MCPHERSON, Kan. — McPherson College in Kansas announced Friday that it has met the match on its historic $500 million endowment double match challenge. Additionally, the anonymous donor surprised the college community by committing an additional $500 million estate gift for a total commitment of $1 billion. 

The McPherson College Board of Trustees also voted unanimously to name the McPherson College endowment after two late alumni and professors at McPherson College, Drs. John Ward and John Burkholder. McPherson College President Michael Schneider announced the milestone at an on-campus event this morning attended by over 200 faculty, staff, trustees, students, and friends of the college.

The total funding of $1,592,000,000 will result in the largest endowment of any small liberal arts college in the United States.

The donor agreement provides the flexibility for the anonymous donor to pay out over time, or it is all paid in full upon the donor’s death, which is the latest time at which McPherson College would have access to the anonymous donor’s $1 billion. Most other gifts to meet the challenge will come over time as part of estate commitments.

“Today is historic, not just for McPherson College, but for all small liberal arts colleges in America,” said Schneider. “I am incredibly grateful to our anonymous donor for giving us an unprecedented opportunity—and responsibility—to build and implement our strategic vision of becoming a destination learning community. We have also been given an amazing opportunity to honor two legendary alumni and professors, Dr. Ward and Dr. Burkholder.”

“Now, the work begins to build a bridge to our future endowment,” Schneider added. “We need to carefully plan how the income from the endowment is deployed to reimagine and construct the campus of the future, build a much-needed rural health pipeline in Kansas, create a center for the future of automotive engineering, and work to make college more affordable for all our students. There has never been a better day to be a part of the McPherson College community!”

At its most recent meeting, the McPherson College Board of Trustees named the McPherson College Endowment the Ward-Burkholder Endowment. Dr. Ward graduated from McPherson College in 1950 and had a distinguished career in higher education, first as a professor of agriculture at McPherson College for 12 years and later at the University of Nebraska. Dr. Burkholder graduated from McPherson College in 1949 and was a professor of biology at the college for nearly 40 years. Many members of the Ward and Burkholder families were on hand at today’s event.&nbsp;

“Naming faculty on this massive endowment highlights the unique faculty-student relationships found at McPherson College, including the times John and John were themselves students at the College. Priceless might be a fitting word to describe the influence that faculty, staff, and administration of McPherson College have on the lives of its students,” said Marty Ward, a McPherson College Trustee and son of Dr. John Ward. “The Ward and Burkholder families are honored and grateful to everyone who has had a part in the Ward/Burkholder Endowment. On behalf of Dad and Dr. Burkholder – thank you.”

According to the terms of the double match gift challenge that concluded on June 30, the anonymous donor agreed to contribute $2 for every $1 given by others, up to $500 million.&nbsp;&nbsp;&nbsp;

Donations of this scale do not usually go to colleges with the size or location of McPherson College. This gives the school the rare opportunity to build and sustain the small liberal arts college of the future on the Plains. McPherson College is following its student-first values, directing the funds toward its academic programs as well as making college more affordable and accessible—ensuring talented people in places like central Kansas have the opportunity to thrive over the long term.

Joining in the day’s festivities was U.S. Senator Jerry Moran,&nbsp;the senior United States senator from Kansas.

“McPherson College has taken an innovative approach to training students to meet the demands of the McPherson community and the surrounding area,” said Sen. Moran. “The great work at McPherson College is attracting donors who want to support institutions offering young Kansans opportunities to thrive during college and long after they have graduated. McPherson College’s student-centric plans include a renewed collaboration on rural health initiatives, plans for state-of-the-art science and engineering facilities, and a huge boost for students facing challenges affording college. Specifically, this includes McPherson’s Community by Design strategic plan, which includes East McPherson, the campus master plan; a new Kansas Center for Rural &amp; Community Health; and McPherson College’s Student Debt Project, which has been proven to be a true pioneer in college affordability.

The new Kansas Center for Rural &amp; Community Health will ensure the next generation of practitioners can use the latest technology and techniques to help improve healthcare in rural Kansas. McPherson College’s groundbreaking Student Debt Project, which has established a successful partnership with local businesses, has made McPherson College significantly more affordable. The program, where McPherson College donors match 25 cents for every dollar a student contributes to their education, will be expanded in the future as a result of meeting the match, not only making a McPherson College education affordable for more students but also serving as a blueprint for other colleges across the country struggling with keeping student debt low in the face of rising costs.

&nbsp;“McPherson College has been a special place for Richard and me for over a decade,” said Dr. Melanie Lundquist. “We have especially appreciated President Schneider and Provost Gutierrez’s innovative, problem-solving leadership. It has also been one of our greatest pleasures to support McPherson’s one-of-a-kind automotive restoration program. Richard was honored to donate his classic Ferrari to the program, and we are both thrilled that this unique program – and McPherson College -- will be on solid footing for perpetuity because of this phenomenally generous matching gift.”&nbsp;

The Lundquists committed $50 million to the match and donated his classic Ferrari to the college’s automotive restoration program—the nation’s only four-year degree program.

Next month, McPherson College’s automotive restoration program make its first-ever appearance on the industry’s biggest stage – the 2023 Pebble Beach Concours d’Elegance. The students’ fully restored 1953 Mercedes-Benz 300 S Cabriolet will compete at this year’s event, a monumental milestone for the unique program.&nbsp;

HUTCHINSON, Kan. — Lance Patterson with Boys and Girls Club is pleased with the results it has gleaned thus far from a survey conducted earlier this summer.

"When we did this survey the last time, which was in 2016, what we found is that the community's perception of teens was not very good," Patterson said. "Not very good at all. Personally, they didn't have a good perception of teens and as a community they didn't feel like there was a good perception of teens. That's something that we wanted to really address. This time around, we saw that almost, just a little over half of the people surveyed had a positive perception of teens. We were really happy to see that."

So, what can the Boys and Girls club do to continue to help young people thrive?

"The other areas that really stood out was the need for mental health programs for our kids," Patterson said. "COVID has been a challenge for everyone, but especially for kids and so that's something that we're feeling the effects of what happened a couple of years ago. That mental health, workforce development and academic success were the other areas they felt were the most need for our community."

Patterson said enrollment for new students starts Monday and it is a great year to get started with the Boys and Girls Club.

"I would encourage everyone to enroll soon," Patterson said. "We were fortunate to receive a 21st century community learning center grant. This is actually a renewal of a grant that we currently have, but one of the kind of cool parts about this grant this time around is that it's going to allow us to waive all of our membership fees. For our school year program, there will be no fees charged to be part of the Boys and Girls Club."

The grant is just for K-5, but the club has decided to waive fees regardless of age this year. However, they could use donations from the community to help backfill some of that money they would have gotten from 6th grade and up. Patterson: Survey says community is more positive about kids

PRATT, Kan. — The grand opening of the new Pratt pool is Saturday July 22 at 11 a.m.

The new pool has big waterslides, a small frog slide, a therapy channel and tumbling buckets.

A formal dedication will be held where the donor family will be announced that allowed for the pool to be built without using taxpayer money.

The Pratt Pool Project began in 2007 when the City was made aware of the failing pool situation. The City was informed then that the pool needed to be replaced in the next few years.

The issue was deferred through the years because of the perceived cost of a new pool and the burden it would put on the citizens. &nbsp;In 2019 the commission was made aware that deferring any longer would be a tremendous cost to the City, as well as a liability. A project began in earnest and a public input survey was conducted and a pool committee was appointed.

In early 2022, a team of advisers including structural engineers, bond and finance counselors, and City department heads stated then that it was the critical time to replace the City Pool in accordance with the public input.&nbsp;

The donation was estimated at the time it was given as $6 million over four years.

Pratt Regional Medical Center will be sponsoring pool admissions on Saturday, July 22nd and Baymont by Wyndham will be sponsoring the first 100 kids on Sunday, July 23rd. AR Detailing by Annissa Rea will sponsor the first 100 kids on Monday, July 24th. The Chapeau will sponsor the first 100 kids on Tuesday, July 25th. Cathy's Closet will sponsor the first 100 kids on Wednesday, July 26th. Mid Kansas Auto Sales will be sponsoring the first 100 kids on Thursday, July 27th.&nbsp;

Pratt pool to open Saturday

MCPHERSON, Kan. — As of July 1, Community Care Hospice began providing services to Sedgwick, Harvey, Marion, Reno, McPherson and Saline County residents.

Community Care Hospice was born from the collective vision of 13 not-for-profit senior living communities.

Each of the 13 senior living communities was founded on the principles of empathy, respect, and holistic well-being for older adults. Fiesta just over two months away

This is day 14 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Up and down the Colorado border, wheat producers are working to finish up harvest. The northwestern corner of the state was among the few that received moisture last fall, snow this winter and rain this spring, leading to better yields than many other areas of the state. In contrast, the southwest corner of the state is faring poorer with high rates of abandonment and declining conditions for wheat left standing in the field. Universally, moisture in the air continues to delay cutting, extending harvest well beyond a normal pace.&nbsp;

Jason Ochs of Hamilton County had to abandon about 60 percent of his wheat this year due to the drought. On the remaining acres, he is averaging yields of about 20 bushels per acre. He did have one field that was adjusted at 0.3 bushels per acre, but it started raining in April before he got it destroyed, so he will harvest it, saying that it might make 15 bushels per acre. Test weights are averaging 58 to 59 pounds per bushel.&nbsp;

Ochs grows both hard red winter (HRW) and hard white (HW) wheat. Both classes are shattering due to wind and hail. One of his fields had 50 percent loss after four separate hail events and has been hailed on twice since then.

He said the majority of the area had a hard time getting fall crops in due to excessive rains in May and June, so wheat acres should be up this fall. His mantra is, “You have to take advantage of the opportunity when there is moisture” — even if it messes up the crop rotation a bit.

“Residue is big-time cash as far as I’m concerned,” Ochs said.

Harvest began on July 3 and 4, but rains came in, keeping them out of the fields for several more days. Ochs noted that it is difficult to find help because of the late harvest, and he currently has one combine sitting because he has no one to run it. Weed pressure, moisture and humidity — not common issues during harvest in this part of the state — mean the machines that are running have to go slow.&nbsp;

“I have two days of harvest left,” he said, “but it will take five or six.”

Ochs noted that Kansas Wheat Alliance’s hard white wheat variety Joe has been a good performer this year, yielding in the mid-30s, and that PlainsGold’s HRW wheat variety Canvas has also done well, weathering the drought.

Harvest is further behind in the northwest part of the state at 60 to 70 percent complete, well behind the normal timeline for the area, according to Stan Remington, CEO/president of Frontier Ag Inc. With the weather forecast showing temperatures in the mid-90s and no chances of rain — yet — harvest could finish up by the end of next week.&nbsp;&nbsp;

Along Highway 36, the wheat harvest has been the best in the territory, Remington said. The area had some moisture last fall that got the wheat up, snow throughout the winter and rains this spring. Moisture was timely, but not early enough for disease to set in, allowing wheat to grow into more of its yield potential. As a result, yields started out at 70 to 80 bushels per acre with protein ranging from 10 to 11 percent where yields are high and adjusting up to 12 percent further east where conditions were drier. Test weights started excellent at 61 to 62 pounds per bushel, with daily averages now at 58 bushels per acre. Weeds are starting to be more of an issue for producers.&nbsp;

Weather has been a constant battle since the day harvest started. In addition to rain delays, producers can only cut from mid-afternoon to dark, thanks to fog in the mornings and humidity that comes with the rising and setting of the sun. Two different sizeable hail events along the Cheyenne/Sherman County line eliminated some acres, along with significant damage to the corn and other fall crops. Still, Remington said producers will take the moisture because fall crops that weren’t hit by hail are looking fantastic.&nbsp;

Overall, Frontier Ag Inc. expects to end up with 60 percent of the historical average for bushels across their draw area, which extends from the Colorado line up to the Nebraska border, across Highway 36, dropping down to Highway 24 to Hill City then down to Ransom and back across the I-70 corridor from WaKeeney to Goodland.&nbsp;

“With the year, and as we look back at the first day of May, we feel pretty fortunate,” Remington said.

He noted grain shipments from northwest Kansas depend on how the final crop unfolds, but he is excited for when the Amber Wave wheat gluten plant comes online in Phillipsburg for additional marketing opportunities for area producers.&nbsp;

The bipartisan bills fully fund the State Water Plan and create new grants for water infrastructure projects.

“Saving the critical water sources that power the agriculture industry—the backbone of our state economy—and securing a reliable, safe water supply for residents and businesses across Kansas for years to come are nonpartisan issues,”&nbsp;said Governor Kelly.&nbsp;“There is more to be done, but these bills represent an important step forward in that fight by providing needed funding and clear policies around water management works towards ensuring a safe, sustainable water supply for generations of Kansans to come.”

In 2022, Governor Kelly fully funded the State Water Plan for the first time since 2008. Senate Substitute for House Bill 2302 represents a significant increase in funding for water, adding $18 million on top of the annual $8 million for the State Water Plan and $17 million for the two grant funds. In total, the bill designates an additional $35 million in funding to protect essential water resources. The bill includes that it is legislative intent to continue this funding through 2027.

“We have been working with the Kansas Water Office and local vendors for the last 4 years to evaluate different irrigation technologies and evaluate their effectiveness in an on farm environment,”&nbsp;said Ryan Goering, of R&amp;E Goering Farms, LLC.&nbsp;“The results of this work indicate new technologies can reduce water consumption and reduce energy use while sustaining yields. The increased funding will allow these efforts to expand and accelerate the awareness and adoption of water conserving technologies by farmers.”

House Bill 2279 requires Kansas’ five Groundwater Management Districts to submit annual reports to the Kansas Legislature with updated water conservation and stabilization plans to the Kansas Department of Agriculture.

The reports to the Legislature will outline expenditures for water conservation efforts and stabilization of agricultural consumption. A Groundwater Management District oversees the management of groundwater resources, conservation, and use in five regions of the state with significant aquifer storage and use.

The bipartisan bills fully fund the State Water Plan and create new grants for water infrastructure projects.“Saving the critical water sources that power the agriculture industry—the backbone of our state economy—and securing a reliable, safe water supply for residents and businesses across Kansas for years to come are nonpartisan issues,”&nbsp;said Governor Kelly.&nbsp;“There is more to be done, but these bills represent an important step forward in that fight by providing needed funding and clear policies around water management works towards ensuring a safe, sustainable water supply for generations of Kansans to come.”In 2022, Governor Kelly fully funded the State Water Plan for the first time since 2008. Senate Substitute for House Bill 2302 represents a significant increase in funding for water, adding $18 million on top of the annual $8 million for the State Water Plan and $17 million for the two grant funds. In total, the bill designates an additional $35 million in funding to protect essential water resources. The bill includes that it is legislative intent to continue this funding through 2027.“We have been working with the Kansas Water Office and local vendors for the last 4 years to evaluate different irrigation technologies and evaluate their effectiveness in an on farm environment,”&nbsp;said Ryan Goering, of R&amp;E Goering Farms, LLC.&nbsp;“The results of this work indicate new technologies can reduce water consumption and reduce energy use while sustaining yields. The increased funding will allow these efforts to expand and accelerate the awareness and adoption of water conserving technologies by farmers.”House Bill 2279 requires Kansas’ five Groundwater Management Districts to submit annual reports to the Kansas Legislature with updated water conservation and stabilization plans to the Kansas Department of Agriculture.The reports to the Legislature will outline expenditures for water conservation efforts and stabilization of agricultural consumption. A Groundwater Management District oversees the management of groundwater resources, conservation, and use in five regions of the state with significant aquifer storage and use."We must protect a safe and secure water supply for all Kansans,”&nbsp;Connie Owen, Director of the Kansas Water Office, said.&nbsp;“With these two bills, we demonstrate our commitment to enhanced investment in solving water challenges of all kinds and our specific dedication to addressing the depletion of the High Plains Aquifer. Our children, grandchildren, and all future generations of Kansans need us to get this right. Governor Kelly ceremonially signs pair of bills investing in, protecting water resources

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas said Thursday that prices at the pump are going up, but not very quickly.

"We've seen some small upticks in prices," Steward said. "Today's average in Kansas is $3.28 a gallon. That's up three cents from a week ago and up about five cents in the past month. Modest increases, probably pretty limited in terms of what we could see this time of year. I think, while demand has been strong, especially for the holiday weekends this summer, crude oil prices, which drive much of the cost we see at the pumps, have been relatively stable all summer. We're looking at $75 to $76 a barrel in the crude oil market."

Reno County's average price is one of the lowest in the state at $3.11 a gallon. Area prices are as follows:&nbsp;

Steward notes that the crude oil market seems to have normalized itself now that geopolitical factors are staying the same at the moment.

"The Ukraine-Russia situation was obviously the major driver last June and throughout much of last year has had an impact on crude oil prices, but that seems to have calmed down for the time being. That is really the reason why we've seen such a stable crude oil market for most of this year."

There is still the chance that weather could impact supply as we get deeper into the Atlantic hurricane season, but barring something like that, the highs of last year look to be behind us.

"We don't see anything on the near term horizon that would indicate any huge leaps in prices at the pumps," Steward said. "A year ago this time, we were almost a dollar higher price, about $4.26 a gallon."

The prices are just about flat with the statewide average a month ago.

AAA: Gas prices still settled in roughly the same range

HUTCHINSON, Kan. — David Foster with the Hutchinson YMCA noted that the special Saturday Night at the Y event for middle schoolers that had to be canceled due to weather conditions has been rescheduled for this Saturday in Hutchinson.

"The Saturday that it was in the 70s, we decided to pivot," Foster said. "We've got that rescheduled for this Saturday night, so that's for all middle schoolers that just completed the 6th, 7th or 8th grade in Hutch and Reno County. We will be at the Salt City Splash. Thanks to Hutch Rec for hosting us over there this week from 6 p.m. to 8 p.m. We're looking for a great turnout. It should be nice and warm this weekend, so it looks like we're good to go as far as that goes this time."&nbsp;

This is a continuation of the Saturday nights at the Y that have been going on throughout the school year.

"We'll be back at the Y in August, the 2nd Saturday of August, which I believe is the 12th, from 6 p.m. to 9 p.m. We may take off September due to the fair and then kind of relaunch the 2023-2024 school year in October."

Foster said so far, they have averaged 125 students per event. If you haven't signed up yet, you can do so at the event Saturday.

"When the parents drop off, we'll have a table out front where they can come up at Salt City Splash and just fill out a registration form," Foster said. "Once they have got that on file, they are good to go."

Saturday night at the Y rescheduled for this weekend

Today's "Throwback Thursday Collection" takes us to "Hutchinson's Earliest Motorcycle Clubs."

Automobiles and motorcycles started proliferating in the Hutch area about 1906. This, in turn, generated a new idea by E.N. Sapp of Wichita to promote the first auto and motorcycle races at the State Fair Grandstand on Sept. 12, 1910. The first photo shows the motorcycle division winners on their rides.

This event built even more excitement over cycling. The second photo shows the Excelsior Dealership at 3 S. Main in 1912 with all its enthusiasts out front.

Excelsior was manufactured in Chicago from 1907 to 1931. In 1912, an Excelsior was the first motorcycle to be officially timed at a speed of 100 mph. In 1915, photographer Marion Bailey gathered the "Hutchinson Motorcycle Club" to pose in front of the newly-built Convention Hall. The third photo shows the club that included all the brands: Harley-Davidsons, Indians, Excelsiors and Thors.

The fourth photo shows the same spot today, only the building is now called Memorial Hall.

The nation's largest railroad looks to continue a strong 2023. Earlier this spring, the railroad declared a quarterly dividend of&nbsp;$1.30&nbsp;per share on the company's common stock, payable&nbsp;June 30, 2023, to shareholders of record&nbsp;May 31, 2023.&nbsp;

Union Pacific has paid dividends on its common stock for 124 consecutive years.

UP operates about 25 trains per day in Reno County, which include intermodal and grain shipments.

Union Pacific to release earnings next week

RICE COUNTY— A man from Little River was injured in an accident just after 9 p.m. Wednesday.

The Kansas Highway Patrol reported a 2011 Harley Davidson driven by&nbsp; 42-year-old Jose R.&nbsp;Aragon-Dominguez of Little River was eastbound on U.S. 56 when the motorcycle struck a deer in the roadway. 

The motorcycle overturned, entered the westbound lane and came to rest in the north ditch.

EMS transported Aragon-Dominguez to Hutchinson Regional Medical Center. He had a windshield on his motorcycle and was wearing a helmet, according to the KHP.

Kansas man hospitalized after motorcycle strikes a deer

HAVEN, Kan. —The Haven pool extended its hours earlier this month.

Admission during regular hours is free. The current hours are adults over 18 only daily from noon to 1 p.m. Public swim hours including kids are from 1 p.m. to 6 p.m. There is a Thursday night late swim option from 6 p.m. to 8 p.m. Families may swim late with an adult present on Sundays from 6 p.m. to 8 p.m.

The pool also can be rented for private parties from 7 p.m. to 9 p.m. on the nights it is not otherwise open (Monday through Wednesday, Friday and Saturday) The cost ranges from $80 to $120 per hour depending on the size of the group and how many staff will be needed.

To schedule, stop at the pool during business hours or call (620) 465-2361.

In addition, there will be swim lessons at the pool from July 31 through August 4 at 9 a.m., 10 a.m. and 11 a.m. Cost is $25 per student and you must sign up ahead of time at the pool.

Haven Swimming Pool adds hours, party option

HUTCHINSON, Kan. — Reno County EMS announced this week that Deputy Chief David Trotter is retiring.  His last day is July 29th, 2023.  Deputy Chief Trotter has dedicated 44 years of his life to serving the community through Reno County EMS. 

"His steadfast commitment, exceptional leadership, and endless dedication have left a permanent mark on both the organization and the lives of the people it serves," the department said on social media. 

Deputy Chief Trotter began his EMS career as an Emergency Medical Technician with McPherson EMS in May 1977.  In 1979, he brought his passion for pre-hospital care to Reno County EMS and soon after pursued a Paramedic certification.  Deputy Chief Trotter served as a frontline provider until his promotion to Team Leader in 1990. 

Deputy Chief Trotter filled the roles of Team Leader, Interim EMS Chief, and Deputy Chief and assisted in advancing the standards of care and driving positive change within the EMS system always with a focus on the well-being of our community and frontline providers.

The department will be holding a reception to honor Trotter's service on July 25th, 2023 from 1:00 p.m. to 3:00 p.m. at the Hutchinson Regional Medical Center Pavilion.

 </figure>HUTCHINSON, Kan. — Reno County EMS announced this week that Deputy Chief David Trotter is retiring. His last day is July 29th, 2023. Deputy Chief Trotter has dedicated 44 years of his life to serving the community through Reno County EMS. "His steadfast commitment, exceptional leadership, and endless dedication have left a permanent mark on both the organization and the lives of the people it serves," the department said on social media. Deputy Chief Trotter began his EMS career as an Emergency Medical Technician with McPherson EMS in May 1977. In 1979, he brought his passion for pre-hospital care to Reno County EMS and soon after pursued a Paramedic certification. Deputy Chief Trotter served as a frontline provider until his promotion to Team Leader in 1990. Reno County EMS Deputy Chief to retire

HUTCHINSON, Kan. — A Hutchinson 9-year-old is on to the next round in an online contest for the best kid's mullet.

Tucker Etienne is looking to receive more fan votes and collecting donations for&nbsp;<a href="https://homesforwoundedwarriors.com/">Jared Allen's Homes for Wounded Warriors</a>, a charity that helps provide mortgage free, accessible homes for wounded Veterans.&nbsp;

In the second round, they will have judges critique each mullet based upon length, style, and uniqueness, along with continuing votes and donations. During this round, the donations stay for each contestant but the votes reset.&nbsp;

HUTCHINSON, Kan. — The Kansas Fairgrounds Foundation, along with the Kansas State Fair have set the date for the dedication of the Capper Project for Monday, July 24, 2023 at 3 p.m. at the House of Capper on the Kansas State Fairgrounds.

The dedication will celebrate the rebuilding of the House of Capper and the opening of the Capper Cooperative Park, along with the support received from cooperatives throughout Kansas and the United States in the development of this historically significant project for the Kansas State Fair and the State of Kansas. The dedication will officially open the House of Capper and the Capper Cooperative Park which will serve as a permanent and continual tribute and educational outreach highlighting the work of former Kansas Governor and U.S. Senator Arthur Capper and the significant impact of cooperatives to our state and our country. The Capper Project has been designed and built as a longstanding celebration of cooperative principle; to educate youth and adults on the importance of cooperatives to the community and the country. Cooperatives which are also known as co-ops, are unique businesses that provide value to the people who use their services. A cooperative is a business owned and democratically controlled by the people who use its services and whose benefits are derived and distributed equitably on the basis of use. The House of Capper, the building portion of the project, has been constructed in the same architectural style and design as the original building, funded by the Capper Publications, on behalf of then Kansas Governor Arthur Capper in 1916. Thanks to Schaefer Architecture, Wichita, Kansas for the design work on the project which held fast to the original style while incorporating modern improvements and requirements. The Capper Cooperative Park leads into the House of Capper. The Park is an educational walk-through park consisting of an inviting landscape design and multiple lighted graphic storyboards which tell the story of cooperatives in the United States, commemorates the Capper-Volstead Act of 1922, and the work of U.S. Senator Arthur Capper. The storyboards have been expertly designed and written with images and information that communicate the vital work cooperatives have done and continue to do in our communities. The Kansas Fairgrounds Foundation, chartered in 2003 with the mission:&nbsp;To inspire excellence and understanding of Kansas agriculture, industry and culture through the Kansas State Fair, activities, educational programs and opportunities. While the purpose of the Foundation is:&nbsp;To further the renovation, construction, preservation and beautification of the Kansas State Fairgrounds; to help, assist, promote, support, maintain, enhance, endow and advance the interests of the Kansas State Fair: and to encourage education of the public about the Kansas State Fair and its purpose and activities. Following the cancellation of the 2020 Kansas State Fair, the Kansas Fairgrounds Foundation grew its commitment to help renovate and improve the Kansas State Fairgrounds for the betterment of the community and the State of Kansas. With the House of Capper being deemed structurally unsound in the spring of 2021, the Foundation accepted the challenge of rebuilding it. The Foundation knew that to find funding partners for the project it needed to be more significant to potential funders than rebuilding a historic structure on the Fairgrounds. When looking at the work of Arthur Capper it was noted that he co-authored the Capper-Volstead Act of 1922, which allowed for the legal formation of cooperatives in the United States. This became the perfect tie to potential funding partners to help tell the cooperative story. The Capper Project was created to rebuild a historic structure and to create the only permanent tribute to the work of cooperatives in the United States in what is now named the Capper Cooperative Park located on the Kansas State Fairgrounds. This project was first presented to the Kansas Cooperative Council in September of 2021, who immediately came on board as a Builder Level donor at $100,000 or more. In addition to the financial support, the Cooperative Council pledged their support in helping to promote the project to their member cooperatives across the State of Kansas and the country. This project came to fruition because of the financial support of the Kansas Cooperative Council and cooperatives from the state and the region. Additional Builder Level funders include Skyland Grain, LLC, ProValue Insurance, the Kansas Department of Commerce through the SPRINT Grant and the Kansas Fairgrounds Foundation. Capper Project dedication is July 24

HUTCHINSON, Kan. — The Hutchinson City Council approved allocations of&nbsp; American Rescue Plan Act (ARPA) funding for housing related projects at their meeting on Tuesday.

"Of that money, $591,281.54 was allocated to housing NOFA projects," said Finance Director Angela Richard. "The Housing Commission is going to get their own pot of money, which I believe is around $300,000. I don't have that exact figure with me, but what we're talking about today is the city portion for the housing NOFA projects."

Three of the six projects that applied will get a portion of the funds.

"The applications were Levare Properties, this was the Davenports for the Leon," Richard said. "Their application was for a chiller to chill the 33 apartments that are in that building. Twenty of the 33 have been renovated. This $200,000 would not pay for the entire amount of the chiller. They had invested over $750,000 on this project and would be putting in additional money for the chiller. This was recommended that it be fully funded by the committee that was formed. The second application was the Landmark. As you may know, there's a project to redo the Landmark, bring it back to life. As part of that, I believe there will be 44 apartments. This would be a small contribution towards what the entire project would be. The next project was New Beginnings. New Beginnings would like to create small homes. The committee that reviewed this likes the idea that this could be a pilot project to test out the idea of small homes on lots, to see if this is something we can duplicate throughout the city and on infill properties."

The New Beginnings project will be on a lot just off of Main not far from the Eagle Media studios and will initially have two small homes on it, but be zoned and subdivided for up to three homes on that lot.
