OSAGE COUNTY—One person died in an accident just before 2 p.m. Sunday in Osage County.

According to Sheriff Chris Wells, a 2020 Ram 1500 driven by&nbsp;Raul A. Reza-Lujan 36, Hutchinson, was southbound in the 32400 block of South Shawnee Heights Road, near Melvern.

The driver lost control of the pickup.&nbsp; It left the roadway to the west and rolled.&nbsp;Reza-Lujan, the only occupant, was pronounced deceased at the scene.&nbsp; He was not wearing a seat belt, according to the sheriff's office.

Reno County Public Works announces road closure

HUTCHINSON, Kan. — The Hutchinson Fire Department is teaming up with the National Fire Protection Association® (NFPA®) — the official sponsor of Fire Prevention Week (FPW) for more than 100 years — to promote this year’s FPW campaign, “Cooking safety starts with YOU. Pay attention to fire prevention.” 

The campaign works to educate everyone about simple but important actions they can take when cooking to keep themselves and those around them safe.

"Cooking fires still are the leading cause of home fires year after year," said Hutchinson Fire Marshal Mike Cain. "Forty-nine percent of all home fires start in the kitchen."

Paying attention is the key to staying safe.

"Two of the main causes of cooking fires or kitchen fires, one is unattended or inattentive cooking," Cain said. "The other is, the way of the world now, everybody's so busy, you get in there and you start cooking, the kids or the dogs or the pets, come in, distract you and next thing you know, you're in the living room and the kitchen's on fire."

Turn pot handles toward the back of the stove. Always keep a lid nearby when cooking. If a small grease fire starts, slide the lid over the pan and turn off the burner.

"You want to create a space in your kitchen, kind of a safe space," Cain said. "We look at three feet around the stove or the grill, if you're outside grilling. Now, everybody's using the Blackstones. It's the same type of thing. Kind of keep a three foot space around there with no kids or pets to distract you."

Fire Prevention Week goal to minimize cooking fires

HUTCHINSON, Kan. — After 35 years of service to Reno County, Shelly Bredemeier is retiring as Director of Reno County Youth Services, 219 West Second Ave., and her last day will be on December 22, 2023.

Bredemeier began working at Youth Services after graduating from college in 1988. During her 35 years, she held these job positions: on call Youth Care Specialist, full time Youth Care Specialist, Youth Care Specialist Supervisor, Reno County Resource Coordinator, Juvenile Corrections Advisory Board Coordinator, Juvenile Intake and Assessment Supervisor, Assistant Director, and for the past three years Director of Youth Services.

Bredemeier said, “It has been an honor to serve Reno County for 35 years. I was blessed with an amazing work family. Each day presented new challenges and many rewards. While working with so many young individuals, every day was an adventure, which provided many opportunities to help both juveniles and their families. My oh my, the many wonderful, unusual, surprising, and funny events that occurred over the many, many years, which now are my treasured memories. I have confidence that Reno County Youth Services will continue to be one of the best Youth Residential Centers and Juvenile Detention facilities in the state. The amazing staff at Youth Services do a tremendous job overseeing the youth’s daily needs. They work with unpredictable youth every day and without fail, they continuously provide a safe, positive teaching environment to improve the lives of juveniles.”

“Congrats to Shelly and a huge thank you on behalf of Reno County for her years of service and dedication to our community,” said Reno County Commission Chairman Daniel Friesen.

Reno County Administrator Randy Partington said, “Shelly has been valuable to Youth Services and Reno County for many years, and she will be greatly missed. I wish her the best in her next endeavors.”

Bredemeier will be recognized during a regularly scheduled Reno County Commission meeting at 9 a.m. on Wednesday, December 13, 2023, in the Veterans Room at the courthouse, 206 West First Avenue.

Youth Services Director Shelly Bredemeier to retire after 35 years of service

HUTCHINSON, Kan. — Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel is looking forward to the unveiling of the Downtown Hutch Master Plan with Olsson Studios.

"They are putting the finishing touches on that plan," Teufel said. "They looked at dates in November and it looks like we will be hosting a public unveiling of the plan on November 30. Everyone mark your calendars for that. We're hoping to host that at Memorial Hall. That is not confirmed as the venue yet, but that's tentative."

The work on this has been ongoing since last fall.

"We're going to see the culmination of really, the last year of work that Olsson Studios has done with their team, with their economist, with local input from the local charettes that they held here in April," Teufel said. "We're really excited to see what they unveil. It's going to be everything from kind of creating downtown districts that coalesce, and what the needs are in those districts to really bring them to further life. It's capitalizing on the momentum that we already have. It's taking opportunities, like the Landmark, under new ownership and what we can do with the Landmark."

There are all sorts of economic development opportunities that could be used, but one previously used in Reno County came to Teufel's mind.

"We had a STAR Bond District years ago with the STRATACA Underground Salt Museum," Teufel said. "Maybe we can create momentum with a new STAR Bond District related to downtown and the corridors that feed into downtown, that would give us some new tools to apply to projects in downtown, that can really bring those to even greater life."

According to an <a href="https://www.kslegislature.org/li_2022/b2021_22/committees/ctte_h_cmrce_lbr_1/documents/testimony/20220118_01.pdf">audit of STAR Bond Districts conducted in 2021</a>, the $4.8 million STRATACA project retired its bonds in 2013.

Downtown Hutch Master Plan to be unveiled next month

HUTCHINSON, Kan. — The City of Hutchinson Planning Commission will review changes in the language in the Day Care section of the City's zoning regulations at their meeting on Tuesday.

Below are the proposed regulations, as provided to the Planning Commission by Jim Seitnater.

Sec. 27-903 Licensed Day Care Homes, Licensed Group Day Care Homes, Child Care Centers and Preschools

A. Day care homes and group day care homes shall be permitted subject to the approval of a residential day care permit by the City. The following standards shall apply:

1. The day care provider shall be licensed by the Kansas Department of Health and Environment of the State of Kansas and shall reside on the premises.

3. Only one employee, other than persons residing on the premises, shall be permitted.

4. Prior to the approval of a residential day care permit or the renewal of a permit, the home shall be inspected for compliance with any applicable building or fire codes.

If any deficiencies are found, they shall be corrected prior to approval of the permit by the City.

5. The initial permit shall remain in effect unless the permit is revoked by the City or there is a change in ownership, or the State of Kansas license is no longer valid.

B. Child care centers and preschools may be permitted based upon the following:

1. As an accessory use permitted by right in conjunction with an approved educational or institutional use.

2. As an accessory use and in conjunction with an approved commercial or industrial use or governmental agency provided that a special use permit is approved by the Board of Zoning Appeals.

3. As a principal use that meets all state and local regulations. Refer to Sec. 27-406 Table of Land Use Categories, to determine the zoning districts in which a child care center or preschool is permitted.

4. Child care centers and preschools shall be subject to a general traffic plan being submitted to and approved by the City Engineer. Such plan shall not permit&nbsp;parking on any adjacent public street, and shall include a drop-off and pick-up site designated to prevent traffic congestion or vehicles stacking onto the public&nbsp;streets.

The City of Hutchinson Planning Commission will meet Tuesday at 5:30 p.m. in the City Council Chamber at 125 East Avenue B.

Planning Commission to review Day Care zoning

HUTCHINSON, Kan. — Creighton University economist Ernie Goss is not positive about the next few months for the economy, and neither are the people he surveys.

"A high proportion of the manufacturing supply managers are expecting a recession before the end of the first quarter of 2024," Goss said. "We're certainly not out of the woods, the region is not and the U.S. is not."

Economists have been looking for a recession all year, but it has yet to really materialize.

"Why didn't we get it?" Goss said. "The economists didn't expect the Biden Administration to run a deficit of $2 trillion, nor did they expect the money supply to continue to hold up to post-pandemic levels."

Goss is calling what's happening to the economy right now a 'rolling recession'.

"Some parts of the economy are in recession," Goss said. "Manufacturing, it's sideways to down. Then you get banking and finance, down, then you get real estate, commercial real estate, down. Now, you've got residential real estate moving lower. Industrial real estate is still holding up okay. You've got some real recessionary conditions out there in certain industries and certain sectors already."

It's still hard to anticipate exactly what the Federal Reserve will do in the coming months, but Goss sees at least one more rate hike on the horizon between now and the end of the year.

"For the past forever, Buhler Frolic has been on the 1st Saturday of October. For quite a long time, we were the only event happening on the 1st Saturday. Over the past several years, we are starting to struggle as there are many events that now happen on the same weekend in Hutchinson. 

"With the Rod Run, BrewFest and now HutchFest along with a lot of other events happening in communities in a close radius to Buhler, we have made a decision to move Frolic to a different weekend. We are going to move our festival to the last Saturday of September. 

"Next year, Buhler Frolic will be on Saturday, September 28th.&nbsp;

"This is not a decision that we are taking lightly and we know that change is hard. Our hope is we can draw even more to our awesome little town and showcase our community."&nbsp;&nbsp;

The 2024 theme was also announced Sunday. It is 'Big Top Frolic'.

Buhler Frolic committee announces move of festival date

HUTCHINSON, Kan. — The 2023 Downtown Hutch Rod Run started off in the cloudy cool air on Friday, but soon bustled with cars across Main and its side streets.&nbsp;

This years winner out of all cars original or restored was Gary Walker's 1970 Pontiac GTO. The 2nd place winner was Steve Henry's 1956 Chevrolet 210.

There were 19 award classes in total and nine specialty classes.&nbsp;

HUTCHINSON, Kan. — Several local car owners entered their cars in the 2023 Downtown Hutch Rod Run.&nbsp; Terry Brigman of Hutchinson brought his 1959 Prowler Orange Chevrolet Biscayne. He sold a Chevrolet Corvette to acquire the Biscayne.&nbsp;

Brigman said he bought the car out of North Carolina and had it shipped by truck. The car features airbrush logos, a 700R4 overdrive transmission and a 409 motor with 300 horsepower.&nbsp;

"It was all completely re-done," Brigman said. "It had a few problems.&nbsp; I worked on it after I got it otherwise it's a perfect restoration and a lot of body work. Paint was done in California. 409 motor which is unusual for that year. Beautiful car. Beautiful inside and out."&nbsp;

Brigman said he enjoyed seeing old friends at the rod run.&nbsp;&nbsp;

"I usually come to some of the car shows," Brigman said. "I like shorter shows. The last four or five hours but I've seen a lot of people down here that I see once a year down here or something like that."

The body and paint work of Brigman's car was specifically done by Best of Show Customs in Escondido, California. The airbrush was done by Jon Peters, and the upholstery was restored by North Country Upholstery.&nbsp;

Brigman currently has the Biscayne up for sale as well for $59,000. He said he trades in a car every few years.

Hutchinson man's Biscayne just one example of classics at Rod Run

BUHLER, Kan. — As all school districts across Kansas will be required to do, the Buhler USD 313 Board of Education will discuss an enrollment policy at their meeting on Monday, October 9.&nbsp;

"Open enrollment is really referring to out of district students applying into your district to come," said USD 313 Superintendent Cindy Couchman in September. "If you live in district, no questions asked, you are automatically accepted, by law. Open enrollment is for out of district students who want to come to a school system."

Prior to this year, districts across Reno County generally accepted whoever asked, as in a decreasing overall enrollment environment for the county as a whole, there is usually space for kids.

"We take them anyway, as long as they meet our requirements," Couchman said. "I think everybody has the same ones. They have good attendance, they are on track to graduate and their behavior is good."

New legislation requires there to be a written policy on acceptance going forward, that's what the school board discussion is about.

"That policy has to be set in December," Couchman said. "Everybody's going to be having a hearing. You have to advertise it in the newspaper of your hearing and then you will adopt your policy. That policy states, what is your procedures for accepting out of district students? In January, you have to set capacity and talk about the capacity of how many students per grade level, like a student teacher ratio K-8, you could do building total capacity at the high school."

The agenda is only anticipating 15 minutes of discussion, so this is likely preliminary prior to the setting of the policy by the end of the year. 

The Buhler USD 313 school board meeting is at 5 p.m. Monday at the Burkholder Administrative Center in Buhler.

USD 313 to discuss enrollment policy at October meeting

HUTCHINSON, Kan. — As part of their meeting on Monday, the USD 308 Board of Education will be asked to approve Design Construction Services (DCS) for $467,602.00 to replace rooftop units at Allen Magnet School and upgrade controls that operate these units.

USD 308 Board to approve HVAC at Allen Monday

HUTCHINSON, Kan. — Kansas State Fair General Manager Bryan Schulz announced the schedule for a new fall event at the Kansas State Fairgrounds later this month.

"We threw this out to our special events coordinator, Tina Evans," Schulz said. "She ran with it. Now, we're going to do the Fall Fest and Movie Night on Oct. 21 from 4 p.m. to 9 p.m."

There will be fun for everybody before the movie starts.

"We talked to Charlie and Carrie," Schulz said. "We're going to be opening up the beer garden and the wine garden and also talked to Charlie about getting the Ye Olde Mill opened up. He's going to run that from 4 p.m. to 9 p.m. It's $4 a person to ride on the boats. We also have Kettle Korn out there, but the neat thing about it is, we're turning the Grand Size west side Grandstand sign into an outdoor movie theater. We're going to be playing Hocus Pocus. That will start at 7 p.m. You can bring out your lawn chairs, back up your truck, however you want to do it. It will be a great opportunity. It's free for you to come out there. It's just going to be a lot of fun."

It's a chance for people who may have not gotten out to the Fair to see some of the improvements on the grounds, including the new screen and new PA system.

HUTCHINSON, Kan. — According to a memo provided to the Nickerson-South Hutchinson USD 309 Board of Education prior to their meeting on Monday, the replacement and refresh of the video surveillance system in the district will begin the week of October 9th, 2023. 

The process and replacement of this large number of cameras will take a bit of time and will be done in stages. The first stage will most likely be starting at South Hutchinson Elementary School, then moving through the district ending up at the district office to finish the refresh project. &nbsp;

This project will also require updating and modifications to be done to the servers in order for them to handle and continue to work efficiently because of the upgraded video that will be streamed. 

This includes a substantial amount of additional storage that will be needed, as well as an overall update to the district's server and client software.&nbsp;

USD 309 to upgrade school cameras

LINDSBORG, Kan. — The Bethany College Office of Advancement is excited to announce the endowment of the Henry Hays Scholarship. Dr. Hays was a business professor from 1977 – 1996, leaving his mark on the Bethany College campus and in students' lives forever.

In honor of their 40-year reunion, the class of 1983 has formed this scholarship with an initial amount of $40,000 to honor Dr. Hays. The scholarship awards a student with a passion for business, economics, and data analysis, intellectual curiosity to explore new ideas and perspectives, and an ethical approach to global business relationships. The recipient will also participate in at least one of the internship opportunities offered at Bethany College that will explore and teach business skills and inspire an academic career such as that of Dr. Hays, who mentored so many of his students.

"We are delighted Professor Hays is being honored with this scholarship. With this award, Bethany College students can continue their studies of business and economic changes in a global market and participate in a unique internship opportunity while continuing their path to their purpose. We want to thank the Class of 1983 for their generosity in honoring Professor Hays, who influenced many of them during their time at Bethany College," says Angie Martin, Associate Professor of Finance and Coordinator of Undergraduate Studies.

Hutch Fest continues Saturday

RENO COUNTY, Kan. — A Public Hearing about the improvements to the Yoder and HABIT sewer districts will be held at 9 a.m. on Wednesday, Oct. 11th in the Veterans Room at the Reno County Courthouse.

The Loan application will include funding for the following improvements:1. Wastewater Treatment Plant Improvements consist of the construction of new lagoons with all appurtenances for treatment of raw sewage from Reno County Sewer District Nos. 201 and 202 with an estimated amount of $2,892,600.00.2.
