HUTCHINSON, Kan. — Hutch Post's new News Reporter, Emmie Boese has been with the company full time since mid-December, but she's been gaining experience in journalism since her high school days.

"I was an intern my senior year at the Ark Valley News," Boese said. "That's how I kind of got connected to writing and news reporting. I did some work at the Butler County Community College newspaper. Then, I worked for the Sunflower at Wichita State. Kind of in between then, I've done some freelance stuff for the Wellington Daily News and the Butler County Times-Gazette."

Boese also interned at the Wichita Eagle and at KMUW in Wichita, the NPR affiliate for Wichita State. Her first time on the air, though, was after coming to Eagle in Hutchinson part time a few months ago.

"Reporting is actually a little bit different, in terms of getting something that people want to hear when they are listening," Boese said. "I've definitely learned that reading for radio is different than just reading your news story after it's published."

Learning how to sound effortless while giving the right amount of space for them to speak in front of a source is something Boese is still working on.&nbsp;

"Your voice, obviously needs to sound conversational when you're reading a story," Boese said. "We're talking to you so people can hear your voice. It takes a little more critical thinking skills than it did when I just wrote for a newspaper."

Boese will regularly be responsible for the 5 p.m. weekday news hour and reporting on Eagle Media's stations and at Hutch Post.

New reporter learning radio news

NEWTON, Kan. — Street crews will collect and recycle real Christmas trees Jan. 2, 8 and 22.

Trees must be placed at the curb with all lights, ornaments and tree stands removed. Artificial trees will not be collected.&nbsp;Trees can also be taken directly to the Harvey County Rodeo Grounds, 700 W. First St.

Free mulch will be available beginning Jan. 26 at the Rodeo Grounds. You must bring your own containers to transport the mulch.

Tree pickup service is free through Jan. 22. Any trees placed after that date will require a $10 bulky-item pickup.&nbsp;

Newton sets Christmas tree recycling schedule

HUTCHINSON, Kan. — Kansas U.S. Senator Roger Marshall, M.D. said what was supposed to be the 2023 Farm Bill isn't going to be that, for sure.

"Fortunately, Pat Roberts left us a good farm bill," Marshall said. "We have done an extension on that. That will go through the next fiscal year, which would expire Sept. 30. Here's the problem. This farm bill, as we see it right now, is led by Democrats and it's a nutrition bill. We budgeted $60 billion to spend on food stamps and we're spending $180 billion a year right now on food stamps. The Democrats want more money for food stamps, but no more money for our farmers. We want to put the farm back in the Farm Bill."

Marshall wants to see more money for Title I funding. According to the <a href="https://www.fb.org/market-intel/farm-bill-title-i-commodity-programs-arc-plc-and-marketing-assistance-loans">American Farm Bureau Federation</a>,&nbsp; risk management tools like the shallow-loss coverage programs in recent farm bills are vital to farmers and ranchers being able to mitigate the volatile nature of farming. The 2014 farm bill created the Agriculture Risk Coverage and Price Loss Coverage programs, and the 2018 farm bill reauthorized and strengthened them. While farmers and ranchers have faced unprecedented circumstances the past few years, from&nbsp;<a href="https://www.fb.org/market-intel/prevent-plantings-set-record-in-2019-at-20-million-acres" target="_blank">record prevented-plant acres in 2019</a>&nbsp;and the&nbsp;<a href="https://www.fb.org/market-intel/coronavirus-sends-crop-and-livestock-prices-into-a-tailspin" target="_blank">COVID-19 pandemic in 2020</a>&nbsp;to&nbsp;<a href="https://www.fb.org/market-intel/analyzing-farm-inputs-the-cost-to-farm-keeps-rising" target="_blank">record-high input costs</a>&nbsp;and now&nbsp;<a href="https://www.fb.org/market-intel/inflation-recession-and-the-farmer" target="_blank">inflation</a>, the one thing that has stayed consistent is the need for a variety of risk management options like ARC, PLC and marketing assistance loans that fit farmers’ and ranchers’ needs.&nbsp; &nbsp;

"We feel like we've suffered the seven plagues of Egypt," Marshall said. "Two years of drought, then this White House gave us high fertilizer prices and high diesel prices and high interest rates. That's really what I'm hearing the most about from producers. Their interest rates have went from 2% to 9% for a million dollar operation loan and therefore they are not making any money."

The economic conditions are squeezing out the few small farmers left.

"With this, the economy in today's agriculture, we're going to be losing more and more farmers," Marshall said. "They simply just can't make a go of it right now. That's what the purpose of the farm bill is, is to help these farmers through years when we have drought or get hailed out or have insects, or whatever is causing the problems."

Marshall honestly doesn't see much hope on the horizon for months on a farm bill. He would not be surprised if it were at least late summer of 2024 before there really is much movement on the issue.

NEWTON, Kan. — According to the Friday update from the City of Newton, at the new library, painting and millwork installation are ongoing, the fire marshal has inspected, mechanical controls installation is ongoing, and carpet installation is underway. 

Drop ceiling areas will be completed next week, and doors and hardware installation has begun. Masonry veneer is ongoing, as well as metal wall panels on the outside. Next week, the contractor will begin subgrade work for the patio and walkways.

Permanent power is now in the building, and it is fully heated.

Substantial completion is still set for the end of January with staff move-in starting in February.

The new library will be 25,000 square feet and on the east end of Military Park, with a new parking lot on the northwest side of the new building. &nbsp;

After construction of the new building is finished, the library contents will be moved into the new building and the old building will be demolished. &nbsp;

A large green space will be created west of the building in the park. &nbsp;

The 1880 train engine will remain in its current location.&nbsp;

Additionally, the new library will have a drive-up book drop-off, glass-walled study rooms, large meeting rooms, young adult space with gaming area, separate space for children’s book collections and programs, technology areas, family restrooms, outdoor seating space and more.&nbsp;

The Newton Public Library Improvement Project cost estimate, including design and construction, is $10.7 million.&nbsp;

HUTCHINSON, Kan. — January 1 marks the beginning of the second year of the food sales tax phase out at the state level. According to the Kansas Department of Revenue, the sales tax on food and food ingredients, and certain prepared food, is not being repealed. 

Instead, the state sales tax rate is being reduced, over time, to zero. The reduction in the sales tax rate on food and food ingredients, and certain prepared food, only applies to the state portion of the sales tax rate. All local sales and use taxes still apply.

The food sales tax rate for the state portion, as of January 1, 2024 will be 2.0%, with the remainder dropping off on January 1, 2025, if the statute remains the same in the 2024 legislative session.

It's important to note that the reduction is basically on groceries, while a restaurant meal still is charged at the full 6.5% state sales tax rate.

Food sales tax to drop again in January

LINDSBORG, Kan. — Bethany College is excited to announce the appointment of Dr. Steve Eckman as the Interim President for the next 12-18 months. Currently serving as the Chancellor at York University in York, Nebraska, Dr. Eckman brings a wealth of experience and a proven track record of leadership in higher education.

Prior to his role as Chancellor at York University, Dr. Eckman served as the President of York College for eleven years. His extensive career in academia includes nineteen years at Lubbock Christian University, where he held various roles, such as assistant director of admissions, dean of students, associate professor of Bible, vice president for student services, and director of institutional effectiveness and planning.

Dr. Eckman's commitment to academic excellence extends beyond the classroom. He also served as the Executive Vice President, CFO, and Senior VP for Advancement at Ohio Valley University. He also spent time as a minister at Taylor Street Church of Christ in New Mexico and worked as a senior grant administrator for the JF Maddox Foundation.

"We are pleased to welcome someone with Dr. Eckman’s breadth of experience to Bethany College," stated Dr. Cheryl Rasmussen, Board Chair. "His expertise in academics, advancement, and student services, coupled with his successful presidency at York University, will serve Bethany College and the Lindsborg community well in the coming months."

Dr. Eckman holds an associate of arts degree from York College, a Bachelor of Arts in Bible from Harding University, a master’s degree in Biblical and Related Studies from Abilene Christian University, a Master of Divinity from Abilene Christian University, and a Doctor of Ministry from Amridge University in Montgomery, Alabama.

Lindsborg and Bethany College are not unfamiliar to Dr. Eckman. During his tenure at York University, he frequented the campus for KCAC athletic events. As recently as this week, he drove through Lindsborg, anticipating the possibility of a call for the interim president position.

Dr. Eckman has expressed his commitment to maintaining a high level of visibility on campus and active involvement in campus events. He aims to establish open lines of communication with all campus stakeholders, including faculty, staff, and students.

“Having served as executive vice president and CFO, I will bring operational expertise to my role as interim president,” stated Dr. Eckman. “Since I am Swedish, I look forward to engaging with local culture! My grandfather immigrated from Sweden in the 1880’s.”

Dr. Eckman and his wife LaRee are parents of two married sons and grandparents to seven grandchildren. Steve plans to arrive in Lindsborg the first week of January to begin his service to Bethany College.

Eckman named Bethany College Interim President

RENO COUNTY, Kan. — Reno County Administrator Randy Partington let the Board of County Commissioners know at their meeting on Wednesday that he will have an item for them with grant administration related to the Yoder water district at their first meeting in January.

"I sent it to Ranson Financial," Partington said. "I also sent it to SCKEDD. I didn't hear back from SCKEDD. Ranson came back with a proposal, they would take care of the loan and grant, we do have a grant for $600,000 on this project. We will need someone that's paying close attention. They'll work through the end of construction of the project and their fee is $20,000."

Commissioners just wanted to be sure this was a fairly standard fee, and Partington said it was for the amount of hours it will take them for the administrative functions.

Approval of the fee will be on the January 10, 2024 agenda.

The Kansas Department of Transportation project will be on U.S. 54 west of Cullison: from Southwest 130th&nbsp;Avenue east to half a mile east of Southwest 110th&nbsp;Avenue. The project is a little over 2 miles long. The work includes grading and surfacing.

The work is expected to begin around Jan. 2, 2024, and be completed around June 24, 2024.

Initially, most of the work will occur off the highway, with little to no impact on traffic. Starting around April 1, traffic will be shifted, with little delay for motorists.

Venture Corp., of Great Bend, is the primary contractor for the $5,972,226 project.

Work to start next week on U.S. 54 in Pratt Co.

HUTCHINSON, Kan. — Hutchinson Mayor Jon Richardson wants to continue the discussion in 2024 about when Hutchinson City Council meetings should take place. They are currently the first and third Tuesday of each month at 9 a.m. at City Hall.

"This is a personal opinion, but I think if we were to move the meetings to after 5 p.m., not just one meeting a month, but all meetings, it would encourage more involvement," Richardson said. "It would also allow people to possibly entertain the idea of running for city government if they couldn't do it before, due to their job."

One of the challenges of having the Mayor title is when outside vendors need to talk to both the city's professional staff and a member of the governing body about the same information.

"A lot of activity happens between 8 a.m. and 5 p.m.," Richardson said. "Sometimes, you don't know about it until it's close to time for that meeting. To be involved and actually balance that with your other job can be pretty difficult."&nbsp;

That isn't to say that running for office will be easy, regardless.

"There's really no great solution for it altogether," Richardson said. "It's worth chewing on and figuring out, as a council, if we want to do something different."

The next meeting is Tuesday, Jan. 2 at 9 a.m. at City Hall.

Cause for Paws starting pitbull initiative

HUTCHINSON, Kan. — The City of Hutchinson Traffic Division is beginning a comprehensive 5-week-long project aimed at upgrading essential components of the traffic signal located at the intersection of 30th Avenue and Plum Street.

To kick off this project, the traffic signal at the intersection of 30th Avenue and Plum Street will undergo its first phase of maintenance, necessitating a temporary shutdown. The initial phase is scheduled to occur on December 29th from 9:00 a.m. to 11:00 a.m. During this two-hour period, the traffic signal will be turned off, with the Hutchinson Police Department providing traffic direction and control to minimize disruption for motorists and pedestrians.

Over the course of the next 5 weeks, city crews will work to upgrade and replace essential components of the traffic signal. The project will involve the replacement of outdated equipment, wiring upgrades, and detection enhancements to optimize traffic flow and reduce downtime.

These improvements may cause temporary inconveniences, and city staff appreciates the community's understanding and cooperation during this period. The reliability and functionality of the traffic signal system is paramount, and this project will contribute significantly to achieving that goal.

RENO COUNTY—A veterinary service in Reno County is reporting a case of rabies.

Mohawk Road, Hutchinson, shared on social media they had just diagnosed a positive case of rabies in a farm cat.

"We treat every bite wound from a non vaccinated animal very serious as it may life or death situation," the practice said.&nbsp; "We had a client pick up a farm cat and was severely bit on the arm. Under the advice of Dr. Clay the farm cat was brought into the clinic and euthanized for testing. Dr. Clay informed the client to go to the emergency room and start rabies vaccinations immediately and not to wait for the test to come back from the lab. The owner complied to this recommendation and received her rabies vaccine and immunoglobulins."

"Two days later we got the results that the cat was indeed positive for rabies.  This is the exact reason we push rabies vaccinations in pets so hard. We receive a lot of push back on rabies vaccine daily as if we are trying to up sale that vaccine to pet owners.  We are truly pushing rabies vaccine as a public safety service."

HUTCHINSON, Kan. — According to a release from Hutchinson police, on December 24th, 2023, 19-year-old Zahkye Rouse of Hutchinson, KS was arrested on a probable cause warrant for 1) Distribution of a controlled substance causing death. This arrest is the result of an investigation of a fatal fentanyl related overdose that occurred in Hutchinson in June of 2023.

Hutchinson police announce Christmas Eve fentanyl arrest, seek public assistance

HUTCHINSON, Kan. — Kansas U.S. Senator Roger Marshall, M.D. said that the border crisis continues despite the meeting in Mexico between Mexican leaders and U.S. cabinet members.

"Under Joe Biden, we've had ten million people cross the border illegally," Marshall said. "Ten million, including 1.7 million got-aways. We have no idea who they are, where they are, what they are doing. Certainly, we know some of them are terrorists, many of them are aliens of interest. This is our number one national security threat that we face. All along, Joe Biden's had the ability to stop this, to slow it down, with simple policies."

Marshall has a simple question for the administration.

"Why do we have to beg the President of the United States to secure our border?" Marshall asked, rhetorically. "That's his job. He took an oath to protect us from enemies, both domestic and foreign. He's not doing it."

There is literally no way to know the background of those that Border Patrol has not caught, but the cross section of those captured is concerning.

"We've caught 24,000 Chinese nationals, young men of military age," Marshall said. "You would think, if we caught 24,000, how many more are there in the got-aways? Tens of thousands of people from countries of concern, like Iran and Iraq, as well. Known terrorists, we've caught over 100 known terrorists. We've known these aren't good people."

That's setting aside the flood of fentanyl that is still crossing the border, as well. Marshall said he doesn't understand the President's motivations, but he asks constituents to watch his actions.

Marshall: Biden Administration border response is lacking

HUTCHINSON, Kan. — Debra Teufel with the Hutchinson/Reno County Chamber of Commerce said that just because the property for a new industrial park near Crupper's Corner has been annexed does not mean work will start right away.

"The cost of the infrastructure is such that we need some assurances that we have a project in place before the city will start actually putting a lot of money into infrastructure in the ground," Teufel said. "They have invested in a study about what steps need to be taken to get ready for that development."

Some of that has to do with modernizing the water rights they have.

"A lot of those pieces are taking those former water rights, the Carey Salt water rights, that the city has had for years and converting those over and actually starting some of the pieces within the City of Hutchinson, to get that water source to the treatment plant," Teufel said. "That is something that could happen in the next year without having to actually run that line under the river to get to the industrial park."

The annexation is a vital step to allowing large projects to take Hutchinson seriously as a future destination.

"Usually, to land a deal, you have to give assurances that land is annexed and properly zoned before they'll even take a look at you," Teufel said. "We've had the good fortune to be able to submit on some projects that we weren't quite there yet, but they still looked at us. I think this step last week was huge, in order to really be able to say we have an industrial park."

"They have invested in a study about what steps need to be taken to get ready for that development."Some of that has to do with modernizing the water rights they have."A lot of those pieces are taking those former water rights, the Carey Salt water rights, that the city has had for years and converting those over and actually starting some of the pieces within the City of Hutchinson, to get that water source to the treatment plant," Teufel said. "That is something that could happen in the next year without having to actually run that line under the river to get to the industrial park."The annexation is a vital step to allowing large projects to take Hutchinson seriously as a future destination."Usually, to land a deal, you have to give assurances that land is annexed and properly zoned before they'll even take a look at you," Teufel said. "We've had the good fortune to be able to submit on some projects that we weren't quite there yet, but they still looked at us.
