HUTCHINSON, Kan. — The Hutchinson Public Library announced Friday that they are extending their hours for the summer.&nbsp;

The library is now open Monday through Thursday from 10 a.m.until 8 p.m. and&nbsp; Friday and Saturday from 10 a.m. until 6 p.m.

The library is closed on Sunday. The extended hours brings the library back up to full operation from the pandemic, although some areas still have restricted access due to personnel shortages.

Hutchinson Public Library extends hours

HUTCHINSON, Kan. — Reno County commissioners will once again discuss expanding the board from three to five members during Tuesday's agenda session.

The discussion has been ongoing for several meetings now and, although it has been brought up in the past by previous boards, this is the first time it has been given any serious consideration.&nbsp;

In order to make that happen, the commission would have to pass a resolution, taking the matter to a public vote. If they want that to be in the November election, they will need to have something ready to go to the county clerk's office by Aug. 3.

The board has also asked county counselor Joe O’Sullivan to inform them of the legal impacts on the open meetings act of having five members as opposed to three. Both commissioners Ron Sellers and Daniel Friesen have expressed frustration about the inability of the commission to discuss matters outside of agenda sessions in order to prepare to take action on various topics.

Tuesday's meeting of the Reno County Commission begins at 9 a.m. at the Reno County Annex.

HutchCC recognized for online education

HUTCHINSON, Kan. — Two area lakes remain under advisories for blue-green algae.&nbsp;

Both Marion County Lake and Marion Reservoir are now under algae warnings, which means all contact with the water should be avoided. All livestock and pets should be kept away from the water. The two lakes have been under the advisories for a month and, with the hot summer-type weather, no relief is in sight for the two popular lakes.

Visitors may fish at the lakes, but only the fillet portion should be consumed. The KDHE issues the algae advisories every Thursday during the summer months. No other lakes in the area are under any advisory at this time.

Marion lakes still under advisories

HUTCHINSON, Kan. — The Smallville Festival continues throughout the day Saturday.

Saturday activities kick off early with the Smallville 5K and Super Hero 1-mile run. Registration begins at 7 a.m. at DCI Park with the 1-mile run at 8 a.m. and the 5K to follow at 8:30. The Kiwanis breakfast starts at 7:30 at DCI Park.

AgTrax’s many customers, business partners and colleagues, along with Hutchinson Mayor Steve Garza, Kansas Secretary of Agriculture Mike Beam, and Katie Sawyer, State Director for U.S. Sen. Roger Marshall, took part in the celebration.&nbsp;

MANHATTAN, Kansas — A public hearing will be conducted at 10:00 a.m. on Wednesday, June 30, 2021, at the Kansas Department of Agriculture, 1320 Research Park Dr. in Manhattan, regarding the issuance of a permanent statewide quarantine of weed species that have been designated noxious by federal regulation. The proposed quarantine would replace KDA’s existing Federal Noxious Weed Quarantine, which is expiring, and would prohibit all movement of items regulated pursuant to the quarantine into or within the state of Kansas.

All interested persons may attend the hearing in person or appear by counsel and will have the opportunity to express comments orally, in writing, or both. Hearing for Proposed Permanent Quarantine of Federal Noxious Weeds

NORTH NEWTON, Kan. — A North Newton care facility had a zero deficiencies survey from state regulators recently.

Kidron Bethel Village is looked at once a year by the Kansas Department of Aging and Disability Services. 

Executive Director Linda Peters tells Hutch Post that the surveyors were complimentary of the way staff and residents know one another and the ways in which those relationships translate into personalized resident care. Staff were also credited for being proactive in addressing issues that arise, and for keeping residents safe throughout the ongoing COVID-19 pandemic. Kidron Bethel recieved a zero deficiency score on an infection control survey last year, as well. 

Kidron Bethel Village has more than 300 residents living in health care, assisted living and independent living neighborhoods.

HUTCHINSON, Kan. — The wheat harvest is in full swing in Reno County. 

The hot and dry weather is getting farmers in the fields as cutting has quickly pushed northward.

At the farmers Co-Op in Pretty Prairie about 170,000 bushels have been taken in. Test weights are running from 62-65 pounds per bushel and moisture of 9-10%.&nbsp;

At the MKC Co-Op in Haven about 30,000 bushels are in the bin with another 70,000 at Castleton. Test weights range from 58-65 pounds per bushel and moisture has been running from 9-13%. Estimated yields are from 30-90 bushels per acre.

Finally at the Central Prairie Co-Op in Nickerson, cutting is just getting ramped up with 40,000 bushels taken in. Test weight is 60-61 pounds per bushel and moisture is running 11% or less.&nbsp;

With thunderstorms in the forecast in the coming days, cutting is expected to pick up speed in the area.

Wheat harvest progressing quickly

LSVT BIG, a therapy used at Hutchinson Regional Medical Center, trains people with Parkinson disease (PD) to use their body more normally.

"Parkinson's usually kind of draws someone in into a small movement," said Physical Therapist Karissa Ward. "Small, shuffling steps. Difficulty making it through doorways, falls and things like that. So, when we're in LSVT BIG, we focus on moving big, big steps, moving our arms big, standing up nice and big and that all kind of gets things moving a little bit easier."

Sessions are based on reteaching the brain what it's like to move big.

"Their brain does not send a big signal," Ward said. "It sends a small signal to their muscles, whenever they tell themselves to walk, or other movements. When we give them a simple command, like do it big, they can put that into practice and give us really normal, nice steps."

This is an extension of a therapy called LSVT LOUD. The goal of that therapy is to make it so caregivers can hear and understand those with Parkinson's. Speech therapists also work with those patients to help them be able to swallow.

"With swallowing, we first have to assess the swallow and figure out what's going wrong," said speech language pathologist Lori Hartnett. "We do trials. We feel the mechanism as the person swallows to see what their muscles are doing. We listen. We use our ears a lot to listen for signs that the liquids or whatever may not be going the right way. It might be a throat clear, it might be a cough and then we start working and analyzing and trying different things to make everything go better. There's strengthening exercises, believe it or not, that you can do for your tongue and for the muscles in your throat that can help regain strength."

Hutchinson Regional works with Parkinson's patients to retain function

HUTCHINSON, Kan. — The May unemployment rate in Reno County inched up slightly from the previous month.

According to the figures released from the Kansas Department of Labor the jobless rate increased by three-tenths of a percent to 3.5%. In 2020 the May jobless rate was 7.7%, as the brunt of the pandemic was being felt in the area.

There were 1,039 Reno County residents looking for work in May compared with 960 in April. Nearly 2000 county residents were out of a job at this time last year.

The state's unemployment rate was level at 3.5%.&nbsp;

May unemployment rate up in Reno County

Kan. — 
Hutchinson City Manager Jeff Cantrell said it became clear to the City Council at their budget meeting Thursday night that cuts need to be made in the 2022 budget to continue holding the two months of expenses ending balance that the City has tried to keep in recent years.

"By the time we left the meeting, everyone had realized that," Cantrell said. "That's the expectation. They sent staff back to return in two weeks with a budget that better frames under that scenario."

The two months ending balance goal would be an ending balance of around $5 million, give or take, because in most years, cities authorize more budget authority than they actually spend.

"What we delivered to them the first time was sort of a wish list, as far as streets," Cantrell said. "That's going to be a big piece of it. We're going to trim that a little bit, but not to worry, because that's probably going to take it back to previous year levels."

Cantrell said costs have grown faster than revenues, which is the reason for the intended cuts.

"Our health premiums, we're seeing, in some cases, double digit increases, after a period of time where we didn't see that, it was pretty stable," Cantrell said. The new revenue neutral rate statute reporting requirements would require even deeper cuts than what are already being contemplated.

"If we modeled it flat, we're looking at about 44 mills to continue on just like we would have last year," Cantrell said. "To avoid that notification requirement, we'd have to fall into that 43 mill range, potentially even 42 and a half, just to make sure that we have that buffer. The problem with that is that we forgo about a quarter-million bucks if we do that. In the face of increasing costs elsewhere, that's a problem for us that we would have to balance and figure out and it would come in the form of either operational cuts or curtailment of certain fleet type operations."

It's important to note that fleet operations were already delayed as an emergency measure when it wasn't clear what would happen due to the pandemic, so putting those off even farther could cause more cost than it saves in the long run.

Hutchinson City Manager Jeff Cantrell said it became clear to the City Council at their budget meeting Thursday night that cuts need to be made in the 2022 budget to continue holding the two months of expenses ending balance that the City has tried to keep in recent years."By the time we left the meeting, everyone had realized that," Cantrell said. "That's the expectation. They sent staff back to return in two weeks with a budget that better frames under that scenario."The two months ending balance goal would be an ending balance of around $5 million, give or take, because in most years, cities authorize more budget authority than they actually spend."What we delivered to them the first time was sort of a wish list, as far as streets," Cantrell said. "That's going to be a big piece of it. We're going to trim that a little bit, but not to worry, because that's probably going to take it back to previous year levels."Cantrell said costs have grown faster than revenues, which is the reason for the intended cuts."Our health premiums, we're seeing, in some cases, double digit increases, after a period of time where we didn't see that, it was pretty stable," Cantrell said. Cantrell: Cuts are coming, the question is still how deep

BURRTON, Kan. — Two people were arrested in Harvey County on drug charges early Thursday morning. The Harvey County Sheriff's Department responded to the Kwik Shop in Burrton just after midnight and took 39-year-old David Dean and 39-year-old Cassie Nichols, both of Erie, Pennsylvania, into custody on charges of possession of meth, possession of fentanyl and possession of heroin.

A sheriff’s deputy found Dean and Nichols doing mechanical repairs on their vehicle in the parking lot of the Kwik Shop. The individuals gave conflicting stories to the deputy, including fictitious identifying information.

The Sheriff’s Office K-9 unit was dispatched and a search of the vehicle turned up the drugs and paraphernalia.

Dean and Nichols are both being held on $50,000 bonds.

Harvey Co. deputies find couple with fentanyl, $11K worth of meth

HUTCHINSON, Kan. — The Kansas State Fair has a new board member.

Gov. Kelly’s office announced Thursday that John Leslie of Lawrence is the newest member of the board. Leslie will represent the Northeast Kansas Extension District.&nbsp;

That district is currently represented by Ron Hinrichsen.

The purpose of this board is to promote and showcase Kansas agriculture, industry and culture, to create opportunities for commercial activity, and to provide education and entertainment that is part of the Kansas State Fair.

Leslie named to State Fair Board

HUTCHINSON, Kan. — In an effort to save money, the Reno County Sheriff’s Department recently went to hybrid vehicles for patrol cars.&nbsp;

The department has not saved as much money as previously hoped. According to a report that will be presented to the county commission on Tuesday, the cars are saving the county an average of 315 gallons per year, per car, or a total of $821 per vehicle. The figure is with gas prices at $2.60 per gallon. That’s compared with the 2020 non-hybrid patrol vehicles still in use.

The hybrids also cost about $3,100 more than the non-hybrid patrol vehicles. Still, the savings are enough to offset the cost in the current four-year replacement cycle.&nbsp;

The hybrids average about 16.5 miles per gallon compared with 13.8 miles per gallon for the non-hybrids.

Kyle Berg, director of transportation for the county, says they are considering going to a five-year rotation on the vehicles and has been told that extending the use of the patrol cruisers would not be a problem maintenance-wise.&nbsp;

A full report on the vehicles and the rest of the county fleet is a part of Tuesday’s meeting of the Reno County Commission at 9 a.m. at the Reno County courthouse.

Sheriff's department only saving some with hybrid vehicles

HUTCHINSON, Kan. — Hutchinson resident Terry Dunsworth is feeling pretty lucky these days.&nbsp;

He claimed the first top prize in the Kansas Lottery’s brand new $10 “Silverado” instant game, winning a 2021 Chevrolet Silverado and $10,000 cash.&nbsp;&nbsp;

“I had scratched off the ticket the day after I bought them and didn’t think much of it. But then I went to check it on the app and I couldn’t believe it! I had to ask my wife if I was reading it correctly,” Dunsworth said. “I’ve been playing every week since the Kansas Lottery started up in the ‘80s, but I’ve never won anything this big!”&nbsp;

The win is great timing for the Dunsworth family as they have been talking recently about trading in their current truck as it gained quite a few miles. While Dunsworth hasn’t thought too much about how he’ll customize his new truck, he is eager to check out his options when he works with the dealership.

The Grand Prize also comes with $10,000 cash, but the winner says he’ll put the money in savings. For now, he plans to take his wife and their young son to the zoo to celebrate.

The winning ticket was sold at Kwik Shop at 8 N. Main St. in South Hutchinson.&nbsp;

Dunsworth wins new truck

Kan. — Karen Hammersmith with the Reno County Health Department noted that the vaccination rate in the county is still going up, but its still under 40%.

"We're at a vaccination rate of 39.09% of residents receiving at least one dose of vaccine," Hammersmith said. "We have 24,412 actual residents receiving at least one dose of vaccine."

Hammersmith is encouraged by the numbers of young recipients of the Pfizer vaccine, according to the data.

"We've pushed it out to those that are 12 to 15," Hammersmith said. "That started on May 10 when the FDA approved that. We've given 215 kiddos in that 12 to 14 range at least one dose."

That's the total doses given in the county. The Health Department has given 59 doses out of their supply.

"We'd really like to hit that age group a little bit more as well as those going off to college," Hammersmith said. "Also, those coming in to college, if they are going to Hutch Juco."

The Health Department plans a couple of Saturday opportunities between now and the start of school. They will be open from 8 a.m. to noon on July 24 and August 14.

Total company sales for the parent company of Dillons totaled $41.3 billion in the first quarter, compared to $41.5 billion for the same period last year. Digital sales jumped 16% year over year. Excluding fuel, sales decreased 4.0% compared to the same period last year.

Operating profit totaled $805 million and total earnings came in at $1.19 per share.

The company also announced a $1 billion share-buyback program and continues to re-energize their pension programs with various store chains.&nbsp;

Pointing to the better-than-expected results and confidence for the rest of the year, the company raised its full-year outlook for earnings to between $2.95 a share and $3.10 a share, from a prior range that topped out at $2.95 a share.

HUTCHINSON, Kan. — The Smallville Festival kicks off its three day run as a part of Third Thursday.

Events kick off at 5:30 p.m. at the Chester I Lewis Plaza with the reading of a proclamation and a Sculpture Walk showcase at 6:30.&nbsp;

Activities at DCI Park include live music, food trucks and the super heroes costume contest starting at 5:30. Slack line demonstrations and activities start at 6 p.m. and costume contest winners will be announced at 6:30.

All of the traditional Third Thursday activities will be available. After a day off Friday, a full slate of activities are set for Saturday including the Smallville 5K and Super Hero 1 mile runs. Registration begins at 7 a.m. with the 1-mile run at 8 a.m. and the 5K to follow at 8:30. The Kiwanis breakfast starts at 7;30 at DCI Park.

NICKERSON, Kan. — The Nickerson City Council will take action on extending the one-cent sales tax when they meet on Monday.

The sales tax was originally used to fund the new community building and has been extended by public vote to help fund infrastructure and park improvements. The tax now sunsets in 2022. If the council gives their approval, the tax will go back to a public vote in the November election. If approved by the public, the tax would be extended through 2027.

The tax generates about $75,000 per year and currently has a balance of $172,000 with about $150,000 spent on projects since the tax was last extended in 2017.

If the public votes to extend the tax the funds would go to city sewer line improvements and parks as before, along with sidewalk improvements and overall visual enhancement for the city.&nbsp;

Monday’s Nickerson City Council meeting begins at 7 p.m. at the Nickerson city offices.&nbsp;

Nickerson City Council to consider extending 1 cent sales tax 

RENO COUNTY — An accident just before 7:30 Thursday morning on Nickerson Boulevard sent one person to the hospital.

Deputies found a Ford pickup at the corner of Nickerson Boulevard and Wilson Road upright and heavily damaged. Forty-year-old Jewel Murer of South Hutchinson was conscious. 

Deputies say that Murer was driving her 1997 Ford F-150 northwest on Nickerson Boulevard when she exited the right side of the roadway. It appears she tried to get back on the road and overcorrected. 

The truck traveled to the left side of the roadway, crossing the center line and began to spin counterclockwise. The truck rolled at least once and came to rest on its wheels facing the opposite direction.

Murer was buckled up and no airbags deployed. She was taken to the hospital to be checked out.

Kan. — The American Red Cross is experiencing a severe blood shortage as the number of trauma cases, organ transplants and elective surgeries rise.

"In particular, we would urge our donors in the Hutch area, if you are O positive or O negative blood type, please find the next available blood drive and make your appointment today," said Jan Hale with the Red Cross. "Those are the two types that are in particular need."

In comparison to 2019, the Red Cross has seen demand from trauma centers climb by 10% in 2021.

"I think there is a little bit of confusion, maybe, around the vaccines," Hale said. "In particular, we are following the CDC guidelines. If you are vaccinated, then you don't need to wear a mask. If you are, we really would love for you to donate, as well." 

You can donate regardless of your vaccination status.

"If you happen to get your vaccination and there's a blood drive in your area that same day, know that if you know the vaccine that you received, you won't be deferred, either," Hale said.

PrairieStar Health Center showed off its fully equipped mobile medical clinic manufactured by Collins Bus on Wednesday. The idea for the two to collaborate began with a grant PrairieStar received from the federal government.

"I believe this one came out of something called the ECT (Expanding Capacity for Coronavirus Testing)," said PrairieStar CEO Bryant Anderson. "This is essentially out of the CARES Act, I think it's the round two of that."

The team at PrairieStar wanted to use the grant in a way that would help both local patients and the local economy. Fortunately, Collins Bus was looking for business.

"We used to build commercial shuttles for airports and hotels," said Chris Hiebert, Vice President/General Manager of Collins Bus. "That section of our business was divested out and we were no longer in a position where we could build commercial products, so we were looking for another product that would fill our seasonal ups and downs that come with our base business, which is building Type A school buses."

The reason a mobile clinic was thought of has to do with PrairieStar's Chief Quality Officer, Mona Broomfield, RN.

"I was raised in Sylvia," Broomfield said. "Sylvia is 30 to 35 miles and to people that live in some of those small communities, it might as well be 350 miles to get to medical care. There was always a vision that we could take medical to Plevna, Sylvia, Turon, you know, Langdon, those places."

Anderson believes the clinic will be on the road next month. For Collins, this is the beginning of what they are hoping will be an active product line with up to 25 units sold next year, but they are just delivering three in 2021. PrairieStar got their unit earlier this spring, but just got it wrapped and equipped recently, another unit was delivered out east this month and Johnson County will get the third unit later in the year.

"Whatever we think of, we can do," Broomfield said. "Granted, we're not going to have extensive things like radiology, but the majority of chronic diseases can be cared for on our mobile unit. I could see potentially setting up at a school for enrollment for anybody that doesn't have their immunizations done."

The goal for Collins is job retention, so that those employees who were in the commercial shuttle product line can switch over to this line and remain employed.

Collins Bus, PrairieStar collaborate on mobile medical clinic

HUTCHINSON, Kan. — The state's disaster declaration in regard to the pandemic is over. The declaration was lifted on Tuesday. Reno County Emergency Management Director Adam Weishaar says the change really doesn’t do much locally until the county commission takes further action.

“Right now it really doesn’t change a whole lot for us,” Weishaar said. “We still have a local disaster declaration in place until the end of June.” 

Weishaar says, as of now, they really have all of the supplies and PPE that is needed for any future requests.

“Right now the only thing we've asked for recently are some bandaids and we can find those bandaids locally,” Weishaar said. “We have a good supply of personal protective equipment that can go out to local businesses and health care organizations if we need it.”

Whether the public agreed or disagreed that the declaration was needed, it did provide much-needed items.

“There were times where we couldn’t find any gloves, couldn’t find any personal protective equipment and the only option we had was to go to the state and ask for those things,” Weishaar said. “The state provided personal protective equipment, they provided ventilators, they provided medication.”

Weishaar expects the county commission to take some type of action on the matter in the near future.

Weishaar says emergency declaration did its job during pandemic

HUTCHINSON, Kan. — The Hutchinson Municipal Band announced Wednesday that it has a new location for performances beginning with the June 22 concert. The new location will be in Carey Park between the zoo and the homebuilders shelter.

The new performance location was used last summer during the band’s season that was impacted by COVID-19. Support for the new performance space was provided by a grant from the Hutchinson Community Foundation in partnership with the City of Hutchinson. In addition, the Hutchinson Zoo will be making changes to its operations to welcome concert goers by opening from 6:00 p.m. to 8:00 p.m. each Tuesday before the concert. The organization also announced that food trucks will be available along with restrooms and picnic tables.

To help with the change in location, the band was awarded $2,000 to help build a 30’ x 40’ concrete pad that will serve as the base for Municipal Band performances, along with electrical service to the pad and landscaping.&nbsp;

Work should be ready in time for the Salt City Jazz Band’s performance on June 22. The Reno County Farmers Market will continue to be used as a rain location should weather not permit use of Carey Park.
