HUTCHINSON, Kan. — The South Central Kansas Economic Development District (SCKEDD) announced Wednesday it still has funds available for rental assistance as part of the Kansas Eviction Prevention Program.

The program is funded through the Kansas Housing Resources Corporation.

According to SCKEDD up to $5,000 is available for those needing assistance and SCKEDD says they have been talking with landlords and the Landlord Association to get the word out about the program. The United Way is also helping provide information about the program.

The Kansas Eviction Prevention Program (KEPP) provides rental assistance to households that have missed one or more rent payments as a result of the COVID pandemic. Landlords and tenants apply via a joint online process.&nbsp;

If the application is approved, the landlord receives rental assistance funds directly from KEPP, applies KEPP funds to the tenant’s account, and waives late fees for the month assistance was awarded.

The program only runs as long as funds are available and the state hopes to have the funds doled out by the end of November.

SCKEDD still has more money for rental assistance

Kan. —&nbsp;The Centers for Medicare &amp; Medicaid Services (CMS) on Wednesday announced its plan to ensure all seniors have access to the COVID-19 vaccine once the vaccines are approved by the U.S. Food and Drug Administration (FDA).

"I spoke with the Vice President this past weekend," said Congressman Roger Marshall. "He remains optimistic that we're going to have a vaccine available for the vulnerable, maybe by Thanksgiving time."

This announcement builds on previous frameworks to provide the vaccine to those in nursing homes and assisted living facilities, ensuring that millions of older Americans are protected.

"Medicare or Medicaid is going to cover the cost of the COVID vaccine 100%," said Marshall. "No out of pocket expenses."

Beyond Medicare, the interim rule also addresses vaccination coverage for Medicaid and CHIP beneficiaries. CMS has also taken action to ensure that most private health plans cover the vaccine with no cost share for both in and out-of-network providers. 

"Looking at one of them right now, we hear that maybe its about three weeks from being finalized if everything goes perfect," Marshall said. "It will be a little bit of a miracle, a little bit of a moonshot, but that's what Americans do. It's going to be safe and effective as well. We are not skipping any steps at all, we're making sure that this vaccine is safe. We're just doing several steps at the same time that are typically done over years."

CMS will also be providing hospitals additional Medicare payments to support and encourage the use of innovative new COVID-19 treatments and therapies in both inpatient and outpatient settings.

Marshall: CMS prepping for vaccine rollout

The Reno County Election Office has numerous safety precautions in place to protect voters on Election Day. Donna Patton, Reno County Clerk, states "we are doing everything we can to keep things sanitized and clean."

Poll workers have been instructed to wear masks, and hand sanitizer will be readily available before and after voting. Voters will get to keep the pen they sign the poll pad with, and ballot marking pens will be sanitized after each use. Reno County has also hired extra staff to sanitize the insides of the polling booths.

Advance voting at the Annex, 125 W 1st, is still going strong. The Election Office has received over 11,000 ballots, including advance walk-ins and mail-in ballots. There are just over 41,000 registered voters in Reno County. 

The annex is open from 8:00 am to 5:00 pm on Friday, October 30th for advanced voting and then again on Monday, November 2nd from 8:00 am to noon.

Voters can turn in their mail-in ballots at the ballot box in front of the Annex, or at any polling location until 7pm on Election Day. If any voter is still wary of voting in person, Patton asks that they call the Election Office at 620-694-2934 to schedule suitable accommodations.

The Reno County overall case count is at 621 as of Thursday evening. The death count among Reno County residents is now 16.

The Correctional Facility cluster type has 412 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 11 cases, but has been responsible for 6 deaths. There are 19 active clusters in the county.

There are 229 cases in the community at large.

Twenty-one people are in the hospital. Ninety-nine total have been hospitalized. Forty-three have been admitted to the ICU and 13 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is up to 11.61%, with the overall positive test rate at 17.88%. 19.91% of the population has been tested.

HUTCHINSON, Kan. — A promotion to celebrate Kansas despite the cancellation of its annual event helped the Kansas State Fair capture a top award from the International Association of Fairs and Expositions.

The Fair received first place in the sponsor exposure category for its state-wide tourism promotion using its new mascot, Ike the American Bison. “Ike’s Kansas Road Trip” was in partnership with Kansas Corn and its campaign, Fueled by Kansas.

“While we had to cancel the 2020 Fair, it didn’t mean we couldn’t still celebrate our great state,” said Amy Bickel, the Fair’s marketing director. “The idea of showcasing Kansas’ beauty and tourist attractions, plus the people who call Kansas home, allowed us to find a way to still provide sponsorship support to a longtime partner, Kansas Corn, and its ethanol promotion, Fueled by Kansas.”

Fueled by Kansas educates the public about mid- and premium-grade fuels made from Kansas corn. The website, FueledByKansas.com, gives customers information on the benefits of ethanol and where they can find participating stations with E15 and higher blends. Kansas Corn’s goal is to support Kansas farmers by growing their markets and creating jobs.

Officials with Kansas Corn and the Kansas State Fair came up with the concept to use Ike to tour the state in an E15-powered vehicle, said Connie Schmitt, the Fair’s industry relations and development director.

Ike was introduced as the Fair’s official mascot in June before the Fair was canceled, Schmitt said. The mascot, which represents the state mammal, as well as honors Kansas native President Dwight D. Eisenhower, is sponsored by Key Industries of Fort Scott. 

Kansas Corn has been a longtime sponsor and supporter of the Fair, and we were looking for ideas to give them sponsorship exposure despite not having the 2020 Fair,” Schmitt said.

As part of the sponsorship, Ike completed several whirlwind trips across Kansas and saw many unique tourism attractions and communities. He also met many Kansans who were saddened that there wasn’t a Fair. With the trip “powered by E15 fuel,” Ike stopped at stations along the way that had the E15 blend. Kansas Corn also wrapped one of the Fair’s vehicles as Ike’s “Range Roamer,” which included branding E15 and Fueled by Kansas as part of the design. 

The video production was done by Bickel and the Fair’s sponsorship coordinator Marla Parsons. A video was developed for each of the 11 road trips. Kansas Corn also gave the Fair $25 fuel gift cards to give as contest prizes on social media posts.

“We’re not sure how many miles Ike and his team traveled. He went from Mount Sunflower - Kansas’ highest point near the Colorado border - to Atchison, Amelia Earhart’s birthplace along the Missouri border,” said Bickel. “He drove on Route 66 through Galena, stopped at the world’s largest ball of twine in Cawker City, peered down the world’s largest hand-dug well in Greensburg, was deputized as an honorary marshal in Dodge City and witnessed a wild west gunfight in Caldwell. Those were just a few of the many sights Ike experienced in two-months of road trips.”

While this sponsorship helped promote E15 fuel, it also allowed the Fair to travel Kansas and market itself during a time when there wasn’t a Fair, Bickel added. Those they met on their journey were happy to meet Ike. 

“They were excited we took the time to recognize their community,” she said. “Plus, it gave them an awareness of the 2021 Fair.”

This project is not something the Fair could have accomplished without Ike or without the sponsorship from Fueled By Kansas and Kansas Corn, Schmitt said. 

“It takes great sponsors to help us keep our traditions alive and have a Kansas State Fair every year,” Schmitt said. “This was a sponsorship that made sense during a time without a Fair. We were able to showcase the best of Kansas while promoting how to get there - by fueling up with E15.”

The International Association of Fairs and Expositions, based in Springfield, Mo., serves state, provincial, regional and county agricultural fairs, shows, festivals, exhibitions and expositions. IAFE represents more than 1,100 fairs around the world, and more than 900 members from allied fields.

PRATT —Pratt Regional Medical Center announced Thursday a return to a no visitor policy due to the rapid increase of COVID-19 cases in the region and the record number of COVID-19 hospitalizations at at the hospital.&nbsp;

The hospital reported on social media they&nbsp; will allow exceptions for one support person for patients in the Family Birth Suites, one parent or guardian for pediatric patients, and a driver for patients having surgical procedures.

COVID-19: Pratt Medical Center returns to no visitor policy

WASHINGTON, D.C. — A college professor from Hutchinson has been named as part of U.S. Sen. Jerry Moran’s 2020 Service Academy Selection Board.&nbsp;

Dr. Robin Jackson is a professor of science and mathematics at Central Christian College. The 20-member board will review applications and interview candidates who are applying for admission to U.S. Service Academies.

“Nominating Kansas students to attend service academies is one of my greatest responsibilities as a United States Senator,” Moran said. “Especially this year, I am proud of these young students for their desire to serve our nation, even as they continue to navigate the challenges of COVID-19. I’m grateful to my Service Academy Selection Board for the thoughtful consideration they put into the application process. These students applying to enter service academies represent Kansas’ best qualities – hard working, dedicated and humble – and I look forward to receiving the selection board’s recommendations and meeting with these students virtually.”

HESSTON, Kan. — The Harvey County Health Department, in conjunction with AGCO Corporation, has confirmed a cluster of COVID-19 cases at Plant 1 of the AGCO facility in Hesston, according to a media release.

The cluster includes 23 confirmed COVID-19 diagnoses. These individuals are isolating at home. AGCO has secured access to rapid-result antigen tests and will be administering them to all remaining Plant 1 employees Friday.

“AGCO takes our responsibility for the safety and well-being of our employees, partners, suppliers and customers very seriously,” said Seth Beytien, AGCO Hesston site leader. “We will continue to follow the guidance of the local health department to prevent the spread of COVID-19 in our community. Our thoughts are with all impacted employees and their families as we hope for a quick recovery.”

AGCO suspended operations in Plant 1 at the end of its first shift on Tuesday after being notified that employees had tested positive for COVID-19. Plant 1 employees were advised to remain home until additional test results are received.

“The USW Union Board has been collaborating with AGCO throughout the pandemic to ensure a safe and healthy work environment for all Hesston employees,” said Glenn Davis, president, USW Local 11228. “I feel confident that the steps we’re taking are appropriate and are in the best interests of everyone at the Hesston facility.”

AGCO implemented several precautionary measures earlier this year, including routine daily disinfecting, temperature scanning, and dividers in many workspaces and break areas. AGCO’s policy at the Hesston plant requires all employees to wear face masks in all areas of its facilities at all times.

“Businesses have faced many challenges these past several months. They are providing essential goods and critical jobs, all while putting the health of employees first and foremost,” said Harvey County Health Department Director Lynnette Redington. “We appreciate AGCO’s focus on workplace safety by implementing COVID-19 precautions throughout the pandemic.”

COVID-19 cluster at AGCO plant in Hesston

Kan. —&nbsp;A drop in demand hasn't moved gas prices much in Kansas.

"Gasoline demand has dropped significantly since the beginning of the month on a national level," said Shawn Steward with AAA Kansas. "It's fallen from 8.8 million barrels per day to 8.2 million barrels per day, according to the latest Energy Information Association report."

"In Kansas, we're at $1.92," Steward said. "That is one cent less than we were a week ago and four cents down from what we saw a month ago."

Prices are around the state average locally.

"Reno County is a little bit less than the state average with $1.90," Steward said. "Hutchinson is right at the state average of $1.92."

Kansas has the 10th least expensive gasoline in the United States as of Thursday.

Kan. —&nbsp;A drop in demand hasn't moved gas prices much in Kansas."Gasoline demand has dropped significantly since the beginning of the month on a national level," said Shawn Steward with AAA Kansas. "It's fallen from 8.8 million barrels per day to 8.2 million barrels per day, according to the latest Energy Information Association report."Prices are still below $2 a gallon."In Kansas, we're at $1.92," Steward said. "That is one cent less than we were a week ago and four cents down from what we saw a month ago."Prices are around the state average locally."Reno County is a little bit less than the state average with $1.90," Steward said. "Hutchinson is right at the state average of $1.92."Kansas has the 10th least expensive gasoline in the United States as of Thursday.

Gas prices fairly stable even with less demand

The public is invited to participate in a CARE-A-Van to visit nine Hutchinson and South Hutchinson long term care facilities Friday.

"We were trying to think of a fun and safe way we could let the residents and staff know we are thinking of them," said Andrea Siefkes with Hospice and Homecare of Reno County. "Especially with the increase in cases and the limitation of visits that the residents get to have."

The caravan will depart the Trade Center parking lot at 1600 North Lorraine Street at 9:30 a.m. 

"We're having three vans from the hospital and we're having one EMS vehicle," Siefkes said. "The fire department from South Hutch and Hutch are participating."

Participants are encouraged to add to the CARE-A-Van and decorate their cars with signs and balloons and wear costumes if they desire. There will be nine stops along the route, eight in Hutchinson and one in South Hutchinson.

HUTCHINSON, Kan. — The third quarter earnings reports continue on Friday when Archer Daniels Midland releases its earnings report. 

The oilseed giant hopes to post another positive quarter after overcoming the pandemic driven market. The company reported second quarter earnings of $0.85 per share compared with $0.60 per share in 2019.&nbsp;

Revenue totaled $16.3 billion which was nearly the same as the previous year, and profits increased from $645 million to $813 million year-over-year. 

ADM employs about 55 workers at five elevators in Hutchinson.

&nbsp;SOUTH HUTCHINSON, Kan. — Mennonite Friendship Communities will host a special fundraiser on Saturday. The virtual event will benefit residents at Mennonite Friendship Communities.

This endowment helps to offset costs for nursing home residents who have outlived their financial resources.

Mollie B and her band the SqueezeBox was featured on the movie "The Mule," starring Clint Eastwood, who is a fan of the band. Also, on an episode of The Voice on Monday night, Blake Shelton asked a contestant if she was familiar with Mollie B. Gwen Stefani chimed in that she enjoys the band.

Mollie B is also the youngest inductee ever of the International Polka Association Hall of Fame.

YouTube concert to benefit MFC

"I think what you do is you listen to lots of people," Marshall said. "I pray about it. Certainly, I listen to experts in the area that the issue is impacting the most. Bollier believes listening happens with more than your ears.

"Listening means listening to understand, to find out if what you thought is accurate or not," Bollier said. "Listening is more than just listening to people. Listening is following science and looking at data and putting all these things together."

Most polls in the race put it within the statistical margin of error.

Kansas U.S. Senate candidates say they'll listen, what does that mean?

Kan. —&nbsp;Kansas Senate District 34 candidate and prospective short-term Reno County Commissioner Dr. Mark Steffen addressed why he was selected for the position by the Republican precinct committee for the position previously held by the late Bob Bush in an interview on the KWBW Morning Show with John Brennan, for which his Senate campaign paid, on Thursday.

"There's this two month gap," Steffen said Thursday. "We're all sad that Bob Bush wasn't able to finish. Our prayers and our best wishes go out to him and his family. There is that little piece of his term left that blends into, hopefully, when I'll be heading to Topeka. The Reno County Republican Party came to me multiple times. I tried to deflect it, but they had some thoughts and some needs at the county level. So, when my name got nominated, who am I not to jump in and serve. That's what this is about for me. It's not an agenda. It's the opportunity to help."

Steffen didn't address why the committee didn't select Daniel Friesen, the Republican who will run unopposed for the seat November 3. 

"We have very sophisticated leadership at this point in time," Steffen said. "We have sophisticated committeemen and women. They are very, very committed to their Republican Party platform. They know what they are looking for and I'm anxious to participate and then blend that in to transitioning to Topeka. I think we can really set Reno County up in a way where it really takes a leadership role across the whole state."

There are at least three major issues to come before the commission by the end of the year, the continued COVID-19 response, the hiring of a new Health Department director and new wind farm regulations. 

Governor Kelly still has to appoint Steffen to the seat.

The Reno County overall case count is at 603 as of Wednesday evening. The death count among Reno County residents is now 16.

The Correctional Facility cluster type has 414 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 11 cases, but has been responsible for 6 deaths. There are 19 active clusters in the county.

There are 209 cases in the community at large.

Seventeen people are in the hospital. Ninety-six total have been hospitalized. Forty-two have been admitted to the ICU and 13 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is up to 11.39%, with the overall positive test rate at 17.36%. 19.82% of the population has been tested.

County case count at 603, only 209 in community as of Wednesday evening

RENO COUNTY—One person was injured in an accident just before 8:30 p.m. Wednesday in Reno County.

The Kansas Highway Patrol reported a 2018 Dodge Ram 3500 driven by&nbsp; 74-year-old Maurice L. Doonan of Kingman was eastbound on U.S. Highway 50 and a 2003 Freightliner semi driven by&nbsp; 72-year-old Enruque&nbsp;Orrantia Anaya of&nbsp; El Paso, TX., was westbound three miles west of Burrton.

When the vehicles met, they sideswiped each other. 

After the collision, the Dodge rotated around and came to rest on the north shoulder facing west. 

The semi crossed the center line, the eastbound lane, entered the south ditch, struck the fencing and came to rest in a farm field on the south side of U.S. Highway 50.

EMS transported Doonan to a Wichita hospital. Orrantia Anaya was not injured. Doonan was not wearing a seat belt, according to the KHP.

Kansas man hospitalized after Reno Co. crash with semi

LYONS, Kan. (AP) — A Kansas man has been charged with attempted capital murder in the shooting of a central Kansas police officer, Kansas Attorney General Derek Schmidt said Wednesday.

Adam Hrabik, 40, was also charged with aggravated assault after a Lyons High School teacher was seriously injured in the crossfire.

Lyons Police Sgt. Cory Ryan, 36, was critically injured when he was&nbsp;<a href="https://apnews.com/article/shootings-police-kansas-wichita-7487584f520b84e877e95dca78ee84b7">shot</a>&nbsp;Oct. 19 when he responded to a man who reported he had been threatened with a gun, investigators said.

Two bystanders who saw the shooting drove the officer to a hospital and he was later transported to a Wichita hospital.&nbsp;&nbsp;Ryan was recovering and preparing to leave the hospital Wednesday.

Lyons teacher Brian Friess was seriously injured when he was caught in crossfire during the confrontation, police said. His condition on Wednesday wasn’t immediately available.

After the shooting, Hrabik went inside a home and was arrested after a long standoff.

Lyons is about 81 miles northwest of Wichita.

Because of the pandemic and testing, the site at Mennonite Friendship Communities has been moved to the South Hutchinson Community Building. Applications for mail-in or advance ballots have been distributed to residents at the retirement community.

The second is the St. Joseph Parish in the small community of St. Joseph near Cheney Reservoir. That voting site has been moved to the Rural Fire District 9 building just down the street.

As of Wednesday morning, 5,003 ballots have been cast ahead of the election in Reno County and another 6,917 have been returned by mail — 9,103 ballots were mailed out.

The County Clerk's office in the annex will be open for advance voting again Thursday evening until 7 p.m.&nbsp;

Two polling locations moved for next Tuesday's election

HUTCHINSON, Kan. — The Hutchinson Healthy Neighborhoods Initiative will have two open houses for Creekside Neighborhood residents to review plans for improvements to Bernard White Park. The small park is located along West 5th Avenue near the Jim Martinez Trail.

The first open house will be Saturday, Oct. 31, from 10 a.m. to 11 a.m. in the park located at the intersection of West Fifth Avenue and Brookside Drive. The second open house will be Thursday, Nov. 5, from 6:30 p.m. to 7:30 p.m. at Hutchinson Wesleyan Church, 528 W. 10th Ave.

Creekside is the fourth featured neighborhood of the Hutchinson Healthy Neighborhoods Initiative and is located between Main Street and Cow Creek from Fourth Avenue to 11th Avenue. It was officially named in August 2019.

Along with the proposed work in the Creekside Neighborhood, the Healthy Neighborhoods Initiative will have a virtual meeting for the newest featured neighborhood on Monday, Nov. 2, via Zoom from 6 p.m. to 7 p.m.

The neighborhood is bound roughly between 11th and 17th avenues, from Main Street west to Monroe Street. The area was selected as the newest featured neighborhood in January. Residents approved those boundaries at an August meeting.

Healthy Neighborhood meetings announced by Hutch Rec

HUTCHINSON, Kan. — The Hutchinson/Reno County Chamber of Commerce announced Wednesday that, because of pandemic restrictions, this year’s Farm Focus Family breakfast will be held virtually on Wednesday, Nov. 18, at 8:30 a.m.

The Chamber says it is working on ways to still celebrate the area's agricultural heritage and thank Reno County farmers for the work they do.

The featured speaker this year will be Rick McNary, founder of Shop Kansas Farms. During the virtual breakfast, the Chamber will also be announcing this year's Farm Focus Family and Agri-Business of the Year.

One new idea for this year's event is to partner with ag-based organizations to host smaller gatherings that would join the virtual Membership Breakfast event on Zoom. The Chamber is looking for five to seven businesses that would be interested in hosting a small group of their agricultural members and customers at their place of business. In return, the Chamber will provide a light breakfast for each location to enjoy during the event.

During the virtual breakfast, the Chamber will also be announcing this year's Farm Focus Family and Agri-Business of the Year.One new idea for this year's event is to partner with ag-based organizations to host smaller gatherings that would join the virtual Membership Breakfast event on Zoom. The Chamber is looking for five to seven businesses that would be interested in hosting a small group of their agricultural members and customers at their place of business. The Hutchinson Fire crew that worked on the Mullen and Calwood Fires in a three-week stint in Wyoming and Colorado this month is home. 

Captain Craig Walle, Captain Travis Kerschner and Mark Penner from the Kansas Forest Service departed October 7. 

"To go out west on any of these wildfires, you have to have what they call a Red Card certification," said Hutchinson Fire Chief Steven Beer. "That's a wildland certification. Not just any firefighter or any fire department can go out west. We're very fortunate that our entire fire department is what they call Red Card certified. On a yearly basis, they have to walk three miles with 45 pounds on their back in under 45 minutes."

A separate crew of firefighters also went out to the East Troublesome Fire last week and has returned safely. The department thanks everyone for their kind remarks and keeping them in your thoughts.

Hutch fire crews home from wildfires

HAVEN, Kan.
— Haven USD 312 is now providing meals for those students who are taking classes
remotely due to the changes in their gating criteria.

Under the
plan each student will receive three days worth of lunches and three days of
breakfast along with milk to cover those meals. 

Meals are
available for pick up between the hours of 11 a.m. and 12 p.m. at Haven High
School.

If there is
a planned holiday on a Monday then the meals will be handed out the following
day.

Parents who received the ten meal kits from USD 308 this week were given instructions on how to prepare the meals in the kit. The instructions are below.

The weekly meal kit includes enough meals for 5 breakfast &amp; 5 lunches.

Cold foods should be kept cold in fridge or freezer. Please consume or place in fridge or freezer within 2 hours. Dry goods do not have to be refrigerated.

5 days of Breakfast &amp; Lunch Meal Kit for one student includes the following:

• 1 (½ gallon) 1% Milk plus 2 cartons of Chocolate Milk

• Breakfast: Cereal, Zee Zee Breakfast Bar, Zee Zee Breakfast Grahams, Muffin

(thaw in fridge), Assorted Pillsbury breakfast items and Juice for 5 meals

• Lunch Entrée: Yogurt with String Cheese, PB&amp;J Uncrustable (thaw in fridge) with

String Cheese, Deli Sandwich (thaw in fridge), 

• Corndog: Corndogs are fully cooked, but best when reheated. Please ask an adult to help you! Wait a minute before eating and be careful. Item will be HOT!

§ Microwave: Place on microwave-safe plate and cover with paper towel. Heat for 50-60 seconds (if thawed) or 1 ½ - 2 minutes (if frozen) or until internal temperature is 165°F

§ Oven: Preheat oven to 350°F Bake for 8-10 minutes (if frozen) or until internal temperature is 165°F

§ Chicken Strips are fully cooked, but best when reheated. Please ask an adult to help you! Wait a minute before eating and be careful. Item will be HOT!

§ Microwave: Place chicken on a microwave-safe plate and cover with a paper towel. Heat for 50-60 seconds (if thawed) or 1 ½ -2 minutes (if frozen) or until internal temperature is 165°F

• Lunch Grain: Chips and Pumpkin Cookie

• Lunch Fruits: Assorted Fresh or Canned Fruits and Craisins/Raisins

• Lunch Vegetables: Assorted Vegetables. If frozen such as corn, please place in microwave-container for 1 minute (if frozen) or until temperature is 165°F. Frozen potato products preheat oven to 400°F Bake for 15-20 minutes or microwave for 1-1 ½ minutes or until internal temperature is 165°F.
