The Hutchinson Chamber is helping to host a Leadercast site on May 4 in the Salt City.

"It's actually the world's largest single day leadership event, simulcast and streamed all over the world in multiple countries," said Marcy Kauffman with the Chamber. "Thanks to Horizons Mental Health services it is streamed right here in Hutchinson. The Chamber is here to support them and help bring in a few people to attend, because they have the license."

Cost for the event is $79 through April 22 and then $89 after that.

"LeVar Burton is an actor, director and children's television host, Angela Duckworth is author and founder of Character Lab, Diane Trujillo is an aerospace engineer at the NASA Jet Propulsion Lab, Richard Rohr is the founder at the Center for Action and Contemplation, Molly Fletcher, best selling author, CEO, and Sports Agent," Kauffman said. "Doctors, scientists, athletes, actors, they just have a little bit of everything."

The theme for this year's event is: What is the one thing that makes a leader worth following? 

"If attendees just take a snippet or two from what a few of them say and apply it in their life and their world, they can just work on becoming better leaders themselves," Kauffman said. 

The event will take place live on the same day as the national Leadercast event in Newport, Kentucky, just across the river from Cincinnati, Ohio.

The wheat is greening, the fruit trees are blooming and spring planting is in full swing. One day the temperatures reached nearly 90 degrees, and then two days later we received a dusting of snow. Needless to say, it’s all part of spring in Kansas!

While looking at the calendar to mark the first day of corn planting, I quickly realized that we have officially hit the one-month mark until school is out for the summer. The days of my two kids home all day are upon us, and I couldn’t be more excited!

They have a garden to help maintain, livestock to care for, swimming lessons to complete, little league practices and games to go to, library programming to attend, wheat harvest to help with, and 4-H projects to complete. It’s safe to say I plan to have an enriching summer with my kids while also taking care of our responsibilities on the farm.

The garden has been prepared, and it’s now ready for two children to help manage. The kids have had a say in the seeds selected. They have helped plan the way the water will get to the growing plants. My two children have been given full reign of the garden space. They are free to dig and rake and water (with my oversight) to their choosing. Yes, weeding will also be a priority, but with their own garden tools, a radio playing music, and ownership in the space, I envision this summer gardening to be a fun experience that will perhaps incorporate more vegetables into my children’s picky food preferences. At the least, I hope my two will have a few garden entries at the local fair later this summer. 

While on summer break, the livestock will get even more attention from my children. My son’s cow and calf will soon return to the pasture near our home. Ensuring the animals have access to water daily and an occasional serving of range cubes will be a priority for my boy. He knows his cow is already bred and will deliver a calf later this fall. He also knows it is his responsibility to care for and observe his animals daily to ensure they also have a good summer on the farm as he anticipates another calf to add to his herd later this year.

The sheep have already been released into their summer grazing space after the kids helped their grandpa build the fence. A breeding harness with a blue crayon has also been put on the ram that we recently introduced to the ewes. Soon, we will hopefully begin seeing signs in the form of blue marks on the backs of the females indicating the arrival of lambs later this fall. My two children will be responsible for helping keep watch over the ewes daily and note when a blue mark appears on another member of the flock in anticipation of lambing season.

Physical activity will also be key to being home this summer. Organized time at the swimming pool as well as ball practices and games will keep my kids moving (and decrease screen time) while also having fun with friends.

Fun will also be had with friends as my children participate in our public library’s summer program in town as well as during sessions with others to work on completing their 4-H projects. 

And we can’t forget about the wheat harvest we will all focus on when the time comes this summer. My two will assist me with making and delivering meals to the field, helping deliver truckloads of grain to the local elevator, and sitting in the buddy seats next to their dad and grandpa as the combines work through fields.

It’s safe to say we have a full summer planned that will keep my kids’ minds engaged, their bodies active, and their relationships nurtured, while also providing them with opportunities that will help them understand the importance of fulfilling responsibilities on the farm.

Insight: Visions of Summer

Hutchinson, KS—&nbsp;Billboard Chart topper and Grammy Award winning rapper T.I. will perform at the Kansas State Fair, Saturday, Sept. 17.

Born in Atlanta, T.I. started rapping at the age of 9, and never looked back. Signed to a record label at just 16 years old, T.I. has kept the hits coming for 26 years. Legendary rapper T.I. plays Kansas State Fair Sept. 17

HUTCHINSON, Kan. — Every year, the City of Hutchinson bonds out various projects for the year. That time comes up Tuesday as the city council will be asked to bond out more than $10 million for various projects.

The projects include $5.2 million for the new 23rd and Main fire station, the repaving of various parking areas at the airport, reconstruction of West 11th Avenue from the Harsha Canal to Main and replacing the bridge at East 11th Avenue and Cochran, and major improvements to Farmington Park including a trail loop, new basketball courts and a new pavilion.

The funding also includes repaving the parking lot at the law enforcement center and the parking at Fun Valley.

Also Tuesday, the council will hold a special meeting on the findings from an efficiency study on the city’s engineering and public works along with the parks department. The study was done at the request of the city council to see if any savings could be recognized. The study from Raftelis cost the city $80,000. That study session is set for 6:30 p.m. at the city council chambers. The regular meeting of the Hutchinson City Council begins at 9 a.m.

City council to approve bonded projects for 2022

Kan. — A Naloxone training presentation is going on Tuesday at&nbsp;the Hutchinson Regional Medical Center Pavilion. There are 4 viewing options available: 9 a.m., noon and 5:30 p.m. in person with a virtual option at noon, as well. 

The number of overdose fatalities has increased 54% in 1 year.  The presentation is hosted by Hospice &amp; HomeCare of Reno County in collaboration with DCCCA, Inc, Reno County Health Department, Rise Up Reno, Horizons and the Reno Recovery Collaborative.

Administered when a patient is showing signs of opioid overdose, naloxone is a temporary treatment and its effects do not last long. Paired with calling EMS, naloxone can be a life saver. Statistically speaking, social class, age and/or race no longer define a higher probability for misuse and or abuse of alcohol, prescription medication or illicit drugs.&nbsp;

TOPEKA — The Confidence in Kansas Public Education Task Force on Friday named 92 schools as recipients of the 2021 Challenge Awards.

The awards recognize Kansas schools that are making a notable difference in student achievement despite facing significant challenges in their school population. Since its inception in 2002, more than 1,800 awards have been presented to schools across the state.

Certificates of Merit will be presented to schools by Kansas State Board of Education members.

The Challenge Award recognizes schools for outstanding achievement and uncommon accomplishments based on Kansas Assessment results in math and reading, graduation rates, chronic absenteeism rates and the socio-economic status of those taking the test.

Area schools receiving a 2021 Challenge Award are:

Light agenda for Haven City Council Monday

YMCA of Wichita Executive Director Ronn McMahon told Hutch Post Friday that there's some work to do in Hutchinson, but they wanted to be there when aquatics were discussed with the City Council and Hutch Rec.

"We're working hard with Hutchinson to make that facility and programs as good as we possibly can and continue to look for ways to serve Hutchinson," McMahon said. "We would love to have a new building. We'll work towards that goal. That goal would include indoor aquatics which would be complementary."

McMahon sees the management agreement that the Hutchinson Y went into after the retirement of Kirby List as a positive so far for both sides.

"We've been in a management agreement for about six months," McMahon said. "We're excited by that. We're hoping to sort of formalize that in the next couple of months. In most cases, it's just hard to have all of the financial expertise behind a standalone independent YMCA and so, there's just been a moment around the country to sort of consolidate a little bit so we can continue to provide services in local communities."

McMahon does see a need for more space in Hutchinson eventually.

"To build a building and to raise the money and all the things that it would take, looking for potential partners and all that," McMahon said. "That will take a couple of years probably and more likely, a little longer than that."

McMahon notes that they have done some market research and there is some interest in expanding services, but in order to do that, it might best be accomplished either with reinvestment in the current building or having a new facility elsewhere.

April is Distracted Driving Awareness Month. There are 18 possible causes of distracted driving listed on the standardized crash reporting forms investigators are required to fill out. Only three of them refer to a mobile phone. 

Smartphone use accounts for about 12% of fatal crashes involving a distracted driver," said Shawn Steward with AAA Kansas. "It's widely accepted that distracted driving crashes caused by cell phone use are highly under reported. It's hard to prove. It's hard to look after the fact and to determine whether a driver was looking at their phone when a crash occurs."

Anything that is something you are doing other than driving could be a distraction.

"Passengers, drivers adjusting climate or audio controls, reaching for something in the vehicle, eating or drinking, or being distracted by something outside the vehicle," Steward said. "Passing a crash on the side of the road and you're rubbernecking to take a look at it. It's just really important as drivers to focus on the road, making sure that you're focusing on driving. That's your main task when you're behind the wheel."

Vehicle crashes are a big danger, but that's not the only danger for a distracted driver.

"We also have to pay attention to pedestrians and cyclists," Steward said. "In 2020, there were 480 pedestrians, 83 cyclists and 14 other non-occupants killed in crashes that involved a driver who was reported to be distracted. The first six months of 2021, the last data available, pedestrian deaths nationwide had increased by 17% over the same period a year before."

In Kansas the Move Over law includes police, fire, ambulances, tow vehicles, KDOT or construction workers, utility vehicles and waste vehicles. Distraction is one reason why a driver might not move over and therefore put those roadside workers at additional risk.

HUTCHINSON, Kan. — It will seem earlier than in the past, but it is time for Hutchinson city residents to vote on an extension of the 1/4 cent sales tax again. The tax, which was last approved by voters in 2017, will sunset again in 2023. This will be the fifth time the tax has come before the voters since it was first approved by the public in 1994.

The tax is used to fund both the Cosmosphere and Strataca, sidewalk improvements and property tax relief.

The vote is coming earlier than the previous elections due to the state moving municipal elections from April to November. The city decided to move the vote back six months to give the city time to look over the budget if the sales tax should be voted down. Moving it forward to 2023 would leave the city far less time to make up revenue that would be lost.&nbsp;

Currently, Hutchinson is tied for sixth in lowest sales tax for the 28 largest cities in Kansas at 8.6%, although some special taxing districts do exist in the city.

The matter goes before the Hutchinson City Council during Tuesday's meeting.

1/4 cent sales tax back before city council Tuesday

Items in the proposed 2023 fiscal year federal budget could really negatively impact long-term family farms. Kansas First District Congressman Tracey Mann sees the danger this could pose for family farmers.

"There is this provision in there that talks about a one-time capital gains tax on assets owned for 90 years, which would hit our generational family farms square in the mouth, with potentially a big tax," Mann said. "We raised the flag. We call it the farm-killer tax."

The proposal would outline that trust assets must be adjusted to reflect the trust's value as determined by current market conditions every 90 years beginning with any new trust after 1940. The rule would be the same for partnerships or any other non-corporate owned entity. If the loss of the step-up basis that is proposed also kicks in, that value would get reset at the death of each generation.

"Death becomes a tax recognition event, not when the heir sells it, if the heir sells it," said Roger McEowen, Kansas Farm Bureau Professor of Agricultural Law and Taxation at the Washburn University School of Law. "Remember, under the current rules, if the heir acquires it, the heir could hold it for 50 or 60 years and then leave it to the next generation and they would do the same thing and there's never a tax event. What this does is say that death itself is a tax triggering event, so that appreciation gets taxed."

The 90-year number is derived from another provision in tax law.

"It's the uniform statutory rule against perpetuities that sets a rule on how long you can own property in certain types of trusts," McEowen said. "That has to kick out at that point in time and you have a tax event. That's where the 90 years is coming from. They just tagged that provision, copied it and pasted it over into another piece of legislation. What that is saying is, if that farmland is not held outright, but is held in a trust and that is a trust that has these provisions in it that allows it to stay in there for the length of the rule against perpetuities. Kansas has a much longer rule than that and some states will have a 500-year-rule on that and some states don't even have a rule against perpetuities."

The problem, obviously, is that farmers are generally land-rich but cash poor, so it's likely a lot of ground would need to be sold to pay those one-time taxes. With that said, these are proposals that are not likely to get a lot of support in Congress.

"The politics are not there for any of this in the budget," McEowen said. "This is the same refried stuff that was tried last year in what's known as Build Back Better. The provisions, such as this, while they were initially included in the House version, even the version that the House passed did not contain these provisions. It got stripped out of the House. It couldn't even pass the House, so they stripped a whole bunch of tax stuff, this was one of them, to get the bill passed through the House, let alone the Senate."

Of course, with it being an election year and a decent chance that control of at least one if not both of the House and Senate could flip to Republican control, it makes very little sense to try to ram this through prior to November. Even if that happened, there would likely be ample chances for Republicans, once in control, to undo the provisions before 2030.

Congressman warns of dangers for farmers if Biden 2023 tax proposals pass

HAVEN, Kan. — Adam Weishaar, Director of Reno County Emergency Management announced late Friday afternoon that they have ceased operations at the Haven Midstream Tenawa plant and turned the facility over to plant officials. That decision comes about 30 hours after an explosion destroyed two buildings and caused significant damage to the facility.&nbsp;

Here is more information on the plant at the time of the explosion. There were six employees employed at the plant and two contract workers present. The two contract workers are the ones who were injured in the fire. Neither of them were seriously injured, both were taken to a Wichita hospital for treatment.

The cause of the explosion has still not been released.&nbsp;

Emergency management stands down from Haven fire

HUTCHINSON, Kan. — Hutch Rec is hoping that they see continued recovery in the summer events that were slowed by the pandemic over the past two years. Even with COVID, the summer rec programs were still steady.

“We found there was still a need for that during that time and so we were able to maintain those tournament levels,” Hutch Rec Director Tony Finlay siad. “We’ve added more tournaments over the years since we took over operations in 2015.”

Finlay says the city’s efforts to make improvements to Fun Valley have added to the growth in the summer baseball and softball tournaments at the complex.

“We’re just excited to be able to provide that facility to the Hutch residents, then use that facility on weekends to bring people to Hutch,” Finlay said.

Finlay adds that the new bleachers and other improvements have made Fun Valley a place where out of town teams want to come play on weekends as well as supporting the local youth leagues.

“When we run our local and competitive recreation leagues we have 800 to a thousand kids utilizing those facilities,” finlay said. “Then just being able to offer tournaments on the weekend that bring 30, 40, 60 teams into town for the weekend.”

One change that was approved during this week's joint meeting between the city council and Hutch Rec was to reallocate funds that were to be used for the new concession stand at Hobart-Detter Field in Carey Park. Because of high construction costs, that project has been put on hold.&nbsp;

“It was just not responsible with the amount of funds that are available to us, so we are reallocating those to the renovation of the Fun Valley concession operation,” Finlay said. “Hopefully we’re able to design a concession stand that has multiple windows, our lines will be shorter, and our food will be faster for those residents coming out during the week for our local leagues and of course for our tournament operations for the weekend.”

Finlay says when construction costs level out they will re-address the concession stand at Hobart Detter Field.

Hutch Rec says athletic facilities are staying busy

Big Brothers Big Sisters of Reno County is hosting Hops in the Hangar 2022 on April 29 at Wells Aircraft at the Hutchinson Airport. Whether you're a craft beer enthusiast, aviation buff, or just looking for a fun night out  you won't want to miss Hops in the Hangar.

"It also exposes them to the silent auction and the other events during the program and the dinner, said Don Rogers with Wells Aircraft. "It will let them see what the facility has and this gem of an airport we have sitting on the east side of Hutchinson."

Assuming it is a fire free day, the heroic aircraft from the recent wildfires in Kansas will be there.

"Tanker 95 will be on display, provided we don't have winds that day," Rogers said. "Bill Garrison also has a really nice T-33 that will be on display, we have a few Pipers coming in from Moundridge, as well. We'll have our Cirrus aircraft on display, as well, along with just all kinds of neat things about aviation around the event itself."

KAKE-TV Chief Meteorologist Jay Prater, who is a pilot, will be the evening's Master of Ceremonies.

"There's only a finite amount of people that we want to fit into the hangar," said Denise Brodsky with Big Brothers, Big Sisters. It's $75 a ticket. We probably only have about 50 tickets left."

HUTCHINSON, Kan. — United We Read is an event that United Way of Reno County is hosting on May 1st from 2 p.m. to 4 p.m. at Gowans Stadium.  

The event was created to encourage reading for kids in kindergarten through third grade. 

There will be a story walk, May Day crafts, an opportunity to read to therapy dogs and local celebrity readers will be in attendance. 

The Hutchinson Public Library will offer free library cards and information on their summer reading program. Every child will leave with a free age-appropriate book while supplies last. 

The event is a collaboration between the Hutchinson Public Library, the United Way, the Hutchinson Community Foundation and Smith's Market.

In case of inclement weather, the event will be held at the Salthawk Activity Center.

UPDATE: As of 2:00 p.m.&nbsp;Reno County Emergency Management says, thanks to the mitigation efforts by all responders, they have deemed the current situation at the Tenawa gas facility to be of no threat to the community.

Director Adam Weishaar says that the public may see an active fire coming from the plant, but the flames are helping in the response efforts to keep the scene stabilized.

Weishaar wanted to thank the community of Haven for heeding the overnight evacuation orders and continuing to keep a safe distance from the active scene. He added that residents' willingness to follow updated information continues to aid in the response efforts.

Kent Road from Lake Cable Road to Arlington Road will remain closed until further notice.&nbsp;&nbsp;

The Reno County Sheriff’s Office is on-scene conducting the investigation. Fire District #9 is also cutting down trees that caught fire during the explosion.

HAVEN, Kan. — The investigation is ongoing by the State Fire Marshal's office and specialists from Haven Midstream into Thursday explosions and fire at the Tenawa facility near Haven.

After letting residents near the plant return to their homes around 6:30 p.m. evacuations were reordered later in the evening after it was discovered that 3000 gallons of liquified gas was still trapped in a containment vessel that might have been compromised in the fire. By about 3 a.m. Reno County officials along with Haven Midstream Plant officials determined the hazard risks had been reduced and the evacuations were lifted.

&nbsp;A reception center was opened at the Salvation Army office in Hutchinson for those who were evacuated. It is estimated that 90 people were placed in hotels for the night due to the overnight evacuation.

All roads have been reopened with the exception of Kent Road from Lake Cable Road to Arlington Road.

Haven Midstream Plant experts are arriving today to evaluate the situation and will determine the next plan of action.

The jobless rate increased from 2.5% to 2.8%. The unemployment rate in 2021 was 3.4%. The number of those out of work in the county was 819, with 579 in the city of Hutchinson. The city's jobless rate went up from 2.7% to 3.1%. State wide, the unemployment numbers held steady at 2.5%.

Eagle Media is hosting its Soar Hire hiring event later this month at Uptown Hutch.

"One of the things I like to say about things that you do is the best part of the first time you do it is the second," said Rick Kraus, the account manager in charge of the event for Eagle. "You always learn something and you tweak the process and you learn and you grow."

With an employment rate in Reno County at nearly full employment, business owners and HR professionals are continuing to look for opportunities to get in front of potential hires. Kraus has talked to some former colleagues in HR and their message is simple.

"We just don't have any people to interview," Kraus said. "Just to even have a chance to look at a couple of quality candidates to try to help them understand why working for business A is of much greater benefit than working for business B, to say, hey, just give us a shot, here's all that we can do for you. Salary is one piece, but there's lots of intangibles in terms of culture and benefit and signing bonuses that you see in a job posting. HAVEN, Kan. — The City of Haven was asking residents to voluntarily evacuate as a precautionary measure after the explosion Thursday afternoon, and that evacuation order was lifted as of 6 a.m. Friday.

Also, the City offices will be closed until Monday.

The original ongoing concerns were with&nbsp;a containment vessel.  The vessel’s relief valves were thought to have been potentially compromised. 

Haven Midstream is flying in an engineering forensics group from Houston this morning as well as environmental health and safety experts to assist.

The Salvation Army has activated a reception area at its office at 700 North Walnut in Hutchinson for residents to go to for assistance.

Around 90 people were put up in hotels Thursday night due to the evacuations within a mile and a half of the plant.&nbsp;All roads have been reopened with the exception of Kent Road from Lake Cable Road to Arlington Road

Emergency Management especially thanked Gambino's Pizza for feeding the first responders, and the Salvation Army and the Red Cross for finding those evacuated families accommodations.

It is given to those - most often not an athlete - who have made significant contributions to two-year college athletics on a national level for an extended period of time. 

Cox has been instrumental in the success of the historic NJCAA Division I Men's Basketball Championship Tournament held in Hutchinson, KS, serving as an advocate for the best possible student-athlete and member college championship experience. Cox has been at the forefront of efforts to ensure ample team and fan lodging that are integral to the success of the tournament each year. She coordinates with the NJCAA in these efforts and is also on the Division I Men's Basketball Championship Marketing Committee. In addition to hosting the men's basketball championship in Hutchinson, Cox is also involved in the planning and execution of the NJCAA Division I Volleyball Championship Tournament and its many moving parts. Cox sees the value in the community of Hutchinson having a relationship between the thousands of student-athletes that compete for a championship each year.

Cox has been the Director of Visit Hutch since 2004 and assumed additional duties as Vice President of Operations and Tourism in January 2015. Visit Hutch's Cox wins NJCAA Award

HAVEN, Kan. — The investigation is underway into the explosion and fire at the Tenawa Haven Midstream gas facility on Thursday. The explosion left two people injured and caused extensive damage to the plant. Fortunately, there were no fatalities.&nbsp;

“The first thing we did was make sure we had enough units to cover the fire,” Reno County Fire Administrator Travis Vogt said. “We quickly realized that as many as we’d called in we needed more.”&nbsp;

That meant calling out a fire unit from the refinery in McPherson and hazardous material units from Wichita to deal with the situation. Those crews spent the evening dealing with several small chemical fires that continued to burn. While local fire crews are used to dealing with wildfires and the like, this was something that required a different skillset. Vogt says everything went well.

“There’s always things that we’ll look back on,” Vogt said. “We’ll do a debrief next week or the next few coming weeks and figure out what we could have done better. It went well, but we’re always looking to improve.”

As bad as the fire was, Vogt said the outcome was good in that injuries were minor and no fatalities were reported.

The fire forced the evacuation of numerous rural residents near the property and several businesses along the west side of Haven. K-96 and roads around the plant were closed until around 6:30 p.m. and residents were allowed to return home at that time. Kent Road remained closed around the plant.

Haven USD 312 held rural students at its schools and allowed parents or guardians to pick them up during the day. Buses did run as normal, although routes were altered due to road closings in the area.

Self is originally from Hutchinson, KS and later lived in Galveston, Texas where she attended high school before attending Texas State University.
