HUTCHINSON, Kan. — Each year, Kansas statute designates September 20 as Enrollment Count Day; the date that is used to determine the number of students regularly enrolled for funding purposes. 

As of September 20, 2023, USD 308 student population is 4,030. The district is up 29 students from the end of last year (May 2023); up 33 students from count day last year (Sept 2022); and up 7 students from enrollment in the 2021-22 school year.&nbsp;&nbsp;&nbsp;

Schools that increased their student enrollment are Faris Elementary, Graber Elementary, Morgan Elementary, Wiley Elementary, HMS 8, and Hutchinson Virtual School (total increase: 183 students).&nbsp; The greatest increases are at Hutchinson Virtual School, followed by Faris Elementary.&nbsp; Student populations have decreased at the following schools: STEM Magnet at Allen, Lincoln-McCandless, HMS 7, and Hutchinson High School. The total decrease within these schools is 150. The largest decreases are at Lincoln-McCandless and HMS 7.

The district's elementary school numbers have seen an increase of 11 when compared to last year’s count day numbers. This increase is attributed to the addition of 27 virtual elementary students. This year, sixth-grade students slated to attend the now-named Lincoln-McCandless were able to choose another school if desired, as that was predicted to be a large class and at capacity.&nbsp; Former Lincoln students were able to choose other schools that may have been closer to their residence, while some returned to their home school boundary within the district.&nbsp; About 15 students from Lincoln chose to attend a neighboring school district.

“A trend we’ve seen the past few years is that virtual school is growing. Some families transitioned home for virtual learning during COVID, are loving the experience, and have not returned to the traditional in-person school environment. We support those families and those students through our virtual school with certified teachers and staff using USD308 approved curriculum,” said Dr. Dawn Johnson, Superintendent.&nbsp;&nbsp;

Currently, USD 308 is undergoing a facility study with a group of approximately 50 stakeholders from the district and community.&nbsp; At the conclusion of that study, more will be known about the future of many of the USD 308 buildings, including Lincoln Elementary.&nbsp; At this time, Lincoln is being used to educate 3 Head Start classrooms that were previously housed at McCandless. There is a short waitlist to serve more students in Head Start, but finding teachers certified in early education proves to be a challenge. Over the summer, there were conversations about Lincoln being used to support educational space for the Early Education Center and a local group of homeschooled students; however, neither of those conversations led to either group officially requesting to use space at Lincoln Elementary.

USD 308 enrollment up

NEWTON, Kan. — Newton firefighters continue to work hot spots after a large fire caused by a wreck on U.S. 50 that injured two people Wednesday afternoon. 

The incident began about 1 p.m. when a minivan traveling west on U.S. 50 near Old Main blew out a tire. The driver lost control of the vehicle, crossed the median and hit an eastbound semi. The semi then left the road and struck an RV storage facility, starting the fire. The fire also spread to the grass on the north side of U.S. 50. 

The driver of the minivan was taken by ambulance to Wesley Medical Center in Wichita with minor injuries. The semi driver was able to extricate himself from the wreck and was taken by a private vehicle to NMC Health with minor injuries. 

Multiple RVs burned in the fire, and the building structure was seriously damaged. About 25 acres on the north side of U.S. 50 burned, but crews were able to keep the fire from jumping SW 14th Street toward the residential neighborhood. 

Newton Fire was assisted by&nbsp;Halstead Fire/EMS, Hesston Fire/EMS and Sedgwick Fire-Rescue.&nbsp;&nbsp;

Newton Fire working hot spots after accident

HUTCHINSON, Kan. — Kansas U.S. Senator Jerry Moran told Hutch Post Wednesday that there has been progress in the negotiations between the U.S. Fish and Wildlife Service and other water rights holders in the Rattlesnake Creek watershed.

"The U.S. Fish and Wildlife Service has requested the state of Kansas to pause their application, determining that there's a water right impairment in the Rattlesnake Creek watershed affecting Quivira," Moran said. "That's a good development, because what the U.S. Fish and Wildlife Service is requesting is further cooperation between the communities and the stakeholders, Quivira and the irrigators in that area, to find a way that is the right path forward that is not damaging to either side."

The eight counties in the watershed are Kiowa, Edwards, Pawnee, Barton, Stafford, Pratt, Rice and Reno.  Stafford, Kiowa, and Edwards counties cover more than 82% of the watershed area.

"The Congressional Delegation and the Governor weighed in, asking for help from U.S. Fish and Wildlife," Moran said. "The Division of Water Resources, within the Kansas Department of Agriculture, will take the lead. I would guess most of the action will occur in Kansas."

The pause in the application is for one year, to allow everyone to come to the table and hopefully come to a solution that allows for enough water for everyone.&nbsp;The towns of Stafford, St. John and Macksville have water rights that are junior to the ones the U.S. Fish and Wildlife Service have as part of the claim that has been paused.&nbsp;The wildlife refuge holds a state water right that was established in 1957.

Moran announces progress in Quivira water situation

MCPHERSON COUNTY—Law enforcement authorities are investigating a suspect on multiple allegations after a standoff in the McPherson County town of Marquette.

Just after 3:30 p.m. Tuesday, dispatch received reports of a man brandishing a firearm at multiple individuals in Marquette, according to a media release from the McPherson County Sheriff's office.

Deputies responded and found a man outside his residence with the firearm. Deputies attempted to have the man surrender when he pointed his firearm at deputies and retreated inside his home. 

Multiple agencies including the McPherson Joint Special Response Team, Lindsborg Police Department, Kansas Highway Patrol, Marquette EMS, and Reno County Sheriff's Office were called in to assist with negotiations and securing the perimeter. 

After a 5-hour standoff, the man identified as 68-year-old Marlin Carpenter, according to online jail records, was taken into custody without further incident. 

He was transported to McPherson Hospital for medical evaluation and later booked into McPherson County Jail on requested charges of Criminal Threat, Aggravated Assault with a Deadly Weapon, Interference with LEO and Aggravated Assault of a Law Enforcement Officer. He is no longer in custody, according to online jail records.

McPherson County Sheriff's Office reports on standoff

WICHITA, Kan. — The Kansas Leadership Center (KLC), a Wichita-based nonprofit, has selected Reno County as the third of four communities in the Heartland region to participate in a pilot program that will generate leadership and civic engagement to support local entrepreneurship.

Earlier this year, Liberal, Kan. and Marshalltown, Iowa were selected as the first two communities for the pilot program. The final community will be announced later this year.

“We're excited to work with, and learn from, people in Reno County who have already done such interesting work in the entrepreneurial ecosystem building space. Hopefully our program can explore some of the less frequently discussed dynamics and patterns in the community,” said Lucy Petroucheva, civic engagement manager at the Kansas Leadership Center.

In 2021,&nbsp;the Ewing Marion Kauffman Foundation funded KLC to launch&nbsp;“<a href="https://kansasleadershipcenter.org/kansas-leadership-center-launches-multi-state-listening-tour/" target="_blank">Heartland Together</a>,”&nbsp;a project focused on addressing systemic challenges that affect entrepreneurs’ ability to start and grow local businesses in the Heartland region.&nbsp;In 2022, KLC launched a two-week listening tour with stops in Kansas, Iowa, Missouri and Nebraska where teams facilitated listening sessions in both English and Spanish in 22 communities. These sessions were designed to diagnose the state of local entrepreneurship and the environments that support it – their ecosystems. KLC thoroughly considered population size, population diversity and engagement potential when determining community selection for the pilot program.

KLC developed the pilot program to engage key local stakeholders who support entrepreneurs and make it easier for them to diagnose their challenges and work together differently to make their community more welcoming to entrepreneurs. The design will leverage KLC’s approach to collective leadership on&nbsp;<a href="https://kansasleadershipcenter.org/distinguish-technical-and-adaptive-work/" target="_blank">adaptive challenges</a>&nbsp;– which has shown progress on other civic issues – to help these communities adopt economic development practices that focus on local entrepreneurs and community support for entrepreneurship.

The program will&nbsp;promote local entrepreneurship by equipping a broad range of community members to&nbsp;lead in their communities and design experiments that make progress on the barriers to thriving entrepreneurship.&nbsp;Local champions have been recruited to tailor the programming to the specific needs of the community and recruit program participants that reflect the community.

On September 19, KLC conducted two Diagnosis sessions in Reno County&nbsp;to discuss the community’s adaptive challenges, begin mapping their entrepreneurial ecosystem, and consider who should be a participant in the program. KLC is returning to Reno County November 14-16 for the Flagship Experience – a program for up to 25 participants, in which KLC will teach core principles in leadership, inclusive ecosystem building, and civic engagement. The program welcomes participants from various backgrounds, including community leaders, aspiring entrepreneurs, business professionals, and anyone passionate about driving change in the entrepreneurial landscape of Reno County.

HUTCHINSON, Kan. — According to statistics provided by the Kansas Department of Transportation, only seven counties in the state had more than 300 car-deer crashes in 2022. One of those was Reno County.

Butler County had 361 crashes, Shawnee County had 339, Sedgwick County had 324, Johnson County had 319, Cowley County had 315, Douglas County 313 and Reno County 308.

Vehicle-deer crashes can happen any day of the year on Kansas roadways. Across the state, 37% of all single-vehicle crashes in 2022 involved a collision with a deer. The Kansas Department of Transportation reports six people were killed and 575 people were injured in collisions with deer in 2022.

These crashes greatly increase from now until the end of the year because of deer breeding season, with November typically the peak time.

This is why KDOT, the Kansas Highway Patrol, the Kansas Department of Wildlife and Parks, AAA Kansas and the Kansas Turnpike Authority are joining to raise awareness and help decrease vehicle-deer crashes.

“If a deer enters the roadway in front of your car, it is best to hit the animal and not swerve to avoid it,” said KHP Captain Candice Breshears. “We find more serious crashes occur when you swerve to miss the deer, potentially losing control of your vehicle, leaving the road or veering into oncoming traffic.”

If a collision occurs, move the vehicle to the roadway’s shoulder. Then, if possible, call law enforcement – KHP dispatch at *47, the Kansas Turnpike at *KTA or local law enforcement at 911.

Put the vehicle’s hazard lights on, whether it is light or dark outside.

Remain in the vehicle with your seat belt fastened to be better protected.

Contact your insurance company to report any vehicle damage.

Shawn Steward, Public and Government Affairs Manager for AAA Kansas, said deer can be unpredictable, so even the best drivers are at risk.

“In addition to the inconvenience of your vehicle damage, the cost of repairs may put a serious dent in your wallet,” Steward said. “AAA insurance statistics indicate that the average claim in Kansas for an animal strike in 2022 was almost $7,000 – up more than 60% in just five years.”

Anyone involved in a collision with a deer or other animal resulting in personal injury or property damage totaling $1,000 or more is required to immediately report the incident to the nearest law enforcement agency.

Nadia Marji, Chief of Public Affairs and Engagement Officer for KDWP, said a common question to the agency is if a hunting license is needed to personally take a deer carcass from a crash scene.

“KDWP has a process in place for this through salvage tags,” Marji said. “A salvage tag is required to remove all or part of a deer carcass from an accident site and can be issued by a KDWP game warden, KHP trooper or sheriff’s deputy.”&nbsp;

Increase roadway safety this fall and throughout the year by staying alert, obeying posted laws and eliminating distractions while driving. Always wear a seat belt and use appropriate child safety seats, every trip, every time.

Across the state, 37% of all single-vehicle crashes in 2022 involved a collision with a deer. Reno County in top ten for most car-deer crashes in past year

HUTCHINSON, Kan. — Grace Christian Church Pastor Darryl Peterson let Hutch Post know that City Council member Steve Garza will be hosting another meeting at The Zone at 426 East Ave. B on Saturday.

"The Zone is the old Winans school building," Peterson said. "We average, at least, whenever he has the meetings about 25 plus people. Not only that, but it's opened up the opportunity, because he explains what takes place. He explains what's coming down the pike and then he has opportunities for people to speak. It's amazing how many people have started coming in, and they want to know the answers for this and answers for that."

Garza brings a lot of help to make sure everybody understands, as well.

"The City Manager, she will be there," Peterson said. "The Mayor will be there, a couple other council members will be there. It's very well represented. It's just the opportunity, most people will sit there and gripe and bellyache about what's going on in the coffee shop or whatever. When they come into there, it's a whole different atmosphere. They ask questions and they get answers. There's always some representative from the city that can give the answers that they need."

The idea is that for people who aren't available during the week to come to the regular meetings, that they can still find out what's going on in the city.&nbsp;

Public meeting with Garza is Saturday

HUTCHINSON, Kan. — The Kansas State Fair board on Tuesday set the time and place for the meeting in November to discuss the future of the half mile oval at the Kansas State Fairgrounds.&nbsp;

The board voted unanimously to hold its regular meeting on Tuesday, November 14 beginning at 2:30 p.m. and conduct the rest of the business between 2:30 p.m. and 4:30 p.m. and then begin the public session regarding the racetrack at 5:00 p.m. at Dillon Hall in the Encampment Building. 

They will begin that portion of the meeting by going over whatever proposals they have received at that point.&nbsp;Formal proposals for saving the racetrack must be provided to the Fair Board in writing by Oct. 31. As of Tuesday's meeting, they had not received any proposals that would qualify. 

Following the presentation of any formal proposals, public comment will last for an hour. Each individual will be limited to 10 minutes of comments and must sign in before the meeting.

MCPHERSON, Kan. — The McPherson County Health Department will host a flu shot clinic Wednesday morning. The clinic will take place at the McPherson Senior Center from 9:30 to 11:30 a.m.&nbsp;

Flu Shot clinic in McPherson Wednesday

HUTCHINSON, Kan. — Clothed in Compassion, Corp. (CiC) is celebrating their one-year anniversary this month with a fundraising auction.

CiC is the first non-profit pediatric occupational therapy clinic in Reno County. Founded by Dr. Megan Bartley, OTD, OTR/L to meet a healthcare gap in her hometown, CiC provides accessible, specialized care that meets families where they are—regardless of financial circumstances or ability.

"I firmly believe all families should have access to holistic care that meets them where they are, and reminds them in the way they are seen and served, that they are loved," said Dr. Bartley.

CiC officially opened their doors to the community on October 31st, 2022. They are currently serving more than 40 families on a weekly basis, and host a series of sensory-friendly events &amp; camps throughout the year, such as their Sensory &amp; Santa Christmas event.

While their events are free for families in our community, they offer some services at a discounted rate, and even pro bono when necessary, for families who need support, but may not be able to access other resources due to financial constraints. In celebration of providing services in Hutchinson for a whole year, they are hosting an online silent auction. Auction items include handmade paintings made by CiC kiddos, sports tickets, gift baskets, baked goods, and a 3-person fishing trip.&nbsp; There is something for everyone.

The auction opens on Monday, October 16th at 10 a.m., and final bids end on Saturday, October 21st at 10 p.m. All donations are tax deductible.&nbsp;100% of the funds raised will allow CiC to continue providing accessible, specialized care in Reno County,&nbsp;and expand services to include speech therapy and play therapy / counseling.

Clothed in Compassion holding anniversary auction

HUTCHINSON, Kan. — Wichita State University's Center for Economic Development and Business Research released an updated Kansas Employment Forecast last week.

"Our forecast for the rest of Kansas is actually stronger than their natural rate of growth," said Jeremy Hill, director, Barton School of Business Center for Economic Development and Business Research at Wichita State. "We're still thinking the whole state and the non-metro areas of the state are going to be in an expanding phase."

Production: The overall production sector is projected to see a minor growth of 0.2%. The natural resources, mining, and construction sectors are anticipated to expand by 3.4%, reflecting the region's continued emphasis on these industries.

Services: Representing a significant portion of the employment segment, the services sector is projected to grow by 0.3% in 2024. The education &amp; health services segment remains promising, with a forecasted growth of 0.3%.

Government: This sector is anticipated to see a growth of 0.4% in 2024, indicating stable government employment opportunities and public sector initiatives.

"Areas like Hutchinson are expected to be a lot stronger," Hill said. "Particularly Hutchinson, because of the manufacturing and production sector, in our forecast it's very strong growth."

The additional dollars pumped into the economy have resulted in businesses wanting to grow to keep up with inflation.

"We've seen, over the last couple of years, lots of investments," Hill said. "That's really changing the trajectory of the state. We've made these investments in a lot of manufacturing. Now that we've made those investments, companies are coming, we're seeing them creating new jobs and that will have some value bringing new people into the economy, which then spills over into the broader economy."

Hill admits that in order to have the people to fill the jobs forecast, the state will have to be more competitive in attracting labor and preventing outmigration of those that grew up in the state and would be willing to stay for the right job.

INMAN, Kan. — Inman Police Chief Bobby Herron announced Tuesday that on Friday, October 13th, the Inman Police Department will be hosting a Crisis Drill Training. 

This drill will encompass the area of Pleasant View Home as well as various parts of the Inman school buildings. Participants in the drill include Pleasant View Home, Inman Public School District #448, Inman Police Department, McPherson Sheriff's Office, McPherson EMS, McPherson Sheriff/McPherson City Joint SRT Team, McPherson Emergency Management, as well as other emergency personnel and first responders. 

If you live in the area of these buildings or are passing by, expect to see heavy police presence in and around the area as well as fire and EMS coming and going from the area. You may also hear sirens, alarms, loud speaker announcements as well as simulated gunfire. 

Signs will be posted in the areas of operation noting the police training is in progress. This training is scheduled to begin around 8 a.m. Friday and will last into the early afternoon hours.

Inman USD 448 does not have school on Friday, Oct. 13.

Inman Police to hold training Friday

HUTCHINSON, Kan. — Superior Boiler announced on Tuesday that its quality management system has been re-certified as compliant with ISO 9001 international quality standards. The company received its original ISO certification in 2020. American Systems Registrar (ASR), an independent, accredited U.S. certification body, performed Superior’s recent audit and authorized the certification.

Superior Boiler achieves ISO 9001 re-certification

HUTCHINSON, Kan. — The Hutchinson City Council is conducting interviews for the permanent City Manager this week.&nbsp;

According to Mayor Jon Richardson, they plan to interview five candidates in person.

Two of those interviews are scheduled for Tuesday, two on Wednesday, and the final one on Thursday.

The names of the finalist candidates will not be released, because there are confidentiality agreements since some of them are currently employed with other government entities elsewhere.

City Manager interviews being conducted this week

HUTCHINSON, Kan. — A new Manufacturing Expo coming up next month in Hutchinson is set to revolutionize the way manufacturers and suppliers connect in Reno County.

"Greater Hutch, our economic development partnership and the Chamber and StartUp Hutch are all partnering to host a brand new event," said Chamber CEO Debra Teufel. "It will be in Sunflower South, I believe, on the Kansas State Fairgrounds on Nov. 8. In order to plan for that, we need manufacturers and suppliers to register."&nbsp;

This event comes at no cost to both exhibitors and attendees.

"We will have about 600 kids that flow through that day," Teufel said. "They are going to hear presentations from these manufacturers and be able to do kind of a scavenger hunt and ask questions and learn about job opportunities in the manufacturing realm. It won't be a successful event without all of those layers of the supply chain for manufacturers and the primes being there."

Manufacturing expo next month in Hutchinson

HUTCHINSON, Kan. — Buhler USD 313 recently completed purchase of the former Faith Baptist Church at 56th and Plum that is to become the new day care facility for the district in Hutchinson. 

The building came with a number of items the school district is auctioning off using Gavel Roads, an online auction service.

The pews, desk, piano, and other items from the church are available.&nbsp;

USD 313 auctioning off surplus items from church

Blood donors needed for Saturday drive

HUTCHINSON, Kan. — The labor shortage continues to hinder Main Street as small businesses struggle to find good help.

"All year, Kansas job creators have stood in the gap of their open positions, all while trying to recruit top talent and retain their employees," said Dan Murray with NFIB Kansas. "This challenge is compounded by inflation, which continues to put a pressure on prices. We have seen in our most recent jobs report, 43% of all small business owners have reported job openings they could not fill in this current period. That's up three points from our August report."

The growth of small business owners is slowed by their inability to attract and retain talent.

"It inhibits the small business owner from growing and filling those positions," Murray said. "It also distracts the small business owner, because they are performing the duties of the job that they would like to fill with other employees. Certainly, on both fronts, it hinders that growth. The positive for those looking for employment is, small business owners are willing to pay more. They're willing to compensate more through wages and benefits."

The percent of small business owners reporting labor quality as their top business operating problem remains elevated at 23%.

"Thirty-six percent of small business owners report that they have raised or are beginning to raise compensation," Murray said. "Again, that can be through wages, insurance, other benefits, as well. Those that are currently employed, small business owners are raising their compensation, as well, to retain those employees."

Overall, 61% of owners reported hiring or trying to hire in September, up two points from August.

Taste of Newton coming up Thursday

HUTCHINSON, Kan. — The annual Andover Lutheran Church BBQ near Windom later this month will benefit a Hutchinson-based Special Olympics team.

Church members will start serving home-cooked pork sandwiches and homemade desserts at 5:30 p.m. on Sunday, October 15 for a free will donation.&nbsp;

All proceeds will go to the&nbsp;Eagles of Reno County Special Olympics team.

Andover Lutheran is on Dakota Road about a mile east of Plum in the southwest corner of McPherson County, a little less than a half hour from Hutch.

BBQ to benefit Special Olympics team is Sunday

Fall harvest is in full swing on our central Kansas farm.

Do you live to work or work to live? This question of mindset and philosophy has been a source of intergenerational tension for a while now. Baby boomers see working hard to provide for their families and millennials work to support a great life outside their working hours. In the end both groups are working to make a living.

In my world, neither of these is correct; work takes on many forms in my life — a career where my living is earned, jobs completed around the farm that keep the place running and time spent on community activities. They are work in function but don’t merely represent earnings to provide for a family or the pride in a job well done. These things are my work and my life.

For weeks our house has been in fall harvest mode which means non-stop action. Someone is likely driving a combine or grain cart, fueling or shuttling vehicles, farming to prep the soil, running a drill and sometimes all of these are happening at once. Our house feels like a rest stop where meals are eaten, and the shorter days mean leaving and coming home in the dark. We exercise communication and teamwork as we put the needs of the farm over our own comfort. It’s chaotic, exciting and exhausting.

Life off the farm doesn’t stop for harvest. Recently we helped run our local Oktoberfest to raise money for community philanthropy. One of the best things about this event is the group of 16 people who serve on the planning committee to make it happen. This group of working professionals and business owners is made up of parents to small children (including three sets of twins), leaders in churches or serving on community and civic boards, and we even have some pursuing advanced degrees. Everyone on the committee is stepping away from busy lives; we are making sacrifices and working because we take ownership in making our community a great place to live.

My “real job” is fairly exciting this time of year, too. Most of the cooperatives employees are focused on harvest and helping our members get wheat in the ground. My focus is on planting a different type of seeds. The start of the school year provides lots of opportunities for me to give tours of our facilities and classroom presentations about the value of cooperatives, working at the cooperative and making the decision to live rural by choice.

Farmers are often recognized for their work ethic which might be because to farmers work is more than just doing a job, it is our life. We aren’t paid by hours or jobs done; we spend months investing time, energy and resources not knowing how much or even if it will all pay off in the end.

This is the work-life philosophy that underlies my life. Much of what I do has little instant gratification or payoff. I have to have faith that my time, effort and skills will yield something great in the future.

They say that if you love what you do you will never work a day in your life. I see it slightly differently, if you love what you do, you gladly work hard to make things happen. When you fill your life with work that you love or do it for people you love it becomes so much easier.

The question shouldn’t be living to work or working to live? It should be are you working to make a living or a life?
