SOUTH HUTCHINSON, Kan. — The special meeting that includes an opportunity for the public to discuss new solar regulations in Reno County with the Planning Commission is set for Thursday, Nov. 9 at 5 p.m.

The case is a request by the Reno County Planning Commission for a series of text amendments to the April 2016 Edition of the Reno County Zoning Regulations.

Revising the Table of Contents by adding Article 25 – Solar Energy Systems Regulations

Creating Article 15-105(14A) in its entirety which requires a conditional use permit to establish a commercial solar energy system and subject to the provisions of Article 25.

Creating Article 25 in its entirety pertaining to private and commercial solar energy systems.

Public comments will be accepted on this agenda item only. Comments are limited to the agenda item for a maximum of five minutes per person. 

Comments not addressing this agenda item are prohibited.

The meeting will take place at the Reno County Public Works building at 600 Scott Boulevard in South Hutchinson.

The intent at this point is to try to get all testimony in on Thursday evening, but if there is such a public response that they can't fit everyone in, they could keep the hearing open and have a second potential date on Monday, Nov. 13.

The regular meeting of the Planning Commission in November is on Nov. 16, so they would be able to act on changes at that meeting if they are made.

The Board of County Commissioners has put a moratorium on solar development in the county through the end of the year, with the intent that they would see the final regulations by that time, though they could extend the moratorium if public testimony required enough additional work that it couldn't be finished by year end.

Solar regs public hearing is Thursday

The first Chinese wheat industry trade team to visit Kansas in over a decade was in Manhattan on Wednesday, November 1, as part of a five-state tour of the wheat industry. The trade team, organized by U.S. Wheat Associates (USW) and hosted locally by Kansas Wheat, aimed to learn more about the U.S. grain marketing system in terms of logistics, inspection and risk development and to better understand the advantages of U.S. wheat in terms of functionality in both Chinese steamed products and Western baked goods.

“USW has been working to bring a team of COFCO International managers to the United States for several years now, but several obstacles have prevented us from realizing our plans,” said USW Regional Vice President Jeff Coey, who accompanied the team. “The resumption of regular travel now allows us to bring them over to provide a personal look not only at the crop just harvested, but also at the prospects for next year’s crop. The team has asked a lot of questions that indicate they have a keen interest in our crop and in our merchandising system, and we’re excited to have the chance to show them as we answer all their questions.”

Team members represented COFCO International, a Chinese state-owned food processing holding company that sources grains from major wheat-producing countries for import into China. While China is the largest wheat producer in the world, the country is also the largest wheat consumer and importer, importing an estimated 440 million bushels (12 million metric tons) in the 2022-2023 marketing year.

Each of the trade team members was familiar with wheat trading and the individual wheat classes and their uses.&nbsp;

“We are delighted to welcome a very qualified and informed group of professionals in this Chinese team,” Coey said. “With eight individuals in all, the team represents both the buying and the processing sides of COFCO International, China’s major food trading and production group.”

Team members expressed interest in the investments made by growers in the development of better milling and baking wheat varieties, which speaks to their commitment to making a product that works for the entire value chain. The team got to see these investments firsthand at the Kansas Wheat Innovation Center. They also met with Kansas wheat farmers, exporters, researchers and transportation companies. In addition to Kansas, the trade team also had scheduled stops in Oregon, Texas, North Dakota and Ohio.

“We are grateful to Kansas Wheat, the other state commissions and the entire supply chain for coordinating the activities and for hosting the team,” Coey said. “The itinerary is among the longest USW and our commission members have planned, covering all U.S. wheat classes and five major growing and logistical regions. We also hope to provide all our partners with better insights into what Chinese buyers are looking for in wheat varieties, service levels and possible educational and training linkups.”

"2023, believe it or not, is our 30th anniversary of Project Concern," said KWBW Program Director Rob Dreher. "This is a huge deal for our community. We have probably raised $450,000 over the course of these 29 years, because of our awesome listeners. Last year, we had 700 families helped. About 2000 people got assistance. We keep none of the money. We were down a little last year with what we brought in, just under $13,000 and the need will be greater than ever."

KWBW obtains gift cards each year from Dillons for the Salvation Army to distribute.&nbsp;

"If you want to give, listeners can simply come to our studios during the week from 8 a.m. to 5 p.m. Give us cash or a check. We'll do our best to take care of that. We also give some of the money to Friendship Meals and the Christian Soup Ministry. If you're needing assistance, remember you can apply at the Salvation Army. You can do so in person, even at 700 North Walnut, Tuesdays and Thursdays from 9 a.m. until noon or simply do it online. We're really hoping our listeners come through for us again this year."

KWBW's Annual Project Concern is underway

HUTCHINSON, Kan. — So far, despite the turmoil in Gaza, gas prices continue what used to be a typical seasonal decline prior to the COVID-19 pandemic.

"Fall and Winter are typically a time when we start to see demand for gas falling and also the prices of gas falling," said Shawn Steward with AAA Kansas. "We've been seeing that over the past more than a month or so."

The national average is down more than eight cents from a week ago. The Kansas average, which is $3.26 a gallon as of Thursday, is down more than nine cents from a week ago.

"We've been seeing a nice decline," Steward said. "It's not so painful when we go to fill up our tanks at the pumps these days. We've certainly been watching the situation with Israel and the surrounding possibilities of expansion of that crisis, but so far, we really haven't seen any kind of an impact in terms of the global crude market."

Area county prices are on either side of the state average.

"Crude oil is the biggest factor in what we see in terms of a price of a gallon of gas at the pumps," Steward said. "Demand is certainly a big issue. Like I said, this is typically a time of year where we start to see demand decrease. Summer vacations are over, just fewer people driving in general when the cold months happen and especially when winter weather starts to hit."

WTI Crude was just over $81 a barrel as of Thursday morning.

AAA: Seasonal gas price decline continues

ABBYVILLE, Kan. — The every other year area wide benefit for the Abbyville Community Chest Missions fund is Saturday.

"We try to help with medical issues," said Randy Rinehart with the Abbyville Community Church board. "Maybe somebody's got a car broke down, needs a little help, just anything that will help anybody."

There will be some great food at the benefit, starting at 5 p.m.

They can be a part of it by coming out and enjoying some smoked pork loin that we're doing, as well as some cheesy potatoes and dessert," said Ron Hirst with the fundraiser. "Just a good fellowship time. Also, there is a bake sale with this. Some people are making different pies, desserts and snacks, by donation only."

The funds raised in 2021 were able to help 47 people, for over $19,000 of assistance from the local community.

"We've helped some people out of state," Hirst said. "They grew up in the area, they went to Fairfield High School or another local school, such as Haven and have some connections back to the families living in our area."

In addition to the meal from 5 p.m. to 7 p.m., there is a Silent Auction from 5:00 p.m. to 6:45 p.m. and a Live Auction at 7:30 p.m.

The Silent Auction has certificates and packages from local businesses, and the Live Auction has items like a full beef from Brandon Ehling, a two night stay at the Clover Cliff Ranch Bed and Breakfast near Elmdale, and a full set of Michelin truck or car tires.

Shuttle-ride wristbands can be collected beginning at 5:00 p.m. the night of the event at the Sundstrom Conference Center north lobby. 

While waiting for your turn on the shuttle, take a seat in the Sundstrom Conference Center to hear Jim Richardson, National Geographic Photographer, present Glories of Our Night Sky: Wonders and Worries.

"The night sky has been a source of wonder ever since the first humans looked up to see the stars. Photographer Jim Richardson will explore those wonders--and the threat posed to them by modern light pollution--in this presentation based on his cover story for National Geographic Magazine. From the splendors of the Milky Way under the darkest skies in North America to the tragedy of night skies obliterated by urban lighting, Richardson's lecture will explore what is happening to our cherished night spectacle--and what we can do to save it."

The National Geographic program will occur at 6:00 p.m., 7:00 p.m., and 8:00 p.m., lasting approximately 30-45 minutes. Cosmosphere hosting Starry Night at Coronado Heights

Today's "Throwback Thursday Collection" takes us to the northeast corner of West 1st Avenue and North Washington. 

The building at 28 W. 1st had an interesting history before its demise. In 1908, Frank Manda built the Coliseum Hotel - European Plan at 28 W. 1st, he was also the proprietor. 

It featured a saltwater swimming pool with in-room saltwater baths. This feature was fed by a saltwater brine well drilled toward the back of the hotel. The first photo shows the Coliseum Hotel about 1913.

In the 1920s, it was renamed the Reno Hotel. In May of 1930, Graber Furniture moved from 101 S. Main to this location and was there until 1984. The second photo shows Graber's there in 1937.

In 1988, it became Woody's Furniture-TV-Appliances, owned by the Hayes family. The third photo shows that at opening.

On Jan. 17, 2001, the Hutchinson gas explosions happened. The fourth photo shows Woody's completely engulfed, fed by the uncapped salt brine well from the Coliseum's days.

The fifth photo shows the 28 W. 1st location today as a City of Hutchinson parking lot with a monument pillar on the corner with some plaques on it describing the property history.

HUTCHINSON, Kan. — Hutch Rec is taking donations of any candy that wasn't given out on Halloween for their Gingerbread House decorating event.

That will be happening Dec. 16. Last year, around&nbsp;1,200 gingerbread houses were constructed for the event.&nbsp;

You can drop off candy in their drop off box at the Hutch Rec Office at 17 East 1st during regular business hours.

HUTCHINSON, Kan. — The Shop Local Giveaway is underway for this holiday season. 

When you shop and eat locally, you can collect your receipts and then submit a copy of them to the Hutchinson/Reno County Chamber of Commerce through Dec. 18.&nbsp;

Weekly winners will be drawn from those receipts for prizes on Nov. 14, 21, 28, Dec. 5 and Dec. 12 on <a href="https://www.facebook.com/HutchChamber">the Chamber's Facebook page</a>. Two winners will be drawn every Monday for a $25 gift card to a local business.

All entries, including winners of the weekly drawings, will be entered into the Grand Prize Drawing for $300+ in local gift cards and H-Bucks.

Shop Local is underway

RENO COUNTY, Kan. — The Reno County Child Care Task Force, in cooperation with the Hutchinson/Reno County Chamber of Commerce, announced last month the receipt of $146,180 of additional funding from the Child Care Capacity Accelerator Grant. This funding from the Department of Children and Families (DCF) and Kansas Office of Recovery will allow Central Christian School and Nickerson-South Hutchinson USD 309 to expand their childcare facilities in Reno County.

Through this grant USD 309 is receiving $124,200 to help establish a district-wide daycare program utilizing current facilities at South Hutchinson and Nickerson Elementary Schools. This program will provide year-round daycare services for up to 57 children age birth through 5-years old.  It will also help enhance their Early Childhood Development pathway at Nickerson High school and offer benefits to Little Panthers Daycare employees. 

“We are excited to see the Kansas Children’s Cabinet and Trust Fund recognize the importance of early childhood education and the positive impact it has on families, children, and the community,” said Amy Jones, USD 309 assistant superintendent. “We know that quality childcare is a critical need for our communities, and we are committed to providing assistance to families to meet those needs.”

In addition, this grant will provide Central Christian Preschool &amp; Child Care with $21,980, allowing them to hire part-time staff and acquire essential equipment to accommodate seven more full-day children, including those with special needs.

“We are blessed to have been the recipient of more funds to expand our preschool and child care offerings,” said Dr. John Walker, Central Christian School superintendent.  “By receiving this grant, we can open another room that will be filled with students and thoughtful care from our teachers and staff.  We are thrilled anytime we are able to service more students and families and are grateful for the efforts of others to bring excellent child care solutions to Reno County.”

Both projects align with the Reno County Child Care Task Force’s overarching vision and will be integrated into their comprehensive programs emphasizing training, retention, innovation, and sustainability.  

“By championing these endeavors, we inch closer to rectifying childcare inadequacies and ensuring our children access the quality care and opportunities they rightfully deserve across all areas of Reno County,” said Debra Teufel, Hutchinson Reno County Chamber of Commerce president.

Child Care Task Force obtains additional grants

MCPHERSON, Kan. — Each year, McPherson College invites Kansas high school students to exhibit their best art and compete for prizes and scholarships at the Art POP exhibition in Friendship Hall at the college. This year, a record number of high schools, art teachers, and students are participating in the exhibit.

Art from 15 schools statewide includes more than 100 art pieces from students and high school art teachers. This is the first year that the exhibit has featured the work of both students and their teachers. Student work will be juried by Tim Stone, painter and part-time art instructor at Wichita State University. A closing reception and award ceremony are scheduled for Friday, Nov. 17, from 5:30-7 p.m., with awards announced at 6 p.m.

The exhibit features artwork from high school students attending Concordia, Garden City, Smoky Valley (Lindsborg), Hesston, McPherson, Canton Galva, Belle Plain, Hutchinson, Goessel, Inman, Kinsley, Salina Central, Moundridge, and Free State (Lawrence).

The exhibit is open to the public during regular business hours, Monday-Friday, through Nov. 17.

HARVEY COUNTY, Kan. — A McPherson man is dead following a single-vehicle accident near Burrton on Tuesday.

Emergency responders were dispatched to a rollover injury accident in the 4300 block of South Burmac Road around 4:50 p.m.

Cody Curl, 26, of McPherson, was driving a Ford pickup southbound when his vehicle left the roadway and rolled. Emergency responders attempted lifesaving measures on Curl, but he was later pronounced dead at the scene.

Curl was the only occupant of the vehicle.

The Harvey County Sheriff’s Office’s preliminary investigation indicates Curl’s truck left the road, struck a culvert and rolled several times before coming to rest on Burmac Road. It is not known why Curl’s truck left the road.

The accident remains under investigation.

McPherson man dies in Tuesday accident

HUTCHINSON, Kan. — Reno County Deputy Elections Clerk Jenna Fager told Hutch Post election workers are able to get advance voters through in a timely manner at this point.

"We've never really had a line," Fager said Wednesday. "It's just been kind of a steady trickle, but we've been over 100 every day, except for the first day and that was 82. We are sitting at 765 right now."

Usually, if advance voting turnout is stronger than usual, that translates to better turnout overall.

"We do have some races, like in USD 308, more races than we would typically have. We've got a lot more interest, like with the school board. I'm going to hope for turnout of 23 to 25%."

That would be relatively strong turnout for an off-year election. There are three ballot questions, as well. One for liquor by the drink and two local questions in The Highlands and in Pretty Prairie.

You can still vote in advance at the Reno County Annex weekdays between 8 a.m. and 5 p.m. and on Monday, Nov. 6 from 8 a.m. to noon, or on Election Day, Nov. 7 between 7 a.m. and 7 p.m. at your regular polling place.

Fager: Advance voting 'doing really good'

HUTCHINSON, Kan. — Haven USD 312 realizes that even with their new infant and toddler work in Haven and putting the 3 and 4 year olds in Yoder, they have not met all the demand that there is for child care in their area. They'd love to do more, but they have to figure out where.

"Just in terms of my philosophy in education, early childhood education is so vital," Idacavage said. "Megan truly believes that and our board believes that. Really, right now, it's trying to find space. We're limited in space in USD 312, in terms of classrooms and things like that."

Buhler USD 313 had to buy its space for the 56th and Plum location of what will be a child care center. Haven isn't to that point right now.

"What else can we do?" Idacavage said. "Can we move some walls? Can we add some walls, those kinds of things. We do have kids on our waiting lists and we're trying to be mindful of those infants that transition into our toddler room and making sure we have space for them, once they are in our program, those kinds of things. There's a need for space, it's just figuring it out."

Haven still needs to go through the process of deciding how many students are going to be allowed in each class K-12 for the purposes of the new state statute anyway, so determining those numbers will let them know if they end up having any space left that they can repurpose for additional child care.

Haven USD 312 'looking for space' to potentially expand child care

HUTCHINSON, Kan. — A new report released today by United Ways of Kansas highlights the hardships of nearly 450,000 Kansas households who were unable to afford the state’s cost of living in 2021.

ALICE in Kansas: A Study of Financial Hardship places a spotlight on a large population of hardworking residents who work at low-paying jobs, have little or no savings and are one emergency away from falling into poverty. ALICE stands for Asset Limited, Income Constrained, Employed. 

The Report is the most comprehensive depiction of financial need in the state to date, using the latest data from a variety of sources, including the U.S. Census. The Report unveils new measures, based on 2021 income levels and expenses, that quantify how many in Kansas’s workforce are struggling financially, and why.

In 2021, a total of 310,108 Kansas households fell into what United Way calls the ALICE population. These are households earning more than the official U.S. poverty level, but less than the basic cost of living. This number was double the official poverty rate, which accounted for 137,011 households in the state. Combined, ALICE households and households in poverty fell below the ALICE Threshold of Financial Survival and accounted for 39% percent of all households in Kansas.

“We all know ALICE,” said United Way State Chair, Lisa Gleason “ALICE is the recent college graduate unable to afford to live on their own, the young family strapped by childcare costs and the mid-career professional now underemployed. These folks are vital to our state’s future economic well-being, and they face barriers beyond their control – frustrating their ability to become financially stable.”

The Report is a project of United For ALICE, a grassroots movement of United Ways, corporations, nonprofits, and foundations in more than half the United States, all using the same methodology to document financial need. ALICE Reports provide county-by-county data and analysis of how many households are struggling, including the obstacles ALICE households face on the road to financial independence.

“This Report provides the objective data that explains why so many residents are struggling to survive and the challenges they face in attempting to make ends meet,” said the Report’s lead researcher, United For ALICE National Director Stephanie Hoopes, Ph.D. “Until now, the true picture of need in local communities and states has been understated and obscured by misleading averages and outdated poverty statistics.”

▪ Households below the ALICE Threshold span all races, ages, and genders, closely mirroring the state's basic demographic make-up. Yet for certain groups, the struggle is disproportionate. For example, 60% of Black and 49% of Hispanic households in Kansas were below the ALICE Threshold in 2021, compared to 36% of white households.

▪ Because wages had stagnated for a decade, 28% of the state’s 30,020 retail sales workers lived below the ALICE Threshold in 2021.

▪ Half of Kansas’ 105 counties – 61– had 40 percent or more households unable to make ends meet in 2021. The average income needed in order to survive in Kansas depends on local conditions and ranged from $50,700 to $76,596 annually for a family of four, more than double the official U.S. poverty level.

▪ Even with the variety of temporary pandemic supports available, in 2021, a family of four with two-full time workers earning salaries as a retail salesperson and a cashier – two of the most common occupations in Kansas –were just able to meet their basic expenses with the help of these supports.

United Way is focused on providing the basic foundation in the areas of education, financial stability, and health to help improve the lives of both ALICE and those in poverty, for the long-term benefit of the wider community.

The Report was released in partnership with United For ALICE, a U.S. research organization driving innovation, research and action to improve life across the country for people in financial hardship and was funded by Blue Cross and Blue Shield of Kansas.

“When individuals struggle financially – their communities also struggle. The social determinants of health, like someone’s zip code and the amount of money they make, have a significant impact on a person’s and community’s health and well-being,” said Virginia Barnes, director, Blue Health Initiatives. “Across one’s lifespan, increased financial instability also increases risk for mental illness, chronic disease, higher mortality, and lower life expectancy. We believe this United for ALICE report will spur action to better support the whole health of Kansans.”

New report shows workers in Kansas struggling to make ends meet

BUHLER, Kan. — Sunshine Meadows in Buhler hosted a groundbreaking for their new Assisted Living Memory Care Unit on Wednesday. The capital campaign to raise $1.1 million for the project took about five years to execute.

"It's a little bit different," said Administrator Nathan Spencer. "We've had memory care services here at Sunshine Meadows for decades and we do that very well, but one thing we've always heard and seen is that we need a beginning stage level of memory care. We're adding this Assisted Living Memory Care just for that."

The new unit will be&nbsp; off of the back of the current Assisted Living hallway on the southeast corner of the property and will assist those in early stages.

"It's for when cognitive impairment just begins to set on or dementia care is beginning to be a need that's shown," Spencer said. "Alzheimer's is an advanced medical issue. for sure, but there are different levels and stages there. Being able to provide that here in our assisted living is a huge thing for us. We believe it will be great for the community."

Sunshine Meadows is at 400 South Buhler Road.

Sunshine Meadows breaks ground on new unit

HUTCHINSON, Kan. — To help combat food insecurity amongst its campus community, Hutchinson Community College has launched a student food pantry located in the Rimmer Learning Resource Center.

“Nationally, nearly 60% of college students experience some sort of food insecurity”, shared Debbie Graber, a HutchCC counselor in its Student Success Center. “It’s a proven statistic that food insecurity can directly impact a student’s academic performance and their ability to complete their degree. We feel this is a step we can take to positively impact that.”

The food pantry is made possible through a grant from the Kansas Board of Regents. The pantry will initially serve only non-perishable items with the goal of adding refrigerated storage to allow for expanded offerings to benefit students.

HutchCC starts student food pantry

TOPEKA, Kan. — U.S. Department of Agriculture (USDA) Kansas State Director for Rural Development Christy Davis on Wednesday announced loans and grants to upgrade water and electrical systems in rural Kansas communities.

“USDA Rural Development is working to provide rural communities with the infrastructure they need to succeed,” Davis said.

These Kansas projects are part of a larger national announcement that includes 39 other states. USDA is making the investments through the Electric Infrastructure Loan and Loan Guarantee Program as well as the Water and Waste Disposal Loan and Grant Program. The funding will help improve and repair water and wastewater treatment and connect homes and businesses in rural areas to reliable power.

The largest Kansas investment is an $8,918,000 loan to help connect 180 consumers to 184 miles of new or improved electrical line with Ninnescah Rural Electric. Ninnescah Rural Electric is headquartered in the city of Pratt. It provides service across more than 2,134 miles of line to approximately 4,200 consumers in ten south central Kansas counties (Pawnee, Stafford, Reno, Edwards, Pratt, Kingman, Kiowa, Camanche, Barber and Harper).

Large loan to help Ninnescah Rural Electric

BUHLER, Kan. — Notice is hereby given pursuant to K.S.A. 72-3126, of a public hearing to be held on the 13th day of November , 2023 at 5:45 p.m, at 406 W. 7th, Buhler, KS regarding the Unified School District No.313, Reno County, Kansas proposed policy to determine the number of nonresident students that the school district has the capacity to accept in each grade level for each school of the school district pursuant to K.S.A. 72-3123, and amendments thereto, including clearly specifying the reasons that the board may use to deny continued enrollment of a nonresident student who is not in good standing.

A representative of the board shall present the board’s proposal for the policy, and the board shall hear testimony regarding the proposed policy.
