HUTCHINSON, Kan. — Hutchinson, we have an anniversary.

Cosmosphere is commemorating the 53rd anniversary of the Apollo 13 mission this week, the 'successful failure' when NASA brought three astronauts home alive after an explosion in space. The mission took place from April 11 to April 17, 1970.

"Fred Haise, who was the lunar module pilot for the flight, said that they had the fewest anomalies of any flight to that point, which is interesting," said Mimi Meredith with Cosmosphere. "It truly was going practically perfectly, then they had the explosion of the oxygen tank in the service module."

An important artifact from that mission is in the Cosmosphere collection.

"The Cosmosphere has the actual command module from the mission," Meredith said. "It's the module that was at the top of the rocket. That's what they climbed into to launch and it is what the command module pilot stays in and orbits around the moon."

The module is on loan from the Smithsonian National Air and Space Museum and was restored by Cosmosphere SpaceWorks staff.

"They weren't sure when they got back into the command module after having used the ascent stage and the lunar module as their little 'life raft' to try and conserve oxygen, not only did it keep them alive, it shows all of those elements of what heat it endured in re-entry."

SpaceWorks created 80% of the props for the film adaptation directed by Ron Howard.

HUTCHINSON, Kan. — Questions about Memory Loss is a community conversation and an education program presented by the Alzheimer’s Association®, First United Methodist Church and the Hutchinson Community Foundation.

The event is April 20 at&nbsp;6:30 p.m. at the First United Methodist Church Fellowship Hall (east side) at 101 East 1st Ave. in Hutchinson.

The event will teach the difference between normal aging and Alzheimer’s and how to understand common warning signs.

You will also learn how to communicate &amp; interact with those with dementia, discover how to support families and listen to experiences of those who are dealing with these issues in the community.

The event is designed to help identify needs &amp; gaps in resources and increase community engagement.

Attendees will also learn about Alzheimer’s Association resources and how they can help.

Alzheimer's education event coming up

Spring has sprung on our central Kansas farm. The daffodils and apricot trees are in full bloom and being visited by the honeybees. The small flock of sheep we’ve been caring for all winter have now more than doubled as all of the ewes have lambed. Now the pasture is full of little white lambs frolicking and bouncing all around as their mothers keep watch. Our machine shop has also transitioned from housing a winter basketball court to housing a planter being prepped and bags of corn seed stacked high as we await our season of spring planting. &nbsp; Like any spring, the Kansas weather has fluctuated from cold to warm and from cold to hot. I’ve experienced many recent days where I’ve had my son change out of the athletic shorts he planned to wear to school and instead have made him get some pants on. There’s also been days where I’ve told the kids to leave their coats at home only to regret that decision when the temperatures drop a bit too much by the time they get off the afternoon bus.&nbsp; &nbsp; It’s definitely the time of the year where major fluctuations in weather still occur. It’s also the time of the year where some serious countdowns have begun.&nbsp; &nbsp; While state assessments are about to begin for my children, school will actually wrap up and the kids will be on summer break in less than 30 days. We’ve made it past the holiday celebrations, the winter concerts, the days of indoor recesses, and the mornings of waiting for the school bus in the dark. Daylight is noticeably getting longer, talk of the end-of-year field day has begun and summer camp forms are being sent home. I can assure you, the kids have already started their final countdown. &nbsp; With that final countdown to summer break, there is also an elevated level of anticipation as we get closer and closer to the return of my son’s cattle from their winter pastures. They will be worked in the coming days and then brought home to pasture over the summer months in the pastures nearest our house. I can’t wait to see the cows grazing nearby while I look out my front windows. While we prepare the fencing and the water sources, we know the clock continues to tick for the herd’s arrival home for the summer. &nbsp; The countdown carries over as we also prepare to get the machines in the fields to begin spring planting. While we’ve been making final adjustments to the planter, we’ve also been anxiously awaiting a good spring rain before planting the seeds into the ground. While it seems we aren’t in as big of a hurry as previous years to start planting, mostly due to the dry conditions, the countdown has clearly begun and we wait and watch to determine when we will give ourselves the greenlight to begin. &nbsp; Yes, spring has definitely sprung! And with it, all of the final countdowns have also begun. &nbsp; "Insight" is a weekly column published by Kansas Farm Bureau, the state's largest farm organization whose mission is to strengthen agriculture and the lives of Kansans through advocacy, education and service.&nbsp;

Portion of 95th closed this week

SOUTH HUTCHINSON, Kan. — The South Hutchinson City Council will consider a vehicle swap within its departments at its meeting on Monday.

According to agenda documents, the South Hutchinson Police Department currently uses two vehicles that are not police pursuit rated and there are some concerns about potential liability to the city in the event of an accident. Those vehicles are a 2021 Dodge Ram 1500 and 2020 Dodge Durango.

Public Works Department work trucks for the city are extremely old and have been driven past their useful life. 

The departments are proposing that the public works purchase the 2021 Dodge Ram for $30,000, which would be paid for via internal transfer in the capital equipment fund.

A new 2023 Durango for police usage will cost approximately $39,000 plus the upfitting which is estimated to cost $12,000. The total cost for this vehicle will be approximately $51,000.

Chief Pickering also desires to swap out the 2020 Dodge Durango for another 2023 Durango. After purchasing the new vehicle and upfitting costs of approximately $20,000, the total cost for the second vehicle would be about $60,000.

After accounting for the $30,000 internal trade to the public works department and the estimated $22,500 trade-in value for the 2020 Durango, the police department would have a net expenditure of approximately $58,500.

At the end of 2022, the police department had $49,900.94 in its capital equipment reserve account with another $4,670 owed to it by way of uncompleted transfers.

In 2023, the city budgeted $65,000 for transfers into the police department’s capital reserve fund.

In theory, the department has nearly $120,000 available for equipment expenditures.

The financial impact is approximately $58,500 net expense out of the police department reserves for the purchase of the two vehicles.

The job is to prep and crack fill the existing courts for new 4mm Acrytech membrane system, apply flexible Acrylic resurface coating, and white tennis court lines per U.S.T.A. court specifications. 

Included are four sets of internal windup posts in new footings and four new double mesh top nets with center straps. This membrane system has a five-year installation and material warranty.

HUTCHINSON, Kan. — The Nickerson-South Hutchinson USD 309 Board of Education will go over its calendar for the 2023-2024 school year during their regular meeting Monday.

If approved, enrollment would be August 1 and school would begin August 14 for USD 309 students. Students would get three days off for Thanksgiving and Christmas break would run from December 18, 2023 to January 3, 2024.

Students will also get spring break from March 11-15. The school year would end May 16.

There had been brief preliminary discussions of changing to a four-day school week, but those have been put to the side. This calendar reflects regular five-day weeks.

The Nickerson USD 309 board meeting begins at 7 p.m. at the district offices at 4501 W. 4th Avenue just west of Fun Valley.

MANHATTAN, Kan. — The registration deadline for the 2023 session of the American Legion Boys State of Kansas, which will be held Sunday, June 4, through Saturday, June 10, at Kansas State University in Manhattan, is set for Sunday, April 30. This will be the program’s 31st consecutive session at KSU and 85th overall.

Traditionally, Kansas Boys State is for individuals who will complete their junior year of high school in the spring just prior to the start of each session. However, the ALBSK program has again expand the pool of registrants for this year’s session to include those who will complete their sophomore year of high school this spring.

The American Legion Boys State of Kansas program provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility to inculcate a sense of individual obligation to community, state and nation. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government, and the price paid by members of the military to preserve democracy.

The cost to attend the Boys State of Kansas program is $350; however, in many instances, sponsors pay the majority of the fees, with the delegate or his family paying $50. Those wishing to attend the program should visit <a href="http://ksbstate.org">ksbstate.org</a> to register. While the deadline to register to guarantee a spot in the 2023 program is April 30; registrations are accepted after that date on a space-available basis.

Boys State registration due soon

For the past several years Kansas families have suffered from a systemic lack of childcare.

Access to childcare is a problem in both urban and rural areas. 104 of the state’s 105 counties have a higher demand for childcare than availability.

According to Child Care Aware of Kansas, the state has a shortage of approximately 85,000 childcare slots to meet existing demand.

The supply and demand issue raises childcare costs and prices many parents — mostly mothers — out of the workforce.

According to the U.S. Department of Health and Human Services, childcare is affordable if it costs no more than 7% of a family’s income.

However, in Kansas about 29% of a working mother’s salary is spent on childcare costs alone, making Kansas childcare costs as a percentage of salary one of the highest in the country.

Furthermore, infant care costs in our state exceed the expense of full-time college tuition at a public university, and childcare costs for kids under the age of four are about equal to full-time public university tuition costs.

The state legislature has passed a bill with a proposed “solution” to the childcare crisis. However, the bill essentially just puts a bandaid — and not a very good one — on a firehose.

Currently, Kansas has strict regulations for training, furthering education, licensing, and adult-to-child ratios in the childcare field.

These requirements were put in place to ensure child safety. In 2010, the state legislature passed a law requiring all childcare facilities to be licensed and gave the Kansas Department of Health and Environment the authority to create regulations and requirements for childcare facilities.

Should this bill get the governor’s signature and become law, it would significantly decrease current regulations.

Experts are concerned that such a law would move Kansas away from national standards and best practices. Additionally, the current proposal’s lax policies on continuing education would put many Kansas childcare providers out of compliance with existing requirements to receive federal funding. Should that happen, it could create a scenario where the state has even fewer childcare options than we have right now.

The bill also increases the workload by allowing an additional child per adult without solving the problem that has led to the worker shortage in the first place — exceptionally low wages.

According to the US Secretary of Commerce, Gina Raimondo, childcare is one of the lowest paying occupations in the country, oftentimes making only minimum wage.

Last year, the state legislature signed a childcare tax credit that incentivizes businesses to provide childcare services at their place of employment. That tax credit also did not solve the ongoing childcare crisis.

Critics of the bill highlight that it was rushed through the Senate without input from childcare providers or child development experts. It shows.

The crux of the matter is that until wages increase there will continue to be a massive childcare shortage.

Rather than passing stop gaps and false solutions, the state needs to incentivize providers to raise wages for their workers without parents having to bear the burden.

TOPEKA –&nbsp;Minimum-custody resident Kyler K. Milbrandt turned himself in to the Wichita Work Release Facility several hours after being placed on escape status.

Milbrandt, a 29-year-old American Indian male, was reported missing when he did not return to the facility after work on Thursday. He returned to the facility at 1:30 a.m. Friday and was placed under arrest and will be charged with one count of escape.

Milbrandt is serving a sentence for convictions in Reno County of drug possession, theft and aggravated assault.

The Wichita Work Release Facility, a satellite unit of the Winfield Correctional Facility, is an all-male, minimum-custody state prison with a population of 146.

HUTCHINSON, Kan. —&nbsp;Maintaining his defense to the very end that he was drugged, raped, and shot at, Kyle V. Hardwick was sentenced to two consecutive life sentences for the murders of Marion Edward “Ed” Bates, 56, and Phillip “Phil” D. Anstine, 58, both of Hutchinson, on April 7.&nbsp;

Kyle V. Hardwick was represented by Scott Loftis, an attorney from Ponca City, Oklahoma. Hardwick pled not guilty through the entire trial. &nbsp;

Two counts of intentional and premeditated murder in the first degree. &nbsp;&nbsp;&nbsp;

One count of theft of property or services, valued at $1,500 to $25,000, and an alternating count of theft of property or services of a firearm with a value less than $25,000.&nbsp;&nbsp;&nbsp;

One count of solicitation perjury; testify to material fact in felony proceeding.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

On Aug. 27, 2021, Reno County Sheriff’s Office deputies were dispatched to 1016 N. Palomino Trail in Reno County based on information they received&nbsp;regarding the owners of that property. &nbsp;

When they arrived at the scene, deputies spoke to three witnesses present at the property who were concerned because they had been unable to contact Ed Bates or Phil Anstine since the evening of Aug. 25, 2021. &nbsp;

A search of the property followed.&nbsp;They eventually discovered a body in a shallow and mostly-dry pond on the property that had been covered by tree branches. A further check of the property resulted in the discovery of the badly burned and charred remains of a second body in a burn pit that had been covered by a pallet and metal sheeting.&nbsp;

A&nbsp;search warrant for the property, called “the compound,” was obtained and then executed on Aug. 28, 2021. &nbsp;

Both bodies were recovered. Along with the charred body in the burn pit, other items — such as the remains of a shotgun barrel — were recovered. &nbsp;

Forensic investigation conducted by Dr. Scott Kipper with the Sedgwick County Forensic Center and Reno County District Attorney’s Office determined the bodies to be of Ed Bates and Phil Anstine. &nbsp;

Autopsies determined they were killed by a shotgun and the manner of death was determined to be homicide.&nbsp;

Subsequent investigation led to the arrest of Kyle V. Hardwick on Sept. 1 in Maize near a Dollar General where he had made purchases. Formal charges of premeditated intentional murder of each victim and two alternative counts of theft were filed in Reno County District Court by the Reno County District Attorney’s Office. &nbsp;

A count of solicitation to commit perjury was added to the complaint after a May 19, 2022, telephone conversation during which it was alleged that the defendant attempted to solicit perjury from a witness, identified as a woman intimately known to him as Sherry Reed. &nbsp;

The Reno County District Attorney’s Office called approximately 60 witnesses and submitted more than 130 exhibits during the trial, which lasted about two weeks. &nbsp;

The defendant, Hardwick, claimed at trial that he had killed Ed Bates and Phil Anstine in self-defense.&nbsp;

Described by the state in their opening statement, the "compound" is a property east of Hutchinson, where Ed&nbsp;Bates and Phil Anstine would frequent. It had various other additions like buildings built on it, a camper, a dried-up pond, and burn pits. The two men would hang out there, shoot firearms, and overall hone their survival techniques. &nbsp;&nbsp;&nbsp;

Of the two male victims, Hardwick knew Phil Anstine.&nbsp;

Hardwick did not know Marion Bates, but had a prior association with Phil Anstine through work that included building houses, akin to Habitat for Humanity. Anstine was said to have overseen much of the work, while Hardwick assisted with installation. &nbsp;&nbsp;&nbsp;

Hardwick called Anstine a friend and they were said to have a mutual interest in firearms. They were said to be close enough that they would travel to visit each other from time-to-time, but not frequently. &nbsp;&nbsp;&nbsp;

Hardwick’s last visit to see Anstine was said to be because of personal problems in his life. He wanted to get out of Kansas City for awhile. &nbsp;&nbsp;&nbsp;

Hardwick was said to have taken a Greyhound bus from Kansas City, Missouri, to Hutchinson to visit Anstine.&nbsp;&nbsp;&nbsp;

Loftis told the jury that Anstine had dropped off Hardwick at the compound with a set of keys. Hardwick was said to have permission to drive Anstine’s truck and had those keys as well.&nbsp;&nbsp;&nbsp;&nbsp;

Anstine then returned shortly after with pizza and beer. &nbsp;&nbsp;&nbsp;

Hardwick’s defense by his attorney and by his own testimony, said he began to feel strange or ill after consuming some of the beer and the pizza.&nbsp;&nbsp;&nbsp;

Hardwick’s symptoms were described as&nbsp;stomach pains, light-headedness and disorientation. Hardwick was said to have voiced his sudden illness to Anstine and then went to the camper on the property where he passed out. Hardwick did not remember passing out in the camper. &nbsp;&nbsp;&nbsp;

Hardwick alleged he woke up the next day, still disoriented, face down on a bed in the camper with his pants down, and a pain in his anus.&nbsp;

He said he&nbsp;surmised he was raped.&nbsp;&nbsp;&nbsp;

Upon leaving the camper to search for Anstine out of concern, Hardwick returned to the camper. &nbsp;&nbsp;&nbsp;

Anstine is said to have returned to the compound with a shotgun in his hands. &nbsp;&nbsp;&nbsp;

Hardwick said he&nbsp;tried to tell Anstine of his situation, but became suspicious when Anstine was said to have been dismissive. &nbsp;&nbsp;&nbsp;

When Hardwick then accused Anstine of raping him, Anstine cocked and aimed his shotgun at Hardwick.&nbsp;

Hardwick said he wrestled the shotgun out of Anstine’s hands. &nbsp;&nbsp;&nbsp;

Anstine was said to have then pulled a .380 semiautomatic pistol and pointed it at Hardwick, causing Hardwick to fatally shoot him with the shotgun. &nbsp;&nbsp;&nbsp;

Still disoriented from the prior drugging and rape, the defense said that Hardwick then made his way to the pumphouse, north of the camper, for water. &nbsp;&nbsp;&nbsp;

Loftis described to the jury what happened next as, “one of the real tragedies of this case.” &nbsp;&nbsp;&nbsp;

Another man, unknown to Hardwick, appeared and shot at Hardwick. Hardwick shot back with the shotgun he had taken from Anstine, striking the second man. &nbsp;&nbsp;&nbsp;

After a while, determining the man was dead, Hardwick approached the body and searched the man and discovered his identity as Ed&nbsp;Bates. &nbsp;&nbsp;&nbsp;

Loftis said, more than likely, Bates was not part of Hardwick’s alleged rape, and only came to aid his friend, Anstine. &nbsp;&nbsp;&nbsp;

The state, consisting of District Attorney (DA) Thomas Stanton and Deputy District Attorney Andrew Davidson, called a number of witnesses, including friends of the victims, forensic analysts with the Kansas Bureau of Investigation (KBI), and Sherry Reed herself, who corroborated the state’s opening statement that accused Hardwick of killing the pair for different reasons. &nbsp;&nbsp;&nbsp;

The KBI’s testimony mostly addressed the recovery and forensic testing of a red&nbsp;truck, which belonged to Phil Anstine, which was found at Pretty Prairie Road and Victory Road in October 2021. &nbsp;

Hardwick’s DNA was found on multiple places on the truck as well as on items of evidence found in the truck. &nbsp;

Sherry Reed was the key witness of the trial, having turned in numerous evidence to the Reno County Sheriff’s Office.&nbsp;

During his testimony, Chase Mattingly, the boyfriend of Sherry Reed’s daughter, said he overheard part of a phone conversation between Hardwick and Reed on Aug. 31,&nbsp;2021. &nbsp;&nbsp;

He only understood part of the conversation, and said he heard Hardwick tell Reed he had messed up. &nbsp;&nbsp;

During cross-examination by the defense, Mattingly said he did not know what Hardwick was referring to at the time. &nbsp;&nbsp;

Hardwick’s&nbsp;additional count of solicitation to commit perjury stems from&nbsp;a FaceTime call between the defendant and Reed.&nbsp;&nbsp;

The FaceTime call had been played in court prior when Hardwick was bound over in June 2022 and was played again on Jan. 27. &nbsp;&nbsp;

In the recorded FaceTime conversation, Hardwick repeatedly tells Reed not to show up for the hearing and, if she did testify, to tell the court she was mentally unstable and on drugs. At one time he said, “Please don’t come,” and repeatedly said, “you don’t have to show up.”&nbsp;&nbsp;

Hardwick was also noted as telling Reed to “just tell the truth.” &nbsp;&nbsp;

Hardwick is also quoted to have said that “Phil was a friend and he dropped like a martyr.”&nbsp;&nbsp; &nbsp;

Reed grew to become inconsistent with her testimony, claiming to not remember things she said even when her prior testimonies were presented to her. &nbsp;

Brought up during the case, Hardwick was said to have told Reed he would have to kill his mother. &nbsp;

During his own testimony when cross-examined, Hardwick would also prove inconsistent and become frustrated to the point he would accuse the state of “putting words in his mouth.” &nbsp;

Hardwick also told the jury he had thoughts of suicide when he arrived to Hutchinson. &nbsp;

Hardwick. &nbsp;Hardwick was convicted of two counts of intentional and premeditated murder in the first degree and one count of theft of property or services, valued at $1,500 to $25,000, along with one count of theft of property or services of a firearm with a value less than $25,000 and a count of solicitation of perjury; testify to material fact in felony proceeding.&nbsp; &nbsp;During sentencing, two months later, the family and friends of Marion Edward “Ed” Bates and Phillip “Phil” D. Anstine delivered statements to Hardwick. &nbsp;They informed how Hardwick’s actions had impacted their lives. Many of them implored the court to hand down the maximum punishment. &nbsp;In the State of Kansas, the burden of proof on the prosecution is extremely high in murder cases and, if there is an element of doubt in a defendant’s&nbsp;guilt, a jury will not be able to reach conviction. &nbsp;Judge Keith Schroeder reminded the jury and the gallery of this throughout the case. &nbsp;When sentencing Hardwick, Judge Schroeder made note of the lack of sympathy from Hardwick for his actions, and that he would return in kind. &nbsp;Stipulated with Hardwick’s life convictions, he will not receive good time credit.
