HUTCHINSON, Kan. — Erica Miller, DVM with Apple Lane Animal Hospital encourages pet owners to get outside with their pets while the weather is more bearable for everyone.

"A lot of it's not having the stress of the heat before, just like us, right?," Miller said. "The relief of having a little bit of cool after it being so hot in the hundreds is definitely helpful for our pets, and I'm sure just like us, they tend to love this weather where we're not freezing cold yet, and we're not scorching hot, so wonderful weather, perfect time."

If your pet has been somewhat lethargic in the heat, take advantage of their extra energy.

"I get a lot of those people coming in with pets that yearly exams, and maybe we've gained a little weight from the year before, and sometimes I hear, well, it's just been so hot, we haven't been able to walk or exercise as much. Well, this is the perfect weather for more exercise."

Make sure to keep pets properly hydrated for the activity level, though, even when taking them out when it's cooler, so that the exertion is something they enjoy and not dread.

LINDSBORG, Kan. — On Friday, in an email to Lindsborg Community Hospital employees, Larry Van Der Wege, hospital administrator, announced his resignation. This came after calling available department managers together for a ‘heads up’ gathering where he made his initial announcement.  

In an email to staff, SRHC Administration and board members, Larry wrote:

“For all 28 years of my healthcare career, I have been blessed to work for either Salina Regional Health Center, Lindsborg Community Hospital or both together.  The first two were with SRHC as a physical therapist and the last 26 with LCH.  Going on 17 years now, I have had the incredible opportunity to lead a wonderful group of people as the CEO/Administrator in my hometown.  It is a 24/7 role that I have hopefully performed with the skill and commitment that LCH and Lindsborg deserves.  

“I am resigning my position as Administrator of Lindsborg Community Hospital to seek other ways to advance healthcare in Kansas.  I will be going to work as the Director of Regulatory Affairs and Preparedness with the Kansas Hospital Association.  Fortunately, it is a hybrid position where Rebecca and I can still live in our hometown, with commuting to Topeka weekly. 

“I am anticipating my last day to be around November 15th and will continue to lead LCH until that time.  Lindsborg Community Hospital itself, and especially as a part of the Salina Regional Health Center system, will be a wonderful opportunity for the next Administrator, just as it has been for me.

“With much gratitude, Larry Van Der Wege”

In a memo to employees from Joel Phelps, CEO of Salina Regional Health Center, Joel commented:  “Larry will be missed and has done a great job over the years at LCH.  I/we wish him well and look forward to the opportunity to continue working with him in his new role at the Kansas Hospital Association.  

“I plan to have a group to meet late next week to discuss our next steps in regards to a recruitment process for Larry’s replacement.  I hope and believe we can be as fortunate on a replacement as we have been to have Larry in this role for 17 years serving Lindsborg and the region.” 

There will be a celebration for Larry to be announced at a later date.

HUTCHINSON, Kan. — The Hutchinson Fire Department reported Thursday that Capt. Troy Mueller was reassigned to a different fire in Montana called the Grouse Fire. 

He had originally been assigned to a pair of blazes in Idaho.&nbsp;

Mueller was originally asked to assist with the Rocky Mountain Incident Command Team Three as wildfires continue to kick off and spread throughout the western United States.

Captain Mueller was initially mobilized to the Gwen fire in Idaho burning on the Nez Perce Reservation in north central Idaho.&nbsp;

HARVEY COUNTY — The Harvey County Sheriff’s Office will coordinate a DUI check lane enforcement effort in Harvey County this weekend.

The check lane will begin Saturday evening and continue into Sunday morning.

The check lane will be conducted with assistance from other Harvey County law enforcement agencies and the Kansas Highway Patrol.

The overarching purpose of the DUI check lane is to educate drivers about the dangers of intoxicated driving, and also to remove any driver from the road that is under the influence of drugs or alcohol.

The Sheriff’s Office most recently conducted a local check lane in May 2023.

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas notes that prices at the pump are not too bad for August.

"Gas prices have been stabilizing and headed down a little bit of late," Steward said. "We're at $3.15 a gallon on average across Kansas right now. That's down two cents in the past week. We're currently 30 cents less than the national average, which is $3.45. We're about 50 cents less than we were a year ago."

Kansas is the 10th cheapest state in the U.S. for gas.&nbsp;

"Demand fell slightly last week," Steward said. "We've seen domestic gasoline stocks on the increase. Domestic crude oil production actually hit an all-time high, it was 13.4 million barrels per day last week. Domestic gas production also rose, averaging 10 million barrels per day, some strong production numbers, strong supply and demand has been a little bit soft."

It's likely to get softer as school starts again.

"As we head into fall and winter, typically, those are lower demand seasons," Steward said. "Summer vacations are over and just fewer people out on the road taking recreational trips. We generally do see lower demand. When we get into the end of the summer blend gasoline coming up, as we've talked about before, summer blend is more expensive to produce and usually raises the gas prices a little bit in the spring."

Join them for a clean up day Aug. 10 in George Pyle Park. Bring your organization, club, church group, or even yourself to help&nbsp; clean up the creek again.

They will have trash bags and gloves available. Groups will meet at the Gazebo at George Pyle Park at 8 a.m.

MANHATTAN, Kan. — The Kansas Department of Agriculture is sharing notice that the U.S. Environmental Protection Agency has ordered the emergency suspension of all registrations of pesticide products containing the active ingredient dimethyl tetrachloroterephthalate (DCPA). EPA previously approved registrations for pesticide products containing DCPA to control weeds in both agricultural and non-agricultural sites, including non-residential turf sites, nursery stock and produce.

This emergency suspension is a result of EPA’s determination that DCPA is an imminent health hazard, in particular for babies whose mothers were exposed to DCPA during pregnancy. EPA’s determination that led to the emergency suspension comes as a result of the registration review process in which registered pesticides are periodically evaluated to ensure they cause no unreasonable adverse effects on human health or the environment. The emergency suspension is effective immediately, and prohibits the continued sale, distribution and use of any pesticide products containing DCPA.&nbsp;

Dacthal Flowable Herbicide, (EPA Registration Number 5481-487) is the only pesticide product containing DCPA which had been approved for use in Kansas. Although most usage of this product was likely in commercial operations, it is possible that individual consumers may have purchased it as a general use product. If you are in possession of Dacthal Flowable Herbicide, you are advised to cease use of that product and contact the manufacturer for details on the return procedure. As Kansas farmers pour over field trial data to select which varieties to plant this fall, new guidance is available for those considering adding or expanding fall grazing on wheat acres. K-State Research and Extension recently released the results of trials for 16 wheat varieties for performance in dual-purpose systems where wheat is grown for both forage and grain production.&nbsp;

Logically, the traits needed for a wheat variety to succeed in a dual-purpose system differ from programs focused solely on grain production. These performance trials evaluated commonly understood factors of fall grazing like the date of the first hollow stem as well as fall forage yield, plant height, grain yield and test weight.&nbsp;

To do so, K-State researchers planted three trials in the South Central Experiment Field near Hutchinson. One trial followed grain-only management practices, while the other two trials simulated dual-purpose management. These trials included an earlier planting date with a higher seeding rate and increased nitrogen applications.&nbsp;

The first dual-purpose trial assessed forage yield and date of the first hollow stem. Fall forage production depends on variety selection, environmental factors&nbsp;-—&nbsp;temperature and precipitation&nbsp;-—&nbsp;and management decisions&nbsp;-—&nbsp;planting date, seeding rate and nitrogen application rate.&nbsp;

To measure forage yield, researchers hand-clipped and dried samples before weighing and measuring the remaining dry matter. The team found significant statistical differences in fall forage production between the tested varieties, ranging from 871 to 1,969 pounds of dry matter per acre. Eleven of the 16 varieties were considered high-yielding&nbsp;-—&nbsp;1,370 to 1,969 pounds of dry matter per acre&nbsp;-—&nbsp;including KS Ahearn and KS Providence.&nbsp;

To balance the use of that forage potential with future grain yield potential, producers with a dual-purpose system use the date of the first hollow stem as an indicator of when to stop grazing. Grazing past that first hollow stem date can decrease yields by as much as one to five percent per day. While the appearance of the first hollow stem is driven by decreasing temperatures and day length, individual varieties can differ by up to 15 to 20 days.&nbsp;

Researchers measured the first hollow stem by splitting 10 primary stems from each plot one or two times per week, stopping when all measured stems had 1.5 centimeters of hollow stem below the developing wheat head. Results were reported in day-of-year format with the average occurrence of the first hollow stem on day 76 or March 17. All the studied varieties reached the first hollow stem within an 11-day window, with KS Providence being the latest variety to achieve the first hollow stem at day 83.&nbsp;

After producers stop grazing, their focus turns to maximizing grain production. The second dual-purpose trial explored the penalties for grazing wheat fields come harvest.&nbsp;

First, researchers simulated grazing by mowing plants to 1.5 inches whenever regrowth hit two inches. This happened five times before researchers stopped the simulated grazing at the average first hollow stem date. The team then measured plant height for the rest of the grazing season and harvested the grain from the trial.&nbsp;

For the grain-only trial, yields averaged 53.5 bushels per acre, compared to 28.1 bushels per acre in the dual-purpose trial&nbsp;-—&nbsp;meaning the yield penalty from simulated grazing averaged 13.6 bushels per acre. The penalty for varieties averaged from 6.9 to 19.7 bushels per acre with the highest-yielding group including AR Iron Eagle 22AX, CP7017AX, Guardian, Golden Hawk and WB4347.&nbsp;

Test weights also varied between varieties, ranging from 55.1 to 62.7 pounds per bushel in the grain-only system to 49.5 to 67.1 pounds per bushel in the dual-purpose trial. Guardian ranked as the highest test weight in both systems, whereas AP Sunbird (experimental) ranked highest in the grain-only trial and WB4347 took the top spot in the dual-purpose system.&nbsp;

Researchers noted that weather conditions&nbsp;-—&nbsp;fall moisture and a dry spring&nbsp;-—&nbsp;also impacted final grain yields and test weights.&nbsp;

“The weather conditions&nbsp;–—&nbsp;characterized by enough moisture for forage production followed by drought conditions during the spring&nbsp;–—&nbsp;likely worsened the effects of grazing since the larger crop likely used more water early in the season and had no moisture to recover later in the spring,” the publication noted.&nbsp;

Overall, the K-State evaluation provides valuable insights for producers looking to balance needs for additional forage with the goal of a successful summer harvest. The publication is part of the Wheat Rx series, a partnership between Kansas Wheat and K-State Research and Extension to disseminate the latest research recommendations for high-yielding and high-quality wheat to Kansas wheat farmers.&nbsp;

HUTCHINSON, Kan. — On Aug. 6, 2024, the Hutchinson Fire Department (HFD) responded to 2404 E. 4th&nbsp;Ave. for the report of a commercial building fire. 

During the response, dispatch advised bystanders were reporting large amounts of smoke and fire. Crews were able to see a large glow and smoke plume while leaving the station. 

The first-arriving crew found heavy fire and initiated defensive fire operations. The assignment was immediately upgraded to request mutual aid from multiple agencies. Firefighters encountered numerous hazards while fighting the fire that included down charged power lines, numerous explosions and high heat. 

Due to the extensive heat, crews were presented with additional building fires to the surrounding structures that required attention to minimize surrounding structure damage.&nbsp;

HFD implemented rigorous on-scene rehabilitation procedures to ensure all members were staying hydrated, checked their vital signs and were able to continue fire suppression efforts. Due to the heat and environmental conditions, two firefighters were hospitalized. They have since been released and cleared for duty.&nbsp;

During the fire, HFD was flowing approximately 7,000 gallons of water per minute. The fire required the use of 10 engines and two ladder trucks to sustain suppression efforts. The fire took three hours to bring under control, concluded with three hours of investigation by HFD, HPD, the Reno County Sheriff, and the State Fire Marshal. The fire is still under investigation pending further interviews. It is currently undetermined when the cause of the fire will be released. HFD will send an update if a cause is determined.&nbsp;

TOPEKA — An evidentiary hearing planned for next week in the Kansas Gas Service rate case will now be a settlement hearing. The Kansas Corporation Commission approved the change at their business meeting this morning.

Last Friday, the parties in the case, which include KCC Staff, Kansas Gas Service, the Citizens Utility Ratepayer Board, and WoodRiver Energy, filed a unanimous settlement agreement with the Commission.

If the settlement is approved, residential customers with average usage (72.23 Mcfs) would see an increase in their monthly bill of approximately $3.83 per month or $42.02 per year. The company has withdrawn its proposal to implement two different rate structures based on high or low usage. That proposal would have resulted in a residential rate increase of approximately $6.71 per month for customers using 73 Mcf or less per month or $9.48 more per month for those residential customers using more.

KGS settlement reached

HUTCHINSON, Kan. — Because of an oversight when publishing the Revenue Neutral Rate notice, the Hutchinson City Council will actually have two meetings on the first Tuesday in September.

"We recently caught that the city, in its intentions to exceed the Revenue Neutral Rate, when the mailings were sent out, the time was Sept. 3 at 9 a.m., to have the meeting," said City Manager Enrico Villegas. "That's the date we were going to start our evening meetings. To make that right, we would have to have a special meeting for the morning, to have the hearing at that time."

Mayor Greg Fast wanted to make sure the public knew when both meetings are supposed to be.

"I suggest we have a special meeting in the morning and then we have our previously scheduled nighttime meeting," Fast said.&nbsp;

It was suggested by council member Stacy Goss that the hearing could be opened in the morning meeting and continued to the evening. Villegas had not decided on that, yet.

"I hadn't thought about that," Villegas said. "Let me think about that one, how we want to handle it."

The city's intent is to exceed the revenue neutral rate, but keep the mill levy flat, which will raise a typical homeowner's taxes to equal the increase in their home's valuation.

HUTCHINSON, Kan. — After a petition was signed by the right number of people, the Hutchinson City Council approved waterline improvements in the Spyglass Hills area at its meeting this week.

"It is Cherry Hills Drive through Winged Foot Drive and up through Foxfire Street in that Spyglass Hills area," said City Finance Director Angela Richard. "The cost estimate for these improvements is $480,000. The city special assessment policy says that we set aside $100,000 each year for waterline improvements for special assessments. We will contribute that to this project. We will also pay approximately $49,000 for valves and hydrants per our special assessments policy. The remainder of that cost will be allocated among the property owners. They have chosen a little bit different way to allocate this. Some of the property owners are taking two shares of it and others are taking one share. Because of this kind of allocation, 100% of the property owners have signed off on this, have authorized this method of sharing the cost."

After the project, the property owners will have a chance to reimburse their share of the improvements, or it can be assessed to their property over 20 years.

The city may use a temporary note to finance the project until completion. Then the city will bond the cost of the improvements and use the payments from the homeowners to pay the bond payments.

The council approved the project unanimously. It will likely take a couple of years to finish.

Today's "Throwback Thursday Collection" takes us to the southeast corner of 4th Avenue and North Main.

This week's article is a true testament to a young entrepreneur. A 15-year-old Walt Benson started his career working at the Ayr-Vu Drive-In Theatre in 1952. He quickly became manager in 1953.

In 1954, he started Walt's Cafe at 201 W. 1st and operated it until he remodeled it into Walt's Pancake Palace in 1961.

The next venture he started was Walt's Donuts. The first photo is of that donut shop at its opening in 1963 at 328 N. Main.

That property was formerly a retail store for Young &amp; Sons Seed Co.

Walt later became the manager of Panjo's Pizza at 1107 E. 30th.

In 1968, he became manager of the Prairie Dunes Country Club.

Meanwhile, back at 328 N. Main: In 1970, it became the Avco Financial Services until 1987.

In 1990, it was the Oasis Records-Tapes &amp; Car Sounds.

In 1991, it was the Montford Retail Liquor Store.

In August of 1992, Dan Power moved there with his Edward Jones Investment office from 335 N. Washington. The second photo shows Dan's office there.

In 2016, Dan retired and his son, Dane, took over at 328 N. Main.

In 2021, Dane moved to 2700 N. Severance. The third photo shows the 328 N. Main building today, operating as the High Point Pharms retail store with the property being owned by Hiatt Enterprises L.L.C. of Nickerson.

 </figure>That property was formerly a retail store for Young &amp; Sons Seed Co.Walt later became the manager of Panjo's Pizza at 1107 E. 30th.In 1968, he became manager of the Prairie Dunes Country Club.Meanwhile, back at 328 N. Main: In 1970, it became the Avco Financial Services until 1987.In 1990, it was the Oasis Records-Tapes &amp; Car Sounds.In 1991, it was the Montford Retail Liquor Store.In August of 1992, Dan Power moved there with his Edward Jones Investment office from 335 N. Washington. The second photo shows Dan's office there.<figure>

 </figure>In 2016, Dan retired and his son, Dane, took over at 328 N. Main.In 2021, Dane moved to 2700 N. Severance. The third photo shows the 328 N. Main building today, operating as the High Point Pharms retail store with the property being owned by Hiatt Enterprises L.L.C. of Nickerson.<figure>
