HUTCHINSON, Kan. — Chris Ast with the Inpatient Rehab Center at Hutchinson Regional is committed to making his department the last stop for as many patients as possible.

"We want to get you back functioning as safely as you can, so we can get you back home," Ast said. "First, I run every patient by our doctor. She's what's called a physiatrist, so that means she specialized in rehabilitation in medical school. I'll review all the medical notes, therapy notes by her. If she thinks it sounds like a good case, then we'll make sure, with whatever insurance you might have, that we get approval for that or you meet their criteria. Some of them require prior authorization, some of them it's more just kind of check the boxes and make sure you meet it. Part of that piece is make sure you have a medical need."

The main goal of rehab is three hours of therapy a day, five days a week, to get you back up to speed as quickly as possible.

"Physical therapy, they'll work with more of the leg strengthening, transfers, walking, balance, just trying to build that activity tolerance and safety back up," Ast said. "Occupational therapy, they kind of focus more on upper extremity strengthening, core strengthening, then also your self-care that you have to do to be able to go home. How do you get dressed not being able to move your leg as much, or having weight bearing restrictions, those kind of things, then toileting, showering, just making sure you can move. We also have a kitchen and need to cook your own meals, we can walk you through that."

The department has received an award for how many of its patients go from there to home.

"We did win an award for 2021 through the rehab data management system," Ast said. "We have to plug in all your diagnosis, therapy scores, where you discharged to after us. For 2021, we were at 88% discharge back to home, which was well above the national average and it got us a top performer award."

Rehab center hopes to be HRMC patients last stop before home

RICE COUNTY — Starting Monday, July 18, K-14 traffic north of Sterling will be diverted to a temporary road right along the existing highway.

Also, access to the temporary road to and from the east side of Avenue T will be closed. The west side of Avenue T will remain open where it meets the temporary road.

The temporary road, with one lane each north and south, will be about a mile and a half long, from around the Sterling north city limits north to just past Avenue T.&nbsp;The map above highlights the approximate affected section of K-14.&nbsp;Motorists there will be directed to drive at a reduced speed.

The temporary changes will allow continued construction of the new K-14 realignment near Sterling. The temporary road and east Avenue T closure will remain until around the end of the realignment project, which is expected to be completed by June 16, 2023.

HUTCHINSON, Kan. — Three people were injured in a two vehicle accident in the county Thursday evening.&nbsp;

The Reno County Sheriff’s Department says David Stroberg of Hutchinson was driving east on 56th Avenue around 9:15 p.m. when a car driven by 17-year-old Zachary Leclaire of Nickerson turned off of 56th into the path of Stroberg’s pickup at the intersection with Wilson Road causing the accident.

Leclaire said he thought the intersection was a four way stop due to the ongoing construction in the area and expected the other vehicle to stop.&nbsp;Everyone was transported to Hutchinson Regional Medical Center by EMS for treatment of minor injuries.

Don't end up in the paper, pay your taxes

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council voted to appoint Erin Cokeley to the planning commission at Tuesday night’s meeting. This is the first time in more than a decade that the nine-member body will be fully seated and not have at least one vacancy.

According to a press release from the city, Cokeley’s interest in serving on the planning commission arose out of her volunteering to organize mud volleyball competitions during the city’s first-ever fireworks show last weekend.

“The Independence Day fireworks show seemed to awaken people because many expressed a desire to volunteer and help out in the future,” City Administrator Joseph Turner said. “Erin’s passion for her community and eagerness to serve is infectious.”

Cokeley, a nurse practitioner who graduated from Hutchinson Community College in 2017, has been a lifelong resident of Reno County. She attended Nickerson Elementary, Reno Valley, and graduated from Nickerson High School. Her and her husband chose to live in South Hutchinson because they wanted to be in a smaller community and eventually send their children to USD 309.

“We love this community so much and plan to start our family here,” Cokeley said. “I want to become more involved in the city and help it prosper.”

The planning commission is now comprised of six men and three women. It meets on the second Monday of each month at 6 p.m. at City Hall.

Cokeley appointed to South Hutchinson Planning Commission

MARION COUNTY — A Kansas man was injured in an accident just before 2 p.m. Thursday in Marion County.

The Kansas Highway Patrol reported a 2016 Freightliner semi driven by Danny Liu, 43, Milford, Connecticut, was eastbound in the construction zone on U.S. 50, seven miles east of Florence.&nbsp; Three other vehicles were stopped at the flagger on the south shoulder of the eastbound lane. 

&nbsp;The semi failed to stop and rear-ended a 2017 Harley Davidson motorcycle driven by Joshua L. McCrarey, 39, Waverly, Kansas.

After impact, the motorcycle was lodged into the front of the semi. Both vehicles crossed the center line to the left and came to a stop on the north shoulder facing east.

EMS transported&nbsp;McCrarey to Wesley Medical Center. Liu was not injured and properly restrained.&nbsp;McCrarey was wearing a helmet and glasses, according to the KHP.

Kansas man hospitalized after semi rear-ends motorcycle

NICKERSON, Kan. — Nickerson USD 309 Superintendent Curtis Nightingale gave a short update on the condition of Assistant Superintendent Amy Jones and her family Thursday. The Jones’ were hit by a motorist in Louisville, Kentucky Tuesday evening.&nbsp;&nbsp;

The daughter, Ava, who just signed a letter of intent to play basketball at Iowa, is improving, according to Nightingale. Amy is also improving, though she was initially admitted to the hospital in critical condition. Ava's father and Amy's husband, Trey Jones is still in critical condition. A fourth member of the family was not seriously injured.

Nightingale told Hutch Post that a candlelight vigil will be held at the Nickerson High School football stadium on Sunday at 9 p.m. Guests are asked to bring their own candles.&nbsp;

Also, a fund has been set up at Peoples Bank and Trust to help with the family’s expenses. Donations can be made at the bank to the Jones Family Fund.

Fund set up for Jones family

HUTCHINSON, Kan. — A change in fortune could mean a change of direction for Siemens Gamesa and its plans to shut down the Hutchinson nacelle facility.

According to a short release from the company, a letter of intent has been reached with a non-disclosed customer for two U.S. projects that will have a positive impact on the hibernation schedule of the Hutchinson and Fort Madison facilities. The company says many factors remain to be finalized; therefore, they cannot comment on any further details at this time.

According to a company spokesperson, both facilities will still be undergoing hibernation for a period of time. However, the exact dates are now undergoing review and are subject to change based on this development, which according to this spokesperson materialized earlier this week.

Siemens Gamesa says that if the contracts are finalized they will make sure they have the workforce and resources in place to deliver on those contractual obligations.&nbsp;

Siemens Gamesa announced back in May that they would be putting both facilities into hibernation due to continued logistical issues, legal matters and a soft onshore wind turbine market. The shutdown is set to effect 92 workers.

HAVEN, Kan. — Although legal matters remain unresolved between the city of Haven and contractors hired to renovate the Haven Swimming pool, there may be movement on getting the pool open again.

A news release from the city of Haven noted that the litigation which includes Compton Construction, Harbinger Concrete, Don Paddock Designs and Johnson &amp; Company Engineering is still unresolved, despite multiple attempts at settlement. The legal entanglement has kept the pool closed for three summers.

Now, it appears the city may be moving on to get the pool repaired. According to the news release, the city has contracted with an engineer and contractor to issue a design to fix the problems with the pool and to hire appropriate subcontractors to perform the work required to execute that design. 

The city says both parties are near finalizing the plans to complete the project. If all goes as planned, work will start on the pool in early September and will likely last around four weeks.

The city says they initially tried to get the pool operational for part of the summer, but construction shortages and other developments in the lawsuit slowed that work down.

Haven pool still closed this summer, work could begin this fall

HUTCHINSON, Kan. — More than 100 business employees and residents in the middle of Hutchinson were evacuated for a little over an hour Thursday morning after a gas main was ruptured.&nbsp;

According to Hutchinson Fire, a horizontal boring machine was working in the alley between Main and Walnut when it struck a four-inch gas main just before 11 a.m. As a precaution, an area from Main east to Poplar and 8th Avenue north to 10th was evacuated. In all 110 people were accounted for in the evacuation, according to Doug Hanen of the Hutchinson Fire Department.

Kansas Gas crews were able to shut the gas line down and residents were allowed to return to their homes around 12:25 p.m. Streets were opened back up with the exception of East 9th Avenue which will stay closed from Main to Walnut until repairs can be made to the gas line.

The Salvation Army was opened up for anyone who needed a place to go during the evacuation. There were no injuries reported.

Reno Co. Commission candidate forum is Monday

HUTCHINSON, Kan. — The Hutchinson Police Department is working on the next generation of officers next week.

"The 14th of July, we'll be hosting our youth academy," said chief Jeff Hooper. "This year, we targeted kids that were in 6th grade that will be going into 7th grade. It's a whole day full of fun events at the police department. We feed them lunch and we allow them to work a crime scene and get on the radio and dispatch officers and a lot of other law enforcement activities they're going to get to participate in."

There still might be a spot or two left in the class, if your student is the right age.

"If any parents want to get their kids still in class, you can contact me or Captain Mike Collins at the police department," Hooper said. "We'd be happy to get your kids signed up for that full day."

"Friday the 8th in the evening, we'll be having our opening reception for the Local Legends art exhibition. The exhibit will be taking the place of the descendants of Pat Potucek exhibit that got postponed. This one will be featuring predominant Hutchinson historical artists and artworks that are historical to Hutchinson."

The Art Center got help from lots of local holders of art to make this happen.

"We're partnering with some exciting local organizations, including the Reno County Museum and the Hutchinson Public Library to borrow some of their art works that they have also collected to display at the Art Center, along with some of our own collection, and some private collectors work, so we're really bringing in art from all over the place, to showcase artists who have had a significant impact on the history of Hutchinson, including the aforementioned Pat Potucek, Martha Hamilton, who helped found the Hutchinson Art Association in the first place, we have Mace John, Jack Stout, tons of other exciting art pieces and artists."

Hutchinson Fox memberships and season tickets are now on sale

HUTCHINSON, Kan. — A Hutchinson woman escaped serious injury after she hit a bull with her vehicle Wednesday morning.&nbsp;

According to the Reno County Sheriff’s Department, 36-year-old Sherri Fisher was driving in the 4300 block of Buhler Road about 2:30 a.m. when she hit the animal.

Fisher was evaluated by EMS for a complaint of pain but refused transport. Airbags did deploy in the accident and Fisher was wearing her seat belt.&nbsp;

Hutchinson woman suffers minor injuries when vehicle strikes bull

HUTCHINSON,
Kan. — The permanent Hutchinson City Manager search process will really kick into gear next month.

"Because of summer vacations and activities, we need to come up with a date," said Interim City Manager Gary Meagher. "The consultant is gone this week out of the office and on the week of the 19th. If we would meet on August 1st in the evening, would that work for all of you?"

It appeared that would work, so Meagher intends to make the consultant's time efficient.

"What we'd be looking at is the consultant coming in at probably noon or 1:00," Meagher said. "Part of this process is to determine what you would like to do with regard to allowing for public input. One thing that we proposed is, maybe having three small focus groups. One, perhaps, business leaders in the community. Another one may be non-profits, such as the chamber, foundation, those sorts of organizations and then one that was representative of the diversity in our community."

All those focus group meetings would happen in the afternoon, with the council's meeting at 6 p.m. 

"If you wanted to extend that, we could probably do a survey," Meagher said. "I think that's what was done last time is a survey online. People could go online. It would be one that they would select various things. It wouldn't be an open ended question. Those are pretty hard, to assemble the input."

The council is going to give Meagher some ideas as to who should be in the stakeholder meetings so he can reach out to them before August 1.

August 1 will be big day in city manager search

The National Weather Service in Wichita notes that an Excessive Heat Warning remains in effect until 8 p.m. Thursday. The overnight rain will ramp up the humidity and result in dangerously hot conditions, with heat index readings between 105 and 110.

Extreme heat and humidity will significantly increase the potential for heat related illnesses, particularly for those working or participating in outdoor activities.

Stay well hydrated to reduce the risk of heat related illnesses. Avoid working outside during between 1 p.m. and 7 p.m., if possible.

Drink plenty of fluids, stay in an air-conditioned room, stay out of the sun, and check up on relatives and neighbors. Young children and pets should never be left unattended in vehicles under any circumstances.

Take extra precautions if you work or spend time outside. When possible reschedule strenuous activities to early morning or evening. Know the signs and symptoms of heat exhaustion and heat stroke. Wear lightweight and loose fitting clothing when possible. To reduce risk during outdoor work, the Occupational Safety and Health Administration recommends scheduling frequent rest breaks in shaded or air conditioned environments. 

Anyone overcome by heat should be moved to a cool and shaded location.

HUTCHINSON, Kan. — Siemens Gamesa continues to prepare for shutting down the Hutchinson nacelle facility this month, putting 92 employees out of work.

According to a Siemens Gamesa spokesperson, the company has been coordinating with Hutch Chamber and Kansas Workforce to assist employees who may be seeking other employment during the hibernation of the plant.&nbsp;

Siemens Gamesa held a meeting June 7 between its affected employees and Kansas Workforce, who presented the services offered to employees through the Kansas Workforce program. In addition, a representative from the Kansas Department of Labor was present to answer questions regarding unemployment benefits, and Siemens Gamesa provided information packets to employees with details on area employers looking to hire.

The wind turbine company announced in May that it would shut down the facility in Hutchinson and the blade plant in Fort Madison, Iowa, to address what it said were continued challenges in production demand for the U.S. onshore wind energy market.&nbsp;

Siemens Gamesa also faced a patent challenge against features of its onshore wind turbines in 2021 brought by a competitor. While the International Trade Commission ultimately ruled in favor of Siemens Gamesa, the company was unable to pursue orders during that period.&nbsp;

Siemens Gamesa prepares for shutdown

Kan. — The Hutchinson City Council agreed to sell the parcel of land for a spec building in the city's industrial park on Tuesday.

"Brad Pryor is here with Salt City Investments," said city attorney Paul Brown. "It's to sell lot 5 of the business park to that group for $100,000. It's approximately $5,000 an acre. It's 20 usable acres, which is how the figure is arrived at. They intend to build a shell, subject to finish by whatever business that they attract."

Part of the contract for that parcel has an option for Siemens Gamesa regarding the usage of the rail line near it and Mayor Jade Piros de Carvalho and the city attorney have had differences of opinion on whether the city needs to spend additional money to get this deal done.

"It would be required that they establish a business on that tract, if they were going to use the option and it would have to include employment," Brown said. "Well, we know that's not going to happen. I'll leave it at that. We know that's not going to happen. We have the ability to terminate the option, it's just a question of what monies, if any, we pay."

Under the original option terms, the city would have to pay $200,000 to get the land back, with the Chamber paying $100,000, if access to the rail line no longer became available. Corporate levels at Siemens Gamesa have been slow to respond to Brown, but he is committed to getting the city out from under this, given the changes in circumstances for both the city and for Siemens since the original contract was enacted.

"Regardless of the circumstances, whatever their response is, my goal is to resolve it permanently, be done with it, while there's still someone here who knows what that agreement is about," Brown said. "I will."

ARLINGTON, Kan. — Arlington Road will reopen again east of Arlington after being closed for about eight months for a bridge construction project. There will be a small ceremony this morning at 10 a.m. to celebrate the opening.

Arlington Mayor Doug Smith and county officials will be on-hand to officially open the bridge.

The bridge, located just east of Arlington, was replaced after it failed to meet current legal load standards.&nbsp;

The new 196-foot-long span cost $1,526,350. Reno County did receive a KDOT Cost Share for the bridge, so the cost to the county was $732,796. Construction on the bridge started in December of last year and was just completed.

Arlington Road bridge ceremony this morning

UPDATE: Public Works Director Don Brittain said he was informed Wednesday afternoon that, because of delays in final production of the reinforced concrete boxes for the bridge as well as weather impacting current project completions, the Scott Boulevard project is being delayed a few days. The contractor, Mies Construction, now says it intends to set up traffic control on July 18. Brittain said the contractor will contact him by the middle of next week to confirm this.&nbsp;

SOUTH HUTCHINSON, — Scott Boulevard in South Hutchinson is set to close Friday as crews prepare to replace the small bridge located just south of Reno County Public Works. 

The closing of the bridge has also set off much discussion about the city budget and traffic around both public works and other businesses located on the southeast side of the city.

When the South Hutchinson City Council passed the 2022 budget, any discussion about replacing the bridge was non-existent. According to a memo from City Manager Joe Turner to the city council, the city was able to create areas of flexibility in the budget so that they could pay for the project without amending the budget. 

Currently, the city has a carry over balance of $1,486,765, or $395,460 better than expected. The awarded bid for the project was $392,985, minus a $150,000 KDOT grant that lowers the city’s cost to $242,985.

Most of the concern to this point has been the amount of traffic along Avenue F heading west out of the public works lot. Some city residents wanted to have the street closed at the Kansas and Oklahoma Railroad tracks to keep the larger trucks out of the neighborhood. According to the memo, there were also some residents who voiced a desire to keep the road open because they cited safety concerns about the interchange traffic at Main St. and U.S. 50.&nbsp;

As the project works toward completion, Turner said the city may want to take a detailed look at designated truck routes and weight limits within the community to increase public safety, and preserve the city’s infrastructure.

Brittain said the contractor will contact him by the middle of next week to confirm this.&nbsp;___________________________________________SOUTH HUTCHINSON, — Scott Boulevard in South Hutchinson is set to close Friday as crews prepare to replace the small bridge located just south of Reno County Public Works. The closing of the bridge has also set off much discussion about the city budget and traffic around both public works and other businesses located on the southeast side of the city.When the South Hutchinson City Council passed the 2022 budget, any discussion about replacing the bridge was non-existent. According to a memo from City Manager Joe Turner to the city council, the city was able to create areas of flexibility in the budget so that they could pay for the project without amending the budget. Currently, the city has a carry over balance of $1,486,765, or $395,460 better than expected. The awarded bid for the project was $392,985, minus a $150,000 KDOT grant that lowers the city’s cost to $242,985.Most of the concern to this point has been the amount of traffic along Avenue F heading west out of the public works lot. Some city residents wanted to have the street closed at the Kansas and Oklahoma Railroad tracks to keep the larger trucks out of the neighborhood. — As part of continuing construction of the new K-14 realignment, a section of 19th&nbsp;Road between Avenue V and Avenue W east of Sterling will be permanently closed on Monday, July 11.

Along with the closure, cul de sacs will be built on 19th&nbsp;Road. The map below shows the section affected by the closure, highlighted in yellow, and cul de sac locations. The blue line shows the route of the new K-14 alignment in Rice County.

This Kansas Department of Transportation realignment project started in the spring of 2021. This a 15-mile, $81.7 million realignment of K-14. The work stretches from Hutchinson, to Nickerson, to Sterling. The project is expected to be completed by June 16, 2023. Bob Bergkamp Construction Co. Inc., of Wichita, is the primary contractor.

During the work, traffic will continue to use the existing K-14/96 alignment in Reno and Rice counties.

The Reno County portion of the realignment will be from about 4.5 miles southeast of Nickerson northwest to the Reno/Rice county line. The length is a little over 7 miles.

The Rice County portion of the realignment will be from the Reno/Rice county line to just north of the K-96/Avenue T junction. The length is about 8 miles.

Part of 19th Road near Sterling permanently closing for new K-14

HUTCHINSON Kan. — Formal charges have been filed against a man accused of rape and other charges in Reno County District Court.

Charges against 29-year-old Jarrod LaForce include one count each of rape, aggravated criminal sodomy, aggravated domestic battery, driving under the influence, and counts of drug and drug paraphernalia possession. If convicted, he could face up to 54 years in prison, depending on his criminal history.

Deputies with the Reno County Sheriff’s Office were dispatched to a residence June 27 in the Obee Edition east of Hutchinson for a report of sexual assault. With the information given to dispatch, deputies were able to make contact with LaForce, whose vehicle had broken down in the area of G Avenue and Obee Road.&nbsp;

Upon further investigation, LaForce was arrested. He remains jailed on a bond of $105,000.

Charges filed in Reno County rape case

Kan. — Louisville, Kentucky Metro police are investigating after a family from Reno County was struck by a vehicle in Downtown Louisville on Tuesday night. 

Nickerson High basketball player Ava Jones, her parents Amy and Trey and another juvenile were struck, Ava is in serious but stable condition, the parents are in critical condition and the other family member was treated for minor injuries.

According to information from the Louisville Police Department, just before 8 p.m. in the area of 2nd Street &amp; East Market Street a motorist, later identified as 33-year-old Michael Hurley of Lexington, Ind. struck the Jones family, who were pedestrians.

Jones and her family were in Louisville for an AAU basketball tournament with Wheat State Elite. Jones just signed with the University of Iowa basketball program over the weekend.

At the time of the accident, Hurley was heading east on Market and attempted to make a left turn onto 2nd Street when his car is said to have crossed on to the sidewalk and hit the family.

Hurley is accused of assault connected with the accident and the arrest report says drugs were involved. 

According to the complaint, he told officers at the scene he had taken Hydrocodone and "was so tired that he could not make the turn".&nbsp; The complaint also said his eyes were "pinpoint and droopy".

Blood was drawn for testing and Hurley did not have his driver's license.
