Eagle Communications Inc. has announced a leadership change in its Manhattan and Junction City markets.

As of Friday, Ben Waters will assume the role of regional manager for Eagle's markets in Salina, Manhattan and Junction City.

Waters has served as general manager of Eagle's Salina market since January 2020. Prior, he was the digital marketing leader for Eagle Radio of Hutchinson.

"Ben has proven to be an excellent leader within Eagle Communications and our operations in Salina and previously Hutchinson," said Eagle CEO Kurt David. "We now have the opportunity to combine our resources in Salina with those in Manhattan and Junction City where across markets Eagle Radio has the Top 2 listened-to stations in the market — KG Country 99.9 and Power Hits 97.5. Ben also has strong knowledge and skill with our digital product suite offerings thus allowing our clients across all markets to further drive growth in their local economies in this time when we have continuous news of increasing retail sales."

Waters will take over for Jason Schlitz, who had served as manager of the Manhattan and Junction City markets since January 2020.

Waters named regional GM for Eagle markets in Salina, Manhattan, Junction City

Buhler USD 313 Superintendent Cindy Couchman said the district is helping with a food drive later this month.

"This is something that Erica Shook, our Ad Astra Virtual Academy director came up with," Couchman said. "She has a huge sleigh. I mean, it's big. I've never seen anything like it. She sent me a picture of it. The idea is to stuff it with food. That big sleigh is going to be parked at Midway Motors December 14 from 10 a.m. to 3 p.m. We encourage people to drop off food into the sleigh. The idea is to stuff it with food. That's going to benefit the Buhler Food Bank and the Reno County Food Bank."

A similar event is being held by the Academy in McPherson as well on Thursday, December 9 from 10 a.m. to 3 p.m. at 201 East Euclid in McPherson. Food from that event will go for the McPherson County Resource Council Food Basket Program.

The Hutchinson Boys and Girls Club named Bostyn Castor its 2022 Youth of the Year on Thursday. Skip Wilson was ecstatic at how the event went.

"I hope everyone in this community has had a chance to see the Crystal Ballroom at the Burt," Wilson said. "It is quite the gem. It is just a great place. We celebrated our 30 years, which was last year, we celebrated it last night and I can't think of a better place to have that event. A special thanks to them, very elegant. Elycia did an incredible job, our new marketing and communications coordinator, setting it up. The decorations were beautiful and the event was beautiful. It's all about our young people. It's all about our Boys and Girls Club members."

Castor knows how strong the others who were competing with her locally are and is glad to have won.

"It's honestly a shock," Castor said. "All three of us were great candidates last night and I'm really honored to be given the title of Youth of the Year. That's the highest honor that a Boys and Girls Clubs kid can have within the club. I'm just looking forward to being an advocate for the kids in my community and I hope that I can go on and make Kansas Youth of the Year and keep going because I feel like I would be a really good person, because I understand what youth are going through and I feel like I have the resources to be a good advocate for those kids."

Castor believes its important that kids are honest with themselves and each other if they're going to change their communities and their country.

"I think the first thing that you have to do is obviously talk about things that are happening," Castor said. "I know, just recently, with our generation, that's something that we've been doing more. We're talking about things that usually are more controversial or wouldn't be talked about. I think that's one thing that's great. I think that our generation is going to be a generation that changes a lot and I really hope we do. I think that starts with us having conversations and getting our opinions out there and questioning things that happen."

Castor's next competition is the state event in March. Discussions are still ongoing as to whether that will be a virtual or in person event.

Castor named 2022 Youth of the Year

HUTCHINSON, Kan. — Teachers in Hutchinson USD 308 have finally voted and approved a new collective bargaining agreement with the district. Teachers voted on the contract Thursday after failing to do so three previous times.

The two sides recently came together on a new contract after declaring an impasse during negotiations. At that time a mediator was brought in to try and bring the two sides closer together.

Key items in the agreement are an increase to the base pay and funding step and column movement for teachers. An additional step was added to some of the columns to fund movement for teachers who were frozen on the wage scale.

Also in the agreement, is a $750 one time premium pay to teachers this year. Now that the contract is approved, the additional compensation would be prorated through the rest of the contract year.

The matter now goes before the USD 308 school board for their final approval. That should come at their next regular meeting.

COVID-19 has made it difficult for any government to focus on efficiency, but Reno County Administrator Randy Partington is looking forward to implementing priority budgeting as part of next year's budget process.

"One of the first steps is program budgets," Partington said. "Kind of taking away just this overall...breaking it down into the divisions and then the programs, the services that each department provides, breaking down that cost so that it's very transparent to the commission and the community what the costs for the different programs are."

There are some things that certain departments are required to do by state statute. Those have to stay, but it's everything else a department does that needs to be dug into more deeply.

"What's mandated by the state for departments that have mandates?" Partington said. "What are optional services or programs that Reno County provides to the citizens and then doing a scoring system tied to what the governing body's values and strategic plan is and then taking a survey to the community, what are the most important services that we provide? Who do they serve, the size of the population they serve to kind of put an importance on the various programs and services."

This isn't just about cutting, it's also about putting money where the most people get benefit out of it.

"If a department comes in and says, I need more staff, I need to increase this program," Partington said. "Then the commission, if we have this set up can say, well then what areas that are less important or scored lower on our rating system can we cut or take away from to fund that increase?"

This allows for departments to be more flexible within a budget year, as long as the usage aligns with the commission's overall priorities.

Oxford House Chapter 13 looking for donations

HUTCHINSON, Kan. — Hutchinson police continue an investigation into a shooting that occurred Thursday morning.&nbsp;&nbsp;

Just before 1:30 a.m., officers responded to the alley behind the 320 Landing Apartments, 322 E. 1st Ave., and found 38-year-old Michael Pena of Hutchinson with several gunshot wounds to the abdomen. Pena was transported to an area hospital, underwent surgery and is now in recovery. As of now, no arrests have been made and the incident is still under investigation.

The Reno County Sheriff's Office, the South Hutchinson Police Department, Hutchinson Fire Department and Reno County EMS also responded to the shooting.&nbsp;

Some of the significant changes to the new contract include consistent language across all bargaining units that better articulates the city statutory management rights. It also defines what is acceptable “FOP business” and who has the managerial authority to approve matters.

Other language deals with officers' probationary period, promotional assessment and grievance procedures, negotiations on lost wages due to action by the city, base and overtime pay, and the wage scale — which will provide a movement of 6% for police officers and 4% for police sergeants.

The council will also go into executive session to discuss 2022 contract negotiations with the other bargaining units.

Tuesday's meeting begins at 9 a.m. at the Hutchinson city offices.

HRMC recognized for newborn screening programs

HUTCHINSON, Kan. — With service cuts because of the pandemic, it's no surprise that ridership aboard Amtrak's Southwest Chief fell again in 2021.

According to the ridership report ending the fiscal year Sept. 30, the Chief had a total of 135,900 passengers compared with 186,400 in 2020. It’s far below the 338,200 that rode the Chief before the pandemic in 2019.&nbsp;

Total ridership for Amtrak was just 12.1 million passengers in 2021 compared with 16.8 million in 2020. In 2019, total ridership was 35.5 million.

Amtrak reduced a number of long-distance schedules and operated smaller trains during the pandemic. The Chief’s schedule was reduced to three days per week from October of 2020 to March of 2021.

As far as passenger numbers in Kansas, only 1,797 people boarded or detrained from the Chief in Hutchinson in 2021, less than half of the usual number. Newton, which normally sees about 14,000 passengers per year, had only 6,040. Lawrence had 2,752; Topeka 3,435; Dodge City 2,187 and Garden City 2,816.

It’s far below the 338,200 that rode the Chief before the pandemic in 2019.&nbsp;Total ridership for Amtrak was just 12.1 million passengers in 2021 compared with 16.8 million in 2020. In 2019, total ridership was 35.5 million.Amtrak reduced a number of long-distance schedules and operated smaller trains during the pandemic. The Chief’s schedule was reduced to three days per week from October of 2020 to March of 2021.As far as passenger numbers in Kansas, only 1,797 people boarded or detrained from the Chief in Hutchinson in 2021, less than half of the usual number. Newton, which normally sees about 14,000 passengers per year, had only 6,040. Ridership aboard Southwest Chief drops in 2021

HUTCHINSON, Kan. — The actions of two Hutchinson citizens saved a man's life and, for that, they were honored Thursday afternoon.

For Tim Herrman, Oct. 2 probably seemed like a typical fall day when he arrived at Midwest Superstore in Hutchinson, not knowing he would soon experience a life-threatening medical emergency.&nbsp;

Herrman was enjoying the day when he went into cardiac arrest. Midwest Superstore staff promptly summoned 911, but there is even more to this story. Britnea Weaver, a nurse with the Hutchinson Clinic, was at the business and Greg Flores, an employee of Midwest Superstore, stepped forward to perform CPR. Soon, EMS personnel were on the scene and Herrman was transported to Hutchinson Regional Medical Center where he was treated and made a full recovery.&nbsp;

“I was talking to my manager and his wife came in and was really calm, and said, 'somebody needs to call 911,'” Flores said. “I walked out there to find him not breathing. He was blue and he didn’t have a heartbeat.”

Weaver and Flores traded off providing CPR until EMS arrived 10 minutes later, although both said it felt like forever. Flores learned CPR at Hutchinson High School and Weaver, who was actually there to buy Herrman's pickup that he was trading in, is certified because of her profession. Weaver says CPR is not as easy as it looks, but is easy to learn and stressed that it's a skill everyone should have.

“There is skill that goes into it,” Weaver said. “The depth you need to go (compression) . . . the speed, if you need to be giving breaths, there’s a lot that goes into it.”&nbsp;

Dave Johnston, director of Reno County EMS, says the action of Weaver and Flores made all of the difference in saving Herrman.

“Because these citizens were there and were able to start CPR right away, they had this patient ready to receive all the treatment they needed,” Johnston said. “It’s just really exciting.”

Johnston hopes getting the word out about the action of Weaver and Flores will get more people to learn the skill of CPR.

“Our hope is that this will inspire more people to go out and learn CPR,” Johnston said. “So they are ready to respond whether it’s a family member, or a citizen, or someone in their church or school that goes down.”

Weaver and Flores both received the Citizen Lifesaving Award presented by Reno County EMS and the Hutchinson Regional Medical Center in a ceremony at 1 p.m. Thursday at Midwest Superstore. While they were being honored, Flores said he wanted to stress that EMS and first responders do this every day and they are the real heroes.

The EMS crew that responded to the scene that day were also on-hand to see Weaver and Flores get their awards.

WASHINGTON, D.C. - First District Congressman Tracey Mann&nbsp; and representative Jimmy Panetta announced the establishment of the Congressional FFA Caucus in the U.S. House of Representatives.

"I'm really excited about this," Mann said Thursday. "Congress has caucuses, groups of members that come together and form little groups on certain topics. I'm delighted to form the FFA Caucus. It never existed before and it's important to bring members from both sides of the aisle across the political spectrum and across the country and really be able to focus on ag education in our schools and promote the FFA in the process."

The FFA Caucus will serve as an informal group of U.S. Representatives dedicated to issues related to the next generation of agriculture leaders and students pursuing careers in agriculture, food, natural resources, and related sciences.

"At Quinter High School, I was actually our FFA president," Mann said. "I learned a ton. Giving reasons after judging livestock. That's a great skill to learn how to do. Parliamentary procedure, I use that every day. It's amazing how many FFA members there are in Congress. Forming this caucus helps us to identify them. Really, then we can kind of have the go-to group to work to promote ag education, as things come up."

&nbsp;The National FFA Organization is a congressionally chartered school-based national youth leadership development organization of more than 735,000 student members as part of 8,817 local FFA chapters in all 50 states, Puerto Rico, and the U.S. Virgin Islands.

Mann announces establishment of Congressional FFA Caucus

Reno County Administrator Randy Partington notes that the sales tax for the county has been strong this year and that has helped the county budget.

"This year, we're going to bring in close to $5 million in sales tax revenues for the general fund," Partington said. "That's a good portion of our general fund budget."

That's well above what the county planned for in 2021.

"The revenue side, when we budget, we underestimate, especially with sales tax," Partington said. "For example, for 2021, we budgeted $3.8 million in sales tax revenues and we're at about $4.8 million right now. We're already at about $1 million more than what we budgeted."

The county is keeping that money in savings for now, though, because they don't know what the ongoing impact of COVID or other unforeseen events might be on future budgets.&nbsp;

NEWTON, Kan. — Harvey County residents are encouraged to attend any of a set of three public meetings scheduled in January to provide feedback and discuss information to go toward the creation of the County’s next comprehensive plan.

The comprehensive plan is a guiding document used as a decision-making tool by the Harvey County Planning and Zoning Advisory Board and the Harvey County Commission for determinations on land development for the next several years.

The public meetings will be set in different locations throughout the county:

· Jan. 11: Harvey County West Park community building, 2733 West Park Rd., Burrton, KS

· Jan. 12: Meridian Center, 1420 E. Broadway Ct., Newton, KS

· Jan. 13: Harvey County Camp Hawk shelter, 1801 SW. 36th St., Newton, KS

Each meeting will be held from 5 p.m. to 7 p.m., and residents can come and go throughout the meeting. Residents are invited to attend any meeting of their choosing. Each meeting will generally follow the same format and discussion topics.

Harvey County looking for input on comprehensive plan

HUTCHINSON, Kan. —Heartland Credit Union is expanding. The Hutchinson-based financial institution announced that they have reached an agreement to merge with Farmers Credit Union of Hays.

The merger would create a credit union with just over $500 million in assets and 33,000 members. One branch in Hays will join the eight HCU branches in Hutchinson, Haven, Newton and Wichita, including the Salthawk Center Branch inside Hutchinson High School. The combined credit unions will operate under the Heartland Credit Union name and leadership team.

Initial discussions regarding a potential merger started after Farmers President Guy Forell announced his intention to leave the credit union later in 2021. All other Farmers Credit Union employees will be retained. Farmers Credit Union will be entering into a management agreement with Heartland to ensure a smooth transition for members and employees.

“Our goal at Farmers Credit Union has always been to do what is right for our members,” Darren Walters, Board Chair of Farmers Credit Union said. “After evaluating several options and having extensive discussions regarding the future of the credit union, the decision to partner with Heartland Credit Union became clear. Their culture and commitment to excellent member service and superior products assures us this is the right move for our members. We are excited for the opportunity to welcome Farmers Credit Union members to Heartland,”

Dan Springer, Heartland Credit Union President/CEO said. “Our wide range of financial products, along with market leading rates, will provide excellent value to their members. Heartland Credit Union announces merger

With a recall going on since earlier this year for all CPAP machines from Phillips Respironics, it is important for those who have those machines to talk to their doctor.

"There's this foam inside these machines that help absorb the sound and make the machines a little bit quieter," said Health E-Quip Respiratory Therapist Kristen Yoder. "They have found that, in certain situations, sometimes high heat and humidity or with the use of the ozone cleaners, the foam can break down and potentially make its way to the patient. It has also been found to release some carcinogenic gas, that can also make its way to the patient. All of that is just not good."

There are supply issues with machines from the only other company that makes them, though, so its a risk-benefit analysis for you and your doctor as to whether or not to use the machine anyway.

"Whether you stop using it or not is up to you," Yoder said. "Respironics stance on it, and we follow their recommendation, is that you contact your doctor and you talk to them about the issue and whether or not the continued use of your machine outweighs any potential risk to your health and your body. I will say, ultimately, most of Health Equip's patients have continued to use their machine."

The cost to one's health of not being able to breathe while you're sleeping could outweigh any risk of additional issues coming from the CPAP depending on your personal age and health situation. 

"We are months into a waiting list at this point," Yoder said. "If they're a new patient, it would be February or March, if they're lucky."

The CPAP machines are just one example of supply chain issues for durable medical equipment generally. Health E-Quip orders as much of everything as they can, but amounts alloted to them are limited.

HUTCHINSON, Kan. — Kroger reported non-fuel sales rose 3.1% in the third quarter as the parent company of Dillons released its third quarter earnings report Thursday morning.&nbsp;

Kroger’s&nbsp; adjusted earnings for the three months ending in October, totaled $0.78 cents per share, up 9.9% from the same period last year and firmly ahead of Wall Street’s forecast of 66 cents per share. Revenue jumped 7.4% to $31.9 billion, again topping analysts' estimates. The company also continued to increase its digital footprint, Digital sales rose 103% from 2019 levels.

"Kroger's strategy to lead with fresh and accelerate with digital continues to connect with our customers,” Kroger CEO Rodney McMullen said. “Our agility, and the commitment from our amazing associates, is allowing us to navigate current labor and supply chain conditions and provide the freshest food at affordable prices across our store and digital ecosystem.”

Kroger is forecasting stronger full-year profits as sales get a boost from the highest levels of food price inflation in more than a decade and the ongoing boom in pandemic-era grocery demand.

Kroger releases third quarter earnings

Kan. — Allen Samuels CDJR November Teacher of the Month, Plum Creek Elementary 2nd grade teacher Morgan Starkweather, is committed to her kids and to their families.

"One of the coolest things about education is getting to know each kid individually," Starkweather said. "The longer I've taught, the more leniency we have to integrate the curriculum and make it projects that the students are passionate about."

This year's class is a good example of that.

"Right now, my class is really into rocks," Starkweather said. "Rocks is not part of my curriculum, but if it's what they are into and we can learn about geology and earth and the world and places around the world with different rocks and they are reading about it and writing about it, then we are going to study rocks."

COVID continues to create daily challenges.

"Quite honestly, I don't know what I'm going to encounter from day to day," Starkweather said. "I don't know which family has been impacted or which staff member has been impacted. Fortunately, I think teachers are extremely resilient and passionate about what they do and so we will do it no matter what the situation is that we're walking into, because we'll do it for the kids."

Teachers are committed to making sure that the things their kids can't control won't keep them from learning, but Starkweather worries about newer teachers that have never seen normal.

"They don't realize that what we're going through is hopefully temporary in life," Starkweather said. "There will be smoother days ahead. For them, this is all they know. We're extremely short staffed. We're covering classes, covering para jobs, covering lunch duties, recess duties, we do not have custodians. We clean at night. I do not think people realize the stress that's been put on teachers."

At the end of the day, it's all about the kids.

"It's pushing me to extra lengths, because I'm not going to let these kids walk out of here not learning something because of COVID, or because they were quarantined," Starkweather said. "We're still going to learn it and we're going to master it. I just might have to be more creative in the way I do it or perservere a little bit more."

Starkweather has been teaching for 18 years.

Teacher of the month: Resilience and passion drive Starkweather

HUTCHINSON, Kan. — Earlier this year, the Cosmosphere kicked off LaunchNext. The online virtual program was invented to provide up to 48 underserved Kansas school districts the opportunity to better teach STEM programs to students.&nbsp;

Now the space museum is adding another element to that program with LaunchLearning. LaunchLearning brings grade-specific classroom topics ranging from rocketry to living in space to classrooms everywhere. The content aligns with Next Generation Science Standards and offers lesson plans, video resources, live science demonstrations, hands-on activities, teacher guides, subject matter experts and more.&nbsp;

“Students report higher understanding and interest in STEM subjects after experiencing the programming at the Cosmosphere,” Cosmosphere President and CEO Jim Remar said. “LaunchLearning brings those experiences to classrooms everywhere through exceptional resources. The unique aspect to LaunchLearning programming is that it is conveyed against the backdrop of space exploration, which makes the content relevant to many curriculum areas.”

LaunchLearning enables a school district, education center or school group to access the online content for all its classrooms. Additional services, such as live streaming with Cosmosphere STEM educators and field trips, are also available as part of the license.

Several other programs are also available through LaunchNext including LaunchTeaching, which is virtual professional development for educators to gain more insight into the delivery of the content while earning professional development and continuing education credit. LaunchWonder provides free virtual/digital access to the Cosmosphere’s galleries, exhibits, artifacts and archives, which represent the largest combined collection of U.S. and Soviet-era space artifacts in the world.

Cosmosphere announces LaunchNext program expansion

Gas prices generally are trending downward, though they are still above $3 a gallon locally.

"Kansas is fifth cheapest in the country again this week," said Shawn Steward with AAA Kansas. "Reno County today is $3.04 a gallon, just slightly above the statewide average."

Prices are well below that average as close as Wichita, with Sedgwick County at $2.94 a gallon.

"Demand has started to tick downward seasonally as we usually see this time of year," Steward said. "Those crude oil prices have been heading downward. Most recently, they have been about $20 less per barrel than we saw at their peak in late October."

A recent survey of Kansas drivers from AAA said many of them are driving differently right now.

Forty-four percent said they have changed their daily driving habits because of gas prices recently," Steward said. 

Thirty-seven percent (37%) of drivers say they try to consolidate errands, carpool or otherwise drive less when the price of gas tops $3 a gallon.

HUTCHINSON, Kan. — Two local residents will be honored today for taking quick action to save a person's life.

On Oct. 2, a local resident was at Midwest Superstore at 1100 E. 30th St. and went into cardiac arrest. Midwest staff called 911. In the meantime, Britnea Weaver, a nurse with Hutchinson Clinic, and Greg Flores, who is employed at Midwest Superstore, stepped forward and performed CPR.&nbsp;

Reno County EMS responded and transported the patient to Hutchinson Regional Medical Center where he was treated and made a full recovery.&nbsp;

In a ceremony scheduled for 1 p.m., Greg and Britnea will be at Midwest Superstore to receive the Citizen Lifesaving Award from Reno County EMS and the Hutchinson Regional Medical Center.&nbsp;

Kansas Farm Bureau annual meeting starts Saturday

The City of Buhler is giving its employees a 3% raise for 2022. That action was approved by the City Council on Tuesday.

City Clerk Merrill Peterson said the council would like to have done even more in light of inflation, but that was the most they could afford in the budget.

Also on Tuesday, the council heard from Ted Nelson with the Hutchinson Recreation Commission regarding the Buhler pool. 

The council discussed the report and took it under advisement without any other action on Tuesday. The council also approved the cereal malt beverage license for Hometown Foods.

Buhler city employees to get cost of living increase

NICKERSON, Kan. — So far reaction to a new Nickerson city ordinance regarding vacant property has been somewhat muted.&nbsp;

So far we haven’t heard a lot. We’ve only heard from a few homeowners that are in unique situations,” Nickerson City Clerk April Beshears said. “They have houses that they are keeping up, they’re not a health or safety hazard, their yards are mowed, there’s no broken windows...but they’re using those houses for storage.”

Under the ordinance property owners with vacant homes or structures will have to work with the city to try and find either new tenants or owners for the vacant parcels. The city says they will wave building permit fees and come up with other incentives to entice owners to make improvements or sell.&nbsp;

The ordinance also requires building owners to pay a registration fee of $50 for a home and $100 for a commercial building. Owners will also have to pay the minimum utility fee each month. If nothing happens to the property in the first year the registration fee goes up to $250 for a home and $500 for a commercial building. Beshears says they hope to address some of those issues during the next city council meeting.

“It’s going to be a work in progress,” Beshears said. “ I need to get the council back together at the December meeting.... I think some of the issues will have to be discussed with our attorney and see if we can keep that balance.”

Beshears says she doesn't want this to be a burden on property owners but a way to bolster the city’s housing and business stock. The city sent out 22 letters to property owners involving 43 structures.
