HUTCHINSON, Kan. — If there were any thoughts of eliminating the Woodie Seat Freeway and removing the bridges that are a part of that city road, they were all but eliminated by the Hutchinson City Council during Tuesday’s agenda session.&nbsp;

Although no decision was officially made, plans to end the freeway at Avenue F and moving traffic onto other streets was all but killed after the city engineering department got word that the Union Pacific Railroad would not give any approval for the increase in traffic that would occur.&nbsp;

“There’s some information that we picked up along the way that might be compelling in guiding the governing body as to which direction they want to go (with the freeway)," City Manager Jeff Cantrell said. "It’s not something I can put in front of you in a formal document of denial, but in conversations with the permitting side of the railroad . . . what they have said was 'we can’t formally deny you because we don’t have anything formal in front of us, but anticipate a denial when it does come in front of us.'”

Assistant City Engineer Jessica Lowe says that the city had requested proposals from engineers to see how ending the freeway at Avenue F would work, but were told that it would be a waste of the nearly $150,000 cost, telling the city that the railroad would never go for it.

“The overwhelming response from them was 'don’t do this, you won’t get the answer you want from the railroad. We’re happy to do the study but it’s not going to give you the answer that you want,'” Lowe said. “We went forward with the qualification process and in the meantime was finally able to get a hold of someone with the railroad and I talked with them extensively about this, and once they understood what we were saying . . . it was a hard no.”

With that, the city is down to four options for renovating the freeway. Option one would be a single-lane intersection at Avenue A with stop signs. Option two would be the same only with two lanes of traffic. Option three would be the original plan to have a round-a-bout at the intersection with Avenue A. All three options would include eliminating the bridges at Avenues A and B and closing Avenue B. The fourth option is to leave things as they are and replace the Avenue B bridge, make major renovations to Avenue A bridge and make repairs to the road bed and center islands.&nbsp;

The task force connected to the project and the Avenue A neighborhood will be meeting Thursday to further discuss the project and the available options. The city council said it wants to wait for that meeting before addressing the matter again.&nbsp;

Union Pacific opposes 1 option for Woodie Seat improvements

HUTCHINSON, Kan. — Earnings for companies with ties to Reno County kick off the first quarter of 2022 on Thursday when Union Pacific releases its numbers.

The nation's largest railroad looks to continue its upward trend since the pandemic after reporting fourth quarter net income of $1.7 billion, or $2.66 per diluted share.

The railroad is suffering from crew shortages due to COVID, which reduced train miles by 12% at the end of 2021, and car loadings fell 4%. Still, the numbers were positive as the railroad tries to get trains moving again.

UP operates about 25 trains per day in Reno County, which include intermodal and grain shipments. The railroad carries the fourth-highest valuation in the county.

Union Pacific to release 1Q report Thursday

NEWTON,
Kan. — The ramp from eastbound U.S. 50 to northbound I-135, on the south side of Newton is due to open Wednesday night, April 20, or Thursday morning, April 21.

After that ramp reopens, the ramp from eastbound U.S. 50 to southbound I-135 will be closed for patching. It is expected to reopen around 7 p.m. Friday, April 22, then close again the week of April 25.

The work is part of a continuing ramp-pavement patching project on U.S. 50/I-135 interchanges on the south and north sides of Newton. The Kansas Department of Transportation project also involves patching on I-135 ramps at First Street and Broadway in Newton. The project is expected to end around late July. 

During the work, ramps may be closed for up to five days at a time, including overnight and limited weekends. Only one ramp will be closed at a time. A single lane closure may be needed on sections of I-135 and U.S. 50. Motorists will be directed to drive at reduced speeds.

KDOT will continue to provide updates on when each ramp will close as the project progresses.

Vogts-Parga Construction, of Newton, is the primary contractor for the $1,179,492 project.

HUTCHINSON, Kan. —&nbsp;The conclusions from the Raftelis Group study on Public Works and Parks presented to the Hutchinson City Council Tuesday night didn't leave much obvious low-hanging fruit for the council to look at. 

The council appeared to have lots of food for thought in the areas of cost recovery on the parks side, with things like whether the zoo should remain free to everyone or not, if the golf course is charging appropriately for its services and those types of questions. 

Also, the council needs to discuss whether specialized skill sets should be contracted out or whether it is more cost efficient to have city employees do that work. 

As an example, the city forester's position has been vacant for quite some time, so there is consideration to just contracting that work, but councilman Steve Garza asked if the city shouldn't consider increasing the pay for the open forestry position in an effort to get an employee. 

There didn't appear to be clear consensus yet as the two-hour presentation at the end of a double meeting day left them a lot to digest. 

Also, there is the fact that much of the city staff is under a union contract and changes in staffing levels could have a contractual impact on future negotiations.

The council intends to get their individual thoughts together in the coming weeks, but given that they will be having general discussions on the next year's budget soon, it would appear to be well timed.

Council left with policy questions on employees, cost recovery in Public Works and Parks

HAVEN, Kan.&nbsp; — Investigators have labeled the cause of a <a href="https://apnews.com/article/business-kansas-wichita-evacuations-explosions-5ca21f23468b25388dfac5b2dff156ee">fire and explosions</a> at the Tenawa Haven Midstream gas facility as undetermined, the Kansas Fire Marshal’s office said.

According to Jill Bronaugh, spokesperson for the State Fire Marshal's Office three investigators and the department Hazmat&nbsp; Emergency Response Team conducted the investigation but did not come up with an actual cause of the explosion last Thursday. Bronaugh did say that no foul play is suspected.&nbsp;

The explosions and fire at the plant injured two people who suffered minor injuries, officials said. The incident forced the evacuation of people living within 1.5 miles of the plant for a few hours Thursday night and Friday morning including the city of Haven.

Fire and emergency crews spent more than 24 hours at the scene until returning the facility back over to the company's personnel. Bronaugh said the Bureau of Alcohol, Tobacco, Firearms and Explosives also helped with the investigation.

Cause of explosion, fire at Haven gas plant 'undetermined'

Krystal Young, director of early childhood programs with Hutchinson USD 308, notes that there is an important date for those looking to enroll incoming kindergarteners later this month.

"We are looking just to help our students and our families get enrolled, not only in kindergarten, but in all of our early childhood programs," Young said. "Students need to be 5 by August 31 in order to enroll in kindergarten. That is a state statute, not something that we decide, so there is no flexibility in that."

There is some paperwork required for kindergarten enrollment.

"We do need a copy of their immunizations, as well as their birth certificate," Young said. "Sometimes that's difficult for parents. There's a way we can just order those from the state if we don't know where those are."

As for the immunizations, ask your care provider.

"The care provider will help them with that," Young said. "They have all of our forms, as well. They don't even need to get a form from us. If they go to Hutch Clinic or Prairie Star, all of our surrounding areas have our form, so we'll just ask them to fill that out and bring that with them, the same with the physical form."

The Hutchinson City Council gave consensus to staff to draw up the paperwork to sell the twenty underlying usable acres where the spec building will be built in the city's industrial park to Salt City Investments.

"What we want to do is set this up to where some level of approval can be granted authorizing the mayor to execute the documents so that the investor-developer can go ahead and get materials ordered," said City Manager Jeff Cantrell. "As you guys know, on a daily basis, those numbers are going up, through the roof."

The ground will be sold to the investor group at $5000 an acre. Chamber CEO Debra Teufel told Hutch Post last week that she is already receiving inquiries about the building and it isn't even built yet.

Many of the plants for sale that are not available in most local greenhouses are heat and drought tolerant with more than 23 species of plants available. As usual, the plant sale will be available for members only on Friday, April 29 from 6:30 p.m. until 8 p.m. That will be followed by the open sale Saturday from 8 a.m. until the plants are sold out.&nbsp;

The sale is an annual fund raiser for the Dillon Nature Center.&nbsp;

KDOT recognizes Hutchinson employee for 20 years of service

PRETTY PRAIRIE, Kan. — Pretty Prairie USD 311’s first informational meeting in connection with a proposed bond issue was not as well attended as the district had hoped. The first of the two meetings involved tours of the facilities and information on the needs for the district. Another meeting is scheduled for Monday, April 25th at 6 p.m.

The district has been pushing out information on needed improvements and has already hired DCS to act as the Construction Management At Risk contractor and Landmark Architects to design what the district comes up with once those decisions are made.

Some of the immediate needs for the district's facilities include waterproofing brickwork and new windows for the aging buildings. There is also discussion of a remodeled or new gymnasium. Currently, the gym can not host postseason events due to the confined space behind the basketball goals.

The district wants the public's input before they decide on a dollar amount for a bond issue. The district is hoping to put a bond issue before their patrons during the August primary election.

The first of the two meetings involved tours of the facilities and information on the needs for the district. Pretty Prairie USD 311 pushing to get word out about proposed bond issue

Kan. — The Hutchinson City Council unanimously tabled the proposed quarter-cent sales tax question for 2024 that was on the agenda for Tuesday, because they want to look at the underlying percentage breakdown of the distribution of the tax before putting the question before the voters again this November.

The current percentages are 33% goes to the Cosmosphere, 5% goes to STRATACA, 15% goes to property tax relief and then 47% goes to streets and infrastructure," said Angela Richard, Director of Finance.

Different city council members had different reasons for wanting to table the question. Steve Garza wanted to get more public feedback.

"I'd like to see this get tabled so I've got two weeks to go talk to the citizens I represent and see how they feel," Garza said. "I have no problem with putting it on, because the organizations need it, but I'd like to go out and talk to the people, all of the people and talk to them about it."

Sara Bagwell wanted to take a hard look at the underlying percentages.

"We pay that quarter-cent tax because of our roads and it does really help us," Bagwell said. "Like you said, it helps you a lot, but it would also help the city a lot, too, if we could reinvest some of that money into our roads and sidewalks. You know it is a challenge and who gets what piece of the pie?"

Jim Remar with Cosmosphere told the council that if their percentage were cut, he would have to take a look at charging admission to Reno County residents, which Cosmosphere currently does not do and also potentially cutting some staff. Bagwell pushed back against that assertion, but Remar said it would require a look at the whole budget if tax funding were cut. 

As an example, in February the Cosmosphere took in $86,000 for its portion. The quarter-cent sales tax is 16% of the Cosmosphere's operating budget. The City Council plans to revisit adding the tax question at its meeting in two weeks.

Wind Advisory Tuesday for parts of central Kansas

Kansas Governor Laura Kelly on Monday signed a large alcohol policy bill that allows for the consumption of beer, wine or other alcoholic liquor on the Kansas state fairgrounds in areas to be set by the State Fair Board. 

"This would allow people to walk around the fairgrounds during fair time with their favorite beverage, beer or wine," State Fair General Manager Bryan Schulz said last month. "We would be able to control that by setting boundaries."

The Fair Board would have to issue permits that clearly outline the area.

"During fair time, that might be a little difficult because of the full size of the grounds," Schulz said. "During other events on the grounds, we would be able to set up a parameter. Say, if we were to have a big car show up there, we could set up fencing and say it has to stay within this area and proper security would have to be taken with that."

Now that the bill is signed, the board can take up the issue. The next State Fair Board meeting is May 10 at 10 a.m.

Alcohol consumption expansion now in hands of State Fair board

HUTCHINSON, Kan. — The annual Sand Plum Bicycle Classic bicycle ride is quickly approaching. This year's event is set for Sunday, May 1, starting at 8 a.m. at the Kansas State Fairgrounds.

As before, there will be a 13-, 26- and 50-mile route available for all levels of riders. The 13-mile route will run from the fairgrounds to Monroe, then north to 43rd and east to Old K-61 Highway, where it will turn back at 56th and head back to the fairgrounds along the same route.

The 26-mile route will be the same except it will extend to Buhler and then back, and the 50-mile route will run to Buhler, then east to Burmac Road, north to Cherokee Road and then east to Inman before going south to Buhler and then back onto the original course.

There will also be a family fun ride Saturday, April 30, at 5:30 p.m. at Carey Park, which will be followed by an ice cream social. The route is one lap around the park starting and ending at the zoo.

The cost to ride in the Sand Plum Classic is $25, which includes sag stops, lunch and a Saturday night social. The cost of the family ride is $15 per family.

HUTCHINSON, Kan. — The Hutchinson Police Department will host a Drug Take Back Day event on Saturday, April 30.

On that day, anyone with inside medications can drop them off at the Hutchinson Police Department at 210 W. 1st Ave. with no questions asked.

The drug drop-off is a way to rid your medicine cabinet of unused prescriptions that can be a problem for children or those who might abuse them.

It also keeps medications from being flushed down the sewer system as they do not break down in the water treatment system.

The drop-off runs from 10 a.m. until 2 p.m.

HUTCHINSON, Kan. — Hutchinson High School will host a special track meet for students not in athletic programs as part of a fun way to celebrate Salthawk Service Day.&nbsp;

The meet specifically for HHS students is Friday, April 29, at 8:15 a.m. at Gowans Stadium.&nbsp;&nbsp;

This will be the first student track meet that Hutchinson High School will host in more than three years because of COVID. In the past, the high school has partnered with the local Kiwanis Club for the event, but this year the meet will be run completely by HHS students and staff.

More than 50 HHS students are scheduled to compete in the Salthawk Service Day Track Meet and have a chance to enter in 30 different track and field events such as long jump, running, and softball throwing. The meet will also include events for students that have disabilities and mobility aids.

HCTEA’s Sweet Treat has partnered with the event to run a concession stand, with proceeds going to the DECA organization at HHS. Community members and families are encouraged to attend to support the athletes.

HUTCHINSON, Kan. — Hutchinson Fire Department responded to 7005 Backacres for a structure fire at 3:49 pm. 

Upon arrival units found a vacant mobile home fully involved with complete collapse. The fire had spread to the nearby vegetation, units initially worked the perimeter of the vegetation fire bringing it under control. Units remained on scene overhauling the structure and vegetation fire. Cause of the fire is under investigation at this time. 

Hutchinson Fire Department was assisted by Buhler Fire, Burrton Fire, Hutchinson-Reno County Emergency Communications, Reno County Sheriff’s Department and Evergy.

UPDATE: HFD responds to mobile home fire

Hutchinson, Kansas (April 18, 2022) – The Legislative Forum hosted by the Hutchinson/Reno County Chamber of Commerce scheduled for Saturday, April 23 has been canceled due to scheduling conflicts.

The Chamber will be looking at possibly scheduling one last legislative forum for 2022 as a wrap-up of the current legislative session.&nbsp;

Saturday Legislative Forum canceled

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council will hear a presentation on a proposal for a new housing project when they meet in regular session Monday evening.

According to City Manager Joe Turner, the council will hear from attorney Austin Parker on what Turner calls a small multi-unit housing development. One possible area for the development is a small parcel of land located near Heartland Outdoor Sports and the Plaza Go Truck Stop. Turner says the development could include 20-25 units.

The council will also enter into an agreement with Parker to act as counsel for the project at a cost not to exceed $10-thousand.&nbsp;

Also Monday, the council will seek approval for a cereal malt beverage license for the old Plaza Go Truck Stop now under the name Stuckey’s and look over the budget numbers for the first quarter.

The South Hutchinson City Council meeting begins at 6 p.m. at the South Hutchinson city offices at 2 S. Main.

The district is holding informational nights to discuss maintenance needs within the school district and the potential bond issue to cover those needs. Tonight’s meeting begins at&nbsp;6 p.m.

The district is looking for public input and ideas on what is needed. They also want patrons to meet the architect and construction management teams that have been put in place. The night will also include a tour of the district's facilities. The second meeting is set for Monday, April 25th.

If all goes as planned, the district will put the bond issue before the voters in August.

Human Relations Commission to meet Wednesday

HUTCHINSON, Kan. — Reno County Emergency Management Director Adam Weishaar clarified Monday that fire districts in the county are eligible for some federal reimbursement for damage sustained in the Cottonwood Complex fire.

The Fire Management Assistance Grant (FMAG) Program provides a 75 percent Federal cost share and the State pays the remaining 25 percent for actual costs. "What this means is once we meet our threshold of roughly $239,000, qualifying expenses can be reimbursed by the federal government at 75%," Weishaar said. 

Eligible firefighting costs may include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

In addition, under a separate program, small nonfarm businesses in 69 Kansas counties including Reno County and neighboring counties in Colorado, Nebraska and Oklahoma are now eligible to apply for low‑interest federal disaster loans from the U.S. Small Business Administration thanks to the drought. 

Small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may qualify for Economic Injury Disaster Loans of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred. 

Secretary of Agriculture Tom Vilsack declared an agricultural disaster related to the drought on April 8.

Small nonfarm businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations of any size may qualify for Economic Injury Disaster Loans of up to $2 million to help meet financial obligations and operating expenses which could have been met had the disaster not occurred. Secretary of Agriculture Tom Vilsack declared an agricultural disaster related to the drought on April 8.

Prairie Hills Middle School students will be holding a Spring Market Sunday, April 24 from 2 p.m. to 4 p.m. at the school at 3200 Lucille Drive in Hutchinson.

Students will have a chance to be their own boss for the day. Student vendors will have baked goods, art, jewelry and more for sale. The event is sponsored by the Prairie Hills PTO.

Prairie Hills student Spring Market coming up Sunday

Stage 9 is expanding the If Walls Could Talk fundraiser to two Saturday nights this year, April 23 and April 30.

"Last year was our first year," said Dashona Mahoney with Stage 9. "It was a really popular event, so we're going to spread it out to two weekends this year, with the same six destinations both weekends. The six locations this year are going to be The Fox, that's where we're going to meet, the other locations are Carl's Bar, Re-Nu, the Reno County Museum, Stage 9 and the other one is Toy Depot."

The start of the tour will be slightly different this year.

"The Fox is actually going to be a little bit unique," Mahoney said. "We did a video, it's going to be a nice video, everybody will sit down in the Fox and get to watch that all together. Then, we're going to walk around to the different locations and there will be actors at each location that have a monologue that they are going to give you about a little bit of the history of each of the buildings."

You will need your walking shoes to get the full experience. 

"We actually had business owners reach out to us and want to participate," Mahoney said. "We expect that this will be something that we'll be able to do for a very long time."
