SOUTH HUTCHINSON,
Kan. —The South Hutchinson City Council Monday evening voted 5-0 to override the city planning commission's recommendation, effectively prohibiting a proposed cell tower from Harmoni Towers from being built near Crupper's Corner barring any potential legal action.

AT&amp;T had wanted the new tower so that it could remove its equipment from an existing tower owned by  SBA Towers V, LLC.

"The primary reason for opposition expressed by various members of the governing body was the violation of the setback requirements stated in our land development code,"&nbsp; said South Hutchinson City Manager Joseph Turner. "There were also reservations about the aesthetic impacts."

Representatives for the applicant argued that the city council could not legally prevent the building of this tower and effectively conceded the point that additional towers in the immediate area would be legally permissible according to federal law.&nbsp;

The city council said that the requirement it be where the applicant wanted it wasn't true.

Kan. — The SW Bricktown Cinco De Mayo Fiesta is coming up Saturday and it came out of the success of last September's fiesta.

"This time, we're going to Memorial Hall and George Pyle Park," said organizer Jesse Juma. "We're by the city offices. The official dance will be at Memorial Hall that evening."

The day starts with a car show and kid's activities in the park from noon to 4 p.m., then activities go inside the hall for Lucha Libre Wrestling from 4 p.m. to 6 p.m. with two bands coming in for lots of music and dancing on Saturday night.

"The first band will be the Vieyra family band from right here in Hutch," Juma said. "Everybody loves them. They're really good sounding, Latin sounding rock and pop and everything else. After that, we'll have the Paradize Band from Topeka, Kansas, which is another band that used to play around here when we had more dances in the past. I think people will be familiar with them, just some good old Tejano music, plus they play some American English songs, too."

The key is that thanks to lots of sponsorship dollars, anyone can come.

"The event all day is free, free, free," Juma said. "That's what makes it good, because that's what really allows the community to come down because there's really no expense. There will be food trucks and there will be cerveza and that will all be available there. But, to enter to the events, it's all free."

The bid for repair on two Reno County bridges on K-61 was won by a Wichita contractor at a KDOT bid letting that took place April 20, 2022, in Topeka. This bid included multiple projects that were bundled based on proximity and type of work.

The bridges are K-61, bridge #076 over the Burlington, Northern and Santa Fe Railroad located 1.2 miles north of the east U.S. 50/K‑61 junction; and bridge #079 located 1.7 miles north of the east U.S. 50/K‑61 junction. The bid for bridge repair went to Wildcat Construction Co Inc &amp; Subsidiaries, Wichita, Kansas for $1,765,950.35.

INMAN — Today is election day for the proposed $5 million Inman USD 448 bond issue.

Shall Unified School District No. 448, McPherson County, Kansas (Inman), issue general obligation bonds in an amount not to exceed $5,000,000, to pay the costs to: (a) construct, furnish and equip athletic improvements in the District, including facilities for football/track and field, baseball, softball, improve site drainage, improvements to address handicap access (Americans with Disabilities Act) and other code compliance challenges, and necessary demolition; and (b) make all other necessary improvements related thereto; all pursuant to the provisions of K.S.A. 10-101 et seq., K.S.A. 25-2018(f), and K.S.A. 72-5457.

According to the district, the $5 million bond will be paid over 15 years, with only the first three years of the bond resulting in a significant tax increase. After the other bond that is still on comes off in three years, taxes will drop back to a similar level to where they are currently.

For those three years, the increase on a $150,000 home will be $57.08 a year. The increase on a 160-acre piece of irrigated land will be $74.81 a year.

Those projections only figure in the current debt service and the addition that would be made through the new $5 million bond, if it passes.

There are two locations for walk-in voting for those who live in USD 448, one at the Inman Community Building at 406 E. Center Street, Inman, KS 67546 and the other at Calvary Baptist Church in McPherson – 1200 E A Ave, McPherson, KS 67460

Polls will be open from 7:00 a.m. to 7:00 p.m.

Hutchinson firefighters were called out to help in the aftermath of the Andover tornado. 

According to the department, four members were deployed along with the rescue trailer. Another crew went in relief on Saturday. The Hutchinson personnel were part of the region's urban search and rescue team. 

The crew of 35 people from across the region completed both primary and secondary searches of the tornado-affected area. The crew was allowed back home on Saturday afternoon.

Kan. — Hutchinson Director of Planning and Development Ryan Hvitlok is leaving for a job on the Illinois side of the Quad Cities.

The city of Moline, IL announced in a release Friday that Hvitlok would become their&nbsp;community and economic development director. The post has been vacant since 2019.

Hvitlok has been in Hutchinson almost three years, starting with the city in 2019.

To celebrate, the City, along with Reno County – who celebrated 150 years in 2021 – as well as Hutch Rec, the Hutch Chamber, and the Reno County Museum, are uniting to host a special community-wide event this summer.

Hutchinson and Reno County residents are invited to a Community Spirit Block Party on Aug. 18. This special 150th&nbsp;celebration will include 12 block parties on Main Street, from Avenue C through 9th&nbsp;Avenue. Festivities will take place from 6-9 p.m.

Event partners are asking for community involvement with each of the 12 block parties and are seeking civic groups, businesses, and organizations to help host a block party. Block party hosts are invited to let their creativity shine as they will be responsible for the development of their block’s festivities and celebration. Event partners will assist in the coordination of each party.

Community 150th block party coming August 18

Twenty-seven new law enforcement officers, including officers from Hutchinson, Reno County, Pratt, McPherson and Moundridge graduated from the Kansas Law Enforcement Training Center (KLETC) on April 29th at a ceremony held in the KLETC Integrity Auditorium. 

Officer Robert Garland of the Andover Police Department was the graduating class president. The speaker for the ceremony was Chief Rick Lockhart of the Lawrence Police Department. Steve McCorkill, KLETC Senior Instructor of Police, was the Class Coordinator for the 292nd Basic Training Class.

Officer Garland Officer received the Fitness Medal for having the best overall improvement in the push-ups, sit-ups, and the 1.5 mile run as well as having logged the most miles run. Officers Mason Dyck of the Moundridge Police Department and James Smathers of the Lawrence Police Department were added to the Director’s Honor Roll. Officer Smathers was also awarded the Welch Academic Award for academic excellence. Officer Dyck was recognized during the ceremony for his firearms proficiency as the class’ “Top Shot”. Officers Nicholas Martinez of the Shawnee County Sheriff’s Office and Christian Rivas of the Great Bend Police Department both were inducted into the KLETC 200 Mile Club.

Graduates receive certificates of course completion from KLETC and Kansas law enforcement certification from the Kansas Commission on Peace Officers’ Standards and Training, the state’s law enforcement licensing authority. The training course fulfills the state requirement for law enforcement training. Classroom lectures and hands-on applications help train officers to solve the increasingly complex problems they face in the line of duty.

Established by the Kansas Legislature in 1968, KLETC trains the majority of municipal, county, and state law enforcement officers in Kansas and oversees the training of the remaining officers at seven authorized and certified academy programs operated by local law enforcement agencies and the Kansas Highway Patrol.

About 300 officers enroll annually in KLETC 14-week basic training programs. KLETC offers continuing education and specialized training to over 10,000 Kansas officers each year. KLETC is located one mile west and one mile south of Yoder, near Hutchinson, and is a division of the University of Kansas Lifelong &amp; Professional Education.

The graduates, who began their training in January 2022, represented multiple municipal, county, and state law enforcement agencies from across Kansas.

A man staying at a Hutchinson motel was arrested after he is said to have robbed a Papa John's delivery driver Sunday night.

Twenty-two-year-old Damien Daron Devine was booked into jail on suspicion of aggravated robbery and drug offenses after a 25-year-old female driver from Papa John's reported to the police just after 11:30 p.m. that she had tried to deliver pizzas to a location in town that didn't exist, then was called to go to the parking lot at the Hampton Inn just east of 11th and K-61 to deliver the pizzas.

A man, later identified as Devine, flagged the delivery driver down, displayed a handgun and stole the pizzas and cash the delivery person was carrying. 

A search warrant was executed for Devine's car and room and evidence was found for grounds for the aggravated robbery arrest, as well as a small amount of marijuana and drug paraphernalia.

UPDATE: Hospice and HomeCare "Seasons of Life" event cancelled for Monday

Kan. — The South Hutchinson City Council will take on a complex case involving the potential construction of a new cell tower down by Crupper's Corner as part of its agenda Monday night.

AT&amp;T wants to move its infrastructure off of an existing tower owned by&nbsp; SBA Towers V, LLC&nbsp; on to a new tower to be built by&nbsp;Harmoni Towers.

Both sides have legal arguments for why the council should or should not approve Harmoni Towers application to build the new structure.&nbsp;

South Hutchinson's planning commission approved the application on a 5-1 vote, but initially, a vote to deny failed on 4-2 vote before a second bite at the apple allowed for passage at their April 11th meeting.

Like any planning and zoning case, there are several options before the council.&nbsp;

• Adopt the recommendation (simple majority)

• Override the planning commission’s recommendation (requires 2/3rd vote)

• Return the recommendation to the planning commission with a statement specifying the basis for the governing body’s failure to approve or disapprove

The planning commission may re-submit their recommendation to the council with their reasoning; or, they can submit a new or amended recommendation

Upon a re-submission by the planning commission, the governing body may revise, amend, or adopt the recommendation by a simple majority.

Cell tower case before South Hutch city council tonight

The Hutchinson High School Color Guard is working to help some of the Andover tornado victims.

"The color guard does a give back program twice a year," said color guard parent Stefani Thornton. "This year, we decided instead of doing a rummage sale, we decided to help the elementary school and the community in Andover getting school supplies, clothing, hygiene items for those affected in the tornado."

You can just get the items to the high school and the nine color guard members will get them organized to take in a couple of weeks.

"We'll be needing the items by the 11th to deliver them by the 13th," Thornton said. 

The color guard will be taking the items to administration from Andover's Prairie Creek Elementary. That school is closed for the rest of the year due to storm damage.

WICHITA —Despite the morning rain Monday in Kansas, the National Weather Service office in Wichita is still concerned about the potential for severe weather Monday afternoon and evening in the state.

They see the greatest potential down along the southern border of Kansas, south of a Kingman to Wellington line, into northern Oklahoma between 3 p.m. and 10 p.m.

Dime to tennis ball size hail is the main threat, but a few tornadoes cannot be ruled out and if they form, they could be destructive at EF2 or higher strength. 

For reference, Friday's storm that struck Andover has been preliminarily classified as an EF3.

IdeaTek fiber coming to north Hutchinson

Gas prices are still relatively high, but at least they aren't that much different than last week.

"Things have seemed to settle down a bit," said Shawn Steward with AAA of Kansas. "We are seeing some tight gasoline supplies now, which are preventing prices from falling at the pumps."

Reno County is less than a cent off of the state average at $3.78 a gallon.

"There could be some pretty high demand for gas as people take off on summer vacations, despite the higher gas prices than we've seen in recent years," Steward said. 

Steward notes that people may modify other choices like how nice a hotel to book in an effort to have the additional money to spend on gas.

"There's nothing new here," Steward said. "It's just the fluctuating crude oil prices, with global uncertainty and volatility going on. That's impacting what we're seeing for gas prices."

The national average continues to be considerably above Kansas at $4.19 a gallon Monday.

Kan. — The impact on USD 308 of the Legislature's failure to increase special education funding to the current statutory level is significant. 

According to an email from Director of Finance Sheila Meggers to Superintendent Mike Folks provided to Hutch Post, it's hard to break down the statewide number into individual district numbers, but Meggers tried.

"If the state funded 92% of excess costs next year, it would require an additional $155 million," Meggers said. "Our funding in large part is based on the number of special education teachers and paras we have. It is also based on transportation, but that increase would be very minimal.  We would only receive 80% of the actual increase in our transportation costs next year.  Spreading the $155 million out over the state would add about $10,500 per teacher to special education aid for each teacher and para (paras are counted as 0.4 FTE and teachers as 1.0)"

Here are the numbers based on USD 308 current staff:

Certified: 86.01 FTE x $10,500 = $903,105

Classified:  140.50 FTE x 0.4 x $10,500 = $590,100

Also, the estimated amount received for each teacher FTE is currently $30,085.  That number is not finalized for this year until May/June.  For 2022-23, the estimated amount per teacher is $29,200. USD 308 will likely see a decrease in funding for special ed staff next year along with increasing costs.

Additional Special Ed funding did not pass the Legislature, so barring a veto from Governor Kelly, instead of receiving more money, it's likely USD 308 would actually get less.

Kan. — The contract renewal for City Manager Jeff Cantrell is up for a vote of the Hutchinson City Council at its meeting on Tuesday. All of the terms of the contract are the same as they were last year. Cantrell's compensation would remain approximately $167,000 plus benefits.

Those benefits include a $500 per month vehicle allowance, a $90 per month cell phone allowance and vacation and executive leave days along with the customary senior management medical and dental benefits, sick leave and holiday schedules.

Also on the agenda Tuesday is a discussion of options regarding the Woodie Seat Freeway, though there doesn't appear to be any new supporting documents in the agenda for the meeting.

Also back on the agenda is the proposed quarter-cent sales tax to be renewed with the same distribution to the same entities as before, 47% for street and sidewalk improvements, though it has been generally used on streets, 15% for property tax reduction, 33% to the Cosmosphere for ongoing operations and capital improvements and 5% to Strataca for ongoing operations and capital improvements.

Cantrell contract renewal on Tuesday City Council agenda

HUTCHINSON, Kan. — The Salt City Splash will open for the season on May 28. Season passes are available for $60 for those ages 8-17 and over age 62; and $70 for those ages 3-7 and 18-61.

As always, there will be several sessions of swim lessons available. Three sessions will be available for all youth. Those sessions will be June 13 through June 23; June 27 through July 8 and July 11 through July 21. The cost for swim lessons is $35 and the deadlines are one week before the start of each session.

Lifeguards are still needed. If you are over age 15 and would like to be a lifeguard, you can take a class at the YMCA to become certified. The $200 cost will be fully reimbursed if you stay on at the Splash for the full year.

Salt City Splash to open May 28


HUTCHINSON,
Kan. — Public sales of tickets for the 2022-2023 season of the Hutchinson Community Concerts are underway.

"We don't sell tickets at the door," said Shirley Hinkle Pauls with the community concert series. "We have this annual membership campaign and sell out the season tickets. That provides, of course, the funds, then to know that we can securely move ahead. This philosophy was developed back in the 1920s."

New members can get their tickets May 4, 5 and 6 in the First National Bank Lobby at Sherman and Main in Hutchinson.

"We're constantly, of course, trying to promote the idea that for children that are taking band, piano lessons, that kind of thing, if they hear live entertainment, it's an inspiration to practice harder."

Season tickets are $50 for adults, $10 for students and $110 for a family with two adults and all children K-12 in the household. A season membership entitles each member to attend all six concerts. For new memberships call 620-665-7300.

Kan. — Public sales of tickets for the 2022-2023 season of the Hutchinson Community Concerts are underway."We don't sell tickets at the door," said Shirley Hinkle Pauls with the community concert series. "We have this annual membership campaign and sell out the season tickets. That provides, of course, the funds, then to know that we can securely move ahead. This philosophy was developed back in the 1920s."New members can get their tickets May 4, 5 and 6 in the First National Bank Lobby at Sherman and Main in Hutchinson."We're constantly, of course, trying to promote the idea that for children that are taking band, piano lessons, that kind of thing, if they hear live entertainment, it's an inspiration to practice harder."Season tickets are $50 for adults, $10 for students and $110 for a family with two adults and all children K-12 in the household. Community Concerts 2022-2023 season ticket sales underway

MARION COUNTY—The National Weather Service preliminary damage survey of Friday night's storm confirmed four tornadoes in Marion County. Two of them had an EF-1 rating.

At 7:57p.m. a Tornado was reported four miles north of Tampa. It had maximum wind gusts of&nbsp; 96 miles per hour (EF-1), a maximum width of 30 yards and traveled .9 miles.&nbsp;

At 8:03p.m. another a tornado hit three miles southeast of Durham. It had maximum wind gusts of 95 miles per hour (EF-1) a maximum width of 50 yards and traveled .9 miles. There were no injuries or deaths from these storms.

The storms in the Wamego, Belvue area indicates an EF-1 tornado with wind speeds at 93 miles per hour.

The tornado started at 8:03 p.m., traveled 11.48 miles and ended a ended at 8:18p.m.&nbsp; The tornado's maximum width was 100 yards. There were no injuries or death from the tornado, according to the National Weather Service.

The survey of damage in the Herington area shows the tornado that started at 8:06p.m. rated as an EF-1 with winds of 97 miles per hour. It was on the ground for 17 miles and ended at 8:28p.m. The storm had a maximum width of 75 yards. There were no injuries or deaths from this storm.

Kan. — The National Weather Service office in Wichita has issued a Wind Advisory from 11 a.m. to 7 p.m. Saturday.

Northwest winds 25 to 30 mph with gusts up to 45 mph  expected in McPherson, Marion, Chase, Reno and Harvey Counties.

Gusty winds could blow around unsecured light weight  objects and make driving difficult for high profile vehicles.

Use extra caution when driving, especially if operating a high profile vehicle. Secure outdoor objects.

HUTCHINSON, Kan. — The Flag Theatre will hold auditions for "We Will Remember: A Tribute to Veterans." The script calls for five young people who can be relatable to eighth graders and several adults. Auditions will be today and Sunday, May 1, from 10 a.m. until 2 p.m.

The story explores the lives and sacrifices veterans have made throughout the history of the United States. Focus will be on the stories of Civil War, World War I, World War II, Korean Conflict, Vietnam, and the Middle East (Desert Storm) veterans. These characters will represent the thousands who have served our country and people.

The show will be directed by Robert Garrett, a veteran who served in the Navy in the submarine fleet, and Aaron Parker, who was a member of the military police and K-9 corps.
