WICHITA, Kan. — The&nbsp;<a href="https://kansasleadershipcenter.org/" target="_blank">Kansas Leadership Center</a>&nbsp;(KLC) has selected 97 organizations across Kansas – six from Hutchinson – as 2024 Leadership Transformation Grant partners. The grants will help the partner organizations create a culture that embraces change, tackles problems and seizes opportunities.

“KLC has been awarding grants to civically engaged organizations around the state for the past nine years and we look forward to helping them make lasting progress on their biggest challenges.&nbsp;We’re proud to see this program grow every year since we started offering these grants,” said Kaye Monk-Morgan, president and CEO of the Kansas Leadership Center.

The 2024 Leadership Transformation Grant partners from Hutchinson are BrightHouse, Hutch in Harmony, Hutchinson Community Foundation, Hutchinson Correctional Facility, Reno County and USD 308.

Leadership Transformation Grants provide the opportunity for participants to learn, practice and engage with the KLC Framework. The program also utilizes KLC’s best-selling book,&nbsp;<a href="https://kansasleadershipcenter.org/when-everyone-leads/" target="_blank">When Everyone Leads</a>.

“Leadership isn’t about authority and position, it’s an activity where small actions are taken in moments of opportunity,” said Monk-Morgan. “When everyone leads, we make progress on our most important challenges. That’s what the Leadership Transformation Grants are all about – engaging people across the state to solve daunting challenges in their communities, organizations and professional lives.”

Organizations who receive a Leadership Transformation Grant will establish a core team of three to six individuals to take on the responsibilities of the grant. Organizations chosen will have one year to participate in KLC’s dynamic program experiences and utilize KLC resources and consultation.

“The Leadership Transformation Grants provide access to programs on the&nbsp;<a href="https://kansasleadershipcenter.org/the-klc-path/" target="_blank">KLC Path</a>, a three-step sequence which teaches that leadership is an activity—not a position—and that anyone within an organization can exercise leadership effectively. KLC selects six Hutchinson organizations for grants

HUTCHINSON,  Kan. — The City of Hutchinson announces the appointment of Matthew Williams, AICP, as the new Director of Community Development, starting December 19, 2023.

"Matthew Williams brings a wealth of experience and a proven track record in planning. We are confident that his leadership and expertise will greatly contribute to the continued development of our community," said Mary Grace Clements, interim City Manager.

Williams, currently a Land Development and Urban Planner at Professional Engineering Consultants (PEC), has been instrumental in providing planning services for various Kansas communities, managing multiple projects, and supporting economic development organizations.

"I’m eager to get started in Hutchinson and look forward to contributing to the community's momentum. The future looks bright, and I look forward to collaborating with the team and community stakeholders on future growth," said Matthew Williams.

In his previous role, Williams played a key role in providing land use planning services to communities across the state, including Hutchinson. He also brings experience in developing comprehensive plans, neighborhood plans, and GIS. Notably, he led successful grant applications, including Wichita's $1 million Reconnecting Communities Grant.

Matthew Williams holds a Master of Urban Planning from the University of Kansas, concentrating in Housing and Urban Development. His dedication to community development, project management skills, and leadership make him an ideal fit for the City of Hutchinson.

City hires new Community Development Director

HUTCHINSON, Kan. — The next step in the island annexation to allow water to be run to the proposed new industrial park south of South Hutchinson happened Wednesday, as the annexation of the parcels was found to not negatively impact growth of other cities in the county by the Board of County Commissioners.

That was the only issue before that board. The actual annexation now goes back to the City of Hutchinson.&nbsp;Mayor Jon Richardson spoke to the board.

"The City of Hutchinson's role in this is, we have a resource that's usable for marketing a property like this for industrial use," Richardson said. "It's more of what we can bring to the table. We can bring that water to the property, or just to say we can for marketing the property for industrial use, we have to go through this process of annexation."

Richardson spoke to the board about his intent when they see the question again.

"There are processes down the road in regards to how that property is developed, to have public comment, public input and buy in for the city planning and zoning and city council on how that property gets developed," Richardson said. "There are further tools for the public to come to the table and voice their opinion."

This all came up as a result of questions from Karen Drake, who lives in rural Reno County adjacent to the proposed site. It's still too early in the process to know who any potential tenants for an industrial park might be, but the intent of the annexation is to let Hutchinson and Reno County be in the game on larger projects overall.

"Over the last three years, the sizes of projects that we're looking at in the state of Kansas, that we get an opportunity to see and submit Reno County on were becoming larger in scope," said Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel. "They were requiring larger acreages, which makes one think it's larger industry."

The next step would be the formal annexation of those parcels and only those parcels. That will be on the City Council agenda soon.&nbsp;

County puts island annexation back in city's court 

HUTCHINSON, Kan. — The retirement of County Treasurer Brenda Kowitz was announced at the Board of County Commissioners meeting on Wednesday. She will be retiring Dec. 29.&nbsp;

The Reno County Republican Committee will be meeting to fill the position. Commissioner John Whitesel said that meeting is due to happen on Dec. 21.

The office will be back on the ballot in November of 2024.

County Treasurer stepping down

HUTCHINSON, Kan. — Jessica Keast opened up Wildflower Boutique with her family in the Uptown Hutch Mall on May 5. However, her business has operated downtown on 16 N. Main St since late October.

&nbsp; Keast said she and her family eventually wanted to move their business downtown but they didn't think it would happen in a matter of months.&nbsp;

"I enjoy being down here," said Keast."It's a lot more lively down here. There's a lot going on. A lot of events and activities that seem to be happening down here that don't happen out there."&nbsp;

Keast said a lot of adjustments needed to be made for Wildflower's new space because the previous location in the mall was set up specifically for a clothing store.&nbsp;

"Coming into here it was almost like a blank canvas and we had to start from scratch and just use our imagination on how we wanted to try and make everything work for our vision on everything," Keast said. "We still have a few things we still want to tweak a little bit. We are just trying to get through the holiday season at this point."&nbsp;

Now that Keast store is set up downtown, she said she would like to make some tweaks to the store set up but for now, it's all about Wildflower gearing up for the boutique's first Christmas season.&nbsp;

"We are super excited for&nbsp; the holiday season," Keast said. "We are offering free gift wrapping and gift cards for men who are needing something for the wife and don't know their sizes and we can have a gift card wrapped and ready to go and delivered out to there car.&nbsp;

Wildflower Boutique offers clothing sizes Small through 3X. The boutique is Monday, Tuesday, Wednesday and Friday from 10 a.m. to 6 p.m., Thursday from 10 a.m. to 7 p.m. and Saturday from 10 a.m. to 5 p.m.

Wildflower Boutique prepares for first Christmas

MCPHERSON,&nbsp; Kan. —The city of McPherson broke ground for a brand new 12,000 square foot fire station on Tuesday afternoon. The fire station will be known publicly as No.2 McPherson Fire Station and is located at 1705 N. Main St.&nbsp;

McPherson Mayor Tom Brown said the city has been looking to build a new station for a couple of years and acquired the space for it a little over a year ago. He said the site for the station will also allow for a police station and a water tower.&nbsp;

"This is an opportunity for the community to expand our safety and protection for people as the community grows," said Brown. "We are trying to be ahead of the curve and be ready for what is going to happen, I believe, in the next 10 years in McPherson, so this is an important step."

Fire Chief TJ Wyssmann of the McPherson Fire Department said the placement of station No.2 will reduce response times to key areas on the North side of McPherson.

"We will no longer wait helplessly at a railroad crossing for the train to pass so we can continue our response and provide life saving services," Wyssmann said. "It will ensure the continuity of the fire service operations and if one station is&nbsp;incapacitated&nbsp;by disaster or an event, it will also allow our community to maintain prosperity and growth in generations to come."&nbsp;&nbsp;

The fire station will be known publicly as No.2 McPherson Fire Station and is located at 1705 N. Main St.&nbsp;McPherson Mayor Tom Brown said the city has been looking to build a new station for a couple of years and acquired the space for it a little over a year ago. He said the site for the station will also allow for a police station and a water tower.&nbsp;"This is an opportunity for the community to expand our safety and protection for people as the community grows," said Brown. "We are trying to be ahead of the curve and be ready for what is going to happen, I believe, in the next 10 years in McPherson, so this is an important step."Fire Chief TJ Wyssmann of the McPherson Fire Department said the placement of station No.2 will reduce response times to key areas on the North side of McPherson. "We will no longer wait helplessly at a railroad crossing for the train to pass so we can continue our response and provide life saving services," Wyssmann said. Groundbreaking for new fire station in McPherson Tuesday

HUTCHINSON, Kan. — December's Allen Samuels CDJR Teacher of the Month is Candy Geiser. She is a preschool teacher at the Early Education Center.

"They're like my own kids," Geiser said. "It's kind of weird, I think, sometimes, but I enjoy working with them. They just need somebody there that's reliable and ready to be there with them. I love playing with my kids and just being there for them and teaching them and watching them grow."

There are daily wins for Geiser as the kids come in to school each day.

"They are amazing," Geiser said. "There's just little times when they transition into the classroom without having that withdrawal from mom or dad and they are happy and they come in and you're like, yes! Because, at this age, it's still kind of hard for them to separate from Mom and Dad and they get a little separation anxiety, so when they walk into the classroom happy and ready to go, that's a win."

It's important that school be fun and a place where they want to be.

"We're focusing a lot on playing and learning with them," Geiser said. "At this age, that's where they really learn is in the play, not just the teaching. I teach preschool kids. We're prepping them to get ready for kindergarten and we're trying to help them just learn all the basics."

Geiser's class received pizza from Pizza Hut and ice cream from Braums as part of her award.

Hedrick's Christmas Market and Winter Festival Saturday

MANHATTAN, Kan. — The Kansas Department of Agriculture, in conjunction with the U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (USDA–APHIS), has identified highly pathogenic avian influenza (HPAI) in two egg layer facilities — one in McPherson County and one in Rice County. This marks five cases of HPAI in Kansas this fall; since the start of the outbreak in 2022 there have been 21 cases of HPAI in Kansas.

KDA is working closely with USDA–APHIS on a joint incident response at the affected premises in the two affected counties. According to KDA’s animal health officials, the facilities both increased their biosecurity upon the initial HPAI outbreak in 2022 and have been continuously monitoring their flock. Upon noticing clinical signs of HPAI in their birds, they immediately contacted KDA. The affected premises were placed under quarantine and the birds will be humanely depopulated and disposed of in an approved manner to prevent the spread of the disease.

In addition, KDA will be establishing a 20-km surveillance zone around the infected premises, and other farms or properties with poultry that fall within that zone will not be allowed to move birds or poultry products on or off their property without permission from KDA. The animal health team is working to locate all poultry owners in the area to ensure they know the symptoms of HPAI and are taking critical steps to protect their birds. Highly pathogenic avian influenza is a contagious viral disease that can infect chickens, turkeys and other birds and can cause severe illness and/or sudden death in infected birds. Poultry owners should attentively monitor your birds for symptoms of HPAI which include: coughing, sneezing, nasal discharge, and other signs of respiratory distress; lack of energy and appetite; decreased water consumption; decreased egg production and/or soft-shelled, misshapen eggs; incoordination; and diarrhea. Avian influenza can also cause sudden death in birds even if they aren’t showing other symptoms.

Avian Influenza Identified in McPherson and Rice Counties

HUTCHINSON, Kan. — It’s that time of year when the holiday favorite, The Polar Express, rolls into the Carey Digital Dome Theater at the Cosmosphere. The film, based on the children’s book of the same name by Chris Van Allsburg, tells the story of a young boy’s journey to the North Pole aboard a magical train. Holiday favorites at Cosmosphere's Carey Digital Dome Theater

MCPHERSON, Kan. — Home State Bank commercial loan officer Bernadette Hiebert will soon add a new role to her workday – mortgage loan officer.

Jennifer Driskill, vice president at The Citizens State Bank, made the announcement last week and said that the new assignment would take place quickly.

“As the bank’s new mortgage officer, I will be working to build our real estate department in McPherson by getting to know the realtors in the community,” Hiebert said. “I plan to meet with my existing customers about my new role and be more present within the community.”

Hiebert brings an extensive background to her new position. Prior to starting at Home State Bank, she worked in banking for 12 years in a variety positions, which culminated as a mortgage lending assistant. She then pursued a career as a realtor in Hutchinson for four years.

“I think my past experience set me up perfectly to take on this new position,” Hiebert said. “I worked as a realtor for four years helping sellers and buyers. I also worked with first time homebuyers helping them through the process and taking the stress away from such a large transaction.”

Driskill said that with Hiebert’s extensive background she was a strong candidate for the mortgage loan officer position.

“Bernadette brings a unique skillset to the position because she’s worked both sides of the transaction process,” Driskill said. “We think she will make a seamless transition into the mortgage loan officer role, while still managing commercial lending needs of clients.”

MCPHERSON COUNTY —Three people were injured in an accident just before 1 p.m. Tuesday in McPherson County.

The Kansas Highway Patrol reported a 2020 Mercedes B Class Postal vehicle driven by Asleigh D. Adams, 21, Moundridge, was westbound on Comanche Road and stopped at a stop sign at Kansas 61.

The driver failed to yield and pulled in front of a northbound 2019 Ford&nbsp; E-350 driven by Clara M. Evans, 22, McPherson.

EMS transported Adams, Evans and a passenger in the Ford&nbsp;Tammy D. Kerns, 69, McPherson to the McPherson Center for Health.

HUTCHINSON, Kan. — Starting on January 1, 2024, Reno County will add a new First-Time Felony Drug Offender Diversion Program to expand diversion opportunities to previously ineligible individuals.

A Memorandum of Understanding (MOU) regarding this diversion program between Reno County Community Corrections, Court Services of the 27th Judicial District, and the Office of the Reno County District Attorney pursuant to HB 2026 was signed by Thomas R. Stanton, Reno County District Attorney, Randy Regehr, Director of Reno County Community Corrections, and Stephanie Springer, Chief Court Services Officer. Reno County Counselor Patrick Hoffman signed and approved the document, and Donna Patton Reno County Clerk signed and attested to the MOU.

The MOU makes available to appropriate felony drug offenders in the 27th Judicial District a diversion program that furthers the pursuit of justice while maintaining public safety.

“Right now, we have speeding diversion, traffic diversion, and some misdemeanor drug diversion but we don’t have the ability to supervise someone who has a felony drug offense in treatment,” said Stanton. “The Kansas Legislature&nbsp;enacted a statute that allows my office to work with Community Corrections on an agreement that allows them to do our supervision for us. This is different in that, although the offenders apply to my office for diversion, it is the state community corrections that does supervision. I retain the authority to determine what’s going to happen in the case, whether it is successful or terminated and send it back to court. If somebody is successful in this diversion program, the case against them will be dismissed. They will not have a conviction or a record and therefore it will be easier for them to get a job, housing and hopefully the treatment they get will turn their lives around to the extent that we won’t see them again. That’s the whole focus.”

“I think what is important is that people are held accountable. If I’m in the public, I want to know that this is not like someone is possessing drugs and they get off with no problem,” said Regehr, Community Corrections Director.

“They are going to be held accountable, they are going to be provided with treatment, they will be drug tested and&nbsp;they will be provided the services they need to be successful in the community. This is not like a ‘get out of jail free card.’ This is a good opportunity for someone to make changes in their life after a mistake they’ve made.”

The Reno County Board of Commissioners approved on Wednesday, Nov. 8, 2023, the Opioid Settlement Funds Advisory Oversight Committee’s recommendations to fund the Reno County First-Time-Drug Felony Diversion Program in the amount of $25,000 from the Municipalities Fights Addiction Fund.

Reno County to add new First-Time Felony Drug Offender Diversion Program

HUTCHINSON, Kan. — The next step in the island annexation to allow water to be run to the proposed new industrial park south of South Hutchinson is on the agenda for the Board of County Commissioners on Wednesday.

"Since it's an island annexation, state law now requires the city doing the annexation to get approval from the county commission," said Reno County Administrator Randy Partington. "What the county commission will need to be looking at on Wednesday is to make a decision based on will the annexation hinder growth of any nearby community."

The only real nearby community that would be impacted is South Hutchinson and their water issue is why this came up in the first place.

"This annexation, as the City of Hutchinson has talked about, is for water infrastructure and for development of the industrial park that they can develop. They have the infrastructure, they have the capacity to do it, where South Hutchinson, I don't believe has the capacity, at least at this time."

"What the county commission will need to be looking at on Wednesday is to make a decision based on will the annexation hinder growth of any nearby community."The only real nearby community that would be impacted is South Hutchinson and their water issue is why this came up in the first place."This annexation, as the City of Hutchinson has talked about, is for water infrastructure and for development of the industrial park that they can develop. Board of County Commissioners with next step in island annexation process

HUTCHINSON, Kan. — The Hutchinson USD 308 Board of Education held the required non-resident students policy hearing Monday evening.

This is the initial step in following a statute passed earlier this year to tell the state how much capacity there is in USD 308 grade levels and buildings so that students can transfer in from other districts, if there is space available.

USD 308 Superintendent Dr. Dawn Johnson went over her responsibility as she understood it.

"The Superintendent or the designee has the responsibility for studying capacity in each school of the school district and at each grade level within each school and making recommendations to the board regarding the district's capacity to accept non-resident students," Johnson said. "That will be done by May 1 of each year. Before May 1 this year rolls around, I'll be meeting with principals and just determining again how many students we think we will project for next year that will be in-resident and what we feel like our capacity can be."

USD 308 will devise a study to determine capacity in the district, and they'll figure for how many students they already have and do the math to determine how many available seats there are.

"Then we will advertise the number of seats that we have available," Johnson said. "On or before June 1, we will publish that, make it available to the public, most likely through our website. Then June 1-June 30 we will accept non-resident student applications."

If the number of students who apply is fewer than the stated capacity in their respective grades for out of resident students, they will be accepted. If there are more applicants than seats, a lottery will be conducted.

"That process must be completed by July 15," Johnson said. "Priority will be given to any sibling of a non-resident student. If we already have a student that is attending, then for the convenience of that family, if they have a sibling already in our school, like a third grader and a kindergartener is coming up, we'll take the kindergartener. Any military students get priority. Students who are in the custody of Department of Children and Families. Priority for parents who are employees or who are affiliated with the district as employees, children who are experiencing homelessness and non-resident students who are already out of district prior to this policy being adopted will be in there."

The USD 308 Board passed the policy on Monday.

Hutchinson Landmarks Commission to meet Thursday

HUTCHINSON, Kan. — Hutchinson Community Foundation is now accepting proposals for Youth Philanthropy Council and Charles E. Carey Memorial Fund grants.

Each spring the Youth Philanthropy Council, made up of Reno County high school students, distributes approximately $5,000 in grants to youth-serving organizations from the Richard W. Dillon Memorial Fund for Youth Philanthropy.

Carey Memorial Fund grants are aimed at strengthening the community in the areas of arts and culture, education and health.

The deadline to submit proposals for both grants is Jan. 19. Grants will be awarded in March.

County gives winter weather preparedness tips

HUTCHINSON, Kan. — The Hutchinson Public Library's Strange New Words Science Fiction Book Club meets Dec. 28 and they will be discussing Dead Space by Kali Wallace.&nbsp; 

Hester Marley used to have a plan for her life. But when a catastrophic attack left her injured, indebted, and stranded far from home, she was forced to take a dead-end security job with a powerful mining company in the asteroid belt. Now she spends her days investigating petty crimes to help her employer maximize its profits. She’s surprised to hear from an old friend and fellow victim of the terrorist attack that ruined her life—and that surprise quickly turns to suspicion when he claims to have discovered something shocking about their shared history and the tragedy that neither of them can leave behind.&nbsp;

Before Hester can learn more, her friend is violently murdered at a remote asteroid mine.
