, in order for citizens to be able to purchase flood insurance," Vonachen said. "Without adoption of the map, then nobody can purchase flood insurance, and existing policies that are in place, once they are up for renewal, those would expire and not be able to be renewed."

It also could have an effect on disaster funding in the case of a flood, as well. Most of the county's floodplain maps, with the exception of the portion approved in 2021, date back to around 2010, so it's time to work on them again.

A man arrested in Hays on Aug. 25 on a charge of rape and kidnapping was released on bond with an ankle monitor.

According to court records, 20-year-old Tucker James Eisenhauer was arrested and booked into the Ellis County Jail on charges of alleged rape, kidnapping, aggravated burglary and criminal deprivation of property.

According to court records,&nbsp;Eisenhauer was a Manhattan Area Technical College student.

The incident on Aug. 25 allegedly involved Eisenhauer forcing the victim into his truck, locking the doors and driving away to prevent escape, according to court records. The victim has since obtained a restraining order against Eisenhauer.

Eisenhauer was released on bond by the Ellis County District Court and placed under house arrest in Pratt County after the bond was reduced from $250,000 to $25,000.

According to court records, he is being supervised by his parents and the Pratt County Court Services Office through electronic monitoring.

Eisenhauer's next court appearance is scheduled for Oct. 8.

HUTCHINSON, Kan. — As a perfect midweek morning dawns on September 11, Hutch Post remembers those who lost their lives in the terrorist attacks on America on September 11, 2001, which killed nearly 3,000 people at the World Trade Center in NYC, the Pentagon, and Somerset County, Pennsylvania.

Earlier this week, New York officials revealed a sobering statistic, according to Morning Brew, for the first time, more FDNY first responders have died from their exposure to toxins at Ground Zero (370) than were killed on the day of the attacks (343), including 28 in the past year. Union leaders are imploring Congress to extend funding for the World Trade Center Health Program, which runs out in 2028, through 2090, to ensure that every survivor is able to receive care.

The FDNY said urgency is needed before 9/11 fades from people’s memories: It soon plans to hire people born after Sept. 11, 2001.

EAGLE Media remembers 9-11

PRETTY PRAIRIE, Kan. — Pretty Prairie USD 311 held a beam signing ceremony on Tuesday for its middle school gym expansion project. 

The students and staff members from the grade school, middle school and high school all participated in the signing of the beam, something that USD 311 superintendent Ashley Anderson said was important to her and the school board.

"It was very important," Anderson said. "We wanted to make sure that if they ever choose to play sports or anything like that that, their name was on it. So we made sure we got everyone over here today."

While most new projects hold a groundbreaking, USD 311 decided to have students and staff members sign the beam to be remembered for many years to come.

"We wanted to do something different," Anderson said. "We knew we didn't want to do a groundbreaking, and we knew these beams were going to be huge, so someone said 'wouldn't it be cool before they put those up, everybody signed it?' so it was like yeah, that would be cool, so we just kind of ran with it and here we are."

The school board, which met on Monday night was also able to sign their names.

"They all came out between our budget hearing and our regular board meeting and signed their names too," Anderson said.&nbsp;

The roughly 9,800-pound beam will be hoisted in the air, and secured into the structure on Thursday with hundreds of signatures in black Sharpie.

"We'll have close to 300 or maybe a little bit more," Anderson said. "We're just signing the top part of the beam, because all the other sides will be painted once it's put into place. We'll all know all of the names are up there even though we won't be able to see it."

High school boys basketball coach Matt Goering is looking forward to practicing in the gym next school year.

"Our seniors this year are a little disappointed that they won't get to use it," Goering said. "The classes below them though are really excited for it."

Unlike the old gymnasium, the new gym will have air conditioning, something the staff is looking forward to.

"We have been struggling in the heat of this old gym," high school volleyball coach Lori Young said. "Once it gets finished and the girls get that opportunity to have so much more room and space. It will also be nice to be able to host some tournaments and postseason play, which we weren't able to do so in the past."

The new gym will provide the opportunity for the volleyball team to have two courts set up, rather than just the one in the old gym.

"It's going to be amazing," Young said. "Practice will go much more smoothly with all of the extra space we'll have. Just knowing in the future that we'll have the opportunity to do more drills and all will be nice."

Middle school volleyball coach Kaylee Goering is also looking forward to the two nets available in the gym.

"Having two nets and two courts, especially when we've got a bigger team will be huge," Goering said. "We'll be able to get through drills a lot faster and less standing in line. It'll also be an opportunity to possibly having two games going at the same time."

The process has been long to make this project happen, but Anderson is looking forward to the finished product.

"We are all just really excited about it," Anderson said. "It's something that is super exciting that everyone is ready for. Last week we got pictures of what it's going to look like inside, so everyone has been really happy and excited about that."

The gymnasium is scheduled to be finished by September 2025, but could be as early as July or as late as October of next year, depending on weather and supply availability.

Pretty Prairie USD 311 holds beam signing for new gym

HUTCHINSON, Kan. — Artist members of the Hutchinson Art Association are invited to submit artwork to the 2024 Hutchinson Art Association Members Show; all mediums are accepted and artists of all ages are welcome. Submissions are open from now until Sept. 28.

Artists must have a current Hutchinson Art Association membership in order to be eligible to participate.

Artists can submit one piece each to the exhibit (exceptions will be made on a case-by-case basis for diptychs and triptychs). 2D and 3D artwork is accepted. 

Submissions are limited to a maximum of 5 feet width, height and depth. 

Only artworks completed within the past two years will be accepted into this show.

All submitted artwork needs a note attached to the back (for 2D) or to the bottom (for 3-D) of the piece upon delivery to the Hutchinson Art Center. The note should list the artist’s name, piece’s title, its price or Not For Sale (NFS), medium, and the year it was made. 

2D artwork must be ready to hang, with either a wire or sawtooth hanger on the back.

Artwork must be delivered between September 9th - 28th during operational hours.

All participating artists are encouraged to attend the opening reception on October 4th, taking place from 5:00 to 7:00 p.m. Family and friends of the artists, Hutchinson Art Association members and the general public are all invited to attend and celebrate this wonderful gathering of creativity! Admission is FREE and open to the public.

HUTCHINSON, Kan. — The Dillon Lecture Series will welcome Steve Ford, the son of former President Gerald R. Ford and Betty Ford, for a lecture as part of its 2024 series. Ford’s presentation will take place at the Hutchinson Sports Arena on Tuesday, September 17 at 10:30 a.m.

A teenager when his father assumed the reins of the presidency from Richard Nixon, Ford left the White House at age 18 to pursue his dream of being a cowboy on cattle ranches out West, followed closely by his ten secret service agents. Later in his life, he&nbsp;went on to a successful acting career, appearing in over 30 movies.

Before becoming an actor in 1980, Steve worked on the professional rodeo circuit as a team roper and served three years on the Board of Directors of The National Cowboy Hall of Fame in Oklahoma City and currently serves on the Board of the Gerald R. Ford Presidential Foundation.

He is highly sought after nationally as a motivational speaker for corporate events relating to his inspiring experiences during his family’s stay in the White House and his years in Hollywood.

Steve speaks about his own successful battle overcoming alcoholism and shares with audiences inspiring stories of character and leadership that lead to the Ford family’s success which will help audiences rethink their own lives.

Tickets to the lecture will be available beginning at 9:45 a.m. the day of the lecture at the Hutchinson Sports Arena.

HARVEY COUNTY, Kan. — The Harvey County Road and Bridge Department will begin a culvert replacement project Monday on Northwest 12th Street between North Mission Road and North Emma Creek Road.

Northwest 12th will be closed to thru traffic at the work site during the majority of the project.

Residents will continue to have access to their properties.

Northwest 12th is anticipated to reopen to traffic Sept. 18, contingent on weather. Road crews will still be on site working on the culvert after the road reopens.

Culvert work to start in Harvey Co. Monday

INMAN, Kan. — Inman Elementary First Grade Teacher Kayla Woods has been diagnosed with breast cancer. 

According to a social media post from USD 448, the community is putting on a Pink Night during the home volleyball matches on Oct. 8th. 

All proceeds will go to Kayla. <a href="https://teamkaylapinkoutnight.itemorder.com/shop/product/43241917/">There is also a t-shirt store online where you can buy to support her</a>. There are youth and adult sizes, and also different colors. As they get closer to the night you will see other items pushed out to show support. The community has donated all the items being sold so that all will be going towards Kayla as she prepares for the fight ahead.

Please join Inman Schools Oct. 8th to show support for the Woods family and all other families who have been affected by breast cancer. T-shirt orders close the 29th. The orders will be picked up at the game.

Inman raising money for teacher with cancer

NEWTON, Kan. — Harvey County RSVP volunteers will lead their September 11 National Day of Service and Remembrance project on Saturday, Sept. 14 in recognition of local first responders.

RSVP volunteers will be stationed at both Dillons locations in Newton from 10 a.m. to 2 p.m. collecting food donations. Shoppers can purchase items while inside the grocery store, then make their contributions as they exit.

The Salvation Army in Harvey County will be the recipient of the donations.

“Our volunteers are proud to take part in this project each year. It’s a great opportunity to give thanks to our first responders, and benefit people in need in our county,” said Harvey County RSVP Coordinator Mary Wilson.

This is the ninth year of Harvey County RSVP’s service project.

Harvey County RSVP is part of the national AmeriCorps Seniors program. RSVP volunteers are people 55 and older who share their experience and skill sets in ways to benefit and give back to their communities.

The walk is to honor those we love and have lost to suicide, as well as to support those who are still struggling.  This walk serves as a moment of unity and remembrance, allowing participants to come together in a shared space of empathy and understanding.  It provides a tangible way to honor the memories of those we have lost while also raising awareness about mental health issues. Such an event can also foster a sense of community, support, and healing.  Reminding everyone involved of the importance of compassion, open dialogue, and mental health resources.

Federal Emergency Management Agency

WASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) hereby gives notice to the public of its intent to reimburse state and local Kansas governments and agencies, and eligible private non-profit organizations for eligible costs incurred to repair or replace facilities damaged by severe storms, straight-line winds, tornadoes, and flooding on May 19, 2024. This notice applies to Public Assistance (PA) and Hazard Mitigation Grant Programs (HMGP) implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 USC §§ 5121-5207, as amended.

Under the major disaster declaration for Kansas (FEMA-4811-DR-KS), signed by the President on August 20, 2024, the following counties in the state of Kansas have been designated adversely affected by the May 19, 2024, disaster incident, and are eligible for PA:

Barton, Ellsworth, Harvey, Hodgeman, Lincoln, Morris, Ottawa, Pawnee, Reno, Rush, Russell, Stafford, Wabaunsee, and Wyandotte Counties.

No counties in the state of Kansas are eligible for Individual Assistance (IA).

All counties in the state of Kansas are eligible for assistance under the HMGP.

This public notice concerns Public Assistance activities that may affect historic properties, activities that are located in, or affect wetland areas or the 100-year floodplain (areas determined to have a one-percent probability of flooding in any given year) and critical actions within the 500-year floodplain. Such activities may adversely affect the historic property, floodplain, or wetland, or may result in continuing vulnerability to flood damage.

FEMA also intends to provide Hazard Mitigation Grant Program (HMGP) funding under Section 404 of the Stafford Act to the State of Kansas for the purposes of mitigating future disaster damage. Hazard mitigation projects may involve the construction of a new facility (e.g., retention pond, or debris dam), modification of an existing undamaged facility (e.g., improving waterway openings of bridges or culverts), and the relocation of facilities out of the floodplain. Subsequent Notices will provide more specific information as project proposals are developed.

Such activities may include restoring eligible damaged facilities located in a floodplain to pre-disaster condition. Examples of such activities include, but are not limited to, the following:

Repair/replacement of roads, including streets, culverts and bridges;

Repair/replacement of public dams, reservoirs and channels; 

Repair/replacement of public buildings and related equipment;

Repair/replacement of public water control facilities, pipes and distribution systems;

Repair/replacement of public utilities, including sewage treatment plants, sewers and electrical power distribution systems; and

Repair/replacement of eligible private, non-profit facilities (hospitals, educational centers, emergency and custodial care services, etc.).

The President’s Executive Order 11988, Floodplain Management, and Executive Order 11990, Protection of Wetlands, require that all federal actions in or affecting the 100-year floodplain or wetland areas be reviewed for opportunities to move the facility out of the floodplain or wetland and to reduce the risk of future damage or loss from flooding and minimize harm to wetlands. However, FEMA has determined that in certain situations there are no alternatives to restoring an eligible facility located in the floodplain to its pre-disaster condition. These situations must meet all the following criteria:

 </figure>Federal Emergency Management AgencyWASHINGTON, D.C. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) hereby gives notice to the public of its intent to reimburse state and local Kansas governments and agencies, and eligible private non-profit organizations for eligible costs incurred to repair or replace facilities damaged by severe storms, straight-line winds, tornadoes, and flooding on May 19, 2024. This notice applies to Public Assistance (PA) and Hazard Mitigation Grant Programs (HMGP) implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 USC §§ 5121-5207, as amended.Under the major disaster declaration for Kansas (FEMA-4811-DR-KS), signed by the President on August 20, 2024, the following counties in the state of Kansas have been designated adversely affected by the May 19, 2024, disaster incident, and are eligible for PA:Barton, Ellsworth, Harvey, Hodgeman, Lincoln, Morris, Ottawa, Pawnee, Reno, Rush, Russell, Stafford, Wabaunsee, and Wyandotte Counties.No counties in the state of Kansas are eligible for Individual Assistance (IA).All counties in the state of Kansas are eligible for assistance under the HMGP.This public notice concerns Public Assistance activities that may affect historic properties, activities that are located in, or affect wetland areas or the 100-year floodplain (areas determined to have a one-percent probability of flooding in any given year) and critical actions within the 500-year floodplain. Such activities may adversely affect the historic property, floodplain, or wetland, or may result in continuing vulnerability to flood damage.FEMA also intends to provide Hazard Mitigation Grant Program (HMGP) funding under Section 404 of the Stafford Act to the State of Kansas for the purposes of mitigating future disaster damage. Hazard mitigation projects may involve the construction of a new facility (e.g., retention pond, or debris dam), modification of an existing undamaged facility (e.g., improving waterway openings of bridges or culverts), and the relocation of facilities out of the floodplain. Subsequent Notices will provide more specific information as project proposals are developed.Such activities may include restoring eligible damaged facilities located in a floodplain to pre-disaster condition. Examples of such activities include, but are not limited to, the following:Debris removal and disposal; Emergency protective measures;Repair/replacement of roads, including streets, culverts and bridges;Repair/replacement of public dams, reservoirs and channels; Repair/replacement of public buildings and related equipment;Repair/replacement of public water control facilities, pipes and distribution systems;Repair/replacement of public utilities, including sewage treatment plants, sewers and electrical power distribution systems; andRepair/replacement of eligible private, non-profit facilities (hospitals, educational centers, emergency and custodial care services, etc.).The President’s Executive Order 11988, Floodplain Management, and Executive Order 11990, Protection of Wetlands, require that all federal actions in or affecting the 100-year floodplain or wetland areas be reviewed for opportunities to move the facility out of the floodplain or wetland and to reduce the risk of future damage or loss from flooding and minimize harm to wetlands. However, FEMA has determined that in certain situations there are no alternatives to restoring an eligible facility located in the floodplain to its pre-disaster condition. These situations must meet all the following criteria:The FEMA estimated cost of repairs is less than 50 percent of the estimated cost to replace the facility and is less than $100,000.The facility is not located in a floodway or coastal high hazard area.The facility has not sustained structural damage in a previous presidentially declared flood disaster or emergency.The facility is not defined as critical (e.g., hospital, power generating plant, contains dangerous materials, emergency operation center, etc.).FEMA will provide assistance to restore the facilities described above to their pre-disaster condition except when measures to mitigate the effects of future flooding may be incorporated into the restoration work. For example, insufficient waterway openings under culverts and bridges may cause water backup to wash out the structures. The water backup could wash out the facility and could damage other facilities in the area. Increasing the size of the waterway opening would mitigate, or lessen, the potential for this damage. Additional examples of mitigation measures include providing erosion protection at bridge abutments or levees and extending entrance tubes on sewage lift stations.Disaster assistance projects to restore facilities which do not meet the criteria listed above must undergo a detailed review. The review will include a study to determine if the facility can be moved out of the floodplain. The public is invited to participate in the review. The public may identify alternatives for restoring the facility and may participate in analyzing the impact of the alternatives on the facility and the floodplain. An address and phone number for obtaining information about specific assistance projects is provided at the end of this Notice. The final determination regarding the restoration of these facilities in a floodplain will be announced in future Public Notices.Due to the urgent need for and/or use of certain facilities in a floodplain, actions to restore the facility may have started before the federal inspector visits the site. Some of these facilities may meet the criteria for a detailed review to determine if they should be relocated. Generally, facilities may be restored in their original location where at least one of the following conditions applies:The facility, such as a flood control device or bridge, is functionally dependent on its floodplain location.The facility, such as a park or other open-use space, already represents sound floodplain management and, therefore, there is no need to change it.The facility, such as a road or a utility, is an integral part of a larger network that could not be relocated economically.Emergency action is needed to address a threat to public health and safety.The effects of not relocating the facilities will be examined. In each case, the examination must show an overriding public need for the facility at its original location that clearly outweighs the requirements in the Executive Order to relocate the facility out of the floodplain. FEMA will also consult state and local officials to make certain that no actions taken will violate either state or local floodplain protection standards. The restoration of these facilities may also incorporate certain measures designed to mitigate the effects of future flooding. This will be the only Notice to the public concerning these facilities.Presidential Executive Orders (EO) 11988 (Floodplain Management), 13690 (Establishing a Federal Flood Risk Management Standard, reinstated by EO 14030 and per Interim FEMA Policy 104-22-0003), and 11990 (Wetlands Protection) require that all federal actions in or affecting the floodplain or wetlands be reviewed for opportunities to avoid, minimize, or mitigate the risk of future flood hazards in light of social, economic, historical, environmental, legal, and safety considerations. Where there is no opportunity to relocate, FEMA is required to undertake a detailed review to determine what measures can be taken to minimize future damage. The public is invited to participate in the process of identifying alternatives and analyzing their impacts through this notification.The National Historic Preservation Act requires that federal agencies take into account the effects of their undertakings on historic properties. Those actions or activities affecting buildings, structures, districts, or objects 50 years or older or that affect archeological sites or undisturbed ground will require further review to determine if the property is eligible for listing in the National Register of Historic Places (NRHP). If the property is determined to be eligible for the NRHP, and FEMA’s undertaking will adversely affect it, FEMA will provide additional Public Notices. For historic properties not adversely affected by FEMA’s undertaking, this will be the only Public Notice.Presidential Executive Order 12898, Actions to Address Environmental Justice in Minority Populations and Low-Income Populations, directs each federal agency to avoid disproportionate and high adverse human health or environmental effects to low-income and minority populations. FEMA aims to identify low income and minority communities at the onset of a declared event to gain better understanding of how response and recovery efforts, including mitigation may impact such groups and communities. Additionally, once low income and minority communities have been identified, FEMA aims to minimize any potential adverse impacts to those communities through encouraging alternative selection of response and recovery actions including HMGP projects.The Rehabilitation Act of 1973 protects the civil rights of persons with disabilities. It prohibits discrimination on the basis of disability by the federal government, federal contractors, and by recipients of federal financial assistance. Any recipient or sub-recipient of federal funds is required to make their programs accessible to individuals with disabilities. Its protections apply to all programs and businesses receiving any federal funds. This applies to all elements of physical/architectural, programmatic and communication accessibility in all services and activities conducted by or funded by FEMA. FEMA intends to comply with the Rehabilitation Act in all federally conducted and assisted programs in alignment with the principals of whole community inclusion and universal accessibility.Information about assistance projects may be obtained by submitting a written request to the Regional Environmental Officer, Teri Toye.
