HUTCHINSON, Kan. — The Hutchinson City Council held a budget work session on Tuesday, and after being shown a spreadsheet of what impact attempting to remain revenue neutral would have on the budget, especially in the future, it appears that there is an appetite to keep the mill levy neutral, but allow the increases in valuation to increase revenues to help meet increasing expenses.

"I think that makes sense," Vice-Mayor Stacy Goss said. "I don't want to sacrifice the near future projects and maintenance and things that we have to do by slashing things too hard right now."

"That's where I kind of say we just keep the mill levy where it's at," Richardson said. "Don't decrease it at this point. The story is, look what's happened over the last five years with costs and budget and compare the two. Consumer price index or whatever index you want to use. I would be very transparent in regards to, I know we can find data that supports our story, but we need to show data that is accurate, not cherry pick. People see it on the news. People see it everywhere. It costs more to operate, whether it's a business or your home, and we're not sheltered from that, too much."

New City Manager Enrico Villegas agreed with the general direction, as well.

"One of the things that excites me about the direction the city wants to go, is the appetite to reinvest in itself," Villegas said. "Think of the downtown master plan and the zoo strategic plan that we just learned about today. It takes money to do that. As we want to invest in these other things for the betterment of the community, we need additional funding to do that. This is a way to help us get there. I just wanted to offer that opinion, as well, that I am definitely looking forward to the future of what we can do, we just need help to get there and that help is financial."

The city must finalize the 2025 budget in the coming months.

Initial budget discussions appear to be looking at holding mill levy flat

HUTCHINSON, Kan. — The Kansas Department of Commerce launched an initiative called Love, Kansas at an event in Manhattan on Monday. 

"It really came out of the recognition that our department of commerce had done some work to see, I think 79 of the 105 counties in Kansas have lost population since 2020," said Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel. "That's just a downward trend that we have to battle every day as we're losing population. How do we get then people to go into jobs? Really at the grassroots level, ask people who live here, who have graduated from here to reach out to their past classmates that maybe have moved away from Kansas and invite them to come back and tell them the good things happening here and why they might want to consider moving back to Kansas. That really is a grassroots effort, but they have asked several pilot communities across the state to be a part of it."

"You're going to see us doing new initiatives with class reunions happening and maybe we want to tap that pool," Teufel said. "It really is a grassroots effort, and I think, I hope that it pays off."

If young people want to come back, they need places to live.

"Housing is probably one of the last things holding us back a bit as a county and a community," We haven't had a robust amount of housing development, although there are some developers with plans on the shelf that are looking at Hutchinson."

The hope is that the Landmark building's new life can get some apartment stock into the market, so that there are places for young people to live as they start their careers.

Hutch Clinic adds urologist

HUTCHINSON, Kan. — United Way of Reno County is exited to announce that Keith and Angie Zwickl have accepted the roles of Campaign Co-Chairs for the 2024-25 community-wide giving campaign. United Way of Reno County announces campaign co-chairs

WASHINGTON D.C. — The U. S. Postal Service filed notice in April with the Postal Regulatory Commission of mailing services price changes to take effect July 14, 2024. The new rates include a 5-cent increase in the price of a First-Class Mail Forever stamp from 68 cents to 73 cents.

The proposed adjustments, approved by the governors of the Postal Service, would raise mailing services product prices approximately 7.8 percent. If favorably reviewed by the commission, the price changes would include:

U.S. Postal Service Recommends New Prices for July 2024

Letters (1 oz.) will go from 68 cents to 73 cents.

Letters (metered 1 oz.) will go from 64 cents to 69 cents.

Domestic Postcards will go from 53 cents to 56 cents.&nbsp;

International Postcards will go from $1.55 to $1.65.&nbsp;

International Letter (1 oz.) will go from $1.55 to $1.65.&nbsp;

The additional-ounce price for single-piece letters increases from 24 cents to 28 cents. 

The Postal Service is also seeking price adjustments for Special Services products, including Certified Mail and money order fees. Notably, there will be no price increase for Post Office Box rental fees, and the Postal Service will apply a price reduction of 10 percent for postal insurance when mailing an item.

This is day 11 of the Kansas Wheat Harvest Reports, brought to you by the Kansas Wheat Commission, Kansas Association of Wheat Growers, Kansas Grain and Feed Association and the Kansas Cooperative Council.

Summer rains that leave behind humid air are keeping farmers out of the fields until late in the day, but producers are just glad to be able to climb in the cab and cut some wheat this year. After a multi-year drought, the showers and sprinkles are welcome, even if they delay the final stretch of the 2024 Kansas wheat harvest.&nbsp;

“Nuisance sprinkles” on Tuesday, July 2, didn’t amount to enough to benefit fall crops, but when coupled with high humidity, kept combines from running in Rooks and Graham counties, where Mike McClellan has just one day left of cutting his hard red winter wheat.&nbsp;

Fall moisture was limited to just a couple of fields and some of his wheat didn’t emerge until spring - making the wheat look very patchy coming out of dormancy. With fields spread out over two counties, some of his fields would pick up a rain, but two miles away, the field wouldn’t receive anything. McClellan remarked he has never seen such a “weather variable year.”

During spring grainfill, his area had mostly decent cool temperatures and moisture, which benefitted the wheat. By mid-June, the temperature got hot.&nbsp;

Harvest started on June 22. Test weights started at 60 pounds per bushel, but have decreased with recent showers. Protein is averaging 12 percent and higher with limited testing. Yields have ranged from 20 to 50 bushels per acre but the average hits in the low to mid 30s. While this is a below-average year of yields, McClellan’s harvest is still better than last year, when he abandoned all of his wheat due to drought.&nbsp;

“I’m tickled to be able to run the combines this year,” he said. “The wheat is surprisingly good for how it looked at the first of March. There was some I didn’t think I’d cut, but I have been able to.”

The area is now 75 percent complete with harvest. When those final few acres are finished, McClellan will start harvesting 500 acres of spring wheat.&nbsp;

Overnight showers and high humidity have kept farmers out of the fields until late over the last couple of days in northwest Kansas, according to Eric Sperber with Cornerstone Ag in Colby. Their draw area includes Rawlins, Thomas, Sheridan and Logan counties. Harvest in the area began on June 21 but didn’t really pick up until June 25. With custom harvest crews arriving mid-last week and cutting through the weekend, harvest pace is picking up as the weather allows.&nbsp;

Sperber noted Cornerstone Ag expects overall receipts to be up from last year at about average. Yields are highly variable, dependent on whether or not they had moisture at drilling last fall, ranging from 20 bushels per acre up to nearly 100 bushels per acre. Average yields look to be better than average overall.&nbsp;

Quality is excellent, with test weights over 60 pounds per bushel and proteins averaging about 12.5 percent.&nbsp;

“This is the best quality we’ve had for several years,” Sperber said.&nbsp;

In Clay County in northeast Kansas, Richard Cott remarked that “my wife Jodi and I will probably never see a crop this good again in our lifetime.” Having three generations help out with harvest - including his wife, son Kyle and granddaughter - makes this year’s harvest even more memorable.&nbsp;

Harvest started the week of June 12 and wrapped up on June 28. The Cotts’ farm seemed to catch rain at the perfect times, especially a good rain in October that established a good stand going into winter. Even with a super dry spring, Kyle described their area like a small vein that followed their fields with rain that allowed the wheat crop to prosper. They applied fungicide and did not see any headscab or rust in any of their fields.&nbsp;

Yields are well above average with proteins in the 11 and 12 percent range. Even with recent rains, test weights have held steady from 59 to 63 pounds per bushel. Overall, the family has been feeling “blessed, to say the least” about this year’s harvest.&nbsp;

Their best wheat came from a field planted behind failed corn and wheat following soybeans also came in above average. The early harvest will help them get their double-cropped corn or soybeans in the ground sooner.&nbsp;

“It’s the best wheat I’ve ever seen,” Kyle said. “We’ve had a very blessed wheat harvest this year. It was actually fun cutting wheat this year. Compared to the past two years, this has been amazing.”&nbsp;

HUTCHINSON, Kan. — The TECH Board of Directors is pleased to inform the communities of Reno County that significant progress has been made in our search for a new Chief Executive Officer. The search committee has diligently reviewed numerous candidates and has now narrowed the field to two exceptional individuals. Both candidates have been invited for second interviews and tours of the facilities beginning the third week in July.

We are excited about the potential each candidate brings to the future of TECH and anticipate making a final announcement regarding our new CEO in early August. We appreciate the community’s patience and support during this period of transition.

Maxey to return for interim post at TECH

TOPEKA, Kan. — The International Division of the Kansas Department of Commerce on Tuesday announced it will begin a monthly Kansas Exporters Roundtable series in July. With three-quarters of potential customers located outside of the United States, Commerce will visit 12 cities across the state and offer assistance for small- to medium-sized Kansas companies.

“When considering whether or not to start exporting, consider viewing it as essentially expanding your business’ storefront to the entire world,” Lieutenant Governor and Secretary of Commerce David Toland said. “Exporting can bring a much wider customer base, which directly translates into increased sale numbers and profits.”

Hosted by the Kansas Commerce International Division, the Kansas Exporters Roundtable events are a collaboration with the U.S. Commercial Service and the Small Business Administration (SBA). Each partner entity will have a representative presenting on export topics such as:

Kansas Exporters Roundtable series next week in Hutchinson

HUTCHINSON, Kan. — After seeing a video of the inside of the Atrium Hotel property when it was inspected, the Hutchinson City Council voted unanimously on Tuesday to set the public hearing date to begin the legal process that could result in the condemnation of the property.

"The hearing date has to be 30 days after the second publication," said City Attorney Paul Brown. "The soonest we can hear this is August 20. At that point, if you decide that it is determined to be an unsafe building, after the hearing has occurred, there's a resolution that you adopt to indicate that. Then, just like our other demos we've done in past years, there's a time for the individual to remedy the situation, to make it so that a certificate of occupancy can be issued."

The condition of the building is such that, unless they know there is someone inside, the Hutchinson Fire Department will not go in if there is a fire.

"There's no water to the place," said Fire Chief Steve Beer. "The sprinkler system is non-existent. In fact, the post indicator valve, we confirmed that this week, is shut off on the east side of the property, which controls the sprinkler system. Unless we actually see somebody going in the building, or we know we have a possible rescue or something, we are not going to enter that building. When you fill it with smoke and stuff, it's just a suicide mission."

The City Council will not buy the property. If they tear it down, it will be to make it so that someone else can own it and build there.

Hearing set for beginning of Atrium condemnation process

HAVEN, Kan. — According to the City of Haven office, water was restored as of 11:50 a.m. on Tuesday in the 100 block of South Topeka Ave. from Main Street south to 2nd street.&nbsp;

Haven water main break repaired Tuesday morning

HUTCHINSON, Kan. — Due to a pool pump issue, Salt City Splash will be closed on Tuesday, July 2. 

City of Hutchinson parks and facilities staff is working to fix the issue and make it safe for patrons to return to swimming.

Salt City Splash closed Tuesday

HUTCHINSON, Kan. — Last week, Kansas U.S. Senator Roger Marshall, M.D. was part of a hearing in Burlington, Colorado where he joined a colleague to learn more before further conversations on the upcoming Farm Bill.

"I was so honored and proud to be out in Goodland, Kansas and then Burlington, Colorado with Democrat Senator Michael Bennett," Marshall said. "We co-chair the Conservation Subcommittee of the Agriculture Committee. I say he's a Democrat just to tell people, look, there are lots of bipartisan activities that I participate in. I was so proud to be with Senator Bennett, to be out on the tongue of the wagon, so to speak, and listening to farmers and producers and talk about conservation, specifically about water conservation."

There are shared challenges for the two states.

"Western Kansas and Eastern Colorado look very much alike," Marshall said. "We farm the same crops. We've shared a drought in the last 15 years and we share this aquifer underneath it as well. It's great to learn about the conservation practices that are working. Then, as we put the finishing touches on the Farm Bill, the conservation chapter of the Farm Bill, it's great to be able to figure out what we need to accentuate."

Saving water depends on good data on what works and doesn't work.

"We have dozens of conservation farms out there that have been putting together programs over the last five years," Marshall said. "They've actually got the net zero on this aquifer, this body of water, fresh water that sits underneath Colorado and Kansas, Nebraska, Oklahoma, Texas as well. It's hundreds of feet deep, and those farms that are using these conservation methods are at net zero. Number one is they need high speed Internet broadband because they're using volumes and volumes of information, and then they're using things like water probes and new irrigation nozzle technique as well. It's expensive, but again, by doing the right practices, using technology, we can accentuate that. Probably only 5%, 10% of farmers and ranchers are using these techniques right now. There needs to be ways the government can help get them set up. Water is the most valuable commodity out there in the world."

Marshall said the process is still going forward with the Farm Bill as the language between the Republicans and Democrats is not close enough to agreement to go forward yet. He is hopeful that the best deal for Kansans will happen at the end of the day, even if it doesn't get done before the fall elections.

Marshall part of bipartisan hearing on Farm Bill

HUTCHINSON, Kan. — Hutchinson City Manager Enrico Villegas said the process that is beginning with the scheduling of a public hearing regarding the state of the Atrium Hotel property is a necessary step to get the building dealt with.

"The asbestos would need to be abated first," Villegas said. "There are definitely a lot more issues, there's a heavy presence of black mold in the building. Of the 47 rooms that were inspected, 81% of the 47 had a heavy presence of black mold. There are a lot more issues with the building than just those toxins. There are no running utilities, water, sewer, electricity. All the fire suppression in the building is non-existent. So it's a genuine hazard for the community."

Scheduling the public hearing for August 20 will allow the owner a chance to come and respond in Hutchinson if he wishes to do so.

"From a time frame standpoint, it could be six months to a year," Villegas said.&nbsp; "Depending on how things go, it could be longer than that."

It's not just uninhabitable, it is worse than that.

"What it should be called is dangerous," Villegas said. "That is the recommendation of staff. Part of that, inside the facility, everything has been stripped. The ceiling is caving in. There's no copper piping anymore. All of the wires are exposed. There's debris everywhere. It is in very, very bad shape, especially through the hallways and inside the rooms and everything. It is definitely dangerous."

The City does not currently own the Atrium property, so unless the owner is willing to sell, it would take condemnation to take care of it.

Villegas: Atrium is a 'genuine hazard'

RENO COUNTY — A group of 24 individuals from various backgrounds and professions is focused on making progress on the adaptive challenge of mental health in Reno County.

The 2024 Mental Health Leadership Cohort is a new approach to the Kansas Leadership Center’s Leadership Transformation Grant that Hutchinson Community Foundation has held on behalf of the community since 2019. The leadership development grant has allowed more than 100 individuals representing 49 businesses and organizations in Reno County to take part in KLC programs.

The new cohort, selected earlier this year after a public call for participants, is focused on applying leadership competencies to a particular community adaptive challenge while practicing building collaborative relationships and generating collaborative action.

“We felt it was time now to go deep into one challenge with the goals of practicing the experimental mindset, catalyzing action on the issue through the application of KLC principles, and creating ripple effects of change across the system,” said Kari Mailloux, director of strategic initiatives at Hutchinson Community Foundation and a member of the grant leadership team. Other members of the grant leadership team are Donna Davis, retired; Denice Gilliland, Hutch Rec; David Sotelo, City of Hutchinson; Valerie Taylor, United Way of Reno County; and Gregg Wamsley, Hutchinson Public Library.

This year’s focus on mental health supports the priorities of the 2023 Reno County Community Health Improvement Plan and the United Way of Reno County’s Mental Health Task Force. The task force is a United Way of Reno County collective impact group focused on mental health that paused during the COVID-19 pandemic and reformed in 2024.

"Through the efforts of the Mental Health Task Force, we are not just addressing symptoms; we aspire to improve our community health by dismantling stigma, bolstering support within our school systems, and creating connections with law enforcement,” said leadership team member Valerie Taylor.

“The Mental Health Task Force and the Mental Health Cohort are paving the way toward mental well-being because it's not just a priority but a fundamental human right."

The members of the year-long cohort began their experience with a relationship-building dinner and participation in KLC’s one-day When Everyone Leads program in April. Members of the cohort will meet throughout the summer and fall and attend two more programs on the KLC path. The final session in December will have the cohort share their experience and experiments with the Mental Health Task Force.

“As the Chief of Police for the Hutchinson Police Department, my priority is to focus on diverting individuals from the Criminal Justice System and providing them with the appropriate help they need,” said cohort member Chief Brice Burlie. “Arresting and incarcerating people with mental health issues is not a solution. Society is beginning to recognize that a comprehensive approach is needed to help people with mental health concerns. This involves law enforcement, probation officers, courts, attorneys, mental health professionals, and jails. I want to ensure that my agency is involved in solving this issue.”

Cohort participant Hillary Barragan specializes in working with youth of diverse backgrounds and experiences.

“I have been greatly affected in such a positive way by community mental health in Reno County and I want to help keep making services better and accessible for all,” she said.

Cohort member D’ana Heinlein sees existing progress worth building upon.

“I feel that if we are moving towards raising awareness, finding and sharing resources, and good, open, honest communication between all parties — I would call that progress,” she said. “I feel like we are moving in the right direction and that with this set of passionate people that we'll see big things happen.”

Reno Co. residents part of mental health cohort

HUTCHINSON, Kan. — Hutchinson Mayor Greg Fast noted that though phase one of the Woodie Seat project is done, there will be more to do in the coming years.

"It is open, it does look like we've done something," Fast said. "It's beautiful, smooth, striped perfectly, some of the medians are taken out or shaved down. That was phase one that we worked with the county with a combined grant from the state to help pay for a lot of that."

The drawings are still being looked at for the next phase.

"The next part would be phase two from Avenue C to the north, sloping down to a roundabout at Avenue A," Fast said. "Currently in the design phase, looking at preliminary designs, figuring out lighting, figuring out what the slopes of the hill will look like, and then putting it out for bid."

That work would likely happen in the 2025 construction season.

Fast: Woodie Seat will be open for awhile

NEWTON, Kan. — Get ready for a friendly showdown at Sand Creek Summer Daze as Newton Fire/EMS and Harvey County Sheriff’s Office and the Newton Police Department gear up for the first ever Sand Creek Summer Daze charity kickball game! Set against the backdrop of community spirit and fun, these sworn protectors of Harvey County are stepping onto the field to engage in some friendly competition, all for a great cause.

The game will take place Friday, July 12 at 7 p.m. at Athletic Park in Newton as both teams go head-to-head to raise funds for the All Together Now Inclusive Playground project in Harvey County. This initiative aims to create a space where children of all abilities can play together, including those with mobility devices, communication devices or other special needs.

"This game is about more than just kickball; it's about coming together as a community to support inclusion and accessibility," Greg Hanson said, chairman of Sand Creek Summer Daze. "By raising funds for the All Inclusive Playground Project, we're ensuring that every child in Harvey County has the opportunity to laugh, create, and communicate with their peers on the playground."

The festivities will kick off with an Army National Guard Color Guard four-cannon salute, setting the stage for an evening of friendly rivalry and entertainment. Players from both teams will showcase their athletic prowess (and perhaps a bit of humor) as they select their own walk-up music and take to the field.

There will be concessions and beverages to enjoy as well. All gate button sales, concession and beverage monies brought in that night will go towards the All Inclusive Playground Project.

 </figure>Sand Creek Summer DazeNEWTON, Kan. — Get ready for a friendly showdown at Sand Creek Summer Daze as Newton Fire/EMS and Harvey County Sheriff’s Office and the Newton Police Department gear up for the first ever Sand Creek Summer Daze charity kickball game! Set against the backdrop of community spirit and fun, these sworn protectors of Harvey County are stepping onto the field to engage in some friendly competition, all for a great cause.The game will take place Friday, July 12 at 7 p.m. at Athletic Park in Newton as both teams go head-to-head to raise funds for the All Together Now Inclusive Playground project in Harvey County. This initiative aims to create a space where children of all abilities can play together, including those with mobility devices, communication devices or other special needs."This game is about more than just kickball; it's about coming together as a community to support inclusion and accessibility," Greg Hanson said, chairman of Sand Creek Summer Daze. "By raising funds for the All Inclusive Playground Project, we're ensuring that every child in Harvey County has the opportunity to laugh, create, and communicate with their peers on the playground."The festivities will kick off with an Army National Guard Color Guard four-cannon salute, setting the stage for an evening of friendly rivalry and entertainment. Players from both teams will showcase their athletic prowess (and perhaps a bit of humor) as they select their own walk-up music and take to the field.There will be concessions and beverages to enjoy as well. All gate button sales, concession and beverage monies brought in that night will go towards the All Inclusive Playground Project.Between Inning Games:● K &amp; Below (x4) – Animal Sounds – Each kid picks a mask and then imitates the animal for a chance to win● 1st to 6th Grade (x4) – Sneaker Scramble – 4 sets of shoes are tied to each other and entrant must untie, put on then tie again adn race to home plate● Jr High to High School (x4) – Stick Horse Race – Entrants race around bases to see who has the fastest horse● Fire Chief vs Police Chief – Dizzy Bat Race – The age-old race with age old Chiefs!● Adults Couples (x4) – Balloon Smash – Each couple has to smash a balloon between them by hugging● Adult (3 teams of 4) – Water Balloon launch and catch – Three people launch 4 balloons and one tries to catch them in center field with a fish netThe event wouldn't be possible without the generous support of our sponsors: Dillons, Khaos Apparel, and the Kansas Army National Guard. Sand Creek Summer Daze "Battle of the Badgez" Charity Kickball Game July 12

Farmers and ranchers in Kansas are amazing people. Yes, I am tooting our own horn, but we deserve it. We are hard-working and all too humble people, and the work we do is something our fellow humans literally cannot live without. We grow food.

I say all of this because my colleagues in agriculture will not. I know they are too busy working long hours doing their job, including working up to seven days a week. We wait for someone else to acknowledge our good work, and that is an admirable trait. So, I am going to say it for all of us.

Just look at the last five years. We have survived some of the worst weather and drought in recorded history, a pandemic, supply chain disruptions, increased costs for everything and high interest rates, and we are still here. What is more, we are producing more food, using fewer inputs and less land all while protecting the air, soil and water around us.

Our jobs will get harder in the upcoming years because we will need to produce even more food —more food than we have ever produced in history. We will also be asked to do it with less land all while improving the natural resources with which we are entrusted. That is a heavy lift.

Do you know what? We will do it, and we will do it better than anyone can even imagine. Farmers and ranchers have stepped up and met every challenge thrown our way. We are asked to do the impossible, and we come through with flying colors each time. That is something to be proud of.

We put our backs into the harness and pull our heavy loads, never expecting any recognition or accolades. Its time we recognized the good work we do and let the rest of the world know how proud we are of the food we grow. It’s not bragging, it’s pride, and that is not something we should be shy to tell the rest of the world about.

We are a humble group. Take a step back and look at the impact our work has on the world around us. We feed a hungry, growing population. Nothing else can be accomplished if you are starving. The rest of the world needs us, whether they recognize it or not.

I know we do not do our jobs for recognition, but it is important to take time to look at all we do. The changes we have navigated are stunning. We have done this in some of the hardest times we have ever faced, and we did it with style and grace. All of this is something we need to acknowledge and take pride in.

So, during this busy season, take a minute to appreciate all we have accomplished on our farms and ranches. We rightfully are and should be proud of what we do. And in their own way, I know a hungry world recognizes this.
