HUTCHINSON, Kan. — The Hutchinson Public Works Flood Control Division will be closing the flood control structure on Cow Creek at Levee A on Friday afternoon, July 22, to reduce the flow of Cow Creek for maintenance work planned for Monday, July 25.&nbsp;

According to a release from the city, the maintenance work consists of a visual inspection of the structures at Levee A and Levee E located at 5th Avenue and the Martinez Trail. Crews will also remove silt from Cow Creek through Avenue A Park and George Pyle Park.

The control structures being inspected are a part of the 27 miles of levees that protect the City of Hutchinson, South Hutchinson, Willowbrook and the Westside Villa areas from flooding of Cow Creek and the Arkansas River.

As a result of the structure closure, the water level and water flow in Cow Creek along the Martinez Trail will be reduced. The structure will be reopened Monday, July 25, after the work is completed.

Cow Creek flood gate to be closed Friday

HUTCHINSON, Kan. — Hutchinson city council member Sara Bagwell endorsed Randy Parks in the District 1 county commission race to replace Ron Sellers.

Bagwell said in a statement provided to Hutch Post that she met with Parks and "his core values and beliefs resonate with the values so many hold dear here in Reno County."

Parks is running against Cris Corey in the Aug. 2 primary. There is no Democrat in the race. Advanced voting is already underway at the Reno County Annex.

Bagwell endorses Parks in County District 1

HUTCHINSON, Kan. — Current Reno County District 1 Commissioner Ron Sellers has endorsed Cris Corey to take over his seat on the commission.

According to Sellers, he met with Corey and he is "committed to making Reno County a livable and long term option for all- young people, families, working age people, and retirees."

HUTCHINSON, Kan. – The final Friday of the Kansas State Fair will be a day fit for a Kingdom, Chiefs Kingdom, that is.

"It is going to be all things Chiefs," said Kansas State Fair General Manager Bryan Schulz. "If you're part of the Kansas Lottery and you're a PlayOn member, you'll be getting a code that you can show at the front gate and that will get you in to the grounds for $2 that day."

There will also be a great source of Arrowhead Stadium entertainment on the fairgrounds.

HUTCHINSON, Kan. — The only Reno County Republican legislator with primary opponents has been endorsed by the NFIB Kansas PAC, the political arm representing small business owners and their employees in Topeka.

Joe Seiwert of Pretty Prairie received the group's endorsement in House District 101. His opponents are two former mayors of Goddard, Hunter Larkin and Jamey Blubaugh.

Advance voting can be done at the county annex at 125 W. 1st Avenue from 8 a.m. until 5 p.m. Monday through Friday, with the exception of Wednesday, when the annex will stay open until 7 p.m. The annex will also be open Saturday, July 30 from 9 a.m. until 1 p.m. for advance voting.

Seiwert endorsed in Republican primary by NFIB KS PAC

HUTCHINSON, Kan. — Union Pacific battled higher fuel prices and inflation to post numbers similar to the same period last year.&nbsp;

The nation's largest railroad reported 2022 second quarter net income of $1.8 billion, or $2.93 per diluted share. This compares to 2021 second quarter net income of $1.8 billion, or $2.72 per diluted share.

“As anticipated, the Second Quarter was a tough one as we limited carloadings and increased expenses to recover network fluidity,” Lance Fritz, Union Pacific chairman, president, and chief executive officer said. “We also experienced record high fuel prices and increasing inflation, adding pressure to our total costs. Offsetting the cost pressures were higher fuel surcharge revenue, solid core pricing, a positive mix, and continued train size initiatives. The result was operating revenue and income growth. Our network fluidity improved through the quarter, and we are positioned to grow volumes in the back half of 2022 while continuing to improve our service product.”

Operating revenue totaled $6.3 billion driven mostly by an increase in fuel surcharges and operating income totaled $2.5 billion, an increase of 1%.

Car loadings fell by 2% from the previous year as the railroad held traffic in check due to rising costs and logistical issues. Total car loads for the quarter came in at 1.74 million compared with 1.78 million in 2021. Shipments fell for grain and ag shipments. Coal loadings actually increased by 3% which continues to reverse a trend of declining shipments.

UP operates about 25 trains per day through Reno County, mostly intermodal and grain shipments.

Union Pacific reports 2Q earnings

HUTCHINSON, Kan. — Kansas U.S. Senator Dr. Roger Marshall, a long-time Great Bend obstetrician before he got into politics, knows how he is going to vote on the Value Them Both amendment August 2.

"My entire life has been fighting for the health and well-being of moms and babies," Marshall said Thursday. "Whether I am in the delivery room or the halls of the Senate, I am going to fight for life. Very simply, the Value Them Both amendment puts the decision making process back into the hands of state officials who are elected by people like you and me. It's what gives us our voice. Value Them Both does not ban abortion."

Though Marshall never served in the state legislature, he wants elected representatives making that call, not judges, or Kansas Supreme Court justices.

"I think that life begins at conception, but if there's going to be abortions done, I want to at least make sure that they are being done by doctors, that they are being done in appropriate surgical suites, not garages converted into some type of a mini procedure room. I think there needs to be some guardrails around that industry."

According to <a href="https://www.guttmacher.org/fact-sheet/state-facts-about-abortion-kansas">the Guttmacher Institute</a>, many restrictions are already in place, including that a patient must receive state-directed counseling that includes information designed to discourage her from having an abortion, and then wait 24 hours before the procedure is provided.

Private insurance policies cover abortion only in cases of life endangerment, unless individuals purchase an optional rider at an additional cost.

Health plans offered in the state’s health exchange under the Affordable Care Act can only cover abortion in cases of life endangerment.

Abortion is covered in insurance policies for public employees only in cases of life endangerment.

The use of telemedicine to administer medication abortion is prohibited.

The parents of a minor must consent before an abortion is provided.

Public funding is available for abortion only in cases of life endangerment, rape or incest.

A patient must undergo an ultrasound before obtaining an abortion; the provider must offer the patient the option to view the image.

An abortion may be performed at 20 or more weeks postfertilization (22 weeks after the last menstrual period) only in cases of life or severely compromised physical health.

The state prohibits abortions performed for the purpose of sex selection.

Further, the Kansas Supreme Court held in Hodes &amp; Nauser v. Derek Schmidt that abortion restrictions must pass strict scrutiny, which is a compelling government interest and government action that is narrowly tailored to that interest. Specific cases have not been brought beyond Hodes to challenge restrictions that may cause the test to be implemented. 

<a href="https://kuscholarworks.ku.edu/bitstream/handle/1808/30417/Levy.pdf?sequence=1">According to a 2020 Kansas Law Review article</a> from <a href="https://hutchpost.com/posts/3fb29497-75a8-43d4-ab5e-d029411b0292">KU Law professor Richard Levy</a>, some of the current restrictions in place in Kansas law may not theoretically survive challenge, if strict scrutiny continues as the standard. Those could potentially include the waiting period restriction and the informed consent restriction, in addition to the partial-birth ban that Hodes itself directly addressed.

As for Marshall, he believes the state legislature is the proper place to have this debate.

"We think that babies feel pain, recognize pain, I think at 14-15 weeks along, as well," Marshall said. "Look, I want to protect life at conception and I'm going to have to have faith in our state legislature to make some decisions there."

Marshall is a member of the Senate Pro-life Caucus.

U.S. Sen. Roger Marshall supporting Value Them Both amendment

Kan. — Debra Teufel with the Hutchinson/Reno County Chamber of Commerce acknowledges the lack of large lots that the current industrial park in Hutchinson has, but her goal is to both find more space and fill what is already there at the same time. There have been 23 RFPs to cross her desk so far this year.

"The more times you get in front of business opportunities, the higher chance you're going to have to land one of them," Teufel said. "You're not ever going to land them all, but we want to increase our odds. Last year, in the year, we had 22 RFPs. In the course of the last six months, we have seen twice the project activity that we had a year ago, which is a great thing for Kansas."

In recent weeks, three of those RFP submitters have come to Hutchinson for site visits.

"One is in the sector of building advanced complex systems to serve, maybe a local company that is already here with a particular product," Teufel said. "It might be in the realm of making a composite product that goes into the supply chain for a local company. Those might be fiberglass, they may be plastics, they may be metallic materials that go into aviation components. The other two were more in the chemical side of things. That could be anywhere from a processing of an oil to the processing of a chemical that goes into something further downstream."

Hutchinson is proud of its economic diversification and Teufel sees these projects as enhancing that.

"One of them pointed out that we don't currently have very many companies that do much in the way of refining a chemical for a particular process," Teufel said. "We have a company GEOChem that is currently growing on what was the former Consolidated site. Beyond GEOChem, we have some smaller companies that are doing things with certain chemicals, but it is not a large employment sector for us at this point. I think that would be a great diversification of our employment."

Teufel acknowledges somewhat the chicken or the egg nature of economic development, which is that people who specialize in areas that don't have jobs here don't already live here, so getting a workforce in place to start a new sector can be challenging, even if the infrastructure like water and power is already in place. That's why economic development professionals prefer to look at skillsets more regionally rather than locally, especially when large scale projects, like the new Panasonic battery plant near Kansas City, go searching for sites.

"The key ingredient for every single business project is workforce," Teufel said. "Certainly, if we had the land assembled for a project like the Panasonic project, I think we could have been in the running for it, because we have all of those other boxes checked. Could we absorb 4000 new jobs in south central Kansas? I think, absolutely yes, because that's where the power of regionalism comes into play and we are definitely in a shared regional economy with the Wichita metro area."

Right now, though, Hutchinson has no plots of land that are even as large as the 300 acres Panasonic's plant will sit on that are both under city control and have the infrastructure ready to go. That's why the Chamber is looking at a site south of South Hutchinson to hopefully create a new industrial park in future years, but the water needs of that site must be addressed along with any land purchases necessary, so we'd be talking about years before that potential place would be shovel-ready.

HUTCHINSON, Kan. — The Buhler High School volleyball program is putting on a sand volleyball tournament in Hutchinson July 30 and 31 to benefit the <a href="https://hutchpost.com/posts/aa790038-21b3-44eb-b529-5d37d90d3501">Jones family of Nickerson who were victims of an accident in Kentucky</a>.

The tournament has now expanded to two sites. It will now be running at Carey Park and Fun Valley.&nbsp;Once the brackets have been created, a Groupme will be made with all team captains. This will allow organizers to share each team’s playing location and further updates. 

Anyone 14 and older can play, it will be $20 for each two person team and $5 for spectators. There will also be concessions available.&nbsp;

HUTCHINSON, Kan. — Star Expos and the Kansas State Fair are pleased to announce a brand new expo coming to Hutchinson and the Kansas State Fairgrounds. Partnering with the Kansas State Fair and Visit Hutch gives the Kansas Ag Expo the opportunity to showcase a more diverse expo to include manufacturers and a wide variety of products and services for all to enjoy. 

Dates are scheduled for Thursday through Saturday, March 30 through April 1, 2023 in Hutchinson. This is a new expo, but the Star Expo's team is far from new, especially to Kansas. Previously named the Great Bend Farm &amp; Ranch Expo, the team is excited to move the network to a more ideal trade location in Hutchinson.  With more than 35 trade expos under its belt, Star Expos is a familiar face to the trade show world.

Kansas AG expo coming to Hutchinson

HUTCHINSON, Kan. — The NBC World Series will once again pay a visit to Hutchinson. Early round games will be played at Hobart-Detter Field starting July 28 and running through July 31.

Hutch Rec will help with some of the admission costs for your young baseball or softball player. Any youth player who wears their team shirt will get in for free during Saturday's session with a paying adult. That includes all four games starting at noon.&nbsp;

Admission for each session is $12 for the four-day event and tickets are on sale. After Sunday's session, games will be moved to Eck Stadium on the Wichita State University campus.

HUTCHINSON, Kan. — The Cosmosphere announced Wednesday that, because of unforeseen circumstances, this Thursday's Coffee at the Cosmo has been canceled.

The space museum says that Coffee at the Cosmo will return on Sept. 15 as scheduled.

Coffee at the Cosmo canceled this week

OTTAWA COUNTY —Three people, including a man from Newton, were injured in an accident Wednesday morning in Ottawa County.

The Kansas Highway Patrol reports&nbsp; 56-year old Nancy K. Gisi of Miltonvale was westbound on Sunset Road at U.S. 81, when she failed to yield to oncoming traffic, and pulled into the path of a northbound SUV driven by 35-year-old Curtis J. Bethea II of Newton, which hit Gisi's vehicle in the drivers side. Both vehicles came to rest in the northbound passing lane of U.S. 81.

EMS transported Gisi, a passenger in her vehicle, 30-year-old Jennifer L. Gavin, also of Miltonvale, and Bethea to Salina Regional Health Center. All three were properly restrained, according to the KHP.

The accident happened just after 8 a.m. seven miles north of Minneapolis or about 30-miles north of Salina.

The Hutchinson Boys and Girls Club board has chosen to promote Lance Patterson to Skip Wilson's role with the agency, once Skip retires next month.

"Skip has been here from the beginning of the Boys and Girls Club and definitely has huge shoes to fill," Patterson said. "I hope that I can continue to carry that legacy that he's created. He has been such a mentor over the last 18 years that I've been there and I've really learned a lot from him. Probably the thing that I learned the most was, it's really about the people. Spending time to get to know the people, get to know who we're serving and who works for us and really focusing on people. When we do that, we see good things."

Wilson calls those who work for the club vision leaders. Patterson wants to see the vision continue to be led collaboratively with him in charge.

"I think that's why, Skip and I, we've worked so well together over the last 18 years is because I believe fully in that," Patterson said. "I don't have all the answers. I know that. I have to rely on the people that are around me to come up with those great ideas. Part of my role is to recognize a great idea and say, okay, let's do it."

Patterson serves on the USD 308 school board, but has recused himself to this point from any votes regarding the future of Avenue A school, which is where the club does its elementary programming, and the club would like to buy the building, if that makes sense for both sides.

"I think the most important piece is that we both remain strong, collaborative partners," Patterson said. "If the timeline on that needs to be pushed back a little bit, if it doesn't make sense at this point that there's a sale or a transition like that, the most important thing is that we can continue to work together to serve the kids and make sure that they have space that is adequate, safe and will fill the needs and be good for both the school and the Boys and Girls Club."

Wilson's last day is scheduled for August 25.

HUTCHINSON, Kan. — The Salvation Army will be offering school clothes vouchers again this year. The program will start August 1st and go through September 9th. 

You must have an appointment. To set the appointment, you must call 620-663-3353. Photo ID must be provided for all adults and for children, a social security card, medical card or shot record must prove their identity. Paperwork to determine eligibility must be completed. 

Children must be present when the voucher is redeemed. The voucher is only for the Salvation Army Thrift Store and must be redeemed during the week. Voucher redemption is not available on Saturdays.

"We knew that the actual survey link would be coming," said Debra Teufel with the chamber. "Originally, it was advertised as coming in August. They just made that survey link go live on Monday, July 18 and it will be open for 30 days. The survey will close on August 18."

"It doesn't commit you to the plan and it doesn't commit you to having to be a chamber member," Teufel said. "If you do get in the survey, you will then be able the recipient of a rate structure in September that you can decide if it fits your business needs and if it saves you money. Then you would go through the enrollment process."

With 37 chambers from across the state sending the survey to their members, it is likely that the association would have a larger group to spread the risk to than most small businesses can do alone.

HUTCHINSON, Kan. — Reno County Commissioners set a date of August 30th for their revenue neutral budget hearing during Tuesday's agenda session.

Like most government entities, the county is proposing to exceed the revenue neutral rate with hopes of lowering the budget before final approval. The proposed budget is $81.7 million on total taxes levied of $26.6 million for a mill levy of 39.475 mills.

The county commission has had mixed feelings about trying to reach the revenue neutral rate which would require cutting $1.3 million from the current budget.&nbsp;

The hearing begins at 9 a.m. as part of the commission regular meeting that day.&nbsp;

Reno County Commission to hold RNR budget hearing August 30

The work on West 11th Avenue has prompted the finding of additional problems. 

"We currently have the 11th Avenue reconstruction project going on," said Jeff Schenk with the city. "It's going on between the Harsha Canal and Main Street. Right now, we have from the Harsha Canal to 4th Street closed. During the construction of this phase, the contractor hit a water service line, repairing it revealed that the existing main was going to be too shallow. After the new pavement was going to be on, it was going to be approximately 20 inches from the top of pavement, which is well within the frost line. We have immediately begun to design a water main relocation. The intent is to be able to complete the realignment of this new water line, while still getting the main line of 11th Avenue open. I know the project has already been delayed."

The goal is not to delay the overall project any more than it already has, but they've got to get feedback from those who can do it first.

"We're trying to keep the phase on time, well, this new adjusted on time and move to the second phase, while still completing this water main in the first phase."

They don't expect the relocation cost to be more than the ten percent of change allowed for such projects, but wanted the council to be aware of the issue.

They've contacted M&amp;D Excavating to come in," Schenk said. "We're just waiting for the price, to make sure it's within what we would find to be an average range of cost, plus a little bit, because we haven't had a water line, since these inflation rates have went crazy. I'm not exactly sure where it's going to come in."

Schenk said he'll keep the council aware as the project continues.

Water main will need to be moved as part of West 11th project

SOUTH HUTCHINSON, Kan. — The Reno County Planning Commission will look over a request from a developer during their regular meeting Thursday. The developer wants to open a small coffee shop with a drive through in Yoder.

Lawrence Street Properties LLC wants to build the small shop on a vacant parcel of land on the southwest corner of Red Rock and Yoder Roads. The developer is asking for a conditional use permit for the project.&nbsp;

The board was also scheduled to hold a public hearing on a proposed housing development near Cheney Reservoir. That has now been tabled until Aug 18th. The development is planned for an area east of the intersection of Willison and Silver Lake Roads.

Thursday's meeting of the Reno County Planning Commission begins at 4:30 p.m. at the Reno County Public Works building at 600 Scott Blvd. in South Hutchinson.

 </figure>SOUTH HUTCHINSON, Kan. — The Reno County Planning Commission will look over a request from a developer during their regular meeting Thursday. The developer wants to open a small coffee shop with a drive through in Yoder.Lawrence Street Properties LLC wants to build the small shop on a vacant parcel of land on the southwest corner of Red Rock and Yoder Roads. The developer is asking for a conditional use permit for the project.&nbsp;The board was also scheduled to hold a public hearing on a proposed housing development near Cheney Reservoir. That has now been tabled until Aug 18th. Reno Co. Planning Commission meets Thursday

PRETTY PRAIRIE, Kan. — Kansas Largest Night Rodeo is back again this weekend in Pretty Prairie. Justin Rumford is back in town to work the rodeo, as is long-time announcer Randy Corley.

"Find something you like," Rumford said. "Besides just the rodeo, we have specialty acts. We have John Payne, one of the biggest acts in pro rodeo. Twelve times, he's been named act of the year. I've seen that act, since I was little, hundreds of times. Every time I see that act at the rodeo, I will go watch him. It's that entertaining."

There's also of course the horsemanship displayed throughout the event and the fellowship with other rodeo fans, but Rumford says Pretty Prairie is special and not just because it's home.

"It's kind of a cathedral of pro rodeo," Rumford said. "When you think about the places that are special to go play football, they have new stadiums popping up all over, but what makes Arrowhead special? It's special because it's Arrowhead. The Pretty Prairie Rodeo is special because of what it is. When you pull into that little-bitty town and you go back by the high school and there's that beautiful white pipe, huge fence, wonderful bleachers, first class hospitality, the new entryway from a few years ago. When you pull in there, you know you are somewhere."

The Pretty Prairie Rodeo has been going on since 1936. It's almost a guaranteed sellout every year.

"It's wonderful to have that kind of a fan base," Corley said. "We're coming off some tough times a few years ago and people are back outside now. Fresh air, all of that matters and it really matters at events like this one."

The money raised at the rodeo stays in Pretty Prairie to provide scholarships to high school seniors, help groups such as the Prairie Sunset Home, the local food bank, scout troops, golf course, EMS, and the 4-H club.

Pretty Prairie Rodeo is this weekend

HUTCHINSON, Kan. — Parents of three and four year olds in Hutchinson USD 308, there are still spots for your little ones.

"We have about 50 spots available," said Krystal Young with USD 308. "Some of those are for 3-year-olds, and some of those are for 4-year-olds. We would love to have all of our programs full, between Head Start, Early Education Center and USD 308 Pre-K. If you haven't yet applied, you can definitely go to <a href="https://www.usd308.com/">our website</a> and find the information, or you can just call our Head Start at (620) 615-5750."

All services are provided at no cost to families, but you must live in Reno County and bring proof of income and proof of age for the child, so they know which classroom you qualify for. 

Also enrolling is USD 308's Virtual School.

"We have a good system in place for sitting down, meeting with parents, helping them explain the curriculum that is being used, what software is being used, how that works," said USD 308 Superintendent Dawn Johnson. "How do you align yourself and have some self-discipline at home to get through the program? We really have a lot of great teachers in the virtual program. They're meeting with students in the evenings, meeting with students on weekends, having calls and conversations with parents that make that work and make it be very successful."

Pre-K and Virtual School options still looking for USD 308 students

HUTCHINSON, Kan. — The number of registered voters in Reno County has increased since the last presidential election in July of 2020. As the Aug. 2 primary approaches, Reno County has 41,304 registered voters. That compares with 39,811 in 2020.

There are now 8,511 registered Democrats in the county, a drop of 239; registered Libertarians now total 471, an increase of 101 voters and there are 20,842 registered Republicans, an increase of 1,263. The number of unaffiliated voters also increased in the county from 11,112 to 11,480.

Advance voting for the Aug. 2 primary is underway at the Reno County Annex. As of Monday, more than 450 voters had already cast a ballot. Voting can be done during normal business hours at the annex from 8 a.m. until 5 p.m. The annex will also be open until 7 p.m. the next two Wednesdays and from 9 a.m. until 1 p.m. on Saturday, July 30.

Reno County registered voter count is up

SOUTH HUTCHINSON, Kan. — South Hutchinson City Clerk Denise McCue officially announced at Monday’s council meeting that she will conclude her 20 year career with the city and retire on Oct. 7. McCue’s career in the public sector spanned more than 25 years and she previously served as the city clerk in Nickerson.

City Administrator Joe Turner says McCue played a pivotal role in her position as the city clerk when South Hutchinson operated without a city administrator for the majority of her tenure, and she was tasked with overseeing many of the day-to-day internal operations of the organization.

“Her contributions cannot be overstated, nor will she be easily replaced,” Mayor Matt Nisly said. “She is a genuine and kind person who will truly be missed.”

McCue exemplifies the heart of the public servant and demonstrates a commitment to public service. In October of 2020, she resigned her position to pursue another opportunity as the city went through some tumultuous times. As the city struggled through this transition period, it requested her help and assistance. She graciously provided her expertise after-hours in addition to fulfilling the responsibilities of her new position. She eventually returned to the city in her current role.

“Denise is an extremely competent and dedicated public servant who has provided a stabilizing presence for this organization,” City Administrator Joseph Turner said. “She is just an all-around class act who has always put the city and others before herself.”

The release went on to say that the South Hutchinson City Council and fellow coworkers congratulate McCue on a well-deserved retirement and wish her nothing but happiness and good health as she embarks on this next chapter of her life.
