Kan. —&nbsp;Gas prices this spring have been the lowest we've seen in years at times, but as we get closer to summer, prices are going back up.

"Nationally, we're at an average of $1.96," said Shawn Steward with AAA Kansas. "Here in Kansas, we're at $1.68, which is up four cents in the past week and about 19 or 20 cents in the past month."

The increased demand of returning to work along with the beginning of the traditional summer travel season have boosted prices, but they're still lower than last year.

"We still don't see that this summer's average is going to be as expensive as last year's season," Steward said. "If we look back a year ago from now, in Kansas, we were at $2.59 a gallon, about 90 cents more than we are now. We don't see it getting back to that level."

The Reno County average is the same as the state, at $1.68 a gallon. Hutchinson is ranging from $1.66 to $1.69.

"There was a push back in the deadline for removing the winter blend gas from the system, just because of COVID-19 and the glut of fuel in the system," Steward said. "There was an allowance to push that to later this year."

That allowance is due to expire at the end of the month and the summer blend gas that replaces it is more expensive to make, so it is likely prices will continue to climb in the short term.

"I'm glad its back in the hands of the local folks," List said. "Reno County is so different than Shawnee County or Johnson or Sedgwick or Ford or Finney. It's nice that it kind of has a little local flavor, what's reality in Reno County as opposed to what's happening in other parts of the state."

As an example, all interior doors in the Y are propped open where privacy is not an issue in an effort to limit the need for people to touch those surfaces.

YMCA working in anticipation of loosening of restrictions

HUTCHINSON, Kan. — The Kansas State Fair announced its winners of the sidewalk chalk art contest. The contest was held in conjunction with the Hutchinson Art Center as a way to keep people engaged with the fair during this downtime.

The adult winner was Lauren Muzingo-Boring of Wichita and the youth winner was 11-year-old Harlee Hamby.

The Fair’s competitive exhibits department came up with the idea and explored having a sidewalk chalk competition during the Fair. With social distancing and people being encouraged to stay at home, the Fair decided to make the competition virtual and team up with Hutchinson Art Center in an effort to give Kansans a creative outlet.

Hamby will receive one State Fair Kids' Pack and Muzingo-Boring wins a Season Pass. The art center is providing a gift bag for each winner, as well.

Games and facilities available include pickleball, billiards, fitness room and gymnasium, and wellness classes. A full schedule with new times and drop-in hours will be made available the week of June 1. Participant numbers for each activity will be limited to ensure safe social distancing.&nbsp;

Reno County Health Officer Nick Baldetti gave county commissioners acting as the Board of Health a preview of his intent in writing a county health order that will come out later this week.

"I would recommend that we don't set a mass gathering limit, a specific, arbitrary number," Baldetti said. "Instead, we continue to maintain social distance where applicable, that six-foot radius and then, for those gatherings and events that have the potential of having greater than 100, that the conveners and facilitators of those gatherings consult with the Reno County Health Department for best practice advice and protocols moving forward."

Baldetti won't mandate masks, either, though he was wearing one at Wednesday's meeting and explained why.

"It is not an aspect of protecting myself from another," Baldetti said. "Instead, it's the opposite, in that I am protecting you from me. For instance, you see that I'm wearing a mask today. Right now, that's because I have a family member who is getting tested and we're awaiting test results. Out of an abundance of caution, I'm wearing a mask to try and limit potential exposure, although we're practicing social distancing within this room right now."

As for individual businesses and the measures they choose to take or not take, the commissioners suggested that business owners just need to be informed of the best practices determined for their individual business sectors by the Reno County Economic Recovery Task Force and that Health Department officials and those with the Chamber be prepared to answer any questions owners and operators might have on the matter.

"What we've done very well in Reno County is adhere to those social distancing guidelines and hygiene practices and upper respiratory etiquette specifically and taken it seriously enough, in terms of the guidelines set forth and the recommendation and best practices," Baldetti said. "We stymied at every turn a real, robust communal spread, like we've seen in other counties. Moving forward, that isn't to say that we don't have it, nor are we not going to have it. In fact, it's almost a surety that we will have COVID-19 activity, at minimum, throughout the duration of this year."

With that said, all Baldetti and the commission are looking for right now is an order to get them past the 4th of July weekend. He initially talked about bringing it up short of the holiday, but commissioners recommended that if there need to be restrictions for the 4th, that people know about them as soon as they can.

HUTCHINSON, Kan. — After seeing their kickoff date move back and forth on the calendar Salt City Splash announced that they will open for May 31. Hours will be 12:30-6:30 p.m.

The Buhler pool will also open on May 31. Buhler pool will be open daily from 1-7 p.m. Season passes are available to purchase online at <a href="http://hutchrec.com">hutchrec.com</a> and in person at the admission window during pool hours.

Salt City Splash and Buhler pool to open Sunday

BUHLER, Kan. — The Buhler USD 313 School Board will meet in special session on Thursday.

The board will take action on a consent agenda that includes the resignations of licensed, classified, and supplemental staff. It also calls for the hiring of licensed and supplemental staff and the transfer of other staff. No specifics were given as these are personnel matters.

Thursday’s meeting of the Buhler school board begins at 4 p.m. and will be available on Zoom.

Buhler school board to hold special meeting

HUTCHINSON, Kan. — It’s a little inconvenient and noisy, but work is finally getting underway on a complete renovation of the Hutchinson Law Enforcement Center. The $2.2 million project will include a complete overhaul of the 50-year-old building. The sheriff's department has already been relocated and officers and staff from HPD are also relocating while work is ongoing. 

Besides the primary contract, the project will entail another estimated $445,000 in work by other specialized vendors, including furniture, electronic door locks and information technology cabling.

Work includes a new lobby, new offices, more storage space and new fixtures. It also includes a  law enforcement memorial, but does not include any renovations to the exterior, although that could come at a later date if the project can stay within budget.

Police say there will be some disruptions on how people can visit the department during the project. It also involves having Reno County 911 relocate to its backup site. The 911 offices wanted to stress that at no time will the move diminish the operations of the center. Emergency dispatch released this statement Wednesday:

“Hutchinson-Reno County Emergency Communications will be making a coordinated shift to an alternate site in order to facilitate the remodeling of the current Communications Center at the Law Enforcement Center.”

“The alternate site is a fully-functional Emergency Communications Center which affords us the ability to provide the same quality of service which we are providing now. We will have all of the same access to our telephony equipment and all other data systems which we use on a daily basis.”

“Neither the public nor the Emergency Services Agencies we serve should experience any difference in the level of service provided.”

Work on the law enforcement center will take about 10 months to complete.

To talk with a customer service representative, they can call 620-694-2621 between the hours of 8:00 am and 5:00 pm, Monday through Friday.&nbsp;

Those in need of financial assistance due to the coronavirus are encouraged to apply for help online at RallyReno.org or by calling 2-1-1. The Reno County VOAD (Volunteer Organizations Active in Disaster) Unmet Needs Fund is there to aid with essential expenses, like utilities and housing, for those financially impacted by the pandemic.&nbsp;

Utility disconnect program ends June 1

Kan. —&nbsp;The Hutchinson Art Center's virtual art camp, Common Creations, is underway.

"Every day this week, we're releasing a new video at 10 a.m. on our <a href="https://www.youtube.com/channel/UCa2MwUP0D-1RYN5j8OMm0mg">Youtube</a> page," said Patrick Calvillo with the Art Center. "If you just go to Youtube, they're nice 10 to 15 minute videos of common creations. Things you can find around the house or things you can buy at Hobby Lobby or Walmart just to do something during this time of need for art."

The main goal is trying to find things that don't cost a lot of money and we're offering these free tutorials online just to keep people excited and creative."

Virtual art camp underway

SOUTH HUTCHINSON, Kan. — Reno County Public Works Department announced Wednesday that Nickerson Boulevard between Roosevelt Street and Harding Street will be closed to all through traffic beginning Thursday until further notice to complete the bridge deck rehabilitation.

The bridge had been closed for two months for a major rehabilitation project before opening again. Now crews must do some touchup work so the road will be closed again. Motorists can take 4th Avenue west to Whiteside and then north back to Nickerson Blvd. to get around the work.

New Hutchinson City Manager Jeff Cantrell believes the city is well-positioned, no matter how significant the damage from the reduced economic activity may be to the budget.

"It's an opportunity for us to make some smart decisions and analyze the services that we provide to the citizens," Cantrell said. "We're looking forward to that. I'm very confident in our group that we have, both elected officials and staff. That was a big piece of my vetting when I came on board here."

It's important to note that the city manager's job is to make the numbers work and no one knows what those will be right now.

"They're forecasting right now based on assumptions," Cantrell said. "Most of those assumptions deal with falling sales tax collections, delinquencies on property taxes that are anticipated. I think you're going to see some cities missing their bond payments. I think you're going to see some of that. Certainly, that's not the case here in Hutch."

The fiscal restraint of John Deardoff and previous city councils has left Hutchinson in a much better position than some cities are now.

"Cities that did a good job of maintaining financial reserves will have the luxury of spending some of those in combination with some of these downsizing efforts," Cantrell said. "Through those combined efforts, I think we'll be in a pretty good position here."

Cantrell said the City Council will get a menu of possible options for cuts if more are needed and make those decisions in public meetings.

New city manager believes Hutch is well-positioned, in spite of downturn

NEWTON, Kan. — 
The Harvey County Commission voted Tuesday night at a special meeting to remain in the second phase of the Harvey County Health Reopening Plan regarding COVID-19 response through June 2. The local plan generally follows the guidance included in Kansas Gov. Laura Kelly’s “Ad Astra: A Plan to Reopen Kansas” outline.

The Commission also agreed to increase mass gathering limits in Harvey County from 15 to 30 people.

Commissioners unanimously approved the decision to revise and adopt the Harvey County Health Reopening Plan.

Harvey County, and the State of Kansas, are currently in Phase Two of the State’s order. All restrictions previously outlined in the State’s reopening plan remain in place in Harvey County’s local plan.

Additionally, Harvey County’s plan restricts in-person visits at long-term care facilities through its first three phases.

Tuesday afternoon, Gov. Kelly announced she would veto House Bill 2054, which ended the State’s executive order regarding her phased reopening plan as of 11:59 p.m. Tuesday night. That decision passed potential restrictions and guidelines to the county level moving forward.

Commissioners and the public health officer are anticipated to re-evaluate the local order at the Commission’s June 2 meeting. The meeting will be held at 9 a.m. at the Harvey County Courthouse. The meeting will be open to the public, while following mass gathering and social distancing guidance.

HUTCHINSON, Kan. — A Tuesday morning accident sent one person for medical treatment.

Around 6 a.m. Tuesday, deputies were sent to a 1/4 of a mile North of Illinois Rd on Halstead Rd.

Rhyan Vosburg of Hutchinson reports driving southbound on Halstead Rd when his truck began to fishtail, reportedly due to poor road conditions. Vosburg then over corrected, causing his vehicle to strike the ditch on the east side of the roadway, after striking the ditch, Vosburg's vehicle overturned and came to rest on its roof. 

Vosburg was wearing his seatbelt and no airbags deployed. Vosburg was taken for medical treatment by a friend and his vehicle was towed from the scene.

HUTCHINSON, Kan. — Reno County sales tax collection was positive for the month of May. The total sales tax revenue was $382,900. While it is a drop of about $4,600 from this time last year it is more than $60,000 higher than last month, and the second-best May in at least six years.

It should be noted that sales tax numbers for May reflect shopping for the month of March and does not fully reflect the impact of the pandemic.

Many expected the numbers to still be strong due to mass shopping as people stocked up ahead of any stay at home orders.

The hospital says that, even though the COVID-19 crisis continues, members of the community should not be afraid to seek care when it is needed. Those who have chronic illnesses should make an appointment as soon as possible as required timely care is needed to avoid complications.

It has been reported that some patients are hesitant to seek care out of fear their presence might overwhelm and overburden the health care system. Please be assured Hutch Regional is sufficiently staffed and prepared 24/7 to treat all types of patient care.

New visitation guidelines went into effect last week at Hutch Regional. Upon admission, patients are asked to designate one person as a visitor during their hospitalization. No visitors are allowed in hospital units caring for COVID-19 patients or the Emergency Department.

Hutchinson Regional Medical Center now providing all services

HUTCHINSON, Kan. — A Hutchinson man awaiting trial for murder in the August 2019 strangulation death of a Hutchinson woman has filed a motion to dismiss the charges claiming self-defense.

Isaac Ervin is charged with premeditated first-degree murder, aggravated kidnapping, promoting sexual acts and intimidation of a witness in connection with the death of Lora Beth Stratton. Stratton was found beaten in a Hutchinson alley Aug. 23. She died 10 days later in a Wichita hospital.

Ervin has waived his right to a speedy trial and no court date has been set following a continuation of his original June 30 trial date. District Judge Tim Chambers set a hearing on the first motion for 10 a.m. June 17.

Although Ervin admits to strangling Stratton, he claims he was defending himself after Stratton attacked him. During an interview with police, Ervin claimed he was alone with Stratton in an apartment and she became angry because Ervin wasn’t helping her bond her husband out of jail.

The motion states that Ervin took action against Stratton under the state’s “Stand Your Ground” law, “where their use of force against another person was justified in self-defense.”

Deputy District Attorney Tom Stanton said he will have a response to the motion filed later this week.

HUTCHINSON, Kan. — Stating he would be better off serving Kansans at the state level, First District Congressional candidate Troy Waymaster announced that he is withdrawing from the race. Waymaster is currently Chairman of the Appropriations Committee in the Kansas House of Representatives.

“Over the past several months I have campaigned throughout the Big First, meeting families, small businesses, and individuals who want a Kansas conservative representing them in Congress. They want someone who shares their values, fights for our agricultural interests, and who does not back down from the socialist agenda. Now more than ever due to the Coronavirus, they want someone who will put America back on track and reopen our economy."

“As a family farmer, and someone whose family is deeply involved in the oil industry, I have seen the effects this pandemic has left on families and small businesses, firsthand. It has taken an unimaginable toll; one where it will take a long time to recover." Waymaster said. "My withdrawal does not end my public service. I plan to seek reelection to the Kansas Legislature and be the conservative leader in Topeka that Kansans need now more than ever.
