RENO COUNTY — There is an opening on the Juvenile Corrections Advisory Board for an Education Representative.

The Juvenile Corrections Advisory Board (JCAB) is a multi-disciplinary board that consists of 12 or more members who represent law enforcement, prosecution, judiciary, education, corrections, ethnic minorities, social services and the general public. 

The members of JCAB are selected according to Kansas statute 75-7044. 

The function of each JCAB is to develop a local comprehensive plan to address the concerns that are impacting the youth within the community, which is then presented to the Board of County Commissioners for approval. 

JCAB directs state funds that are allocated to our district for prevention, intervention and graduated sanction programs for juveniles and acts as the oversight committee for the community to ensure that the comprehensive plan remains at its peak of effectiveness. 

JCAB meets a couple times a year to go through a process of assessment, planning, implementation, and evaluation of the comprehensive plan in order to make modifications and to ensure maximum effectiveness with the funds available. &nbsp;The appointments are for a term of 3 years, and members can be reappointed for additional terms if desired.&nbsp;

Requirements: The applicant must be a Reno County educational professional.

Juvenile Corrections Advisory Board looking for Education Representative

RENO COUNTY — The Board of County Commissioners on Tuesday decided to complete the purchase of land for the waste lagoons to serve the Yoder and HABIT sewer districts at a cost of $350,000. 

According to Reno County Administrator Randy Partington, the commission will be presented with two resolutions at the next meeting to issue temp notes covering the land purchase in HABIT for the Yoder/HABIT Sewer Districts expansion.

"We would issue a temp note, the county would," said Reno County Administrator Randy Partington. "The county would use reserve money of ours to pay for the land purchase. Then, the utility districts would have to pay the county back, with whatever interest rate we determine, what it would do on the retail market. What that interest rate would be, we would charge the utility districts and they would pay that back. We would put that into the financing for the overall project."

The commission also had the option of paying for the project out of ARPA funds, which would have reduced that amount remaining to be spent, but not left the utility districts on the hook for the debt, a motion to that effect was defeated by a 3-2 vote before deciding on the temporary note path. 

Also, commission chair Daniel Friesen still wants to explore the option of what it would cost to pipe the Yoder and HABIT sewer up to the City of Hutchinson's system before they actually build the new lagoons. 

It will cost $1000 to find out if that's possible and the City would still have to agree to it and to what they would charge the county for the work, above and beyond what it would cost to get it there.&nbsp;

"Rough estimate, between the engineer and I is $4 million for that, to run it to Hutchinson," said Reno County Public Works Director Don Brittain. "That would be for the pumps and everything, to get it to Hutchinson and then we'd pay Hutchinson to take it."

Given that the estimate of the lagoon and infrastructure project is $6 million, Friesen wants to know if they would take it or not.

"I continue to be baffled, why we can't work really hard to negotiate with the city," Friesen said. "Even if they've said no, it's $2 million on the table at this point. It makes sense to work to try to negotiate that."

There are also grants to help with the project that need to be applied for soon, so this is an issue the commission will be dealing with quite a bit in the coming months.

County commission to buy lagoon land for Yoder and HABIT

HUTCHINSON, Kan. — The American Farmers Feed the World Act is a bill introduced by legislators from both parties, including Kansas First District Congressman Tracey Mann.

"It does not spend any more money," Mann said. "It's a technical change to make sure as we are doing food aid around the world, let's be making sure that we are sending American grown commodities, our ag products. Let's not just send money. When you just send money, it's hard to track that money. Let's make sure that we are sending American grown commodities."

The goal is protecting at least 50% of the budget for purchasing U.S.-grown commodities and delivering them to the destination country.

"Wheat is the number one commodity used for food aid," Mann said. "There's other commodities, as well. These programs were set up to increase demand and to make sure that we use our American grown ag products. We've gotten away from that. This bill returns us to the original intent of these programs."

The bill would also require U.S. Agency for International Development (USAID) to report to Congress on all program implementation and budget details and requiring U.S. Department of Agriculture (USDA) approval.

"When you send commodities, it's good for the American farmer," Mann said. "It's good for our American shippers and it's good for the people that receive them, as well. Realize that when we send food aid, it goes in a bag and the bag says, a free gift from the taxpayers of America. There's an American flag on it, there's two hands shaking hands. The goodwill that it promotes in these countries is incredible."

Mann was joined by&nbsp;John Garamendi (CA-08), Rick Crawford (AR-01), and Jimmy Panetta (CA-19) in sponsoring the legislation. Garamendi and Panetta are Democrats. Crawford and Mann are Republicans.

Bill to send commodities overseas introduced by Mann and colleagues

This is day 7 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Triple-digit temperatures mean it certainly feels like the right weather to harvest wheat, but producers and elevators alike are feeling behind schedule. Wheat harvest has shifted west, moving into areas with more extreme drought conditions and more abandoned acres. The wheat acres that remain are coming in below average, but slightly better than expected, while producers adjust their harvesting to address pressure from late-growing weeds.&nbsp;

At the Nebraska border, Neil Bekemeyer started harvest on Monday, June 26, and expects to finish up in the next few days. In Washington County and up into Nebraska, Bekemeyer had hail on Wednesday night, which did not break the hollow wheat stems, but did have a bit of shatter. Wheat fared better than corn, much of which was blown over in the wind.&nbsp;

Bekemeyer was surprised at the yields he was seeing, especially considering the moderate amount of weeds below the canopy. Outstanding varieties included AgriPro Bigfoot and LCS Valiant - with test weights coming in between 58 and 60 pounds per bushel.

In Riley County, Kansas Wheat Commission board member, Nathan Larson has mixed feelings about this year’s wheat crop. He recalled how difficult it was to get his crop in last fall because there was too much moisture to even get into fields. He still thinks there was moisture in the ground to help the wheat grow, but his stands did not fill out with tillers like he had hoped, and he had more weed pressure.&nbsp;

Larson has been delivering Syngenta Monument crop to the local elevator in Leonardville, where test weights have not been great at an average of 58 pounds per bushel. Overall, his crop is averaging 30 bushels per acre.&nbsp;

“It’s a disappointing year, but when you think about southwest Kansas, it’s not a BAD year,” Larson shared.

Back in central Kansas, Del Adcock of Bartlett Grain in Great Bend reported the area is about 10 days to two weeks behind normal. So far, they’ve taken in about 20 percent of the wheat they expect to receive. Test weights are good, averaging 60 pounds per bushel and above, with higher-than-average protein.&nbsp;

Adcock said yields are averaging in the high 20s to low 30s with a range from the teens to 50 bushels per acre. Weeds are everywhere, due to thin stands and the crop maturing later than normal.&nbsp;

Bartlett Grain has a six-county draw radius and Adcock expects to receive about half the wheat of an average year. Sitting on a short line rail line, the facility will send wheat to their core business in Mexico as well as company-owned flour mills in Coffeyville, Kansas, and North Carolina.&nbsp;

There’s little excitement about this year’s crop, as approximately 40 percent of acres were abandoned and yields on the remaining wheat are much lower than average.&nbsp;

“Everybody’s ready to have harvest done and out of the way,” Adcock said.

In the northern part of Barton County, Dean Stoskopf reported even higher abandonment, estimating up to 90 percent of local acres would not be harvested due to extreme drought conditions. Some of Stoskopf’s fields went a year without an inch (or some even a half inch) of moisture. The majority of the county finally moved out of D4 (exceptional) drought, thanks to rains in the past two weeks, but more rain is needed to keep that status at bay.

“If it doesn't rain, we’ll be right back in exceptional drought,” Stoskopf said.&nbsp;

Stoskopf abandoned 80 percent of planted acres and chose not to spray the remaining 200 acres. As a result, he decided to use only a conventional combine, which handles the ever-growing weeds better than his other rotary head. He noted 100-degree weather also helps chop weeds a little bit easier.&nbsp;

Stoskopf cut his first field on Wednesday with final results coming in just above crop insurance estimates at 23 bushels per acre, acceptable 12 percent moisture, excellent test weight at 60 pounds per bushel and good protein at 12.8 percent. The only surviving variety on his operation is PlainsGold Whistler, which benefitted from last-minute moisture as a late-maturing variety.&nbsp;

“What survived isn’t doing too bad, but there aren’t many acres of it,” Stoskopf said. “There just is not a whole lot of wheat coming in.”&nbsp;

Cosmosphere to present Mesmerica

HUTCHINSON, Kan. — The applications have now closed for the March 29&nbsp;Request for Qualifications for a doctor to act as a Medical Consultant to assist the county health officer. This is required because the county health officer is Karen Hammersmith, RN, since she is not a doctor.

"We've kind of closed the application process," said Reno County Administrator Randy Partington. "We have four good candidates that have shown an interest and provided some backup material. Now it's really putting that together, getting it to the five commissioners and putting it on an agenda, which is probably going to be the end of July."

Dr. Scott Pauly from the Hutchinson Clinic is the current Medical Consultant. Because County Commissioners have not been informed of all of the names, County Administrator Randy Partington would not release the names of all the applicants.

The position, as currently written in statute, is for public health. This isn't for just all general health items at the Health Department, the medical consultant is specifically for public emergencies, like the one with COVID-19.

The statute intends for this consultant to be an individual.&nbsp;

HUTCHINSON, Kan. — Bill Medley is coming to Hutchinson Friday night at the Fox Theatre and he reflected on how the Righteous Brothers got started nearly six decades ago.

"Bobby Hatfield had a band, I had a band," Medley said. "We had a mutual friend that was working in Vegas all the time and he wanted to come back to Orange County and put a band together that could get a lot of work. He took Bobby and Bobby's drummer and myself and my guitar player and put us together. Boy, and it was fun. Every night, singing with Bobby, it was just fun. Bobby and I were just raised on exactly the same music. I didn't meet Bobby until I was 21. A record company came in, a friend of mine owned a local record company and we sang a song I wrote, Little Latin Lupe Lu. He said, boy, I love that song. Why don't we record it? So, we did. Then we needed a name."

That name came from some of their first fans.

"There was an El Toro Marine base," Medley said. "A lot of the Black Marines heard that there was these two guys down at the club singing Rhythm and Blues, so a lot of the Black Marines started coming in. If you saw a great, say a '55 Chevy, us White guys would say, boy, what a cool looking car. The Black guys would say, boy, what a righteous looking car. If they liked you as a friend, they would call you a brother. So, sometimes, coming to work, they would say, hey righteous brother, how you doin', which meant good friend. I think it was Bobby in the studio, he said let's just call ourself what the Marines have been calling us, the Righteous Brothers."

One of their biggest hits is a song they weren't sure would be big, You've Lost that Lovin' Feeling.

"We had a mutual friend that was working in Vegas all the time and he wanted to come back to Orange County and put a band together that could get a lot of work. He took Bobby and Bobby's drummer and myself and my guitar player and put us together. Boy, and it was fun. Every night, singing with Bobby, it was just fun. Bobby and I were just raised on exactly the same music. I didn't meet Bobby until I was 21. A record company came in, a friend of mine owned a local record company and we sang a song I wrote, Little Latin Lupe Lu. He said, boy, I love that song. Why don't we record it? So, we did. Then we needed a name."That name came from some of their first fans."There was an El Toro Marine base," Medley said. "A lot of the Black Marines heard that there was these two guys down at the club singing Rhythm and Blues, so a lot of the Black Marines started coming in. If you saw a great, say a '55 Chevy, us White guys would say, boy, what a cool looking car. The Black guys would say, boy, what a righteous looking car. If they liked you as a friend, they would call you a brother. So, sometimes, coming to work, they would say, hey righteous brother, how you doin', which meant good friend. Medley bringing Righteous Brothers to Hutchinson Friday

BUHLER, Kan. — As part of the Reno County Child Care Task Force, Buhler Schools has secured a portion of the Accelerator and Innovation Grant for almost $600,000.&nbsp; 

This money is dedicated to building a daycare facility at Buhler Grade School and at Plum Creek Elementary.&nbsp; Each facility will have 39 slots for children from birth to 3 years old.&nbsp; The need for child care is critical in the community and USD 313 is proud to be part of the solution to serve staff and families.&nbsp;&nbsp;

As part of the grant, local entities must raise a percentage of matching funds.&nbsp; The Buhler Education Foundation has committed to partnering with the school district to raise $150,000. 

The fundraising plan and opportunities to donate will come out in the upcoming weeks.&nbsp; Please consider making a tax deductible donation that can help generations of families secure loving and consistent daycare.

Reno County receives childcare grant, Buhler looking for donors

HUTCHINSON, Kan. — The Supreme Court is expected to release its ruling on the legality of President Biden’s student loan forgiveness plan in the coming days. Kansas First District Congressman Tracey Mann is hoping that the court reinforces the power of the purse for Congress.

"When the administration issues an Executive Order, Congress can move to strike it down, through what is called the Congressional Review Act," Mann said. "Last week, I voted to strike down what President Biden is trying to do there. The legislation to strike down that Executive Order passed on a bipartisan measure. It's a pretty widespread rebuke of what the President is trying to do."

The idea is that if student loan forgiveness should be done, it is the purview of those who authorize spending, not of the executive branch.

"President Biden's stroke of the pen is trying to wipe off up to $15,000 of student debt for folks, which is incredibly unfair to all the other taxpayers who are footing that bill, not to mention those that worked hard and already paid off their student loan and also those that never took out student loans in the first place."

Mann has been back in Kansas holding town halls throughout the Big First District this week.

Mann: President shouldn't 'forgive' debt without Congress

Today's "Throwback Thursday Collection" takes us to the northeast corner of East Second Avenue and North Elm. 

In 1901, D.E. Richards started selling candy out of the back of a feed store on Main Street. In 1902, he formed a partnership with A.R. (Rube) Scheble and built a three-story building at 400 E. 2nd. The Richards-Scheble Candy Co. was born. 

On the night of July 2, 1911, the candy factory burned completely to the ground. The first photo shows the residue from the next morning.

Poor water pressure caused the fire department big problems and the cause of the fire was unknown. They were well insured and vowed to rebuild even bigger and better. 

In 1912, they rebuilt the factory. The second photo shows the new structure in 1929 after an addition was added.

The third photo shows the candy packaging room with workers about 1930.

On Jan. 30, 1934, Rube died mysteriously at night in an elevator accident. Eventually, other family members and decedents took over the management of the business. The Candy Co. closed for good on July 4, 1954. 

The building was taken over by the Can-A-Pop Beverage Co. but only operated for two years. From 1958 to 1978, the Zephyr and Western Mfg. companies operated from here. 

In 1992, Chuck's Sheet Metal and Lee Contractors resided here. The fourth photo shows the building today at 400 E. 2nd, owned by Basil Wilson. His family also resides there.

Additionally, there will also be a historic photo display featuring the library and Downtown Hutchinson from the Reno County Museum. 

Dillon Nature Center and the Cosmosphere will also be part of the celebration with activities and information inside the library on the second floor. 

Live music from the Hutchinson Mountain Dulcimers will be in the Kansas Room.

Reminder: Anniversary Celebration at Library Friday

HUTCHINSON, Kan. — For Kara Vaughn, a college student and substitute art teacher at HMS-7 in Hutchinson, she is still amazed at how her art has become something that has gone from the sidewalk to the world.

"I started on TikTok just for fun with 400 followers," Vaughn said. "Once that video took off, I'm now sitting at almost half a million followers on TikTok. In light of a conversation that I had with my landlord's wife, she mentioned that she didn't see any chalk art throughout town. It inspired me to ask TikTok if I should organize a Chalk The Town event in my area to bring the community together and to make a positive of the situation."

The Chalk The Town Scavenger Hunt will be going on Sunday, July 2 in Carey Park from 10 a.m. to 6 p.m.

"Families will get to go to different locations on the map and get a passport stamp on a piece of paper that spells out the word CHALK," Vaughn said. Then they'll get to exchange that for prizes at the end."

There will be food vendors and music at the Hutchinson Zoo from 10 a.m. to 8 p.m.&nbsp;

Artists can check in at each of the sites from 10 a.m. to 2 p.m. after 2 p.m., check in will be at the Zoo only.

Vaughn will be doing chalk demonstrations at each of the three entrance sites, on Carey Park Blvd at 10 a.m. at the Zoo at 2 p.m. and on Plum Street at 5 p.m.

Prize Drawings will take place at the zoo at 6 p.m. for those who have gone to the five sites to have their card filled out. Vaughn wants to get the community involved in bringing beauty to town, even if it is temporary.

"I did it with my students," Vaughn said. "I also run a gaming club, so I love characters and things like that. That's what inspired me to go ahead and start doing chalk art on my own and test the skills and see how much I could develop it, in that sense."

Vaughn now does most of her video work where she has been asked to chalk or at her parents and not in any of the areas where her landlord has asked her not to.

Viral artist invites Hutchinson to Chalk The Town this weekend

RENO COUNTY, Kan. —&nbsp;The Reno County Commission passed a new fireworks resolution 2023-12, repealing the former one 2012-30, during their meeting Tuesday, June 27. 

At the last joint city/county meeting with the City of Hutchinson, Commissioner Randy Parks suggested both bodies consider reviewing their fireworks policies. 

The City of Hutchinson will now allow consumer fireworks during the 4th of July Holiday. The&nbsp; resolution that was passed adopts the same policy as Hutchinson for unincorporated areas of Reno County. The resolution keeps in place other county fireworks policies.

Fireworks can be used in the City of Hutchinson and unincorporated areas of Reno County from 8 a.m. to 11 p.m. on June 30 through July 4. Fireworks emitting a shower of sparks more than six feet are now allowed under the amended county resolution. The new resolution keeps in place the ban on bottle rockets and aerial luminaries.

During the county commission meeting, Megan Davidson, Director of Reno County Solid Waste, reminded citizens how important it is to safely dispose of fireworks.

Five steps to safely dispose of fireworks are:

1. Allow fireworks to cool for one hour before handling.

2. Fill an appropriately sized trash can halfway up with water.

3. After one hour, place all used fireworks, including duds and sparklers, into the trash can with water.

4. Let the fireworks soak overnight in the water-filled bin away from structures.

5. Wrap or double wrap the fireworks in a plastic bag so they can’t dry out. Transfer them to your regular trash bin for pickup or take them to your local solid waste facility for disposal.

At the last joint city/county meeting with the City of Hutchinson, Commissioner Randy Parks suggested both bodies consider reviewing their fireworks policies. The City of Hutchinson will now allow consumer fireworks during the 4th of July Holiday. The&nbsp; resolution that was passed adopts the same policy as Hutchinson for unincorporated areas of Reno County. The resolution keeps in place other county fireworks policies.Fireworks can be used in the City of Hutchinson and unincorporated areas of Reno County from 8 a.m. to 11 p.m. on June 30 through July 4. Fireworks emitting a shower of sparks more than six feet are now allowed under the amended county resolution. Reno County reminds citizens: Safely dispose of fireworks

KANSAS CITY, Mo. — Dixon Land from the FBI's Kansas City Field Office responded to an email inquiry from Hutch Post with their current statement on the case of letters sent to members of multiple state legislatures.

"The FBI is investigating a series of suspicious letters sent to a number of public officials. 

"Some of the letters contained an unknown substance and we are working closely with our law enforcement partners to respond to each incident and safely collect the letters. 

"Laboratory testing is ongoing but at this time has not indicated a risk to public safety. Additional testing will be needed to fully identify the unknown substance in the letters.

"Law enforcement and public safety officials are working to determine how many letters were sent, the individual or individuals responsible for the letters, and the motive behind the letters. 

"As this is an ongoing matter, we will not be commenting further regarding our steps or methods, but the public can be assured that law enforcement will continue to keep the public's safety as its top priority.

"The FBI would also like to remind everyone to exercise care in handling mail, especially from unrecognized senders. If you see something suspicious, please contact law enforcement immediately.

The threatening notes were sent to around 100 legislators in Kansas and additional mail has been sent to lawmakers in Montana and Tennessee. 

The letters appear to have been sent generally to Republicans.

FBI continuing investigation into letters sent to officials

NEWTON, Kan. —&nbsp;At their Tuesday night meeting, the Newton City Commission approved an agreement with USGA to host the 2024 U.S. Adaptive Open at Sand Creek Station Golf Course.

KemperSports regional manager Chris Tuohey, who serves as Sand Creek Station’s general manager, said hosting the tournament was one of the most illustrious opportunities in golf.

“This Championship is going to change lives – for the players, for our community, for our company at KemperSports,” Tuohey said. “We can’t thank the United States Golf Association enough for giving us this opportunity.”

Greg Sanfilippo, USGA senior championship director, said the USGA created the U.S. Adaptive Open to give golfers with disabilities the opportunity to play for a national championship.

The U.S. Adaptive Open includes 96 players, including at least 20 women. The players have one or more eligible impairments, such as limb deficiency, short stature, vision impairment, or intellectual impairment. All players must have a Handicap Index® of 36.4 or less and have a WR4GD Pass (World Ranking for Golfers with Disability).

Sanfilippo described the Championship as an event on the level of the U.S. Open or U.S. Women’s Open. The Golf Channel provides some live coverage.

The 2024 Championship is planned for July 8 through July 10, 2024. The City’s agreement with USGA lays out each party’s responsibilities for planning and hosting the event. The City’s financial commitment will be $200,000 to $250,000, with the USGA contributing about $950,000. The City of Newton will work with the Central Kansas Community Foundation to set up a fundraising mechanism to support the players and the tournament itself.

The inaugural U.S. Adaptive Open was held in 2022 at Pinehurst Resort &amp; Country Club in North Carolina, and this year’s Championship will be July 10 through July 12 at Pinehurst.

The last time Sand Creek Station hosted a USGA event was in 2014, when the course held the final U.S. Amateur Public Links Championship. Like that event, the U.S. Adaptive Open will offer many opportunities for residents to volunteer to help.
