HUTCHINSON, Kan. —&nbsp; Hutch Rec and the Hutchinson Healthy Neighborhoods Initiative have a series of upcoming meetings for its featured neighborhoods.

The first of those meetings is for the Farmington Park neighborhood Tuesday night, Jan. 17 from 5:30 to 6:30 p.m. at Emanuel Lutheran Church at 140 East 30th. Ward Davis with Ward Davis Builders, who has been working on the Farmington Park project, plans to be at the meeting to give an update.

These annual meetings give neighborhood residents a chance to review 2022 and determine priorities for the year ahead.

Residents wanting to attend the meetings may find out more details on each neighborhood’s Facebook page or the Hutchinson Healthy Neighborhoods Initiative page.

Landfill closed Monday, trash routes pushed back

HUTCHINSON, Kan. — The Taste of Hutchinson: The Men Cook event to benefit Salthawk Community Support is back Jan. 21 after a two-year hiatus because of the pandemic.&nbsp;The mission of Salthawk Community Support is to work together to remove barriers to education for students in USD 308.

"We provide immediate needs, such as clothing, shoes, hygiene items, bedding, towels, lunch funds, transportation and school supplies," said Claire Foy with the fundraiser. "We're there for those that are needing immediate help. We are also there for supportive counseling, after school tutoring. We have a really outstanding math after school program, Circles of Hope classes, on site programs, such as Bite of Reality, Rachel's Challenge and Chain Reaction. This is not just for a specific number of students, but for the whole student body."

There will be 22 individuals or teams providing food for the event at the Hutchinson Art Center from 7 p.m. to 8:30 p.m.

"They will bring either an appetizer or an entree," Foy said. "The guests will come and sample each one of the 22 specialties. It doesn't seem like it would be that much food, but in the past, those last couple of years, people went home full."

Tickets, which are $40, are available at Apron Strings, The Wool Market, Trinity United Methodist Church and <a href="https://www.trinityhutch.org/taste-of-hutchinson.html">online</a>.

SCS fundraiser is Jan. 21

MCPHERSON, Kan. — McPherson College President Michael Schneider is still fundraising to make the most out of the anonymous <a href="https://hutchpost.com/posts/59157396-f0d3-49d6-a6f3-0784cbffbd36">$500 million gift announced by the school in November</a>.

"For every dollar you can raise before June 30, 2023, I will double match it, up to $500 million," Schneider was told by the donor. "At this point, we have raised over $150 million that they will be double matching. The first thing to understand is this is an estate commitment, so this will happen over time. The dollars won't be just showing up overnight. This happens over time. It's for endowment, meaning these things are going to be permanently endowed funds for McPherson College. When the funds do arrive, we'll just be spending a small portion of those."

The idea is to get the college out of the year to year fundraising and pure enrollment seeking cycle and allow them to seek sustainable long-term growth as a campus and as a community.&nbsp;

"Small means something different to students," Schneider said. "When you and I were in school, a school of 400, 500, 600 students, that was okay. Small is different now. Small is 2500 students. 2500 students gets us to the point where we don't worry about every program that happens to struggle this year. We don't worry obsessively over what our athletic squads are doing."

The goal is still to have the bulk of the college experience for McPherson College students be on campus.

"We're going to build something that people want to come and be part of a community," Schneider said. "I believe that in 20 years, our grandkids will probably be more hybrid and online and virtual will have changed and transformed our institution, but our grandkids are still going to want to go study somewhere and be a part of a community. All 2500 are going to be a part of our community in one way or another.

The matching funds will support the McPherson College Community by Design 2.0 strategic plan. Transformative initiatives within the plan include: the <a href="https://hutchpost.com/posts/0932d267-d3e3-4943-a616-7e151f751d59">Student Debt Project</a>; East McPherson, campus master plan; a new Kansas Center for Rural &amp; Community Health; and a new National Center for the Future of Engineering, Design &amp; Mobility.

McPherson College seeking additional donors for historic double match

HUTCHINSON, Kan. — Jeremy Hill, Director of the Center For Economic Development And Business Research at Wichita State University is still optimistic about job growth in Kansas, even though finding workers is hard.

"The labor market is getting tighter and tighter," Hill said. "Because it's getting tighter, employers, when they go out and look, they are getting, not the preferred candidate, not their second candidate, they are dipping way down into the barrel and getting some of these people that they just don't see as qualified, or having other issues related to absenteeism, things like that. The amount of labor available is very constrained, particularly in Kansas, but that doesn't mean that's going to remain that way."

The bounce back from the pandemic caused higher growth in 2021, but even regression to the average is still decent news if you're looking for work.

"In October and at my revisions just here in January, I'm expecting it to slow down, just because of those broad issues that's going on in the global economy and the U.S. economy and those labor constraints, but both of them, I expect to grow, actually closer to our historic average. That's actually a very positive expectation."

That average is around 0.6% growth in 2023.

"There are jobs that aren't going to come back and we created new jobs," Hill said. "The labor market has really been trying to catch up to where firms want to be, where they see the demand. That takes a lot of time, for the labor market to heal. That means people have to get training and education and move to new jobs and as we slow down, there are a lot of people who left the labor market thinking the stock market is going to do well and their portfolios are doing good, that are probably going to re-enter."

Fixing health issues and childcare issues for those who didn't feel secure enough to work due to the pandemic is an important key to seeing this growth happen.

"There's other dynamics of the cost of childcare and things like that, that clearly are policy barriers that are preventing more people to enter the labor market," Hill said. "You see that in markets like Hutchinson. You even see that in more extremes in smaller and smaller communities, where the second person would like to go, but the cost is so prohibitive."

WSU economist: Even in tight market, there will be more jobs

HUTCHINSON, Kan. — Pigeon enthusiasts can take flight with the next <a href="https://kansaspigeonclub.com/">Kansas Pigeon Club</a> (KPC) show on Jan. 21, at the Kansas State Fairgrounds in the Poultry and Pigeon barn in Hutchinson.&nbsp;

Pigeon fanciers will be able to flock together and share their love of the birds, as well as support the&nbsp;KPC’s mission to promote, preserve, and advance the hobby of pigeons.&nbsp;

“It is actually very popular worldwide. They've been bred for thousands of years,” KPC vice president and lifelong pigeon enthusiast, Willi J. Richert said. “There’s different forms or uses. There’s actually racing, and there’s exhibition, and then meat production.”&nbsp;&nbsp;

Pigeon is mostly consumed as squab in a lot of fine-dining or more upscale restaurants.&nbsp;&nbsp;

Most people may think of pigeons as plentiful as they are simple, and thus not worthy of so much attention.&nbsp;&nbsp;

Pigeons, however, are a worldwide interest.&nbsp;&nbsp;

According to Richert, Hutchinson used to be a center for a particular breed of pigeon called couplers.&nbsp; &nbsp;

Richert has judged pigeon shows on almost every major continent.&nbsp;&nbsp;

“There's large national shows that may have as many as 6,000 entries, maybe even more,” Richert said. “In Europe, I was at a show that changes in different places of the world, and there was a combined entry of 70,000 pigeons. Then in most other countries, it is very popular to breed racing pigeons.” &nbsp;

The upcoming KPC show at the Kansas State Fairgrounds will mostly feature exhibition pigeons.&nbsp;

Pigeons at the KPC show will be judged for criteria including, quality, structural characteristics, and other standards. &nbsp;

Richert said he anticipates between 600 and 700 pigeons at the exhibition. Many breeds of pigeons will be present,&nbsp;including rollers, aptly named due to their habit of spinning in the sky. &nbsp;

“Some of the best breeders in the United States will be there,” Richert said. &nbsp;

Kansas Pigeon Club show flocking to Hutchinson

HUTCHINSON, Kan. —&nbsp;Hutchinson Police Department (HPD), with the aid of volunteers, conducted a Standard Field Sobriety Testing Wet Lab at their agency this week. The training was put on by the Kansas Highway Patrol (KHP) on Jan. 10 and Jan. 11. &nbsp;

“Standard Field Sobriety Tests (SFSTs) are used on drivers whom are believed to be impaired,” HPD Lt. Dayton Gates said.&nbsp;“A Standard Field Sobriety Test Wet Lab is&nbsp;where officers are able to complete SFSTs on volunteers who have consumed alcohol.”&nbsp;

During the testing, volunteers consumed alcohol in a controlled environment and then allowed officers to complete SFSTs on them.&nbsp;

According to Lt. Gates, volunteers who were selected had to meet a certain number of guidelines. The guidelines included being under a certain age and weight, and not being on medication. &nbsp;

Once selected, travel&nbsp;arrangements were made with each volunteer. &nbsp;

Volunteers were brought in around noon both days of testing and consumed alcohol for three hours while being monitored by the KHP. After three hours, each attending officer completed SFSTs on one of the volunteers while being evaluated by the KHP on their performance. Each day had about eight volunteers.&nbsp;

The amount of alcohol volunteers were allowed was based off a couple factors, one being their weight.&nbsp;&nbsp;

The KHP periodically had each volunteer blow into a Preliminary Breath Test to see where their blood alcohol content was at the time. &nbsp;

“Their goal was to get each volunteer to a certain level, but not any further,” Lt. Gates explained. “They did not want any volunteer to get too intoxicated to the point where they could not stand, communicate, etc.” &nbsp; &nbsp; After the training had concluded each day, all volunteers were provided a ride home from the HPD, unless they made pre-arrangements with someone else.&nbsp;

This Standard Field Sobriety Test Wet Lab&nbsp;training gives law enforcement the skills needed in detecting impaired drivers and administering a series of tests to determine if there is evidence of impairment.&nbsp;They allow officers to physically see clues of impairment during testing and become recertified with SFSTs. &nbsp;

"There are dozens of fatality accidents in the United States every year that are caused from impaired drivers,” Lt. Gates said. “This training provides officers with more knowledge and experience with getting those impaired drivers off the street.”&nbsp;&nbsp; &nbsp; Lt. Gates added that the Hutchinson Police Department is&nbsp;going to try and have this training once every two years. &nbsp;

Dayton Gates said.&nbsp;“A Standard Field Sobriety Test Wet Lab is&nbsp;where officers are able to complete SFSTs on volunteers who have consumed alcohol.”&nbsp;During the testing, volunteers consumed alcohol in a controlled environment and then allowed officers to complete SFSTs on them.&nbsp;According to Lt. Gates, volunteers who were selected had to meet a certain number of guidelines. The guidelines included being under a certain age and weight, and not being on medication. &nbsp;Once selected, travel&nbsp;arrangements were made with each volunteer. &nbsp;Volunteers were brought in around noon both days of testing and consumed alcohol for three hours while being monitored by the KHP. After three hours, each attending officer completed SFSTs on one of the volunteers while being evaluated by the KHP on their performance. Each day had about eight volunteers.&nbsp;The amount of alcohol volunteers were allowed was based off a couple factors, one being their weight.&nbsp;&nbsp;The KHP periodically had each volunteer blow into a Preliminary Breath Test to see where their blood alcohol content was at the time. &nbsp;“Their goal was to get each volunteer to a certain level, but not any further,” Lt. Gates explained. “They did not want any volunteer to get too intoxicated to the point where they could not stand, communicate, etc.” &nbsp; &nbsp; After the training had concluded each day, all volunteers were provided a ride home from the HPD, unless they made pre-arrangements with someone else.&nbsp; This Standard Field Sobriety Test Wet Lab&nbsp;training gives law enforcement the skills needed in detecting impaired drivers and administering a series of tests to determine if there is evidence of impairment.&nbsp;They allow officers to physically see clues of impairment during testing and become recertified with SFSTs. &nbsp;"There are dozens of fatality accidents in the United States every year that are caused from impaired drivers,” Lt. Gates said. “This training provides officers with more knowledge and experience with getting those impaired drivers off the street.”&nbsp;&nbsp; &nbsp; Lt. HUTCHINSON, Kan. — Hutchinson Community College Cultural Activities will host the annual celebration to honor Dr. Martin Luther King, Jr. The event will begin on Sunday, January 15 at 2:00 p.m. in the&nbsp; Stringer Fine Arts Center on the HutchCC campus.&nbsp;

"We have, I think, a very good program on Sunday," said Dr. Hence Parson. We'll have several choirs. Buhler High School, Hutch High School and Badinage from Hutchinson Community College. We'll also have some young folks who are going to talk to the theme, Together—We Can Be The Dream."

Those speakers will be college age students, according to former long-time NAACP President Darrell Pope.

"Many of those folks didn't know anything about Dr. King, except what they have read or seen on TV," Pope said. "We get a chance to ask them what Dr. King means to them, or what their knowledge of him means to them. They get a chance to express that among themselves and their age group, etc. I think that's going to be interesting, to hear what their perspective is."

The group will come back together on Monday at 10:30 a.m.

"We're going to congregate again at Stringer Fine Arts," Parson said. "We're going to get our orders in terms of volunteering within the community of Hutchinson."

Monday is the Martin Luther King, Jr., National Day of Service.

MLK day activities at HutchCC once again

HUTCHINSON, Kan. — Buhler USD 313 staff and Board President Greg Lackey outlined the scope of the upcoming facilities bond in the district on Friday.

"We've been talking about this for probably a year to a year and a half," USD 313 BOE President Greg Lackey said. "With the Ad Astra Academy and all of that coming, we knew we didn't have the space, so we started looking at options. We started looking at the south end of town. We've got a service center down there now. Does that have the space to adequately house this and give us our needs? We quickly decided that did not. We actually looked at the other Gregory building. Could we move over there and do that? Again, didn't like the idea, primarily of being split on both ends of town. We had the idea presented to us to build this facility right next to the existing Burkholder Administration Center. The more we talked about it and the more we looked at it, it just made more sense."

A public vote for USD 313 patrons will take place in person on April 4th, 2023, with advance voting starting March 27th. In addition to the administration center expansion and Ad Astra Academy space, enhancements are planned to the district's elementary playgrounds and an indoor athletic facility. Tax rates should be able to be held level, even with the new bonding.

"In 2020 and in 2021, we did two different bond refinancings," said Director of Finance Shane Hecox. "In 2020, that dropped our interest rate from 4% to 2.89%. In 2021, did another refinancing when rates got better and dropped it down to 1.31%. That's factor number one that is in play to help this project. Factor number two is valuation growth. Over the last 10 years, our valuation has grown at an average rate of 3.2%."

Between those two factors, the board believes that the additional bonding can be paid without increasing the Bond and Interest portion of the district's mill levy, assuming valuations continue to go up. It's important to note that projects like this one cannot be paid for through any other part of the school finance formula.

"This is for, basically, the erection of a new facility," Lackey said. "Through Capital Outlay, we would never have the ability to be able to build a project like this."

The overall mill levy is determined by the general fund, supplemental general fund, capital outlay, and bond and interest.

USD 313 outlines big picture of April bond issue

TOPEKA — Insurance Commissioner Vicki Schmidt on Friday announced the Kansas Insurance Department recovered $109,981.52 for Reno County residents in 2022.

Last year, a total of $7.6 million was recovered for policyholders statewide, the largest single-year recovery in Kansas history.

The department has recovered over $26 million for Kansans since Commissioner Schmidt first took office in 2019.

“When Kansans call the Insurance Department, we work diligently to help make sure they receive the benefits they are entitled to under their insurance policy,” Commissioner Vicki Schmidt said. “The insurance claims process can be complicated for many – if you are having an issue, I want to hear from you.”

Funds considered “recovered” are calculated when department staff assists individuals in need of support during their insurance claims process.

If a dispute arises between a policyholder and an insurance company, regardless of the type of insurance, the Kansas Insurance Department investigates the complaint with the consumer and the company and works to ensure the insurance policy is followed and benefits are paid accordingly.

Individuals having trouble with an insurance claim can contact the Kansas Insurance Department’s consumer assistance division toll-free at 1-800-432-2484.

Over $100K recovered for Reno Co. residents

HUTCHINSON, Kan. — There are 17 applicants for the two city council vacancies whose applications will be discussed by council members at their meeting on Tuesday.

The list of applicants and desired office is below:

Kevin Abbott (At-Large) Halene Burklow (Both) Stuart Conklin (Northeast) Adolph Gier (Northeast) Stacy Goss (At-Large) Michael Jobe (At-Large) Charles Johnston (At-Large) Lovella Kelley (Both) Linda Kelly (At-Large) Karl Ledin (At-Large) James Manges (Both) Scott Meggers (Both) Wade Phillips (Northeast) James Richardson (Northeast) Megan Rucker (At-Large) Shontina Tipton (At-Large) Gregory Woodyard (Both)&nbsp;

The applicants were asked to give their name, which seat they wanted, why they wanted to serve, if they had the time to serve on the council, the experience that they think makes them qualified to be a council member, the most important issues facing Hutchinson, anything they'd have to explain in their background if they were put on the council, how many years they have resided in Hutchinson and any community involvement, now or in the past. They also were asked to disclose any substantial interests in businesses they have in the community.

Out of the 17, eight are specifically applying for the At-Large position previously held by Sara Bagwell, four are looking to serve in the northeast district, being vacated by Jade Piros de Carvalho and five expressed a desire for either position, depending on what is available.

Both current vacancies are up for election in November this year, but the At-Large seat on the council is elected every two years, while the northeast seat is elected to four year terms.

A reception for the departing council members will also be held on Tuesday.

The Hutchinson City Council meets at 9 a.m. Tuesday at City Hall at 125 East Avenue B.

Main entrance at courthouse closed to take scaffolding down

HUTCHINSON, Kan. —&nbsp;Judge Daniel D. Gilligan was sworn in as the Division III District Judge for Reno County on Jan. 9, following <a href="https://hutchpost.com/posts/c8caf88c-4b0d-4b83-9d03-14fcae95cb43" target="_blank">Judge Joe McCarville’s retirement</a> from the position. &nbsp;

“That left the magistrate position vacant, and that will be filled by governor’s appointment,” Judge Gilligan said. “The governor has not chosen that yet, so I’m currently working both divisions, Position I and Division III.” &nbsp;

By statute, Governor Laura Kelly has 90 days to choose a new magistrate judge. &nbsp;

As a candidate to fill the magistrate judge position is searched for, Judge Gilligan will continue performing the duties of both a magistrate and district judge. &nbsp;

“A magistrate judge in Kansas can hear all the misdemeanor cases, even up to and including termination if parties agree that the judge can hear it. If parties object, then a law trained district court judge would have to hear the termination trial,” Judge Gillian said. “But in this county, the magistrate does all the traffic, all the misdemeanors, and half of the felonies, but he cannot do felony sentencing or do anything on felony sentences. That has to get transferred upstairs to Division I or Division II for them to&nbsp;actually sentence someone after they’ve had a preliminary hearing down here or waived that preliminary hearing down here.” &nbsp;

Now the District Judge for Division III, Gilligan will be able to take pleas and execute felony sentences.&nbsp;

“If somebody fails on community corrections, I would send them to prison,” Gillian explained. “All a magistrate can do is send someone to jail, is an easy way to look at it.”&nbsp;

Judge Gilligan earned his law degree at the Washburn University School of Law, and has always had an interest in law.&nbsp;

“I actually ran for the office of Judge, I think in fifth grade, when we&nbsp;had an exchange city in elementary school,” Gilligan said. “I lost that election. But I wanted to be a judge then so I can say as early as fifth grade I wanted to be a judge.” &nbsp;

It was in high school during his time on the debate team, that really cemented Gilligan’s enjoyment of litigation. &nbsp;

Gilligan initially wanted to be a lawyer, but got “sidetracked” into a career in computer science. &nbsp;

Eventually, corporate shake-ups offered him two options to relocate that he did not want. Giving himself a third option, Gilligan applied and got into the Washburn University School of Law. &nbsp;

In aspiration of becoming a prosecutor as a start to his career, Gilligan landed an internship with the Shawnee County DA’s office while in school. &nbsp;

 As an intern, Gilligan said he prosecuted six jury trials and at least 30 bench trials before he graduated.&nbsp;

After graduation, Gilligan said he faced a fierce job market. &nbsp;

“I was going up against candidates for entry level positions, that had up to ten years of experience,” Gilligan said. &nbsp;

He eventually found a job in Reno County with Kansas Legal Services, and in the process came to see Hutchinson, Kansas as his new home and community. &nbsp;

From Kansas Legal Services, Gilligan moved on to the DA’s office, where he worked his way up to senior district attorney.  &nbsp;

&nbsp;Judge Gilligan began his career as a judge, when he was appointed to the bench in January 2019.&nbsp;

He was appointed magistrate judge to fill a vacant seat. Upon completing that term, he officially and successfully ran, unopposed, in the election for the magistrate position in 2020. &nbsp;

The magistrate judge position is a four-year term. The magistrate position will return to an elected status, once the term of whoever the governor appoints to it is completed. &nbsp;

For his time as magistrate judge,&nbsp;Gilligan won the Lee Nusser Award for Outstanding Magistrate Judge of 2021. &nbsp;

Judge Gilligan said his goal was eventually reach where he is now as the Division III District Judge. &nbsp;

“McCarville’s position opened up, he has been a mentor to me as a magistrate judge so it was wonderful to be able to take on his position,” Gilligan said. “I’ve been involved in the drug court program when I was a prosecutor in the DA’s office, and then I’ve covered the drug court program for him as a magistrate judge. I’ve been involved with the drug court program all along and he had a great passion for the program and so do I, so I was anxious to take on that program as well.” &nbsp;

Judge Gilligan said if he were to move further in his career, he would happily take over the position of Chief Judge of Reno County. &nbsp;

Gilligan was sworn in as the Division III District Judge for Reno County on Jan. 9, following <a href="https://hutchpost.com/posts/c8caf88c-4b0d-4b83-9d03-14fcae95cb43" target="_blank">Judge Joe McCarville’s retirement</a> from the position. &nbsp;“That left the magistrate position vacant, and that will be filled by governor’s appointment,” Judge Gilligan said. “The governor has not chosen that yet, so I’m currently working both divisions, Position I and Division III.” &nbsp;By statute, Governor Laura Kelly has 90 days to choose a new magistrate judge. &nbsp;As a candidate to fill the magistrate judge position is searched for, Judge Gilligan will continue performing the duties of both a magistrate and district judge. &nbsp;“A magistrate judge in Kansas can hear all the misdemeanor cases, even up to and including termination if parties agree that the judge can hear it. If parties object, then a law trained district court judge would have to hear the termination trial,” Judge Gillian said. “But in this county, the magistrate does all the traffic, all the misdemeanors, and half of the felonies, but he cannot do felony sentencing or do anything on felony sentences. That has to get transferred upstairs to Division I or Division II for them to&nbsp;actually sentence someone after they’ve had a preliminary hearing down here or waived that preliminary hearing down here.” &nbsp;Now the District Judge for Division III, Gilligan will be able to take pleas and execute felony sentences.&nbsp;“If somebody fails on community corrections, I would send them to prison,” Gillian explained. “All a magistrate can do is send someone to jail, is an easy way to look at it.”&nbsp;Judge Gilligan earned his law degree at the Washburn University School of Law, and has always had an interest in law.&nbsp;“I actually ran for the office of Judge, I think in fifth grade, when we&nbsp;had an exchange city in elementary school,” Gilligan said. “I lost that election. But I wanted to be a judge then so I can say as early as fifth grade I wanted to be a judge.” &nbsp;It was in high school during his time on the debate team, that really cemented Gilligan’s enjoyment of litigation. &nbsp;Gilligan initially wanted to be a lawyer, but got “sidetracked” into a career in computer science. &nbsp;Eventually, corporate shake-ups offered him two options to relocate that he did not want. Giving himself a third option, Gilligan applied and got into the Washburn University School of Law. &nbsp;In aspiration of becoming a prosecutor as a start to his career, Gilligan landed an internship with the Shawnee County DA’s office while in school. &nbsp; As an intern, Gilligan said he prosecuted six jury trials and at least 30 bench trials before he graduated.&nbsp;After graduation, Gilligan said he faced a fierce job market. &nbsp;“I was going up against candidates for entry level positions, that had up to ten years of experience,” Gilligan said. &nbsp;He eventually found a job in Reno County with Kansas Legal Services, and in the process came to see Hutchinson, Kansas as his new home and community. &nbsp;From Kansas Legal Services, Gilligan moved on to the DA’s office, where he worked his way up to senior district attorney. &nbsp;&nbsp;Judge Gilligan began his career as a judge, when he was appointed to the bench in January 2019.&nbsp;He was appointed magistrate judge to fill a vacant seat. Upon completing that term, he officially and successfully ran, unopposed, in the election for the magistrate position in 2020. &nbsp;The magistrate judge position is a four-year term. The magistrate position will return to an elected status, once the term of whoever the governor appoints to it is completed. &nbsp;For his time as magistrate judge,&nbsp;Gilligan won the Lee Nusser Award for Outstanding Magistrate Judge of 2021. &nbsp;Judge Gilligan said his goal was eventually reach where he is now as the Division III District Judge. &nbsp;“McCarville’s position opened up, he has been a mentor to me as a magistrate judge so it was wonderful to be able to take on his position,” Gilligan said. “I’ve been involved in the drug court program when I was a prosecutor in the DA’s office, and then I’ve covered the drug court program for him as a magistrate judge. Judge Gilligan settling in to District III position

HUTCHINSON, Kan. — Hutchinson Police chased a suspect confirmed to have major felony warrants Wednesday night into Thursday morning, but that suspect got away.

According to Hutchinson Police Chief Jeff Hooper, "A short vehicle pursuit occurred as the suspect immediately fled. His vehicle was disabled when he bottomed out going over some railroad tracks in the Southeast section of Hutchinson."

Officers flooded and contained the area. Due to the potential threat, the&nbsp; Emergency Response Team was activated. 

"We also requested mutual aid from Reno County SRT, Harvey County ERT, South Hutch PD, Hutchinson Reno County Emergency Communications, Hutchinson Fire Department and Reno County EMS," Hooper said. "We had the area shut down for several hours while officers searched for the suspect. Unfortunately, he was not located. There is no continuing threat to the community."

Hooper also thanked the Moose Lodge for opening their building to be used in conjunction with the police Command Post. 

"Their support allowed us to get personnel inside and out of the weather," Hooper said.

Hooper releases statement on Wed. chase

NEWTON, Kan. — The Newton City Commission at their Jan. 10 meeting, approved the final plat for the redevelopment of the former Fox Ridge Golf Course.&nbsp;

Last fall, the commission approved rezoning the property to multi-family residential (R-3) from the previous single-family (R-S) and commercial (C-2) zoning. &nbsp;

Bryan Legaly Homes is the developer and they have planned&nbsp;a mix of large single-family houses and duplex units.&nbsp;

The commission also received&nbsp;petitions for water, sewer, streets and box culvert to serve&nbsp;the addition.&nbsp;

The development will be built in two phases, with the area east of the drainageway that splits the property being developed first as phase one.&nbsp;

At their Tuesday meeting, the commission set the 2023 dates of fireworks sales and discharge. &nbsp;

Sales of fireworks will be permitted on June 27 through June 30 from 10 a.m.to 10 p.m., July 1 through July 3 from&nbsp;7 a.m.to midnight, and July 4 from 7 a.m. to 10 p.m. &nbsp;

Firework discharges will be permitted on June 30 from&nbsp;10 a.m.-10 p.m.&nbsp;and July 1 through July 4 from 7 a.m. to midnight July.&nbsp;

The commission approved a number of other actions including, a request from Habitat for Humanity to waive about $2,800 in permitting and inspection fees for a new home under construction at 502 N. Columbus.&nbsp;

The final plat for Full Vision’s planned expansion was approved.&nbsp;

A request to close Main Street on May 6 for the Newton Car Show was approved.&nbsp;

Finally, the commission approved a revised purchase and sales agreement with developer Lou Robelli for industrial property in the Kansas Logistics Park. &nbsp;

Robelli decided to purchase the property using a different company name, Air Capitol Industrial Park, rather than Murdock Properties.&nbsp;

The Newton City Commission will meet again on Jan. 24. &nbsp;

Newton commission goes fore-ward with former golf course plat

HUTCHINSON, Kan. — Hutchinson Fire Chief Steven Beer said the stakeholder meeting held on Monday provided valuable feedback to his department.

"We had numerous citizens come in to help us build our five year strategic plan for the Hutchinson Fire Department," Beer said. "A bunch of individuals representing numerous agencies, non-profits, community members, community stakeholders came in to the Hutchinson Fire Department. Questions were asked to them. We basically stood out of the way and we let a third party administer the process to the citizens, so there was no bias."

It is interesting to see how priorities change based on events that have happened over time.

"It was interesting this year, compared to five years ago, the number one thing that was most important, obviously, was structure firefighting, but the second most important thing was our first responder program, followed by wildfire concerns. I think, last time we did it five years ago, wildfire ranked number six, now it moved up to number three."

Beer and his staff are still crunching the numbers.

"My staff, my firefighters, I think there's about 30 of us here that are taking this information, putting it together and building the next five years goals and objectives and critical tasks, based on the community's input."

Beer said community concerns had more to do with training up the firefighters from the EMT level to paramedic and about continuing to improve the speed of their response. Beer plans to sit down with Hutch Post next month once all the conclusions are clear to go into more detail.

SOUTH HUTCHINSON, Kan. — South Hutchinson City Administrator Joseph Turner confirmed to Hutch Post that Fire Chief Shae Barajas-Brooks will not be retained. There is still going to be a South Hutch Fire Department. It is not going away.&nbsp;

"The only conversation we've had has been the replacement with a new chief," Turner said. "I'm not sure exactly where or why those rumors were circulated, but they are just ignorant. It's not true."

The only change expected is in leadership.

"The governing body has decided they want to go into a different direction on this position," Turner said. "None of these positions even have contracts. No one's getting rid of any assistant chiefs or anything like that. Obviously, it's a volunteer department. The only change that is being made is at the chief position."

Turner said a potential new chief does not necessarily need to live in town, but prompt response is obviously important.

"The governing body is going to want to see an individual who has some firefighting experience and has operations experience," Turner said. "We believe that is very important. The city of South Hutchinson has some unique commercial assets that we feel need to be protected and ensure that our economic vitality remains in place. We, obviously, could be crippled by some serious fires in our community, depending on where they hit."

Each month the EnvistaCares Challenge provides one local organization a one-month media package valued at $12,000 to share their story and ask local communities for support. &nbsp;

The Reno County community gave a total of&nbsp;$86,886 to <a href="https://www.unitedwayofrenocounty.org/" target="_blank">United Way of Reno County</a> and Envista matched $2,500, providing United Way of Reno County with a total of $89,386.&nbsp;

A total of $20,000 went to <a href="https://www.brighthouseks.org/" target="_blank">BrightHouse</a> and Envista matched $2,500, providing BrightHouse with a total of $22,500.&nbsp;

Then a total of $13,833 went to <a href="https://www.interfaithks.org/" target="_blank">Interfaith Housing and Community Services, Inc.</a> and Envista matched $2,500, providing Interfaith Housing and Community Services with a total of $16,333.&nbsp;
