HUTCHINSON, Kan. — The&nbsp;Sky Ryders Performing Arts Foundation is looking to bring back the long-time Hutchinson-based drum and bugle corps to the Salt City and the kickoff for the group is a clinic next week at Gowans Stadium.

"The Blue Devils are the 20-time reigning champion of Drum Corps International," said Dr. Jay Smith with the foundation. "They are the best of the best. They are the Kansas City Chiefs of DCI. They will come in and you will see excellence in terms of all the players are top notch. Most of them are college age students, like HCC students, who have reached the top of their game. The pageantry is stunning, the colors, the props they use and then of course, the sound."

The reason the Sky Ryders ultimately left Hutchinson was due to financial struggles, so Smith knows it will take some time to put together.

"What happened with the Sky Ryders in the 1990s was, the whole funding model became a bit antiquated," Smith said. "For example, the Sky Ryders had this bingo hall on 4th Street. Obviously, the activity now, like everything else in our country has just skyrocketed in terms of cost. The whole fundraising model that the Sky Ryders Performing Arts Foundation has is a little bit different and it requires fundraising on actually a national level, not just going to our alumni for financial support or for marching members for dues, fees, but we're talking corporate level sponsorships. That's already all begun."

The hope is to get the enthusiasm for the art form started again so that when the money is there, the players will be, too.

"We can only project timelines at this point," Smith said. "We're looking at a minimum of five years to seven years, actually. Having said that, the age out is 21."

Today's "Throwback Thursday Collection" takes us to the southeast corner of East Avenue A and South Poplar. 

Right after World War II, drive-in restaurants started becoming popular. In 1948, Melvin Robinson and his nephew, Larry Burgess, partnered to build a drive-in at 201 E. Ave. A.

They decided to call it "R-B Drive In." The first photo shows it under construction in 1948.

Melvin bowed out quickly and, by 1949, Larry was sole proprietor. The drive-in became famous for its pork tenders, onion rings and cherry limeades. The second photo shows the drive-in in 1958, it had gone from an open-air-type structure to enclosed glass so it could stay open for more than just the warmer months.

In 1984, Larry decided to retire and sold the drive-in to his daughter, Pam, and her husband, Charlie Wheeler. After 22 years of serving hamburgers and fries, the Wheelers retired in 2016, selling it to Kirk and Julia Johnson. The third photo shows the R-B Drive In in 2017, right after a sprucing-up by the new owners.

The fourth photo shows the R-B Drive In at 201 E. Ave. A today, still owned by Kirk and Julia Johnson, with the ultimate goal of "Don't change a thing."

📷 Throwback Thursday: Hutch - Then & Now Collection - Vol. 26

HUTCHINSON, Kan. — Kansas State Fair General Manager Bryan Schulz said the State Fair Board agreed at its meeting on Tuesday to allow the state to look for a new company to help with a plan for the Grandstand area at the fairgrounds.

"We're going to be putting out an RFP for a new on-call architect firm," Schulz said. "As soon as that gets done, we'll start meetings with them to see what the new Grandstand area could potentially look like."

Schulz is referring to the area beyond the current structure.

"Not the seated part of the grandstand," Schulz said. "It's out in front. It went out last week for an RFP for a new on-call architect firm. As soon as that is approved by the state, then we'll start working with them on potential drawings and cost analysis and everything like that."

Schulz does not know when state approval will come.

Schulz: Grandstand area planning waiting on state approval

RENO COUNTY, Kan. —&nbsp;The Reno County Museum will celebrate 60 years of community culture and history on July 15. The celebration will take place in George Pyle Park in Hutchinson.&nbsp;

"The big to do is that we are having a movie in the park. We're showing a League of Their Own," Brianna Buller, Reno County Museum Event Coordinator, said. "But before that, we're going to have yard games and dunk tank and food trucks and a photo booth, all leading up to till it gets dark."

The Reno County Museum’s personal history began when the Reno County Historical Society, the umbrella of the museum as well as Strataca, was founded in 1960. There were 13 charter members. &nbsp;

Eventually they decided to start a museum, and in 1963 the first location of the Reno County Museum opened in the J.P. Harsha House in Hutchinson, Kansas. J.P. Harsha was a former mayor of Hutchinson, and the house was donated as the Reno County Museum’s first location. &nbsp;

The official opening of the Reno County Museum was July 6, 1963. &nbsp;

However, in 1967, the museum was moved to Haven’s township hall. The deteriorating condition of the township hall, including flooding issues, caused the Reno County Historical Society to move the museum back to Hutchinson in 1986. Since then, the museum is at 100 South Walnut.

Buller has been with the museum for four years and finds it exciting to be part of its legacy. &nbsp;

"It's a major milestone for not only the museum, but for Reno County as a whole, as a community," Buller said. "I think that this institution is essential in telling the story of Reno County, and it plays a pivotal role in continuing to preserve and tell the stories of the past. Its an honor to work here, it really is."

According to Buller, the Reno County Museum has been working hard in recent years to be of service to the community. 

The Reno County Museum features several exhibits about Reno County and Reno County people who had parts in history. People like Civil War General Jesse L. Reno, the county’s namesake, whose saber is one of the first pieces people see when entering the museum. &nbsp;

The Reno County Museum also features a Carey Salt exhibit, reflecting how much of a big deal the salt industry is to the Reno County area, specifically to Hutchinson. &nbsp;

Buller said her personal favorite exhibit in the museum is the semipro baseball display, showcasing the 1982 baseball team.&nbsp;

Additionally, the Reno County Museum hosts resources to help people with family and genealogy research to help them understand their personal history.&nbsp;

"You know, everybody says it, but without knowing your past, you can’t know your future, which is a very true statement," Buller said. "The Reno County Museum is important to this community because it is an institution that is actively working towards preserving and telling the stories of Reno County, and in doing so allows for the community to feel connected, to feel important."&nbsp;&nbsp;

Buller is passionate about the purpose of the Reno County Museum.&nbsp;

"You can come here, and you can learn and read and ask questions," Buller said. "We are a resource to the community, and people should use us more because we love the community, we are here for the community, and we were built by the community."&nbsp;

Come celebrate Reno County Museum’s 60th anniversary on July 15 in George Pyle Park from 7:30 p.m. to 11:00 p.m. The event is free to attend, but donations are welcome.

Reno County Museum: 60 years of community preservation 

NICKERSON, Kan. —&nbsp;Nickerson teens will have the opportunity to pair their creativity with up to $7,500 in grant money to address a youth-related community challenge.

The Nickerson Youth Challenge invites Nickerson area youth ages 12 to 17 to an interactive two-day workshop to create experiments that make Nickerson an even better place for young people. The workshops will be from 1 to 4:30 p.m. July 27 and Aug. 3 at the Nickerson Community Center, 11 N. Nickerson St.

During the sessions, participants will identify concerns and aspirations around a challenge, brainstorm ideas for addressing the challenge, and design experiment prototypes to put into action through the grant dollars.

The Nickerson Youth Challenge is sponsored by the city of Nickerson and Hutchinson Community Foundation, which will distribute the grant from the Fund for Reno County.

Lunch and snacks will be provided throughout the workshop.

Nickerson teens invited to sign up now for youth challenge

RENO COUNTY, Kan. — Reno County Commissioners approved two resolutions for the temporary notes to allow for the purchase of the land for the Yoder and HABIT sewer expansion project at their meeting Wednesday. Cost for the land is $350,000.

The option chosen by the commission was to issue temporary notes with county funds that will be repaid by the sewer districts when financing for the project is in place.

The sewer districts have been in the need of system enhancements/upgrades since 2018. In 2019, Schwab Eaton prepared a report of the sewer district options that had a cost of around $3 million.

Since that time, the county has learned of a proposed expansion of the law enforcement center that meant the project needed to be reevaluated.

Inflationary costs have also risen since that time. The most recent estimate for the project is $6,133,100 that includes the $350,000 needed for the purchase of land required.

The land required is on property that the county currently uses for HABIT's lagoons. Additional lagoons are needed for both the Yoder sewer district and the expansion of the law enforcement training center. There will also be adequate land if more lagoons are needed in the future with possible industrial growth.&nbsp;

Now all the dates are in order for the current landowner to complete their subsequent transaction and the bonds are scheduled to go out for sale later this month.

Yoder and HABIT sewer expansion resolutions approved

This is day 10 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Based on July 1 conditions, Kansas' winter wheat production is forecast at 208 million bushels, down 15 percent from last year, according to the USDA's National Agricultural Statistics Service. Average yield is forecast at 32 bushels per acre, down 5 bushels from 2022. Area to be harvested for grain is estimated at 6.5 million acres, down 2 percent from a year ago.

This week wheat coming in looks to be all over the board, according to Jim Bob Lewton, senior Vice President of Grain Operations with the Konza Coop in Pratt.&nbsp;

Harvest in and surrounding Pratt began June 20, about seven to ten days later than when they usually start. Yields have been averaging about 25 bushels per acre, but some fields have been better than others. Proteins have been high, reaching up into 12-13 percent. These recent rains have been causing test weights to dip, remaining in the 58-60 pounds per bushel region. Moisture has been varying with these recent rains, although the grain has remained dry enough for harvesting. Now all that is left is to wait for conditions to dry enough for farmers to get combines in the field.&nbsp;

Lewton predicts harvest will be complete next week. They anticipate that they will only receive 30-40 percent of their usual amount of wheat.&nbsp;

Chris Tanner from Norton reports his harvest began on July 4 and will last about another week, barring rain delays. He said harvest is far later than normal and he is fighting weed pressure.

“I’m amazed at the resiliency of wheat, given what it looked like through the winter,” he said, noting that the Westbred variety Grainfield has been doing well for him.

This year’s harvest is much better than last year for Tanner, who said this is going to be a “highly average year” for the acres he is able to harvest. Even so, about 30 percent of his wheat was zeroed out due to the drought.

Tanner reports that his test weights have been averaging 61 to 62 pounds per bushel, except for the wheat that was hailed on, which was only in the low 50s. Yields are ranging from 15 to 70 bushels per acre, with an overall farm average anticipated to be 25. Protein is about 13 percent.

﻿It was truly a family wheat harvest with four generations in the field. He was fortunate this year that his son, daughter, son-in-law and 6-month-old granddaughter were able to join him, his brother and his father for this year’s harvest.

Evan Lesser, who farms near Palco in Graham County, reports that harvest began on June 26 and he has about 2 days left.

Test weights are ranging from 60 to 64 pounds per bushel and protein measured 15 percent. May rains came a little too late to positively affect yield, but they did help with improving grain fill and test weights. Yields are ranging from 22 to 50 bushels per acre, depending on which fields caught the rain.

Lesser says yields were much better last year, with his 2022 farm average better than even his highest yields this year. Overall, this has been a disappointing year for his wheat, one of the worst since he started farming in 2010.&nbsp; He does, however, have high hopes for corn and grain sorghum.

Day 10, Kansas Wheat Harvest Report

NEWTON, Kan. — The Newton City Commission presented the 2023 Yard of the Year award to Donna Ratzlaff at 501 Normandy at their meeting Tuesday. 

Out of 17 nominated yards, Donna’s property ranked especially high in tree and turf health, good use of perennials, and focal points. Donna and her husband, Tom, bought this home in 2009.

 Donna has always been a gardener and designed all the planted areas. She chose the plants to develop microclimates to assure everything flourished and for ease of care. 

She said that Tom was a hard worker who helped make her vision and dream come to life in their yard. Tom passed away in May, but Donna said he would be overjoyed with this award.

NEWTON, Kan. — At Tuesday night’s meeting, the City Commission approved the purchase of a storage/warehouse building at 214 E. Sixth St. to be used for Police Department training and evidence handling.

The City will pay $60,000 to Wild Prairie Properties for the building and will also be responsible for a portion of closing costs and some subsequent repairs and improvements. The building is located directly north of City Hall, and the City already owned the west side of the building, which is used for storage.

Police Chief Craig Dunlavy said the department will use the space for officer training, to search vehicles out of the elements, and for large-scale evidence processing. The proximity to City Hall and the adjacent parking lot make it an ideal location.

The building is currently under lease, and the tenants have agreed to vacate by Aug. 31.

The purchase will be paid for with previously approved bonding authority held over from the Law Enforcement Center remodel in 2020.

Newton purchases warehouse for police use

HUTCHINSON, Kan. — The Hutchinson City Council will discuss their feelings following the interviews of police chief candidates as part of a special meeting Friday morning.

According to the agenda provided to Hutch Post, there will be at least two executive sessions on Friday. The first is to discuss issues related to 2024 contract negotiations with the City’s bargaining units and the second is&nbsp; to discuss matters involving the Police Chief interviews that were conducted on Monday and Tuesday this week.

According to comments from Mary Grace Clements at the City Council meeting last week, there were four finalists for the police chief position to be interviewed. Those interviews happened Monday and Tuesday. 

The city's police department has around 80 employees, and according to recruiting materials, an adopted budget of more than $12.56 million this fiscal year.&nbsp;

The Hutchinson City Council special meeting will be at 8:30 a.m. Friday in the Council Chambers Conference Room at City Hall.

City council to have special meeting Friday

HUTCHINSON, Kan. — The Board of County Commissioners on Wednesday moved to exceed the Revenue Neutral Rate for the special districts budget at their regular meeting.

Reno County has a budget document that is prepared and approved every year separate from the overall county budget. This budget is the special districts budget. The Reno County Commissioners are the governing body for each of the special districts independently.

According to agenda documents provided to commissioners, to simplify the adoption of the budgets, each of the special districts listed below are included in the budget.

Fire District No. 2 (Hutchinson Fire, surrounds the city)

Fire District No. 3 (Nickerson and Highlands area)

Fire District No. 4 (Partridge, Arlington, Plevna, Pretty Prairie, Langdon area)

Fire District No. 8 (Yoder, Pleasantview, Habit area)

Fire District No. 9 (Haven, east side of Cheney Reservoir area)

Fire District Joint No. 1 (Reno/Kingman) (Pretty Prairie and west side of Cheney Reservoir area)

Fire District Joint No. 2 (Reno/Harvey) (Buhler area)

At the requested and recommended level, all but four special districts would go above the RNR.

Reasons for this include low assessment increases in various districts, along with increased costs and the build-up of their reserve funds. The four (4) funds/districts under the RNR are Fire District No. 8 (Pleasant View, Yoder, and HABIT area), Fire District No 9’s Bond &amp; Interest (Haven area), Sewer District No. 8 (The Highlands) and Sewer District No. 8 Bond &amp; Interest.

Below is a tentative budget schedule, along with deadlines from the State of Kansas, based on the county exceeding the Revenue Neutral Rate (RNR). Even if the RNR is not exceeded with the final budget, it is strongly recommended going through the process in anticipation of exceeding the RNR to protect the county. The purpose of following the process to exceed the RNR is that the rate is based on an estimated assessed valuation that may go up or down between now and November 1, 2023.

July 20 – Last day to notify the County Clerk about Reno County's Revenue Neutral Rate (RNR) intentions.

August 20 - September 20: Hold RNR hearing prior to official budget hearing. Publication of hearing must be published in the newspaper and online at least 10 days prior to the hearing.

August 20 - September 20: Hold official Budget Hearing with same publication requirements as used for the RNR hearing. The two hearings can be on the same day.

August 20 - October 1: Pass Resolution to exceed RNR and formally adopt 2023 budget.

August 30 - October 1: Certify budget and electronically submit to the County Clerk.

The commissioners chose to file the Revenue Neutral Rate exceedance paperwork, which allows them more time to make specific decisions on if any cuts will happen, but it appeared that they were likely to keep most of the fire district budgets at staff recommended levels, at least.

Field Day near Pleasantview Friday

NEWTON, Kan. — Newton City Manager Kelly McElroy has announced she will leave her position in October after seven years of service to the Newton community.

McElroy has been city manager since January 2020. She joined the Newton staff in October 2016, first as community development director, city planner and historic preservation officer, and later as assistant city manager.

“It has been an honor and pleasure to work for the City of Newton and the community,” McElroy said. “I am very proud of our staff team that has strong ambition, creativity, and servant leader hearts. The leadership the City Commission has provided us over the past several years has been invaluable. We are fortunate to have such dedicated individuals serving, focusing on big picture endeavors, and leading the community into a rapid growth mode.”

As city manager, McElroy led the City through the COVID-19 pandemic, construction of a new public pool, the new Railer Field at Centennial Park, a new Newton Public Library, remodel of the Law Enforcement Center, the City’s Sesquicentennial celebration, and a surge in new residential, commercial and industrial development in the community.

“My time in Newton has been filled with amazing people and meaningful projects,” McElroy said. “I will miss working with our amazing team and community leaders. Although I am sad to be leaving Newton, the community is in a very good position to continue to grow while preserving our unique culture, history, and heritage.”

“Kelly has provided dedicated leadership and service to the Newton community over the past seven years,” Mayor Leroy Koehn said. “She’s worked hard to ensure we are on a positive path and that the community is thriving. She has made a real difference here, and we are proud of what has been accomplished during her tenure.”

In the coming weeks, the City Commission will determine next steps for the selection of the new city manager.

“I cannot say enough about Kelly’s professionalism and leadership,” said Vice Mayor Rod Kreie. “The City is in excellent condition and growing; the staff is prepared to continue to meet the challenges that are ahead of us. The Commission will move quickly to determine the process for selecting our next city manager. We will be seeking a strong administrator who is qualified to handle a variety of growth opportunities. Our ideal candidate will also have experience in managing thriving municipal departments in a full-service City and be willing to manage our exciting upcoming projects.”

McElroy is a native Kansan, with more than 20 years of public service in the municipal government and nonprofit arenas. She has lived and worked in multiple states over the years. Before Newton, she served with the City of Goddard, the Workforce Alliance of South Central Kansas, the Regional Economic Area Partnership (REAP), and the City of Edmond, Oklahoma. She serves on multiple national, state, and local boards and commissions; holds a Master of Public Administration with emphasis on economic development; a Bachelor of Political Science; and is a Certified Public Manager (CPM).
