Staff from the Reno County Health Department will be answering questions regarding COVID-19 on when it's safe to allow people back to work, what the numbers mean, and public health mitigation strategies in the workplace.&nbsp;&nbsp;

Chamber to host Lunchtime Lowdown

Kan. —&nbsp;Medicaid expansion is still one of the major issues to go before the state legislature and that's one of the many differences between the two candidates for that seat. Medicaid already generally covers low-income children and pregnant women in Kansas. Medicaid expansion would be for adults 19-64.

"I've taken care of thousands of Medicaid patients, I've taken care of thousands of patients without insurance at all and I've never means tested any of them," Steffen said. "I'm intimately familiar with Medicaid as a physician, but also as a businessman, in that I run my own practice. I'm in control of my billing and so I know what a difficult entity that is to work with and try to provide care through. It's so much more burdensome from a regulation standpoint than Medicare and particularly commercial insurance. They try to keep you from taking care of patients."

For Democrat Shanna Henry, she focused on the perceived economic impact.

"In Reno County alone, another almost 1600 residents would gain health coverage," Henry said. "Two-hundred and seventy-five new jobs would be created and over $10 billion in new annual healthcare spending would create economic impact and improved health in our community. That's just Reno County. More numbers from Kingman County add to that and that is where I reside, so this is a very important issue to me."&nbsp;

The current holder of the seat heading into Tuesday, Republican Ed Berger, who lost to Steffen in the August primary, was a Medicaid expansion proponent.

HUTCHINSON, Kan. — It’s fall and that means the deer are
getting more active around the area. And that means motorists have to be more aware when
driving.

The Reno County Sheriff’s Department reported seven vehicle vs. deer accidents since Friday evening. Deer are more active in the fall and
especially in the evening and just before sunrise. Motorists need to be
especially cautious at that time and when driving near creek and river beds.

It does sound strange, but if a deer runs in front of your
vehicle, it is better not to try and take evasive action as it could result in a
far worse accident than striking the animal.

Fortunately, there were no injuries with any of the reported accidents
over the weekend.

Deer becoming more active, creating hazards for motorists

Kan. —&nbsp;The Administration recently finalized a rule ensuring greater price transparency on medical services and prescription drugs that will enable Americans to make better informed decisions about their health care.

"This is another example of empowering patients," said Congressman Dr. Roger Marshall. "Our health care plan, we want to empower patients with more information. The President is doing something that he and I have been talking about for over three years now. Increased transparency is one of the pillars to driving down the cost of health care. We're going to make sure that patients understand how much they are paying for prescriptions and we're going to make sure that patients understand what their insurance company is paying for services that they've had done, as well. We all see those prices that we don't understand and those bills. We're going to be able to figure out exactly what the insurance companies are paying. It's going to allow us to be better consumers."

The new Executive Order also directed the expansion of health savings accounts and other tax-preferred health accounts.

"Medicare is paying half of what the sticker price is," said Marshall. "Blue Crosses of the world, Aetnas of the world are probably paying about two-thirds of the sticker price, so to speak. I think this is just a step in the right direction, that's going to allow consumers to make better decisions. If you walked into your orthopedic doctor's office and they said, you need your hip replaced and you could see where your doctor goes to have surgery, to do surgery, if you saw the outcomes and the prices and what your out of pocket is going to be, maybe you would make a different choice, as well, but as we know, when one gas station flashes a price, the other gas stations tend to follow it, as well, kind of get into a bidding war. That's the way competition works. That's the way we need to make healthcare, as well."

The requirement for the publicly available data files will take effect for plan or policy years beginning on or after January 1, 2022.

Mohawk Road between Blanchard Avenue and Clark Road is closed to all through traffic beginning November 2 for road construction.

The road mile will be closed to through traffic until further notice.

The area is located along the Reno County Landfill and is scheduled to be vacated in the near future. No time line was given for when the road will open again.

The council will have its public input time, approve the consent agenda, look at a zoning case for the building that houses Provincial Real Estate at 419 North Poplar, consider the construction of a new trail access point on Brookside Drive, approve the health and dental insurance plans for 2021 for City employees and receive reports from council members and the city manager. 

An executive session on a non-elected personnel topic is also planned.

The Hutchinson City Council meets at 9 a.m. Tuesday at City Hall. The meeting will be available on the <a href="https://www.facebook.com/hutchinsonks">City's Facebook page</a>.

Hutchinson City Council to meet Tuesday

The Reno County overall case count is at 659 as of Sunday evening. The death count among Reno County residents is now 18.

The Correctional Facility cluster type has 410 active cases measured by the county's COVID-19 dashboard. Two Correctional Facility residents have died. The Long Term Care Facility cluster type has 12 cases, but has been responsible for 6 deaths. There are 19 active clusters in the county.

There are 268 cases in the community at large.

Eighteen people are in the hospital. Ninety-nine total have been hospitalized. Forty-three have been admitted to the ICU and 13 have been intubated. These are Reno County resident numbers regardless of where they are hospitalized.

The community's positive test rate is up to 11.85%, with the overall positive test rate at 18.12%. 20.17% of the population has been tested.

Election Coverage Tuesday on Hutch Post: candidate interviews included

HUTCHINSON, Kan. — Scammers are becoming more creative. The Reno County Sheriff's Department reported Thursday that it was notified of a subject who gave the name of a sergeant. The scammer told the potential victim to get Google Smart Cards to take care of her dad's bonds or he was going to arrest the father at his workplace.&nbsp;

Keep in mind, the suspect had info that made him sound legitimate. He insisted to the potential victim she needed to go to a Walmart, Dillons or a Love's store in her area to get the Google Smart Cards. After she got them and the suspect had confirmation she bought the cards, he would meet up with her to take care of her dad's warrants and "citations."

Law enforcement in Reno County does not have anyone buy Google Smart Cards or any other type of card to get anyone out of jail. This simply is not how it's done here or anywhere.&nbsp;

The sheriff's department tried to get the suspect to meet up with deputies, but the caller got suspicious and hung up.&nbsp;

The small span is located one mile north and 11 miles west of Pretty Prairie on Silver Lake Road. The contract with Reece Construction of Salina totals $269,067. Federal funds will pay 80% of the cost of the project with the county picking up the rest. Those funds will come from the county’s special bridge fund.

Also Tuesday, the board will get an update on the latest pandemic numbers and authorize payment of the landfill improvements, which includes a new scale house and maintenance facility.&nbsp;

The board will address two zoning issues from the Planning Department. Tuesday’s Reno County Commission meeting begins at 9 a.m. at the Reno County Courthouse.

Commission to take action on bridge contract

Kan. —&nbsp;After the <a href="https://hutchpost.com/posts/c1a2143a-83cf-44fc-90b0-ad1444f11e03">parade Saturday morning</a> in Hutchinson, the Reno County Republican Party held a barbecue event where candidates were allowed to speak at Memorial Hall. Congressman Roger Marshall, who is running for the U.S. Senate, was impressed by the size of the parade in Hutch Saturday.

"We literally counted over 800 cars," Marshall said. "I'm guessing, what do you think, there was four people on average? I saw cars with three, cars with five, never just two though, right? However many that is, you know, it must be 3000 people. We were at one in Kansas City, Missouri about a month ago and it was probably bigger, but other than that one, I can't think of anything bigger. I know everyone is just ready for Tuesday to be here."

Marshall is honestly surprised at how engaged everyone has been this election season.&nbsp;

"We thought it would be an uptick, but nothing like this," Marshall said. "It's almost like even the whole COVID thing has helped people to figure out a different way to do it, so maybe more people got the early ballots in. Whatever we're seeing, it's great. By the way, Republicans are out there in force outnumbering the Democrats in early voting. That's going to be a big plus as we go into election day."

Marshall knows there will be multiple issues where he needs to hit the ground running if he wins Tuesday.

"Number one to me is the economy and people's health and security, is that 1a or 1b?" Marshall said. "We'll be working on both of those at the same time. Keeping us safe, healthy and secure, as well as getting this economy going. Some great economic numbers out this week, a 33% growth in GDP, unemployment in Kansas is down to 5%. Our economy's trying to get fired back up again."

For Mann, he knows that a Saturday parade probably helped, but he's still impressed.

"Unbelievable turnout, unbelievable excitement here in Reno County, downtown Hutch, supporting the President, supporting America," Mann said. "If people weren't able to be there, as far as you could see, you would see vehicles lined up, flags for Trump, for America, the biggest one I've ever been part of and it was really awesome."

Mann told the crowd that stuck around for the speeches and to talk to him in person that he thinks Republicans could take control of the House.

"If you look at the swing districts Democrats won the last cycle and you add up all those, the races were decided by less than 150,000 total votes," Mann said. "There absolutely is a path to taking back the House. We'll see. It all depends on who shows up to the polls on Tuesday, how those results go. Trump's surging. Don't count out the President. The Senate, I think, we will likely retain as Republicans. I wouldn't count out the House of Representatives, either. I feel like there's a surge happening and we're hoping for the best."

Mann has four kids. His two oldest were in Hutchinson with him Saturday. He admits that being a Congressman, should he win, will be hard in that regard.

"My kids are the reason both to run and not to run," Mann said. "Not to run because its hard to be away from them. It's fun, like this morning to take them, bring them with me and they got to experience the Trump train. The reason you're running is you want to make sure that we preserve America for our kids and grandkids, great grandkids and America, as we see it right now, is threatened and we've got to make sure that we step up and protect our great country."

In addition to Marshall and Mann, local statehouse candidates Paul Waggoner, Michael Murphy and John Whitesel spoke at the lunch, along with state senate candidate Dr. Mark Steffen.

"We wear masks," said Cherie Sage with Safe Kids Kansas. "Not just spooky masks. We actually wear our masks as PPE. We make sure that we maintain distancing and we sanitize our hands and wash them frequently."

Though large indoor public gatherings are discouraged, there are ways to mitigate risk.

"Families, instead of greeting kids at the door, maybe just put treats out in individual bags on the porch and let them take that. We've seen some really creative approaches to doing events. I think that's the important thing. You can still celebrate."

If you are going to let kids do traditional trick or treating, be sure that they can see and be seen to mitigate the risk of car-pedestrian accidents. Also, if you're out driving during trick or treat time, watch out for kids who may be paying more attention to getting candy than they are to whether or not a car is there.

Safe Kids: Use hygiene practices to keep Halloween safe

The Reno County overall case count is at 640 as of Friday evening. The death count among Reno County residents is now 18.

The Correctional Facility cluster type has 416 active cases measured by the county's COVID-19 dashboard. The Long Term Care Facility cluster type has 11 cases, but has been responsible for six deaths. There are 19 active clusters in the county.

There are 243 cases in the community at large.

The community's positive test rate is up to 11.72%, with the overall positive test rate at 17.99%. 19.99% of the population has been tested.

The school gating criteria will remain in the red for the upcoming week. 14-Day Positive Test Rate as of 10/26 is 21.1%. 14-Day New Case Total as of 10/26 is 339.

Depending on the week, 40 to 50% of people who test positive have no idea where they were exposed. In Hutchinson, when measuring by home address, the area extending southwest of the fairgrounds has been an ongoing area of greater concentration of those unknown cases for several months. The area north of 30th from Severance to Monroe has emerged more recently with a greater concentration of positive cases with unknown exposure. South Hutchinson also has a concentrated area of unknown exposures and Buhler and Partridge are also having those issues.

Widespread community testing is how you find those unknown cases before they can continue to spread. The next community testing date is November 3 at the Oz Breezeway on the Kansas State Fairgrounds from 4:00 p.m. to 7:00 p.m.

The county is also encouraging groups to limit gathering sizes even more than the local health order suggests. A Friday release would like to see people voluntarily limit such gatherings to 10.

HUTCHINSON, Kan. — Siemens Gamesa says the company has achieved 100% power use from renewable resources company-wide.

With an annual electricity consumption of more than 180,000 MWh, the company avoids emitting more than 80,000 tons of CO2 annually – doubling the savings achieved the previous year.

The company says electricity supply in locations with strong manufacturing footprints, such as Spain, Denmark, Germany and the United Kingdom, led the way and had gone green in recent years. The remaining locations have followed. The renewable electricity ratio has steadily increased from 62% in fiscal year 2019 to 100% in the recently-closed fiscal year 2020.&nbsp;

Siemens Gamesa’s electricity consumption is covered by Energy Attribute Certificates, which ensure the origin of the electricity is from renewable sources. In addition, Siemens Gamesa owns wind and solar assets that produced more than 390,000 MWh of electricity offsite in fiscal year 2020. This is more than twice of the company’s own consumption, making Siemens Gamesa a net-producer of renewable electricity, according to a news release.&nbsp;

The company says the milestone is a step toward attaining a net-zero emission as a company by 2050.&nbsp;

The resident tested positive for the virus on Oct. 16 and was transferred to the hospital on Oct. 19. He was a 50-year old Asian or Pacific Islander male with underlying medical concerns that contributed to his condition.

The resident was serving a 195-month sentence for aggravated criminal sodomy. He had been imprisoned with the Kansas Department of Corrections since September 2015.

Another COVID-19 death at HCF

ADM releases third quarter numbers

Big First candidates Republican Tracey Mann and Democrat Kali Barnett were both asked about the so-called 'Keep Nine' amendment, introduced in the U.S. House in September by Representatives Collin C. Peterson (D-MN) and Denver Riggleman (R-VA).

"It should be nine," Mann said. "I strongly oppose this notion of packing the courts. There's no doubt that in the history of the country and for generations now, everyone's agreed that we should have nine members on the Supreme Court and I would strongly support a Constitutional Amendment to that effect. It just makes sense."

Barnett wants to have a discussion about the issue, but not right away.

"I think that we should constantly be looking and growing at the way that our government functions," Barnett said. "It is something that I do think that we should have a discussion about. I think that it's concerning that, in the heat of a presidential election year, that we have rushed through a process to swear in a new Supreme Court justice when we really should be focused on the pandemic that is taking thousands of lives here in our country. I think that we absolutely need to be focused on that."

Mann and Barnett are on the ballot November 3.
