HUTCHINSON, Kan. — As part of their agenda Wednesday, the Board of County Commissioners is to set a date and time to canvass the March 19th, 2024 Presidential Preference Primary Election. 

According to Deputy Elections Clerk Jenna Fager, the recommended canvassing date would be Wednesday, March 27, 2024 at 8:00 a.m. located at the Reno County Courthouse Annex Conference Room. 

The rules for the Presidential Preference Primary states the canvassing date must be conducted no later than 8 days following the election.

The Board of County Commissioners meets at 9:30 a.m. Wednesday in the Veterans Room of the Reno County Courthouse.

Canvass for Presidential Preference Primary to be set

HUTCHINSON, Kan. — Lance Patterson with the Hutchinson Boys and Girls Club celebrated his 20 year anniversary with the club recently and he is glad to continue to be involved in mentoring kids in the community.

"Relationships, building those strong relationships, it makes the&nbsp;Boys and Girls Club what a Boys and Girls Club is," Patterson said. "When we listen to some of our team members who say, I just want to be able to do the same things that, when I was a kid, that teenager did for me. I feel like I need to give back. That's the power of that relationship."

Seeing that happen with the older teens with the younger kids and getting feedback, when it happens, from those that come back to the club is gratifying.

"A lot of times, we see the kids, we see them for a lot of time, for a short period of time in their lives," Patterson said. "Those interactions do make a lifetime impression on their life. The cool thing about working with kids is knowing that what you do, you're probably not going to get thanked for, but it is making a huge difference that's going to last them a lifetime."

Mentoring also is having positive voices in kids lives that are not necessarily their parental voices.

"If you have kids, you know, they don't think you're very smart," Patterson said. "So, having somebody else that can give them that advice, I think it gets heard a little bit better from somebody else sometimes. Having those people that are positive, that are caring, that look out for your kid, that's what's going to help make a community strong."

Candidates already filing for local offices

HUTCHINSON, Kan. — Would India be open to additional trade with the west and with the United States? Possibly, over time, according to Raj Bhala, Brenneisen Distinguished Professor of Law at the University of Kansas.

"I think it depends on the expectation level on both sides, whether India would enter into a free trade agreement with the United States," Bhala said. "If the United States expects market access for goods and services in as comprehensive a way as the U.S. has with Canada and Mexico under NAFTA 1.0 and now under NAFTA 2.0, the USMCA, that's not going to happen."

India does have a legitimate concern about protecting its millions of small and medium sized shops and companies and also its farmers, who operate on much smaller plot sizes than American farmers.

"American expectations for grand market access can intersect with Indian concerns about protecting certain sectors, especially sectors that involve a lot of employment, namely agriculture and autos, by having long phase in periods," Bhala said.&nbsp;

By long, Bhala is talking not years, but decades, potentially. Why is it worth U.S. time and effort?

"The big benefit, obviously, is that 1.4 billion person market, which continues to grow," Bhala said. "As we just saw last week, the Chinese population has declined for the second year in a row. China is not the growing market. It is India."

Between those facts and the more palatable democratic structure of Indian government, as opposed to China's communist regime, it is likely worth additional exploration to find areas where the Indian growing need for goods matches areas where the United States can become the provider of choice for things India cannot get domestically.

Bhala: Long-phase in periods key to increase U.S. trade with India

In July 2022, the county commission authorized moving forward on phase 1 with an amount not to exceed $600,000. Hutton Construction and the Sheriff's Office have had conversations to formalize the details and look over the lowest bids given to Hutton by sub-contractors.

Hutton Construction has proposed an agreement to formally begin phase 1 with a guaranteed maximum price of $507,760.

This money is already slated to come out of CIP funds and has been budgeted.

HUTCHINSON, Kan. —&nbsp;Talk20Hutch was first held on Jan. 24, 2014 in the the upstairs auditorium of the Hutchinson Public Library. The presentation format of the community event features 10 presenters who have 6:40 to share about any given topic in 20 slides, while being given 20 seconds to speak per slide.

"We felt the community's hunger for connection that night and Talk20 has been trying to satisfy it ever since," co-founder Kari Mallioux of Talk20Hutch said.&nbsp;

This year's 19th edition of Talk20Hutch, which was also the 10th anniversary, was held at the Hutchinson Public Library on Friday, Jan. 26. Mailloux said "vulnerability" stood out to her among the 10 presenters this year.&nbsp;

"Like I think about Hillary," Mailloux said. "She self-nominated herself to tell her story about Borderline Personality Disorder, and I knew she wanted and needed to tell us, but also I could see how she was questioning her decision right before."&nbsp;

Mailloux is referring to presenter Hillary Barragan who was a part of the 19th edition of Talk20hutch. Barragan's presentation was titled "BPD and Me" which focused on Barragan's diagnosis of borderline personality disorder and some tools that have helped her cope with the condition.&nbsp;

Each presenter had a different topic and story to share but they all focused on Talk20Hutch's theme of making personal connections.&nbsp;

"All of this is to say, that there is hope," Barragan said. "There is hope in treating BPD and mental health. And sometimes it's right in your own backyard."&nbsp;

Talk20Hutch was founded by Mailloux and Patsy Terrell. Mailloux and Terrell met over a cup of coffee at Metropolitan Coffee in Hutchinson in 2013. Mailloux presented the idea of hosting a talk20 in Hutchinson after her involvement in one in South Carolina. From there, the dream took off.&nbsp; Terrell passed away in June of 2017.&nbsp;

The presentation format of the community event features 10 presenters who have 6:40 to share about any given topic in 20 slides, while being given 20 seconds to speak per slide."We felt the community's hunger for connection that night and Talk20 has been trying to satisfy it ever since," co-founder Kari Mallioux of Talk20Hutch said.&nbsp;This year's 19th edition of Talk20Hutch, which was also the 10th anniversary, was held at the Hutchinson Public Library on Friday, Jan. 26. Mailloux said "vulnerability" stood out to her among the 10 presenters this year.&nbsp;"Like I think about Hillary," Mailloux said. "She self-nominated herself to tell her story about Borderline Personality Disorder, and I knew she wanted and needed to tell us, but also I could see how she was questioning her decision right before."&nbsp;Mailloux is referring to presenter Hillary Barragan who was a part of the 19th edition of Talk20hutch. Barragan's presentation was titled "BPD and Me" which focused on Barragan's diagnosis of borderline personality disorder and some tools that have helped her cope with the condition.&nbsp;Each presenter had a different topic and story to share but they all focused on Talk20Hutch's theme of making personal connections.&nbsp;"All of this is to say, that there is hope," Barragan said. "There is hope in treating BPD and mental health. And sometimes it's right in your own backyard."&nbsp;For those who would like to listen to each of the 10 presenters can do so on the live stream on <a href="https://www.facebook.com/talk20hutch">Talk20Hutch's Facebook page</a>. Mailloux and Terrell met over a cup of coffee at Metropolitan Coffee in Hutchinson in 2013. Mailloux presented the idea of hosting a talk20 in Hutchinson after her involvement in one in South Carolina. Talk20Hutch commemorates 10 years

HARVEY COUNTY—A Hutchinson woman was injured in an accident just after 8:30 p.m. Friday in Harvey County.

The Kansas Highway Patrol reported a 2015 Dodge Challenger driven by David&nbsp;Wisecarver, 64, Hutchinson, was southbound on Interstate 135 just north of Southeast 36th Street.

The Dodge was behind a 1997&nbsp;Stewart and Steveson pickup driven by Natasha&nbsp;Norlander, 44, Lake Arrowhead, California, in the left lane passing another vehicle.

The Dodge moved to the right and struck the rear of the pickup. After impact the Dodge left the road to the right and came to rest in the west ditch. The pickup stopped at the rest area just north of 125th Street.

EMS transported a passenger in the Dodge, Jacqueline Jeanette Wisecarver, 63, Hutchinson, to Newton Medical Center. The drivers were not injured. All three were properly restrained, according to the KHP.

Hutchinson woman hospitalized after I-135 crash

MANHATTAN, Kan. — The Kansas Department of Agriculture and K-State Research and Extension (KSRE) will offer four regional Local Food Producer Workshops to assist farmers’ market vendors and managers, and for those wanting to sell food products directly to consumers.

Kansas farmers’ markets not only provide a fresh food source, but also stimulate the local economy. In 2023, more than 100 farmers’ markets were registered with KDA’s Central Registration of Farmers’ Markets.

“It’s part of our mission to provide education to Kansas farmers’ markets and agricultural businesses to help them grow,” said Russell Plaschka, KDA marketing director. “These workshops will support them in their endeavors to provide safe and abundant food to Kansas communities.”

Workshop topics will vary slightly by location.&nbsp;Highlighted topics include:

KDA’s weights and measures program will also offer free scale certification at the workshops for attendees.

MCPHERSON, Kan. — The 2024 McPherson County All Schools Day Button Design Contest is under way. 

This year's theme is "Stories That Live Forever." A cash prize of $200 will be awarded to the creator of the winning design, which will be reproduced on the official 2024 All Schools Day button and other promotional materials. 

The buttons are sold to support many of the activities of the week-long event.

According to a Friday release from the McPherson County Sheriff's Office, an investigation was conducted by the McPherson County Sheriff’s Office and forwarded to the McPherson County Attorney’s Office for formal charging in the accident that claimed the life of Canton-Galva teacher Ashley Austin. 

The driver of the Nissan SUV, who was identified as James Holzrichter, was charged with Involuntary Manslaughter, Aggravated Battery, Driving Under the Influence, Aggravated Child Endangerment, No Liability Insurance, Reckless Driving, and Failure to Maintain Lane. 

Mr. Holzrichter has been taken into custody and booked into the McPherson County Jail.&nbsp;&nbsp;

Man charged in accident that killed Canton-Galva teacher

BUHLER, Kan. — The Buhler City Council will meet Tuesday night and hear an Economic Development Board Update and a&nbsp;Buhler Public Library Update and consider a Temporary Note for Buhler Industrial Park II.

This will be the council's first meeting since November as they did not meet in December due to a lack of enough members available for a quorum.

The Buhler City Council meets Tuesday at 7 p.m. at the City Office at 219 North Main.

HARVEY COUNTY —A woman died from injuries in an accident that occurred just before noon Friday in Newton.

Wanda Hoyle, 69, of Newton had a medical emergency and her car crashed into the vision center area at Walmart at 1701 South Kansas Avenue, according to Newton Police.

&nbsp;Newton Fire/EMS personnel pronounced her dead at the scene.&nbsp; No one else was injured in the crash.

Walmart was evacuated because of structural damage to the building. City of Newton code enforcement has ordered the building to remain closed until the building can be evaluated by a structural engineer.

Newton woman dies after crash into vision center at Walmart

HUTCHINSON, Kan.&nbsp;—&nbsp;The American Red Cross continues to experience an emergency blood shortage as severe winter weather has further impacted the ability to rebuild the blood supply. Blood donors are urged to give now to help ensure lifesaving medical procedures are not delayed. 

The Battle of the Badges Blood Drive is a great chance to do that and it starts Saturday and continues Monday, Tuesday and Wednesday in Hutchinson.

"We come together every year," said Captain Troy Mueller of the Hutchinson Fire Department. "It's always kind of a fun little banter back and forth, to do the Battle of the Badges, but the bigger picture is just trying to get people out to give blood and be able to help out."

Due to widespread winter weather conditions, nearly 15,000 blood and platelet donations have gone uncollected this month alone.

"The shortage just keeps happening," said Tiffany Davison with the Red Cross. "We also are currently facing the lowest number of people giving in 20 years. Over the past 20 years, the number of people who have donated blood to the Red Cross has fallen nearly 40%."

If you have time in the middle of next week, giving would be appreciated then.

"Tuesday and Wednesday would be great days for people to make appointments and help us fill in and kind of even out," Davison said. "Those days are kind of a little lower, so if you could come on Tuesday or Wednesday, that would be fantastic. All presenting donors will receive a Battle of the Badges T-shirt. You're on a chance to win a trip to the Super Bowl."

Battle of the Badges is chance to give blood

HUTCHINSON, Kan. — The Reno County Health Department was selected to be mentors to the Monroe County Health Department in Wisconsin by NACCHO (National Association of City and County Health Officials) under the ROCA (Reducing Overdose through Community Action) project.

Seth Dewey, Reno County Substance Misuse Health Educator, said, "We were paired with them based off similar rural demographics and goals they have for their community including improved data collection around non-fatal and fatal overdoses, improving collaboration between public health, public safety, and harm reduction and recovery groups in the area. &nbsp;We have been meeting virtually every month offering Technical Assistance to a workplan they developed."

Both groups have made site visits to tour and collaborate with each county's local partners.&nbsp;

Eryn Leahy, Hannah Shimanek and Laura Reutlinger, Community Health Educators at Monroe County Health Department in Sparta, Wisconsin, recently made the trip to Kansas to visit with the Reno County Health Department in Hutchinson.&nbsp;

On Monday morning, January 15, 2024, Reno County Health Educators gave Monroe County Educators an in-depth history of the Reno Recovery Collaborative, starting with the Drug Impact Task Force which was established in 2015. This allowed them to show the evolution of the group, what assessments guided their decision making, and the steps taken to make the changes based off the assessments.

Dewey said, "After that we went into depth on our data collection and sharing processes to guide the work on our overdose monitoring, targeted naloxone distributions, the overdose spike alert framework, and where we hope to go with new projects like the overdose fatality review. We then held our monthly meeting discussing where Monroe County is at on their action plan and on their sustainability plan."&nbsp;

On Tuesday they met with community partners like New Beginnings, Kansas Recovery Network, and the Reno County District Attorney’s Office. They attended the Reno Recovery Collaborative meeting and then that afternoon held their final closeout meeting with NACCHO, the federal funder.

Laura Reutlinger with Monroe County said, "Reno County Health Department has provided vital support as we work to implement harm reduction programming and build relationships in our community. We have enjoyed working together and learning from their successes in Kansas. We appreciated meeting the valuable partners they work with on our recent site visit and look forward to continuing our mentorship in the future."

From June 14-16, 2023, Reno County Health Department Educators Candace Davidson, Seth Dewey and Tonya Culp made the trip to the Monroe County Health Department and were able to do a site visit that included speaking with law enforcement, EMS, and the local coroner. Dewey said, "Upon seeing our process and structure, 'our model,' all parties agreed to pursue onboarding to ODMAP and use the Health Department to gather the data on overdoses and create a dashboard similar to ours to make available to the community. We were also able to meet with their local Harm Reduction and Recovery groups to make everyone aware of services available in the area and show how they can fit in to the same work the public safety group will be doing. In this we showed them the structure of the Reno Recovery Collaborative and the group is going to pursue the same structure for subcommittees and future work with the Health Department as the Backbone Organization."

Reno County Health Department Educators said that working on NACCHO’s Reducing Overdose through Community Action (ROCA) project as a mentor to Monroe County has deepened their appreciation for the work that we all do in our communities.&nbsp;

Dewey said, “It (the mentorship) has made me appreciate our partnerships here in Reno County even more so and re-emphasized the importance of networking out of our area. Monroe County has such a passionate and dedicated team that we were honored to work with for the last year. They are valuable assets to their community, and I am confident they will continue to foster the cross-sector relationships they have started. We were proud to share our practices, tools, and experience with them to reduce further harms related to substance use and in turn reduce overdose and improve the collaboration in their area.”

Reno County Health Department mentors Wisconsin officials

WASHINGTON&nbsp;—&nbsp;On Thursday, VA announced the availability of $52.5 million in grants to community-based organizations that provide or coordinate suicide prevention services for Veterans and their families — including conducting Veteran mental health screenings, providing case management and peer support services, delivering emergency clinical services, reaching out to Veterans at risk of suicide, and&nbsp;<a href="https://www.mentalhealth.va.gov/ssgfox-grants/" target="_blank">more</a>.

These grants will be awarded through VA’s&nbsp;<a href="https://www.mentalhealth.va.gov/ssgfox-grants/" target="_blank">Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program</a>. The&nbsp;Notice of Funding Opportunity&nbsp;provides information about the program, eligibility, and award process. Applications are due by 11:59 pm E.T., April 26 and awards will be granted to eligible entities by Sept. 30, 2024. The funds will be used by the selected organizations in fiscal year 2025.

Ending Veteran suicide is&nbsp;<a href="https://www.mentalhealth.va.gov/suicide_prevention/docs/Office-of-Mental-Health-and-Suicide-Prevention-National-Strategy-for-Preventing-Veterans-Suicide.pdf" target="_blank">VA’s top clinical priority</a>&nbsp;and a key part of fulfilling President Biden’s&nbsp;<a href="https://www.whitehouse.gov/briefing-room/statements-releases/2023/02/07/fact-sheet-in-state-of-the-union-president-biden-to-outline-vision-to-advance-progress-on-unity-agenda-in-year-ahead/" target="_blank">Unity Agenda</a>. Since 2021, VA has worked aggressively to expand support for Veterans in crisis, including&nbsp;<a href="https://news.va.gov/press-room/va-provides-free-emergency-suicide-prevention-care-to-nearly-50000/" target="_blank">offering no-cost health care to Veterans in suicidal crisis at VA or non-VA facilities</a>;&nbsp;<a href="https://news.va.gov/105714/new-veterans-crisis-line-number-dial-988-then-press-1/" target="_blank">launching the 988 (then press 1)</a>&nbsp;to help Veterans connect more quickly with caring, qualified responders through the Veterans Crisis Line;&nbsp;<a href="https://news.va.gov/press-room/va-awards-veteran-suicide-prevention-grants/" target="_blank">partnering with community-based suicide prevention organizations</a>&nbsp;to provide Veterans with on-the-ground support; expanding&nbsp;<a href="https://www.va.gov/reach/lethal-means/" target="_blank">firearm suicide prevention efforts</a>; and encouraging Veterans to reach out for help through a&nbsp;<a href="https://www.va.gov/REACH" target="_blank">national Veteran suicide&nbsp;prevention awareness campaign.</a>&nbsp;Moving forward, VA and the&nbsp;<a href="https://www.whitehouse.gov/wp-content/uploads/2021/11/Military-and-Veteran-Suicide-Prevention-Strategy.pdf" target="_blank">Biden-Harris Administration</a>&nbsp;will continue to work urgently to end Veteran suicide through&nbsp;a&nbsp;<a href="https://www.mentalhealth.va.gov/suicide_prevention/docs/Public_health_model_for_suicide_prevention.pdf" target="_blank">public health approach&nbsp;</a>that combines both community-based and clinically based strategies to save lives.

“Veterans in crisis should always have access to mental health screenings, peer support, emergency services, and more,” said&nbsp;VA Secretary Denis McDonough.&nbsp;“There are countless great organizations across America that work side-by-side with VA to do this life-saving work, and we are proud to support their efforts.”

This will be the third round of grants awarded as part of VA’s&nbsp;<a href="https://www.mentalhealth.va.gov/ssgfox-grants/" target="_blank">Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program</a>. In September 2023, VA&nbsp;<a href="https://news.va.gov/press-room/va-awards-veteran-suicide-prevention-grants/" target="_blank">awarded grants</a>&nbsp;totaling $52.5 million to&nbsp;80 community-based organizations&nbsp;in 43 states, Washington, D.C., Guam, and American Samoa. The grant program is named after Parker Gordon Fox, a sniper instructor who died by suicide at the age of 25.

Grant funding will be divided into two priorities. Under Priority 1, VA will provide opportunities for funding to those entities with existing SSG Fox SPGP awards. Under Priority 2, new organizations can apply for grants worth up to $750,000. Following the selection of Priority 1 grantee applicants, any remaining funds will be awarded according to Priority 2. VA may prioritize the distribution of suicide prevention services grants under this priority to: (i) Rural communities; (ii) Tribal lands; (iii) Territories of the United States; (iv) Medically underserved areas; (v) Areas with a high number or percentage of minority Veterans or women Veterans; and (vi) Areas with a high number or percentage of calls to the Veterans Crisis Line.

The grant program is named after Parker Gordon Fox, a sniper instructor who died by suicide at the age of 25.Grant funding will be divided into two priorities. Under Priority 1, VA will provide opportunities for funding to those entities with existing SSG Fox SPGP awards. Under Priority 2, new organizations can apply for grants worth up to $750,000. Following the selection of Priority 1 grantee applicants, any remaining funds will be awarded according to Priority 2. The scholarship is non-renewable.The Herb Clutter Memorial Scholarship was established in 2009 to honor Herb Clutter’s influential role in organizing leadership groups on behalf of Kansas wheat producers, and is supported by the generosity of the Herb Clutter family. Herbert W. Clutter was a farmer from Holcomb and the first president of the National Association of Wheat Growers, which was established in 1948. Clutter encouraged Kansas wheat farmers to organize as a strong, unified voice, which led to the formation of the Kansas Association of Wheat Growers in 1952. He encouraged research in education and industrial uses of wheat, improved variety development and methods to produce the best product at the lowest cost. Preference will be given to students pursuing a career related to the improvement of wheat, including but not limited to wheat genetics, wheat agronomics, wheat breeding, plant pathology, Extension and bioinformatics.&nbsp;To be eligible for the scholarship, applicants must be enrolled as a full-time student at any two- or four-year college or university in Kansas. Incoming freshmen or transfers are not eligible.&nbsp;David Radenberg was a lifelong wheat farmer in Claflin, Kansas, where his family has farmed for more than 100 years. He represented central Kansas on the Kansas Wheat Commission from April 2011 to March 2020, including serving as chairman from August 2018 to May 2019. Radenberg was also a founding board member of the Kansas Wheat Commission Research Foundation.During his tenure as a commissioner, he supported wheat research and international marketing efforts, including attending the 31st annual Latin American Millers Conference in Lima, Peru, in 2013. At the time, he expressed how he enjoyed sharing with millers, bakers and merchandisers about the research investments Kansas farmers are making to provide a better-quality product.&nbsp;In 2013, Radenberg also visited multiple Pacific Rim countries to promote U.S. wheat.
