112 of those cases come from existing clusters, 102 of those 112 clustered cases are from Hutchinson Correctional Facility.

265 Reno County residents have recovered. Still just one death has been reported as a result of COVID-19. 

5,715 total tests have been administered, with 5226 negatives, for an overall positive test rate of 8.56%. The community positive test rate is holding steady at 6.66%. 9.09% of the population has been tested.

Reno County active case count continues to rise, cluster activity holding steady

HUTCHINSON, Kan. — Hutchinson Community College has been named a 2019 Tree Campus USA by the Arbor Day Foundation, the largest nonprofit membership organization dedicated to tree planting.

Tree Campus USA is a national program created in 2008 by the Arbor Day Foundation to honor colleges and universities for promoting healthy trees and engaging students and staff in the spirit of conservation.

“We are honored to earn this designation,” HutchCC President Dr. Carter File said. “It speaks highly of the commitment our staff has to creating a premier campus that our students, employees and the community can be proud of.”

HutchCC achieved the Tree Campus designation by meeting the program’s five core standards: Maintaining a tree advisory committee, a campus tree-care plan, dedicated annual expenditures for its campus tree program, an Arbor Day observance, and student-service-learning projects.

SOUTH HUTCHINSON, Kan. — The Reno County Planning Commission will look over the draft of proposed regulations for wind farms during Thursday's monthly meeting.

The commission will look over some language and then discuss — and possibly set a date for a public hearing on the regulations. There will be no public comment time during the meeting.

The commission has been working on regulations for wind farms for several months. It comes in the wake of a failed attempt by NextEra Energy to gather unanimous approval from the County Commission on a conditional use permit for a wind farm in southern Reno County.

Many who opposed the project hoped the county would simply put a ban on wind farms, similar to Sedgwick County, but that was not the case.&nbsp;

County Planner Mark Vonachen noted that the new regulations do allow for wind farm development and will bring set guidelines that have not been in place. Thursday’s meeting begins at 4:30 p.m. at the Public Works facility at 600 Scott Blvd. in South Hutchinson.

Commission to set public hearing date on wind farm regulations

NICKERSON, Kan. — The Nickerson USD 309 School Board gave approval to a little different approach on how classes will be taught at the high school this year.

During Monday’s meeting the Board approved to hold all Monday classes in a virtual format.&nbsp;

“Every Monday our students will be remote and that will only be at the high school level,” Interim Superintendent Dr Jeanne Stroh explained. “Teachers will be at school and they will teach their class remotely...and so every period kids will check into their next class remotely and teachers will teach.”&nbsp;

Stroh says the online format for Mondays will help limit exposure to students and teachers on the high school's busiest day.

“Tuesday, Wednesday, Thursday, Friday are block schedules, but Monday is the day they meet with all of their teachers,” Stroh said. “And so the challenge was 330 kids moving throughout hallways and going from class to class every 48 minutes or so. That is probably not the healthiest, safest kind of thing to do in this world.”&nbsp;

The Board also approved the budget for next year during their meeting and approved purchasing various needed items to help protect students and staff at school. The district will use SPARK pandemic funding for the purchases.

Portion of North Plum to close for 10 days

HUTCHINSON, Kan. — The HutchCC Board of Trustees approved the 2020-21 Hutchinson Community College budget at its monthly board meeting Thursday.

The board approved the budget after a public hearing to begin the meeting. Julie Blanton, vice president of finance and operations, presented the budget proposal at the hearing.

The budget includes the partial restoration of the reduction that was implemented by the state in FY 2016 and FY 2017. Tuition and fees are each slated to increase by $2 per credit hour, while the $10 per credit hour reduction for Reno County residents remains in place. County valuation is projected to increase by 2.06% allowing the college to budget a mill levy that is flat for the coming fiscal year. It is also anticipated there may be higher-than-normal delinquency rates in light of the economic situation created by the pandemic. Since 2010, the general levy has been lowered by approximately 2 mills and is the lowest it has been in the last 10 years.

The board also received an update on the college’s renovation of the student dining facility. The project is nearing its completion and the college expects to resume food service operations in the renovated space in September.

The $5 million project will include new kitchen space, expanded dining and a renovated student recreation space.

HutchCC BOT approves budget

HUTCHINSON, Kan. — In its first-ever virtual convocation, the nearly 900 Hutchinson Public Schools staff members began the 2020-21 school year with the annual opening convocation Tuesday. The convocation was delivered virtually this year to allow staff to socially distance.

The Davis Foundation made its annual Teachers of the Year Awards. The elementary winners were Leslie Specht, third grade teacher at Lincoln Elementary School, and Randy Doerksen, music teacher at Lincoln. The middle school winner was Shandi Webster, science teacher at Hutchinson Middle School – 7. The high school winners were Dawn Justice, math teacher, and Eric Malashchuk, social studies teacher.

Each winner receives $4,000. The Davis Foundation has contributed millions of dollars to Hutchinson Public Schools’ staff and students since its first scholarships were awarded to HHS seniors 62 years ago. This is the 38th time the awards have been made to teachers. Since the first awards, Davis has made awards of more than $450,000 to USD 308 teachers.

During the morning, staff heard from Superintendent Mike Folks about the coming year. He was joined by Krystal Young, director of special programs. USD 308 Board of Education President Valarie Gibson-Smith brought greetings from the board.

Licensed staff began on Thursday, Aug. 12, with all staff on duty Tuesday, Aug. 18. Students in pre-kindergarten through ninth grade return on Thursday, Aug. 27. High school sophomores through seniors begin the year on Friday, Aug. 28.

USD 308 holds virtual convocation

Kan. —&nbsp;Rick Kraus, Assistant Superintendent of Human Resources for Hutchinson USD 308 says its too early to tell if the increase in compensation for substitute teachers in the district has helped get more applicants.

"We've picked up a few subs each year," Kraus said. "It has not overcome the challenge that many of our substitutes, no matter how much their desire is to continue to work for us, their own age and perhaps health issues have prevented them from returning to the classroom, at least to start the school year."

With that in mind, Kraus reminds applicants, they don't have to be done with their degree to help.

"We are still seeking people that have at least 60 college hours, which is the minimum required by the Kansas State Department of Education to earn an emergency substitute teacher license," Kraus said. "More help is needed. It would be wonderful to have a pool of subs available for each building to keep that consistent, but the reality is, we just don't have enough to get that taken care of."

Teachers care about their kids and want to be at work, but Kraus cautions that the calculus of when to come to school and when to stay home may be different this time around.

"Teachers traditionally man up and try to just power through not feeling well, even though they may have a symptom or two," Kraus said. "This is one of those years where I don't think we can ask them to do that, just because of the potential of someone having the virus and coming to school and infecting, perhaps, several others. I think it's one of those years where, it kind of goes against a teacher's nature to just sit back and let the symptoms subside, because they know they need their kids and their kids need them."

The USD 308 school board recently approved $110 a day in pay for substitutes in the district.

Kraus: Subs still hard to come by

HUTCHINSON, Kan. — Hutch Rec kicked off its new Civic Rec registration program on Tuesday. The new window on the Hutch Rec website will allow for easier registration for all Hutch Rec programs and activities.

“Through research and recommendations, we felt in the industry that the Civic Rec would serve our residents better,” Hutch Rec Director Tony Finlay said.&nbsp;

Finlay says the new format is easier and hopefully quicker to use.

“It’s really not a lot different in what it does but it’s a cleaner look for the customer,"Finlay said.&nbsp; "When they go online there won't be as many steps to register for a program that they were used to in the past.”

The new platform lists all events and activities available at Hutch Rec along with registration fees listed for each program or event.

Finlay says that patrons will still be able to register in person at any Hutch Rec office and walk up registration for all of the Hutch Rec race series events will still be available to last minute entries.&nbsp;

Case count in Reno County above 200, hospitalizations remain low

PRATT COUNTY —Two people died in an accident just after 4:30a.m. Monday in Pratt County.

The Kansas Highway Patrol reported a 2020 Hyundai Elantra driven by Jamie M.&nbsp;Swavely, 42, St. Louis, Missouri&nbsp;was overtaking two semis westbound on U.S. 54 in a no passing zone 

A 1983 Peterbilt semi driven by Juan Manuel Martinez, 54, Dodge City, then struck the Hyundai in the eastbound lane&nbsp;

Two passenger in the Hyundai Elizabeth Jean Glenn, 60 and&nbsp; Jayden Marie Swavley, 16, both of St. Louis, Missouri, were pronounced dead at the scene and were transported to&nbsp;Larrison Mortuary.&nbsp;

EMS transported Jamie Swavely to the hospital in Pratt. Martinez was not injured.&nbsp; Jayden Swavely was not wearing a seat belt, according to the KHP.

Woman, 16-year-old dead after Pratt Co. crash with semi 

HUTCHINSON, Kan. — Ken Johnson, CEO of Hutchinson Regional Healthcare System, has tested positive for the COVID-19 virus. 

 Johnson reports that he was recently in contact with a family member who tested positive.  Johnson was immediately tested and self-quarantined after learning of his exposure.  Johnson is following Hutchinson Regional Healthcare System’s policies and working at home during his quarantine period.

Johnson has been in contact with the health department and wants to reassure everyone that all patients, visitors, employees and providers of the hospital are safe. “Although not required, I chose to communicate my experience with the coronavirus to better inform the community of the processes and guidelines that we adhere to at Hutchinson Regional for your safety and ours,” Johnson said.  Johnson says he is doing well and expects a full recovery with a return to work in the very near future.

Hutchinson Regional CEO tests positive for COVID-19


HUTCHINSON, Kan. — Officials from Boys &amp; Girls
Clubs of Hutchinson announced Monday they will reopen for the after-school program on Thursday, Aug. 27.

Members,
staff, parents and volunteers will strictly
follow the Centers for Disease Control and Prevention and Reno
County Health Department guidelines to ensure a safe and healthy
environment for all participants. 


All club members, employees and volunteers will be required to wear
masks, member activities will be separated by grade and employees
will remain with the same grade each day.

Also
as a precaution, all members and staff will have their temperature
checked daily and the club will continue to use its enhanced cleaning protocol.

This
school year, Boys &amp; Girls Clubs will operate Monday through Friday
from 3 p.m. to 6 p.m. after school at three locations separated by grade.
Avenue A School at 111 S. Madison will serve kindergarten through third grade members, Shadduck Park Community Center at 600 W. 2nd will
serve fourth through sixth grade members, and The Mine at 111 N. Walnut,
Ste. B, will serve seventh and eighth grade members.

Clubs of Hutchinson announced Monday they will reopen for the after-school program on Thursday, Aug. 27.Members,
staff, parents and volunteers will strictly
follow the Centers for Disease Control and Prevention and Reno
County Health Department guidelines to ensure a safe and healthy
environment for all participants. 
All club members, employees and volunteers will be required to wear
masks, member activities will be separated by grade and employees
will remain with the same grade each day.Also
as a precaution, all members and staff will have their temperature
checked daily and the club will continue to use its enhanced cleaning protocol.This
school year, Boys &amp; Girls Clubs will operate Monday through Friday
from 3 p.m. to 6 p.m. after school at three locations separated by grade.

Chamber to hold luncheon Wednesday

Kan. —&nbsp;You may be able to hold on to a few more coins at the pump in the coming days, according to AAA Kansas.

"Recent trends have us thinking that gas prices may have peaked this year," said Shawn Steward with AAA Kansas. "The national average has pushed only as high as $2.20 a gallon, the Kansas average top end was $1.98. That happened about a month ago. In the last four weeks, motorists have been seeing the gas price average slowly decrease."

It looks like there is still more gas in the system than people are using.

"Our extremely healthy supply amid lower seasonal demand right now is paving the way for one of the lowest annual gas price averages this decade," Steward said. "There's a good chance that we've likely seen gas prices peak for 2020, barring any major hurricanes or any other disruptions in the supply."

In Kansas, prices are below $2 a gallon in most places, including in Reno County.

"At $1.95 a gallon, Kansas ranks as the 10th cheapest in the U.S.," Steward said. "Reno County and Hutchinson are right at that state average of $1.95 this week."

As we get closer to fall, prices typically drop once refineries switch from summer to winter blends of gasoline as the winter blend is less expensive to refine.

AAA Kansas: Gas prices may have peaked, if no supply interruptions

Hutchinson, Kan. – Kansas Children’s Service League (KCSL) announces the cancellation of this year’s Red Stocking Breakfast, KCSL’s signature fundraising event. KCSL will host its first virtual giving event Together, We Thrive! on Nov. 10, 2020 as an alternative way for the community to continue their support. The event will feature a live online presentation and three inspiring stories told by families KCSL serves.

“It was a difficult decision to cancel this year’s Red Stocking Breakfast,” said KCSL CEO Gail Cozadd. “Our priority is always the health and safety of children, families and the community, and we believe cancellation is in the best interest for everyone involved.”

For 127 years, KCSL has worked with children and families in Kansas, adapting programs to meet the changing needs of communities over the last several decades. Through home visitation, foster care, adoption, parent leadership and youth education and more services, KCSL focuses on preventing child abuse, strengthening families and empowering parents and youth.

“We know isolation and stress are two key factors for increased risk of child abuse and neglect, and right now, families are experiencing more social seclusion, job loss, working from home while managing their children’s schooling and many other stressors,” Cozadd said. “That’s why it’s vital we continue providing our services during this pandemic.”

Not only is Red Stocking Breakfast an annual tradition but also incredibly important for the financial stability of KCSL. With the help of corporate partners and minimal cost associated with Red Stocking Breakfast, proceeds directly benefit KCSL’s Reno County prevention and education programs.

“We thank all our generous partners and everyone who has contributed to this fundraiser in the past,” Cozadd said. “And we’re optimistic about this new opportunity.”

Red Stocking Breakfast cancelled; new virtual event November 10

"Reno County has a population around 63,000, while Butler County has about 66,000," Austin said. "That's a difference of about 3000 residents. Despite having a really close, really similar population, Reno County spends 15% fewer dollars per resident than Butler County when it comes to law enforcement. On the flip side, Butler County has about 5% more people, and yet spends 75% fewer dollars than Reno County on court services."

The point is to allow taxpayers to ask questions as to why dollars are spent to the county commission that approves those expenditures.

"Kansans can see on one easy spreadsheet how their county compared to another," Austin said. "Hopefully, by looking at that comparison, they can ask their county commissioners questions as to why that spending is different and whether it really is a matter of efficiency or whether there is something intrinsic to that county that needs to be addressed."

The numbers are from 2018, so that actual expenditures can be measured.

"If we were to look at 2019 or 2020, we'd either be looking at an approved budget or an adopted budget, or maybe even a proposed budget for 2021," Austin said. "We wanted to give Kansans the most accurate information available and we decided that would have to be the actual dollars spent."

Kansas counties in total spent $2.9 billion (net of transfers) in 2018, with “General Government” as the largest fund.

KPI county budgets review looks at comparing government areas

HARVEY COUNTY —The Harvey County Health Department, in conjunction with Bethel College, has confirmed a cluster of COVID-19 cases on the Bethel campus in North Newton.

The cluster includes 46 confirmed cases of COVID-19. There have been 482 individuals tested. Some test results are pending.

The cluster was identified through precautionary COVID-19 testing conducted by Bethel College. The school requires all students, faculty, staff and administrators to be tested for COVID-19 and also requires daily temperature checks, health status monitoring through a self-screening app and individuals to wear a face mask indoors and outdoors on the campus.

“Mandatory testing during reopening is an effective way to assess the prevalence of COVID-19 in our student and employee population at the start of the semester,” said Bethel College President Jon Gering. “Our efforts have provided valuable public health information and revealed important health information for students and their families.”

The individuals have been able to self-isolate on campus or at their permanent residence. Bethel College’s Emergency Response Team, along with the Health Department, will regularly monitor the health of the individuals, as well as follow up on all close contacts.

Students, faculty and staff, as well as community members, can consult Bethel’s COVID-19 <a href="https://www.bethelks.edu/coronavirus-information">information clearinghouse</a>. The site includes a link to Bethel’s COVID procedures that outlines scenarios based on possible infections and infection rates.

“We appreciate Bethel’s proactive approach to preparing for its in-person fall semester,” said Harvey County Health Department Director Lynnette Redington. “We are of course glad that the individuals in these cases are generally in good health and good spirits. Being able to identify these individuals with COVID-19 now helps protect not just the Bethel community, but the communities of Harvey County as a whole.”

Some of the confirmed cases reside out-of-county or out-of-state when the college is not in session. However, these individuals will be included in Harvey County’s COVID-19 statistics, as Harvey County is their current place of residence.

In addition, the Board will consider various purchases using SPARK funding. Some items are touchless fixtures in restrooms, table dividers, and sneeze guards for school buildings.

Tonight’s meeting of the USD 309 School Board begins at 7 p.m. at Reno Valley Middle School.

USD 309 to take action on budget during Monday's meeting

HUTCHINSON, Kan. — BNSF saw an overall decline in earnings and revenue as the pandemic curtailed transportation across the country.

The nation’s second-largest railroad reported second-quarter revenue of $4,602,000,000 a decrease of 22%. Operating income fell 14% to $1,700,000,000.

The pandemic slowed car loadings in every sector with coal loads falling 34% and ag products dropping by 7%. Overall car loadings fell by 18%. The railroad was able to offset the losses by cutting expenses by 26% and cut more than $300,000,000 from its capital improvement plan for 2020.

BNSF operates about 10 trains per day through Reno County and is the second-largest property taxpayer in the county.

I have a neighbor who is in his 80s and several years ago he planted a grove of walnut trees. Now that is faith and foresight. I am sure he is not planning on reaping the benefits of those walnut trees unless he has somehow found the fountain of youth. The trees have done quite well, and they have grown very fast for walnut trees but at a conservative guess I will say they are 50, 60 maybe even 100 years away from someone gaining economically from them. That is a crop that requires a great deal of patience.

That kind of forward thinking makes me marvel at the sacrifice my neighbor is making for the sake of a future generation. Those acres could be planted to crops or at least mowed for hay, but instead he has decided to plant those walnut trees to benefit someone a generation or two or maybe even four down the road. Someday someone he does not know will benefit greatly from the hard work he is putting in today. In many ways this is like our Kansas Farm Bureau Foundation.

Sure, our Foundation is funding things now. Things like financial help to counties sending members to the Young Farmers and Ranchers Conference or helping to feed those who are hungry in our own communities. That is important but what our Foundation will do in the future is even of greater importance. It will ensure that our counties will have access to funds to promote agriculture, aid in operations of the county Farm Bureau and better the lives of our members.

That is why it is so critical that all of us as members contribute to the Foundation. I know money is tight and ag prices have seen better days. Believe me I know, and I feel your pain. Any gift is appreciated, and all gifts go toward doing important work locally and statewide. I am also aware there are many organizations and causes vying for our limited dollars, but what is more important than to ensure that we continue to have a strong and vibrant Kansas Farm Bureau?

I am asking that you look at donating to the Kansas Farm Bureau Foundation or the Kansas Farm Bureau Legal Foundation now because, if you haven’t noticed, it is already mid-August, and the end of the year is right around the corner. I know many of you are already planning for the new year and wrapping up this past year. I also know that this is the time many of us make charitable contributions, and I would ask that you look at a donation one of our foundations.

Think of it like planting a grove of walnut trees without all the back-breaking labor and years of watering. You can watch the funds in the Foundation grow, all the time knowing that someday the next generation of Farm Bureau member will benefit.

Insight: Seeding Success

Kan. —&nbsp;Reno County Sheriff Darrian Campbell is pleased that Reno County is continuing to work toward better treatment of the people it comes across suffering from mental illness.

"Back in 2018, Sheriff Henderson along with the United Way, partnered with Horizons and they began an initiative which is called Stepping Up," Campbell said. "The Stepping Up initiative helps identify serious mental illness with those that are coming in to the facility. It's been identified across the United States that about 75% of the people that come through the facility do have some sort of mental illness or substance use disorder."

A proclamation scheduled to be signed by the Board of County Commissioners Tuesday marks the achievement of the county over the past couple of years.

"This proclamation is actually an acceptance from the National Association of Counties identifying Reno County as being an Innovator County."

Innovator Counties are implementing Stepping Up’s recommended three-step approach to establish a shared definition of SMI for Stepping Up efforts that is used throughout local criminal justice and behavioral health systems, use a validated mental health screening tool on every person booked into the jail and refer people who screen positive for symptoms of SMI to a follow-up clinical assessment by a licensed mental health professional and record clinical assessment results and regularly report on this population. 

"As of last year, we actually have a Case Manager that got brought on full time, a mental health therapist that was brought in to the facility. She helps identify and help in the Stepping Up program," Campbell said.

Kan. —&nbsp;Reno County Sheriff Darrian Campbell is pleased that Reno County is continuing to work toward better treatment of the people it comes across suffering from mental illness."Back in 2018, Sheriff Henderson along with the United Way, partnered with Horizons and they began an initiative which is called Stepping Up," Campbell said. "The Stepping Up initiative helps identify serious mental illness with those that are coming in to the facility. It's been identified across the United States that about 75% of the people that come through the facility do have some sort of mental illness or substance use disorder."A proclamation scheduled to be signed by the Board of County Commissioners Tuesday marks the achievement of the county over the past couple of years."This proclamation is actually an acceptance from the National Association of Counties identifying Reno County as being an Innovator County."Innovator Counties are implementing Stepping Up’s recommended three-step approach to establish a shared definition of SMI for Stepping Up efforts that is used throughout local criminal justice and behavioral health systems, use a validated mental health screening tool on every person booked into the jail and refer people who screen positive for symptoms of SMI to a follow-up clinical assessment by a licensed mental health professional and record clinical assessment results and regularly report on this population. "As of last year, we actually have a Case Manager that got brought on full time, a mental health therapist that was brought in to the facility. Sunday's updated numbers show another bounce in COVID-19 case count for Reno County.

As of Sunday afternoon, 199 cases of COVID-19 were active in Reno County, with 249 recovered and one death since the beginning of the pandemic.

The largest cluster of active cases are still from the Hutchinson Correctional Facility, with over 100 cases still active. There are also three active cases remaining from a cluster at a meatpacking plant, three from a long-term care facility and seven from a religious gathering, so 115 of the 199 active cases are from cluster activity, which leaves 84 where the source of spread is either unknown or small enough not to qualify as a cluster.

The positive test rate among the community in Reno County is 6.66%, with the overall positive test rate at 8.1%. 5,545 total tests have been administered with 5,096 negative. 8.82% of the population has been tested.

Five cases are currently in the hospital, with four intubated. There have been 28 total hospitalizations since the beginning of the pandemic, with 17 of those requiring ICU treatment.
