HUTCHINSON, Kan. —&nbsp;The case for Kevin E. Harmon has been continued to May 17. &nbsp;

Harmon was booked into the Reno County Jail on charges related to child sex crimes on Feb. 15. &nbsp;

According to official documents&nbsp;filed in the case with the Reno County Attorney’s Office, Harmon is alleged to knowingly&nbsp;have had sexual intercourse with a child under the age of 12 between May 1, 2022 and Jan. 30. &nbsp;

Between those same days and with the same child victim, Harmon engaged in oral copulation as well as solicitation to engage in illicit sexual activity. &nbsp;&nbsp;

An arrest warrant was issued on Feb. 14 and carried out Feb. 15&nbsp;by the Reno County Sheriff’s Office. Harmon was arrested at 6:53 p.m. that Wednesday. &nbsp;

One count of&nbsp;Rape where the offender is 18 or older&nbsp;and the victim less than 14-years-old.&nbsp;

One count of Aggravated criminal sodomy of a child less than 14-years-old and the offender is 18 or older. &nbsp;

&nbsp;One count of Aggravated indecent liberties where the offender greater than 18&nbsp;causes child less than 14 to fondle. &nbsp;

All three charges are off-grid felonies. &nbsp;

Harmon remains incarcerated in the Reno County Jail.&nbsp;

Sex crime charges case continued to May

Today's "Throwback Thursday Collection" takes us to the unit block of East Sherman Avenue on the south side. 

The Hutchinson News started in 1872 as a weekly newspaper. By 1886, it had become a daily paper and was doing quite well. 

Ralph Easley was president and managing editor. He decided The News needed a new and larger building, so in 1887 he contracted with the Swift &amp; Congdon Construction company to build a new structure at 13-15 E. Sherman. The first photo shows that opening.

The second photo shows the Hutchinson News staff out front around 1888. 

In July of 1888, the Western Union Telegraph had wired up and moved in upstairs also. The News published out of this building until 1924.

At that time, W.Y. Morgan, the owner then, built a new building at 28 E. 2nd and moved The News there. 

Fast forward to 1969, The Adams Parker Furniture company opened a branch there calling it the "Carriage House." The third photo shows that enterprise, which was there until 1983. 

In 1986, Don Sturgeon purchased the building from Delos Smith and moved his fledgling glass company to the 13-15 E. Sherman address. 

In July 2018, Don Sturgeon retired and sold his glass company to Eshleman Investments L.L.C. out of Salina. The third photo shows the 13-15 E. Sherman building today, still Sturgeon Glass, but managed by Everett Gould.

HUTCHINSON, Kan. — The City of Hutchinson's residential street maintenance project continues with crack sealing as crews move into the area from 11th Ave. to 4th Ave., Plum to Severance, working on 10th moving south. 

Residents may want to have your vehicles off the street from 8 a.m. to 5 p.m. as small debris may land on vehicles that are still on the street and crews need the street clear to complete the work.

Crack sealing continues

HUTCHINSON, Kan. — Hutchinson firefighters were called out at 10:27 p.m. Wednesday for a house fire at 115 East Bigger.

When crews arrived, heavy fire was showing from the front of the single-story home.&nbsp;

Crews searched the home. No one was inside. Crews were able to stop the fire before it moved through the entire attic.

Investigators don't know what caused the fire yet. No one was hurt.

HARVEY COUNTY—Law enforcement authorities investigating human remains in eastern Harvey County on Monday have confirmed the identity as that of 39-year-old&nbsp;Sasha Kosminski, of Newton, according to County Spokesperson Kyle McCaskey.

Her identity was confirmed through the examination of dental records.

Kosminski’s remains were discovered in a hedge row by a man near East First Street and North Rock Road this past Monday. Identifying information was not found on scene. Kosminski had been reported missing by family in December 2020.

The cause of death is still under investigation.

Human remains identified as missing Newton woman

A round of freezing temperatures  as low as 25 is expected Thursday morning in Russell, Lincoln, Barton, Ellsworth, Rice and Reno counties. The Freeze Warning is in effect from 2 a.m. to 9 a.m. Thursday.

Frost and freeze conditions will kill crops, other  sensitive vegetation and possibly damage unprotected outdoor  plumbing.

Take steps now to protect tender plants from the cold. To prevent freezing and possible bursting of outdoor water pipes they should be wrapped, drained, or allowed to drip slowly. Those that have in-ground sprinkler systems should drain them and cover above-ground pipes to protect them from freezing.

Freeze warning in effect Thursday

HUTCHINSON, Kan. — Buhler USD 313 Superintendent Cindy Couchman doesn't know why voters rejected the $8 million bond issue on Tuesday.

"It's discouraging," Couchman said. "It feels a little bit like when you've put your heart and soul into a really good lesson plan and you spend a lot of time thinking it's going to go well. You're excited about it. You think you've got the right plan and the right standards and the right outcomes. You go and you teach it and it turns out that the kids didn't get it and they are confused and they didn't learn like you thought they would and the lesson wasn't as good as you thought it was going to be. That's a little bit what it feels like."

The district previously passed bonds for Plum Creek Elementary in 2012 and for athletic improvements in 2015.

"We will reflect as a board and our admin team," Couchman said. "We'll talk about, what are next steps? The needs don't go away. Now we have to figure out and prioritize our needs. What is the priority? What needs to be handled first? Right off the bat, Ad Astra Academies has to have a space."

The program has shown explosive growth in the last couple of years.

"Ad Astra Academies is new," Couchman said. "We just started it last year. A lot of people don't know it. They don't understand what it is. That's our fault. We have to own some of that for not communicating it that first year. It grew so explosively and with growth comes challenges. The explosive growth does create challenges. It's an umbrella of learning, an alternative learning center, that means our 9-12 students have an alternative, just an alternative high school and it's not in the normal brick and mortar Buhler High School. It's hosted in our admin center, which is not student use approved. It's also a virtual school. They are coming in right now, taking state assessments. They are running in and out of our building and we're not equipped for that with our small bathrooms and we also have an adult learning center."

What started as a 40 student virtual program is now over 175 students throughout the umbrella.

NEWTON, Kan. —The City of Newton is taking applications to serve on the Planning/Historic Preservation Commission.

The Newton City Commission is considering restructuring the Planning Commission and Historic Preservation Commission as a combined body. The Cities of Newton and North Newton currently have a joint Planning Commission, but the agencies are developing individual Commissions moving forward due to growth and unique interests for each city.

The Planning Commission&nbsp;makes recommendations to the City Commission on issues relating to zoning, subdivision plats, sign regulations and various other matters affecting the development of Newton. The commission also serves as the Board of Zoning Appeals to hear applications for variances and exceptions as required under&nbsp;the zoning regulations, and to rule on appeals from determinations of the zoning administrator.

The Historic Preservation Commission&nbsp;guides the community in the preservation of historic structures and preservation incentives. Newton is a&nbsp;Certified Local Government designated by the State Historic Preservation Office, which allows the Commission&nbsp;to perform design review on projects affecting listed historic properties.&nbsp;

Newton looking to restructure planning

HUTCHINSON, Kan. — The City Manager in Hutchinson wants to hear from the public, and you can get some breakfast, too, next month.

"I have scheduled my first, I call them Kendal's Coffee," said City Manager Kendal Francis. "It will be Friday, May 12 from 7:30 a.m. to 9 a.m. at Scuttlebutts. It's just an opportunity to come visit with me, hear what's going on in the city. Come, I'll buy you coffee and breakfast."

Francis really wants to hear from as many people as he can.

"I said 7:30 a.m. to 9 a.m., but I'll stay as long as people want to stay and visit," Francis said. "If you stay long enough, I'd probably even buy you lunch, if you have that many questions."

Francis became Hutchinson City Manager in January.

First Kendal's Coffee scheduled in May

BUHLER, Kan. — Buhler Fire showed off the new UTV it received approval for from County Commissioners in photos on social media Tuesday.

A lot of the brush fires that are fought in that area of the county come with the challenge of getting into hard to reach areas that brush trucks can't get to. 

New to the Buhler department is the 2023 Can AM Defender bought from Agricenter in South Hutchinson, KS, equipped with a 75 gallon poly tank made by Prairie Poly Mfg out of Pretty Prairie,KS. Commissioners approved the purchase last month for a cost not to exceed $32,000.&nbsp;

Reno County Fire Administrator Travis Vogt said that he intends eventually to have three or four similar apparatus spread throughout the county for those situations.

Buhler Fire shows off new UTV

HUTCHINSON, Kan. — Stage 9 in Hutchinson is using local talent to make a giant quilt as a prop for its upcoming show Quilters, that will take the stage in June.

"This is Sarah's, the lead character's legacy quilt," said Kris Anschutz with Stage 9. "She sends out material to her daughters and patterns. They are supposed to make these blocks. It's based around 16 blocks."

Quilters is an all-woman ensemble show which tells of the great perils and joys experienced by pioneer women and girls telling their stories through quilts. The cast consists of women varying in ages from late 20s to 60s playing a variety of roles, both female and male. Deb Nikkel is designing the quilt for the production.

"We're going to use what's called Civil War fabrics, so they are from that era," Nikkel said. "Most of the women at that time would not have enough money to go buy fabric that all matches or coordinates or whatever, so we're going to be doing a scrap quilt, like you would make from left over pieces of clothing, or scraps from other things you have.

Karna Lackey from Sew in 2 Quilts is going to help, as well.

"Normal quilt blocks are, I would say, 12 inches square, 15, 18, Deb has designed the quilt and for the production, we're going to make them a 24-inch quilt block, so we basically have to take the block itself and kind of redraw it and come up with new measurements. There's a lot of patterns out there for these blocks, but very few of them are at 24 inches wide, so it's going to take a little time to do that and then we have to cut out all the fabric and we've got a group of our customers that are going to come help us sew all the blocks up."

The intent after the production is to sell chances to win the quilt to raise money for Stage 9. The production is scheduled for the first two weekends in June. 

In order for everything to happen on time, Stage 9 is needing volunteers to meet to help on Saturdays starting right away, as they need assistance with the costumes, props, set and marketing. Volunteers meet each Saturday at 10 a.m. at Stage 9.

Hutch Fire deals with three night calls

HARVEY COUNTY—One person was injured in an accident just after 4 p.m. Tuesday in Harvey County.

The Kansas Highway Patrol reported a 2015 Chevy 1500 driven by Tyler James&nbsp;Demette, 28, New Iberia, Louisiana, and a&nbsp; 1999 Chevy Blazer driven by Shayden Marie Jackson, 19, Newton,&nbsp;were both northbound on Interstate 135 just south of Newton.

A 2014 Kenworth semi was disabled and driverless on the right shoulder. A service truck was present changing a flat tire on the semi.

&nbsp;The Chevy pickup moved over into the left lane to pass the semi. The Chevy Blazer passed the pickup on the right, then attempted to move to the left lane to pass the semi in front of pickup and struck the right front corner of the Chevy 1500.

 The collision caused the Blazer to skid sideways and roll approximately three times before striking the rear of the semi.

EMS transported Jackson to Wesley Medical Center.&nbsp; Demette was not injured. Both drivers were properly restrained, according to the KHP.

Crews were called out to 715 East 56th at 5:36 p.m., where they found smoke coming out of the rear of the home. The fire was limited to one room and the only person inside got out before they called 911.&nbsp;

The cause of the fire was due to improper use of a cooking appliance. No one was hurt.

HUTCHINSON, Kan. — A public vote on an $8 million bond issue for USD 313 patrons failed Tuesday. The preliminary count was 954 No to 578 Yes.

The bond would have paid for an administration center expansion and Ad Astra Academy space, along with plans for new equipment for the district's elementary playgrounds and an indoor athletic facility.

The district said the proposal would have held tax rates level, even with the new bonding, thanks to two previous bond refinancing moves and the overall valuation growth in the district.

Projects like the one rejected Tuesday cannot be paid for through any other part of the school finance formula. The overall mill levy is determined by the general fund, supplemental general fund, capital outlay, and bond and interest.

USD 313 bond election fails

RENO COUNTY—Two people were injured in an accident just after 1 p.m. Tuesday in Reno County.

The Kansas Highway Patrol reported a 2013 Jeep Patriot driven by Bonnie Heather Cole, 38, Hutchinson, was eastbound on Kansas 96 making a left turn onto Main Street in Haven.

The driver failed to yield. The Jeep traveled into the path of westbound 2012 Nissan Quest driven by&nbsp; Leslie Rae Canady, 37, Wichita. The vehicles collided in the intersection.

EMS transported Cole to Hutchinson Regional Medical Center and Canaday to Via Christi in Wichita. Both drivers were properly restrained, according to the KHP.

Hutchinson woman hospitalized after 2-vehicle crash

HARVEY COUNTY—Law enforcement authorities investigating the death of a man found in a home east of Hesston died of an accidental drug overdose, according to Harvey County spokesperson&nbsp;Kyle McCaskey.

On March 30, the Sheriff’s Office and EMS were called to the home&nbsp;in the 8000 block of North West Road after two acquaintances found two men unresponsive in a home.

Emergency responders found one man dead inside the home. An investigation determined Ardell Jones, 48, of Newton, died of a drug overdose.

Emergency responders also found a 55-year-old man in critical condition due to drug use inside the home. Life-saving measures were performed on scene prior to the man being transported to an area hospital. He has since been released from the hospital. He is a resident of the home.

Blood Drive on State Fairgrounds concludes Wednesday

HARVEY COUNTY —Law enforcement authorities continue to investigate after human remains were found in eastern Harvey County Monday afternoon, according to county public information officer&nbsp;Kyle McCaskey.

The remains were found near a hedge row near East First Street and North Rock Road.

The investigation has determined the deceased individual is a woman. Identifying information about the woman was not found on scene. 

The Harvey County Coroner’s Office will examine dental records and perform an autopsy to determine the woman’s identity.

The cause of death of the woman has not been determined. It is not known if foul play was involved.

Human remains found in Harvey Co. were of a woman

HUTCHINSON, Kan. —&nbsp;<a href="https://opendoorhealthservices.com/" target="_blank">Open Door Health Services</a> with the <a href="https://www.hutchchamber.com/" target="_blank">Hutchinson and Reno County Chamber of Commerce</a> held a ribbon-cutting on April 4, to celebrate Open Door Health Services’ rebranding and their new partnership with <a href="https://www.hutchcc.edu/" target="_blank">Hutchinson Community College</a> (HCC).

Open Door Health Services was <a href="https://hutchpost.com/posts/0291fd82-0569-4198-873b-59792c070280">formerly Open Door Pregnancy Care Center</a>. &nbsp;

The ribbon-cutting took place in the Student Union Parking Lot at HCC.&nbsp;

Open Door Health Services provides confidential sexual health services for men and women from licensed medical professionals. &nbsp;

“Open Door has been known for over 20 years as Open Door Pregnancy Care Center, and in 2023 we just changed our name to Open Door Health Services because we're expanding the number of medical services we're offering and in particular beginning a college campus Outreach program,” Kristi Busatti, Open Door Health Services Executive Director, said. &nbsp;

&nbsp;According to Busatti, there are 14 colleges within an 80-mile radius of Open-Door Health Services. &nbsp;

“It's our desire to partner with those colleges to provide all of our services that we offer in our center on our mobile unit, which is a big RV that will drive around town,” Busatti said. “Our pilot program is HCC, we're partnering with them and we started last week.”&nbsp;

Busatti said Open Door went through a big process with HutchCC President Doctor Carter File and the President's Council to receive approval for their partnership.&nbsp;

“Every Tuesday at 10 a.m. to 3 p.m., our mobile unit is parked in the Student Union parking lot at HCC to offer all of our services.” &nbsp;

People can go to the mobile unit on Tuesdays to get tested, then follow-up a week later for their results. 

Should someone test positive, the free treatment will be available at the mobile unit, making travel to a pharmacy unnecessary.

Free medical services that Open Door Health Services include:&nbsp;

Medical Ultrasounds. Pre-approval is required for ultrasounds. &nbsp;

“Our mobile unit has gone to different towns for the past two years, but we started our college campus outreach last week,” Busatti said. “Last Tuesday was our opening day at HCC.”&nbsp;

Since the pilot program just started and the spring semester ends soon, Busatti said Open Door plans to introduce other campuses in the fall. &nbsp;

“We plan to start with Bethel College in Newton and both of the colleges in McPherson,” Busatti said. “We don't have those solidified yet, but we'd like for that to be in the fall semester, so we're starting out with a pilot program with just HCC for this semester and this summer.”&nbsp;
