NEWTON, Kan. —&nbsp;As part of Newton Public Library's commitment to providing a safe and welcoming environment for all library patrons, the NPL board of trustees has approved updates to the library's Child Supervision Policy.

Starting Wednesday, May 1, children ages 9 to 13 who come to use the library unsupervised must have their own library cards. Children who already have cards will need to come in with a parent or guardian to have a photo taken and added to their library accounts.

Starting Saturday, kids may come in with a parent/guardian during regular library hours to get a library card and/or add a photo to their accounts. "We wanted the new library to be a great place for tweens and teens – and it is," said Dr. Cari Cusick, library director. "We have been thrilled to see how many young people are coming in after school to use the space and participate in programs like GameZone.

"On the other hand, we saw a need for adjustments. More space for kids to use unavoidably meant more space that could be misused. And more kids coming in has made it harder for the staff to track and respond to repeated issues.

"With these policy changes, we believe we are striking the right balance. We are continuing to let tweens and teens use the space, while ensuring that we know who they are and who their responsible adults are."

Art Fair booths just about gone

NEWTON, Kan. — At Tuesday night’s meeting,&nbsp;the City Commission heard Emberhope’s proposal for an expansion on their Newton campus.

Emberhope President and CEO Nickaila Sandate and consultant Jim Scott described the first phase of a long-term master plan: Hope Estates, a 38-unit affordable housing development designed to serve the community needs for teens aging out of foster care, foster families, and seniors. It will include one-, two-, and three-bedroom apartments in townhouses, duplexes, and a small apartment building.

The organization, which provides supportive services for children and families in child welfare, sees a need for youth aging out of foster care who don’t have housing resources in place and may wind up homeless or incarcerated. Through Hope Estates, Emberhope will provide housing as well as optional supportive services through case management. The development also will help Emberhope begin moving away from a congregate care model and toward a family-oriented model.&nbsp;

Emberhope intends to apply next month to the Kansas Housing Resources Corporation for Low Income Housing Tax Credits for the project. The company requested that the City pledge to waive $80,000 in permit and utility service fees, as the fee waivers would earn their application additional points in the competitive process.

City Commissioners expressed support for the mission of Emberhope and acknowledged the need for services. They also expressed concern for the potential need for increased police and fire/EMS services that an expansion at Emberhope might bring. In 2023, the Police Department responded 276 times to the Emberhope campus, and Fire/EMS responded about once per week. Emberhope representatives maintained that the new project would not expand the current population of severely traumatized youth; the target audience would be adults, many of whom are already living in the Newton community.

The Commission tabled Emberhope’s request for fee waivers until they can have more discussion of the potential long-term budgetary and resource impacts for the City.

The Podcast About a Podcast, Agro Connection

The latest episode of “Wheat’s on Your Mind” is a podcast about a podcast. More specifically, what started as a podcast to teach Brazilian farmers about American agriculture has evolved into a venture that connects people who want to push the boundaries of knowledge about agriculture.&nbsp;

Agro Connection is a team of young Brazilian agriculture scientists that produce podcasts and social media and guide specialized international agriculture tours. Harries sat down with Carlos Pires, one of the founders of Agro Connection, to learn more about the origins of this information-sharing work and a recent trip the group organized for members of the Kansas Agriculture and Rural Leadership (KARL) program to dive deep into the heart of Brazilian agriculture.&nbsp;

The award-winning podcast started as a random thought discussed between friends over a beer. Today, Agro Connection bills itself as an international information portal that connects people who want to push the frontiers of knowledge about agriculture. Agro Connections is an award-winning podcast with&nbsp;more than&nbsp;9,000 downloads of 37 episodes in less than two years. Its YouTube videos have reached 4,600 subscribers and nearly 200,000 views. The group also runs two WhatsApp groups for about 500 Brazilian farmers, answering their daily questions about American agriculture, including crop rotations, soil fertility applications, inputs and technologies.&nbsp;

“There’s a lot of good information out there that we can take back to our country, so that was the main goal,” Pires said. “The idea was communication because I have a passion for that. My dream was always to find a position as a professor in research and extension, and the podcast was just part of that — a way I found to&nbsp;be connected&nbsp;with farmers in my country.”

As an extension of this communications effort, Agro Connection started connecting Brazilian and American farmers — first by taking Brazilians working or studying in the United States to visit farms. More recently, they flipped that work to taking Americans to Brazil, including the Kansas Agricultural and Rural Leadership Program.&nbsp;

“Brazil is one of the leaders in the use of biologicals and regenerative agriculture, so we have a lot of long-term notes with years and years of cover crops and very healthy soils,” Pires said. “So, we want to take Americans there to spend some time.”&nbsp;

Pires&nbsp;was raised&nbsp;in southern Brazil, where several of his family members work in agronomy, tracing back to the original family member who immigrated from Italy to Brazil. He recently received his doctorate in agronomy and soil science from Kansas State University and will take the next step in his career this summer at North Dakota State University. EatWheat.org is a website that tells stories about wheat farmers, educates consumers and inspires creativity with wheat food recipes. The effort started in 2017 and&nbsp;was designed&nbsp;to bridge the gap between wheat farmers and consumers. In this podcast episode, Marsha Boswell, Kansas Wheat vice president of communications, walked Harries through how this wheat industry effort uses innovative strategies and platforms to educate consumers about wheat, its benefits and the farming process.

“For many years, wheat farmers have done a good job of telling what the health benefits of wheat foods are — folic acid, vitamins and minerals, a lot of that type of information,” Boswell said. “But what we haven’t always done is tell the story of how that wheat gets to your plate and the farmers that grow it. The main reason for EatWheat is to connect consumers and farmers with the food, how it’s grown, how it gets to them — that’s what we’re trying to accomplish with this program.”&nbsp;

A changing media landscape that shifted from print to digital and targeted advertising means it is harder for consumers to separate the wheat from the chaff&nbsp;when it comes to&nbsp;nutrition, farming practices, recipes and more. EatWheat.org uses strategies like search engine optimization (SEO) and analytics&nbsp;to better understand&nbsp;what information those consumers want,&nbsp;as well as&nbsp;drive traffic to wheat-related content.&nbsp;Equally as&nbsp;important&nbsp;to this work&nbsp;is storytelling, which helps connect consumers with the origins of their food, featuring farmer profiles and educational resources on wheat varieties and uses.&nbsp;

“The number one page&nbsp;that people&nbsp;come to is the ‘Six Classes of Wheat’ page,” Boswell said. “It ranks high on Google, which is beneficial to us because it brings people to the site&nbsp;and&nbsp;then they have the opportunity to learn more about farmers or find some recipes or&nbsp;learn&nbsp;other things about wheat. There are several other pages that do really well along the same lines of learning about wheat and how it’s grown.”&nbsp;

The combination of storytelling and analysis creates opportunities to create engaging content for challenging platforms like TikTok and Instagram to inspire consumers about wheat foods. Kansas Wheat takes these learnings to communicate with different audiences.&nbsp;This&nbsp;includes leveraging social media and digital content to target audiences with very different interests in the Kansas wheat industry&nbsp;from&nbsp;farmers to international customers.&nbsp;

"We're thrilled to welcome Shelly, Melissa, and Amy to our board of directors," said Jackson Swearer, StartUp Hutch Executive Director. "Their diverse experiences and expertise will enhance our mission to support local entrepreneurs and drive innovation in our community."&nbsp;

Shelly Bartel is a 5th generation business owner, managing three small businesses, including Bartel Kitchen and Bath, a 50-year-old family business. Bartel also serves as an independent stylist with Colorstreet and runs JBG, a rental company. Through StartUp Hutch's resources and classes, Bartel has learned to leverage both victories and challenges for the success of her ventures.&nbsp;

Melissa Moodie resides in Hutchinson with her family and is a practicing attorney with the Hinkle Law Firm. She is passionate about supporting entrepreneurs and believes they are key drivers for economic growth and stability within the community. Moodie is motivated by new ideas and looks forward to aiding StartUp Hutch in providing valuable resources and programming for entrepreneurs.&nbsp;

Amy Brennan brings 27 years of experience in the financial services industry, with 25 years as a commercial lender assisting clients in Hutchinson and South-Central Kansas. Brennan collaborates closely with businesses to identify their needs and chart paths to success. She also serves as board president for Rise Up Reno Prevention Network.&nbsp;

HUTCHINSON, Kan. — There will be a special community gathering to discuss the development of a brand-new park in the Grace Arbor Neighborhood, next to the Salvation Army at 7th and Walnut. The meeting will be at the Salvation Army building at 6:30 p.m.

"We're still working on trying to get a lease agreement with the City to build a park there," said Maj. Paul James with the Salvation Army. "I know the neighborhood, Grace Arbor Neighborhood, is excited for that possibility and we recently have done some very preliminary drawings of what the community would like to see there. Of course, the funds always determine what gets built. We're working towards it."

Everyone's input is welcome in shaping this park, and the neighborhood is invited to join together for an evening of collaboration and discussion. The Hutchinson Healthy Neighborhoods Initiative will also provide dinner for those who attend.

Gathering for new park May 7

RENO COUNTY — It appeared from the conversation among the Board of County Commissioners that there may be some distance between them as individuals as to whether the stated budget goal for next year should be a revenue neutral budget or a mill levy neutral budget. 

A revenue neutral budget would involve continuing cuts to departments to keep the same number of dollars spent, in spite of inflation in both material and labor costs for the county. 

A mill-levy neutral budget would be one where the commission would take advantage of any valuation increases to keep the tax rate flat while actually taking in more dollars.

Reno County has been able for the last two years to reach a budget that was revenue neutral.

Reno County Administrator Randy Partington will bring a proposed agenda for that meeting back to commissioners at their next regularly scheduled meeting on May 8.

The Kansas Department of Transportation project will be on K-4 from the Barton/Rice county line on the west to the Rice/Ellsworth county line on the east. The length is about 25 miles.

The work is expected to start around Monday, May 6,&nbsp;and be completed around late May or early June.

During the project, traffic will be controlled by flaggers and a pilot car, and motorists should expect to stop and face a delay of up to 15 minutes.

Pavement Pros, of McPherson, is the primary contractor for the $228,000 project.

The Harvey County Sheriff’s Office has arrested a man for alleged aggravated indecent liberties with a child.

Jerad Carmichael, 38, of Sedgwick, was taken into custody by deputies on Tuesday.

Carmichael is charged with aggravated indecent liberties with a child, aggravated criminal sodomy, and rape.

Carmichael is being held in the Harvey County Detention Center. His bond was set at $750,000.

Sedgwick man arrested on sex crime charges

HutchCC to host Summer Boot Camps

SOUTH HUTCHINSON, Kan. — An event is going on Thursday to commemorate National Crime Victims' Rights Week in Reno County. 

Andrew Davidson with the Reno County Attorney's Office accepted a proclamation for the week at Wednesday's county commission meeting.

"I would like to invite everyone to the South Hutchinson Community Center Thursday, April 25 at 6:30 p.m. for our ceremony and service for victims' rights week," said Davidson.

There is a candle lighting and last year they had a sand pouring ceremony to commemorate victims of crime in Reno County.&nbsp; 

This year's theme is "How would you help? Options, services and hope for crime survivors." The event is sponsored by the Reno County District Attorney's Office, Horizons Mental Health Child Advocacy Center, BrightHouse and the Hutchinson Regional Medical Center SANE/SART Team.&nbsp;&nbsp;

Community candle lighting ceremony is Thursday

RENO COUNTY, Kan. — The Reno County Health Department has seen a few Histoplasmosis cases this year already, so they wanted to send out information about the infection and how to prevent it. 

This is especially important due to the current season, where many individuals are landscaping and the weather is dry and windy. 

What is histoplasmosis? Histoplasmosis is fungal infection that occurs when breathing in spores from a fungus called Histoplasma.  This fungus is found in the environment, especially in soil that has a large amount of bird or bat droppings.&nbsp; &nbsp;

The CDC says most people who breathe in the spores don’t get sick, but those who do may have a fever, cough, and fatigue. Many people who get sick will get better on their own without medication. In some people, such as those who have weakened immune systems, the infection can become severe, especially if it spreads from the lungs to other organs.

Those most at risk, like people with weakened immune systems, those over 55 years of age and infants can protect themselves by the following steps.

1. Avoid certain activities. Avoid projects and activities that can expose you to it, such as cleaning barns or raising birds, especially if you’re at higher risk for disease.

2. Water down the area before you work. Before you dig into soil that can contain the fungus, soak it with water. This can help prevent the spores from being released into the air.

3. Wear a mask. Consider wearing a mask, such as an N95, while participating in high-risk activities.&nbsp;

Histoplasmosis can’t spread from the lungs of an infected person to anyone else.

Kindergarten Meet and Greet Thursday evening

HUTCHINSON, Kan. — As a highlight of Hutchinson Community Foundation’s 35th year of serving Reno County, Match Day, the popular day of community generosity, returns May 1 with a slate of activities planned.

A theme of this year’s Match Day is “Love where you live,” and members of the public are invited to demonstrate their love by coming to the Wiley Building, 100 N. Main St., Hutchinson, from 10 a.m. to 6 p.m. May 1 to give to their choice of 38 Reno County nonprofit organizations. Those gifts will be met proportionately from the community foundation’s $100,000 matching pool. On the last Match Day in 2020, 949 donors raised $411,699 in 24 hours for 34 nonprofits.

All gifts will benefit the organizations’ endowed funds.

“Match Day has always been about building the long-term sustainability of local nonprofit organizations by helping to build their endowed savings accounts,” said Aubrey Abbott Patterson, community foundation president and CEO. The support from strong endowments helps nonprofits spend more time focused on their missions, she said.

As extra incentive to come to the Wiley Building, hourly prize grants will be given throughout the day, drawn from the previous hour’s donors contributing in person. Organizations can also earn prize grants if they have the most individual donors.

The following activities are also planned:

· Happening all day: Giving stations, placemaking demonstrations from the Wiley Building through DCI park, arts and crafts activities, music and sound provided by B.Epic! TOPEKA, Kan. — In honor of Earth Week, U.S. Department of Agriculture (USDA) Rural Development Kansas State Director Christy Davis announces more than $5.3 million for seven clean energy projects to lower energy bills, expand access to domestic biofuels and create jobs and new market opportunities for Kansas farmers, ranchers and businesses.

“The USDA is helping expand access to clean energy and fueling options that promote energy independence and save Kansans money,” Davis said. “We are excited to partner with farms and small businesses to address energy solutions, economic growth and keep rural communities strong.”

The details of the Hutch Post area projects are:

A $44,940 grant will help purchase and install a 35 kilowatt solar array for Flint Hills Designs LLC of Newton. The project is estimated to replace 52,111 kilowatt hours per year, enough energy to power four homes.

A $572,968 grant will help purchase and install a 445 kilowatt solar array for White's Kingco, Inc., a grocer in Kingman and Lindsborg. The project is estimated to replace 637,326 kilowatt hours per year, enough energy to power 60 homes.

The Rural Energy for America Program (REAP) helps agricultural producers and rural small business owners expand their use of wind, solar, geothermal and small hydropower energy and make energy efficiency improvements. These innovations help increase their income, grow their businesses, address climate change and lower energy costs.

USDA continues to accept REAP applications and will hold funding competitions quarterly through Sept. 30, 2024. The funding includes a dedicated portion for underused renewable energy technologies.

Clean energy projects funded in area

TOPEKA, Kan. — The Kansas Bureau of Investigation (KBI) recently provided the 2023 Kansas Civil Asset Forfeiture Report to the Kansas Legislature.

Hutch Post area agencies were listed in the report, below are their stats:

Civil asset forfeiture is a procedure that authorizes law enforcement agencies to seize and forfeit property and cash that was obtained with proceeds from, or used to facilitate, certain criminal activity. Once a forfeiture proceeding concludes, the forfeited property or funds may be used for permissible law enforcement operations, or to further public safety objectives.

Civil Asset Forfeiture Reports have been submitted to the Kansas Legislature annually since 2020, as is required by K.S.A. 60-4127. In 2018, the Legislature amended the Kansas Standard Asset Seizure and Forfeiture Act (KSASFA) to include additional reporting requirements.

The law requires that all Kansas law enforcement agencies submit asset forfeiture incident reports and an annual report to the KBI through the Kansas Asset Seizure and Forfeiture Repository (KASFR). The KBI collects and reconciles the submitted information and reports it to the Kansas Legislature, and the public, in an effort to improve transparency about the forfeiture process.

A bipartisan bill that would increase reporting requirements under KSASFA recently passed the Legislature, and is currently under review by Governor Kelly.

 </figure>Civil asset forfeiture is a procedure that authorizes law enforcement agencies to seize and forfeit property and cash that was obtained with proceeds from, or used to facilitate, certain criminal activity. Once a forfeiture proceeding concludes, the forfeited property or funds may be used for permissible law enforcement operations, or to further public safety objectives.Civil Asset Forfeiture Reports have been submitted to the Kansas Legislature annually since 2020, as is required by K.S.A. 60-4127. In 2018, the Legislature amended the Kansas Standard Asset Seizure and Forfeiture Act (KSASFA) to include additional reporting requirements.The law requires that all Kansas law enforcement agencies submit asset forfeiture incident reports and an annual report to the KBI through the Kansas Asset Seizure and Forfeiture Repository (KASFR). Local agencies have small Civil Asset Forfeiture amounts

HAVEN, Kan. — Congratulations to four graduating Girl Scouts for being awarded scholarships to pursue their goals in higher education.

Three Girl Scouts earned the Sandy Remsberg Education Scholarship. This scholarship exists to help girls realize their dreams. One focus area for this scholarship is to increase participation and support girls with financial need and in under-represented groups. 

One Girl Scout earned the Girl Scouts of Kansas Heartland Gold Award Scholarship sponsored by Healthy Blue. This scholarship is for girls who have earned the Girl Scout Gold Award.

This year, graduating Girl Scout Kaley M., Haven, was awarded the Girl Scouts of Kansas Heartland $2,500 Gold Award Scholarship sponsored by Healthy Blue.

Kaley M. has been an active Girl Scout for 14 years. Kaley has completed all the highest Awards (Bronze, Silver and Gold Award) earned numerous badges, journeys, the Summit Award in most Girl Scout levels, the Mariner Pin, the Trailblazer Pin, the My Promise My Faith pin in every level and the Leader in Action Mentoring Award. Her passion for Girl Scouts lies in the opportunity to learn more while helping those and the world around her.
