Starting Monday, July 18, K-14 traffic north of Sterling will be diverted to a temporary road right along the existing highway.

Also, access to the temporary road to and from the east side of Avenue T will be closed. The west side of Avenue T will remain open where it meets the temporary road.

The temporary road, with one lane each north and south, will be about a mile and a half long, from around the Sterling north city limits north to just past Avenue T.&nbsp;Motorists there will be directed to drive at a reduced speed.

The temporary changes will allow continued construction of the new K-14 realignment near Sterling. The temporary road and east Avenue T closure will remain until around the end of the realignment project, which is expected to be completed by June 16, 2023.

BUHLER — According to Amy Conkling with Hutch Rec, Buhler Pool is closed until further notice due to a leak. 

City of Buhler crews are working hard to resolve the issue. 

Conkling said they will let us know as soon as they have a re-open date.

Kan. — Lance Patterson with the Boys and Girls Club said Friday that the new Communities That Care data shows that problems for kids after COVID are actually a little worse in Reno County than elsewhere in the state.

"They do a survey for 4th, 6th, 8th, 10th, and 12th graders," Patterson said. "Reno County is what we're looking at. It was a little troubling. It was definitely eye opening. It said that 40% of Reno County youth have felt sad or hopeless almost every day for two or more weeks, to where that actually stopped them from doing something. It changed their activities. That's two percent higher than the state average. It is just pretty alarming. When we're thinking about the impact of COVID, there was worry about the health of our kids. I think, sometimes, the mental health aspect gets lost."

The numbers of suicidal thoughts, according to the survey, are also significant.

"Thirty-six percent have seriously thought about suicide," Patterson said. "That's four percent higher than the state average. Twenty-four percent have taken it a step further and made a plan to commit suicide. Fortunately, they've not gone through with that plan. But, they've actually sat there and thought about it. That right there is two percent higher than the state average. When we saw these, we were definitely alarmed and looking for ways that we can connect with these kids and make sure that they have the support that they need."

Sometimes that means connecting kids with resources from places like Horizons, sometimes that means connecting them with activities that give them something to look forward to on a future day.

"One of the teens had actually run away," Patterson said. "They called the police and said, they didn't know where they were and they came back because of the Boys and Girls Club. Those are the stories that kind of reinforce what we're seeing with some of this data. They're looking for something and it's up to us to try to figure out what that is and try to be there for them and try to help connect them to where they need to be."

Communities That Care data shows kids in Reno County need help

Hutchinson, Kan. –The Hutchinson Community College Board of Trustees took action on several items during its July meeting.

The Board authorized the administration to notify the county clerk that its maximum mill levy will be 21.829, the same as the year prior. This mill levy, when set before last year, was less than any year since 2012. Work proceeds on its 2022-23 statutory budget.

The Board also approved the Master Agreement with the Hutchinson National Faculty Association for the 2022-23 year. The agreement includes a 5% increase on base salary and $30 per month increase for Board Benefits. A salary increase for classified and administrative staff based on performance, market value and scope of responsibility, with the average increase not to exceed 5% and a $30 per month increase in the Board Benefit, was also approved for classified and administrative staff.

In addition, the board received an update on its strategic planning initiatives, approved payment of College bills, approved the academic catalog for the 2022-23 school year and renewed the College’s athletic insurance policy.

The next meeting of the board will be on Thursday, August 11. The meeting will be at 7:00 p.m. in the Shears Technology Center Justice Theater. The public is invited to attend.

Field survey set for proposed U.S. 56 improvements in Rice County

Kan. — The Salvation Army, First Call for Help, and Walmart are all teaming up to give customers a chance to “stuff the bus” and provide school supplies this weekend.

There will be a collection bin for additional school supplies at Walmart at 1905 E. 17th this weekend at the service desk for donations.

Once collected, the supplies will be available to families of school-age children by contacting First Call for Help. Anyone needing assistance should call 620-669-0159.

The most common items needed are spiral notebooks, three-ring binders, colored pencils, pocket folders, and general classroom supplies such as facial tissue, glue sticks, and dry erase markers. 

Donations will be accepted at Walmart Friday through Sunday from 9 a.m. to 5 p.m. and can also be dropped off at The Salvation Army at 700 N. Walnut Street in Hutchinson next week.

Chamber nominations still being accepted

LOUISVILLE, Ky. — Testimony in Jefferson County Court in Louisville, Kentucky, Thursday afternoon told of the horrific accident that involved Trey Jones, his wife, Amy, and their two children, Ava and Creek.

Thirty-three-year-old Michael Hurley is now charged with murder in the death of Trey Jones, two counts of first-degree aggravated assault and one count of fourth-degree aggravated assault.&nbsp;

According to television station WDRB in Louisville, during a pretrial hearing on Thursday, the court heard testimony from Louisville Metro Police Department officer Rondall Carpenter, who provided new information about the extent of the victims' injuries.

Ava Jones suffered a broken back and has undergone several surgeries to relieve a brain bleed. Her mother sustained severe traumatic brain injuries and has undergone several surgeries on her leg. Both women remain in critical condition, according to UofL Health, but according to Hunter Jones, Trey Jones' eldest son who was not involved in the crash, they have regained consciousness and are no longer on ventilators.

Video played during the hearing shows the aftermath of the crash. In the video, Hurley does not get out of the car immediately to check on the victims. The video shows him stepping over a victim several times without checking on her. A bystander takes a shirt from him and appears to use it to try to stop the bleeding. At that point, Hurley opens his trunk to get another shirt and sit on the back of his car.

Carpenter testified Thursday that Hurley told officers he woke up at 3:40 that morning and had his dad drive him to work because he knew he shouldn't drive on Hydrocodone. He arrived home from work at about 4:30 p.m. and took another Hydrocodone at about 5 p.m.

Shortly after that, Hurley said he was driving back to Louisville for another job, but realized he'd be late, so he decided to drive back home — and that's when the crash occurred. A street camera captured him swerving a couple of times before he stopped and was almost rear-ended by another car.

As Hurley approached Third Street, he ran a red light. From there, the video shows him drifting from the third lane, crossing the intersection, jumping the curb and hitting the family. He then drove on the sidewalk for about 30 yards before he came to a stop, according to the video.

Investigators said Thursday there was no alcohol in Hurley's system, but his pupils were pinpoints that would not react to light — an indicator of being under the influence of a narcotic. His arms had several track marks, according to police.

Hurley remains jailed on a bond of $500,000. His next court appearance is tentatively set for Aug. 8.

According to Justin Holzrichter with Hutch Fire, the 600 and 700 blocks of both 6th and 7th Avenues have been evacuated. 

The call came in around 11:10 a.m. and residents were allowed back in just before 1 p.m.

State Fair competition entry window open through Aug. 1

Hutchinson veterinarian Jon Austin, DVM notes that if your air conditioning can't keep up, it's important to take care of your indoor pets until it can get fixed.

"I had that last week," Austin said. "The couple I had, the air conditioner went out on Sunday and we talked that evening, it was already 8:00 and so the sun had already started to cool off and they were going to get through that night, but they dropped the dogs off with us on Monday morning and we had them through Wednesday. They have two kind of large, longer haired black lab mix dogs and their air conditioner didn't get fixed until Wednesday. The dogs spent three days with me at the animal hospital boarding, because they were not able to be safe at home."

Austin only does boarding for his veterinary clients, but other boarding kennels should have space, as long as it is in the middle of the week. Also, if you are going to leave for the day, whether inside or outside, be sure your pets have plenty of water.

"If you have one of those unattended animals and you don't have anybody who can come and check on it and take care of it for you, you sure need to make provisions to ensure that animal will have water," Austin said. "Typically, those kind of animals who have those behaviors will have a water bowl or bucket that's either too big and too heavy for them to disturb or the owners will literally attach it to the kennel wall with wire. That way, it stays in place."

For dogs who need to be active, you may need to move that activity to earlier in the day.

"If you have a dog that you exercise, if they do anything that requires exertion, you should do it really early, even before the sun comes up," Austin said. "Some mornings, you wake up, it's already 80 before it's even light. You just have to be aware of the humidity, of the heat and then make changes as best you can. There may be days where you just don't get to do it, if it's too hot."

It's also important not to walk or run your dogs on areas that are black like asphalt during the heat of the day, as you can burn the dog's pads of their feet that way. If you have any questions, contact your veterinarian for more information.

Advance voting under way in Reno County

WASHINGTON — First District Congressman Tracey Mann and U.S. Senator Roger Marshall, joined 27 members of Congress on a letter to President Biden demanding that his administration waive import duties on fertilizer.

At a time when inflation is at the highest it has been in 41 years, along with record fertilizer prices, the Biden Administration imposed duties on imports of Moroccan phosphate fertilizer and is in the process of imposing duties on UAN fertilizer from long-time suppliers Trinidad and Tobago.&nbsp;

The letter to the president states that farmers and ag producers are having to make decisions on what to plant based on fertilizer prices rather than typical market fundamentals. That coupled with inflation at the highest it has been in 41 years and a Consumer Price Index for food up 14.6%, the rising cost of fertilizer will increase food insecurity and geopolitical tension domestically and abroad.

The letter goes on to say that fertilizer is critical to national security and national defense. Its affordability is also critical to wrangling out-of-control inflation.&nbsp;

Mann joins in letter to president regarding tariffs on fertilizer

Hutchinson Democrat State Rep. Jason Probst is glad to see new jobs in Kansas as a result of the <a href="https://hutchpost.com/posts/9c104621-474f-4b95-b618-b692dae9a7a0">announcement Wednesday of the new Panasonic battery plant in DeSoto</a>, but it does show where the priorities of legislators lie, in a time when the state of Kansas is on as solid a fiscal footing as it has been in years.

"This investment is good," Probst said. "As we all know, this is the game we play. Incentives are part of the makeup. If you dig in and say, I'm not going to give incentives and I'm not going to be creative in the delivery of these incentives, then every other state is going to be and they will get the projects and Kansas will be a wasteland of disinvestment. We have to be honest about that. That's the game that's being played. My issue is, we never have money for programs that will help people. We don't have money for Medicaid expansion. We don't have money to pay for the full repeal of the food sales tax. We don't have money to invest in child care. We don't have money to put in people's pockets in the ways that will actually help them. We couldn't get this incentive package together fast enough for this company."

How flush is Kansas right now? Governor Kelly's office sent out a release touting that for the first time in 23 years, Kansas government ended the fiscal year without having to take out a short-term loan to cover expenses.

"We've had such steady and higher than normal tax collections over the past fiscal year that we didn't have to do what we normally do, which is say, we're going to loan ourselves money and we know that we're going to pay it back with tax revenue that comes in later in the year, we just don't have the money right now," Probst said. "That's pretty remarkable."

It's easy to say no to everything when government is broke, but deciding who gets what when you have money to spend is a real reflection of what representatives believe is important.

"We have been outpacing expectations on tax revenue, we had money to put in to a rainy day fund," Probst said. "We put a lot of money into KPERS to pay that, the liability down on that. We've had the money. Every budget is a reflection of priorities. If we prioritize people, we spend money on people. If we prioritize investment in private industry, then we spend money there. It's reflected every budget year and we make decisions about how to spend that money. If you ever want to know how the legislature feels about you as a person, go through the budget and see where they have made investments. That will tell you quite a bit."

New types of manufacturing and new jobs are good, but whether or not such incentives are the best way to spend government dollars, even in a good budget time for them, remains to be seen.

HFD supply drive next month

NEWTON, Kan. — The Newton City Commission continues to put the 2023 budget together.

At Tuesday night’s meeting, the commission moved forward with putting the final numbers together and directed city staff to notify the county clerk of its intent to exceed the “revenue neutral rate,” meaning that it expects to bring in more revenue than the previous year.

The proposed 2023 budget includes a mill levy increase of up to 8 mills, which would equate to $92 per year on a $100,000 home.

While keeping the tax rate flat for four consecutive years, the city has drawn down its reserve funds, refinanced old debt, cut costs and relied on federal funding from the American Rescue Plan Act (ARPA) to balance the budget. Now, ARPA funding is no longer available, record inflation has caused the city’s commodity and energy costs to soar, and a rapid uptick in development projects and needed services has required increased staffing in many departments, according to a release from the city.&nbsp;&nbsp;

City staff had originally brought forth a budget that required an increase of 12 mills and left an ending balance of 5%. City policy calls for a 15% reserve balance. Commissioners directed staff to bring back proposed cuts that could reduce the increase to 8 mills.&nbsp;

The city will notify the county clerk it intends to increase its mill levy to as much as 70.506 and will hold official public hearings on the budget and the revenue neutral rate at 7 p.m. Aug. 23.

Newton city government plans to exceed RNR rate

LOUISVILLE, Ky. — A hearing is set for Thursday for the man arrested for hitting four members of a Nickerson family, killing one and critically injuring two others.

Court records show 33-year-old Michael Hurley is set to appear in district court at 12 p.m. CDT on four counts of aggravated assault, and one count each of driving impaired and no drivers license. One of the aggravated assault charges will likely be amended to a charge of murder.

Hurley hit Nickerson school teacher and coach Trey Jones, his wife, current Assistant Superintendent Amy Jones and their two children who were standing on the sidewalk. Trey died last week of his injuries while both Ava and Amy were in critical condition. Another child was not seriously injured.

There is still some question on how this case will move through the Kentucky legal system. If Hurley is charged with murder, it will likely be heard in what is called commonwealth court which is a higher court in the state that handles serious felony cases. What happens to the other potential charges would be taken up then.

The count of murder was expected to be filed before Hurley's Thursday hearing.&nbsp;

Chamber announces speaker for annual meeting

HUTCHINSON, Kan. — The Hutchinson Grand National Auto Races are this weekend at the Fairgrounds.

Racing action kicks off Thursday night and runs through Saturday. Pits open at 4 p.m. each night and the grandstand opens at 5 p.m. for spectators. Hot laps begin at 6 p.m. and races kick off at 7:30 Thursday and Friday then 7 p.m. on Saturday.

"We race in July," said Warren Hardy, race announcer. "It's hotter than a baked duck. That's what the drivers expect, when we come to the midsummer classic. To keep something like that wet in July in Kansas is monumental."

Advance tickets are still on sale at O’Reilly Auto Parts Stores for $15. Tickets are $20 at the gate and children under 11 are free. No outside drinks or food will be allowed in the grandstand. Drivers from across the region come for the events all weekend long.

"That's the novelty of a half-mile oval," Hardy said. "They're so hard to maintain and make racing. We could go through probably a dozen names of drivers who have raced at Indy or with NASCAR at Daytona that have raced at the Kansas State Fairgrounds. That's another part of the lure of the Hutchinson national races."

The Hutchinson Nationals came to the fairgrounds back in 1957 when the event was moved from Oklahoma City.

On July 7th, the company made a short statement that a letter of intent has been reached with a non-disclosed customer for two U.S. projects that will have a positive impact on the hibernation schedule of the Hutchinson and Fort Madison facilities.&nbsp;

Siemens Gamesa says that if the contracts are finalized they will make sure they have the workforce and resources in place to deliver on those contractual obligations.&nbsp;

Siemens Gamesa announced that they would be putting both facilities into hibernation due to continued logistical issues and a soft onshore wind turbine market. The closing will affect 92 workers.

Superior and Nationwide will jointly promote sales of all watertube boilers utilizing the DFW design within California, Nevada, Oregon, Washington and the Gulf Coast of Texas, where NBI is Superior’s long-standing authorized sales representative.

The company hopes that Superior’s strong North American presence with NBI’s global reach, will make DFW technology available to customers worldwide.

Superior Boiler announces new sales and marketing agreement

Hutchinson Human Relations Officer Dave Sotelo told Hutch Post Wednesday that changes to the way the city appoints its unelected boards and commissions will be on the agenda for the next city council meeting Tuesday.

"There are two things that we are recommending, a resolution and then an update to the city council policy number 17, which is the policy that sort of lines out the appointments to boards and commissions," Sotelo said. "One of the main goals of that policy is to increase representation from the community into our city boards and commissions, so we'll recommend some updates on that."

One of the main updates is to make all of those boards whose start dates are not otherwise set by state statute to have terms that start and end at the same time of year, which would be the calendar year.

"The housing commission, the human relations commission, the planning commission, those will have the same end and starting date," Sotelo said. "The policy currently requires city staff to recruit and make announcements on upcoming openings on any board and commission three months prior to the opening."

That would mean that the public would know who all was leaving those commissions and what boards they could serve on in the fall, to start on January 1 of the next year.

"One of the goals of the mayor was that the staff reaches out to community organizations, membership groups, churches, you know, professionals of Reno County and seek candidates and recruit candidates to serve on our boards and commissions. That gets a lot easier when we just do it all at once and say, you know what, in three months, we're going to have ten openings on boards and commissions from the tree board all the way to the planning commission. We are looking for people to serve on those boards."

The number in the quote is a hypothetical, although, it is the intent of Sotelo to ask that any people appointed moving forward only serve on one board or commission at a time. For those serving on multiple boards now, they would let those people finish out their current terms, but then ask them to choose where to serve after that, so that they can have more slots open for more voices. The intent is also to ask voluntarily for demographic information on board and commission members so that Sotelo's office can track those statistics and let the council know what the diversity of those boards looks like on an annual basis. The changes will be part of the Hutchinson City Council agenda Tuesday morning at 9 a.m. at City Hall.
