Exports of Kansas wheat may be in short supply right now, but working with international customers is a critical piece of developing and maintaining long-term markets. That’s why decision-makers from agribusiness companies in Nigeria and Kenya traversed Kansas in early August to learn more about hard red winter (HRW) wheat and the U.S. grain supply chain as part of a trade team organized by Kansas Wheat and U.S. Wheat Associates (USW).&nbsp;

“Harvest results may differ from year-to-year, but coordinating local visits directly connects our customers with the dependable farmers who are committed to growing high-quality wheat,” said Aaron Harries, vice president of research and operations for Kansas Wheat. “Around the world, grain buyers, millers and bakers track the progress of our wheat crop each year, and moving past the headlines is important to communicating the quantity and quality of each year’s harvest.”&nbsp;

The team traveled to Kansas from August 5 to 9, visiting grain companies, wheat researchers and a flour mill. At the USDA Federal Grain Inspection Service in Kansas City, the team received an up-and-close look at how U.S. wheat samples are inspected and graded before heading off to markets both foreign and domestic. In Manhattan, the team learned about this year’s crop quality as well as wheat research projects and upcoming varieties at the Kansas Wheat Innovation Center and USDA Center for Grain and Animal Health Research. Discussions at the IGP Institute included the program’s technical training and assistance programs in addition to tours of the full-scale pilot flour and feed mills. Finally, the team toured a commercial flour mill in McPherson.&nbsp;

“Our team had a chance to visit all aspects of the supply chain, giving them a sense of how U.S. wheat quality is ensured throughout the way,” said Chad Weigand, USW regional director for Sub-Saharan Africa, based in Cape Town, South Africa, who accompanied the team. “These visits provide reassurance to overseas buyers that they are getting the quality they want, and face-to-face visits go a long way in providing trust and confidence in our buyers and establishing long-term relationships.”

Trade team participants represented two distinctly different types of overseas markets — large and well-established customers and emerging markets that present future market opportunities. Both are important to the long-term mission of U.S. Wheat Associates — the industry’s export market development organization — which invests funding from USDA Foreign Agricultural Service export market development programs to bring trade teams of overseas customers and stakeholders to the United States each year. These visits provide important selling points in a world marketplace where Kansas wheat producers compete against their counterparts in Canada, Argentina, Australia and the Black Sea.&nbsp;

Nigeria is Africa’s largest economy and the fourth-largest buyer of U.S. wheat in the world. The United States has been the top wheat supplier in Nigeria two of the last five marketing years; the majority of which is HRW. This market is increasingly competitive with millers subject to price constraints. As a result, U.S. wheat farmers can lose out in this market when the dollar is strong or supplies are short, but Kansas Wheat and USW have built strong ties between the Nigerian milling industry and the U.S. grain supply chain. Trade teams like the one in early August are an important part of that process to reinforce the quality, reliability and value of U.S. wheat supplies for when market conditions are ripe.

Kenya, on the other hand, is considered a developing market. Per capita wheat consumption has increased significantly as the flour market consolidates and urbanization increases. Most wheat flour sold, however, is still used for the home baking of chapatti, a type of flatbread.&nbsp;

USW is assisting this growing flour industry, particularly by working with up-and-coming millers who are just learning their trade. By providing technical assistance in areas like grain analysis, test milling, flour analysis and test baking, USW helps grow the region’s milling industry and increase those millers’ knowledge of and experience with U.S. wheat classes and their different functionality and advantages. USW also works with the flour industry to address trade policies — like import requirements — that would increase costs or complications in future imports of U.S. wheat.&nbsp;

While the buying opportunities for both markets will be limited by the short supply of HRW wheat this year, building and maintaining relationships with overseas customers through trade teams and other market development efforts will continue to contribute to the long-term growth of opportunities for Kansas wheat farmers.&nbsp;

BUHLER, Kan. — Buhler USD #313 posted on social media Thursday that the district has hired Landmark Architects to help complete three projects to be funded out of capital outlay. 

One of the projects includes remodeling the <a href="https://hutchpost.com/posts/107fc984-4f5f-4b0a-ac4b-2d573ece99a4">newly purchased Masonic Lodge located at 1800 E. 23rd Street in Hutchinson for Ad Astra Academies.</a>

 This location will become the home of USD 313’s Alternative Academy, along with the Virtual Academy.   It was purchased for $235,000 and will undergo a remodel before welcoming the staff and students in August of 2024. 

   Additionally, the district is pursuing two daycare centers.  One to be located in Hutchinson and the other in Buhler with the goal of opening in January of 2025. 

 The next step towards completion of the projects is to hire a Construction Manager at Risk (CMAR).  Interviews for the CMAR will be held in early September.&nbsp;&nbsp;

Bretz Injury Law is excited to present the 4th Annual Reno County Veterans’ Memorial Poker Run happening in Hutchinson, KS on Saturday, September 9th. Registration will begin at 9:30 a.m. with engines starting at 10:30 a.m.. 

The Poker Run will begin at Salty Cycles, 129 E Sherman, Hutchinson, KS. Poker run stops include Sterling City Park, Shane Love Insurance Agency in Arlington, Shep Chevrolet in Haven, the Reno County Veterans’ Memorial in South Hutchinson, and Bretz Injury Law in Hutchinson. The entry fee is $25/hand and $10 for each additional hand with donations also being accepted. All vehicles are welcome to participate.

Prizes will be awarded to the winning hand, the second best hand, and the worst hand. The winning hand will recieve 25%, the second best hand will receive 15%, and the worst hand will receive 10%. The remaining 50% will be donated to the Reno County Veterans’ Memorial. Door prizes and a meal will be provided following the run. Raffles will be held at the last stop, Bretz Injury Law, with proceeds benefitting the Veterans’ Memorial.

Bretz Injury Law presents 4th Annual Reno County Veterans' Memorial Poker Run Sept. 9

HUTCHINSON, Kan. — Creighton University economist Ernie Goss said the economy on Rural Mainstreet in the Midwest is slowing, as is the global economy.

"Agricultural exports dropped for the region almost 15% for 2023, compared to the same period in 2022," Goss said. "The global economy is cooling down significantly, that, of course, includes China. We export a lot of goods to China, particularly agricultural goods. It is often said, the U.S. economy is the cleanest shirt in a dirty laundry."

The impact on local and regional banks has been negative, to say the least.

"Deposits continue to move out of the rural banks," Goss said. "The higher interest rates from the Federal Reserve has pushed the rates across the board to rise. The banks are having significant difficulty holding on to those deposits, as investors or depositors seek higher rates of return."

Also, policy that says that large banks will be bailed out, while small banks can only promise depositors FDIC level protection for their assets makes it so people with means will bank in multiple places, if they have the ability.

"These community banks, they've held up pretty well," Goss said. "There's been a few failures, certainly one in Kansas recently. Overall, still, for the banks, it's not as tough as I would have expected."

Goss does expect there to be at least more merger activity in the coming quarters, even if failures are kept to a minimum in community banking.

Rural Mainstreet growth slowing, according to survey

HUTCHINSON, Kan. — The Hutchinson City Council officially approved the bond sale for ongoing projects that they authorized in July as part of Tuesday's meeting.

The bond sale cost was considerably less than anticipated.

"The par amount of the bonds will be $2,460,000," said Finance Director Angela Richard. Bond sale ordinance approved Tuesday

HUTCHINSON, Kan. — David Foster with the Hutchinson YMCA said the Saturday Night at the Y program for middle schoolers was a success in the 2022-2023 school year.

"It went really well," Foster said. "We had 439 unduplicated students. Four hundred and thirty nine students came to at least one Saturday Night at the Y this year, so we think that's pretty successful and averages about 125 per event."

Buhler and Hutchinson had the most students attend with 225 Crusaders and 189 Salthawks, respectively. There were also 11 students from Nickerson and 14 from other schools.

"It actually worked really well with our facility," Foster said. "Obviously, we had a lot of community partners. We had both school districts, Buhler and Hutch, very involved, the Boys and Girls Club, obviously and we even had our July Saturday Night at the Y over at Salt City Splash thanks to Hutch Rec. We had a lot of community support."

The vast majority of those kids are not Y members.

"96% of the participants were non-members," Foster said. "I would say that was pretty successful. It was definitely a great outreach program. It did help us attract kids that maybe didn't ever have the opportunity to come to the Y or just didn't know that the Y was there and offered things for kids their ages to do."

The program for 6th, 7th and 8th graders will take September off due to the Kansas State Fair and start back up in October.&nbsp;

YMCA has success with Saturday Night at the Y program

HUTCHINSON, Kan. — Hutchinson USD 308 Superintendent Dr. Dawn Johnson is pleased that contract negotiations between the district's teachers and the school board are already done for 2023-2024.

"Everyone is advocating for growth and for salaries to increase," Johnson said. "It has been a very positive experience for everyone involved in the last couple of years and so I appreciate that we come together, have good conversations and we start off the school year having negotiations wrapped up. Even more, really, honestly, impressive, and I just have to give kudos to a lot of people in the district, especially to Sheila Meggers, our finance director, we've been able to do this in a declining enrollment."

The agreement between HNEA and the Board of Education includes an increase of $600 on the base. The new base is $42,600, which is still the highest in Reno County. Step movement for teachers is allowed. This allows for an increase anywhere from $600 to $1200 for teachers coming back to the district. There was also an increase in health insurance covered by the board from $520/month to $530/month and also Retention Bonus pay of $1,250.  Total increase, all told, is about 6%.

"It is about just being strategic with the funds that we have," Johnson said. "Making sure that we are taking care of our employees and setting ourselves up to be able to do what we need to do when negotiations comes around."

USD 308 also has a lot of long-time employees of the district.

"Fifty-four percent of our staff have been with us for five years or more," said spokesperson Stacy Goss. "Thirty-two percent have been with us 10 years or more and 20 percent have been with us 15 years or more. That speaks a lot to the culture that we have built and are continuing to build on at USD 308."

Johnson said the district will also work with the union to look at their discipline process and teacher plan times through two working groups this year.

Contract gives teachers small raises, despite declining enrollment

HUTCHINSON, Kan. —&nbsp;The Hutchinson City Council approved using a state loan program to help replace water lines in the city at their meeting on Tuesday. The city will take out a loan of $1,205,000 through the state's Kansas Public Water Supply Loan Fund, but they are eligible for $361,500 in principal forgiveness from KDHE once the work is done.

"The City used the&nbsp;American Water Works Association's buried no longer pipe replacement modeling tool to determine the recommended amount of water lines we need to replace each year," said Jacob Coy with Public Works. "The model recommends we replace 3.3 miles in 2023, however, due to revenue projections, we can only afford to do 1.3 miles. This will increase each year, as our budget allows, with the rate increases."

The model helped them decide what they were going to work on.

"This model helped us focus in on the pipe age, pipe material and pipe size that was most likely to fail and it gave us a recommendation of where we should best start," Coy said. "The majority of our breaks happen in the distribution system that was installed during 1950 and 1960. The material of the water line, the cast iron pipe is the biggest culprit. About 62% of our water lines are cast iron pipe. That also represents about 94% of the water line breaks."

About 80% of the water line breaks are on six inch water lines.

"We narrowed in on an area between K-61 in town and 1st and 9th to do some targeted water line replacements," Coy said. "These water lines were installed between 1948 and 1968, are cast iron pipe and are six inch in diameter and they also have a history of water line breaks."

The loan program approval by the council was unanimous.

Hutchinson City Council approves water line loan

Today's "Throwback Thursday Collection" takes us to the northeast corner of North Plum Street and East Eighth Avenue. 

In 1910, James Fitzgerald moved to Hutchinson from Kingman and opened the Crescent Butter Store at 1227 N. Main. It was a combination of soda fountain, ice cream and convenience foods. The first photo shows him in that store. 

In 1924, he ran the Staple Grocery at 214 W. Ninth. In 1929, James purchased the old Everett Grocery #3 at 800 N. Plum. That eventually became home-base for the family-owned business. 

James's son, Gene, eventually took over that store. The second photo shows that store about 1950. 

The third photo shows Gene with an interior goods display. 

In 1957, the old store was razed and a new supermarket-style store was opened, with an old-fashioned meat market with sawdust on the floors that customers just loved. It was located just north of the old store at 806 N. Plum. 

In July of 1960, they had a big contest with a bicycle giveaway to Dwight Haldeman. The fourth photo shows that event. 

In 1972, Gene's health started failing and he had to sell the store to J.R. Collins Jr. The business was then called Collins Grocery from 1972 to 1984. The property has been deteriorating ever since that closing. The fifth photo shows the property today at 806 N. Plum, owned by Jamie Lynch of Edwardsville, Illinois.&nbsp;

TURON, Kan. — The Reno County Sheriff's Office is looking for help from Turon residents after an incident at the pool last week. 

According to a social media post, sometime overnight between Thursday night the 10th and Friday morning the 11th of August, somebody decided it was a good idea to break into the Turon Swimming Pool for some snacks and in the process did about $500 worth of damage to get to them. 

"In all fairness, this type of criminal damage and theft appears to be petty, juvenile type behavior that someone in this small community knows about and knows exactly who did it," the Sheriff's Office said. 

The department noted that the damage/food cost most generally doesn't come out of the city's bank account, this comes out of the manager's. It ultimately keeps the community members from enjoying the swimming pool and going to the concession stand.

XP League at Hutch Rec is an introduction to esports in a non-competitive environment. Recent growth propels IdeaTek to Inc. 5000 list for the tenth time

TOPEKA&nbsp;–&nbsp;Governor Laura Kelly on Wednesday announced that an additional $1 million has been directed to Conservation Districts across Kansas to support practices that will reduce erosion, promote water conservation, and mitigate the effects of the ongoing drought. This is in addition to the $3.5 million distributed each year for similar conservation efforts.&nbsp;&nbsp;

This additional funding comes as the U.S. Department of Agriculture projects that the wheat harvest will be 122 million bushels short of Kansas’ 330-million-bushel average.&nbsp;

“The drought&nbsp;we have experienced&nbsp;has&nbsp;absolutely starved our wheat harvest at a time when Kansas farmers – and the world –&nbsp;cannot afford it,”&nbsp;Governor Laura Kelly said.&nbsp;“My administration will continue to make the necessary investments to protect the water resources that fuel our agriculture industry – the bedrock of our state’s economy.”&nbsp;

Funding is provided by the Kansas Department of Agriculture Division of Conservation (KDA–DOC) through an appropriation from the State Water Plan Fund. The program is administered by Conservation Districts across the state.&nbsp;

“The state continues to seek funding for conservation efforts that can maximize water resources and help make agricultural practices for farmers and ranchers more efficient and sustainable,”&nbsp;Secretary of Agriculture Mike Beam said.&nbsp;

Landowners and producers with natural resource concerns on their property are encouraged to visit their local Conservation District office to discuss the possibility of receiving state financial assistance. Kelly administration commits additional $1M to conservation

BARTON COUNTY —Law enforcement authorities are investigating a suspect on multiple drug allegations.

Just after 5:30 p.m. Tuesday, sheriff's deputies and detectives executed a search warrant at Finer Mobile Home Park located at 5501 9th Street, lot 96 in Great Bend, according to Barton County Sheriff Brian Bellendir.

The search warrant was part of an ongoing investigation related to illegal drugs and outstanding arrest warrants.

Deputies gained entry to the residence without resistance and located Chet Whetham, 35 of Great Bend who had outstanding warrants from Harvey County for distribution of fentanyl. 

During the course of the investigation, Sheriff’s Officers discovered methamphetamine, fentanyl tablets, marijuana and suspected fentanyl powder. 

Whetham was transported to the Barton County Jail and booked on the Harvey County warrant as well as requested charges of distribution of fentanyl and various other drug-related charges for Barton County. 

Whetham is being held in lieu of a $50,000 bond for Harvey County and an additional bond for Barton County.

The Sheriff’s Office had requested assistance from the Kansas Bureau of investigation for this operation. The KBI has recently added several K9s and handlers who are specifically trained in the detection of fentanyl.

Further arrests from the search warrant are anticipated in the near future.

 </figure>BARTON COUNTY —Law enforcement authorities are investigating a suspect on multiple drug allegations.Just after 5:30 p.m. Tuesday, sheriff's deputies and detectives executed a search warrant at Finer Mobile Home Park located at 5501 9th Street, lot 96 in Great Bend, according to Barton County Sheriff Brian Bellendir.The search warrant was part of an ongoing investigation related to illegal drugs and outstanding arrest warrants.Deputies gained entry to the residence without resistance and located Chet Whetham, 35 of Great Bend who had outstanding warrants from Harvey County for distribution of fentanyl. During the course of the investigation, Sheriff’s Officers discovered methamphetamine, fentanyl tablets, marijuana and suspected fentanyl powder. Whetham was transported to the Barton County Jail and booked on the Harvey County warrant as well as requested charges of distribution of fentanyl and various other drug-related charges for Barton County. Whetham is being held in lieu of a $50,000 bond for Harvey County and an additional bond for Barton County.The Sheriff’s Office had requested assistance from the Kansas Bureau of investigation for this operation. Kansas man arrested, accused of selling fentanyl in Harvey County

HUTCHINSON, Kan. — City of Hutchinson Director of Emergency Communications, Kevin Irwin, spoke to the Hutchinson City Council on Tuesday and encouraged residents to sign up for the Everbridge alerts to their email or phone.

"It is offered by the city and available to all county members through the 911 center," Irwin said. "It is free to sign up. You create your own account and you sign up for the warnings and watches and weather announcements that you get. It all comes from the National Weather Service. Please do so."

It will only interrupt your sleep when it needs to.

"There's also a nice little feature that we've added on," Irwin said. "It's the silent time. The watches, like a silent time from 9 p.m. to 6 a.m., your phone won't go off. If it's a warning, sorry, your phone's going to go off, especially tornado, thunderstorm warnings, those kind of nature. The bonus is, there's actually almost 200 potential observations that can be chosen. We've got it down to 75.&nbsp;

The idea is that things like tsunamis don't happen here, so that warning isn't on their list. It does help when the public signs up for the updates, though, according to city council member Stacy Goss.

"I can't tell you how convenient it is to receive a text, especially if you wear a smart watch," Goss said. "You get an alert to your watch, as well, whenever there is bad weather or something like that. It's just a really great communication. There's also a direct tie in with our ISO city classification. We have to maintain a certain level of communication with the county and with the city, with the residents, in order to maintain that level one status that we have."

Better ISO ratings generally result in better insurance rates for home and property owners.

Hutchinson asks residents to sign up for Everbridge alerts

HUTCHINSON, Kan. — USD 313 Superintendent Cindy Couchman confirmed to Hutch Post on Tuesday that the district will be buying the Masonic Lodge building at 1800 East 23rd Ave to use for Ad Astra Academies.

"We purchased that," Couchman said. "We will close on that Sept. 15. We are working with an architect and interviewing Construction Managers At Risk soon. In September, we'll be interviewing for a Construction Manager At Risk to lead this project with our architect."

Couchman doesn't know how soon they can move things over.

"How fast they can get turned around will be a little bit at the hands of our construction people," Couchman said. "We are hoping, it would be wonderful if we could be in there and move over Spring Break, but it has to be really completely remodeled and updated, probably more realistically, over the summer."

The building is about 5000 square feet, which is roughly twice as large as they thought they could afford if they would have had to build new.

"We do feel like this gives us a little bit of room for our office spaces that we need," Couchman said. "We have eight staff members that work with Ad Astra Academies. It gives them space. Plus, for the alternative students, it has a small kitchen for some life skills, for cooking. We also have some space for testing, bringing kids in for screenings and then some conference space that we'll be able to develop for IEP meetings and various parent meetings that we have."

Until a CMAR is hired, it's impossible to estimate what remodeling cost might be, because prices are changing all the time.

USD 313 will buy Masonic Lodge building

HUTCHINSON, Kan. — The Hutchinson City Council approved using a state loan program to accomplish wastewater projects within the city at their meeting on Tuesday.

"The terms of this loan will be $3,570,000 at an interest rate of 2.13%, with a duration of up to 20 years,"said Assistant Public Works Director Jacob Coy.

"Twenty-eight of those have been rehabbed to date, so we have five left to do. Those lift stations are 19th and Terrace, 7th and Porter, the industrial park and Regency Park and then the Shears lift station, which is the second largest lift station in the city."There have also been issues with the grit collection system for the city."The second half is the improvements to our head works grit collection system," Coy said. "We'll be replacing the grit removal equipment and associated pipelines."The City of Hutchinson Wastewater Treatment Facility (WWTF) is located south of Highway 50 on south Halstead Street.
