TOPEKA, Kan. — On Thursday, Kansas Action for Children introduced a bill establishing a state child tax credit that, if passed, would benefit thousands of kids living in Kansas households. According to the bill, all parents and caregivers could receive&nbsp;up to $600 per child back on their yearly tax returns.&nbsp;&nbsp;

The Institute on Taxation and Economic Policy estimates state lawmakers would need to invest approximately $145 million annually to implement the tax credit. About 92% of that money would flow back to households in the bottom 80% of tax filers. Under this proposal, nearly 647,000 kids living in Kansas households would be helped.&nbsp;

The proposed tax credit is universal but amounts per child vary based on household income, where parents would receive between $25-$600 back on their tax returns for each child under 18. This plan would also ensure every household could receive the credit, regardless of how much income tax they pay.&nbsp;

“Families are what make our state great, and investing in them is strengthening Kansas’ future,” said John Wilson, President and CEO of Kansas Action for Children. “At a time when we’re seeing an increased cost of living and our child poverty numbers inching back up, we must act to give Kansas families targeted relief.”&nbsp;

The bold proposal follows Governor Kelly’s veto of a tax package that included a flat tax, which would have overwhelmingly given a majority of the income tax savings to the highest-income Kansans. &nbsp;&nbsp;

Wilson continued, “Already this session, lawmakers passed a costly, upside-down tax proposal. If the Governor hadn’t vetoed the bill, it would have eventually hindered state revenues to where we couldn’t afford to make investments in Kansas families. A state child tax credit is an affordable tax cut that would give parents more money in their pockets to spend on basic necessities, boosting their families’ financial security and local Kansas economies.”&nbsp;

State Child Tax Credit bill introduced

HUTCHINSON,Kan. — Individuals looking to sharpen their leadership skills while applying them to a community challenge are invited to complete an interest form for the 2024 Mental Health Leadership Cohort.

Since 2019, Hutchinson Community Foundation has held a Kansas Leadership Center&nbsp;<a href="https://kansasleadershipcenter.org/grants/" target="_blank">Leadership Transformation Grant</a>&nbsp;on behalf of Hutchinson and Reno County communities. In that time, 112 individuals representing 49 Reno County businesses and organizations have attended KLC programs. The grant is part of a collective effort to instill&nbsp;<a href="https://kansasleadershipcenter.org/" target="_blank">KLC</a>&nbsp;principles that spur relationships, collaboration, and experimentation toward a more connected, resilient, and thriving community for all people. Hutch CF is among 97 organizations across Kansas to be selected as a grant partner this year.

The 2024 grant program introduces a new component to the experience: a cohort of individuals will apply leadership center competencies to an adaptive challenge, this year relating to mental health in Reno County in support of the&nbsp;<a href="https://reno-county-community-health-improvement-plan-reno.hub.arcgis.com/" target="_blank">2023 Reno County Community Health Improvement Plan</a>&nbsp;and the United Way of Reno County’s Mental Health Task Force.

“We have supported more than 100 people in learning about leadership development through the Leadership Transformation Grant over the last five years, which we’re really proud of. Our Core Team felt it was time now, however, to go deep into one challenge with the goals of practicing the experimental mindset, catalyzing action on the issue through the application of KLC principles, and creating ripple effects of change across the system. We’re excited to create and support this diverse cohort in learning and doing throughout 2024,” said Kari Mailloux, director of strategic initiatives at Hutchinson Community Foundation and a member of the local grant leadership team.&nbsp;

Twenty individuals will be selected to form the year-long cohort and will attend local cohort connections and the When Everyone Leads program April 16 at the leadership center in Wichita. Ten individuals from the cohort will then complete Your Leadership Edge on June 25 and 26 and Lead for Change from Oct. 15 to 17 in Wichita. Ideally, two individuals from an organization will participate in the cohort for shared learning and collaborative impact. No previous KLC experience is necessary.

In addition to Mailloux, the grant leadership team includes Donna Davis, retired nonprofit executive; Denice Gilliland, Hutch Rec; David Sotelo, City of Hutchinson; Valerie Taylor, United Way of Reno County; and Gregg Wamsley, Hutchinson Public Library.

Reno County residents invited to participate in leadership cohort

HUTCHINSON,Kan. — The Hutchinson Fire Department will be completing a mitigation project on Buhler Road from 4th street North to the 1700 Blk of Buhler Road on Friday.

HFD will be burning the east ditch in an effort to prepare for wildland fire season. HFD will be on the road at 12:00 p.m. and should be off the road by 3 p.m. on Friday Feb. 2. 

Every year, HFD surveys the territory in Fire District 2 and identifies approximately 6 areas of concern. We are looking at the fuel type and how thick the fuel type is. We compare this against past fire incidents and the wildland urban interface to make selections. 

Fire mitigation projects do more than just burn grass in a ditch. It works as a preventive measure as many grass fires start along the roadway. This work helps create defensible space, gives an anchor point to help stop approaching fires, it helps train firefighters, it creates an opportunity for community awareness and gives firefighters a chance to meet the homeowners in the area.

HUTCHINSON,Kan. —&nbsp;Kansas State Treasurer Steven Johnson is commemorating National Unclaimed Property Day on Feb. 1 with reminders for Kansans of how they can check to see if they have money they've forgotten about that is with his office.

"That's where we interact with most of our citizens," Johnson said. "A lot of the other things are intra-offices in the state government. If you go to&nbsp;<a href="https://kansascash.ks.gov/">https://kansascash.ks.gov/</a>, the first icon on the&nbsp;State Treasurer's site is Search&nbsp;Unclaimed Property. Clicking on that icon will bring you to a search field, where you can put in last name, first name. If your name is as common as&nbsp;Steven Johnson, you will want to put in a city or a ZIP Code or something to narrow it a little bit. That, then will do a search to see if we are holding any property in your name."

"For something to be unclaimed, to get disconnected and not make it all the way through, there could be something like a change in name," Johnson said. "Searching maiden names are great. It could be a change in address, where a utility deposit didn't make it back to a student who moved from home to school and then again, those types of things. If you have a minute to search your name and then a few other family members, one in seven people have unclaimed property in Kansas."

It is always free to search and file claims for property through Johnson's office.

"When you see your name pop up, there's a little orange button that says, Claim," Johnson said. "You click on Claim and that will lead you into the claim process. If it's for yourself, you just click on owner and it's pretty simple."

Today's article from the "Throwback Thursday Collection" is the second of a three-part series on the "History of Golf in Hutchinson."

When it became necessary to abandon the first country club at 11th and Halstead, a split in opinion happened for the site. The powers-that-be wanted to build at 4508 W. 56th and Emerson Carey wanted it on a 160-acre tract he owned just south of there.

The powers won, so Carey said, "the heck with you," and built his own 18-hole course with a community and called it Willowbrook/Island Park in 1922. The first photo shows the new country club at 4508 W. 56th at opening.

The second photo features the scorecard back, showing the layout of the course meandering over and around Cow Creek.

The clubhouse was way overbuilt and the course crossed Cow Creek 13 times. Flooding would be a continuous problem as well as declining Depression membership. 

In 1936, it was sold for $13,000 in a court action. Meanwhile, Willowbrook flourished. The third photo shows a golfing event in front of Emerson's house in Willowbrook in the 1920s.

The country club later became the home to the Kansas Bible Camp. The fourth photo shows the Bible Campers having a great time in their swimming pool in 1974. 

The fifth photo shows the location today, still the Kansas Bible Camp, Inc., at 4508 W. 56th.

A Pratt County man was arrested late Tuesday evening after a high-speed motorcycle pursuit that began approximately nine miles north of St. John on US-281 Highway just before 7:30 p.m.

According to Kansas Highway Patrol Dispatch, a trooper attempted to pull over the driver of a motorcycle, later identified as 33-year-old Tyler Lingle of Cullison, for going 82 miles an hour in a 65-mile-an-hour zone on US-281 near Northwest 120th Street. The driver fled and the motorcycle reached speeds up to 130 miles an hour before crashing just across the Barton-Stafford County line near Northeast 70 Road.

The driver then fled on foot. Law enforcement used K-9s and a KHP aircraft to help locate Lingle, who was transported to the Barton County Jail at 9:13 p.m.

Lingle was arrested on Stafford County requested charges for flee and elude, felony interference with law enforcement, possession of methamphetamine, possession of drug paraphernalia, driving without a license, circumvention of an interlock device, expired registration, and speeding. He was released after posting a $10,000 surety bond.

Battle of the Badges meets donation goal

LINDSBORG, Kan. —In a strategic move to enhance the educational experience for its students and contribute to the local community, Bethany College has officially entered a groundbreaking partnership with the Lindsborg Child Development Center (LCDC). This collaboration comes as a response to the recent change in Kansas State Board of Education certifications, which now includes preschool education as part of the elementary education curriculum.

Starting in the Spring 2024 semester, Bethany's education department initiated the partnership by sending freshman Laura Eisenzimmer to complete her ED200 field experience in LCDC's pre-school classrooms. The proximity of LCDC's new facility blocks away from Bethany's campus adds significant value to this venture.

Alan English, Associate Professor of Education and Chair of the Department, emphasizes the importance of diverse experiences for students, stating, "Our partnership with Lindsborg Child Development Center helps the Bethany education department meet both our goals of providing high-quality experiences and preparing students for future teaching positions."

LCDC, a non-profit organization, opened its new facility in October 2022, making a substantial impact on McPherson and Saline counties. Christy Clarkson, LCDC Director, expressed enthusiasm about the collaboration, saying, "By engaging in this partnership with Bethany College, we hope to provide students with an understanding of children's dispositions, social-emotional strengths, and limitations that might affect learning success in a classroom setting."

The Lindsborg Child Development Center is an exceptional space for early childhood education, born out of about $3 million in charitable giving. It caters to children from 2 weeks to 12 years old, providing an enriching environment for growth and learning. The center has become a vital resource for the local community, addressing a significant childcare shortage and supporting parents in returning to work.

Laura Eisenzimmer, a Bethany freshman involved in the program, expressed her excitement about the field experience at LCDC, saying, "I'm excited to get to go to Lindsborg Child Development Center for my field experience! It is a great experience to see how things are set up."

The collaborative effort between Bethany College and LCDC benefits students and contributes to the prosperity of Lindsborg. HUTCHINSON, Kan. — According to a release from the Hutchinson Fire Department, crews were called out at 2:30 p.m. Wednesday to the 600 block of east 2nd. They found a fire in a three-car garage.&nbsp;

Crews were able to put out the garage fire and save a classic car that was inside. No injuries were reported. The garage was a total loss.

Assisting Hutchinson Fire on the scene were Hutchinson Police, Reno County EMS, Kansas Gas Service, Evergy and Hutchinson-Reno County Communications.

Classic car saved in Wednesday afternoon garage fire

HUTCHINSON, Kan. — Wednesday is the last day of the Salvation Army of Reno County's&nbsp; Annual Christmas Fundraising Campaign. Yearly, over 8,000 community members utilize the services at The Salvation Army. Each year, they help distribute coats, hats, gloves, Thanksgiving gift cards, Christmas food baskets, and toys to thousands of people.

For Christmas alone, The Salvation Army served 914 families up from 761 families the previous year. This means 830 more individuals were fed over the previous year’s total of 1728 individuals. 321 more children received gifts compared to the previous year. Total individuals served was 3408. Major James said, “This work could not have happened without the generosity of a communities looking out for their neighbors. Many donors and volunteers made this possible.”

Yet, The Salvation Army is still short just over $30,000 from its goal. 

This goal represents the beginning of its annual fiscal budget, but it is also the largest fundraising portion of its overall annual need to operate the programs that help so many. “We’ve seen less and less funding since COVID, and this year there aren’t ARPA or State dollars for our area for those needing rent and energy assistance. Our support primarily comes from community donation, and inflation has hurt those who typically donate financially,” said Major Paul James. 

With less funding for rent and utilities and so many more seeking assistance, The Salvation Army needs your financial support. 

Major James said, “We’ll have to see if any outstanding donations come in, and we hope this information will spur people to give now and throughout the year.”

You may drop off donations at The Salvation Army’s office located at 700 North Walnut, or send your donations in the Salvation Army return envelopes from their mailers. There has been confusion with their Iowa return address, but please know that all donations get processed at a central facility and return to their Hutchinson, KS bank accounts.

RENO COUNTY — The Reno County Public Works Department announced on Wednesday that Mills Avenue between Broadacres Road and Valley Pride Road was closed on Wednesday for bridge repairs.

Repairs were completed and the road was reopened shortly after 5 p.m.

Bridge reopened after repair

HUTCHINSON, Kan. — Hutchinson Interim City Manager Mary Grace Clements let Hutch Post know on Wednesday that the tentative opening date for the Woodie Seat Freeway for its winter availability is scheduled for Feb. 7.

The original intent at the beginning of the multiple phase project was to open around Christmas 2023, but weather related delays have kept things closed until now.

The intent is to close the highway again once the next phase of the project starts this spring. No specific restart date has been set yet.

Woodie Seat opening about a week away

HUTCHINSON, Kan. — Interim City Manager Mary Grace Clements said Wednesday that collaboration, compromise, communication and consistency are the main factors for a strong city and community in 2024. Clements gave the State of the City address at the Hutchinson and Reno County Chamber of Commerce membership breakfast on Wednesday, Jan. 31 at the Sand Hills Event Center.&nbsp;

Clements reflected on the positives and negatives of 2023 from each city department. She also addressed the continued need for community collaboration across organizations and city goals for 2024.&nbsp;

" The perception of how the city runs is challenging," Clements said. "The perception of what they do every day is thankless. We have 40,000 sets of eyes watching what we do every day. And it's challenging, I'm going to tell you. But what these folks show up and do every day, for us, I choose not to live in the negative. I choose to make that conscious choice every day."

Clements reported the 2023 statistics from each city department at the state of the city address:&nbsp;

The general fund balance for the city in 2023 was $10.40 million.&nbsp; There were $15.51 million reported from the collection of annual tax receipts.&nbsp;

A total of 491,000 people visited Carey Park. The Hutchinson Zoo received 56,000 zoo visits, 26,282 rounds of golf were played at Carey Park Golf Course and Hutchinson Regional Airport received an 8% increase in traffic.&nbsp;

The Public Works Department filled 570 potholes and 253 alleys were graded. There were 80 water main breaks in the city and 184,000 linear feet of sewer pipe was inspected.&nbsp;

The Hutchinson Police Department saw a 5.77% increase in crimes. There was a decrease in violent crime and an increase in property crime.&nbsp;

&nbsp;The city opened station #1 for the Hutchinson Fire Department. There was a 3.8% reduction in call volume and 57% were EMS related calls.&nbsp;

Prior to the address, the Hutch Chamber presented the January Small Business Award to Aaron Hill of Anchor Grill. The chamber reported that Hill stayed open throughout the COVID-19 pandemic and has had the same set of employees for the past three years. He also has the same cook since Anchor Grill opened.&nbsp;

City manager reflects on need for collaboration

HUTCHINSON,Kan. — Deputies in Reno County belonging to the FOP #18 would like to donate and have built a Law Enforcement Memorial on the grounds of the Reno County Courthouse.

"The purpose of this is to ask permission to build a&nbsp;Law Enforcement Memorial on the southeast corner of the Reno County Courthouse yard," said Officer Steve Lutz, representing the FOP.

This is roughly where the flagpole is now.

"The memorial would consist of an approximately 25 foot circular base or floor with two sidewalks," Lutz said. "One of the sidewalks would head east towards Adams Street, the other one heading south toward First Avenue. The sidewalks would be constructed of a cement or like material. We will have a flagpole in the center of the circle at the point closer toward the courthouse, at like a 45 degree angle from there, some type of a granite or stone monument."

The funds for this would all be privately raised. They are going to start with those funds that have been sent to the FOP as part of memorials following the death of former members.

"We have been offered assistance by a local businessman on how to go about completing this type of project, to include how to raise the rest of the funds, also on how to do the timeline for selecting location, obtaining the things that we need to get this done," Lutz said. "We'll have to start looking at construction personnel to start building that. We have plans from a local architect, what we designed, kind of like in two phases. The first phase is doing the concrete work and the flagpole. There's already electrical out there, but we'll have to move some electrical around right there at the spot. The second phase is figuring out what kind of monument to put there and what's fitting."

With it being a two-phase project that still needs additional funding, Lutz did not have a timeline for commissioners on Wednesday.

The money has already been promised to the more than two dozen organizations the United Way serves. They do that through an allocations committee that meets in the spring.

Ninety-nine percent of the money raised stays in Hutchinson, and the United Way counts on volunteers to help with the fundraising campaign.&nbsp;

United Way of Reno County meets campaign goal

HUTCHINSON,Kan. —&nbsp;Stage 9's production of Love, Loss and What I Wore takes the stage this weekend.

"Love, Loss and What I Wore is a really interesting dramatic reading," said director Theresa Teufel. "The audience will see five incredibly talented area women reading various monologues. These are all stories from real life women throughout the country that have been submitted. They tell the story of the woman's experience, really the human experience from the woman's perspective, as told through their clothing or accessories or women's wardrobe. That's sort of how we connect with moments in our lives."

The show was initially presented as a part of the 2008 summer series at Guild Hall in East Hampton, New York.

"They are universal moments in people's lives, women's lives, especially," Teufel said. "We can all relate. I was the girl who wore Birkenstocks in high school. Some of those girls were looked down upon. We weren't cool. Then, you've got the women who identify with their purses versus the women who don't. That does change as our lives change and as we mature."

The show's monologues were sourced from Ilene Beckerman's book and from contributions adapted by Nora and Delia Ephron.

"There are some really neat stories in this collection of monologues about pieces that were given as gifts and advice and pieces that are shared for various reasons," Teufel said. "Also, too, the relationships, the very first relationship that a lot of us as women cultivate is with our mothers. That's a whole another thing, in many, many different directions."

The play is for mature audiences only. Tickets can be purchased <a href="https://app.arts-people.com/index.php?show=222025">online</a>. Performances are Feb. 1-3 at 7:30 p.m. and Feb. 4 at 2 p.m.

Love, Loss and What I Wore at Stage 9

HUTCHINSON,Kan. — NFIB-Kansas State Director Dan Murray expressed his disappointment in Kansas Governor Laura Kelly's veto of a Republican-backed tax reform bill in comments made to Hutch Post on Tuesday.

"We think it's time for the legislature and the governor to send the hard earned taxpayer dollars back," Murray said. "The legislature did pass their legislative plan, which included provisions that we support. It lowers the rates on most, if not all, small business owners and simplifies the tax code for their compliance."

The legislature would need two thirds majorities in the House and Senate to override a veto.

"We think the legislature will attempt an override," Murray said. "It is questionable as to whether they can receive a majority, particularly in the Senate. We think they are probably one or two votes short. You know, we're going to ask them to come back to the drawing board and hopefully pass some legislation that will help small business owners back home."

The single tax rate plan had some real advantages for small business owners.

"Seventy-five percent of small business owners are pass through entities, which means they file at the individual level," Murray said. "Anything that reduces the burden at the individual rate level is something positive for small business owners. There are other things. We've asked the legislature to eliminate the sales tax on utilities for businesses. Residential does not pay sales tax on utilities, businesses do. We think it ought to be the same. That would be regardless of business type, tax relief across the board."

That relief would be relatively inexpensive for the state as well, as it is estimated to cost around $50 million, according to Murray.

NFIB-Kansas disappointed in Kelly tax veto

HUTCHINSON,Kan. — According to a release from the Hutchinson Fire Department, crews were called out at 10 p.m. Tuesday to the 1200 block of East 4th, where they found a house on fire.&nbsp;

Fire was venting from multiple windows of the single-story structure. At first, crews thought there might still be one person inside, but all three occupants already made it out safely.

No one was hurt, the fire was put out and the home is a total loss. The home immediately to the east was also damaged due to the heat.

Hutchinson Fire was assisted by Hutchinson Police, Reno County EMS, Kansas Gas Service, Evergy, Hutchinson-Reno County Emergency Communications, Hutchinson Public Works and 1-800 BOARDUP.
