HARPER COUNTY — Authorities are investigating a fatal accident after an oil field explosion on Tuesday in Harper County.

Just after 12:30 p.m. two men were welding at an oil well site approximately seven miles north of Attica, according to a media release from the Harper County Sheriff's office.

An investigation determined a gas buildup caused an explosion.

Charles Weber, 57, Bushton, was pronounced dead at the scene.&nbsp; A 27-year-old employee was airlifted to the burn unit at Ascension Via Christi St. Francis in Wichita for treatment.&nbsp;&nbsp;

Sheriff IDs Rice Co. man who died in oil field accident

HUTCHINSON, Kan. — One person went to the hospital after a house fire Tuesday evening in Hutchinson.

According to a release from the Hutchinson Fire Department, crews were called to a home at 400 East 6th around 6:25 p.m.

The fire was put out in the room where it started after about 25 minutes. One adult and two juveniles got out safely, but the adult had to be taken to Hutchinson Regional Medical Center because of smoke inhalation.

Extra crews were brought in to help, because of the extreme heat. The fire is still under investigation.

One person taken to hospital after house fire Tuesday evening

BUHLER, Kan. — Due to a severe shortage of bus drivers next year, Buhler Schools will implement a staggered start time schedule starting in August 2022.

According to a message from Superintendent Cindy Couchman, Prairie Hills Middle School will be the earliest schedule, from 7:45 a.m. to 2:50 p.m. Next is Buhler Grade from 7:50 a.m. to 2:55 p.m. Buhler High School will go from 8:00 a.m. to 3:05 p.m. Union Valley and Plum Creek elementaries will run from 8:10 a.m. to 3:15 p.m.

Pre-K and Shining Stars times at Buhler Grade are from 7:40 a.m. to 11 a.m. and 11:35 a.m. to 2:55 p.m. Pre-K and Shining Stars times at Union Valley and Plum Creek are from 8 a.m. to 11:20 a.m. and 11:55 a.m. to 3:15 p.m.

If you need to ride the bus to school, complete the transportation request during online enrollment.  You will need to complete the request even if you did the preliminary survey sent out earlier in the month.

USD 313 will stagger start times of schools

HUTCHINSON, Kan. — After spending several meetings discussing what were two change orders proposed by the contractor doing the courthouse renovation project, Reno County Commissioners decided that such a change orders were not necessary and denied them during Tuesday’s agenda session.&nbsp;

The change order from Pishny Contractors was for anchoring the facade of the courthouse down to the structure and securing some of the stone work at the top of the building. The decision comes after discussion between local engineer Brent Engelland and WJE, a consulting firm out of California who specializes in seismic activity and the effect it has on buildings.

There has been some discussion over whether the seismic activity over the years has contributed to the deterioration of the stonework on the courthouse exterior or not. According to WJE, the repairs proposed by Pishny are not related to earthquake damage. WJE says change Order 2, the stone fascia anchorage work, is a seismic improvement that is beyond the work that would be required by code. Change Order 3, the dome slab replacement, is work associated with non-earthquake related deterioration and is a repair that is beyond the scope of in-kind repairs that would be required by code. The total cost of both change orders is more than $1.66 million.&nbsp; While the commission does want the work to be done in the interest of the building's preservation, Commissioner Ron Sellers said the project needs to be done eventually.

“I don’t think we should forget this matter, but I think we should delay this matter until the dome is done, Pishny is off the site and get competitive bids,” Sellers said. “ I don’t see this as an issue we’ve got to deal with today...It’s an issue with long-term maintenance.”&nbsp;

Sellers also let it be known he has seen enough of Pishny Contractors.

“From my standpoint I’m not willing to accept another bid from Pishny,” Sellers said. “I’m tired of them being here year after year. The floor of the courthouse, the front yard looks terrible. I wouldn’t approve another contract with them.”&nbsp;

Commissioner Ron Hirst echoed Sellers feelings but wanted to make sure that the anchoring project did happen in the near future.

“If we put this out for bid there has to be a deadline and a penalty phase, and somebody looking after it,” Hirst said. “This has gone on way way too long…I’d like to get started on it, I would like to see some proposals so we have an idea.”

Engelland, who has had a different opinion on the project over the anchoring of the facade, said he realizes the immense cost of the project and said that he understands WJE’s findings. He did point out&nbsp; that a letter would be coming to the commission noting that his firm is no longer liable for the performance of the stone veneer over time in order to protect his business from any future liability or legal action if the stone work should fail.

Reno County Commission rejects change order on courthouse

HUTCHINSON, Kan. — The Hutchinson City Council officially passed its ARPA allocations as part of its meeting Tuesday, with the first domino to fall that of selecting a consultant to help navigate the process. 

The council ultimately decided to use iParametrics out of Georgia, rather than the Hutchinson Community Foundation, as their proposal was $32,700 less expensive at $125,000 and they appear to provide resources that Hutchinson Community Foundation ultimately could not. Aubrey Abbott Patterson with the Community Foundation spoke to the council Tuesday.

"Looking at iParametrics proposal, I was blown away by who they are, what they provide, their experience, their expertise and what they know about ARPA," Patterson said. "I do think that the layering of funding is really important. We had talked about what we could provide there and who we know. Our idea was SCKEDD. They are really good at knowing how to layer programs and that we might be able to partner with them to do that, but iParametrics knows that. They can layer that funding and better than we can. We just don't have enough of that in house to do it easily. Certainly, our community wants to bring as much resources as we can back to Reno County and if another entity can do that, that's what we want to lean toward."

The council officially will spend $ 2,333,266.91 on mill and overlay work for the Woodie Seat Freeway, $440,000 on fire department projects and $308,140.77 on the Housing Commission for the city's half of the funds. City Manager Gary Meagher made clear that staff did their due diligence to be sure that iParametrics will be responsive to the city if they have questions.

"Angela (Richard, Finance Director) will have a lot of contact with them," Meagher said. "I did ask the other counties that I contacted, because I know, sometimes when you have a large firm, you can kind of get lost. They did say they were very responsive to those counties. Some of the counties are small counties, such as Seward County and Finney County. They felt like they got good communication and good service."

The community portion of the allocation will put $1,773,844.61 toward childcare, $591,281.54 toward economic development and small business projects and $591,281.54 toward housing. The overall allocation is $6,162,815.36.

SOUTH HUTCHINSON – In an effort to establish more internet availability and what they hope will be better costs, the South Hutchinson City Council Monday approved a Community Improvement District that will allow IdeaTek to establish fiber optics in the city.

According to South Hutchinson City Manager Joe Turner, it could be the first time that a municipality has used a CID to establish a fiber optic network. Turner says the city has had a hard time getting grants or funding for such a project because the city already has cable and computer service.

The&nbsp; City of South Hutchinson approved the public/private broadband partnership model that will bring fiber internet to every residence and business in the city.

Once the approval process is completed, the 12 month construction project will begin this fall. Residents will start to receive service as early as spring 2023. The expansion will give hundreds of South Hutchinson households and businesses access to gigabit speeds at what they hope will be more affordable prices.

Information regarding construction activity will be mailed to South Hutchinson residents and business owners about three weeks before the build. Construction crews will also be leaving additional information at doors to notify residents that construction is beginning.

South Hutchinson City Council approves fiber optic proposal

"Fortunately, we have been able to make it through to this time without any closures of the pool," Finlay said. "We were having to close certain features of the pool at certain times, because of lifeguard shortages, but we were never having to close the entire facility. Looking through the next four weeks here, this is the time of year traditionally where we start to lose lifeguards, unplanned vacations, those sorts of things. We are going to close the next three Mondays, the final three Mondays of the season. That would be July 25, August 1 and August 8, we will close. We will not be open those days."

This will provide rest and a day for relief from the heat for the staff that remains.

"We're working them six to eight days in a row at this time," Finlay said. "For the safety of our lifeguards and the safety of our patrons, we feel that will be important to do."

The last weekday open for Salt City Splash is August 12, with it open weekends only of August 13 and 14 and August 20 and 21. Dog's day at the Splash will be Monday, August 22.

The nation’s largest railroad is fighting inflation and extremely high fuel costs as the second quarter comes to a close. UP’s first quarter net income was $1.6 billion, or $2.57 per diluted share. Operating revenue was $5.9 billion up 17% and carloads increased by 4%. The positive numbers were generated by fuel surcharges and higher shipping prices.&nbsp;

UP operates about 25 trains per day in Reno County.&nbsp;

RICE COUNTY—A Little River woman was injured in an accident just before 8:30 p.m. Monday in Rice County.

The Kansas Highway Patrol reported a 2016 Chrysler 200 driven by 85-year-old Glenda Jeanne Meyer was westbound on U.S. 56 just west of 18th Road when the car entered the eastbound lanes, traveled into the south ditch, vaulted off of the culvert and rolled one time.

EMS transported Meyer to the Rice County Hospital. She was properly restrained, according to the KHP.

HUTCHINSON, Kan. — Recommendations are still being taken for this year's Leadership Reno County, but the deadline is Wednesday, July 20.&nbsp;

The program provides a leadership skills training experience for a cross-section of community members. The skills are taught in the context of community issues and initiatives with the goal of increasing participants' level of civic engagement. Participants also gain skills that are immediately usable for the betterment of their employers and community organizations with which they are involved.

Since 1984, more than 910 community members have been participants in leadership programs offered by the Hutchinson/Reno County Chamber of Commerce. Originally known as Leadership Hutchinson, the program was renamed Leadership Reno County in 2005 and was revamped to provide skill-based training with the purpose of increasing participants' level of civic engagement. Currently, each class has 28-32 participants.

Chamber still taking names for leadership program

WASHINGTON, D.C. — U.S. Rep. Tracey Mann (KS-01) released the following statement in response to the U.S. International Trade Commission (ITC)'s ruling in its investigation concerning urea ammonium nitrate (UAN) solution fertilizer from Trinidad and Tobago.

"Today, the U.S. International Trade Commission rejected imposing final duties on urea ammonium nitrate (UAN) in its determination that anti-dumping activity surrounding UAN fertilizers in Trinidad and Tobago did not harm the U.S. fertilizer industry. This is a step in the right direction for American farmers and agricultural producers who have been laboring under skyrocketing fertilizer prices, with UAN prices at the top of the list."

"With this determination, the ITC has finally responded to my three letters dating back to March, the legislation that I introduced in that same month, and my testimony before them in June – all urging reconsideration of the initial duties. I am proud to lead the charge in this effort, but the fight is far from over."

"I will continue to monitor the situation, and I look forward to seeing the immediate removal of duties on UAN imports from Trinidad and Tobago, which is the most immediate opportunity for a near-term, partial remedy to the high cost of fertilizer facing U.S. farmers."

Mann comments on trade legislation

SOUTH HUTCHINSON, Kan. — South Hutchinson firefighters were able to quickly extinguish a fire at a business Monday morning.

According to the department,&nbsp; they were called out at 10:36 a.m. and saw smoke and flames on the west side of a commercial building. They then found fire in the back of the old restaurant at 507 North Main.

South Hutch firefighters extinguished the blaze, while Hutchinson firefighters provided vertical ventilation and set up water supply.&nbsp;

The Kansas Fire Marshal's Office is investigating. No one was hurt, and other businesses in the complex were able to get back to work.

HPD holds youth academy

The Hutchinson Boys and Girls Club is looking for donors to help with a scholarship drive so no kid will have to miss programming because of money.

"Our membership fee is really based on free and reduced lunch guidelines," said Lance Patterson with the club. "We kind of follow that same philosophy. For a free lunch qualifier, its $110 for the year for the membership. For the reduced lunch qualifiers, it's $160 a year and for full pay, it's $210. That's for the school year and then we have that same fee for our eight-week summer program."

That is not nearly the cost of the programming, but they want to be sure that families have some skin in the game.

"We don't provide any 100% scholarships," Patterson said. "There's always something that they pay. We're very fortunate. If they are on KanCare, each of those insurance providers that are a part of that, they provide a little incentive for participation in our program. They can provide $50 a year. We really work with them to try to make sure that they are aware of that, if they have access to KanCare, that they access that $50. That helps a lot. That's been a great resource for us and for our families."

The scholarship drive is a new idea this year, said Elicia Lance with the club.

"Really any level, really, truly does help," Lance said. "Ten dollars a month would scholarship one child for the school year. Anything does help."

Crews are preparing to replace the bridge at that location. The road was to close July 8 but a delay in getting materials ready for construction pushed the date back to the 18th. If all goes as planned, the bridge project could be finished in 30 working days although the contractor has 60 working days to finish the project.

The cost of the bridge project to South Hutchinson is about $243,000.

Scott Blvd. closed for bridge project

Convoy of Hope is a faith-based organization with a driving passion to feed the world, both physically and spiritually. 

They are holding an event on the Kansas State Fairgrounds on Saturday.

"On Saturday, the 23rd at 9 a.m., we will begin a drive through event, it's totally free," said Rosie Sheets with Convoy of Hope. "It's on a first come first served basis. We'll be there while supplies last, which we expect to be around noon. We will have backpacks. We have a welcome bag that'll have resources through Reno County. Sixteen hundred backpacks with school supplies. The kids must be present to get the backpacks. We'll have bags of groceries to hand out, snow cones, other items and some freebies."

This will give workers an opportunity to interact with the people as they drive through, but they can find out even that morning and still be a part.

"No need to sign up at all," Rosie Sheets said. "Just simply show up with your vehicle and get in line. You can get in line early if you want. The gates will open at 8 and by 9 we'll have them open to go through. If you are needing backpacks, please have your children with you. If you don't need backpacks, you're welcome to come too and get groceries and the other free items that we're having."

Kendall Sheets says that he expects there to be even more response this year than there was last year, the first time they did the event in Hutchinson.

"Probably this year, even more so than even last year, people are hurting, people are in need," Kendall Sheets said. "With inflation and gas prices going up, there's a smaller window of money left over at the end of the month and some of them are desperately in need of these. It's such a benefit and a blessing to be able to help in these situations like this."

Convoy of Hope event with school backpacks Saturday at fairgrounds

Family Community Theatre presents Moana Jr. this weekend. The Jr. performances are a great way to get kids involved in theatre.

"One of the reasons that we do junior productions is that we would like to do the full production of the musical, but they are not available," said Craig Williams with Family Community Theatre. "There is no Moana Broadway show, so our only chance to do that would be the junior show. Last year, we did Frozen Jr. That's not going to be available to community theatres for some time."

The story is a celebration of Oceanic culture.

"It begins with the idea that the creator, Tafiti, is creating the islands and so forth, but her heart is stolen," Williams said. "The heart is then knocked away and it's protected by the sea and was finally given to someone who the sea felt like could return the heart and restore the order. That was a young woman named Moana."

Shows are on Thursday, Friday and Saturday at 7:30 p.m., the Sunday performance begins at 3:00 p.m. It is a 60-minute musical adaptation of the 2016 Disney animated film, bringing the adventures of Moana and her village of Motunui to life onstage. Tickets are on sale at Bookends Bookstore (123 N Main St) or one hour prior to show time at the Flag Theatre, and at Absolutely Home (15 E 14th Ave).

HUTCHINSON, Kan. — The Reno County Commission will once again discuss the 2023 budget during its regular meeting on Tuesday.

Like most government entities, the county is going to declare that it will exceed the revenue-neutral rate for the coming year. What happens after that is still to be discussed as the county can always lower the budget, but not raise it once it has settled on a number. County Administrator Randy Partington has said in the past, and indicated again Friday, that to hit the revenue-neutral rate, the county will have to make some tough decisions.

“We would be able to hit the revenue-neutral rate, but that would take some one-time cuts, some capital items, and cash balances,” Partington said. “I believe the county commission would be able to take the mill levy that's flat . . . and reduce it below that and get somewhere in between.”

The commission has been somewhat mixed on whether it can, or even should, try to hit revenue neutral. It would mean cutting more than $1.35 million from the budget.

“They would probably be more comfortable with that than I would be with that,” Partington said. “If that’s the decision they want to make, we would still be able to operate.”

Partington says that the present economy could also put more pressure on the budget if inflation doesn’t ease.

“If inflation continues, at 8% or 9% or whatever it is right now, then it makes it harder in future years,” Partington said.

Partington will present a budget of $81.77 million on levied taxes of $26.67 million. That would leave the mill levy at 39.475, a fraction less than last year. The revenue-neutral rate would be 37.486.

Tuesday’s meeting of the Reno County Commission begins at 9 a.m. at the Reno County Courthouse.

NEWTON, Kan. — Construction work on Newton’s main north-south thoroughfare is set to begin this week.

The project will include mill and overlay on K-15 from the U.S. 50 interchange north to the BNSF Railway crossing at Fourth Street, plus some full-depth pavement repairs and ADA ramp improvements. The contractor on the project is Cornejo &amp; Sons.

Beginning July 21, traffic will be limited to the outside lanes each direction while work is completed on the inside lanes. Intersections with side streets will be closed temporarily as needed.

When the inside lanes are complete, work will begin on the outside lanes. Construction is expected to be complete in mid-October, weather permitting.

The $1.1 million project will be funded in part by the Kansas Department of Transportation’s City Connecting Links Improvement Program (CCLIP).

K-15 project in Newton to start this week

HARVEY COUNTY—Two people were injured in an accident just before 4 p.m. Sunday in Harvey County.

According to the Harvey County Sheriff's Office, a vehicle driven by a woman from Hesston was southbound on Interstate 135 just before the Lincoln Blvd. exit.

The vehicle left the roadway, traveled through the median and struck another vehicle head-on.&nbsp; The impact caused the other vehicle to roll and the driver, a woman from Oklahoma, was partially ejected.

EMS transported both drivers to a hospital in Wichita.

Northbound  Interstate 135 south of Hesston was temporarily closed while crews worked to clear the accident.

🎥 A Day in the Life: Reno County 911

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council will hear a presentation from Interfaith Housing, who is proposing a new housing complex in South Hutchinson devoted to veterans.

The complex would be called Patriot Place and would be located at Elm and Avenue D. The conceptual design shows a central commons area surrounded by 10 living units.&nbsp;

South Hutchinson City Council meets Monday

NICKERSON, Kan. — It's a light agenda for the Nickerson City Council when it meets in regular session on Monday evening.

The council will seek approval of closing off streets surrounding Weber Park for the annual Klear Nearly Days celebration this fall and to allow alcohol in the park during the celebration.&nbsp;

The council will also get an update on computer replacements for the city and hear the usual reports.

Monday's meeting begins at 5:30 p.m. at the Nickerson City offices at 12 N. Nickerson St.
