Dumpsters will be placed at 14 locations around the city where residents can dispose of unwanted items.

There are limits to what can be placed in the dumpster. Residents are asked not to dispose of tires, tree limbs or grass clippings, hazardous waste, or large metal items like appliances, bicycles and lawnmowers.&nbsp;

The city also wants to remind residents that TECH no longer recycles e-waste and the prison no longer recycles mattresses. These items can be taken directly to the landfill.&nbsp;&nbsp;

City-wide cleanup this weekend

HUTCHINSON, Kan. — The City of Hutchinson ends the suspension of disconnections for city utilities Monday. The city suspended disconnections in March in response to the pandemic.

At the moment, the city says it has more than double the number of households on the disconnect list compared to this time last year. Figures released to Eagle Radio and Hutch Post show that, in February, the city had $19,178 worth of outstanding bills that were scheduled for cutoff. Most were one month past due. As of Friday morning, the city has $82,299 worth of outstanding bills. Of those, 191 accounts are one month past due, totaling $12,824. But another 437 accounts are over a month past due and total nearly $70,000.&nbsp;

The city stressed that if customers need more time, they can visit <a href="http://hutchgov.com/pay-agreement">hutchgov.com/pay-agreement</a> to begin the process of setting up a payment agreement to keep their service from being interrupted. To talk with a customer service representative, call 620-694-2621 between the hours of 8 a.m. and 5 p.m. Monday through Friday.&nbsp;

Those in need of financial assistance because of coronavirus are encouraged to apply for help online at <a href="http://RallyReno.org">RallyReno.org</a> or by calling 2-1-1. The Reno County VOAD (Volunteer Organizations Active in Disaster) Unmet Needs Fund is there to aid with essential expenses, like utilities and housing, for those financially impacted by the pandemic.&nbsp;

City of Hutchinson facing more than $82K in unpaid utility bills

HUTCHINSON, Kan. — The situation in Minneapolis, Minnesota, and the arrest of a police officer in the death of George Floyd certainly has the attention of everyone. That includes the local chapter of the NAACP, who will speak at a peaceful protest that is being organized by a local resident on Sunday.

“It’s to draw attention to the fact that these injustices are continuing to happen across the country,” Darrell Pope of the local NAACP said. “This is drawing attention to the fact that there’s still a lot of work to be done. Even though we’ve been blessed in the local community not to have to experience things to that extent, we still need to be cognizant of the fact that there are things we need to be working to.”

Pope said that violence and the rioting that has taken place across the nation is regrettable in that it takes the focus away from the real issue.

“It’s regrettable that kind of thing happens,” Pope said. “It always seems to overshadow the real thing that’s going on.”

Pope says ending the mistrust between all races starts in the judicial system and especially in the home where change can start at an early age.

“Fundamentally that sort of thing starts at home,” Pope said. “We were taught that you respect everybody, you respect people and treat them with respect. And I think that has to be developed early in age.”&nbsp;

Pope also stressed that national leadership has to play a role in this as well.

“It has to be demonstrated by those people that are in decision-making positions,” Pope stressed.&nbsp; He says we see name-calling when candidates run for national offices. "We see all kinds of underhanded things being done by people who are supposed to be leaders . . . that trickles down to the rank and file.”&nbsp;

The peaceful protest begins at 2 p.m. Sunday in front of the Reno County Courthouse.

NAACP's Darrell Pope says change must come at all levels

NICKERSON, Kan. — One person was killed in a car/ semi accident Friday in Reno County.

The Kansas Highway Patrol reported a car driven by 35-year-old, Travis William Mayer, of Nickerson, was going west on K-14 when he crossed the center line and was hit by an eastbound semi driven by 42-year-old Jaret Frack of Bel Aire, Kansas.

Mayer was pronounced dead at the scene and transported to the&nbsp;Sedgwick County Forensic Science Center.

Frack was not injured. Both drivers were properly restrained at the time of the accident, according to the KHP.

The accident happened just after 2 p.m. four-miles west of Nickerson.

Reno County man dies after crash with semi

HUTCHINSON, Kan. — Reno County Deputy District Attorney Tom Stanton says that a Hutchinson man's claim of self-defense in a murder case does not hold any legal ground. Stanton filed his response to a motion for dismissal of charges against Isaac Ervin. Ervin’s attorney filed the motion last week.

Ervin is charged with premeditated first-degree murder, aggravated kidnapping, promoting sexual acts, and intimidation of a witness in connection with the death of Lora Beth Stratton. Stratton was found beaten in a Hutchinson alley Aug. 23. She died 10 days later in a Wichita hospital.

Although Ervin admits to strangling Stratton, he claims he was defending himself after Stratton attacked him. During an interview with police, Ervin claimed he was alone with Stratton in an apartment and she became angry because Ervin wasn’t helping her bond her husband out of jail.

The motion states that Ervin took action against Stratton under the state’s “Stand Your Ground” law, “where their use of force against another person was justified in self-defense.”

But Stanton noted several reasons as to why the motion should be denied. Most notably, that strangulation is inconsistent with the claim of self-defense immunity. He also states that the method to which Stratton was killed takes a considerable amount of time and the victim is rendered unconscious and no longer a threat well before strangulation results in death.

The brief also states that Kansas courts have consistently held that strangulation is not only evidence of intention to kill, but is sufficient for a jury to conclude that the killing was pre-meditated.&nbsp;

Stanton also noted that the defendant is 6-1 and weighs 249 pounds while Stratton was 5-7 and weighed 115 pounds. He says it was highly unlikely that the victim was any kind of threat to the defendant.

It was also noted that, if the victim did come at the defendant with a knife as he claims, once she was disarmed, as he stated, any further action was not self-defense.

The contents of this Health order were developed with careful considerations of the Public Health Data and Science trending related to the SARS-CoV-2 virus.

Order #20-30 moves Reno County into a reopening phase with the following recommendations:

- A Gathering greater than 100, Consult with the Reno County Health Department for the best application of Fundamental Public Health guidelines

- Maintain 6 feet of separation among individuals and between familiar groups

- Individuals are recommended to wear cloth masks in public settings as appropriate.

As of Friday afternoon Reno County has forty-three total laboratory confirmed COVID-19 cases, all recovered. It is due to the tireless efforts of the Reno County constituency and their adherence to social distancing guidelines and the application of best practices that the county finds itself poised to move forward.

New Emergency Health Order in effect Saturday

Kan. — 
The City of Hutchinson held a <a href="https://www.youtube.com/watch?v=OLyjfQ8bIcM">video town hall</a> on social media Thursday to allow Police Chief Jeff Hooper to address how his department would handle situations like the one that ultimately resulted in the death of George Floyd in Minneapolis this week.

"We address those type of events in training constantly," Hooper said to Human Relations Officer Datjeda Moore. "We talk about the emotions that are behind those events. We talk about things like excited delerium, positional asphyxia, excessive use of force, how officers can cope with and deal with the emotion of those situations and be able to deescalate. How other officers, then, can come in and assist and if they see an officer acting excessively or acting out of bounds, other officers can come in and assist that officer, who may be emotionally charged."

Putting the full weight of your body on someone and leaving it there for an extended period of time is not proper procedure in the Hutchinson Police Department.

"It's not uncommon, or its fairly typical for an officer to place somebody on the ground in order to handcuff them," Hooper said. "We worry about having people placed on the ground, because of the position that they're in. Certainly, we never train to put our knee across the back of somebody's neck. Mayor Jade Piros de Carvalho asked the chief to address the implicit bias training the department receives.

"To say that you don't have any biases is naive," Hooper said. "Everybody has a bias. In law enforcement, it used to be that we'd tell our officers don't be biased. Well, they can't help but have their internal feelings. What we have to train our officers is, you have implicit bias. You have to be cognizant enough and you have to be self-reflective enough, to be able to see that you have biases. You have to be able to identify them, and then, your actions cannot be reflective of your biases. You have to treat people fair, in spite of your biases and the first step to that is realizing that those biases exist."

Officers get training on implicit bias before they go to the academy, they get it at the academy and they get it annually.

The City of Hutchinson held a <a href="https://www.youtube.com/watch?v=OLyjfQ8bIcM">video town hall</a> on social media Thursday to allow Police Chief Jeff Hooper to address how his department would handle situations like the one that ultimately resulted in the death of George Floyd in Minneapolis this week."We address those type of events in training constantly," Hooper said to Human Relations Officer Datjeda Moore. "We talk about the emotions that are behind those events. We talk about things like excited delerium, positional asphyxia, excessive use of force, how officers can cope with and deal with the emotion of those situations and be able to deescalate. How other officers, then, can come in and assist and if they see an officer acting excessively or acting out of bounds, other officers can come in and assist that officer, who may be emotionally charged."Putting the full weight of your body on someone and leaving it there for an extended period of time is not proper procedure in the Hutchinson Police Department."It's not uncommon, or its fairly typical for an officer to place somebody on the ground in order to handcuff them," Hooper said. HUTCHINSON, Kan. — Like most organizations shut down by the pandemic, the Boys and Girls Club of Hutchinson is preparing to reopen its services to youth in the area.&nbsp;

“We’re going to open up two locations on June 15,” Skip Wilson announced. “We’ll have a site over at Avenue A for second and third graders and then fourth, fifth and sixth graders can come over to the Shadduck Park facility.”

Wilson says it was hard to not have the students on-site during the pandemic, but did find inventive ways to stay connected.

“We did the virtual learning . . . through our website with our different programs,” Wilson said. “We’re such a mentoring program and we’re all about building relationships so it was really hard. I think the most popular thing for us that we think made the most difference was we had vision leaders calling our members.”

Wilson said that also included on-site visits through the screen door just to check up on youth.

Wilson says they will be providing programs for students to make sure they keep learning during the summer months.

“This summer we’re definitely going to institute Brain Game. It’s a summer program that basically helps the kids through fun activities and fun games to keep their learning up and get them ready for when school hopefully kicks off,” Wilson said. “Field trips will take on a whole different look. We’re still working on that . . . how many can we actually put in a vehicle, so there’s still a few things to work out.”&nbsp;

Wilson said that some field trips, including the annual trip to the pool, will not be held this year because of gathering restrictions in place.

HUTCHINSON, Kan. — The Cosmosphere has been watching the Space X program and had to watch the maiden flight of the first manned mission get scrubbed on Wednesday. The launch is getting the attention of everyone, including the Cosmosphere.

“This is an exciting period in our history of space exploration,” Cosmosphere President Jim Remar said. “The Cosmosphere obviously tells the story of the past, but this is the future. And to finally, after nine years, to launch American astronauts on American soil with American rockets is exciting.”

During the past 10 years, there has been much debate on whether NASA and commercial space companies like Space X and Blue Origin could work together. Remar says it’s now part of the future for NASA and the American space program.

“I think the partnership between NASA and the commercial sector is fantastic,” Remar said. “It lends itself to the strengths of both entities.”

Remar noted that NASA's Director Jim Bridenstine admitted that Space X and others are able to do things differently than NASA.

“Bridenstine admitted yesterday (Wednesday) prior to the launch that there were certain things the commercial sector could do quicker, better and cheaper than what NASA could,” Remar noted. “So I think it is obviously a sign of what the future is going to look like, but also shows what two entities can do when they come together for a common goal.”

The Space X team, NASA and its two astronauts will try again on Saturday. The launch will be streamed live in the Cosmosphere lobby. Launch is now set for 2:22 p.m. Central time.

Remar excited to see Americans launching into orbit from the US

HUTCHINSON, Kan. — Hutchinson USD 308 announced that Cooper Koestel has been awarded the first-ever Ronn Roehm Education Scholarship.&nbsp;

Koestel is the son of HHS Band Director Daryl Koestel and Graber Elementary School Aide Mary Ann Koestel.&nbsp;

Kan. —&nbsp;Thursday marked the 85th anniversary of the sign-on of KWBW. Eagle Radio Market Manager Terry Drouhard called the longevity of the station a triple blessing.

"It has the longevity, using that word again, of the people who work through the Morning Show and the Party Line, where people can visit with listeners one on one and over time, get to know them, not only on the air, but in some ways, even personally," Drouhard said. "We're communally tied in with our listeners that way and tying in with events, I think, also helps with making it a community radio station. I'm very proud of what the company has done through these decades."

Drouhard is a firm believer that radio is still powerful, even after 85 years.

"There's been research that has shown that radio has not only not lost its value, it has actually increased or held steady since 1972, which shows how valuable listening is," Drouhard said. "It's listening to voices on the air with human contact. The audio side of life is as strong now as it was when BW started 85 years ago. I'm very, very proud of that and I think it has to do with what goes on into the mind that's being fed in by the medium."

Drouhard notes that it is the personalities, the advertisers and the listeners all together that makes KWBW as strong as it is.

Market manager comments on KWBW at 85 years old

HUTCHINSON, Kan. — One person has been injured in a vehicle accident at 17th and Monroe.

According to Reno County 911, the accident happened just after 11 a.m. when a vehicle ran into the dB Extreme building causing significant damage to the structure.&nbsp;

Hutchinson Fire rescue crews are on the scene working to shore up the building. One person was taken to Hutchinson Regional Medical Center.&nbsp;

No names have been released at this time.

Kan. —&nbsp;Gas prices this spring have been the lowest we've seen in years at times, but as we get closer to summer, prices are going back up.

"Nationally, we're at an average of $1.96," said Shawn Steward with AAA Kansas. "Here in Kansas, we're at $1.68, which is up four cents in the past week and about 19 or 20 cents in the past month."

The increased demand of returning to work along with the beginning of the traditional summer travel season have boosted prices, but they're still lower than last year.

"We still don't see that this summer's average is going to be as expensive as last year's season," Steward said. "If we look back a year ago from now, in Kansas, we were at $2.59 a gallon, about 90 cents more than we are now. We don't see it getting back to that level."

The Reno County average is the same as the state, at $1.68 a gallon. Hutchinson is ranging from $1.66 to $1.69.

"There was a push back in the deadline for removing the winter blend gas from the system, just because of COVID-19 and the glut of fuel in the system," Steward said. "There was an allowance to push that to later this year."

That allowance is due to expire at the end of the month and the summer blend gas that replaces it is more expensive to make, so it is likely prices will continue to climb in the short term.

"I'm glad its back in the hands of the local folks," List said. "Reno County is so different than Shawnee County or Johnson or Sedgwick or Ford or Finney. It's nice that it kind of has a little local flavor, what's reality in Reno County as opposed to what's happening in other parts of the state."

As an example, all interior doors in the Y are propped open where privacy is not an issue in an effort to limit the need for people to touch those surfaces.

YMCA working in anticipation of loosening of restrictions

HUTCHINSON, Kan. — The Kansas State Fair announced its winners of the sidewalk chalk art contest. The contest was held in conjunction with the Hutchinson Art Center as a way to keep people engaged with the fair during this downtime.

The adult winner was Lauren Muzingo-Boring of Wichita and the youth winner was 11-year-old Harlee Hamby.

The Fair’s competitive exhibits department came up with the idea and explored having a sidewalk chalk competition during the Fair. With social distancing and people being encouraged to stay at home, the Fair decided to make the competition virtual and team up with Hutchinson Art Center in an effort to give Kansans a creative outlet.

Hamby will receive one State Fair Kids' Pack and Muzingo-Boring wins a Season Pass. The art center is providing a gift bag for each winner, as well.

Elmdale Park center to open June 8

Kan. — The final numbers are in for the Mission for Meals. 

Thanks to the incredible generosity of Eagle Radio listeners and the Schmidt Foundation, the final amount for the Christian Soup Ministry is $11,910! Our profound thanks to those who listen and read for their generosity. 

The Schmidt Foundation will be doing another fundraising matching project for another nonprofit in the community in the coming weeks, keep listening and reading for details when Eagle Radio has determined a recipient.

Mission for Meals final number $11,910

Kan. — 
Reno County Health Officer Nick Baldetti gave county commissioners acting as the Board of Health a preview of his intent in writing a county health order that will come out later this week.

"I would recommend that we don't set a mass gathering limit, a specific, arbitrary number," Baldetti said. "Instead, we continue to maintain social distance where applicable, that six-foot radius and then, for those gatherings and events that have the potential of having greater than 100, that the conveners and facilitators of those gatherings consult with the Reno County Health Department for best practice advice and protocols moving forward."

Baldetti won't mandate masks, either, though he was wearing one at Wednesday's meeting and explained why.

"It is not an aspect of protecting myself from another," Baldetti said. "Instead, it's the opposite, in that I am protecting you from me. For instance, you see that I'm wearing a mask today. Right now, that's because I have a family member who is getting tested and we're awaiting test results. Out of an abundance of caution, I'm wearing a mask to try and limit potential exposure, although we're practicing social distancing within this room right now."

As for individual businesses and the measures they choose to take or not take, the commissioners suggested that business owners just need to be informed of the best practices determined for their individual business sectors by the Reno County Economic Recovery Task Force and that Health Department officials and those with the Chamber be prepared to answer any questions owners and operators might have on the matter.

"What we've done very well in Reno County is adhere to those social distancing guidelines and hygiene practices and upper respiratory etiquette specifically and taken it seriously enough, in terms of the guidelines set forth and the recommendation and best practices," Baldetti said. "We stymied at every turn a real, robust communal spread, like we've seen in other counties. Moving forward, that isn't to say that we don't have it, nor are we not going to have it. In fact, it's almost a surety that we will have COVID-19 activity, at minimum, throughout the duration of this year."

With that said, all Baldetti and the commission are looking for right now is an order to get them past the 4th of July weekend. He initially talked about bringing it up short of the holiday, but commissioners recommended that if there need to be restrictions for the 4th, that people know about them as soon as they can.

Health officer meets with commission to get framework for health order

HUTCHINSON, Kan. — After seeing their kickoff date move back and forth on the calendar Salt City Splash announced that they will open for May 31. Hours will be 12:30-6:30 p.m.

The Buhler pool will also open on May 31. Buhler pool will be open daily from 1-7 p.m. Season passes are available to purchase online at <a href="http://hutchrec.com">hutchrec.com</a> and in person at the admission window during pool hours.

Customers’ health and safety are a top priority for aquatic staff. To keep everyone healthy and safe, Hutch Rec asks that individuals practice safe social distancing and avoid close contact with others while in the aquatic center. Customers will also be asked to respect staff’s requests to follow proper guidelines set forth by the Kansas Recreation and Parks Association and local health authorities.
