PRETTY PRAIRIE, Kan. — Pretty Prairie USD 311 will host its second informational meeting connected to a proposed facilities improvement bond issue on Monday, April 25 starting at 6 p.m.

The meeting will include tours of the facilities and information on the needs for the district.

The district has been pushing out information on needed improvements and has already hired DCS to act as the Construction Management At Risk contractor and Landmark Architects to design what the district comes up with, once those decisions are made.

The district wants the public's input before they decide on a dollar amount for a bond issue. The district is hoping to put a bond issue before their patrons during the August primary election.

USD 311 bond information meeting is Monday

HUTCHINSON, Kan.— Superior Boiler has been recognized by the Kansas Department of Commerce with a Business Appreciation certificate for the Department’s South Central region.&nbsp;

Superior received the certificate in the manufacturing/distribution category at the To the Stars: Celebrating Kansas Businesses Appreciation Luncheon, held Tuesday, April 19 in Andover. The event was one of seven regional business appreciation events the Department of Commerce is hosting statewide this spring. Superior is the second local company to be recognized at the event.&nbsp;

HUTCHINSON, Kan. — Salthawk Community Support is bringing back the Taste of Hutchinson, The Men Cook event. The event is to benefit students at Hutchinson High School and Hutchinson Middle School 8. This year's event is set for Saturday June 4th at 6:30 p.m. at the farmers market pavilion at 115 W. 2nd.

The agency is looking for 30 teams of men willing to don aprons and chef hats to form a team with family, friends, co-workers or come solo, to prepare and share samples of their favorite entree, appetizer or dessert recipe.&nbsp;&nbsp;

The funds raised at this event will assure the financial future of the Salthawk Community Support program at Hutchinson High School and Hutchinson Middle School 8. Salthawk Community Support encourages students to be engaged in school by providing supportive listening, pairing students with community mentors, providing programs that encourage a positive atmosphere, meeting basic needs and more.

Kan. — The Hutchinson City Planning Commission will take up the preliminary plat for a housing subdivision next to Plum Creek Elementary School to its east and to its south as part of its business on Tuesday.

Several notes were given by both engineering and planning staff back in February to clarify details on the plat and on any potential amenities in the new subdivision. 

As an example, if the subdivision includes a common pool, which the developer has expressed interest in, that would need to be added before a final plat could be issued. 

Also, engineering is asking that a trip generation study be required for the fully developed subdivision. If the developed subdivision generates 100 to 499 trips in a peak hour a Transportation Impact study will be required.

The Hutchinson City Planning Commission will meet Tuesday at 5:30 p.m. in the City Council chambers at 125 East Avenue B.

City planning commission to take up housing subdivision next to Plum Creek Tuesday

HUTCHINSON,
Kan. — The Reno County Planning Commission is going to continue to wait on direction from the Board of County Commissioners before tackling any fire-related planning and zoning regulations. The topic was one of a series of potential areas brought up at Thursday's meeting, but County Planner Mark Vonachen advised the board that it's not time to talk about that yet.

"We're still waiting on direction from the county commission," Vonachen said. "I don't see that topic right now as being a need, to really have a formal, in-depth discussion, because we don't know what we're going to be asked to do, if anything. There's still a lot of discussion going on right now. I think I would, as a board, hold off on that."

One thing it does appear commissioners want some guidance on is lot size and whether three acres is enough to build on or not, but the very preliminary and brief comments seemed to focus on, if anything, assuring through regulation that proper ingress and egress for fire equipment is maintained, rather than specific restrictions on lot size.

"Now, it may become a topic in the future that we have to address," Vonachen said. "Right now, I would just not even consider that."

Also, since the primary problem with rapid wildfire spread in the area appears to be invasive cedars, unless a regulation were put into place outright banning the plant and funding were put in place to pay for mitigation and continued eradication, there isn't much a regulation can do to stop that. 

Vonachen told the planning board he doesn't know how fast the commission will have questions they might want the planning board to answer.

The National Weather Service office in Wichita has issued a Wind Advisory from 10 a.m. to 10 p.m. Friday.

South winds from 30 to 40 mph with gusts up to 50 mph expected. There is also a High Wind Watch for tonight through Saturday morning, with south winds 35 to 45 mph with gusts up to 65 mph possible.

The advisory is for Russell, Lincoln, Barton, Ellsworth, Rice, Reno and Kingman Counties.

Strong winds could blow down large trees limbs and power lines. Sporadic power outages are possible. Travel could be difficult, especially for high profile vehicles.

Secure outdoor objects and use extra caution when driving, especially if operating a high profile vehicle.

Monitor the latest forecasts and warnings for updates on this situation. Fasten loose objects or shelter objects in a safe location prior to the onset of winds.

Wind Advisory in effect Friday 10 a.m. to 10 p.m.

HAVEN, Kan. — A special consulting firm that deals with crisis and emergency management with fire disasters has been hired by Haven Midstream to help with the investigation and recovery from last week's explosion and fire at its gas facility near Haven.

IFO Group out of The Woodlands, Texas, is on-hand to assist Haven Midstream in helping mitigate any potential danger from the accident as well as consult recovery efforts.

It is unknown how long IFO Group will be at the site or what plans are to get operations back up and running. So far, the cause of the fire is undetermined by the State Fire Marshal's Office.

The April 14 explosions and fire injured two people and forced the evacuation of the town of Haven overnight Thursday. Residents were allowed to return to their homes early Friday morning.

There will be a change in the location of the distribution. Sunday's distribution will now be at the KMS Warehouse at 3401 E. 4th Ave. The former Eaton facility will be the distribution location from now on.&nbsp;

The Emergency Food Assistance Program is for low-income people of all ages. TEFAP commodities are distributed on a first-come, first-served basis. There is no need to pre-register. You are not allowed to pick up boxes for anyone other than yourself.

The monthly program hands out about 300 boxes of food each month.

TEFAP distribution changes locations

Dr. Rogena Johnson's new family practice clinic is up and running at Hutchinson Regional Medical Center.

"We actually just this Monday started seeing patients," Johnson said. "We are working inside the hospital on the third floor, unit 3100, which we've remodeled for primary care. Right now, it's just myself and five of my staff members and we're seeing patients in family medicine and primary care."

Johnson will also serve as Chief Clinical Officer for Hutchinson Regional, and the intent is for the family practice clinic to expand.

"Somewhere between 800 and 1500 patients per practitioner is an average," Johnson said. "Depending on the health status of patients, it might be 2000 patients."

Right now, Johnson is still taking new patients, but they are already looking for more providers.

"The gauge that I kind of use, instead of just the number, like capping it at 800 or 1200, is how far out patients are booked," Johnson said. "If someone calls in and they have to wait, the next available is three or four weeks, that's not preferable to most people. Then, we know we're at a point where we need to add a new provider. I will say, up front, when patients are coming in, they need more time for their visit, since they are a new patient at that practice. In the beginning, we might be booked out a little bit further, but six months down the road from now, we should kind of be at the point where people could get in within a couple of weeks."

Johnson: New family practice clinic open inside HRMC

HUTCHINSON, Kan. — The first quarter earnings parade for companies with ties to Reno County kicked off Thursday with Union Pacific reporting first quarter income of $1.6 billion or $2.57 per diluted share. That compares with $1.3 billion in 2021. Operating revenue went up 17% to $5.9 billion, driven by higher fuel surcharge revenue, volume growth, core pricing gains, and a positive business mix.

Freight car revenue increased across the board by 12% led by shipments of grain products and coal which has rebounded amid higher fuel prices.

Despite the strong numbers, the nation's largest railroad still suffered from a slow down of train delivery times by 5%. The railroad is still suffering from crew shortages and stranded intermodal shipments from the west coast which was below the railroad's expectations according to President and CEO Lance Fritz.

Union Pacific operates about 25 trains per day through Reno County and was the eighth-highest property tax payer in the county at $1.02 million.

The most noticeable improvement was raising and rebuilding the platform. The change brings the platform up to the level of the entryways to the passenger cars eliminating the need to step up or down from the train. It also allows easier loading for diaabled passengers.

The platform also has new lighting which was not available before and the building’s exterior has been renovated although the inside is still as it was. The improvements also include ADA parking and new curbing and fencing adjacent to the platform.

Amtrak operates one train per day in each direction and is currently operating five days per week. About 5,000 passengers use the Hutchinson train station each year.

Hutchinson train station renovation complete

SOUTH HUTCHINSON, Kan. — A Hutchinson woman who overdosed and was hospitalized has now been formally charged with several drug related counts.

Cherie Baker is charged with possession of oxycodone, meth, fentanyl&nbsp; and cocaine all with intent to distribute. She is also charged with possession of drug paraphernalia. The charges carry a sentence of between 1 and 12 years in prison if convicted.

Baker was arrested after she apparently overdosed the night of March 31st. She was being driven by private vehicle from her South Hutchinson residence when her condition worsened. The driver stopped the car at a local business and called 911. Baker was transported by EMS to the hospital for treatment. A search of her home turned up the drugs and paraphernalia.

Hospice &amp; HomeCare of Reno County, in collaboration with DCCCA, Inc, Reno County Health Dept, Rise Up Reno, Horizons Mental Health Center and the Reno County Recovery Collaborative hosted two days of Naloxone training in April. Naloxone is a medication approved by the Food and Drug Administration (FDA) designed to rapidly reverse opioid overdose. It is an opioid antagonist, which means that it binds to opioid receptors and can reverse and block the effects of other opioids, such as heroin, morphine, and oxycodone. Administered when a patient is showing signs of opioid overdose, naloxone is a temporary treatment and its effects do not last long. Paired with calling EMS, naloxone can be a life saver. Statistically speaking, social class, age and/or race no longer define a higher probability for misuse and or abuse of alcohol, prescription medication or illicit drugs. The first session took place on April 6th. This session was geared toward community stakeholders, so that they could receive the training and then go back to their staff and advocate for their attendance at the April 19th sessions. In attendance were 24 leaders from HRMC, Horizons, Hutchinson High School, Summit Surgical, Reno County Health Department and other medical stakeholders in the Hutchinson community. April 19th saw 94 attendees, with four sessions held throughout the day. The virtual option over lunch allowed attendees to attend over their lunch hour without the hassle of commuting.

Attendees were from all over the area, including from McPherson and Sterling, also attending were local educators and administrators from USD 308, retirees, and college students. 

Employees from Hospice &amp; HomeCare of Reno County, HRMC, Horizons and Health E Quip were also among Tuesday’s attendees. According to overdose statistics, there has been a 54% increase in Reno County over the past 12 months. These trainings were conducted in a collaborative effort to raise awareness of drug use and overdose in and around Reno County.&nbsp;&nbsp;

With the state's financial picture continuing to improve, there may be money to fund the state's special education statute to the level actually passed by the legislature.

"We know that the statute is 92% of excess cost," said USD 308 superintendent Mike Folks. "We know that special education numbers and costs continue to increase at a very significant rate, much higher than your general fund. Our numbers are going up. Next year, it's projected that we're going to be somewhere between 72 and 74% funded. We're taking a lot of money out of general fund and subsidizing special education."

Statewide, school districts are having to pay more than $100 million each year above what they should be paying. 

"It's kind of just an arbitrary number at this point," Folks said. "What is the significance of that 92%? Let's say it's 85% and then let's fund it according to statute. Right now, they've been appropriating the same amount of money as these numbers continue to increase."

There are more special ed kids in USD 308 than the state average.

"The state average now is about 17.5% identifiable, that includes gifted within those special education numbers," Folks said. "Our numbers in 308 are 25%. We're about 45% above the state average."

A proposal before the legislative break to increase special ed funding back in March initially passed the House, before being rejected on a motion to reconsider.

This comes after a water line break was reported on Tuesday. The break was on a six-inch water line that was installed in 1907. The break knocked out service to 44 customers. Service was restored around 2:30 in the afternoon.&nbsp;

A contractor will begin the repairs to the street on April 26 and the street is expected to be opened by May 3.

East 11th to stay closed for next 2 weeks

Adjusting the underlying percentages in the quarter-cent sales tax for Hutchinson before it goes on the ballot again in November could have a significant budget impact on those to whom it is distributed.

According to city finance director Angela Richard, in 2019, that tax generated $2,192,864, in 2020 it generated $2,281,747 and in 2021 it generated $2,442,799. 

That would mean that one one hundredth of that tax in each year would have been just $21,928.64 in 2019, $22,817.47 in 2020 and $24,427.99 in 2021, which means increasing the streets portion of that tax from 47 percent to 50 percent would net the streets fund somewhere between just under $66,000 to just under $75,000 if taxes are at the same level as previous years and cause that corresponding reduction in another area, potentially to either the Cosmosphere or Strataca, or the portion for property tax relief.

Adult tickets to the Hall of Space Museum at Cosmosphere are $14 with child tickets at $11 and senior tickets at $12, so it would take between 4,714 and 5,357 Reno County adult admissions to recoup the lost revenue from a three percent reduction in the Cosmosphere's quarter cent sales tax distribution, since the museum does not charge Reno County residents currently.

If Cosmosphere had charged Reno County attendees the current full price in 2019, they would have netted $68,255, in 2020, it would have been $53,820 and in 2021, it would have been $100,136. 

In other words, losing three percent of the quarter cent sales tax, but charging Reno County residents would be close enough to a break even proposition not to necessarily require staff cuts, assuming attendance did not drop at all as a result of people deciding not to come because they couldn't afford admission.

Child care orientation classes offered May 5

HUTCHINSON, Kan. — Formal charges have been brought against a Hutchinson man accused of inappropriate contact with victims under the age of 14.

Thirty-five-year-old Wayne Willard is charged with 10 counts of rape of a child under the age of 14. Each count carries a mandatory 50 years in prison. He’s also charged with Rape by force which carries a possible sentence of 12 to 54 years, and an alternative count of aggravated indecent liberties with a child.

Willard was arrested by law enforcement April 13 and is jailed on a bond of $1 million. His next court appearance is set for June 1st in front of Judge Joe McCarville.

AgTrax recognized by the Kansas Department of Commerce

The Hutchinson Horticulture Club is holding its annual Plant Sale on Saturday&nbsp; from 8 a.m. to 2 p.m. at Dillon Nature Center.

"We do not know exactly what's coming," said Betty Taylor with the club. "We have one member that usually brings lots of tomato varieties and sometimes some pepper varieties, but as far as specific plant material, we just know the categories, which range from vegetables to house plants to annual flowers to perennials, wildflowers."

The event is a public fundraiser to support the club as it tries to get back to normal operation after the pandemic.

"We have over 50 members," Taylor said. "We've dropped a few this last year that haven't re-upped yet. We didn't meet during the pandemic. We are back to meeting monthly."

Club members also plant and maintain a 50x15 foot flower bed at the Main Street entrance to Carey Park.

"A club member actually grows the plants," Taylor said. "Club members plant the plants, we mulch the plants, club members sign up to water for a month period, so that it's cared for in that respect and then we take it out after it freezes."

RENO COUNTY — Tomorrow is the open house for the Reno County Landfill at their new facilities at 4015 W. Clark Road.

An open house will be held on Thursday from 11 a.m. to 2 p.m.

The public is invited to tour the new landfill buildings&nbsp;which include an updated scale house, household hazardous waste drop-off and “swap shop”, water tank storage and filling, and garage for the field trucks.

Staff will be on hand to answer questions and refreshments will be served.&nbsp;The landfill moved across the road from their old facility this past February.

Week of the Young Child commemoration continues at Third Thursday

Kan. — Hutchinson City Parks and Facilities Director Justin Combs explained to the City Council Tuesday that a Facebook post last weekend regarding Grandview Park has prompted some work from his department.

"We have looked at that playground," Combs said. "There are clearly some deferred maintenance issues there that we need to address. There's no excuse for not addressing it sooner. Combs said in his nearly eight years of service, getting the department back in shape to address playgrounds has been an issue.

"When I started in 2014, it was very, very clear to me that, with the exception of Orchard Park that had just opened, no investment in playgrounds had been made in our community in 20 to 25 years. Our new playgrounds were built in the 90s when I arrived. I've made a very strong commitment to upgrading our playgrounds."

Seven playgrounds have been dealt with, including two new playgrounds while Combs has been serving the city, but he acknowledges that the city may still have too many playgrounds to maintain properly.

"We have 22 playgrounds in our system," Combs said. "I think a 30% reduction in our playgrounds would do a lot of good in terms of our ability to maintain them and we would not cut service level. Since I have been here, we have eliminated a few playgrounds. Carey Park is the primary example. There are eight individual playgrounds in Carey Park. One of them we've already eliminated. That's the one inside Salt City Splash. My long-term goal is to get to four in Carey Park, so eliminating half of the playgrounds."

Part of the issue is also that playground funding typically comes out of the general fund, so that competes with new trucks and new mowers and salaries and other overall parks priorities.
