Coin auction taking place at Kansas State Fairgrounds

When I was elected president of Kansas Farm Bureau (KFB) earlier this month, it was an incredible honor and a very humbling experience. I don’t know if I’ll ever be able to adequately express my gratitude for those who supported my candidacy, but I’m excited to work with our members to advance KFB’s mission to strengthen agriculture through advocacy, education and service. I have considered myself a farmer ever since my first ride on the combine, which was long before I was able to operate one by myself. From that formative experience, I knew I wanted to spend the rest of my life caring for the land, tending crops and livestock and raising my family. About the time I was able to safely operate equipment on my own, I discovered FFA. It helped me better understand the world of agriculture extends far beyond the farm gate. My FFA adviser helped me discover my lifelong passion of promoting agriculture, both as a business and as a way of life. After marrying my wife, Dana, I became a Farm Bureau member for the first time because I had to have insurance. I quickly learned the value of a membership went well beyond protecting our home, cars and farm. We thought we were buying protection from financial loss, but we had actually purchased comprehensive coverage securing our way of life. As I began seeking out ways to advocate for agriculture, the Wilson County Farm Bureau stood out as a place where I could really make an impact for the industry and my community. My work there gave me the confidence to expand my leadership through civic groups, the local school board, a bank board, Kansas Farm Bureau committees and eventually representing southeast Kansas on KFB’s board of directors before serving in the Kansas House. The support of my wife and our four children has been instrumental in allowing me to spend time away from the farm pursuing these opportunities. I have no doubt they will continue to support and counsel me as I take on this new endeavor. I use “we” to acknowledge all the help I’ve received from friends and family that’s helped me succeed over the years. A big difference now is “we” extends to every border of Kansas. I am no longer a member of a local board, a district board or the Kansas House, all of which represented a part of the whole. I’m now tasked with helping ensure farms and ranches across the state – from Lenexa to Liberal and Bird City to Baxter Springs – prosper. The challenges you face on the farm, the issues you see in your schools and the obstacles you notice in your community aren’t just yours, they’re mine too. We must view these as opportunities rather than barriers. I have no doubt Kansas Farm Bureau can solve the most vexing matters facing agriculture today because I’ve experienced firsthand how the organization’s grassroots structure keeps us at the forefront of what matters. Of all the titles I’ve held, farmer is still the one I’m most proud of. I’ve come a long way from that first combine ride, but I’ve had plenty of help along the way. I’ll continue to rely on farmers and ranchers across the state to make sure KFB is successful as we tackle issues like water, taxes, regulation and more. Together we will represent all of agriculture.

"It is for tax payments, real estate or personal property," Kowitz said. "Please make sure that you use your coupon on the bottom of your tax statement that tells us whether you want to pay in full, first half or second half. As long as you get the phone number on there, we're good."

Tax payments due Tuesday can be dropped at Reno County Annex

MANHATTAN, Kan. – “Ruralpreneurs” in business, tourism, technology and agriculture along with community volunteers are among those to be honored by K-State’s Huck Boyd National Institute for Rural Development as Leaders of the Year for 2022.&nbsp;This year’s award categories and winners are:&nbsp;

The winners will be honored through a hybrid Zoom/in-person awards presentation on Wednesday, Jan. 11 at the K-State Student Union in Manhattan.&nbsp;“Congratulationsto these individuals and organizations for their creativity and commitment to rural communities,” said Shawna Moyer, chair of the Board of Directors of the Huck Boyd National Institute for Rural Development.&nbsp;

Cassidy Cage and Halle Schindler&nbsp;

When sorority sisters and roommates Cassidy Cage and Halle Schindler were visiting the Schindler family farm near Paola, they talked about a project they could do together. That led to the creation of C&amp;H Designs, a startup business using a Cricut device to create customizable vinyl designs for shirts and other items. Their products have now been marketed across Kansas and beyond. For more information, search for C&amp;H Designs on Instagram.&nbsp;

Daniel Friesen was a tech-savvy kid in Buhler who started a computer repair business called IdeaTek while in high school. He went on to study information systems at Hutchinson Community College and Wichita State before pursuing his business full-time in Buhler. IdeaTek is now an Internet service provider with an emphasis on fiber optics. The company employs more than 120 people from Strong City to Liberal. Friesen among Huck Boyd Leaders of the Year 

HUTCHINSON, Kan. — Hutchinson and Reno County Chamber of Commerce CEO Debra Teufel sees a good likelihood that the speculative building that is being worked on will have a tenant in 2023.

"It gave us a product that we could show a client earlier this year," Teufel said. "They've been back twice. They are coming back again in January. I think we could be three to six months out from them actually signing the deal on the building, but the building won't be done until next fall. I think the timing could be just perfect."

The building will be approximately 57,000 square feet and finished initially as a basic warehouse, with potential for expansion to 100,000 square feet if needed and rail spur access. The building is on the southeast corner of Commerce Street and Enterprise Drive in the Kansas Enterprise Industrial Park. The hope is that this will be the first of many.

"They have always talked about what's next," Teufel said. "They have laid that site out perfectly that, you can scale this building and add on to it. You can take that 22 acre site and continue to just mirror that building time and again. We can add several hundred thousand square feet of industrial space on that site. If this proves out to be what we think it will be, we'll just keep doing that model."

One important piece of flexibility with the current spec building is the floor, or lack of one, so that a client that comes in, if they sign before it's done, can tell the builders where to put floor drains and that sort of thing.

"We can probably put three to four more buildings like it on that site," Teufel said. "We designed it in a way that we're trying to maximize that corner. It's kind of odd, because we have some of the drainage system that goes into the city's infrastructure out there on that back corner. What we're doing is building around it with this first building. Then we can put another, easily 300,000 square feet of space."

Because no final contracts have been signed, Teufel could not say who the business might be or what economic sector they are in.

Spec building has likely tenant in 2023

HUTCHINSON, Kan. — The Hutchinson Youth City Council has been elected.

The first Youth City Council Meeting will be on December 20th, 2022 at 6 p.m. at City Hall. This will also be the day that members sworn in to office. 

The board strongly encourages all candidates that ran to attend this meeting. The more voices are brought to the table, the more the Youth City Council will know how to assist and support youth in Hutchinson. 

- Participate in meetings that will benefit and impact you 

- Be aware of activities and opportunities that come up

- Discuss important matters that are important to you

- Open up the floor with discussion on issues you are facing and need assistance with 

Youth City Council meetings will be the third Tuesday of every month at 6 p.m. at City Hall. The YCC will have a YouTube channel and their sessions will be live-streamed.

Youth City Council first meeting Tuesday

HUTCHINSON, Kan. — The Salvation Army still has considerable need as they come down the stretch of the pre-Christmas kettle drive. As of Saturday, they had $15,662 left of their Kettle Goal and $230,338 left that usually comes from checks sent in that makes up the rest of the $400,000 overall goal.

"It’s also getting really cold which has caused some paid ringers to quit, and volunteer signups have dropped off," said Major Paul James. "Unfortunately, if there isn’t a person ringing a bell at a location, then people aren’t likely to give to the buckets.  This week is actually the most fun for ringing because of how close we are to Christmas."

Individuals, groups and families can still volunteer to take the time to ring for a couple of hours. They can sign up by going to <a href="https://registertoring.com/">registertoring.com</a>. The bells will ring until 4:00 p.m. on Christmas Eve.&nbsp;

The drawing for the Chiefs-Broncos tickets that were part of signup this year will take place on the KWBW Morning Show on Friday, Dec. 23.

HUTCHINSON, Kan. — The Hutchinson City Council is going to talk about the 30th and Lucille intersection again on Tuesday as part of its last meeting of 2022.

There was controversy early in the school year after the temporary light at that intersection that had been placed there during the construction of the 43rd Avenue bridge over the Union Pacific railroad tracks had been taken down.

With the first semester of classes now fully in the books at Prairie Hills Middle School, the traffic patterns should have reset themselves to whatever parents find most convenient now that they know that there is not a light there.

The Hutchinson City Council meets at 9 a.m. Tuesday at City Hall.

30th and Lucille intersection on agenda for council Tuesday

SALINE COUNTY—A Kansas teen was injured in an accident just after 9:30 p.m. Saturday in Saline County.

The Kansas Highway Patrol reported a 2008 Chevy Impala driven by&nbsp; Chanz C. Rosales, 18, McPherson, was northbound on Interstate 135 two miles south of Salina.

The car entered the center median, rolled and came to a rest on its top.

EMS transported&nbsp;Rosales to Salina Regional Health Center. He was not wearing a seat belt, according to the KHP.

McPherson teen hospitalized after rollover accident

HUTCHINSON, Kan. —As Hutchinson Interim City Manager Gary Meagher prepares to step aside for the permanent manager, Kendal Francis, there is still a lot of work to be done on water needs in the immediate area and what role, if any, Hutchinson can play in meeting that.

"We have had a request from South Hutchinson to possibly supply water to them, from the community of Yoder and then with the industrial park that the chamber is creating south of town, there's water needs there," Meagher said. "We're in the process of looking at our water rights, we're looking at our capacity to pump water, how much we can provide to them. We're looking at our overall picture for the future, how can we make sure that we secure enough water for our community going forward?"

The only one of those agreements that has been agreed to by Hutchinson's city council is <a href="https://hutchpost.com/posts/4f520eee-093c-469f-8b66-8d1b56a7f7a7">sending water to Yoder to blend with its own water to reduce nitrate levels to within acceptable limits</a>. The other proposals are just that. However, if it is required to dig under Highway 50 and under the river to get the water to Yoder anyway, it seems like it would make sense to do it once with enough future capacity to allow for the expansion for these additional needs if that's something the governing body believes can and should be done. <a href="https://hutchpost.com/posts/53dbc9f1-0ad9-4186-a344-d93e79d63a70">As of August, the city was using about 65% of its water rights</a>.&nbsp; If you don't show the state your intended use for a water right and then use it that way, you can eventually lose that water right, which is legally called abandonment.

"The city's done a really good job in trying to secure enough water for the community," Meagher said. "It's when we receive these other requests that then we start having to look a little closer at what we really can provide. Water is such a critical resource. It not only is helpful to have water for economic development, but just for the overall growth of our community."

New City Manager Francis has water and wastewater experience in his career. According to his LinkedIn profile, Francis was a wastewater treatment plant operator in Beloit from 1994 to 2007 and foreman of the water plant from 2007 to 2009, before being named Director of Water/Wastewater Operations in Beloit in March of 2009 and holding that job until January of 2014, when he got into city management.

Water needs will be big topic for Hutch in coming years

HUTCHINSON, Kan. — Reno County Health Department Educator Seth Dewey wants the public to be aware that helping someone who is experiencing a fentanyl overdose is both needed and safe.

"The thing that we have to remember is that fentanyl is a powerful opioid," Dewey said. "It's just like morphine, just 100 times stronger. Signs of a fentanyl occurrence, they show slow or shallow breathing, pale skin, slow pulse and loss of consciousness."

<a href="https://www.tn.gov/behavioral-health/news/2022/8/24/state-departments-issue-guidance-around-fentanyl-exposure-.html"> The Tennessee Department of Mental Health and Substance Abuse Services said back in August</a>, "When in powder form, fentanyl and its analogs (including carfentanil and fluorofentanyl) cannot be absorbed through the skin."

An article in the journal&nbsp;<a href="https://www.cambridge.org/core/journals/prehospital-and-disaster-medicine">Prehospital and Disaster Medicine</a>&nbsp;in June notes the experience of someone who worked in a plant where fentanyl is made.

"This individual had a large volume of liquid fentanyl that actually spilled on him," Dewey quoted. "The individual went of course right into decontamination and everything like that, went through a medical and there were no clinical effects of opioid exposure observed."

According to the <a href="https://reno.maps.arcgis.com/apps/dashboards/6e5f01c85f524c08b9aea458926f8fdb">Reno County Overdose Dashboard</a>, there were 31 drug overdoses of all types in Reno County in November. Out of those 31 overdoses, in 12 of the cases, they know the type of overdose and it was reported to the dashboard. Five were from alcohol, three were from prescription drugs, two were from methamphetamine, one was cocaine and one was an over the counter medication.

There were two opioid overdose ER visits and one alcohol poisoning ER visit. Naloxone was used three times in the county and one person died.&nbsp;

Dewey really only sees three ways to reduce overdoses in the long run.

"There's supply reduction, which our law enforcement partners are working hard on every day," Dewey said. "There's harm reduction, which is what we're talking about, with overdose recognition and naloxone, but then there's demand reduction. That's where our treatment providers and other individuals have the tough task of looking at how do we stop the demand?"

A societal issue of self-medication for psychological trauma and the ability to get the money to afford those substances is why many use substances in a harmful way, and Dewey says until we solve that problem, we will have to have these other strategies available to help keep people alive.

Reno County Health Educator dispelling myths about fentanyl contact dangers

HUTCHINSON, Kan. — Creighton University economist Ernie Goss saw a slight amount more strength in his latest survey of rural bankers across the Midwest. For the first time since May of this year, the region’s overall reading in December rose above the growth neutral threshold, but just barely at 50.1. 50 is growth neutral.

"It was a bit of a surprise, but it's still very weak out there, much like what we're seeing in the national economy," Goss said. "The regional economy, certainly the rural areas, have been taking it a little bit tougher because of some of the small businesses on what we call rural main street not doing that well."

Farm income is doing okay, speaking relatively to the rest of the economy, which means the foundation is still there, but not much to build on, yet. The rate increases from the Fed have not stopped the stock market, in the aggregate, from gambling on growth.

"The governors of the Federal Reserve say, hey, we're raising rates, please take us seriously, you're going to get hurt," Goss said. "Investors continue to move higher. The last two days they've gotten hammered, that would be the stock market, but next week, they'll probably move higher again and Powell will have to say again, we're raising rates."

For consumers, borrowing is going to continue to get more expensive.

"Your wage growth is still not going to be good, when you subtract out your inflation. Jobs are still plentiful. You've got about one and a half to almost two jobs per unemployed worker, those who are searching for jobs. That's constraining growth, as well, just a shortage of workers. The labor force participation rate, that's the number of individuals that are available to go into the labor market and work, that's still below pre-pandemic levels. That's true in Kansas, as well."

Long-term interest rates are starting to stabilize, as there is optimism that inflation is slowing, at least as it pertains to mortgage rates.

Goss: Rural economy just above growth neutral

KINGMAN COUNTY—A Kansas man died in an accident Saturday in Kingman County.

The Kansas Highway Patrol&nbsp; reported a 2016 Ford Fiesta driven by Karson B. Becker, 30, Pretty Prairie,&nbsp;was northbound on NE 150 Avenue at NE 50th Street.

Becker ran the stop sign at the intersection and lost control of the car. It entered the west ditch and rolled.

Becker was pronounced dead at the scene and was transported to&nbsp;Livingston's Funeral Home. 

He was not wearing a seat belt, according to the KHP. The actual time of of the accident is unknown.

Reno Co. man dies in rollover

HUTCHINSON, Kan. — The Hutchinson Municipal Band is set to offer two free Christmas concerts in the coming week. The first will be at the Hutchinson Art Center where the Hutchinson Brass Quintet, an ensemble of the Hutchinson Municipal Band, will present a brief concert at 3:00 p.m. on Sunday, December 18, 2022. Then, the Hutchinson Municipal Band will perform a full Christmas Concert on December 21, 2022, at 7:30 pm at Hutchinson’s Historic Fox Theatre.

At the Hutchinson Brass Quintet’s Sunday concert on December 18, 2022 at 3:00 p.m. at the Hutchinson Art Center at 5th and Washington, the Quintet will perform holiday favorites including arrangements of many favorite Christmas hymns such as Angels We Have Heard On High, Silent Night, popular holiday classics such as The Christmas Song, It’s Beginning to Look A Lot Like Christmas and jazz arrangements of such favorites as Let It Snow and Santa Claus is Coming to Town. This concert is free and open to the public. The Hutchinson Brass Quintet is under the leadership of Mr. Daryl Koestel, Hutchinson High School Director of Bands.

Then, on Wednesday, December 21 at 7:30 p.m., Hutchinson’s Historic Fox Theatre at 18 E 1st Avenue in downtown Hutchinson will welcome the full Hutchinson Municipal Band in a special Christmas Concert that is free and open the public. The band will be under the direction of Mr. Dan Brinkley, Reno Valley Middle School Director of Bands. The concert will feature Christmas favorites including Leroy Anderson’s popular classic Sleigh Ride and his traditional band standard A Christmas Festival, holiday music themes from the popular Christmas movies The Nightmare Before Christmas, Home Alone and The Polar Express in Christmas at the Movies arranged by John Moss. Other selections include Clair Johnson’s arrangement of Themes from the NUTCRACKER SUITE, Bobsled Run by Lloyd Conley, Andre’ Justras’ C’EST NOEL! (It Is Christmas!), an arrangement of Paul McCartney’s holiday classic Wonderful Christmas Time and a Sammy Nestico arrangement of Victor Herbert’s March of the Toys from the movie Babes in Toyland.

The Hutchinson Municipal Band is solely funded by the Cultural Activities Fund through Reno County and the City of Hutchinson. Support for the concerts come from the Hutchinson Art Center, Eagle Communications (KWBW, MY93.1, Country 102.9 and HutchPost.com), and the Arts Partner program of the Fox Theatre.

One of the oldest three bands in the state, the Hutchinson Municipal Band has consistently provided free music to the city of Hutchinson and Reno County since 1875. The ensemble consists of musicians from Hutchinson, Reno County, plus surrounding communities and counties. 

While some ensemble members are professional educators and/or musicians, the band is primarily composed of community members including business professionals, educators, marketers, administrative assistants, nurses, doctors, lawyers and middle school, high school, and college students.

The Full Concert Band performs each Tuesday through the beginning of the summer, in addition to the 4th of July parade. The Hutchinson Municipal Band organization includes a Concert Band, Parade Band, Salt City Jazz Band, Big Band Explosion, Dixieland Combo, Jazz Combo, Brass Quintet, and Woodwind Combo. These groups are available to play at events around Hutchinson for no-charge. Funding for all Hutchinson Municipal Band activities are provided through funding by the Cultural Activities Fund, a joint fund established by the Reno County and City of Hutchinson governments.

The Hutchinson Municipal Band was founded in 1875. In 1915, the Band became an official entity of the City of Hutchinson through a mill levy established by public vote to support the maintenance of a military-style concert band. As has been the tradition since its founding, all the musicians are local. Most are non-professional musicians with varying backgrounds that represent a cross-section of the Hutchinson community. Since its inception, the Band has provided summer concerts every year, presenting a combination of concert and jazz band performances.

The Concert Band presents band classics, marches, show tunes, movie soundtracks, and patriotic music, while the Salt City Jazz Band presents Big Band and jazz music. In addition, the Hutchinson Municipal Band also offers its service throughout the year with the Hutchinson Brass Quintet. Finally, the Band makes regular appearances throughout the community as requested, including annual participation in numerous community events, including the Patriot's Parade.

The first will be at the Hutchinson Art Center where the Hutchinson Brass Quintet, an ensemble of the Hutchinson Municipal Band, will present a brief concert at 3:00 p.m. on Sunday, December 18, 2022. Then, the Hutchinson Municipal Band will perform a full Christmas Concert on December 21, 2022, at 7:30 pm at Hutchinson’s Historic Fox Theatre.At the Hutchinson Brass Quintet’s Sunday concert on December 18, 2022 at 3:00 p.m. at the Hutchinson Art Center at 5th and Washington, the Quintet will perform holiday favorites including arrangements of many favorite Christmas hymns such as Angels We Have Heard On High, Silent Night, popular holiday classics such as The Christmas Song, It’s Beginning to Look A Lot Like Christmas and jazz arrangements of such favorites as Let It Snow and Santa Claus is Coming to Town. This concert is free and open to the public. The Hutchinson Brass Quintet is under the leadership of Mr. Daryl Koestel, Hutchinson High School Director of Bands.Then, on Wednesday, December 21 at 7:30 p.m., Hutchinson’s Historic Fox Theatre at 18 E 1st Avenue in downtown Hutchinson will welcome the full Hutchinson Municipal Band in a special Christmas Concert that is free and open the public. The band will be under the direction of Mr. Dan Brinkley, Reno Valley Middle School Director of Bands. The concert will feature Christmas favorites including Leroy Anderson’s popular classic Sleigh Ride and his traditional band standard A Christmas Festival, holiday music themes from the popular Christmas movies The Nightmare Before Christmas, Home Alone and The Polar Express in Christmas at the Movies arranged by John Moss. Other selections include Clair Johnson’s arrangement of Themes from the NUTCRACKER SUITE, Bobsled Run by Lloyd Conley, Andre’ Justras’ C’EST NOEL! (It Is Christmas!), an arrangement of Paul McCartney’s holiday classic Wonderful Christmas Time and a Sammy Nestico arrangement of Victor Herbert’s March of the Toys from the movie Babes in Toyland.The Hutchinson Municipal Band is solely funded by the Cultural Activities Fund through Reno County and the City of Hutchinson. The Cosmosphere announced on Dec. 16, president and chief executive officer Jim Remar has been elected 2023 Chair of the Giant Screen Cinema Association (GSCA) Board of Directors. &nbsp;

Association members represent filmmakers, distributors, and theaters from nearly 30 countries. &nbsp;

Remar joins leaders from Michael Daut Productions and K2 Studios, the Tennessee Aquarium, and the Saskatchewan Science Centre as newly-elected GSCA Board officers. &nbsp;

Remar has served on the GSCA Board of Directors for the past year. &nbsp;

His one-year term as Board Chair begins Jan. 1, 2023. He will also serve on the Governance Committee of the Board. &nbsp;

The Cosmosphere shows films made for giant screens in its two-story Carey Digital Dome Theater, featuring a 4K digital projection system that envelopes viewers in an immersive theater experience. &nbsp;

The Carey Digital Dome Theater shows educational documentaries during Cosmosphere’s regular hours, with popular feature films available on weekends. &nbsp;

Remar elected chairman of Giant Screen Cinema Association

Hutchinson, Kan. –&nbsp;For those who enjoy looking at historic photographs of Hutchinson and Reno County, take a walk through the Reno County Courthouse to see 22 photographs printed from the Conard – Harmon Collection, owned by local residents Steve Harmon and Steve Conard. &nbsp;

The final 24” x 36” prints are displayed in various locations on the first, third and fourth floors of the courthouse. &nbsp;

Two years ago, Reno County District Judge Trish Rose went to the Reno County Administration Department and asked if photographs could be made to be displayed inside the courthouse to feature the history of Hutchinson and Reno County. &nbsp;

A committee was created with Judge Trish Rose, Reno County Commissioner Ron Sellers, Maintenance Director Harlen Depew, Maintenance/Purchasing Technician Matt Elliott, Retired Youth Services Director Bill Hermes, Communications Specialist Laurie Moody, and later Communications Specialist Sandra Milburn.&nbsp;

They chose 22 photographs from about 75 offered by Steve Harmon. &nbsp;

The photographs were printed by the Reno County Information Technology Department and then framed by Stephanie Rhorer at Frameography, located at 21 N. Main St. &nbsp;

Hutchinson Art Center Lifetime Board Member Don Fullmer helped county staff identify the best placement of the photographs in the courthouse. &nbsp;

The oldest photo of Hutchinson’s Main Street in 1874.&nbsp;

The first Reno County Courthouse and Jail in 1910, at Avenue B and Main Street. &nbsp;

A&nbsp;portrait of Hutchinson founder C.C. Hutchinson.&nbsp;

A photo from 1893 shows the W.L. Little Horse Rig used by the Hutchinson Fire Department, and a photo from First Avenue and Main Street looking north shows the Reno House Hotel during a flood in 1903. &nbsp;

Other unique images include a photo of a horse on top of the Wiley Building in 1941, and photographs from Hutchinson’s past Pow Wow celebrations. &nbsp;

A few photographs are from the Kansas State Fair including Evil Knievel performing a motorcycle jump over Kenworth trucks in 1971, the fair’s automobile entrance in 1920, and horse racing in 1935 at the grandstand. &nbsp;

The Reno County Courthouse is located at 206 W. First Avenue and is open Monday through Friday, 8 a.m. to 5 p.m. excluding holidays. &nbsp;

New historical photographs at Reno County Courthouse

HUTCHINSON, Kan. —&nbsp;Hutchinson Community Foundation is now accepting proposals for Youth Philanthropy Council and Charles E. Carey Memorial Fund grants.

Each spring the Youth Philanthropy Council, made up of Reno County high school students, distributes approximately $5,000 in grants to youth-serving organizations from the Richard W. Dillon Memorial Fund for Youth Philanthropy.

Carey Memorial Fund grants are aimed at strengthening the community in the areas of arts and culture, education, and health.

The deadline to submit <a href="https://hutchcf.org/nonprofitsandgrants/available-grants/">proposals for both grants</a> is noon Jan. 13. Grants will be awarded in March.

Hutchinson Community Foundation seeks grant applications

HUTCHINSON, Kan. — The U.S. House of Representatives passed the sixth short-term continuing resolution on the national budget this week, but Tracey Mann voted against it, to make a point.

"The government funding expires here today," Mann said. "On Wednesday night, there was legislation that would just kick the can down the field for a week. I voted against it out of principle. It's way past time for Congress to do its job, formalize a budget, do appropriations through regular order. That's why I opposed this week long Continuing Resolution. It's just no way to run the government."

The power of the purse is an important check on the federal bureaucracy.

"It's a key function of the legislative branch in our Constitution," Mann said. "What's going to happen is, with them extending government funding by a week. Now it expires Dec. 23, right before Christmas, which means next week, we'll fly back to D.C. and they will try to ram through a big multi-trillion dollar spending package. They have these deadlines and then they force pressure. Right now, Democrats in the House are working with Democrats in the Senate and the Biden Administration to try to jam something through. It's just going to cause more debt."

The one-week process doesn't allow for any of that oversight function to actually happen. Mann said not all CRs are created equal.

"If the process is underway and if it just isn't done yet, or if the spending levels are an appropriate amount to just extending, that's one thing. I'm not going to say that I'll never vote for a Continuing Resolution, but in this instance, to just extend by a week only to provide more pressure as we come into the holidays to jam through a larger spending package, is just not something that I could support."

Mann has voted against all six short-term budget resolutions brought to the House Floor in the 117th Congress.

HUTCHINSON, Kan. — The regularly scheduled Hutchinson Planning Commission meeting for Tuesday, December 20, 2022, has been cancelled due to a lack of agenda items and Holiday schedules.

The next scheduled meeting will be held Tuesday, January 10, 2023, at 5:30 p.m.

Planning commission pushes meeting to new year

HUTCHINSON, Kan. — The unemployment rate in Reno County fell for the month of November.

According to the Kansas Department of Labor, the jobless rate for the county fell one tenth of one percent to 2.8%. The jobless rate for the same period in 2021 was 2.4%.

There were 805 county residents out of work.&nbsp;&nbsp;

Numbers from the Bureau of Labor Statistics show a statewide seasonally adjusted unemployment rate of 2.8% in November. This was unchanged from 2.8% in October and unchanged from 2.8% in November 2021.

Unemployment still below 3% in Reno County

Hutchinson, Kan. –&nbsp;Former Hutchinson police officer Todd Allen’s case has been pushed to next year.&nbsp;&nbsp;

The formal charges filed against Allen include 17 felonies and seven misdemeanors.&nbsp;

<a href="https://hutchpost.com/posts/d6da7f11-fb3b-4d3d-ae8a-a4039b6e92bd">Allen was arrested August 17&nbsp;and is charged with two counts of rape or alternative counts of aggravated sexual battery</a>. &nbsp;

<a href="https://hutchpost.com/posts/958f3e8b-9d1d-4a5e-8496-3203bb9f35aa">Hutchinson Police Chief Jeff Hooper said that when Allen was arrested on sex crime charges in August, that was hard on him and on his department.</a>

The charges include three counts of attempted rape or alternative counts of aggravated sexual battery, two more counts of aggravated sexual battery, aggravated indecent liberties with a child, two counts of kidnapping and two counts of attempted aggravated sexual battery. &nbsp;

The two counts of rape are level one person felonies.&nbsp;

Allen also faces five counts of breach of privacy and two misdemeanor counts of sexual battery. &nbsp;

He is currently free on a $250,000 bond. &nbsp;

A status conference for Todd Allen will take place Jan. 11 at 3 p.m. at Reno County District Court. &nbsp;

 </figure>By JUDD WEIL&nbsp; Hutch PostHutchinson, Kan. –&nbsp;Former Hutchinson police officer Todd Allen’s case has been pushed to next year.&nbsp;&nbsp;The formal charges filed against Allen include 17 felonies and seven misdemeanors.&nbsp;<a href="https://hutchpost.com/posts/d6da7f11-fb3b-4d3d-ae8a-a4039b6e92bd">Allen was arrested August 17&nbsp;and is charged with two counts of rape or alternative counts of aggravated sexual battery</a>. &nbsp;<a href="https://hutchpost.com/posts/958f3e8b-9d1d-4a5e-8496-3203bb9f35aa">Hutchinson Police Chief Jeff Hooper said that when Allen was arrested on sex crime charges in August, that was hard on him and on his department.</a>The charges include three counts of attempted rape or alternative counts of aggravated sexual battery, two more counts of aggravated sexual battery, aggravated indecent liberties with a child, two counts of kidnapping and two counts of attempted aggravated sexual battery. &nbsp;The two counts of rape are level one person felonies.&nbsp;Allen also faces five counts of breach of privacy and two misdemeanor counts of sexual battery. &nbsp;He is currently free on a $250,000 bond. &nbsp;A status conference for Todd Allen will take place Jan. 11 at 3 p.m. at Reno County District Court. &nbsp;<a href="https://hutchpost.com/download" target="_blank">CLICK HERE</a>&nbsp;to download the Hutch Post mobile app. <a href="https://hutchpost.com/posts/5e73b532afae0f4d5f5d90ea" target="_blank">CLICK HERE</a>&nbsp;to sign up for the daily Hutch Post email news update.&nbsp; &nbsp;

Former Hutchinson police officer's rape case continued

HUTCHINSON, Kan. — A Hutchinson man has been bound over for trial on rape and other sex crime charges following a Dec. 13 preliminary hearing in Reno County District Court.

The alleged victim, 13, was the primary witness in the rape case, concerning Anthony O. Krause, 30, Hutchinson, and the victim took the witness stand in Reno County District Court to deliver testimony on Tuesday.

Krause was also present, and secured, at the hearing.

Krause is accused to have had sex with a child under 14 on May 11, and to have committed aggravated indecent liberties with the same child on May 17.

Krause is also accused of soliciting the same person for the unlawful act on May 8 and to attempt to persuade the person to commit such an act on that same date.

Charges were formally filed against Krause in October.

The alleged victim, whose name is omitted in this story due to being a minor, was sworn to the stand. A school counselor, one they had informed of their experiences on May 17, sat in the hearing as their support.

A school counselor, one they had informed of their experiences on May 17, sat in the hearing as their support.Under questioning from prosecutor Kimberly Rodebaugh from the Reno County District Attorney’s Office, the alleged victim recalled the abuse that Krause is accused of in precise detail, to the point that additional charges from incidents different from the initial indictment were added at the end of the hearing.Krause had been called dad at points in the childhood of the witness.Krause lived with the 13-year-old's family when they resided in Colorado, but the specific incidents relating to the charges happened in Hutchinson.The teen said the touching began during the time when learning was taking place at home during the COVID-19 pandemic.The alleged victim spoke of multiple incidents both with clothes and without, starting when the victim was 11, and progressed over several encounters and included many different types of touching that, by themselves, would be criminal acts, along with requests for pictures. The escalation eventually extended to acts that, according to the teen, caused Krause to ask for a pregnancy test, due to his fear that pregnancy had occurred.The teen and Krause also communicated over Discord and copies of those records were introduced into evidence.Judge Joseph L. McCarville III, presided. McCarville stated that, based on the evidence presented, if convicted, Krause could be looking at a sentence of life in prison without the chance of parole for 25 years.A pretrial conference is set for Anthony O.
